In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

It is generally accepted that typical coalbed gases (methane and carbon dioxide) are sorbed (both adsorbed and absorbed) in the coal matrix causing it to swell and resulting in local stress and strain variations in a coalbed confined under overburden pressure. The swelling, interactions of gases within the coal matrix and the resultant changes in the permeability, sorption, gas flow mechanics in the reservoir, and stress state of the coal can impact a number of reservoir-related factors. These include effective production of coalbed methane, degasification of future mining areas by drilling horizontal and vertical degasification wells, injection of CO2 as an enhanced coalbed methane recovery technique, and concurrent CO2 sequestration. Such information can also provide an understanding of the mechanisms behind gas outbursts in underground coal mines. The spatiotemporal volumetric strains in a consolidated Pittsburgh seam coal sample were evaluated while both confining pressure and carbon dioxide (C02) pore pressure were increased to keep a constant positive effective stress on the sample. The changes intemal to the sample were evaluated by maps of density and atomic number determined by dual-energy X-ray computed tomography (X-ray CT). Early-time images, as soon as CO2 was introduced, were also used to calculate the macro porosity in the coal sample. Scanning electron microscopy (SEM) and photographic images of the polished section of the coal sample at X-ray CT image location were used to identify the microlitho types and microstructures. The CO2 sorption-associated swelling and volumetric strains in consolidated coal under constant effective stress are heterogeneous processes depending on the litho types present. In the time scale of the experiment, vitrite showed the highest degree of swelling due to dissolution of CO2, while the clay (kaolinite) and inertite region was compressed in response. The volumetric strains associated with swelling and compression were between ± 15% depending on the location. Although the effective stress on the sample was constant, it varied within the sample as a result of the intemal stresses created by gas sorption-related structural changes. SEM images and porosity calculations revealed that the kaolinite and inertite bearing layer was highly porous, which enabled the fastest CO2 uptake and the highest degree of compression. On August 7, 1986, Barge 45, while being towed near the mouth of the Niagara River, was swept downstream and pinned against one of the central piers of the Peace Bridge. The barge rested against the pier with 125 feet overlying the Canadian border and 50 feet overlying the American border. The tug boat which was towing the barge was lost further downstream. Fortunately, the crew escaped and were rescued with no loss of life. There was serious concern about the potential erosion effects of the river currents on the foundation of the bridge pier as caused by the flow concentrations around the barge structure. Due to the time of year, with the approaching Fall and associated worsening weather conditions, it was imperative that the barge be removed as soon as possible. Donjon Marine of New Jersey, the United States Navy's Atlantic Zone Contractor, was called on to retrieve the barge. By this time the original owner had abandoned the wreck.

The Gualcamayo Mine is located in the Andes Mountains north of San Juan, Argentina (Figure 1). A property of Yamana Gold Inc, it declared commercial production in July 2009 and has a total mineral reserve and resource base of approximately 88,000 kg of gold. Crushing operations for the open-pit mine are located in a 13,500 m3 underground cavern with a ceiling height of 22 m. More than 3,600 m of tunnels are used to access the cavern and convey the ore. The Project as described in this paper relates to the design and construction of the Main Cavern, Conveyor System Exit Tunnel, the Mechanical System Access Tunnels, and two 4.20 m diameter shafts (Ore Pass #1 and Ore Pass #2) as shown in Figure 2. [ ] Preliminary engineering for the Project was performed by Hatch Chile. Rizzo Associates Argentina, S.A., a division of Paul C. Rizzo Associates, Inc (Rizzo) was contracted to provide geomechanical and geotechnical support for the construction of the access tunnel system and geomechanical design and construction supervision for the cavern and shafts.

City Water Tunnel No. 3 is being built in order to provide a redundant system for delivering 4,542,500 m3 (1.2 billion gallons) of water per day throughout the five boroughs of New York City. The present tunnels, City Tunnel No. 1 and 2 (Figure 1), were put in service in 1917 and 1936 respectively, and both have been in continuous service. Tunnels No. 1 and 2 can-not be shut down for inspection or repair until City Tunnel No. 3 has been completed. City Tunnel No. 3 has two stages (Figure 1).Stage One is 20.1 km (12.5 mi) long and is presently delivering drinking water to the boroughs of the Bronx and Manhattan. Stage Two consists of the Brooklyn-Queens Tunnel 17.7 km (11 mi) and the Manhattan Tunnel 14 km (9 mi). The Brooklyn-Queens leg is complete and is set to be put in service soon. The Manhattan Tunnel is being constructed and is the subject of this paper. The Manhattan Tunnel (Figure 1) is comprised of three legs: the north, south and east legs. The con-tract includes the excavation of 8,976 m (29,500 ft) of tunnel and the lining of 14,561 m (47,773 ft) of tunnel. The south tunnel, 5,705 m (18,720 ft), was excavated but not lined, under a previous contract. The tunnel ranges from 181 m (600 ft) to 152 m (500 ft) in depth in the bedrock under Manhattan. The tunnel contract also includes the construction of nine new shafts, 161 m (530 ft) average depth, and the completion of a tenth shaft (the previously built construction shaft). The Manhattan Tunnel contract was awarded to the sole bidder Schiavone/Shea/Frontier Kemper Joint Venture (SSF) for $668,532,680.00, on January 31, 2005. The Manhattan Tunnel was designed ?in house? by the New York City Department of Environmental Protection (DEP) and the construction management was provided by a combined staff of the DEP and a joint venture of Jenny Engineering and URS.

This handbook describes effective methods for the control of mineral dusts in mines and tunnels. It assumes the reader is familiar with mining. The first chapter deals solely with dust control methods, regardless of the application. It is a brief tutorial on mining dust control and will be of help to the reader whose dust control problem does not conveniently fit any of the mining equipment niches described in later chapters. The subsequent chapters describe dust control methods for different kinds of mines and mining equipment. This includes underground coal and hard-rock mines, as well as surface mines, stone mines, and hard-rock tunnels. Because dust sampling has so many pitfalls, a chapter on methods used to sample dust is included. For those occasions when there is no practical engineering control, a chapter on respirators is also included. Except for those listed as ?future possibilities? in the longwall chapter, the dust control methods described are practical and cost-effective for most mine operators. If controlling dust were a simple matter, dust problems in tunnels and mines would have been eradicated years ago. Unfortunately, most underground dust control methods yield only 25% to 50% reductions in respirable-sized dust. Often, 25% to 50% reductions are not enough to achieve compliance with dust standards. Thus, mine operators must use several methods simultaneously, usually without knowing for sure how well any individual method is working. In fact, given a 25% error in dust sampling and day-to-day variations in dust generation of 50% or more, certainty about which control methods are most effective can be wanting. Nevertheless, over the years, some consensus has emerged on the best dust control practices. This handbook summarizes those practices.

"Biotechnological approaches to decommissioning of mine waste management areas are presented in the context of sustainable environmental management. Improved design of waste sites and environmental management paves the way for the application of new technological approaches. Mining wastes are better confined, effluent quantity is reduced and the quality is expected to improve in the future. The biologically mediated treatments focus on the creation of conditions inside the waste management area which lead to the confinement of the contaminants in the inactive tailings ponds and seepage collection ponds, as well as pits or other disturbed areas which were part of the operating conditions.Biogeochemical reactions lead to three fundamental water treatment steps mediated biogeochemically , alterations in chemistry which lead to formation of particles, which then have to flocculate and be assisted to collect in the bottom of the ponds. Microbially active sediments are installed to assist particulate formation and serve as sinks for metals. In deeper sediment strata, stable forms of metals are created. Biological polishing is used to collect the particulates and relegate them to the sediment. Examples will be given of the application of these processes, to waste rock piles, open pits and tailings ponds. This paper attempts to show that, through the integration of applied biotechnological advances and the application of new approaches to decommissioning, reductions of environmental impacts by mining are possible. * Note: this paper has been presented at the 13th Annual Meeting of BIOMINETIntroductionThe role of biotechnology in decommissioning of mining waste management areas should be placed in the context of sustainable development. The application of aluminum matrix composites, due to their unique properties, is significantly growing in the variety of industries such as aerospace and automobile. In comparison to other light metals, such as magnesium and titanium, aluminum is lower in price. These are the advantages that this metal dominates the others. In this research, first by applying the lost foam casting method, the SiCp/A356 composite was cast in the bottom and side gate conditions with 690°C and volume fraction of 10%. Furthermore, the effects of reinforcement particles (60 µm, 75 µm) were examined. The results present the particles distribution in the side gate methods is more homogeneous than the bottom gate casting method. Also, by increasing the particles sizes, the fading rate in the side gate are reduced from 22% to 19%, as well as from 26.4% to 25.4% in the bottom gate. The purpose of this bulletin is to describe the methods of constructing and operating representative types of plants in the United States used for removing the light hydrocarbons from petroleum by continuous distillation, such plants being commonly known in the trade as topping or skimming plants. In the discussion of each plant an endeavor has been made to arrange the text similarly in order to facilitate comparison and to emphasize the important features. The various experimental values for the specific and the latent heats of the oils apply approximately to the oil treated. Careful experiments with each oil and its commercial fractions were not justifiable in view of the purpose of this report. It is regretted that limitations for recording data at the different plants made impossible the determination of a heat balance for each, which would have provided an equitable method of comparing efficiencies. The writer has confined himself to a comparison of the relative efficiencies of the distilling apparatus alone by the following method: Effi . f till d tt" _ Heat theoretically required. ciency 0 SIS an se mgs - Heat content of fuel consumed. The plants described are all in California where the topping industry has had its growth accentuated by the character and the use of the oil handled. The scarcity of suitable coal made the adoption of other fuel necessary, and the heavy oil of California supplied the need. To raise the flash point and to dehydrate this oil, various plants have been developed. However, the topping industry is represented in other fields; the Roxana Petroleum Co. of Cushing, Okla., and the Warner-Quinlan Asphalt Co. of New Jersey, are operating Trumble plants, and Texas and Oklahoma operators have been experimenting with different pipe retorts for continuous running. In addition to the reasons for topping cited above, in California topping has other purposes which give the plants practically a universal field in the oil industry. These additional purposes are (1) to remove the lighter constituents of the oil prior to storage for a long period, thus reducing the losses from evaporation, (2) to dehydrate and clean the oil, and (3) in conjunction with a complete refinery, to remove the lighter fractions cheaply and quickly, leaving a residue to be rerun for lubricants, coke, and other products. The reader in studying a plant for possible adaption to his own use should note that local considerations enter into the design and size of a plant. Several questions present themselves, as follows: 1. What type is suitable for the oil? 2. How much money is available for construction? 3. Will the volume of residuum be large enough for heat exchange with the crude? 4. Can the heat content of the vapors be used to reduce the cooling-water requirements? 5. What method will best recover the heat from stack gases? 6. Are the various pieces of apparatus adequate in size and best adapted to their purpose? 7. Is every possible provision made for the recovery of waste heat? 8. What products will be made, and what volume of each? 9. Is there provision for the recovery of light vapors? 10. Will the saving of fuel justify the capital and maintenance charges on the regenerative apparatus contemplated? It is regretted that information concerning the operation of topping plants with eastern and Middle West oils is not available. The writer carefully canvassed the Middle West, but did not find a plant where operation had progressed beyond the early experimental stages and reliable figures could be furnished. The reader will find fuel economy and heat recovery emphasized throughout the descriptions. The conservation of the available petroleum supply is of the utmost importance, and the Bureau of Mines presents this paper to encourage the hearty cooperation of operators to that end. The Baume gravity scale used throughout the report is that of Tagliabue with a modulus of 141.5 for conversion to specific gravity.

Various reagents are added to flotation pulps to manipulate the chemical environment in order to create favourable conditions for the separation of the desired mineral from the unwanted gangue. Interactions occur between these reagents and between the other chemical parameters existing in the flotation pulp which complicate the elucidation of the behaviour of the respective reagents. This paper discusses the roles of the main classes of reagents added viz. collectors, frothers, depressants and activators, as well as the interactions between frothers and collectors. A case study reporting synergistic interactions between thiol collectors in the flotation of pyrite at pH = 4 is included. The use of Potassium n-butyl xanthate (PNBX) and a dithiocarbamate type collector (DTC) were tested both as pure collectors and as components in a collector mixture. In the batch flotation tests sulphur recovery and grade, water recovery, rate of recovery and image analysis of the surface froth were used to evaluate the effect of the mixture on the overall flotation performance. Bubble loading tests showed that the use of the mixture improved the efficiency of the particle collection process by bubbles. Thermochemical measurements of the adsorption of the collectors onto the mineral, indicated the formation of different surface products by the two collectors.

Over the past 100 years we have witnessed a revolution in permanent magnetic materials. Prior to 1932 electrical machinery depended upon steels for both the soft and the permanent magnet structures. Because permanent magnet steels were easily demagnetized, motors, generators, loudspeakers and similar devices often used the interaction between two electromagnets. Motors and generators were mostly of the induction type, depending for function upon induced fields. The discovery of Alnico in 1931 and its rapid commercialization presaged an expansion of the industrial revolution and today, permanent magnet structures are widely utilized. [ ] DEVELOPMENT OF PERMANENT MAGNETS Act 1: Early Days of Permanent Magnets Alnico, which stands for aluminum, nickel and cobalt, is a family of alloys with similar structure and processing requirements. Additional elements, such as copper and titanium, are present in minor amounts to optimize magnetic properties. Alnico is known by many trade names around the world including Alcomax, Hycomax, Ticonal, Nipermag, Koerzit, Oerstit, Nialco, etc(1,2,3). In addition to the generic name ?alnico?, it is usually appended with a number representing the magnetic grade.

A calibration of the Frantz isodynamic magnetic separator relates the current in the electromagnet and the transverse slope of the chute to the specific susceptibility at which separation is being effected. In addition to providing a rapid measure of the specific susceptibility of minerals and composite grains, the calibration provides a guide to operation of the Frantz isodynamic separator for mineral separation, and to the nature of composite grains. The most sensitive magnetic separation is obtained by using the highest practicable current and transverse slope, and the lowest practicable longitudinal slope.INTRODUCTIONProbably all minerals have a magnetic susceptibility measurable by sensitive techniques. However, magnetic separation between minerals which have low but different specific susceptibilities, and which for many purposes are considered essentially non-magnetic, has only become practicable with the development of the Frantz isodynamic separator.The construction and principle of this highly sensitive separator has been described by S. G. Frantz as an appendix to a description by 'Gaudin and Spedden (1943) of its application to the separation of sulphides constituting mill products.Various publications (e.g. Hess, 1949, Hutton, 1952) refer to its use in separating the mineral constituents of rocks, ores, and unconsolidated sands.As used in this study the Frantz isodynamic separator consists of a vibrating chute mounted centrally between the pole pieces of an electromagnet (Fig. 1). This unit may be inclined in any direction by the universal mounting, and the electromagnet current is continuously adjustable from 0 to 1·5 amperes.

Several large falls of ground occur annually in the narrow, tabular stopes mined in the Bushveld Complex. These falls comprise safety risks and cause substantial production losses and compromise efforts to increase productivity. Underground observations in conjunction with instrumentation sites were used to establish the strategic parameters required to describe the rock mass behaviour of shallow-dipping stopes on the Bushveld platinum mines. Existing rock mass rating systems were evaluated using the observations and instrumentation results. None of the current systems adequately described all the relevant geotechnical conditions. Thus a hybrid of several current systems was developed, and the proposed system is discussed in the paper. The new rock mass rating system is termed the ?New Modified Stability Graph? system and follows the method originally described by Mathews et al.1and revised by Hutchinson and Diederichs2.Changes have been made to some of the tables provided by Barton3and to the stress analysis suggested by Hutchinson and Diederichs2. In addition, the logistical regression analysis has been applied to databases, formed using the suggested analyses, for three support resistances and risk levels established.

The Montana Department of Transportation recently awarded a contract to construct a replacement bridge across the Clark Fork River in Heron, MT. Both abutments and both intermediate bridge bents were to be founded on 6-ft and 8-ft diameter, permanently cased drilled shafts with rock sockets, respectively. Two drilled shafts per substructure location were designed for a total of eight drilled shafts. The original design included 6-ft diameter drilled shafts at the abutments but the Contractor elected to submit a Value Engineering proposal that increased them to 8-ft diameter. On the basis of the subsurface exploration program, extremely challenging subsurface conditions were known to exist, including the potential presence of large boulders within the predominantly sand and gravel soil matrix. The successful bidder elected to use an oscillator to install the permanent casing to the top of bedrock, while simultaneously removing the spoils from inside the casing with a clam-grab. On seven of the eight shafts, this approach worked well. Unfortunately, on one of the shafts, the casing met refusal on one or more boulders encountered in the predominantly sand and gravel soil overburden. Following several attempts, and despite several variations of approaches, it was determined that the casing could not be advanced beyond the obstruction without unacceptable risks to the pile-supported temporary work trestle (i.e., loss of soil and reduction in pile capacity for the foundations supporting the work trestle). To mitigate the problematic drilled shaft, a unique solution was designed and successfully constructed. The solution involved the construction of seven 16-in diameter micropiles constructed within the confines of the obstructed casing. The micropiles were drilled to bedrock through the sand, gravel, and boulders and include rock sockets to satisfy axial design requirements. The micropile casing thickness, grade and grout strength were designed to provide adequate flexural strength as well as to satisfy other design requirements. Upon completion of the micropile installation, the upper portion of the drilled shaft above the boulders and within the permanent casing was constructed as usual. This paper discusses the difficult subsurface conditions at the site, the drilled shaft construction difficulties, and the design and construction of the micropile solution.

The mesothermal quartz-scheelite lodes of the Wakamarina valley are one of twelve known mined or prospected gold-bearing areas in the Marlborough Schist. Recorded production was 556 kg gold, a little silver, and c. 390 t scheelite. 134 m of the 1800 m long Golden Bar reef are accessible in the No 2 level of the Golden Bar mine. The reef is a typical multi-banded mesothermal vein, mostly c. 1.75 m wide, enclosing narrow horses of schist country rock. Scheelite is sparsely distributed, and is more common in small veinlets in the hanging wall schist. The country rocks are textural zone I-1m schists of prehnite-pumpellyite to pumpellyite-actinolite metamorphic facies. Their geochemistry suggests they are part of the Caples Terrane, and of calc-alkaline volcanogenic arc origin. The associated Wakamarina Quartzite is strongly recumbent folded, and of the same metamorphic grade, with abundant pumpellyite, stilpnomelane, and garnet, presumably spessartine. Although it has geochemical signatures of a deep sea sediment, it is depleted in Cr and Cu, and greatly enhanced in K and Ti, when compared with a standard chert. It also has trace element characteristics of a calc-alkaline arc-related sediment. However, associated greenschist has MORB-like incompatible element chemistry. The Golden Bar reef lies within a steeply dipping, normal to transtensional dip-slip fault adjacent to a shallow-dipping mylonite shear zone, which, at least on the footwall side, is 040 m wide. The shear foliation has been severely dragged down to nearly parallel the Golden Bar reef within 1 m of the quartz lode. Preliminary structural analysis suggests that the shear zone is extensional. X-ray diffraction analyses of the wall rocks show a progressive depletion of amphibole, stilpnomelane, and pumpellyite towards the reef, and enhanced illite/muscovite and Kfeldspar adjacent to the lode, along with possible graphitic carbon within 10m. Two zones of intense quartz veining occur, one adjacent to the hanging wall for 12 m and one from 40 m outwards. Quartz vein systems in the country rock are complex and span from pre-schistosity to post-mylonite. They include multiple generations of quartz, actinolite, stilpnomelane, pumpellyite, albite, adularia, chlorites, illite/muscovite, calcite, and scheelite. Metal analyses across the Golden Bar reef showed gold values of 0.13.1 ppm, and low tungsten values, consistent with the observed sporadic scheelite occurrences. As and Sb are at background levels, but enhanced Cr (150 - 430 ppm) relative to the schists (30 - 41 ppm) suggests that the source hydrothermal fluids passed through and leached mafic to ultramafic rocks.

Differences in the composition or chemical structure of the organic material in samples of Uinta Basin (Utah) oil shale were studied relative to stratigraphic position within the Green River Formation. This involved a systematic study of the soluble organic material and the insoluble organic material (kerogen) present in the samples. Emphasis was placed upon the distribution of the alkanes (normal and isoprenoid compounds) in the soluble extracts and upon the aromaticity of the kerogen. Significant differences exist in the chemical composition of the organic material from various strata within the Uinta Basin, some of which were related to burial depth but most were related to source material variations, environmental differences, or other factors. Rock engineering research and technology development in South Africa only received serious attention in reaction to the Coalbrook disaster in 1960. At the time, a number of gaps in knowledge of rock related matters were identified and in the ensuing years, these were progressively attended to. The paper describes the events that led up to the Coalbrook disaster and reviews the developments that took place afterwards. The effectiveness of the research outcomes are tested by referring back to the disaster. It is concluded that tremendous advances were made but that not all the unknowns were attended to at the same level. The strength of nominally square internal pillars is the one issue that received the most attention, but the strength of barrier pillars, overburden behaviour and loading systems are still largely unknown. Due to the complexity of the remaining unknowns, they can and should be addressed by the application of back calibrated numerical models. There are no readily available simple analytical solutions. The state of mining rock engineering research in South Africa borders on an emergency. More than a 1000 years of aggregate research experience has been lost in the last three years and funding is under severe pressure. There are disturbing parallels between the current positioning of the industry as a whole and the Coalbrook mine in the years preceding the disaster.

As part of its overall program of coal carbonization, the Bureau of Mines is studying the coking properties of coals that may be used for metallurgical purposes. The objectives of this study were given in detail in a previous report.2/ The suitability of coal for metallurgical use depends primarily on (1) chemical composition, (2) preparation characteristics, and (3) carbonization behavior. The first two factors, as well as the available reserves, are considered in selecting coals for carbonization tests.
