"INTRODUCTION To increase the supply of ore needed to produce steel the Bureau of Mines has explored 187 mineral deposits containing chromium, iron, manganese, cobalt, nickel, fluorspar, tungsten, vanadium, or coal during the fiscal years. 1940-44, the deposits thus explored were selected from several thousand that were first examined to appraise their possibilities. The objective of the exploration was to determine the tonnage and grade of ores upon which mining, operations might be based, and the metallurgical processing that was most suitable for their utilization.Most of these deposits were sub-marginal by pre-war standards; hence there had been no incentive for their exploration, yet many such deposits were known to exist that probably contained ore sufficient in grade and amount to be utilized as war reserves.Some of the Bureau's exploration projects have disclosed substantial or even very large amounts of ore, much of which is fairly high in grade. In a few of them bodies of high-grade ore have been found, though in others the tonnage has proved to be too small or too low-grade for utilization."

The overwhelming weight of scientific opinion indicates that human activity is having a discernible and negative influence on the earthÆs climate system. The Australian Government, together with about 100 other nations, has accepted the findings of the Intergovernmental Panel on Climate Change third assessment report, released in 2001. This report was prepared by several hundred eminent scientists from all over the world, from various scientific disciplines and with differing opinions on global warming. The IPCC third assessment report contains a series of relevant, significant conclusions; for example, it finds that there is an increasing body of observations that gives a collective picture of a warming world and other changes in the climate system. Global average surface temperature increased over the past 100 years by about 0.6¦C. This may not seem much, but in the 900 years beforehand, the EarthÆs temperature remained relatively stable. The 20th century was the warmest of the past 1000 years in the northern hemisphere (there is much better information available from the northern hemisphere than the southern hemisphere). The 1990s were the warmest decade of the millennium in the northern hemisphere and 1998 was the warmest year. Although many factors influenced the EarthÆs climate, scientists are confident that greenhouse gas increases were the main factor contributing to global warming in the last 50 years of the 20th century. Increases in carbon dioxide, methane, troposhperic (lower atmosphere) ozone, halocarbons and nitrous oxide have all contributed to global warming. Combating climate change cannot be done without the cooperation of industry and the community at large. It is important that Government and industry work together to achieve greenhouse gas abatement while ensuring continued economic growth. The cause of the problem û the generation of greenhouse gas emissions û lies at the heart of the structure and size of modern economic activity. Greenhouse gas emissions are embedded in our way of life from our energy consumption patterns to the basic production of food. Moreover, the costs of the impacts of climate change to the earth will be potentially revolutionary, not merely evolutionary. It is in this light, acknowledging both the seriousness and nature of the problem before us that I want to reflect on the key drivers in the international climate change negotiations. A consideration of the past, present and future from what I see as the mid-way point in the process. In 1997, Parties agreed to adopt the Kyoto Protocol, which sets out mandatory targets for greenhouse gas emissions for developed countries.

"AbstractThe background to the harmonization of geotechnical standards that has taken place in recent years in Europe has been the move to more economic and political integration following World War II that has led to the formation of the European Union. Prior to 2010 the standards used in the European countries for geotechnical design, investigation and testing and for the carrying out geotechnical work, such as the installation of piles, were the different national standards, which were not harmonized. The harmonization of geotechnical standards in Europe started in 1981 with work on a model Eurocode 7 for geotechnical design that led eventually to publication by CEN, the European Committee for Standardization, of the European Standard version of Eurocode 7 in 2004. In parallel with the work on Eurocode 7, a large number of associated harmonized standards have been, and are being, prepared by CEN and by the International Standards Organization (ISO) for geotechnical investigation and testing and for the execution of geotechnical works. Standards published by CEN must be adopted by the CEN member countries and all conflicting standards withdrawn. Hence all the CEN countries have adopted the same the harmonized text of Eurocode 7, but with National Annexes that allow national choice with regard to Design Approach and partial factor values. The adoption of Eurocode 7 and its associated geotechnical standards has removed the barriers to geotechnical activity in Europe due to the presence of different national standards. It has also enhanced the ability of EU firms to compete in the global market.Background to harmonization of geotechnical standards in EuropeThe initial moves towards the harmonization of geotechnical standards in Europe can be related to the economic and political developments that took place in the period immediately following World War II to revive the economies of Western Europe. Europe at that time was divided by a political and, in many places, a physical barrier, known as the Iron Curtain, into two very different and separate zones: communist in the east and non-communist in the west. In 1952 the European Coal and Steel Community (ECSC) was formed, linking 6 countries: Belgium, West Germany, France, Italy, Luxembourg and the Netherlands, and establishing a common market in coal and steel. The ECSC was the first international organization to be established on the basis of supranational principles whereby negotiated power is delegated to an authority by the governments of the member states. In 1957 the ECSC became the European Economic Community (EEC), also known as the Common Market in the English-speaking world, with the aim to bring about economic integration. With the addition of Denmark, Ireland and the UK in 1973 and Greece in 1981, followed by Portugal and Spain in 1986, this led to the formation of the European Union (EU) in 1993. East and West Germany were reunified in 1990, following the fall of the Iron Curtain in 1989. In 1995, Austria, Finland and Sweden joined the EU, and since then the numbers of countries in the EU has increased to 28, many of which are countries that were formerly behind the Iron Curtain."

Importance of Strain to Fragment Strength in Blasting Induced Pre-Conditioning When a rock is blasted, cracks propagate through the rock causing the rock to fracture. This paper focuses on applying the results from a series of small scale blasting tests were designed to show the effect that varying blast variables such as explosive type and explosive energy have on the resulting strength of the post blast fragments. It was shown that the velocity of detonation of the explosive product affects the reduction of fragment strength. This has important implications for the downstream comminution process. The observations from these tests are then explained with reference to the principles of fracture mechanics. A simple but effective prediction of blast induced preconditioning is shown.

Fully-grouted roof bolts comprise more than 80% of the primary roof supports used in U.S. coal mines. However, nearly 1,500 MSHA reportable, non-injury roof falls occur each year, and most of these are attributable to failure of the roof bolt system. Anchorage failure is one failure mechanism for fully-grouted bolts. As roof deformation works its way upward, the bolts can become heavily loaded near their upper ends. If the applied load exceeds the anchorage, the bolts will simply pull out. Research dating back 30 yrs indicates that this type of anchorage failure is most likely when the roof rock is weak, just where roof support is most critical. In soft shale or coal roof, the small amount of data available in the literature indicates that 20-30 in of resin anchorage may be required to achieve the full capacity of the bolt. In other words, the “full resistance zone” of a 60 in bolt may actually be just 30-40 in. Despite its potential importance, there is no widely accepted anchorage test for fully grouted bolts. Standard pull tests have sometimes been employed, but they provide no information on the anchorage near the top of the bolt. An alternative, first described more than 25 yrs ago in the U.S., is the short-encapsulation pull test (SEPT). With this test, the bolt is installed with only a short (1 ft or less) tube of resin. The work presented in this report represents the background activity which led to the fabrication and testing of a greenhorn and crowd limit switch system for electric shovels. The program began With a literature search and manufacturers product review to gather material as a basis for concept generation. Visits to three open pit mines provided information from operation and maintenance managers which was useful in preparing design concepts. These concepts were evaluated through laboratory tests and engineering analysis to select a final design concept. The resultant greenhorn is four separate shock absorbing pads each enclosed in a housing which bolts to the end of a dipper handle adaptor. The plungers impact against stops mounted to the saddle block. The crowd limit control is a nonmechanical device which senses the location of the dipper and makes appropriate commands to the crowd motor to insure against impacting the greenhorns. The electronic crowd limit control is redundant and indicates malfunction modes. The greenhorn prevents shovel damage in the unlikely event of impact.

The 1,000 MW Hydro Power Station Masjed-e-Soleiman (formerly called Godar-e-Landar) in Iran is under construction since 1992. The rock engineering aspects of the major underground structure, i.e. the powerhouse cavern shall be reported on in detail. The geotechnical investigations are described and results given. The results of several geotechnical analyses are presented. The designed and executed rock support is given. A description of the monitoring systems and typical measurement results obtained during and after excavation are presented. The lessons learnt during construction of the Stage-I powerhouse cavern were applied on the extension of the powerhouse cavern, which is to house an additional 1000 MW. Details regarding the unexpected behaviour of the Mudstones are given. Die 1000 MW Wasserkraftanlage Masjed-e-Soleiman (vormals Godar-e-Landar genannt) befindet sich seit 1992 in Bau. In 1985, at the request of the Bureau of Land Management, personnel from the U.S. Bureau of Mines examined 18,700 acres of the 24,922-acre Eighteen Mile Wilderness Study Area to evaluate mineral resources. This study area is in east-central Idaho in Lemhi County, approximately 20 miles southeast of Leadore. The study area is underlain by Paleozoic marine sedimentary rock and Ordovician granitic rock. The sedimentary rock is primarily limestone and dolomite with a minor amount of siltstone. The Nicholia mining district borders the southern boundary of the study area. However, none of the district's mineral-bearing structures appear to trend into the study area. Just outside the northwestern part of the study area, on Clear Creek, is the E. J. Wilson and Sons? open-pit gypsum mine that operated until about 1977. About 120,000 tons of gypsum were produced from the mine for the cement plant at Inkom, ID, and for use as soil conditioner. Two theories for the origin of gypsum deposits are a hydrothermal source and a stratabound occurrence. Hydrothermal deposition is favored for this deposit. Occurrences of gypsum may exist in the study area. However, known reserves are adequate to meet needs for at least 800 years. There are no known mines, claims, or leases in the study area. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of part of the Eighteen Mile WSA (Wilderness Study Area) 1/ at the request of the Bureau of Land Management (BLM). The USBM examines and evaluates individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the study area for inclusion into the National Wilderness Preservation System. The immediate goal of this and other USBM mineral surveys is to provide data for the President, Congress, government agencies, and the public for land-use decisions. The long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at a reasonable cost.

Air pollutants in exhaust gas produced from LP-gas (propane) were studied using both laboratory engines and vehicles. The objective of the study was to evaluate engine parameters relating to the advantageous use of propane as a low-pollution fuel. Some comparisons are made between gasoline, natural gas, and propane. Results show that engines can operate over a wider range of A/F with minimum carbon monoxide and hydrocarbon emission when using propane than when using gasoline. Mixture enrichment using propane is unnecessary during cold starts, thereby eliminating the emission penalty during warmup. Carbon monoxide and hydrocarbon emission using propane are unaffected by ambient temperature. The photochemical reactivity of hydrocarbon emission is considerably lower with propane than with gasoline.

FROM time to time articles have appeared in the technical press on the interesting subject of surface combustion. The theoretical part of the problem has, for practical purposes, received ample consideration in those articles, but the number of practical applications of surface combustion referred to has generally been very small.It is the writer's object to review some recent developments in surface combustion, and also to try to arrive at an estimate of its advantages and possibilities. It is not necessary for this purpose to dilate upon the phenomenon of surface combustion itself. Many interesting things have been said on the subject by Pro£. W. A. Bone, of Leeds, to whose researches the recent developments are largely due. A few illustrations may make clear what is meant by surface combustion.Prof. Bone, in an experiment, took a platinum crucible, which he heated in the flame of a Meker-burner. Then he turned the gas off for a second, and, opening the stop-cock again, allowed the combustible mixture to impinge upon the crucible, thetemperature of which was still well below the ignition temperature of the gas. Although no flame was visible at this stage, it was soon clear that, nevertheless, the gas and air had continued to combine, as the crucible would attain a red heat after a few seconds.Another instance of surface combustion was shown by a Mr. Fletcher, in 1882. He placed an iron ball, weighing 3 lb., on a slab of fireclay, heated it for a few seconds with a blow-pipe, and blew the flame out, leaving the gas-mixture still...

"The eighth National Safety Competition, that for 1932, conducted by the United States Bureau of Mines, was participated in by 322 mines and quarries operating in 34 States. Tables 2 to 6 show the relative standing of the various plants. Bronze trophies, known as the 'Sentinels of Safety,' which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines, were awarded to five companies, each company having established the best accident-prevention record within one of the five classes into which all companies were divided, - namely, anthracite-mining companies, bituminous-coal-mining companies, metal-mining companies, operators of nonmetallic-mineral mines other than coal mines, and quarries or open-cut mines. The trophies are awarded for one year and are then transferred to the winners of the succeeding year's contest.The trophy for bituminous-coal mines, which has been in New Mexico for the past year, was won by a mine in West Virginia. The metal-mine trophy goes to New York State for the first time in the history of the contest. Previously it had been won by mines in Minnesota, Michigan, Kansas, and Oklahoma. The trophy for nonmetal mines remains for another year at Retsof, N. Y.; that for quarries and open-cut mines is transferred to a quarry in Michigan. The trophy for anthracite mines, of course, remains in Pennsylvania, as all anthracite mines in the contest are in that State.In determining the relative standing of the various companies enrolled in the competition, all mines and quarries were graded according to their accident-severity rates, - that is, according to the number of days of disability of employees on account of accidents in proportion to the number of man-hours of work done by all employees at the plant. Reports of accidents and of man-hours worked were furnished by the companies to the Bureau of Mines. These reports were carefully examined and classified to insure uniform weighting of accidents according to the number of days of disability to be charged and to insure uniformity of methods of calculating the accident-severity rates for the various mines and quarries. When the relative standing of all plants had been determined in this way, a summary of the records of the companies having the lowest accident-severity rates in their respective groups was sent to the members of a committee of award for examination in accordance with the rules governing the safety contest. The members of the committee of award were W. H. Cameron, managing director of the National Safety Council; William Green, president of the American Federation of Labor; James F. Callbreath, secretary of the American Mining Congress; T. T. Read, Vinton professor of mining engineering of Columbia University; C. B. Huntress, executive secretary of the National Coal Association; A. J. R. Curtis, assistant to the general manager of the Portland Cement Association; and A. T. Goldbeck, director of the bureau of engineering of the National Crushed Stone Association. When two or more mines within the same group operated without an accident during the year, the contest rules provided that the trophy for the group should be awarded to the plant whose record showed the largest number of man-hours worked."

It is crucial to reestablish a domestic rare earths minerals production industry to help secure the Nation's clean energy future, reduce the U.S. vulnerability to material shortages related to national defense, and to maintain our global technical and economic competitiveness. Given that the Chinese dominance of the rare earths market has adversely impacted supply stability and endangers the United States and its allies' assured access to key materials, rare earths should qualify as materials either strategic or critical to national security. Further, the U.S. government should facilitate the reintroduction of a globally competitive rare earth industry in the U.S. Realization of this objective requires: ? Developing domestic processing capability so that the U.S. is not primarily dependent on China as a source of rare earth ore, and almost exclusively dependent of China for processing of the ores. ? Providing a mechanism where access to Federal lands for rare earth exploration and extraction is possible, and ? Training engineers to design and operate rare earth ore processing facilities

A longwall mining operation went under a tall, self-supporting and free-standing wireless communication transmission tower. In anticipation of that the ground subsidence process might affect the transmission tower, the mining company took a proactive approach to mitigate the expected subsidence influences. The efforts include prediction of surface subsidence process at the location of the tower, assessment of stability, structural integrity and functionality of the tower structures, and design and implementation of mitigation measures. The intension of this paper is to demonstrate the techniques that can be used to assess and mitigate the subsidence effects on tall self-supporting and free standing tower structures.

Prolonged, extensive exposure to hand-transmitted vibration could cause a series of vibration-induced disorders in the vascular, sensorineural, and musculoskeletal structures of the human hand-arm system, which have been collectively called hand-arm vibration syndrome (HAVS).1 To assess the risk of HAVS the international standard ISO 5349-1 (2001)1 recommends using the root-mean-square (rms) acceleration of the measured vibration with a frequency weighting. While a few epidemiological studies have reported results consistent with the predictions made according to the recommendation, many other studies have reported results with large discrepancies.2 This may be partially attributed to the time-averaging effect involved in calculation of the frequency components, especially for impact type tools. Because the spectral characteristics of impact tools change dramatically with time, a time-frequency (T-F) analysis can provide better characterizations of such highly transient vibrations. The analytic wavelet transform (AWT) is an ideal T-F analysis tool because it possesses the advantages of both the Fourier transform and the wavelet transform.3 The objective of this study was to explore the application of the AWT method for characterizing the impact tool vibrations and assessing their exposure risk. Methods Five tools (two chipping hammers, two riveting hammers, and one concrete cutting saw) were used in this study. The saw vibration was measured when it was used to cut a section of road pavement during a repair. The vibrations on the other tools were measured by the procedure specified in ISO 8662-2 (1992).4 A sampling rate of 16,386 Hz was used in the measurement. The AWT and Fourier analysis were applied to these signals and to identify their characteristics. Results Figure 1 compares the T-F characteristics of the accelerations measured from the relatively steady concrete saw and a riveting hammer. The frequency weighting specified in ISO 5349-11 was applied in the calculations. The comparison clearly shows that the two tools have completely different T-F characteristics.

Clause 17 (1) of the Resource Management Act 1991 (duty to avoid, remedy, or mitigate adverse effects) provides the legislative basis for local authorities to impose resource consent conditions requiring land to be rehabilitated to approved uses during and after mining.

In past years, Chile has been the largest copper producer in the world and for 2002 mining represented country average of 10 % of the GDP, accounting for 47 % of the total exportation. As copper sulphides are the main mining resources in the country, the metal is produced using the classical processes of flotation and pyrometallurgical extraction. Seven copper smelter plants, which extends from the northern Atacama desert to the central part of the country produced1,522,000 metric tons of fine copper in 2002, approximately one half of total copper concentrate production, with a notorious environmental impact due to the great amount of slag produced during these extraction steps. In this work, a global characterization of copper pyrometallurgical slags produced and disposed of in Chile and worldwide is done, and the concept of total project development is considered to explain the scopes of the study, recovering different compounds and generating new activities around mining. The presentation is completed with the proposal of various methods and techniques being developed today in a joint project between smelter plants and the University of Concepción, with the support of the Chilean government and mining companies, addressed to generate new materials from copper slag. Recovery of copper, molybdenum, precious metals, silica and iron, that is the most abundant component of the slag, are the goals for this research. Metals, commercial compounds, alloys and different forms of iron oxides for steel industry are proposed products.

For the past decade, demand for Australian resources has reached unprecedented levels, thanks mainly to the emerging superpowers of China and India. Meeting demand has meant miners and governments alike have ploughed billions into capital expenditure projects for logistics infrastructure such as roads, rail and ports, to support the ever expanding number of mines and mineral volumes. In more recent times, however, the effect of the global economic crisis has led to a decline in demand for Australian minerals. The downturn has seen companies lay off workers in droves, and delay or cancel expansion projects, in an attempt to preserve cash flow. Whilst the current economic cycle has hit the mining sector hard, it is an opportunity for companies to take stock of their existing operations and plan for the future. As mining companies grapple for scarce capital resources, it is inevitable that industry consolidation will ensue. This presents challenges and opportunities for both buyers and sellers alike, looking to expand operations, or sell off assets to raise cash.
