The U.S. Bureau of Mines has been conducting a series of rock mechanics investigations at the Lucky Friday Mime in the Coeur d'Alene Mining District of northern Idaho. In the present study, the energy release rate (ERR) index was used to evaluate three underhand stope backfill parameters--cement content, density, and placement gap-to determine their influence on rock bursts. This index provides a relative measure of the likelihood of rock bursting for a given rock mass. It is known that the elastic idealization of the rock mass inherent in this method causes underestimation of stope closure and hence underestimation of the influence of backfill on rock bursting. However, this evaluation still showed that (1) changing from present practice to one in which backfill was omitted altogether would increase the ERR by 42 pct and (2) perfect placement of backfill would reduce the ERR below present practice levels by 28 pct. The easiest step toward perfect placement would be elimination of the placement gap, which accounted for half of the difference in ERR between present practice and ideal placement conditions. There was no indication that increasing initial fill strength through increased cement content would affect the ERR.

An elongate belt containing granodiorite stocks with associated stockwork molybdenum mineralisation in west Nelson is correlated with the I-type Separation Point Suite of mid Cretaceous age. Trace element characteristics of the 'Mo-granites', and the Separation Point Batholith strongly suggest a primitive, subcrustal origin for these granitoids, by partial melting of oceanic basaltic crust or upper mantle material in a subduction zone. They were emplaced in the upper crust without undergoing significant differentiation or contamination by sialic crust. Molybdenum, which is at levels of approximately 5 ppm in unaltered granite, is not significantly reduced in altered (but unmineralised) granite. This suggests the metallisation has a magmatic, subcrustal source and is not derived by hydrothermal leaching of upper crustal rocks or the granitic host rocks. Geochemistry of the 'Mo-granite' belt, in particular low K2O, calc-alkali to calcic Peacock Index, high Sr and TiO2, and low Rb, Nb and F, suggest classification as calcic granitoids similar to those which host porphyry copper deposits, indicating grades of mineralisation are likely to be low.

"Safety performance in many companies and even industries has stalled in the last decade. Accidents rates are at a “plateau” and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas Refinery disaster, organizations that have “exemplary” safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters, the BP’s Deepwater Horizon Rig disaster in the Gulf of Mexico. Looking into the causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset, or its culture? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there features that can be delineated? The research and review presented in this paper covers a period since1995, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions of near zero organizations (NZO) that suffered unexpected disasters, based on extensive research by the author. More recently, the massive West Fertilizer plant explosion in Texas, and the Train Disaster in Lac-Mégantic, Quebec, Canada underlined the same trends. Organizations may experience calamities not because they are bad, or unsafe, but because they have become “cult-like”. INTRODUCTION The train disaster of 6 July 2013, in the small town of Lac-Mégantic in Quebec, Canada, in which 47 people were killed, had many strange pre-cursorsso-called “black swan” events that have occurred in many different industries. Black swan events are so rare, that there is almost zero chance that they will ever occur again, but they are so calamitous that the responses to these are emotional and irrational, (but necessary) and in those responses, the seeds for other, different black swan events are put into place. It is not what we don’t do, or do wrong, that causes modern disasters, it is what we do. The same things in the culture that make us successful, may also cause the disasters. We slowly, incrementally and insidiously ‘float’ into disaster. One such Black Swan event: The Piper Alpha Oil Rig disaster, killing 167 men in the North Sea on the 6 September 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry."

Information on the performance of coal-cleaning equipment is necessary to provide a basis for evaluating the performance of existing plants and projecting that of new plants. Performance data can contribute greatly to the wise selection and effective use of coal-washing equipment. The Bureau of Mines has published information on the performance of several commercial plants, as well as of some laboratory-scale equipment, 5 (2-9, 11, 12, 17-12, 21-25) from time to time for a number of years. A more intensive program to provide such information for all the principal types of cleaning equipment is underway. The present evaluation of table performance is part of this program.

Probably one of the most significant departures in tunneling practice is the introduction of Diesel locomotives far haulage (Diesel trucks have been used for some time). The fallacy of the belief that they do not generate carbon monoxide or toxic gases and can be used indiscriminately has been proved by the authors through observation for several years of atmospheric conditions surrounding the use of Diesel engines in tunnels. Diesel locomotives haves been introduced in tunnel haulage for reasons other than safety or health. Except to the extent that they replace trolleys, with their danger of causing electrocutions, modern Diesel locomotives do not increase safety Or remove any ordinary hazards to safety or health. In fact, they create such hazards, the extent of which is limited entirely by the carbon monoxide-content level set, method of ventilation, adequacy of the measures.

The occurrence of fracturing due to high stress levels is a major factor in hangingwall stability in deep level gold mine stopes. However, rock falls cannot be the result of these fractures alone. Rock falls can result only from the occurrence of unstable rock blocks defined by the interaction of the stress induced fractures and naturally occurring geological planes of weakness. These planes include bedding planes and joint set planes. However, there is a general lack of information on the characteristics of these planes (orientations, spacings and lengths)?it does not appear that any such systematic and quantified information, if collected, has been published. To remedy this situation to some extent, joint mapping exercises have been carried out in several geological environments in two gold mines. The data collected on joint geometry included orientation, spacing and length, and this information is included in the paper. In addition, the paper describes the use of the data collected to evaluate the potential for rock falls and the probability of failure of stope support

New ZealandÆs share of global greenhouse gas emissions, at about one fifth of one per cent, is very small. But the profile of those emissions is unique among OECD countries; more than half come from methane and nitrous oxide associated with livestock agriculture. Consequently, fulfilling its obligations under the Kyoto Protocol is potentially quite onerous for New Zealand.In this paper we use a single region, static general equilibrium model to assess the implications for New Zealand of various climate change policy options. The energy and agriculture sectors are modeled in a detailed manner to enable realistic simulations to be carried out.Choosing an optimal set of policies is made more difficult by the fact that New Zealand relies heavily on emission intensive sectors for much of its export earnings. For example, one emission intensive sector alone, dairy, accounts for over 20 per cent of all merchandise exports. Avoiding carbon leakage is therefore an important consideration in selecting appropriate greenhouse policies.Our analysis shows the degree of sectoral adjustment required is substantial. In addition, the total costs depend on the uncertain level of variables such as the global carbon price and the level of afforestation activities in New Zealand, ie the rate of new forest planting.

Additional field evaluations of a modified continuous miner using a new spray system and modified scrubbers have been conducted by the authors. In this demonstration, a comprehensive package for dust control on a continuous miner which included previously developed modifications to the scrubber, scrubber intakes and the innovative chassis spray system was demonstrated. Side-by-side comparisons of the modified miner and regular miner indicated that the miner operator with the modified miner was exposed to 62% less respirable dust. Ram car operators with the modified miner had 38% less respirable dust exposure and the return air on the modified miner had 19% less respirable dust. The mining conditions during side-by-side testing were very comparable. These results support the findings of the modified spray system studies conducted earlier at different mines in Illinois on four occasions and the modified scrubber system field evaluation studies.

In the United States, chromium has been consumed in three major markets: chemical, metallurgical, and refractory. The predominant end use for chromium in the United States is in the metallurgical market as an alloying element in the production of stainless steel. In addition to being a major stainless steel-producing country, the United States is a major world producer of chromium-containing chemicals and has used substantial amounts of chromite ore for refractory applications. Chromium use is not easily further subdivided within the chemical and refractory industries because there is insufficient publicly available information to do so; however, chromium use can be subdivided among metallurgical industry uses based on the American Iron and Steel Institute (AISI) reported shipments of stainless steel by market classification (agricultural, aircraft, automotive, etc.). It is the goal of this study to determine the distribution of U.S. chromium apparent consumption among major markets in the United States. The distribution is expressed in the form of dimensionless fractions that are computed based on documented chromium consumption by major market. The distribution of chromium among markets within the metallurgical market is computed in a similar manner. Distribution factors are first computed for the major markets, then for markets that are subdivisions of the metallurgical market. The distribution of chromium among major markets has changed substantially over the time period of analysis. The fraction of chromium consumed by the metallurgical market has increased while that of the chemical and refractory markets has declined. Within the metallurgical market, the service industry market accounts for the greatest fraction of chromium consumption followed by transportation. Electrical, machinery, and fabricated products markets account for a substantial share of the metallurgical chromium consumption.

This paper presents a modelling tool that can be used to predict the behaviour of solvent extraction processes. In particular, this model allows calculating metal extraction efficiency as a function of pH, solvent flowrate, stripping flowrate and aqueous feed flowrate in the mixers-settlers. Both armored personnel carriers and light combat vehicles are increasingly vulnerable to a variety of highly lethal antitank land mines. As a result, there is a need for modeling and understanding the interaction of mine blast products with respect to the resulting loading and damage mechanisms inflicted by explosive blast and impact on vehicle structures. However, the mechanics of blast soil interactions are still poorly understood. The objective of this investigation is to computationally simulate a series of experimental buried mine explosions in saturated sand soil -- over a wide range of scale – and compare the predictions of blast loading to data. Small scale tests have recently been conducted at the University of Maryland with a few grams of RDX acting against an aluminum plate, while recent full-scale tests at ARL involve several kilograms of TNT against 12,500 kg of RHA. The ARL measurements reported here are based on the Vertical Impulse Measurement Fixture (VIMF) facility, a structural mechanical device that responds to blast loading by measuring the vertical displacement of a fixed mass vertical guide rail, which is a direct measure of the imparted impulse. CTH predictions for vertical momentum of the target plate are within 60 – 80 % of the reported impulse data for this wide ranging set of tests. One of the comparisons, however, suggests that the TNT charge in a particular VIMF test may not have fully reacted.

The Coeur d'Alene district in the panhandle of Idaho is one of the major lead-zinc-silver producing areas in the world. The value of recorded production to date has exceeded $2 billion. Country rock comprises six formations of the fine-grained, highly siliceous, and slightly metamorphosed Precambrian Belt Series. Small stocks of monzonitic rocks and several varieties of dikes intrude the sediments. The district is at the intersection of a north trending major anticlinal uplift and the west northwest-trending Lewis and Clark line of which the Osburn fault is the dominant feature. The district structure is complicated and comprises folds, some of which are overturned, and a complex of faults of diverse ages and directions of movement. Late Cretaceous stocks but are also probably Cretaceous in age. The productive veins are localized within a series of 12 subparallel, straight mineral belts that trend approximately N65°W and that appear to be controlled by deep fractures in the basement rocks. The mineral belts are in two groups, separated by 15 miles of post-mineralization movement on the Osburn fault. Veins and ore shoots are variously disposed within each mineral belt. Many crop out at the surface, but others apex several thousand feet beneath it. Local controls that influence the position of ore shoots within the mineral belts include the brittle character of host rock attitude of bedding relative to the mineralized fracture, and the amount and direction of movement on faults. Depth appears to have had little effect on the occurrence or type of ore. Ore occurs in a series of steeply dipping replacement veins of relatively simple mineralogy. Six periods of mineralization, ranging from Precambrian to Tertiary in age, are recognized. The research described considers whether the variability in coal material strength, as derived through a series of uniaxial compressive strength (UCS) tests, could be used to indicate the variability in coal pillar strength. The aim is to be able to use a distribution of UCS tests as input into the coal pillar strength calculation. This will allow the pillar design to be expressed in terms of a probability of failure rather than as the commonly used safety factor. To achieve this, the bulk strength factor associated with commonly used pillar strength formulae was replaced with a distribution of UCS results divided by an adjustment factor. The factor was determined so as to ensure that the resulting bulk strength does not deviate from the statistically determined bulk strength published in the original formulae. This approach enabled pillar strength distributions to be obtained using industry-accepted strength formulae, subsequently allowing for a probability of failure to be calculated for a specific pillar design. Using a regional coal material strength curve as a baseline, coalfields in which the coal is stronger than the regional mean can be identified and the pillar designs optimized. This is based on the stronger coals achieving lower probabilities of failure at similar safety factors. The research has considered actual UCS data from multiple mines in the Mpumalanga coalfields of South Africa, and has proved that the variability in material strength between coalfields could allow for some optimization using the proposed approach. Based on the data used in the study, a 2.78% increase in extraction could be achieved. However, further research will be required to validate the results of the study in an underground environment.

The ability of computers to create synthetic representations of the real world in virtual reality offers a number of opportunities to enhance training methods used in the mining industry. Unfortunately, the training effectiveness of virtual reality systems currently used in the mining industry has received only limited testing. Miner Simulation (MinerSIM), an augmented reality system with integrated hypermedia suitable for training underground miners in the basics of using a jackleg drill to install rock bolts in a virtual mine environment is in its evaluation process at the University of Missouri-Rolla Experimental Mine. This paper discusses evaluation methodologies of the MinerSIM system, which consists of experimental and control groups with control students learning via traditional lecture and text formats. Preliminary results from usability tests of the first part of MinerSim, which is an online tutorial on underground rock bolting, are presented.

Mineral output and trade in the Central American countries were directly or indirectly affected by the sometimes violent civil unrest and recessionary economic developments that have pervaded the region for several years. Central American countries found their foreign exchange export earnings and traditional market areas shrinking while essential import costs were rising. Restricted spending measures were adopted by governments and private industries. Domestic investment funds for mineral development and exploration projects were among the first casualties of these austere budgetary measures, especially since weak demand and depressed mineral prices diminished the probability of a favorable cost-benefit ratio. The lack of physical security and political stability also discouraged private foreign investment. The United States Congress enacted the Caribbean Basin Economic Recovery Act of 1983 (19 U.S.C. 2702), more popularly known as the Caribbean Basin Initiative (CBI). This legislation was designed to stimulate economic recovery and promote economic development by increasing private investment and trade in the Caribbean Basin countries. The act provided for the elimination of U.S. duties on most trade items imported directly from eligible Caribbean countries, provided at least 35% of the product value originated in the region. The financial assistance components of the CBI were to be supportive of the basin's private sector as well as assist general economic stabilization programs.

The Port of New York and New Jersey is one of the most heavily used transportation arteries in the world, handling nearly 40 per-cent of the North Atlantic shipping trade and directly providing nearly 230,000 jobs to the local economy. In 2004, $100 billion worth of consumer goods moved through the port. To accommodate future cargo volumes in the port, which are expected to double over the next decade and possibly quadruple in 40 years, deeper shipping channels are needed to provide access for a new generation of cargo mega-ships with drafts exceeding 13.7-m (45-ft) when loaded. Current channels within the harbor range in depths up to 13.7-m (45-ft), thus preventing carriers from using these larger ships, or requiring significant reductions in cargo to achieve lesser drafts to operate safely within the harbor. As part of the Harbor Deepening Project, the Anchor-age Channel would be deepened to 15.2 m (50 ft) below mean low water (MLW), for a length of 5,790 m (19,000 ft). The New York City Department of Environmental Protection (NYCDEP) owns, operates and maintains two existing water siphons in the harbor. Due to their shallow depth, both existing siphons must be relocated before dredging of the Anchorage Channel can be completed. Tom Costanzo, manager of capital programs for the Port Authority of New York and New Jersey (PANYNJ), says that ?While the re-location of the existing siphons under the Anchorage Channel is vital to the success of the deepening program, it is also a story of cooperation among key agencies at different levels of government resulting in improvements that will benefit the people of this region greatly.?

The objectives of the research were to determine whether a model health and safety program could be defined in terms which would enable its application to mines of all types, and, if such a model program could be defined to determine through evaluations in two mining companies whether it would achieve measurable improvements. This volume describes the model, how it was applied in the field, and how it was evaluated. Anecdotal data to illustrate common kinds of safety problems and their solutions are included. The literature and field research that preceded the model definition is discussed in Vol. 2, which covers the period of September, 1980 to September, 1981.

IT seems proper to present in the Transactions of the Institute, from time to time, formal record of the advances made in the arts and sciences to which our organization is devoted-milestones in the highway of progress-from which our successors may measure what they in their turn have gained. The admirable address of the Hon. Abram S. Hewitt, then president elect of the Institute, on "A Century of Mining and Metallurgy in the United States," read at the opening of the meeting held in this hall in June, 1876, forms a point of departure, and the conclusion of the eighth decade of the nineteenth century and the end of the first five years of our country's second century seem to offer a fitting time for again making up our record. The period since 1875 has been marked by a degree of activity in mining and metallurgical industry never before equalled in our history, while the progress made in the science and art has been, if possible, still more noticeable. Whether we consider the mining of iron, ore, and coal, or of the precious metals,-the advances made in smelting the former and in reducing the latter, the extraordinary increase in the production of Bessemer steel, or the science of Thomas and. Gilchrist, which makes the hitherto rejected phosphorus the corner-stone of success,-the past five years are alike memorable for the progress they have shown and to some of the most marked features of this progress I will now oriefly call your attention. It may be of interest in this connection to note the following figures, showing the growth of the population of the United-States during the last three decades :

The presence of hydrogen sulphide in sewerage systems leads to severe concrete corrosion. Acid causes breakdown of the concrete matrix, and attacks reinforcement. Older sewer systems under acid attack are often found to be acutely corroded, sometimes after short operational periods. Consequently secondary liners are now almost always used. Polymer concrete is extremely acid resistant and if used in segmental linings can forgo the need for a secondary lining. Combined with fibers and/or GFRP rebar Polymer Concrete can produce a very strong acid resistant lining, saving considerable time in the installation of additional liners. This paper explains the problems and advantages of using Polymer concrete in segmentaly lined wastewater tunnels, addressing areas of design, cost, and programming.

The application of underground pre-concentration technology to narrow vein mining has the potential to change the entire economics of bulk mining methods when used in narrow vein situations. The rejection of waste at or near the face means that a higher-grade ore can be sent to surface. The waste rock can be reused directly as backfill. Swelling of the muck through blasting means that only 60 to 65% can be used as fill. Planning and scheduling of the fill usage is key to the success of this method. Through the use of simulation and system analysis, this paper examines the planning and scheduling implications of underground pre-concentration when applied to traditional narrow vein mining methods (cut-and-fill /drift-and-fill, longhole, AVOCA). It considers the logistical factors that represent potential system bottlenecks that are key to understanding the correct implementation and control strategies.
