EARLY in 1911 the Public Service Board of New South Wales suggested the advisability of inaugurating a School of Mines at Broken Hill, arid made inquiries to determine how such an institution should be conducted. He, the author, believed the Board, as a result of the inquiries, was in favour of the project being worked in conjunction with the Technical College, and hoped to be ready to receive students at the commencement of 1912. That the inauguration has not yet taken place is probably due to the vast amount of consideration and preparation that a new departure of the sort would require. At the present time New South Wales or, to speak more broadly under the same denunciation, Australia is not at all suitably catering for the technical training of young men to provide the increasing demand for officers to work the valuable mines within its territory...

The flotation mechanism plays a key role in the flotation process. It is used to provide the contact between solid particles and bubbles and also the energy for these particles and bubbles to attach. The mechanism must therefore provide sufficient mixing to keep the solids in suspension so that they can be transported into the froth and recovered to the concentrate. The design of the mechanism is critical and over the past decade Outotec has developed and optimised a new mechanism design to improve metallurgical and energy performance. The FloatForce® mechanism consists of a rotor and stator arrangement and has been specifically designed to provide sustained mixing at higher air flows and lower power inputs.Over 500 FloatForce® mechanisms have been installed in existing and new operations. This paper outlines the technological aspects of the FloatForce® mechanism and provides metallurgical, operational and energy performance results from a number of flotation circuits in which these have been installed.

The alkaline ethylenediamine tetra-acetic acid (EDTA) leach process for extracting tungsten from scheelite (CaW04) ores has been examined for the treatment of low grade (<0.5 per cent WO,) residue dumps. The process has been considerably simplified by applying solvent extraction directly to the leach liquor.Ammonium paratungstate is thereby produced in a one step process and this obviates the need to physically recover EDTA prior to recycling. This modified process should be an economical method of tungsten extraction.

Recently the operating philosophy at concentrators processing platinum bearing ores has started to move from a recovery dominated system to one in which the production of high grade concentrates at the expense of some recovery would provide greater benefits in the further upgrading of the platinum group minerals (PGM). The low grades usually obtained are associated with the presence of naturally floatable talcaceous gangue minerals in all PGM ores. Polysaccharide depressants such as guar gum and carboxymethyl cellulose (CMC) are used to improve the grades of the concentrates. Recent testwork has shown that the use of high depressant concentrations can prevent any naturally floatable gangue from reporting to the concentrate. The only gangue present in the concentrates would be due to its entrainment in the froth. Under these conditions much higher grades can be achieved. The sulphide minerals themselves, however, become susceptible to depression at high depressant concentrations. This work examines how the recovery of sulphide minerals in two Merensky ores was affected by the type and concentration of the collector in the presence of high depressant concentration (500 g/t) and that the response of the sulphide minerals was also dependent on the type of depressant used (guar or CMC).

"Uma Oya Multipurpose Development Project is under construction in Sri Lanka. This project involves 2 Rolled Concrete Core (RCC) Dams connected through a tunnel currently under construction by Drill and Blast method. The water is transferred from first diversion dam to the 2nd regulatory dam and from which, it will be transferred through a 14 km headrace tunnel to the top of a 650 m deep drop shaft that feeds the high pressure water to an underground powerhouse and turbine chamber for generation of 120 MW of electricity. The Headrace and Tailrace tunnels are being excavated by two 4.4 m diameter double shield TBMs. The headrace tunnel has already passed 5km milestone and is mined in hard rock, while the tailrace tunnel has been completed in rather weak and fractured ground. This paper will review the history of the project along with the geology of the site. The operation of TBM in headrace tunnel will be discussed in more detail, focusing on the challenges of excavating through very strong and abrasive quartzite and gneiss on this site, as well as reaches of tunnel in high inflow of water reaching 400 L/Sec. INTRODUCTION This paper aims to introduce the Uma Oya Multipurpose Development Project (UOMDP) as a hydro mechanical project in Sri Lanka, targeted generating hydro-electric power, transferring water for irrigation purposes and controlling seasonal devastating flood. This project lies in the south-eastern part of the central highland region of Sri Lanka (Figure 1). The main part of the project is located in the south-western part of the Badulla district in the province of Uva. The south-eastern end of the project site is in the central west of the Moneragala district (province of Uva). Bandarawela is the largest urban setting within the project area, located halfway between the upstream and the downstream ends of the planned hydropower plant and combination of dams, tunnels, and downstream facilities. The Multi-Purpose Project Of Uma Oya is planned to convey water from Uma Oya to Kirindi Oya Basin for hydroelectric energy generation includes Puhulpola RCC Dam on the Uma Oya river, Dyraaba RCC Dam on the Mahatotilla Oya river, a conveyance tunnel from Uma Oya to Mahatotilla Oya (L=3750m), a long feeder tunnel from Mahatotilla Oya to Kirindi Oya. The feeder (power) tunnel Lot consists of a headrace tunnel (L=15554m), the surge shaft (L=200m) and tank on the upstream of the vertical shaft, a vertical shaft with steel lining (L=650m), an underground powerhouse and a tailrace tunnel (L=3650m)."

The Mogalakwena North Concentrator of Anglo Platinum Operations was built with the capability to allow for future projected expansion. Several research groups, currently working with Anglo American on collaborative research over a range of projects, were brought in to review the existing operation, with a view to releasing some specific bottlenecks and providing specialist design input to the potential plant expansion.Based on a thorough review of the high pressure grinding rolls (HPGR) and crushing circuit, a wide range of de-bottlenecking opportunities were identified. This was followed by a series of surveys to provide performance measurements and to model the circuit in detail. From this effort a full simulation of the plant has been developed, including updated models of the HPGR, crusher, bins and screens. These models have been implemented in the researchersÆ Model Development Kit (MDK) version of JKSimMet, and in a prototype dynamic simulator based on the Matlab Simulink software.The observations, measurements and simulations have provided guidance and quantified the benefits of some proposed circuit modifications. Based on these findings a number of upgrades are being planned, with the aim of ensuring full utilisation of the installed equipment. Historically in Australia and the United States many coal mines deposited raw wash plant fines into large slurry impoundments. At the time the technology and market economics did not exist to make it viable to recover coal from these tailings. Today better technology exist to dredge and clean the tailings and there are circumstances where government regulations and market forces have come together to make coal recovery from these old tailings impoundments economically viable. This paper discusses the processes and equipment being used in tailings impoundment reclamation operations in Australia and the United States, and discusses the economic forces driving these operations.

This paper will review impacts on longwall design and ground stability assessment due to advances in mine automation and sensing technology. Several new approaches to the prediction and monitoring of longwall panel and gateroad stability have recently become mature, and are ready for application in problematic ground control situations. These methods are revealing significant detail regarding deformation and failure mechanics of critical underground structures. Examples of how these technologies have worked successfully will be given, and applications for the use of these tools for cost-effective engineering design and monitoring will be suggested.

The bureau of Mines analyzed data from 47 coal mine roof-fall resupport accidents that occurred from 1966 through 1974 to identify critical hazards .and problems. These accidents resulted in 62 injuries or fatalities. It was concluded that the majority of the accidents might have been prevented by observance of recommended practices and use of available technology such as setting temporary supports, adequate roof testing, etc. Additional work is needed in the following problem areas where present technology is inadequate: (1) warning of impending roof falls shortly before they occur, (2) better methods of detecting unsafe roof and ribs, (3) providing access to and temporary support of high roofs for testing and bolting, (4) reducing the noise level of stopers, (7) developing temporary roof support; that have greater stability and can be remotely installed, and (6) reducing the number of roof falls through better permanent support.

"Minera Escondida operates two open pits on a porphyry copper district, southeast of Antofagasta, Chile. During 2005, ore will be delivered exclusively from one pit to two concentrators, while from 2006 both pits will provide ore to these plants. Annual testing programmes on drillhole samples, have allowed for the construction of hardness block models since 2000. These models have delivered two main hardness descriptors, the Bond work index and the SAG power index. These parameters and plant operational specifications have been used as input information to forecast, the expected throughput and ball mill product size (P80) for each block of ore. Two forecasting techniques have been used, an in house model, strongly dependant of bond work index and MinnovEx´s CEET2, dependant of Bond work index and Sag power index and other parameters. Model performance has been evaluated from reconciliating on a monthly basis, the forecasted throughputs against a recalculated plant throughput which accounts for losses in tonnage not caused by ore hardness but instead by unscheduled plant operation problems. The model performance for 2003 was ± 2% yearly and ± 5% quarterly, well within the expected ± 3% and ± 10%. The National Institute for Occupational Safety and Health (NIOSH), in partnership with the Mine Safety and Health Administration (MSHA), is conducting research to test, evaluate, improve or modify coal mine fire-fighting strategies and methodologies through large-scale tests. Since wood is the second most abundant fuel available during a coal mine fire, it was decided that series of large-scale wood crib fire tests were needed to measure the products of combustion and to observe the capability of commonly available direct application fire suppression equipment, namely, fire extinguishers, water and gas-enhanced foam. This paper discusses the wood crib fire tests, provides insight into the products of combustion and describes observations made during the application of the fire suppression agents.

"Construction of a new bridge in a seismically sensitive area requires careful assessment of earthquake impact on the serviceability of the facility. Not only is the superstructure vulnerable, the foundations play a key role in the bridge’s survivability. A new bridge in eastern part of the state of Missouri in the U.S.A. is located in a seismically active area and hence subject to additional thrust on the foundations and superstructure and potential damage due to liquefaction. An eleven span bridge with foundation soils varying from shallow bedrock to over 30 m (100 feet) overburden soils were considered for the bridge support piers. Two of the bridge support bents located within the flood plain area through over 30m (100 feet) of alluvial deposits were considered most affected by an earthquake event due to the additional thrust and lateral ground spreading. This paper describes the determination of site specific seismic hazard, numerical modelling of the foundation system, and methodology of dynamic analyses, effects of lateral spreading and liquefaction potential on bridge support bents. From numerical modelling using FLAC, the increase in thrust on piers and deformations were computed to predict the behavior of the foundations.INTRODUCTIONA newly constructed bridge on route US 40 crosses the Missouri River west of St. Louis, Missouri and upstream of Mississippi River in mid-west USA. The west abutment area has near surface bedrock while the east abutment area has overburden deposits over 30m (100 feet) thick, mostly river sediments comprising of silts, lean clays and sands overlying bedrock. Softer layers of silts and sands in the east river bank area are assessed to be liquefiable during a high magnitude earthquake event. St Louis area has a potential for a high magnitude earthquake due to the New Madrid Fault some 160km (100 miles) south. The bridge foundations were designed as drilled piers, 2 m (8 feet) in diameter and socketed into the bedrock. Bents No. 10 and 11, located in the lower flood plain area of the river, are considered to be most affected by a seismic event.In order to perform dynamic analyses of the foundations, earthquake ground motion time history was developed for the specific site using a Probabilistic Seismic Hazard Analysis (PSHA) and selecting and scaling of a recorded time history. Relying on the U.S. Geological Survey (USGS) Earthquake Hazard Program for the PSHA and AASHTO Guide Specifications for LRFD Seismic Bridge Design, spectral acceleration values for the site were developed. The spectral acceleration values were for a 7 percent probability of exceedance in 75 years (1000 year return). Numerical modelling using FLAC computer program was performed. This paper presents the seismic design parameters, methodology used in the dynamic analyses, static and dynamic analyses, impact and mitigation of liquefaction on Bents 10 and 11 and the abutment fills, and effect of lateral spreading on the foundations in the lower flood plain area of the bridge. From the numerical modelling, increase in thrusts on pier foundations and estimated deformation were computed."

The need for anti-corrosion coatings has existed for many years in the ground support industry, but the application requirements have made coating selection limited. Varying groundwater and chemical conditions continually challenge long term coating performance. Traditionally the industry coating preference has been hot-dip galvanizing due to its performance characteristics in highly corrosive environments and low cost nature. However, the galvanized coating has application limitations. This paper highlights some of these limitations and provides selection criteria for a new organic coating developed for one such difficult application, DSI?s Omega BoltPTM Pwhich is an expandable ground support. Terramin Australia LimitedÆs Angas Lead and Zinc Mine operates in the unique and picturesque environment of Adelaide Hills, 60 km South East of the Adelaide city centre itself. The mine was granted approval for construction by the South Australian Government in April 2007 and the Process Plant was constructed and commissioned in July 2008. This paper outlines the background to the plant design and the approval process given the close proximity to the local town of Strathalbyn, with a major focus on the commissioning learnings from the Concentrator startup for future reference and a review of the operational performance of the Concentrator throughout the first year of successful production versus design and expectations.

The relationship between efficient liner exchange, concentrator availability and concentrator profitability is well documented. Russell Mineral Equipment’s (RME) relationship with OZ Minerals’ Prominent Hill site personnel enabled sound collaboration between the two parties. Both parties worked together to identify the sources of productivity and efficiency loss and developed solutions to reverse them.This paper chronicles the identification of production inefficiencies and the resulting removal of mill relining from the critical path through the materialisation of mill relining optimisation strategies. Geological mapping on the Canadian Shield in northeastern Alberta outlined severalgranitoid rock massespotentially suitable as building stone. A particularly attractive prospect, the Chipewyan Red Granite, was subjected to an aerial survey and ground check. The petrologic and fracture characteristics critical for quarrying and use as a building stone were assessed in the course of detailed mapping at two of the most favourable sites. The extension of good rock was tested to shallow depths at one site by shallow diamond-drill coring. , The Chipewyan Red Granite displays a warm red colour, medium grain size and fairly massive texture, and takes a good polish. Deleterious geologic features studied in outcrop and subjected to structural analysis included regular joint systems, quartz veins, pegmatite dykes, basic shear zones and fault zones. Many of these key geologic features are systematic and hence predictable for stone quarrying purposes; other features, such as irregular fracelM tures, are non-systematic and arefar less predictable. The megascopic structural features studied show similar preferred orientations which appear to be collectively related to the tectonic history.

ONE year ago, that is in January, 1923, there had not been constructed a single oil-storage tank of 55,000-bbl. or more capacity with a completely electric welded roof and bottom. Today, there are at least fifty 80,000-bbl. storage tanks completed, or nearing completion, on which both the roofs and the bottoms are electric welded. All of the following data and conclusions were obtained from observations made during the welding of tanks by the Welding Engineering Co. at Texas City, Tex., and Tonkawa and Burbank, Okla. As far as can be determined, the first electric welding on large tankage was completed in May, 1922. At that time the Empire Companies of Bartlesville, Okla., discovered a badly leaking bottom in a 55,000-bbl. tank at El Dorado, Kans. They had considered concreting this bottom, but because of the much smaller cost, decided to try electric welding; so a- contract was given the Welding Engineering Co. of Bartlesville, Okla. In this instance, no new sheets were added, the bottom being repaired by electric welding of all seams and rivets, Fig. 1. In some places where the original rivets were missing, the holes were filled by welding; patch plates were also added at certain badly worn spots. This paper develops a series of three-dimensional simulations for the Bayou Choctaw Strategic Petroleum Reserve. The U.S. Department of Energy plans to leach two new caverns and convert of one of the existing caverns within the Bayou Choctaw salt dome to expand its petroleum reserve storage capacity. An existing finite element mesh from previous analyses is modified by adding two caverns and increasing the size of existing Cavern 102. The structural integrity of the three expansion caverns and the interaction between all the caverns in the dome are investigated. The impacts of the expansion on underground creep closure, surface subsidence, infrastructure stability, and well integrity are quantified. The results show that from a structural viewpoint, the locations of the two newly proposed expansion caverns are acceptable, and all three expansion caverns can be safely constructed and operated.

The primary recrystallization textures of 11 single crystals cold rolled 70 pct were determined. The effect of crystal orientation on recrystallization behavior was investigated also and found to be large. An exception was found to the relationship that strong components of the recrystolliza-tion texture are rotated from the cold rolled texture by 30° about <110> axes, but generally this relationship was found to hold quite well. Evidence supporting oriented nucleotion was found and discussed in terms of probable active slip systems and <110> edge dislocations. THE present paper is one of a series&apos;.&apos; on recrys-tallization phenomena in cold rolled 31/4 Si-Fe single crystals and is mainly concerned with the textures produced on recrystallizing from stable end orientations. Data for the cold rolled textures of the crystals used have been reported by Koh and Dunn." Their results showed that the sharpness of the cold rolled textures varied throughout the range of stable end orientations and that the tendency to re-crystallize was related to the sharpness of the cold rolled texture, wherein the rate of recrystallization increased and the size of recrystallization grains decreased with decreasing sharpness of the cold rolled texture. In the project under consideration the cold rolled crystals involved a range of initial orientations that, together with those studied earlier,&apos; provide information on several points. The first point is whether the recrystallization texture from a (111) [112] cold rolled texture, a stable end orientation that can be approached from different directions, correlates in any way with the initial orientation before cold rolling, or whether the recrystallization texture is entirely determined by the observable features of the cold rolled texture. The second point involves a preliminary study to see if the main components of the recrystallization textures correlate with the most probable active slip systems. The third point is to determine what effect departure from slip on one slip system has on the tendency to recrystallize. Experimental Procedure Nine specimens from a previous investigation and two additional ones from thicker stock (lot D) but of similar composition to the others were used in the present work. The latter two crystals, like the nine, were cold rolled to a reduction in thickness of 70 pct and the amount of widening was determined. Depending on their primary recrystallization behavior, the cold rolled crystals were given short or long anneals at temperatures of 980°C or higher. Table I summarizes the data on initial orientations, the textures obtained by cold rolling, and the anneals given to provide samples for the present work. Fine grained specimens were thinned to 0.002 in. thickness and placed in an integrating specimen holder. Chart recordings using a transmission X-ray method and MoKa radiation were obtained for diffraction from (110) planes. This method,&apos;,3 which gives data for all of the pole figure except a central region of 30" radius, proved sufficient to give generally five, and sometimes six, of the six possible pole concentration areas of any one component of the texture. These data, therefore, were generally adequate for a positive identification of each component present. The first texture obtained for specimen B-2 was poorly defined because of too coarse a grain structure and therefore too few crystals in each component for satisfactory X-ray reflections. The same
