An often overlooked factor in the analysis of mine layouts and schedules is technical operating flexibility (or tactical flexibility), mainly due to its nebulous nature. By glossing over technical operating flexibility the resultant mine layouts and schedules maybe suboptimal. The need to incorporate technical operating flexibility into the analysis and comparison of mine layouts and schedules is increasing in importance. The nature of technical operating flexibility is illustrated, previous work on valuing of operating flexibility reviewed, and a proposal made on how technical operating flexibility can be quantified for tabular reef mines by using a platinum reef deposit as a case study. Once technical operating flexibility has been quantified it becomes possible to explore its incorporation into the analysis of mine layouts and schedules and subsequent optimization processes. This paper is a revised version of a paper presented in the Proceedings of the Second International Platinum Conference, ?Platinum Surges Ahead? in 2006. Inauguration of the new political dispensation in South Africa in1994 initiated a dynamic shift in the ownership, management and development of the country?s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress?s Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since then there have been important changes affecting the rules of mineral development. These are: ?A drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully ?The globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists and ?The introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its regulations, the much publicised Broad-Based Socio-Economic Empowerment Charter, its associated Scorecard, and the Draft Royalty Bill.

A method for the analysis and prediction of single pile displacement behaviour is described. It is the displacement in time, under constant load, based on the use of hyperbolic functions to characterise individual constituents of the displacement-time behaviour. Extensive use of this technique has confirmed its validity in a variety of soils and that consolidation and creep settlement appear to be indistinguishable. The algorithms employed are suitable to model the displacement behaviour from the onset of load to infinite time for all types of piles and surface foundations. Until the advent of computer controlled static load testing, analysis of the displacement-time characteristic during pile load tests has been hindered by the quality of the data recorded and inconsistency of loading. This has hitherto made the development of suitable behavioural models very difficult. Understanding the soil deformation within a proper time framework allows the subject of pile instrumentation and testing to be developed. The equipment required is basically a computer controlled loading and pile head displacement measuring system which allows accurate analysis of the settlement characteristic in almost every situation.

"Abstract Deep mixing method has been employed increasingly in recent years as a countermeasure against subsoil liquefaction. Column-type solidification, however, has been thought to have little effect as a liquefaction countermeasure, because the shear deformation of unimproved soil between the columns cannot be reduced. In recent years, experimental results have been reported that imply that solidified columns can reduce the shear deformation of unimproved soil around them. A new arrangement has been proposed to mitigate lateral flow induced by liquefaction. In this study, a series of dynamic centrifuge model tests was conducted to verify the lateral flow resistance of stabilized columns. The results indicate that stabilized columns can reduce the lateral flow of liquefied ground if the column displacement and the column head rotation are restricted. This paper concludes that it is important to restrict the displacement and the rotation of the column head by surface improvement to mitigate the lateral flow of liquefied ground.INTRODUCTIONDeep mixing method has been employed increasingly in recent years as a countermeasure against subsoil liquefaction. The solidified body formed by the deep mixing method is usually block or lattice shape, composed of solidified columns that overlap each other horizontally. Lattice-type solidification has been shown to be effective as a liquefaction countermeasure despite the presence of unimproved soil inside the lattice wall, because the shear deformation of the interior soil is restrained by the wall (Suzuki et al., 1989). On the other hand, it has been thought that column-type solidification cannot reduce shear deformation of unimproved soil around columns, because the displacement of a solidified column is less restricted than that of a lattice wall. Column-type solidification has been reported to have little effect as a liquefaction countermeasure, but to be superior in terms of construction cost and applicability around existing underground structures (Koga et al., 1986). However, there are experimental results implying that solidified columns have reduced the shear deformation of unimproved soil and mitigated its liquefaction (Yasuda et al., 2003; Tanaka et al., 2003). Yamamoto et al. (2006) conducted dynamic analyses of ground improved with lattice- and column-type solidification. Their results showed that column-type solidification with an improvement ratio of more than 35% reduces excess pore water pressure generated by earthquakes. Furthermore, the new column arrangement shown in Figure 1(a) has been proposed to mitigate lateral flow induced by liquefaction. It was developed and has been verified using dynamic model testing in a 1 g field (Takahashi et al., 2010a; 2010b; 2013; Towhata et al., 2010). The stabilized columns in this configuration interrupt lateral flow in any direction, unlike those placed in square and triangular arrangements."

Alaska?s known mineral endowment includes some of the largest and highest grade deposits of various metals, including gold, copper and zinc. Recently, Alaska has also been active in the worldwide search for sources of rare earth elements (REE) to replace exports now being limitedby China. Driven by limited supply of the rare earths, combined with their increasing use in new ?green? energy, lighting, transportation, and many other technological applications, the rare earth metals neodymium, europium and, in particular, the heavy rare earth elements terbium, dysprosium and yttrium are forecast to soon be in critical short supply (U.S. Department of Energy, 2010). The REE, accompanied by other high field strength metals (such as Nb, Zr, Ti, Th, W), are associated with alkaline complexes of the Hogatza Belt in northwest Alaska; peraluminous tin-granites of the Ruby batholith in central Alaska and the Porcupine plateau in the northeast; and peralkaline intrusive complexes in the southwest Alaska Range west of Anchorage, and on Prince of Wales Island in southeastern Alaska. Limited evidence suggests that the heavy REE are associated with deposits that became more highly evolved by late hydrothermal processes.

Falcon centrifugal gravity separation tests were conducted to study desulfurization and de-ashing performance with different size fractions of a high-sulfur Chinese -0.5mm fine coal in a dense medium. Performance indicators such as combustible recovery, ash and sulfur rejection, and desulfurization efficiency were used to evaluate the separation efficiency. The results show that for -0.5 mm coal particles, all performance indicators except ash rejection are higher for the Falcon concentrator than for flotation. More specifically, for the +0.125 mm size fraction, Falcon centrifugal separation produced better ash and sulfur rejection performance than froth flotation. However, the Falcon concentrator also showed higher combustible recovery but lower ash and sulfur rejection than froth flotation for the -0.125 mm size fraction.

This study forms a part of Bureau of Mines continuing research on thermal fragmentation of rocks. The potential of internal heating techniques for rock fragmentation is discussed. A concept of rock fragmentation with rapid inter¬nal heating of a localized inner volume of rock is advanced The energy required for rock fragmentation is made available by creating a required vol¬ume of localized heating. The fragmentation of rock using the proposed method is analyzed and qualitatively compared with the results of experiments with Charcoal granite, Dresser basalt, and Sioux Quartzite. High frequency dielec¬tric heating below 100 MHz is used in the study as an example to examine the working of the concept. The selection of operating conditions for the experi¬mental heating is explained. Fragmentation of Charcoal granite and Dresser basalt test rock blocks is achieved for localized heating below 550° C. The heated volume required for fragmentation is observed to be less than 2 percent of the test block volume and the electrical energy consumption is in the order of 3.5 to 6 5 kwhr/m3 The method offers a possibility for in situ fragmenta¬tion of rocks, favorable for internal heating. "The worldwide demand of ores and the depletion of the high-purity deposits make it necessary to recover ores in increasingly finer size fractions in the feed material. The flotation technology of more than 40 years old plants was not able to recover the ultra fine material. Those slurry tailings ponds now have the chance to be re-processed with PNEUFLOT® technology.The bubble sizes of different flotation technologies have a huge influence of the results especially regarding the recovery of the ultra fine particle sizes.PNEUFLOT® technology of HUMBOLDT WEDAG Coal & Minerals Technology GmbH in Germany was applied to ultra fine Phosphate, Copper and Platinum ores. The results will be presented in this paper.Conventional technology like agitator flotation has its limits in the flotation of fines due to turbulences in the cell. The position of the agitator influences the recovery of the fines. A deep impeller generates a higher froth zone. This helps to catch the medium fines. Due to the static head of the slurry inside the cell, compressed air is required for such cell designs.Column flotation is well known for a good selectivity without having in the first cell a good recovery. This leads to invest in several cleaning stages to reach an acceptable recovery. Further more, compressed air is required to generate the air bubbles to the flotation process, which are much bigger than with PNEUFLOT® technology applied.INTRODUCTIONHigh metal prices are actually the basis to invest in poor deposits or deposits with very fine intergrown ores which have to be milled down to ultra fine powders less than 60 micron. The liberation grade has to be determined by a mineralogical analysis. Polish sections have to be prepared and interpreted by using of a microscope. Figure 1 and figure 2 are showing polish sections of a platinum-nickel ore from Petchenga Nickel at Zapolyarni Mine in Russia. The head grades for rich ore are for copper between 0.05 – 0.15%, for nickel between 3 – 7% and for platinum group minerals approx. 0.15 oz/t. With an efficient flotation technology it can be upgraded to 20 oz/t."

Strong demand for copper in developing nations such as China and India, plus the additional demand for industrial minerals to supply the Arizona construction market, brought about a record-setting year for the state?s mining industry. The value of Arizona?s copper production set a new high of $5.5 billion and pushed the total value of mineral production to $7.58 billion. This was also a record. As it has for many years, Arizona ranked first in nonfuel mineral production in the U.S. In addition to leading the nation in copper, Arizona ranked in the top five in molybdenum, sand and gravel, gemstones, perlite, silver, zeolites and pumice. Generally strong and rising prices, especially toward year?s end, fostered a bullish atmosphere that encouraged significant levels of acquisition and exploration. This activity has spread beyond the normal commodities to include some, such as manganese and fluorspar, that have not been mined in Arizona for decades.

Although the Pressure Acid Leaching (PAL) of nickel laterites has been conducted at Moa Bay, Cuba, since the early 1960s, the commissioning delays generally encountered by the æsecond generationÆ of PAL lateritic nickel producers in the late 1990s have demonstrated the potential complexity of the PAL process and the importance of technical risk management in maximising the realised project value. This paper describes some of the strategies used by the Ravensthorpe Nickel Project (RNP) to manage the technical aspects of the Ravensthorpe project risk. Central to these strategies is the use of Front End Loading (FEL) to deal with issues early in the development phase, when changes to the project structure can be made most effectively and cheaply. Such an approach requires a management philosophy that recognises risk as a potential cost, which accepts responsibility for dealing with risk, and which is prepared to provide adequate resources for risk management.

This Bureau of Mines publication describes and evaluates a Standard Industrial Classification (SIC) based end-use data system for minerals that is designed to link the demand for minerals to economic activity in commercial uses. The new data system is two-dimensional. The first dimension of technical product classes (TPC's) measures the consumption of minerals in major primary intermediate products. The second dimension measures the consumption of these TPC's in SIC end-use sectors in sufficient detail to identify the major determinants of demand for each TPC. Intercomodity comparisons are achieved at the level of SIC two-digit major groups. The methodology was developed so that all available sources of information from Government and industry can be utilized at minimum cost. This information will be supplemented with additional data to be obtained by modifying existing Bureau of Mines canvasses so as to elicit additional quantitative responses from mineral producers. The new data system is expected to improve significantly the ability to forecast demand for minerals, and provide an information base that would, for the first time ever, permit resolution of such questions as trends in substitution among materials and the intensity-of-use of materials in end-use sectors. For the 42 TPC?s identified in the report, data are available for the new system from current sources or, except for three TPC?s that require new canvasses, can be obtained by modification of existing Bureau canvasses.

The importance of timbering, not only from a financial point of view but from an actual mining point of view, is so often overlooked or slightly glossed over by the average expert and investor, that I have thought it would prove interesting to go into the matter and to invite discussion upon the subject. We will first take small veins, or reefs as they are termed in some mining countries; and by small veins it is intended to denote fissures from a few inches to three feet. The ore body is supposed to be confined within well defined walls free from gangue matter, unless the casing can be defined as such. Now, if the walls are smooth and moderately hard, no timbering is required other than the stulls, which are braced from wall to wall in order to form platforms or stages to stope from. Should the reef from wall to wall prove payable, or should the vein be of a character to prohibit cleaning or sorting; and it be determined to send the whole of the stone to the, reduction works, the stuUs should be left in place until the section or block of ground is worked out, in order that if a weak spot in the walls (especially the hanging) occur, it would be possible, without any particularly extra expense or difficulty often times accompanied by danger to brace and secure the slabs. After the block became entirely stoped, it would pay where labour was cheap to remove the majority of timbers to stull another section.

The design concept requires the construction of the permanent support system, consisting of 24 concrete filled perimeter drifts, before excavating the mass core. Coal augering is an ideal method for recovering coal from the highwalls of open cut coalmines. Coal augering is a simple process whereby additional flights are added to the auger cutting head and auger holes are drilled at 1.9 m diameter up to 200 metres deep. Traditional monitoring was located at the mouth of the hole and if methane was encountered above two per cent, inert gas was delivered into the mouth of the hole to deplete the oxygen content at the auger cutting head below 12 per cent. The auger operator was asked the question ‘how do you know that this is the case?’ Trials were undertaken to prove that the oxygen content at the cutting head did drop below 12 per cent (the lowest limit for methane to ignite, also known as the oxygen nose point). Initial trials showed that the oxygen content in the mouth of the hole did not drop below 12 per cent and modifications were made to hold the inert gases in the mouth of the hole so that the auger flights could take this inert gas into the hole. In-hole monitoring, after completion of mining and after extracting the auger flights, showed that the atmosphere quickly returned to fresh air. In-hole monitoring was also tried during the augering process and yielded valuable results. This paper will discuss the results of the monitoring, information on the gas results obtained and the methodologies used to optimise the oxygen content at the auger face.CITATION:Watkinson, M and Leisemann, B, 2017. The proper selection of a coal for a particular use depends on knowledge of fundamental data concerning the coals that offer, particularly their type and rank. Type of coal depends on the nature of the original plants and the environment in which they accumulated.Rank reflects the subsequent metamorphism of the coal, and is of two kinds-physical rank and chemical rank.INTRODUCTIONIn the different coalfields of the Commonwealth of Australia there occur many different kinds of coal which provide the coal-research worker with a wide range of material, but to the fuel technologist they represent complex problems in utilization.In the past it has been common practice to instal coal-using equipment of a design based on plant used in large industrial centres of other countries and then search for supplies of suitable coal. This has led to the transportation of coal mainly from New South Wales to other States, which have inadequate supplies of coal suitable for use in the equipment they have installed. However, modern economy and industrial practice demand local resources of coal for the development of industry, transport and domestic services, and a change in the old order is rapidly taking place. Technologists and engineers are now faced with the problem of designing and installing equipment to use whatever kind of coal is available in local coalfields.Much has been accomplished in this direction and important investigations are at present being carried out, but there still remains a wide field of problems for research.In planning and carrying out investigations into coal utilization it is essential that fundamental data and knowledge should be available and that its significance should be appreciated.
