"The city of Naples has one of the most ancient traditions of tunneling in the world, since Roman age until today. This was due to the softness of volcanic rock covering most of the city surface, this determined in centuries the excavation of many connected cavities, today still accessible. The building of metro lines promoted industrial tunneling construction: TBM, Raise Boring Machine, Vertical Shaft Machine and freezing technologies played a decisive role facing water pressure near the sea. MNspa is an advanced constructor with two lines built in parallel, mainly underwater. The planning of this infrastructure has been upgraded with the projects of international architects from all Europe, with installation of art masterpieces in station spaces while archeological excavations revealed artifacts since Paleolithic. The city expects to give a new image of the urban landscapes within the completion of all stations and consequent rehabilitation of interiors and external city spaces. A case study of Municipio square station, is chosen to explain the relevance of archaeological research in improving and developing the projects of Line 1 stations. In these pages, it will be explained how the engineering process required to deal with Art, Architecture and Archaeology to finally realize an extended urban renovation of Naples. 1 CITYSCAPE 1.1 Introducing the geological history of Naples In the evolution of the city, capital of the Magna Graecia and of consequent kingdoms, a new layer of buildings was added over the foundations of demolished walls of the precedent domination period: from the top of the Bourbons layer (the most common scenery of the city since 1734) to the Aragonese layer found just underneath it; then below stands the Angiovin city, which in turn is built above the Swabian traces; underneath the ancient traces of the Byzantine age are found just above the extended Latin age layer. The most ancient settlement, known as Parthenope, dates back to 1500 b.C. It sits below the Greeks remains of the city of Palepolis, which had been rebuilt under the name of Neapolis by Romans."

Extensive test work performed on the Coalscan 3500 ash analyzer at the Grootegeluk Coal Mine has led to the successful implementation of on-line ash monitoring to control the quality of coking coal and power station coal. Test work results are given and the advantages of on-line bias compensation discussed. Some details of the quality control systems subsequently implemented are also highlighted. Finally, the economic benefit of on-line ash monitoring based on the Mayer curve is demonstrated.

The Campbell gold operation of Placer Dome Inc. produces an arsenopyrite-sulfide concentrate that must be treated by roasting, biooxidation or pressure oxidation to obtain high gold recoveries. Pressure oxidation is a proven process that also meets Ontario's stringent environmental regulations. A comparison of biooxidation and pressure oxidation was completed early in 1990. Placer Dome selected pressure oxidation as the preferred process to replace the roaster. The commercial plant design was based on technology supplied by Sherritt Gordon. In July of 1991, the existing roaster operation was shut down and a new pressure oxidation plant was commissioned. The Campbell Red Lake Mine, in Balmertown in northwestern Ontario, is the first plant in Canada to use Sherritt Gordon's pressure oxidation technology to recover gold from a refractory ore body. A similar process has been used at Sao Bento in Brazil since 1986. The Porgera complex in Papua New Guinea also uses Sherritt's technology. At the Campbell Mine, gold occurs as either free gold or is encapsulated with sulfide minerals, mainly arsenopyrite, pyrite and pyrrhotite. These sulfide species are recovered from the ore by crushing and grinding to 80% -75. µm (200 mesh), followed by flotation. About 40% of the gold in the ore is recovered by gravity separation. The remainder reports to the ground slurry feed to flotation. The flotation concentrate averages about 55 to 60 t/d (60 to 66 stpd). A typical analysis is shown in Table 1. Before the installation of the pressure oxidation plant, the flotation concentrate was treated in a two-stage, fluid bed roasting circuit. Roaster off-gases passed through two parallel sets of cyclones, followed by electrostatic precipitators. Arsenic trioxide was captured in a four-chamber baghouse before the gas was discharged to a stack. The arsenic trioxide was sold or conveyed to an underground storage vault. The roasted calcine was fed to a gravity separation circuit and then subjected to cyanide leaching. Gold was recovered from the filtered leach solution in a Merrill-Crowe zinc precipitation circuit.

Miners have long known that rock noise, or the popping and cracking of the rock commonly heard during mining, can indicate instability of the mine structure. For many years, miners have "listened" to the rock talk and many times have interpreted changes in rock noise activity to be a warning of failure and have retreated from the potential failure area. Microseismics, or the study of rock noises, was begun in the early 1940s partly because of this historical fact. Microseismics is based on using geophysical equipment to detect and analyze rock noises on audible and subaudible levels. Thus, these systems are much more sensitive than the human ear and "hear" even more of the rock "talk" than do miners. Research has shown that micro-seismics can be used to precisely locate portions of a working area that are generating rock noise, and that rock noise release rate information from each area can be used to analyze its stability. On the basis of research results, microseismic systems are now commercially available and have been purchased and installed in many mines around the world. Introduction When a rock mass is subjected to changing stress conditions, such as those caused by mining, small-scale adjustments occur within the rock that release seismic energy. When this energy is in the audible range it is called rock noise. Those areas where stress changes occur are also the areas of the structure most likely to fail. Individual rock noises can be detected and analyzed to determine their precise location relative to the mine structure. Over a period of time plots of this data provide a pictorial representation of where stress changes are occurring. This is because rock noise activity tends to concentrate in those structure areas most actively adjusting to the changing stresses. Since these areas are the most likely to fail, they can be pinpointed and mapped relative to the structure. Rock noise rates, or the number of rock noises occurring per unit of time, also tend to vary dramatically before failure. Thus, the ability to locate the source of individual rock noises provides a means of determining where failure may occur, and rate counting within each area offers a means of assessing when failure may occur. This information, properly treated, can be used to avoid, control, or warn of impending failure. Successful applications of this technique have provided recent impetus to the effort of developing microseismics into a practical, reliable, and economically feasible tool. The phenomenon of naturally occurring rock noise was discovered in 1938 by Obert and Duvall (1939) who were measuring seismic velocities in mine pillars. Seismic energy other than what they were generating continually registered on their recording equipment. Further study by these researchers showed that the extraneous seismic energy being recorded was from rock noises that were being generated within the rock in highly stressed areas. Pursuing this interesting phenomena both in the laboratory and in the field, Obert and Duvall documented the dramatic change in rock noise rate before failure (Obert, 1941). They also established the fact that, in many instances, rock burst failures could be predicted by monitoring and listening to the rock noise activity in rock-burst-prone areas (Obert and Duvall, 1945). These early efforts clearly showed that microseismics had great potential as a tool for measuring or estimating mine structure stability. Extended testing, however, showed that sometimes rock bursts occurred with no apparent microseismic warning, and that at other times sharp increases in microseismic data were not accompanied by failure. Also, because precise location of individual rock noises was not possible at that time, one never knew where the failure was going to occur, only that failure near the observation point was likely. Thus, while the technique clearly offered promise, it was not considered practical then. In the mid-1960s, the Bureau of Mines undertook a new research effort to improve the microseismic technique. Major improvements were judged possible mainly because new and vastly improved electronic and system components had become available as an offshoot of space program instrument development. Thus, in 1967, development of a multichannel, broad band, microseismic system began (Blake and Leighton, 1970). Application of this system in rock-burst-prone mines showed it worked well and provided the incentive to develop methods whereby the source location of individual rock noises could be easily and directly calculated (Leighton and Blake, 1970; Leighton and Duvall, 1972; Redfern and Munson, 1982). There continues to be a certain magic attached to the word "Automation". When properly planned for, engineered, installed, and operated, the magic truly does take place - witness certain publicized mineral processing, metallurgical, and chemical plants. They operate successfully with few people, instead of previous dozens as in similar facilities not automated. Production quality has improved. Maintenance costs have been lowered. When such welcome results are achieved, it's proved to be a function of method and procedure in establishing criteria for choosing the intelligence and control systems followed by skilled choice of the specific elements used. The criteria, the bases for decision, are associated with design, construction, startup, operations, and maintenance. How to go about automating any process system to achieve the optimum profit depends on attention to all those aspects of a project. None of them can be forgotten if maximum satisfaction is to be gained. Control loops that look wonderful on an equipment. Piping, and Instrumentation diagram can suddenly turn into costly and. annoying problems in the field if there has been too little coordination of design. Panel boards that are literally works of art just before startup can become the largest of white elephants if an air header is inadequately sized and the pneumatic control circuits are sluggish. Conveyor belt replacement costs can skyrocket if a critical discharge chute far away from immediate operator attention lacks a simple yet effective clog-chute switch. Planning, execution, and followup of the work, the skills, and function of-the automating material can make any new project a success. An integrated owner contractor, producer-engineer approach is the key.

Prospecting in its modern context means simply the gathering of information on which, to base plans for the utilization of our mineral resources. One prospecting system familiar to T. V. viewers is the pan of the old gold prospector which, while he prospected, could produce the wealth which financed him in his search. Present day geophysical "prospecting" systems, which are based on the real or supposed responses of an ore specimen, to various stimuli finder controlled laboratory conditions, are promoted as means of reducing the cost of prospecting. The universal drawback to all geophysical systems is that they yield "soft" data which are only presumed to be analogous to ore mineralization until they can be calibrated, by conventional prospecting systems, to each actual mineral environment being tested. By this time the system usually is no longer cheap. Since the raw data are too esoteric to be used until interpreted by geophysicists, usually in the light of their own personal theories and experience, the certainty of multiple interpretation is introduced. The concept of prospecting, at St. Joe Minerals Corporation's Viburnum, Fletcher and Brushy Creek mines in the new Missouri Lead Belt, encompasses surface diamond drilling for preliminary exploration, the sub¬sequent development of ore body tonnages and grades and the establishment of mining parameters. The predominantly flat-lying mineralized formation is mined by room and pillar stoping. In an operating mine, jackhammer holer are drilled in backs and bottoms of stopes, and chip samples are taken for assay, concurrent with mining. Thus irregularities in ore bodies or nearby discontinuities are not overlooked which are above or below the general mine

Introduction Although innovative coal extraction technology can be approached from many angles, this paper focuses on three: innovation in response to rising costs, to changing mining conditions, and to regulatory issues. Before exploring these three subjects, however, a basic question needs to be raised. Why Innovation? Coal is widely heralded, and quite correctly so, as the United States' "ace in the hole." It has been said that the U.S. is to coal what the Arabs are to oil. The implication is that we have nearly inexhaustible reserves - that coal is cheap, plentiful, and easy to extract. Indeed, because our current productive capacity is estimated to be 15-20% greater than demand, we have been given a false sense of security about the ease of future coal extraction. Therefore, innovative measures are being concentrated on developing technologies for the demand side of coal, including power generation, synthetic fuels, and industrial applications. What is often forgotten is that the unit cost of producing energy from these new technologies depends critically on the cost of the coal feedstock -in some cases the coal consumed accounts for more than one-third the total cost. Thus, while the developers of the end-use technologies struggle to improve the overall thermal efficiency of their process by one or two per¬centage points to make the energy produced competitive in the marketplace, they often are unaware of the risk of a 3 to 6% increase in coal costs wiping out the expensive, hard-earned results of their research. Energy planners are just beginning to realize that coal is not a uniform commodity available at low cost in infinite quantities. Coal is a heterogeneous material whose cost and quality vary widely with local conditions. To produce the massive amounts of projected coal-based energy at reasonable costs, we urgently need devel¬opments in extraction technology, as well as in end-use technology. Thus, coal extraction, coal conversion and utilization, and end -use energy consumption must be viewed as highly interdependent parts of an energy supply network (Fig. 1). And current emphasis on conversion and utilization must be balanced by more emphasis on upstream technologies, including coal extraction. Even more important, the impacts of innovation (or the lack thereof) in any one technology area in the energy supply network need to be discussed and understood by those working in each of the other areas. Why innovation in coal ex¬traction technology? Figuratively, we are all in the "coal boat" together - geologists, miners, transporters, processors, power producers, distributors, and consumers. Innovation is required from each of these sectors to overcome the obstacles that prevent greater use of our most abundant national energy resource. All other links in the coal energy supply network depend on large volumes of coal produced at reasonable costs. Declines in productivity, therefore, must be reversed; the more difficult mining conditions that will be encountered call for new methods and equipment, and regulatory issues must be resolved if the coal ex¬traction link is to be a strength rather than a weakness in the planned U.S. transition to an economy based more on coal and less on imported petroleum. The Haber Gold Process (HGP) is a proprietary. hydrometallurgical extraction methodology that was developed in 1983-1984 by Norman Haber and Dr. John Lee of Haber, Inc., a small public company in Towaco, New Jersey specializing in hydrochemical process development for precious metals. It was pilot tested repeatedly in 1985 at our pilot plant in Tombstone, Arizona, with different types of gold bearing mineralization. Both Pincock, Allen and Holt (USA), and PA Technology (Australia) were involved with some of these pilot tests. The ores tested included easily cyanide-extractable oxide type gold ore from Australia, marginal heap-leach type ore from Cripple Creek, USA, and a hematite bearing ore from California. In all cases, extraction time was 6 hours or less yielding 90-99% recoveries of assayed gold values. The HGP operates as a lixivient which parts the gold from the rock matrix, yielding gold in solution in a fully recoverable form. Both precipitation methods, such as zinc participation or Carbon in Leach systems ( or Carbon in Pulp) have been shown to be feasible with this technology for the recovery of gold from the pregnant solution. Both batch vat leaching as well as continuous processing are realistic for use with the HGP. It has also been considered that the HGP might also benefit heap leaching due to several advantageous factors over cyanide. One such consideration is that the HGP can operate effectively with acidic ore types. The use of cyanide with such ores often requires attention to pH and neutralization with lime. This tends to reduce and even clog the permeability of the leach bed.

Development of the Twin Buttes mine entailed the largest known preproduction stripping job in the history of mining. It linked earthmovers and conveyor belts in a new approach to development of a pit that may reach, or even exceed, dimensions of 1 x 1-1/2 miles at the surface and go as deep as 1800 feet. The orebody to be stripped was covered by an average of 460 feet of alluvial gravels, which presented an initial stripping job of great magnitude. The initial pit layout and the original time schedule established early in 1965 called for the excavation and disposal of about 250,000,000 tons of alluvial overburden before the end of 1969. Allowing about a year for equipment delivery, this schedule left four years to do the job averaging about 62-1/2 million tons per year. In 1964 when The Anaconda Company undertook the development of Twin Buttes, it was recognized that special planning was necessary for the disposal of waste material and tailings. Environ- mental control was a prime consideration and is particularly sensitive in the Twin Buttes area due to the proximity to residential developments. Disposal of the 250,000,000 tons of alluvium, as well as future rock and tailing waste material, presented a problem which Anaconda engineers resolved by designing a plan to spread out much of the alluvium over an extended area, including a massive 11- 1/2 mile dike system which will impound mill tailing in three basins. INTRODUCTION Traditionally mineral processing equipment has been procured based on (equipment) specifications prepared by the engineers. As newer materials of construction are being used for equipment manufacture and plant control systems become more sophisticated, the need for thorough and detailed specifications is greater than ever. For example, it is not uncommon to find plants looking at grinding circuits consisting of semiautogenous mills with variable speed, gearless, drives of large horsepower. Technical specifications for the mill, wrap- around motor and control system must, therefore, be carefully prepared to ensure that the respective equipment supplied by vendors meets overall grinding needs. Various engineering and design companies have expended considerable time and effort in developing the specification format. Equipment manufacturers have also given significant effort to developing data sheets aimed at collecting information regarding not only the duty of the equipment, but also the conditions under which it will be operated. As engineers moved from one company to another, the specification format became cross-fertilized and further developed. As a result, specifications on file with various engineers have improved considerably over a period of time. Equipment specifications from earlier projects are commonly used as a basis for tailoring new ones. To keep equipment specifications short, general technical considerations are often compiled as separate specifications. For example, general considerations applicable to the design, manufacture and supply of the mechanical equipment are consolidated under "Standard Requirements for Mechanical Equipment” and included along with that specified for purchase. As the economic feasibility of the project has been established during earlier studies, purchase-related activities can be initiated following completion of the specifications. Procurement itself is a major activity, however, in this chapter only those activities directly related to the purchase of equipment will be discussed. INTRODUCTION In May 1984, The Canadian Pacific Railway awarded to the Joint Venture of Foundation of Canada, Ltd. of Toronto, Atlas Construction Co. of Montreal, and S. A. Healy Co. of Chicago the contract for the construction of 27,000 ft of tunnel starting from the east portal. Selkirk contractors, the Joint Venture of Foundation, Atlas and Healy, which had successfully completed for CPR in 1983 the construction of both portal structures for this tunnel, studied several different alternative proposals before presenting its bid pooling each individual company's technical resources and experiences. (Foundation had just completed in association with other companies a similar tunnel project in British Columbia, and the S. A. Healy Co. could provide its experience of more than 40 miles of tunnels excavated by full face boring machines.) Among the alternatives investigated there was a fully circular tunnel to be excavated by a 30 ft diameter TBM, a full section drill and shoot proposal, and a mixed alternative, the "key hole" proposal, consisting of a TBM driven circular top heading followed by benching to design size. Technical, geological and economical considerations determined the alternative that was eventually proposed to CPR. HISTORICAL NOTES The tunnel construction parallels an existing tunnel through the Selkirk mountains that was excavated in 1885. In order to reduce the grade to 1% on the heavily loaded west bound trains, the new tunnel was at a lower elevation and lengthened to almost 9 miles. GEOTECHNICAL INFORMATION CP Rail site investigations began in 1978. The surface rocks in the tunnel construction area are metamorphosed Cambrian and Pre-Cambrian sediments; the underlying formation contains fine and coarse grained rocks presenting different degrees of metamorphism. Labor costs, which have rapidly increased in the industrial countries for several years, have forced the mining industry to develop new methods and cost saving systems. Also, because mining is basic to meeting the increasing requirements for raw materials, the mining industry is guaranteed a key position in cost cutting efforts. Although this report aims to describe major recent developments in the Federal Republic of Germany, it is restricted to a limited number of them in view of the wide variety of current innovations. The most important mining activities in West Germany are concentrated in the coal mines on the Rhine, Ruhr and Saar, in the lignite open-cast mines west of Cologne and in the potash and salt mining region in Lower Saxony and Hesse. This report will only discuss developments in the underground coal mines and the potash and salt mines, and focuses on projects of Salzgitter Maschinen and Anlagen AG (SMAG). HYDRAULIC DRILLS Drilling strata of varying strength One special difficulty faced in European coal mines is the varying of compressive strength of strata that occurs even over a few meters. The strata associated with the coal measures ranges from hard and tough sandstone or conglomerate to very soft carboniferous shale. It is often difficult to use continuous miners or roadheaders so that drifting by blasting still predominates. But the varying compressive strengths of the strata makes it difficult to choose the best method to drill the rock. For example, it is best to penetrate hard sandstone or conglomerate with heavy percussion drills. The soft carboniferous shale on the other hand, should be penetrated by high speed rotary drilling to obtain optimum performance.

Design and optimization of open pit limits are of paramount importance because they provide information for evaluating the economic potential of a mineral deposit and for developing short and long range mine plans. Many algorithms and their modifications have been used to design and optimize open pit limits. These algorithms have provided mine planning engineers with pertinent information in designing, optimizing and extracting ore reserves by open pit technology. However, they do not address the random field properties associated with the ore grades and reserves and commodity prices, and thus, fail to yield the truly optimized pit limits in any time horizon. In this paper, a new algorithm, MCSIMFNN, which overcomes these limitations is proposed and used to optimize open pit limits. The random field properties of the ore grade and reserves have been modelled using the modified conditional simulation based on the best linear unbiased estimation and local average subdivision techniques. Artificial neural networks are used to classify the blocks into classes based on their conditioned values. The error back propagation algorithm, in the neural networks, is used to optimize the pit limits by minimizing the desired and actual outputs error in a multi- layer perceptron under the pit wall slope constraints. The optimized pit value obtained by this algorithm has been compared to that from the Lerchs-Grossman's algorithm in a case study. The results are the same, but in random multivariable states, the MCSI MFNN algorithm is the most suitable for pit optimization. The method is also fast since it mimics the operation of the brain in the solution of the pit optimization problem.

"INTRODUCTION Typically waterproofing of conventionally excavated tunnels has been done by installing pre-fabricated sheet membranes between the primary temporary support lining and the secondary permanent inner lining. The membrane acts as a separation or sliding layer between the linings, which is often desirable. The geotextile installed behind the sheet membrane provides the required drainage and protection of the system. The design of the tunnel lining is strongly influenced and limited by the use of waterproofing sheet membranes. Since primary and secondary linings are separated from each other, forming a double-shell lining system. In that case the secondary lining must be designed for all permanent loads, although the sprayed concrete primary lining continues resists ground and water loads for a long time after construction. Significant progress has been made in sprayed concrete technology over the last two decades, with advanced admixtures, as well as the improved application technology using spraying robots. The development of new admixtures like superplasticizers based on poly-carboxylates, alkali free accelerators and silica fume, enables designers to use permanent sprayed concrete linings (SCL) increasingly for long-term service life. When designed and applied correctly, sprayed concrete can be considered as permanent. The use of spray applied membranes has seen increased use over the last decade in some countries, and demonstrated functionality and cost-effectiveness in several situations. This paper describes the use of the sprayed waterproofing membrane MasterSeal 345, an EVA polymer based product, and the practical experiences from several projects. SPRAY APPLIED WATERPROOFING MEMBRANES The sprayed waterproofing membrane is polymer based and has been especially developed for underground structures. The membrane is applied between primary and secondary concrete linings and develops high bond strength on both sides to the concrete (doubled-bonded)."

Water occupies a dual role in our industrial society. It is the indispensable raw material, essential to life itself. It is equally an industrial nuisance, interfering with the production of industrial minerals, making construction difficult, flooding valuable land, and generally producing problems because it is in the wrong place at the critical time. The legal position of water as a nuisance, and the counter measures to be taken, have been well established procedures for determining the responsibility for damage caused by water, and the organization of drainage districts and flood control and levee districts have been legally tested many times. Thus there is rather adequate legal doctrine concerning water, the common enemy. But recently efforts have been made to regularize the position of water as a useful, industrial, commodity. Such laws are not new to the West, where the doctrine of appropriation for beneficial use is slowly becoming the water law. Elsewhere the University of Michigan has produced a "model" water law and efforts are being made to induce all of the states to use this law, or a slight variation of it, as the basis for legislation. There are many serious criticisms of the proposed "model"-law, and the writer strongly opposes many of the provisions. But the fact remains that water is, in itself, so useful and essential that laws have been, and will be, passed to insure the orderly development of our water resources and to prevent waste. The, most important aspect of these "water-use" laws is that, wise or unwise, the existing laws and the proposed laws have been "water oriented". "Water oriented" means that it has been tacitly assumed that the beneficial use of water, either surface water or ground water, is the overriding consideration.

The author was privileged to find employment as a uranium mill chemist for The Anaconda Company while working his way through school in the mid-1950s. He then served Anaconda in various technical and management positions until 1980. This paper describes the prevalent technologies employed by uranium producers, briefly describes various mines and mills in the U. S., and memorializes a few of the thousands of men and women who contributed to the U. S. Uranium Boom. Following isolation of uranium as an element by M. H. Klaproth in 1789, uses of uranium were confined primarily to pigments, glass coloring agents, and ceramic glazes. In 1896, Antoine Becquerel found that uranium is radioactive, releasing particles and energy as it decays. In 1898, Pierre and Marie Curie isolated radium from uranium and learned that it can be an effective treatment for some types of cancer. In 1939, it was discovered that the isotope U235 is fissionable1 . Up to this point, nearly all uranium production was from pitchblende concentrates made in Bohemia, Canada, and the Belgian Congo. In 1938, only about 5 percent (23.85 short tons) of global output was produced from ores of the carnotite mineral that were being mined in the U.S. By the early-1950s, physicists in many countries had begun to recognize the potential for nuclear chain reactions. Ernest Rutherford (UK), Frederick Soddy (UK), and Leo Szilard (US) explained transmutation of elements and formulated the principle of “atom splitting”. In 1934, Marie Curie’s daughter, Irène, and her husband, Frédéric Joliot, identified uranium as the most viable source for this new form of energy. The basic fission process was unraveled by German scientists in December 1938. After Hitler’s army seized the uranium deposits in Czechoslovakia, many feared that Germany would build the first nuclear weapon.

Why did it fail? My first reaction when assigned this topic was to say: because somebody "goofed"--then thank you all for letting me say those few words, then promptly sit down. All of you have been bandying this problem around for many years--so all of a sudden I should come up with the solution. Well, While I might not provide you with your particular answer, I think I can show you some of the resolutions to it. Somewhere along your path of experience you may have discovered that a good formula for starting a fight is to tell a group of dedicated (Nordberg Crusher) users they should be using (Allis-Chalmers), or a group of (Allis-Chalmers) 'users they should be a (Traylor). Now, if you really want a melee, get both groups together and tell them they should be using a (Stedman Cage Mill). This is one sure way you can learn how great minds arrive at logical, well thought-out conclusions, based on all the relevant facts. Why did it fail? I could go on for hours giving you specific reasons why. One of my engineering professors used to start his new class off each year by writing on the blackboard--four and two, then turn to the class and ask: What is the problem? One brave scholar would venture to answer 8. His head would shake no. Another would dare 6. Again, a head shake. Now that the ball had gotten rolling, a number would vocally decide it had to be two, which produced only another shake of the head--no. All of them had missed the question he had asked : What is the problem? What he had gotten ,were some of the possible answers to the problem.

Computor analysis has opened a new world of information for the mining of resources. This paper is directed at the mining of coal. The same procedures apply to most mining projects. The available facts when evaluated against the variables produce the answers. The project must be carefully analyzed, so that the facts can be organized in a data file. The file can be expanded as additional information is obtained during the entire life of the mine. If the mine is pre-planned, the file will be expanded in an orderly fashion and updated information will be available at all times. The development of a property goes through several phases; Exploration, Economic Analysis, Development, Production, and Reclamation. Each phase is an expansion of the data file. The validity of the answers is directly related to the accuracy and quantity of available data. The basis for a data file is horizontal position, and elevation of each piece of information. A coordinate system and datum are reference for a digital (X, Y and Z) position in a spatial system, a three dimensional digital model of the mine. The current practice is to use the State Plane Coordinate system and elevations as established by the U. S. Coast and Geodetic Survey. Each state has adopted this system by law. In the event there is litigation, it is an advantage to have the data on the legally recognized system. The control must be expanded so that all data can be assigned a digital position, and planned to fulfill the requirements for all phases of the mining operation. Recycled materials are increasingly being used in road construction to supplement natural aggregate derived from crushed stone, sand, and gravel. An understanding of the amount of substitution that is taking place, its economics, and factors affecting the level of substitution is useful in estimating the potential for recycling and in assessing the total supply of aggregate. While U.S. consumption of recycled aggregates from crushed concrete is estimated to have increased 160 percent between 1994 and 1996; it comprised less than 5 percent of total aggregates consumed in 1995. Construction waste supply is regional, and is determined by infrastructure decay and replacement rates. Aggregate recycling rates are greater in urban areas where infrastructure is being replaced, natural aggregate resources are limited, disposal costs are high, or strict environmental regulations prevent disposal. Recycling is expected to increase as construction contractors attempt to save on transportation, disposal, and new material costs. Aggregate producers include recycled material as an option to consumers in order to prolong the life of their reserves and improve their range of products. Recycled aggregates can be a supplement for natural aggregates in selected applications, but their use should be evaluated locally based upon relative cost, quality, and market factors Because aggregate recycling is often affected by local and regional transportation systems, disposal and tipping fees, resource supply, the market for specific products, and municipal support, costs for three representative fixed site operations of different sizes were modeled. Under study conditions, all were found to be profitable, but highly dependent upon local tipping fees and market prices, which can differ significantly by location. Smaller operations were found to have different operational dynamics, often requiring creative marketing or incentives to maintain profitability.

This report is based on experience developed on the construction of one contract for the Buffalo, New York subway. The Buffalo subway is under construction for the Niagara Frontier Transportation Authority and is called the LRRT-Light Rail Rapid Transit or more commonly the Metro. The Initial Route of the Buffalo subway construction started early in 1979 and is scheduled for completion in May, 1984. The initial system includes 5.2 miles of underground construction, 1.3 miles at grade for a total of 6.5 miles of subway system. A total of fourteen stations, eight underground and six at grade are included on the system. The Initial Route has a planned expansion to 17.3 miles in the future. On January 15, 1979, a Joint Venture of S & M Constructors, Inc., Solon, Ohio, James McHugh Construction Co., Chicago, Illinois, and Kenny Construction Company, Wheeling, Illinois, was awarded contract 100031, the Line Tunnels from Amherst Street to South Campus in northcentral Buffalo between Delaware Park and the State University, (see Fig. 1, Location Plan) This $35,000,000.00 contract was designed by Hatch Associates Consultants, Inc., Buffalo, N.Y. The Notice to Proceed was issued January 15, 1979 and the scheduled completion date is August 18, 1981. The project consists of two parallel rock tunnels with a minimum excavated diam of 18 ft 0 in. and a final concrete lining of 16 ft 0 in. diam. The tunnels total 14,630 linear ft. In addition to the tunnels, contract C-31 includes four shafts, an underground pump station, three cross passage connections, and other minor work items.
