This publication summarizes, for potential contractors and all other interested parties, the research and development of in-house and contract projects programmed by the Bureau of Mines for fiscal year 1983 (October 1, 1982-September 30, 1983) under its Health and Safety Technology program. The objective of these projects is to provide an ordered and sequenced series of advance toward the Bureau's overall goal of providing the systems technology required to create a more healthful and safer working environment for the Nation's mining and minerals processing workers.

This report describes the potential for utilization of satellite observations for remote sensing of mine waste disposal areas. Four study sites consisting of metal and nonmetal mining areas in different climatic and physiographic regions of contigous United States were used in this investigation. The mine waste disposal sites consisted of mining of phosphates in Florida, copper in Arizona, silver in Idaho, and coal in West Virginia. Landsat satellite multispectral scanner observations were used together with aerial photographs, ground surveys, U.S. Geological Survey maps, and other ancillary information. Landsat digital data were categorized using automated supervised classification algorithms and an image analysis system. Detailed description of automated classification techniques employed and the accuracy attained is provided together with the results of manual interpretations. The inventory of areas distrubed for phosphate mining and a change detection investigation for-Polk County Florida were also undertaken during this study.

This report presents the results of a three-phase investigation of the feasibility of using cemented coal waste in active underground coal mines to prevent mine subsidence. Coal caste was broadly defines to include waste from both coal preparation plants and coal-fired power plants. Underground systems with potential for cemented backfill are determined through identification of current mining methods and available technologies for cemented backfilling and consideration of materials and systems constraints upon mining and backfilling integration technical concerns including operation, health and safety, materials utilization, environmental impact, applicability and techni¬cal status are assessed for six (6) systems which were identified as potentially feasible. Two (2) of these systems are conceptualized in a hypothetical case history and developed to further assess their operational and economic feasibility. Comparisons of costs among both systems and with costs of surface disposal are presented. Also presented are the conclusions reached concerning the present feasibility of using cemented backfill in active coal mines and potential avenues for further research. Appendices contain further consideration for design of cemented mixtures to be used in backfilling, the results of laboratory testing of mixtures rich varying concentrations c: waste products and cementing agents, and an annealed bibliography

Resin-in-pulp (RIP) technology has recently often been considered for the direct recovery of base metals and uranium from dense pulps. Implementation of RIP will eliminate the requirement for any solid-liquid separation downstream of leaching and has the potential to combine the recovery and purification steps, hence reducing both capital and operating costs. The recovery of the valuable metal is expected to be higher when RIP is used, especially where the leached solids are difficult to settle or filter, and to wash. The main concerns about the use of RIP for uranium recovery from dense pulps are the impact of silica on the resin?s metallurgical performance and the operating costs that would be associated with resin loss. Although a number of resin manufacturers have been developing much improved RIP-grade resins, it is critical that the most cost-effective resin be selected. Mintek currently is doing a significant amount of work on silica fouling of RIP-grade strong-base resins in acidic leach liquors and the effect it has on the performance of the resin, including its durability. This paper describes the results of the test work done on silica fouling and its impact on plant design input data. Resin durability test work was done using various laboratory techniques, but durability was also evaluated on a relatively large scale using actual pumps, screens, and mechanical agitation. Based on the results generated, a preliminary economical evaluation was done to estimate the impact of resin loss on the overall economic viability of a specific application. To achieve safe and healthy working conditions in shaft sinking operations, ventilation, and where necessary cooling, must be provided. These requirements are considered for sinking vertical, sub-vertical and decline shafts. Regulatory requirements, determining air volumes and amount of cooling required, the various ventilation methods used such as force, exhaust, twin columns, air reversal using four gate systems and the equipment required to achieve this, are discussed. Consideration is also given to the sinking of single and twin declines using diesel equipment, calculating the air volumes required to dilute pollutants and the various methods for achieving this. Also discussed is the importance of having early ventilation design input to the overall design of the mine. In many cases ventilation can be the prime determinant for the size and configuration of the shafts or declines that have to be sunk.

The public interest in the Alaskan situation is such that, with the consent of the President, I have concluded, at the request of the American Mining Congress, to make at this time a candid, if somewhat informal, expression of the views I have formed as Secretary of the Interior, under whose official supervision much of the administration of the Territory is now placed. Pressure of other matters imperatively requiring attention has prevented their presentation in as precise and comprehensive a form as I had hoped. The absence of the President from Washington has also prevented the submission to him of what I have prepared. I wish to say, however, that no one is more earnest than he in the desire to see a policy of prompt and wise development inaugurated in Alaska, and that the general policy contained in this address has been discussed with him, meets his approval, and will have his support. I have recently returned from an altogether too brief but nevertheless a most interesting and profitable visit to those portions of Alaska that are more immediately involved in the questions now under public consideration. Favored by extraordinary weather and the cooperation of steamship and railroad lines and the assistance of all of the governmental agencies, including the Revenue-Cutter Service, I visited every port in Alaska that seems likely in the near future to become an important entrance to the country. I examined all of the harbor and town sites which for this purpose have attracted any considerable public attention. I traversed the entire length of each of the three railroads that have been constructed in the Terri.tory and made a short trip from White Horse down the upper Yukon. Both before and during the journey I examined a mass of books, records,' and papers relating to the country and its resources. I had conferences with official committees representing the principal communities I visited and with numerous individuals, residents both of the coast and of the interi.or, and conferred with engineers, miners, prospectors, railroad officials, business and professional men.

Tailings disposal is a significant consideration for the mining industry, with the majority of the ore processed in most mining operations ending up as tailings. Several tailings dam failure accidents have occurred during the past few years and mine tailings dam failures are occurring at relatively high rates. Tailings dam failure is disastrous with the serious damage and the loss of lives. To increase the tailings dam safety, a tailings dam monitoring and pre-alarm system (TDMPAS) based on the internet of things and cloud computing platform has been accomplished with the abilities of real-time monitoring of the saturated line, impounded water level, rain fall and the dam deformations etc. The TDMPAS has been applied in several mines in China and helped the mine engineers monitor the tailings dam safety and get warning information automatically and remotely in any kind of weather conditions. This work has been demonstrated the tailings dam monitoring and pre-alarm system (TDMPAS) is meaningful to monitor the tailings dam physical safety condition. The TDMPAS could be applied to monitor all the national tailings dams online in the future.

To protect mine personnel and moving equipment at underground roof fall areas, mine operators typically install steel sets, which are covered with wooden blocks and backfilled with an expanding type cement material. In large roof falls, the cost of void backfilling becomes prohibitively high causing some mines to leave the voids open. However, the durability of wood over time and the capability of the steel set and wood lagging to resist falling rock are unknown. This has caused concerns for the Mine Safety and Health Administration (MSHA) and ground control engineers. During past two years, Keystone Mining Services, LLC designed and developed various impact-resistant steel set designs that were approved by MSHA and installed in various underground fall rehabilitations. This paper presents the patent pending impact-resistant steel set design methodology, including (1) steel set design per AISC national standard, (2) design, development, and laboratory testing of a water proof composite impact resistant lagging panel, and (3) impact resistant steel set design based on Law of Conservation of Energy. Two underground cases will be included detailing the application of the system.

The work included an extensive information search, novel analyses in rock flow theory, cost and time estimation for shaft and raise construction methods, and development of design criteria for the are pass proper, dump point, and draw point.

The need for more and better basic thermodynamic data for the oxides of many of the rare metals is evident to anyone who attempts thermodynamic calculations involving these substances. In continuation of a Bureau of Mines program to meet this need, this paper reports new experimental values of the heats of formation at 298.15° K. of the hexagonal crystalline variety of germanium dioxide and germanium dioxide glass. The values were obtained by means of combustion calorimetry and sodium hydroxide-solution calorimetry. The calorimetric results also made possible the derivation of values for the heat and entropy of fusion of hexagonal germanium dioxide at its melting point. The newly measured data were combined with previously known entropy and high-temperature heat content values to obtain heats and free energies of formation of germanium dioxide (in the hexagonal crystalline, glassy, and liquid states) over the temperature range from 298.15° to 2,000° K.

Rare-earth permanent magnetic roll separators, pioneered by our group a few years ago, have distinctly different operation characteristics compared to prior art electromagnetic separators of various types. Many new applications for dry high-intensity (or better: high-force) magnetic separation have been developed in a short time period. It has also been found that the new generation of separators generally are more efficient with regards to removal of weakly magnetic contaminants in glass and ceramic raw materials with minimum loss of valuable product compared to induced magnetic roll (lMR) separators. The latest development is in the area of production of clean magnetic concentrates at high recoveries. It is likely that the PERMROLLR magnetic separator will replace cross-belt and lift-type magnetic separators as a result of this most recent advance.   The paper will review the features of the PERMROLLR magnetic separator in comparison with other types of magnetic separators on the market and give examples on applications.

A molten metal granulator was designed and fabricated at the U.S. Dept. of Energy, Albany Research Center, for granulation of precious metal-bearing alloys and slags. The system was designed to safely granulate a metal alloy at a temperature of up to 1,600°C at a rate of roughly 50 kg of alloy per minute. The primary water jet was supplied by a 18.6-kW, 600 liter per minute pump which provided approximately 600 kg of water per minute through the primary jet. Two 3.7-kW, 150 liter per minute auxiliary pumps provided additional wash water to wet the granulation trough through 4 secondary jets, which were placed at either side of the primary jet. The water supply was closed-loop, including a 37,850-liter supply tank and 22,710-liter recovery tank. Magnetic separators and particulate filters were included for collection of the finest fraction of the granulation product, which cleaned the water sufficiently for continuous recycle.

Mining is big business in Ontario. The province is Canada?s leading mining region. It consistently ranks among the top 10 jurisdictions worldwide for exploration spending, reaching about C$1 billion in 2011. More than 26 percent of all exploration and appraisal dollars spent in Canada are invested in Ontario. Minerals produced include nickel, copper, platinum group elements (PGE), cobalt, zinc, diamonds, gold and silver. It was reported that there are more than 600 mining exploration projects in the province. And, recent discoveries of chromite in northern Ontario?s Ring of Fire will add to the province?s mineral production in the coming years.

The Tolukuma gold-silver prospect is located approximately 100km N of Port Moresby in the Central Province of Papua New Guinea (PNG). Epithermal "adularia-sericite" style mineralisation crops out over 1200m within an en echelon quartz veined zone 1 to lOm wide. At a 4g/t cut-off grade, a geological resource of approximately 1.47Mt @ 13.77g/t Au is indicated from 38 diamond drill holes completed since discovery by Newmont Pty Ltd in September 1986. At a regional scale, Tolukuma miner- alisation appears localised in a dilatant zone at the intersection of a 1150 magnetic structure, and the western margin of a N-S trending graben which is filled by a Pliocene volcanic complex contemporaneous with the Mt Davidson Volcanics 30km to the W. A l0km diameter circular Landsat feature, which may reflect magma emplacement at depth, occurs immediately N of Tolukuma and nearby mineralisation. Mineralisation at Tolukuma occurs in sub-vertical quartz veins at, or adjacent to the faulted contact between Pliocene basic and intermediate volcanics/intrusives, and quartz mica schists and phyllites of the Cretaceous Kagi Metamorphics. Most veins display evidence of multiple episodes of brecciation and textures indicative of cyclic boiling, including crustiform rhythmic banding and quartz pseudomorphs after platy calcite.

The Canadian Rare Earth Elements Network (CREEN) was formally launched at the Rare Earth Symposium at The Metallurgy and Materials Society of CIM (MetSoc) Conference of Metallurgists in October 2013. CREEN is an industry-led, multi-stakeholder network focused on providing collaborative solutions that will advance Canada’s REE sector to produce a significant proportion of the global production of separated critical rare earth products by 2018. The Network is industry driven by companies with REE projects under development and supported by universities, engineering firms, national and commercial laboratories, and government. CREEN aims to accelerate the development and delivery of timely solutions to technical and economic issues specifically facing Canada’s emerging rare earth sector. It will facilitate partnerships with other national and international organizations to leverage existing research initiatives. It will also support training and education to ensure that the needed qualified human resources are available to achieve the sector’s goals. CREEN membership spans the full rare earth supply chain and technical support organizations, from prospective producers, advanced project developers, national and commercial laboratories, engineering consultants, university researchers, and other innovators. Many mining operations generate seismic signals. They come from blasting and from underground mine failures such as rockbursts, longwall first caves, coal bumps and pillar collapses. Traditionally, seismic motions have been of concern on a local scale because they could create damage to structures at the mine site or at neighboring locations. Recently, there has been much interest in the Comprehensive Nu-clear-Test-Ban Treaty (CTBT). It prohibits any kind of nuclear explosion, anywhere. So distinguishing signals of mining operations from a possible nuclear explosion becomes important. An international monitoring system (IMS) is being implemented to verify the Treaty when it is ratified. It includes a large number of seismic stations capable of recording signals at regional (200 to 2,000 km or 124 to 1,240miles) and teleseismic (more than 2,000 km or 1,240 miles) distances.

Small-mine and contractor Fatal Incidence Rates have been a problem for over 20 years in the coal industry, and the rates persist as unacceptably high. This paper briefly retraces historical information and data on the continuing problem and recounts the many unsuccessful efforts and initiatives to address the problems effectively. Next the results of a review of international literature on addressing the problems are presented. After focusing on a method to pinpoint the trouble spots more specifically through a nested data analysis, suggestions are provided on how the problem may potentially be addressed more systematically and effectively in the U.S.
