Climate change presents risks to mine infrastructure, operations and long-term obligations to protect environmental conditions. Management strategies and design of infrastructure and containment systems based on past or current climate conditions may be inadequate in the future if changes in climate are not taken into account in planning for mine operations, decommissioning, closure and post-closure. Data-driven assessments using climate model projections of the future can be used to quantify: • Changes in site-specific risks to mine structures, access, containment facilities, operations and staff safety. • Changes in vegetation and water balance/chemistry, and potential for acid mine drainage, erosion and design failure. Climate- and weather-related risks are a serious threat to the mining industry, but risk transfer solutions can alleviate these vulnerabilities. Mining companies can protect themselves through bespoke solutions which provide operators, investors and buyers with protection against weather-related disruptions to operations by hedging to smooth revenues. Using risk transfer structures to mitigate climate risks is a mechanism that is available to all types of mining operations world-wide. In this paper, we describe methods for evaluating site-specific climate change impacts and developing risk transfer solutions to mitigate their effects. EVALUATING MINE RISKS FROM CLIMATE CHANGE The best available tool for understanding potential future changes to the earth’s climate system are global climate models (GCMs) (IPCC, 2014). GCMs are computer simulations of the climate system which include the atmosphere, ocean, land surface, cryosphere and biosphere. Because of the computational demands of running a global model for many decades, the spatial resolutions of the GCM grids are necessarily coarse, typically on the order of 100-300 km. GCM data are therefore suitable for evaluating future physical risks on global or continental scales, but may not be appropriate for evaluating location-specific risks (e.g. Kotamarthi et al., 2016). For site-specific, quantitative physical risk assessment, GCM projection data are “downscaled” or adapted for use at the local level using statistical techniques together with observed data (statistical downscaling) or using high-resolution regional climate models (RCMs) that focus on a single geographic region and have spatial resolutions of 10-50 km (dynamical downscaling). Downscaling bridges the gap between the GCM scale and regional/local scale. Through the downscaling process, new information is added to the GCM output from observations and/or RCMs, resulting in patterns for weather variables that are more consistent with local terrain and weather influences. Downscaled climate change projections for the mine site are selected considering mine location and geography, the availability of local observations, and the performance of the downscaling method and global/regional models used to develop the projection in simulating the variable under study. Where possible, we use projections from an ensemble of global and regional model runs spanning a range of future greenhouse gas (GHG) scenarios.

"Rare earth elements (REEs) are a kind of new materials which have excellent optical, electrical and magnetic properties, and they play an important role in the development of high technology and green energy industries. With abundant reserves and a wide range of REE type, rare earth industry has a rapid development in China in recent years. However, environmental issues associated with REE exploitation have severely restricted the sustainable development of rare earth industry in China. At present, literatures on the externalities of REE exploitation are very limited, especially in China. This paper builds an evaluation model based on life cycle evaluation to estimate the external costs of REE exploitation at Bayan Obo. The results show that the external costs for producing one metric tonne of rare earth oxides (REO) in Bayan Obo was CNY 34739 in 2013, the external costs of waste gas, waste water, radioactive substance, REE resource depletion, and land occupation are CNY 14945, 12515, 1400, 3199, and 2680, respectively. Waste gas and water constitute about 79% of the total external costs. The internalization of the external costs would reduce the financial profit of Northern Rare Earth (Group) by 18%. This study has taken into account only those externalities whose market values can be estimated, and therefore the external costs of REE exploitation in Bayan Obo is likely to be underestimated. The results fill the gap in literature and provide further understanding on the external cost of REE exploitation.Introduction / Background Along with increasing concern about environmental pollution problems caused by the usage of fossil fuel and the shortage of fossil energy, a transition has occurred where development has moved toward green and renewable energy sources with less pollutant emissions (Stegen 2015). Rare earth elements (REE) are a group of important raw materials for these trends since they have unique magnetic, electronic and optical properties, and thus make them widely used in making high-performance magnets and energy saving lamps (U.S. DOE 2010). In addition, REE are crucial for manufacturing of widespread high-tech applications in medical, defense and electronic industries. Many countries have made medium-term and long-term plans for the development of their REE industries, and the annual growth rate of global REE demand is expected to increase by 6% by 2020, and reach about 170,000 metric tons of rare earth oxides (REO) by 2020 (Rollat et al 2016)."

Expanded markets for copper in the past few years and a consequent search for new ore bodies have revitalized the widely known but seldom applied method of producing copper called heap leaching. This term should be differentiated from dump leaching in that the latter is applied to dumps of mixed oxide and sulfide ores (although either may predominate) that have been too low grade to beneficiate and have, therefore, been stripped off the higher grade underlying sulfide ores. Heap leaching is defined here as the process applied to oxide ores which have been mined solely for the purpose of leaching. In this case, all costs of mining the ore become a part (and a substantial one, as will be shown) of the cost of the copper produced, whereas in dump leaching the mining cost has already been accounted for as a stripping cost for the sulfide ore. Of course, with newly opened ore bodies, stripping costs may be divided through accounting procedures, between the copper produced by the mill and that obtained by leaching, but in general this type of operation must be economic on the basis of the sulfide ore alone. Heap leaching, as a beneficiation method, is unique in that it is the only process used for the recovery of a metal in which the time involved from mining the ore to metal production is measured in months instead of hours or at the most, days, Then too, after the ore body has been depleted and mining has ceased, metal production will continue for some substantial period of time. Heap leaching is also unique because unlike any other method of beneficiation, metal recovery cannot be accurately forecast ahead of time and recovery will never approach that of a conventionally milled sulfide ore or even that of a vat leached oxide ore. Counter-balancing this drawback, however, is the relatively low capital expenditure necessary to put a heap leaching operation into production and the consequence that smaller ore bodies which would not support the higher capital cost involved in a vat leaching plant can be made into producers. Stated more simply, in heap leaching the operator accepts low recovery in exchange for low capital costs and the break even point, that is, where the operator should go to vat leaching with its higher recovery and higher capital costs, is a matter of economics and also, to a great extent, a matter for the nature of the ore to decide. For instance, an ore that will vat leach in 7 to 10 days using 7 pounds of sulfuric acid per pound of copper produced might use double or triple that amount of acid during the months that are required for heap leaching.

We have heard a lot during the recession about the mining industry now competing in a world market for sales of such commodities as copper, lead, zinc, molybdenum, iron ore, and phosphate. If the US mining industry is to survive, do we not have to reduce direct operating costs to a minimum? How significant is labor cost compared to consumables, electricity, fuel, maintenance, materials, and transportation? Ore grade is ultimately the dominant factor; but can we offset its dominance by improving productivity? Is the US mining industry perhaps only 25-30% as productive as it might be? What prevents the industry from being more productive? Can we retrofit older plants to be more productive or does it take a new plant with the largest equipment available for each unit operation? Present Productivity A copper industry study a few years ago covering 13 US copper concentrators ranging from about 10-45 kt/d (11,000-50,000 stpd) showed that productivity did not vary with capacity above 18 kt/d (20,000 stpd). Operating productivity varied significantly, however, from about 180-635 t/d (200-700 stpd) per operating hourly worker in most units, but one operation had 900 kt/d (1,000 stpd). Concentrators with more than 545 t/d (600 stpd) per hourly worker were in the 23 kt/d (25,000 stpd) or more category. Maintenance productivity covered about the same range, but most concentrators were in the 270¬635 t/d (300-700 stpd) per hourly maintenance worker. Again, one company stood well above others by exceeding 1 kt/d (1,100 stpd). Total hourly productivity ranged from 125-280 t/d (140-310 stpd) per hourly worker for most concentrators. The company with the most productive operation, however, was above 455 t/d (500 stpd). Salaried worker productivity for most operations was in the 725 t/d to 1.2 kt/d (800-1,300 stpd) per salaried worker range. The best operation was 2.2 kt/d (2,400 stpd). The end result is, of course, tons per day per total personnel. Most operations fell in the 110-220 t/d (120-240 stpd) range with the best operation at 400 t/d (440 stpd). This is the productivity definition that is most directly related to unit costs. Many of these operations have made some productivity progress

The one-dimensional mathematical model of unsteady-state heat conduction through semi-infinite homogeneous and isotropic airway walls with convective heat and moisture transfer between their wet or dry naked surfaces and mine air with time variable temperature and humidity has been developed on the basis of introduction of acceptable simplifications of description of heat and moisture transfer between rock mass and mine air. The analytical solutions for computation of the temperature distribution and surface temperature of the airway walls and floor and for calculation of water vapour pressure near the wet surfaces at given time are obtained by means of the model presented. The presented solutions are derived for general conditions and they could be easily adapted to the actual ones. Results of the model represent basis for balancing heat and moisture transfer between mine air and its surrounding in deep mines under time variable temperature and humidity of the air and enable us to solve complicated dynamic changes of mine air temperature and humidity in an airway system by relatively simple mathematical tools. INTRODUCTION The importance of unfavourable influences and the costs of condition arrangements increases with mine depth. Precision demands on the methods which predict the environmental condition changes and by which it is possible to optimize condition arragements are still increasing. Environmental conditions in deep mines are determined especially by flow velocity, barometric pressure, temperature, and humidity of mine air. Therefore new and more exact mathematical models of mine air flow through airway system and those of heat and moisture transfer between mine air and individual important sources of heat and moisture are developed. The paper presented deals with description and solution of problems of heat and moisture transfer between mine air and airway walls as the rock mass is one of the important heat and moisture sources in deep mines. There are several different approaches to the problem. In some models the moisture transfer between mine air and airway walls is not considered at all. In other models the moisture transfer is described only by certain empirical coefficients. Simultaneous heat and moisture transfer is described seldom. Recent fatal injuries occurring during pillar retreat coal mining call for better identification of the hazards and recognition of risks. Ground control hazards associated with room-and-pillar retreat mining tend to intensify with depth, requiring extra precautions in the form of additional controls. In many locations these activities are further complicated by local complexities often associated with unique or novel circumstances, such as over-mining or under-mining. One technique recently studied by NIOSH, Major Hazard Risk Assessment (MHRA), may help mine operators to mitigate the risks associated with pillar recovery operations. The approach was trialed at two underground coal mines in southern West Virginia that are currently practicing pillar recovery. The first step in the MHRA process involved reviewing the segments or parts of the pillar extraction mining system and identifying associated hazards and threats to the operation. Some of the high risk hazards at these two sites included: ? Rock fall during pillar extraction covers equipment and injury occurs during recovery operations, ? Rock fall above the roof bolt horizon, potentially injuring ? workers and/or requiring recovery action, ? Rib fall under deep cover, potentially injuring workers, and; ? Strata instabilities associated with subsidence of the interburden due to simultaneously mining two seams in close vertical proximity to one another. The mines? risk assessment teams then considered each threat individually in order to systematically identify potential unwanted events. The top unwanted events were examined individually using structured risk analysis tools. The output from the process includes a list of priority existing controls for monitoring and auditing, and a second list of potential new controls. These controls consisted of: Examples of best practices, ? Enhanced communication, ? Implementing standard operating procedures (SOP), ? Protocols for emergency response actions, ? Effective layouts, ? Efficient monitoring, and; ? Successful audits. This paper documents the process as it unfolded at the two mines, and analyzes the strengths and weaknesses of the MHRA technique as it applies to pillar recovery operations. This work was part of a larger NIOSH research project. NIOSH was responsible for: 1) facilitating the risk assessment process known as Major Hazard Risk Assessment (MHRA), 2) documenting the risk assessment process, and 3) providing mine management with a written draft summary of the risk assessment process. The results of the risk assessment represent the thoughts and opinions of the individual risk assessment teams and should in no way be construed as an endorsement of the risk assessment output by NIOSH or the University of Pittsburgh.

"Historically there have been a number of different hypotheses and empirical models developed in an attempt to describe the nature of fracturing above longwall panels in underground coal mining. The motivation for such models varies, ranging from understanding the impact of mining on surface subsidence to back-analysis of caving behaviour in the immediate roof behind the longwall face. One of the most critical motivating factors that is taking on increased importance in many coalfields is the need for better understanding, and hence prediction of the impact of mining on overlying strata, particularly strata units acting as aquifers for different groundwater horizons.This paper reviews some of the major prediction models in the context of observed behaviour of strata displacement and fracturing above longwall panels in the Southern Coalfields of New South Wales, south of Sydney. The paper discusses the parameter often referred to as “height of fracturing” in terms of the critical parameters that influence it, and the relevance and appropriateness of this terminology in the context of overlying sub-surface subsidence and groundwater impact. The paper proposes an alternative terminology for this parameter that better reflects what it is and how it is used. The paper also addresses the potential role of major bedding shear planes mobilised by mining and their potential influence on overlying subsidence and groundwater interference.INTRODUCTIONKnowledge of the detailed nature of rock deformation and failure above any form of large-scale underground mining is always going to be limited to interpretation from a very incomplete set of data. It is extremely difficult, if not impossible, to directly measure the detailed nature of the rock failure, fracture networks, and deformational behaviour above an extracted mining area. Limited techniques such as borehole extensometry can provide some evidence of relative or incremental deformation in the direction of the borehole (usually vertical). However, such data cannot assist below the horizon where full caving has caused major rotation and dislocation of rock blocks and effectively destroyed the instrumentation borehole. Above such a horizon, the data is only valid along the axis and in the direction of the borehole, and to the level of detail defined by the extensometer anchor spacing intervals. It is often also restricted by major shear planes intersecting the extensometer borehole and cutting off the instrumentation below the level of the shear horizons."

The Fence Lake Project is located in the Salt Lake coal field, an extension of the San Juan Basin. Geologic formations exposed in the Project area range in age from late Cretaceous to Quaternary. Coal is encountered in the Moreno Hill Formation (upper Cretaceous). Salt River Project (SRP) followed the basic textbook approach for the exploration, regional appraisal, detailed reconnaissance, detailed surface appraisal and three dimensional sampling (physical exploration). SRP is exploring this property as a potential fuel source for the Coronado Generating Station. Therefore, for the physical exploration stage, the quality sampling program was designed from a utility company viewpoint to determine possible impacts to the Station. Exploration drilling was completed in spring, 1982; September, 1982, and summer, 1984. Engineering, environmental, and land acquisition studies were added in the Summer, 1984 Program to more closely evaluate the potential Fence Lake Project coal supply option for the Coronado Generating Station. Studies, including drilling, are ongoing-at this time.

"With regard to the EU funded project ‘Real-Time Mining’ a sensor-based acquisition, collection and transmission of data for the resource extraction process will be developed. The key concept promotes the change in paradigm from a discontinuous to a continuous process monitoring. Especially concerning material characterization, machine performance and underground positioning ‘Real-Time Mining’ will provide sensor solutions as well as the interfaces for integration, management and visualization of the collected data for a permanent updating process of the resource model with the aim of near real-time optimization of decisions. On the basis of ‘Real-Time Mining’-Output a permanent monitoring of costs can be performed as well in both, the installation and the production process of a mine. Due to the collected data in terms of machine performance connected with the underground positioning information added with personnel tracking and mine surveys a comprehensive overview of process performance is available. By evaluating those information in a specific manner costs per unit will arise for monitoring and possibly controlling actions. INTRODUCTION By having a look into the future of mineral extraction projects, a new challenge for the Ore Mining Industry will arise in the short and medium term. Due to the depletion of currently mined mineral reserves in addition to the persistently high demand of mineral raw materials, the extraction of complex reserves will be necessary. By characterizing such deposits as not constantly graded and geometrically varying, the extraction process, especially concerning the requirement of a minimized zero-value material handling, will become economically ineffective by utilizing the traditional mineral resource management methods. Regarding the state-of-the-art mineral resource management process along the mining value chain, an intermitted, discontinuous sequence of actions is applied (Figure 1). Recently data will be collected from drill hole cores. These rock samples are analyzed in a laboratory. Based on those analyses a resource model is created whereby unknown data between drill holes is interpolated. This resource model is the basis for all mine planning actions including the selection of the mining method, extraction sequencing and the prediction of the expected performance. With the start of the production, real conditions (concentrations of elements, hardness, stability, etc.) can be observed and measured. As the production process is running accordingly to the above described mine plan, the verification of the initial assumptions happens at the earliest after processing of the extracted material. Even if deviations between the predicted and the actual performance are now recognized, the execution of corrective actions is not possible anymore."

"The I-70 Eisenhower-Johnson Memorial Tunnel (EJMT) Fixed Fire Suppression System (FFSS) will help protect the traveling public as well as the entire tunnel itself, which is a critical asset of the Colorado highway system. This project is part of an effort to avoid any closure or long-term damage to these tunnels after a fire event. Historically, the EJMT complex has experienced two to three fires a year. While CDOT has firefighting capability at the EJMT complex, the fixed fire suppression system will provide first responders the critical time needed to safely approach the scene and take action, and is a necessary tool in combating tunnel fires, keeping the public safe, protecting the tunnel structure, and minimizing disruptions to traffic. This paper provides a case history of the first-of-a-kind design and construction of the EJMT FFSS. Major project elements include; water-only deluge fire suppression system, fiber optic linear heat detection system, updated fire alarm system and new drainage system. PROJECT BACKGROUND The I-70 EJMT FFSS was awarded to the Design Build Team lead by Barnard Construction, supported by Rondinelli Life Safety, BCER Engineering, ILF Consulting, Western States Fire Protection and Systems Group. The team conducted successful live fire tests at the Boulder Regional Fire Training Facility in November 2014, with the final design of the FFSS and other supporting infrastructure completed in the spring of 2015. Construction began in early summer of 2015 and the project was completed in December 2015. While CDOT currently has firefighting capability at the EJMT complex, this project features an intelligent linear heat detection system that can accurately identify a fire within feet of its location and subsequently activate the corresponding water-only FFSS deluge zone, bringing water in from an existing supply system on the west side of Loveland Pass. The detection system also activates cameras so the EJMT onsite control room personnel can view and better assess a fire event. The uniqueness of this design is that the majority of the installation occurred above the traffic lanes in the tunnel, which resulted in minimal impacts to motorists below. The fire suppression system will help protect the traveling public as well as the tunnel structure, a critical asset to the highway system. This project is intended to reduce damage and avoid long-term closures of the tunnel due to fires. A long-term closure could cost Colorado billions of dollars and negatively impact tourism along the I-70 mountain corridor."

Overexposure to hazardous noise has been found in most mining sectors, with up to 100% of the surveyed workforce experiencing a noise dose over the Mine Safety and Health Administration (MSHA) permissible exposure level (PEL). As a result, miners show elevated rates of hearing impairment of 70-90% by retirement age. To help manage noise exposures, the National Institute for Occupational Safety and Health (NIOSH) developed the Determination of Sound Exposures (DOSES) software and implementation guide for use by mine management and safety personnel. The software relies on a time-motion study that profiles the worker?s daily activities. Observations about the worker?s location and tasks or other activities are recorded along with the start and end time, to determine the duration of the tasks, so they can later be matched up with the noise data. The software gives the user the option of assessing dose relative to the MSHA PEL, the Action Level or the NIOSH Recommended Exposure Limit. The software generates a variety of interactive onscreen displays showing where, when, and how the worker?s noise dose accumulated. It also can generate customizable printed reports. These outputs can be used to highlight the tasks, locations, and times that are associated with the greatest amount of the worker?s noise exposure. DOSES simplifies the record keeping and analysis associated with time-motion studies and worker noise exposures, so mine management can make engineering noise control or administrative control decisions to limit the noise over-exposure of their workers.

"The MINER Act requires the installation of post-accident, two-way communications and electronic tracking systems for all coal mines. One communication system which can satisfy this requirement is an electrode-based, through-the-earth (TTE) communication system, which sends signal directly through the overburden of a mine. The performance of these types of systems relies on several controlling factors such as earth conductivity, overburden depth, operating frequency, TX/RX antenna length, TX/RX offset, TX/RX orientation angle and TX current. In an effort to estimate attenuation through the earth, NIOSH researchers developed an analytic solution for the electrical field distribution of an electrode-based TTE communication system for the extremely low-frequency (ELF) range (< 30 Hz) or DC excitation source. The analytic model was then validated using test data measured at an operating coal mine. The validated model can be used to optimize the operating frequency, estimate the required transmitting current, choose appropriate TX/RX orientation, and predict the performance of an electrode-based TTE system at a coal mine. INTRODUCTION One of the requirements of the Mine Improvement and New Emergency Response Act (MINER Act) of 2006 is the installation of post-accident, two-way communications and electronic tracking systems for all underground coal mines. As one of the through-the-earth (TTE) wireless communication methods available for the mining industry, the electrode-based, or linear, TTE systems establish communication by inducing a current within the earth medium by use of a pair of current probes. The resultant current is detected as a voltage by a similar set of distant probes. These probes could be an insulated piece of wire tied to two electrodes grounded at distant ends, or the grounded ends could be rails, roof bolts, or grounded electric rods. The analytical solution developed in a homogenous half-space, for this form for various transmitter/receiver (TX/RX) configurations, will be presented in this paper. The communication signals can be sent either from underground to surface (uplink) or from surface to underground (downlink). In order to achieve a successful communication link, it is necessary to understand the electric fields within the earth so that the appropriate size of transmitting antenna, TX/RX relative orientation, and operating frequency can be chosen. Hill and Wait gave the explicit forms of partial magnetic fields and partial electric fields of electrode-based TTE downlink communication with finite cable length [1]. In prior research, the E-fields of electric line transmitter were obtained for a static TX current [2] [3]. In this paper, the general and explicit forms for electrode-based TTE electric fields are developed and presented. The solutions for the extremely low-frequency (ELF) range (< 30 Hz) or DC excitation source obtained from these forms are presented. Also, factors that affect the E-field strength at RX are discussed."

BACKGROUND Diesel exhaust is an animal carcinogen, although evidence of the carcinogenicity in humans is "limited". (World Health Org. , 1989) Of the eight cohort studies in the 19808, five found an increased risk for lung cancer among workers who may have been exposed to diesel exhaust (RR from 1.3-1.5, SMR from 101-132). (Howe, et al., 1983) Only two studies accounted for smoking indirectly. Of the ten case-control studies in the 1980&apos;s, eight reported increased risk of lung cancer among those populations purportedly exposed to diesel exhaust. (Benhamou, et al. , 1988) All but one of these adjusted for smoking and other occupational exposures. The odds ratios ranged from 1.2 to 2.1. In two of these studies, miners experienced a two to three fold risk. (Benhamou, et al., 1988) Bladder cancer has also been linked to diesel exhaust in cohort and case-control studies. Excesses of approximately 50% were observed among truck drivers in studies by NCI. (Hoar, et al., 1985) In the National Bladder Cancer Study, risks for truck drivers rose with duration of employment. A study by NIOSH in Ohio also found an excess of bladder cancer among truck drivers, particularly among those with 20 or more years of employment. (Steenland, et al, 1987) Despite the large number of studies in which the relation between diesel exhaust exposure and lung cancer has been examined, exposure to diesel exhaust has been quantitatively estimated only in the studies of railroad workers and truck drivers. (Woskie, et al., 1988) The excess lung cancer risk experienced by workers in these two occupational groups was modest, ranging from 40 to 90% for those with long-term employment. However, diesel exhaust exposure among railroad workers and truck drivers is lower than that seen among miners. Several markers of diesel exhaust have been utilized in these studies. Diesel exhaust is a complex mixture of particulates, vapors and gases. One group of these gases, the nitrogen oxides, react with polynuclear aromatic hydrocarbons, forming mutagenic and possible carcinogenic nitrated derivatives. (World Health Organization, 1989) For this reason, and because it is easy to measure and analyze, NO, was frequently used as a marker of diesel exhaust exposure. As part of the Garshick (Garshick, et al., 1988) study of railroad workers, Woskie measured NO, exposures of 477 railroad workers. The fluorspar deposits at Okorusu, Namibia are closely related to an alkaline igneous ring complex of late Cretaceous age (125±7 Ma). The fluorite ores consist of relatively fine-grained purple replacement fluorite and subsequent coarser grained purple and green vug-filling fluorite crystals. Homogenization temperature measurements for 38 primary fluid inclusions shows that main stage purple to green fluorite crystals were deposited over a temperature range from 166°C to 144°C, and minor late yellow fluorite was deposited at lower temperatures from 132°C to 128&apos;C. Homogenization and freezing temperatures measured for 18 primary fluid inclusions shows that the fluorite-depositing fluids were less saline than MVT ore fluids and overlap the lower temperature range of fluids that deposited epithermal ore deposits. Mining in two open pits (A and B) at Okorusu has gradually provided exposures which reveal that the fluorite orebodies have been emplaced primarily by the preferential replacement of carbonatites. Evidence for the replacement of carbonatite includes: 1) replacement remnants of carbonatite within the fluorite ores, 2) goethite pseudomorphs after the carbonatite minerals, pyroxene, pyrrhotite, and magnetite that are disseminated in the fluorite ores, 3) partial replacement by fluorite of a titaniferous magnetite rimmed carbonatite dike in the A pit, and 4) partial replacement by fluorite of a large sill-like carbonatite body in the B pit. Electron microprobe analyses of minerals in unreplaced portions of the carbonatites show that their mineralogy consists of titaniferous magnetite, diopside pyroxene, apatite, biotite, and calcite. Magnetite contains 6.97% to 10.46% Ti02, averages 8.44% Ti02, and has an average V203 content of 0.35%. At high magnifications under the SEM, the magnetite shows abundant fine ulvöspinel exsolution lamellae arranged in a cloth texture. Apatite contains moderately high fluorine contents that range 3.21 to 5.0% and average 4.2%, and apatite crystals range in total rare earth oxides from 1.7% to 2.61%. Pyroxenes in the carbonatites are iron-rich diopside, and they contrast to pyroxenes in the fenites that are aegirine-augite. All of the microprobe analyses for mica crystals in the carbonatites give biotite compositions. The fluorite ores also have replaced marble locally in the A pit, especially along the A band in the B pit, and dominantly in the orebody proposed for the new C pit. Carbonatite and marble were preferentially replaced by fluorite because the calcite was readily soluble in the presence of the fluorite-depositing fluids and the dissolution of calcite provided calcium for the formation of fluorite.

INTRODUCTION In 1960, coal accounted for 49% of the world energy consumption, an amount that was reduced to 29% in 1973 because of the availability of cheap oil. At that time, it seemed that oil would remain available for a long time in unlimited quantities. However, this situation changed drastically in 1973/74 when a series of closely spaced price increases from $3 per to $12 per bbl by mid-1974 hit both industrialized and developing countries. Another sharp price increase in 1979/80 to the $34 to $38 per bbl level also hit the world economy hard and, at the same time, set in motion powerful technology development forces for increased coal utilization. At this point, the price of coal was approximately $1.50 per MM Btu, while that of oil approached $6.00 per MM Btu. This huge price differential offered an incentive for developing new coal technologies including liquefaction, gasification, fluidized bed combustion, coal-water mixture (CWM), etc. The CWM technology was of particular interest to the utility industry, which consumes more than 80% of the coal mined in the US for power generation. In this technology, a powdered coal is mixed with water to produce a stable slurry that can be stored for an extended period of time without settling and is readily pumpable. Various reagents in the amount of approximately 1% by weight of the coal are added to inhibit sedimentation during storage and to reduce the viscosity for atomization in burners. The coal loading is in the range of 50 to 80% solids, depending on the particle size and its distribution. With very fine particles, it is difficult to increase the coal loading above 50%, and a binomial distribution helps increase the coal loading. The presence of water consumes a relatively small amount of the heating value of the coal during combustion; for a coal-water slurry containing 30% water, less than 5% of the calorific value of coal is usually consumed due to evaporation. The major advantage of burning coal as a slurry is that many of the oil-burning furnaces can be converted to coal-burning with a minimum retrofit cost. Considering the substantial price margin between coal and oil, the pay- back period for retrofit costs can be relatively short. Nevertheless, the retrofit cost can be further reduced if low-ash coals are used as feedstocks for CWM; there will be savings in the capital cost of installing bag filters or electrostatic precipitators that are designed to remove the ash from the combustion gases. Furthermore, the use of low-ash coals can minimize derating of boilers because the velocity of the combustion gases can be maximized without creating erosion

MSHA has prepared two pamphlets that provide guidelines for selecting dust control parameters for underground coal mining sections. These guidelines are based on research conducted by the Bureau of Mines and underground studies conducted by MSHA. One set of guidelines is specific for longwall mining operations. Another set of guidelines covers room-and-pillar operations. The guidelines contain a general discussion on the appropriate use of ventilation and water to optimize the control of dust.

Mill tailings from skarn-type base metal deposits were studied in order to ascertain potential element mobility in response to weathering. Hypogene ore minerals are sphalerite, galena, and chalcopyrite, showing minor supergene oxidation to smithsonite, cerussite, and covellite. Gangue minerals are pyrite, pyrrhotite, magnetite, hematite, andradite and grossular gamet, hedenbergite, calcite, ankerite, and quartz. Foremost of the eleven tailing piles studied, the hypogene sulfide minerals show no or only incipient post-mining oxidation. Iron oxides and hydroxides form the main oxidation products in the tailings and are enriched in heavy metals. A distinction between pre-and post-mining oxide phases may be obtained based on petrographic observations which distinguish whole-grain versus partial grain replacement. Zn and Cd do not appear to be enriched in the weathering derived oxidation minerals and will be more easily leached from the tailings than other metals.

At Gold Fields&apos; Chimney Creek Mine, major reviews of the reclamation and closure plans are done concurrently with the annual mine planning required for budget preparation. This review includes identifying and scheduling reclamation work that can be done within the next few years and development of associated costs. Longer term mine, leach pad and waste dump development are examined to take advantage of any design changes that can reduce ongoing reclamation or closure requirements and reduce costs. The success and cost effectiveness of past efforts are continually evaluated to determine the best methods for reclamation.

Throughout the 1960&apos;s and 1970&apos;s world trade grew rapidly, reaching a peak of USS1.8 trillion in 1980. Since then the world recession of the early 1980&apos;s shrunk trade to about US$1.6 trillion. The reduced cash flow to developing economies made it difficult to service their huge international debts, Nowadays lenders are reluctant to grant Third World countries additional credit. The shortage of export financing, plus trade barriers set up by developed countries, is further inhibiting international trade. Therefore, countries are turning to new and creative alternatives to financing imports of consumer as well as of investment goods. Non-cash transactions, including different forms of countertrade, are rapidly growing alternatives to traditional trade financing patterns. In 1983 about 30% of international trade, or close to US$600 bill ion, were presumably done by non-cash transactions, up from barely 2% in 1976. By year 2000, half the world trade is likely to be conducted on basis of barter. As of mid-1984 some 88 nations used countertrade regularly and Governments of at least 15 Latin American countries had arranged or mandated commercial countertrade.

Meramec Mining Company, owned 50% by St. Joseph Lead Company and 50% by Bethlehem Steel Corporation,- is engaged in the mining, concentrating and pelletizing of iron ore from the Pea Ridge Mine which is located in the rugged, wooded Missouri Ozarks about 15 miles from the town of Sullivan or 75 miles southwest of St. Louis. The orebody was delineated in the middle 1950&apos;s by the St. Joseph Lead Company during the Company&apos;s intensive exploration program to discover new lead orebodies to replace the declining reserves of the famous Southeast Missouri Lead Belt. An airborne magnetometer survey was run by the U.S. Geological Survey, the Missouri Survey and several mining companies, (of which St. Joseph Lead Company was the principal supporter). The survey was published in 1950 and disclosed an anomaly in the vicinity of Pea Ridge. In 1950 test drill holes disclosed that under some 1300 feet of sediments there did exist an iron deposit of probable commercial significance. No further action was taken until 1956 when additional drill holes confirmed beyond reasonable-doubt-that this was a major iron ore discovery.
