The U.S. Bureau of Mines investigated the relationship of bituminous coal seam parameters and the amount of airborne respirable dust generated at longwalls. Dust and coal samples were obtained from 20 longwalls operating in geographically representative coalfields throughout the United States. Statistical analyses of coal seam parameters and airborne respirable dust measurements indicate a likely causal relationship between seam type and respirable dust. Low-ash, high-volatile coal seams were associated with higher airborne respirable dust levels. A negative linear correlation (significant at the 95-pct confidence level) was observed between the seam's ash content and airborne respirable dust, explaining up to 18 pct (R2 = 0.18) of headgate dust level variation and up to 15 pct of tailgate dust level variation. Volatile matter was found to have a positive linear correlation with tailgate dust level, explaining 16 pct of the variation. Further data examination indicates that these relationships with dust are most likely nonlinear, because of improved R2 values over the linear correlations. However, a notable portion of longwall dust production is influenced by other operational parameters, so additional research under more controlled conditions is needed to determine the seam's causative functions.

Occupational exposure to hand-arm vibration through the use of powered hand tools can result in reductions in tactile sensitivity, grip strength and manual dexterity. In fact, even acute exposures to vibration cause shifts in vibrotactile thresholds in exposed fingers (2,4,5). Although reductions in tactile sensitivity after acute vibration exposures are transient, cellular changes associated with this shift in sensitivity could lead to the more permanent reductions in tactile sensitivity that are a common symptom of hand-arm vibration syndrome (HAVS). Methods Animals. Male Sprague Dawley rats (6 weeks of age) were used for all experiments. Animals were housed in AAALAC accredited facilities, and all procedures were approved by the NIOSH Animal Care and Use Committee and were in compliance with the CDC guideline for care and use of laboratory animals. Vibration exposures were performed by restraining rats in a Broome-style restrainer, and securing their tails to the vibration platform using 6 mm wide straps that were placed over the tail every 3 cm. Restraint control animals were treated in an identical manner except that the tail platform was set on isolation blocks instead of a shaker. Tail temperature and current perception thresholds (CPTs). Rats were exposed to 4 h of tail vibration (125 Hz, 49 m/s2), or restraint. Tail temperature was collected prior to and immediately following the exposure using an infra-red camera. Sensory neuron function was assessed by measuring CPTs with a Neurometer (Neurotron, Baltimore, MD). Transcutaneous nerve stimulation was applied to the C10 region of the tail. Three frequencies were used to test specific fiber types (5 Hz – C, 250 Hz - Ad, and 2000 Hz – Aß). The intensity of the stimulus was automatically increased in small increments until the rat flicked its tail. Tests at each frequency were repeated until the animals displayed 2 responses that were within 2 CPT (or 0.02 mA) of each other (2-4 tests/animal). CPT tests were performed prior to the exposure, immediately following the exposure, and 24 h after the exposure. Data Analyses. Temperatures were analyzed using a one-way ANOVA with animal as a random variable. ANCOVAS were used to analyze the CPTs at each frequency. Temperature at the time of the CPT test was used as a covariate, and animal was used as a random variable Results Tail temperatures declined between pre and post exposure (F(1,25) = 62.85, p < 0.001; mean ± sem pre 25.96°C ± 0.42, post 20.71°C ± 0.77), but were back to baseline levels by 24 h after the exposure in both groups of rats. The ANCOVAs demonstrated that exposure to a single bout of vibration did not alter sensitivity of C (5Hz) or Ad (250 Hz) fibers to stimulation.

This report includes a review of all relevant data on underground hydraulic coal mining technology collected during Phases I and II of the contract. Data collection and analysis procedures are discussed. Information is included on past and existing underground hydraulic coal nines in the USSR (27 mines), Poland (1 mina), Germany (1 mine), Japan (1 mine), Canada (1 mine), China (1 nine), as well as underground tests conducted in the United Kingdom (2 mines), and in the United States (5 mines). Data is also included on Czechoslovakia and New Zealand. In all operational hydraulic mines, coal is transported underground in flumes. In most cases, bituminous coal is broken by monitors with nozzle diameters larger than 16 mm (0.63 in.) and jet pressures of 50 to 125 atm (710 to 1780 psi). Technical design and performance data are included on all key types of equipment and components which have been developed for, used in, or which could be potentially be used in hydraulic coal mining systems. Data sheets are presented on 180 types of equipment, divided into 24 major categories. Where available, sketches, drawings, photographs, and price estimates are included. Data are included on pitching coal seams in the United States which potentially can be mined by hydraulic methods. Preliminary conclusions are presented, subject to revision as a result of economic feasibility studies to be completed during Phase III. An outline is presented of the final report, which will include economic studies and recommendations for research and development.

In the last 30 years, human appropriation of global renewable resources has accelerated to the point where 35 per cent of the earthÆs land surface is now in managed agro-ecosystems, consumptive water use consumes between 50 per cent and 85 per cent of freshwater supply and 60 per cent of ecosystem services are utilised in an unsustainable manner. There are virtually no landscapes in which renewable resources are not already fully allocated among different economic and environmental uses. Furthermore, it is increasingly recognised that water availability issues do not exist in isolation but are linked with the related environmental issues of biodiversity preservation, the carbon cycle, soil degradation, and energy use and supply. It is against this background that the sustainable management of water in mining is increasingly developing a strategic viewpoint where water is viewed as a resource within an interconnected landscape, having economic, environmental and social value and providing a range of environmental services in the provision of public and private goods. This paper explores the issues associated with sustainable management of water in mining from a strategic viewpoint. The cumulative impacts of multiple water users, both within and outside the mining sector, is increasingly threatening the security of supply for all users. To quantitatively assess the ætrueÆ value of water it is necessary to: Better understand the science of ecosystem functioning and how human actions impact on environmental processes. Develop appropriate policy, finance and governance structures to support innovative programs that preserve ecosystem function and services (including market based instruments). Apply knowledge as interventions across landscapes in ways that maximise benefits and minimise unintended consequences taking into account differences in the value of water among sectors. A strategic viewpoint of water management relies on knowledge to guide decision making that has been acquired at a range of scales from mine site to mining region. This knowledge must be based on rigorous science, sound data and syntheses of different types of information. Strategic management of water resources will better position the industry in terms of understanding the risks posed by complex, interlinked environmental issues that are increasingly impacting on future access to land and renewable resources, including water, thereby ensuring miningÆs future social licence to operate.

A shaft or slope bottom is that portion of a mine that is contiguous to the bottom of the main hoisting shaft or slope. It includes the terminal tracks for loaded-and empty-car storage, locomotive run-arounds, locomotive shops, charging stalls, supply rooms, pump rooms, waiting rooms, and offices for dispatcher, weighmen, and foremen. This paper will deal principally with the arrangement of tracks and the handling of cars on the bottom, but includes other data that may be affected, directly or indirectly, by the bottom lay-out. All of the mines discussed are being operated in comparatively level coal seams.

Errors in ore reserve estimation can occur during drilling and sampling, sample preparation and analysis, geological logging and modelling, database construction, statistical or geostatistical evaluation, selection of economic parameters, selection of ore reserve method and assessment of mining constraints. Core sample recovery can be a major source of error, and it is proposed that the modelling of grade, metal accumulation and thickness should be accompanied by the modelling of core recovery (or core loss) so that for each ore block a weighted block recovery factor is obtained. This gives a good indicator of the reliability of a reserve estimate. It is suggested that a resource reliability rating (RRR) system be established to quantify what is meant by geological assurance and to combine this with an estimate of the precision of estimation as gained by geostatistical analysis. Proven and probable minable reserves would be those with an RRR better than 50% and a precision of estimation better than 20%

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. The paper show how the inclusion of the uncertainty of the geology of the orebody into the mine planning and design process can be of great help, for the mine planner, in both assessing and quantifying the existing risk in the key project indicators such as DCF, and ore tonnage. This is achieved by using conditional simulation and Monte Carlo techniques which provide equally probable models of the original orebody model of the deposit. In this fashion, it is possible to assess the sensitivity of the pit design and related long-term production scheduling (cutbacks) to grade uncertainty.

Several minerals were observed and collected in a small gully originating from a weathered coal processing waste (gob) pile in Barton County, Missouri. The rapid alteration of these various minerals after collection suggested that they might represent a dehydration sequence. X-ray diffraction of the dehydrated and rehydrated minerals deposited on the gob pile indicated the presence of the monohydrate and heptahydrate forms of ferrous sulfate, szomolnokite and melanterite respectively. The occurrence of melanterite (FeSO4.7H2O), was limited to isolated areas of ponded water while szomolnokite (FeSO4.H2O), was associated with the outwash areas of the pile. Laboratory dehydration of melanterite collected at the gob pile revealed the formation of rozenite (FeSO4.4H2O), an intermediate form of ferrous sulfate. Szomolnokite was shown to be the stable form of these ferrous sulfates during these experiments while melanterite and rozenite were shown to alter readily. Chemical analysis of szomolnokite revealed enrichment in Fe, Mg, Zn, Cd, Cu and Mn relative to the chemical composition of the gob ad the lechate generated from the gob wastes. Although this gob pile had been weathering for more than 35 years, significant concentrations of trace metals were still being released from the pile through the generation of leachate and the formation of various soluble metal enriched ferrous sulfate minerals.

In the summer of 1937 the authors began a series of time studies of the various processes employed in the&apos; production of crushed stone. These studies, made at quarries scattered over the eastern and southeastern parts of the United States, have not been completed, but to make results available to the industry as early as possible it was decided to publish summaries of the studies made to January 1, 1939, as a series of progress reports. The first of these reports dealt with power-shovel loading and was issued as Report of Investigations 3461 in September 1939. The present circular discusses analyses of the time Studies of the haulage systems at the same quarries. OBJECT OF STUDY The pressure of business problems frequently requires the entire atten¬tion of quarry management and in consequence internal plant economies often are neglected, Also, operating officials absorbed in their local problems are prone to overlook possible economies that would attract attention immediately were they critically examining another plant. The authors felt that similar studies of many plants by impartial engineers would disclose possibilities for cost reduction or greater efficiency in internal plant processes.

As globalization continues, sustainability and social responsibility has become essential in foreign mining investment. However this global trend and the increasing acceptability toward the globalization process, viability and sustainability are not always achieved. Viability and sustainability of mineral projects is dependant on the social and political environment of the region where the mining venture is located and is based on the interaction between the mining entrepreneurs, national-local government representatives, communities, grass-roots groups and independent civil organizations. These are the organizations, which play the acting roles on the viability of mining projects and are the main source of socio-political risks for the project. Throughout the decision-making process to invest in a mineral project, socio-political risks are quantified using a set of measurable variables. Nevertheless, these risk measures should be dependent on specific industries. Two mineral projects, even in the same mining district, may have significantly different political risk profiles based on their own socio-political variables. This paper describes a methodology that takes into account local social and political variables in defining a project-specific’s political risk profile. This contrasts with more typical political risk measures that focus on the country’s overall risk profile. Mining operations must operate on a local scale necessitating the development measure that considers more local variables.

The National Institute for Occupational Safety and Health (NIOSH) has been conducting re-search to determine the influence of mining machine mounted water sprays on airflows and methane concentrations at the face when blowing ventilation systems are used. Tests were conducted in a full-scale ventilation gallery. Airflow speeds and directions were measured at several locations near the face with ultrasonic anemometers. Methane was released from the face and concentrations were measured in the entry at locations above the mining machine using fixed point methanometers. Changes in airflow speed, direction, and methane concentrations were correlated with water spray operations. The test results using different spray arrangements and water pressures showed that operation of the machine-mounted sprayers can improve face ventilation effectiveness by increasing the velocity of airflow moving toward and away from the face. The improved ventilation resulted in reduced methane levels near the face.

THE use of small substations for the supplying of 275-volt energy to the locomotive and cutting machines in coal mines is a well-established practice. A few years ago, when labor costs were lower, these substations were located as near to the load as possible, and an operator was provided for each station. This practice has now become so expensive that substations are being located with reference to other mining machinery, such as hoists or pumps, so that one operator can look after both. Some-times the substation is operated by one whose duties make him traverse quite a large area. In such cases the interruption of alternating-current supply may produce a long interruption in the direct current, as the station cannot resume service until this man reaches it. Such interruptions interfere seriously with production and may easily counterbalance the supposed saving gained by such operating methods. The grouping of substations for convenience in operating may also result in excessive copper loss and consequently poor trolley voltage, with its attendant evils of low locomotive speeds and increased locomotive motor maintenance. The speed of the coal-cutting machines will also be reduced. By relieving the substation of its, burden of the operating labor cost, the most economical location, from an electrical standpoint, may be chosen. The matter of machine insurance should also be considered. If an attendant is caring for several kinds of equipment, he cannot watch the machine continually for signs of trouble; therefore, continued overload, phase failure, low alternating-current voltage, bearing trouble, etc. may result. Some partly automatic equipments have been installed; these have protection against low voltage, reverse current, and bearing trouble and are provided with automatic reclosing circuit breakers. This is a step in the right direction but it does not go far enough to give first-class machine insurance.

Work has been conducted under Bureau of Mines Contract Number HO 357078 to develop instruments for detecting CO, NO and NO2 in a mine atmosphere, using fuel cell technology. The approach has been to optimize the fuel cell sensor configuration for the specific detection of CO, NO and NO2 in the presence of other mine gases utilizing recent advances in catalyst, electrode and solid polymer electrolyte membrane technology. Para-metric testing has been conducted on three electrode sensor cells to define performance and life characteristics as a function of temperature, feed flow and applied sensor voltage. Extended life testing has been performed on sensor cell configurations exhibiting favorable characteristics. Reliable, efficient gas sampling and electronic control circuitry has been fabricated for use with the sensor cells, and integrated into devices to meet the performance and design specifications for portable, battery-powered, hand held direct indicating gas detectors for use underground. Twenty of the production-type, direct indicating CO detectors have been tested and delivered to the Bureau of Mines under the present contract. Three prototype diffusion head CO monitors have also been delivered for evaluation under the pre-sent contract. The gas sampling pump and related parts have been replaced by a diffusion tube assembly in which CO reaches the sensing electrode surface by diffusion alone. In addition, delivery will be made of ten direct-indicating nitric oxide detectors and ten direct-indicating nitrogen dioxide detectors. These instruments are very similar in design to the direct indicating CO detector.

The main source of Mn in raw materials for SiMn production is Mn-ore and Mn-rich slag from the high carbon FeMn production. The amount of slag per tonne of SiMn metal is mainly determined by the ore/slag ratio. Increasing share of FeMn slag at expense of Mn-ore will lead to larger slag/metal ratio in the SiMn process. High volume of slag leads to an increased consumption of energy and probably to higher losses of metal inclusions in the final slag. Excavation of a SiMn furnace has shown that only modest pre-reduction of Mn-ore with CO gas seems to be obtained. Nearly all reduction of MnO was finished at the top of the cokebed. Dissolution and reduction of quartz obviously takes place in the cokebed zone after the main reduction of manganese oxide is finished. Probably the ?pick up? of Si in the metal is quite fast and takes place as the metal trickles down through the cokebed towards the metal bath. The distribution of Si between SiMn alloys and multicomponent MnO-SiO2-CaO-Al2O3-MgO slags is mainly determined by the process temperature, the silica content of the slag and its R-ratio = (CaO+MgO)/Al2O3. As an example, the equilibrium content of Si in the alloy will increase by about 6 % if the R-ratio is reduced from 2 to 1, provided constant temperature and silica content. The effect of temperature is also considerable. The equilibrium content of silicon will increase by approximately 6 % per 50°C in the temperature range 1550°C to 1700°C. The equilibrium content of MnO in SiMn slags depends first of all on the temperature and secondly on the silica content of the slag. At 1600°C the MnO content decreases from about 9 % at silica saturation to a minimum of about 3-4% when the silica content is reduced to about 40-45%.

Jet grout column formation at large depths are prone to several uncertainties, such as inaccuracy in setting out boreholes, drilling deviation, soil variability and reduced jetting energy at the nozzle. This would result in shorter cutting distance of the jet, with potential lack of interlock between grouted columns. A design strategy for mitigating the risk should include a soil investigation program aimed at discovering potential variability in soil conditions at the locations of jetting. Determination of soil strength profiles with depth would be useful for evaluation of jetting parameters and prediction of the achievable cutting distance at any depth. Selection of design column spacing should include allowance for setting out accuracy, verticality of the boreholes and the achievable jet cutting distance. For deep jet grouting operations, it would be necessary to take into account the energy losses at the nozzle inlet; however the increase in the presiding pressure at the nozzle outlet at depth is small relative to the range of jetting pressures commonly employed and would not affect the cutting distance to any significant degree. Design column spacing should not be so close as to cause problems with ?masking? which may lead to localized ungrouted zones of soil. For effective field control, boreholes should be cased up to the top elevation of the grouted zone so that the orientation of the borehole can be measured prior to grout injection. An analytical equation for calculating the cutting distance is proposed for adjusting jetting parameters where necessary to compensate for drilling deviation and changes in soil conditions. It is preferable that jet grouting trials be executed at elevations that correspond to the actual production jet grouting depths for accurate evaluation of jet cutting performance.

AMONG the recent mining and metallurgical developments in England great interest has been shown in the development of an iron-ore field covering 26,0.00 acres in Northamptonshire, containing 500,¬000,000 long tons of ore; and the erection at Corby, by Stewarts & Lloyds, of a modern basic bessemer steel plant and tube works. The entire project was planned to cost about £3,300,000. Many improvements have been made in the varied equipment that is being installed, some of which has set mew records for massiveness. There is, for instance, a new roll crusher, which has been manufactured by Hadfields, Limited, of Sheffield, the largest ever built in England, and weighing 130 tons. This machine, shown in Fig. 1, as erected at the Hadfields shops, is primarily designed to take blocks of iron ore as they come from the steam shovel. There is wide agreement that sustainability has multiple dimensions, but substantially less agreement on the appropriate balance among those dimensions. This occurs because peoples’ vision of a sustainable future, their goals for sustainable development, and their objectives for resource management are reflections of their values, culture, and life experiences. Even assuming agreement about the objectives of sustainable resource management can be reached; there is still a need for policy and decision makers to choose from among alternative courses of action, each of which has its own set of impacts and outcomes. One of several tools used to compare the consequences of alternative actions is the Computable General Equilibrium (CGE) model. This paper uses CGE modeling to demonstrate how policy decisions do not take place in a vacuum and how policy-makers must be aware that there are trade-offs involved in any decision.
