"Creating stable, safe, constructible and cost effective support to openings in segmental linings is often an important component of successful delivery of a tunnel project. The many constraints on successful implementation include operational, spatial, geotechnical, structural, and constructability. Failure to address these adequately can lead to significant impacts on cost, schedule, and safety. With reference to past project experiences, this paper provides a guide to the most commonly deployed solutions and their pros and cons to help designers quickly identify the most appropriate solutions for a particular project, or act as a starting point for developing new and/or project specific solutions. It highlights the challenges that designers and contractors must address together for successful support of tunnel openings, and the constraints that arise. It then describes the common structural forms of support, and how each form can mitigate the constraints, allowing an effective opening support system to be implemented. INTRODUCTION While only a small portion of the total excavated volume of a typical tunnel, cross passages are often one of the most complex elements of a bored tunnel to construct. Cross passages in soft ground typically involve ground improvement, groundwater control, and multiple temporary support measures to ensure safe construction in ground that has been overstressed due to the construction of the running tunnels. Permanent lining construction requires careful detailing of waterproofing and reinforcement to support both long term ground and water loads and support the broken out rings of the main lining. While there is not a great deal of literature specific to cross passage construction, the main issues are discussed in some detail by Lawrence and Taylor (2011). However, the temporary support of the running tunnel segmental linings during cross passage construction is not always given the attention it deserves. The authors have been unable to find much literature on the design of such systems, much less the considerations that have led to a particular solution. Lawrence and Taylor only mention two potential methods of support. It may be easy to dismiss the opening support as an inconsequential item, but selection of the wrong support type can have significant impacts on both cost and schedule."

My subject today is "Drilling-and-Blasting of Small Rock Tunnels". I am sure that there will be some people, primarily college students but perhaps Consulting Engineers, who will say: "Drilling-and-Blasting? I thought that went out with the invention of the Tunnel Boring Machine". A few years ago I talked to Dick Robbins and he told me that they did not try to sell a "Robbin's Mole" unless the tunnel was two miles long. For easy calculations I use 10,000-ft. (3km) A Mole today costs about $2 million which works out to $200 per lineal foot. This is "front money". You cannot place the order unless you are the uncontested low-bidder and then you must wait at least six months for delivery. Of course you can use that time to square up your portals, ready to turn-the-eye, or maybe you have shafts to sink to reach the tunnel grade. But this is "dead-time" and it is a heck of a feeling to have a job and cannot get started on it until you get the Mole. I do not have the American figures on lengths of tunnels but there was an article a few years ago in a British magazine: NEW CIVIL ENGINEER, on this subject. This stated that 75% of the jobs in Britain which were bid were for small tunnels, 10-ft x 10-ft (3m x 3m) or smaller, and that they were less than 5,000-ft (1.5km) in length. This does not mean that 75% of the footage in Britain was less than 10-ft in diameter. It means that 75% of the jobs being bid were less than a mile in length. From my experience in the U.S. I believe that we have substantially the same ratio: so many of the jobs with which I was associated were short, 1,000-ft, 2,000-ft and sometimes 3,000-ft and the bores

NTRODUCTION Surface subsidence monitoring is the most effective means for investigating the nature of, and developing the techniques for pre¬dicting the surface movement and deformation process. However, because of imperfection in survey equipment and field practices, the surface movement data collected from field survey are not error-free. Also due to lack of proper numerical techniques for computing surface deformation from the measured surface move¬ment data, a relatively large portion of the subsidence data col¬lected could not provide information other than surface movement. In a paper by Luo and Peng (1992), the sources and magnitude of errors in the measured surface movements using an electronic total station in subsidence survey are discussed. If the errors in the measured surface movement components are left untreated before calculation for deformation indices (i.e., slope, strain and curva¬ture), the errors will be carried over to the deformation indices and enlarged if improper numerical procedures are used in the calcu¬lation. It should be noticed that in protecting structures affected by ground subsidence, accurate surface deformation indices are much more important than surface movement. In order to improve the accuracy of the collected surface movement data and the calcu¬lated deformation indices, a number of numerical procedures are also proposed in the same paper. The proposed techniques include: a data smoothing technique for data pre-processing; and a number of numerical methods and/or procedures for calculating surface deformation indices from the measured surface movement data. DATA SMOOTHING Because of various factors, the measured surface movement data always contain errors, small or large. In order to better utilize the collected data, a data smoothing method is proposed to correct the errors in the measured movement data. The method uses the same concept as the influence function method (e.g., Knothe, 1957) on which many existing subsidence prediction methods are based. The data smoothing method makes necessary corrections on the measured movement for the point of interest according to not only the measured movement at this point but also those at the surrounding points. The contribution of a surrounding point in making the correction for the point of interest is inversely propor¬tional, in exponential form, to the distance between them. During last year's AIME meeting in New Orleans, Deepak Malhotra and I were discussing some of the topics that would be presented in this Symposium. It seemed appropriate that along with papers on specific reagent and flocculant types, we should address research management aspects of new product development. This development is a long, arduous task that requires a significant technical and fiscal commitment by the chemical company and potential users. A flow chart depicting the research process is shown in Figure 1. The sequence of events are plotted on an undefined time line. Our experience has shown that it takes 3-5 years to complete a typical reagent development project. A new project starts with an idea of how to do something better. The ideas range from relatively simple product modifications to opportunities created by technological change. An example of this is the use of flocculants in tailings operations to close the water recycle loop. The change was brought about by the need to conserve water and comply with environmental statutes. The result was the development and wide-spread use of synthetic polymers to help in solid-liquid separation. More recently the ups and downs of oil prices have led to development of coal water slurries as an alternative to fuel oil. The slurries contain high levels of chemicals (up to 3%) to insure proper stability and burn characteristics. There are technical changes under way right now that may lead to ideas for other new products. One exciting source of new technology is the ability to manipulate genetic material of microbes to select for specific capabilities. This has evolved by leaps and bounds over the past 5 years. Biologically assisted leaching and removal of wastewater impurities are two possible end uses. I'm sure that there are many others. The ideas can originate anywhere and are often half-baked at first, but to lead to new products they must be refined to provide project definition and eventually a research plan. A chemical ,development project cannot be started without approval to commit the company's resources. The internal selling job is often very difficult. The company must see clear financial benefits in order to launch efforts that may not pay off for many years. It is critical to project the total market, profitability, eventual market share, and timing of introduction of the new product. There is much uncertainty in this and the research manager is often skating on thin ice to retain his credibility. Once we obtain support from upper management, the research team is assembled to start the project. The teams generally consist of organic chemists, research metallurgists, and technicians. They have access to analytical scientists and technicians for surface and analytical chemistry. The projects are often augmented by help from university staff and consultants. This is particularly true where there is a need to develop fundamental understanding of the technology in addition to synthesis of chemicals. The project now proceeds along two lines. First, there is an emphasis on understanding the prior art. Extensive literature and patent searches are undertaken to provide research leads and to keep from "reinventing the wheel" and infringing on someone else's patent. The scientists and technologists are qualified to conduct computer-assisted library searches. This process usually uncovers 80-90% of the relevant information. The remainder is very much harder to get and requires the help of professional library search staff with scientific backgrounds. Along with literature searching, the team begins synthesis of new compounds. These are screened by use of techniques such as microflotation or filtration in a Buchner funnel. The scientists are looking for the direction of response as they modify structural features . Inevitably, a large number of candidates reach the next stage, a laboratory bench test. At this point it is possible to set up a research plan and use project management techniques to monitor progress. The bench tests are conducted in larger equipment, usually requiring 100-1000 grams of test substrate. Typical laboratory flotation tests are run in Denver or Wemco cells.

This is an introductory paper on a new method of prospecting for mineral deposits which has been developed by Scintrex Limited. The method, which we call Luminex, for luminescent mineral exploration, is based on time- resolved mineral luminescence created by an ultraviolet light source. It has the ability to detect and resolve a group of key minerals which are either ore minerals themselves, or more often, are accessory or pathfinder minerals for certain types of economic ore deposits. Fortunately, these minerals are commonly found at the earth's surface, even in areas of considerable weathering. The method extends the range of mineral deposits which are remotely detectable from the air to include those such as tungsten, tin, molybdenum, gold and bedded lead-zinc deposits and, is therefore, a natural supplement to our three classical methods of airborne geophysics.

Before discussing minicomputer software for the mineral industry, it is helpful to explain some of the computer program terminology. Most of the terms are the same as those applied to large computers. A computer system consists of a machine (hardware) with electronic and mechanical components and instructions (software) that define its operational logic and sequence. This logic is described by sets of commands grouped into programs. Each program has specific objectives related to the computer's operation and to production information from computer data that are input and processed. Software, therefore, is a general term applied to any type of computer program. Instructions to the computer are communicated through languages that convert logical and arithmetic statements into machine operations. The languages may consist of statements resembling mathematical or logical phrases understandable by humans, or they may be coded statements with no apparent resemblance to spoken language but readily understandable by the computer. Computers also translate higher level languages such as FORTRAN or COBOL into machine languages using other programs called Compilers. Programs written in these higher level languages are generally called source code. However, programs written in computer assembly language may also be called source code. The compiled version of the program after it has been translated by the compiler software is called object code. Programs used to "instruct computers how to be computers" are generally called systems software. They relate more to computer operation than to producing externally usable results. Programs producing information for many users-engineers, accountants, managers-are termed applications software. For the most part, applications software is the principal concern of the mineral industry. Programs are developed to fit user requirements as interpreted by programmers. Programs vary in quality, precision, efficiency, accuracy, and complexity, depending on programmer skills and abilities and programming decisions forcing design tradeoffs. A well written program should have speed, efficient use of available hardware resources, accuracy, and an inherently logical structure that aids documentation and subsequent modifications. Programs developed to fit specific requirements are termed customized software. A program organized and prepared for general commercial use is called a package, or a software package, and includes documentation for program use. A form of customized software that takes an existing program or package as its starting point and modifies it is called a customized package. A minicomputer program can be stored on computer cards, standard magnetic tape, magnetic cassette tape, floppy disk, or hard disk. The software purchaser or lessee may select one or more of these media when specifying a program in a software contract. Supporting documentation may include a listing of the program instructions linkages, hardware and storage resource requiremnents, flow charts, and programmer and user manuals. The purchaser must carefully make and clearly understand specifications for media and format of program delivery. This assures that delivered software is compatible with the intended hardware. Mineral Industry Attitudes Toward Computer Software The mining industry has traditionally been conservative concerning computer applications. Furthermore, large computer costs have made these systems accessible only to large companies, for the most part. But in the past few years, mining software systems developed at schools such as Pennsylvania State University and Virginia Polytechnic Institute have gained wider acceptance in the mineral industry. More mining engineers now have academic training in computer application, and computer use is now more acceptable to the mining industry. Mining managers in decisionmaking positions are faced with a new generation of computer technology resulting from the rapid evolution of minicomputers. Not too long ago, manufacturers such as Digital Equipment Corp., Data General, and Hewlett-Packard were considered newcomers. They are now established companies. In addition, Apple, Radio Shack, Commodore, and others have emerged in the growing microcomputer industry. So the mine manager or mining executive now has more options. Mining Software is Limited Along with the rapid evolution in hardware development, much general purpose software is now being developed for minicomputers. The 1981 Apple Software Directory can be obtained for about $14; Radio Shack published the Application Software Source Book in three volumes for $1.95 each. Brochures describing software can be obtained for other minicomputer manufacturers by contacting local sales representatives. Hewlett-Packard software can be obtained and exchanged through HP user's groups. Manufacturers' programming staffs are generally concerned with developing applications software. In some instances, manufacturers will recommend software developed by their hardware users. Until now, however, software development for mining applications has been minimal. This should not be surprising, since software development traditionally lags hardware development by several years. Speed and torque control of standard A.C. induction motors can be accomplished using a variety of devices ranging from mechanical, hydraulic, and electrical. Also, the motor can be specified as an A.C. wound rotor or D.C. motor using the associated controls. Normally, any one of these drive types can be adequately used to provide the torque control necessary to accelerate a conveyor belt system. The selection will depend on the economics, experience, and preference of the designer or end user. These drive types will be presented from a functional and performance viewpoint to assist in the understanding of the available technology.

Since time immemorial, Mother Nature has been transporting slurries with both air and water serving as the carrier medium. Consider for example the formation of the continental shelves off our coast lines which are being formed by rivers emptying erroded land surface and depositing it into bays and gulfs. As the erosion processes take place, the fines are suspended in water which flows in streams and rivers and deposits where the velocity of the flow reduces sufficiently to allow the fines to settle out. The same process in some crude form is provided when one hoses his driveway or patio and moves dirt so as to provide a cleaning action. These examples illustrate rather crudely how the formation of slurries allows for the transport of solids. In recent years, this mechanism has become fairly well understood and slurry pipelining of many materials is now a vivid reality. The movement of liquids in pipelines necessarily occasions the use of pumps for the purpose. Those of us who have had some rub with the petroleum industry are familiar with the transport of solids through mud pumps and cementing and fracturing pumps where the movement of slurries is an everyday matter. In the drilling of an oil well the circulating fluid utilized to remove chips which are cut by a drill bit from holes drilled deep in the earth is called drilling mud. This substance contrary to what the name might imply is usually a fairly sophisticated material designed to develop certain characteristics which are desirable in the drilling process. The particles which have been cut by the drill bit are suspended in the moving column of fluid and brought to the surface and deposited. The separation of the cuttings from the drilling fluids is accomplished by the use of shaker screens and settling pits. However, it is impractical to remove the fines completely from the drilling fluid and as a result they are pumped through the mud pumps back into the circulatory stream.

Three years ago, at a reception given during the Steel Institute meeting in New York, I heard the remark, "A new formula must be found for foreign investment." This was immediately following the takeover of U. S. Steel's Matilde operation in Bolivia. Recently, at the World Mining Congress in Lima, Peru, the subject of foreign investment was still a lively topic of conversation. The nationalization of the copper mines in Chile and recent trends in the "Third World" have made all but a few extremely wary of investment anywhere other than in the ?stable? countries. Now, the fallibility of this philosophy has been demonstrated in such "stable" countries as Canada, Australia, and Ireland. Yet, nationalization is not new to us. The events in Chile were classified as disastrous to the affected companies, but so were the effects of nationalization to the majors in Bolivia in 1952. Mexicanization of the mining industry in Mexico was considered impractical by many. Now, those who accepted it are finding it to be workable.

In the early 1940's Humphreys Mining Company in Florida pioneered heavy mineral mining with a dredge in the United States, In 1948 Du Pont, in conjunction with Humphreys, opened their first of two mining operations recovering a titanium dioxide product in Florida. Later on in 1952 Du Pont opened their second plant, both of which used a cutterhead suction type of operation. This process is also used in heavy mineral mining in Australia and Africa. In 1957 ASARCO started prospecting in New Jersey. Test borings indicated a large deposit of ilmenite bearing heavy mineral sands had been deposited and concentrated in an area near Lakehurst in central New Jersey. Humphreys Mining Company was contacted about the possibility of mining the ASARCO New Jersey property in much the same way as Du Pont and themselves were doing in Florida. An extensive study was made to determine the economic feasibility of mining the ASARCO property. During this study, extensive test drilling and samples for a pilot plant were taken.

"The Bypass Tunnel has high head conditions ranging from a minimum of 600 feet (183 m) under the Hudson River to a maximum of 875 feet (267 m) on the west side. The ground cover ranges from 425 feet to 900 feet (130 to 274 m). A two-pass lining is designed for the Bypass Tunnel. The bolted, gasketed precast segments carry the temporary hydrostatic and permanent ground loads. After the tunnel is put into service, the design assumes that the final lining, which varies from reinforced concrete to reinforced concrete with steel interliner, will carry the permanent hydrostatic loads. The design head for the segments is assumed at 775 feet (236 m), and the internal operating pressure head is around 1,200 feet (366 m). This paper discusses the design hydrostatic head and different load conditions considered for the segments, the load sharing between the segments and final lining, and the means employed to control water and hydrostatic pressure. PROJECT BACKGROUND The Rondout-West Branch Tunnel (RWBT), a segment of the Delaware Aqueduct, was built from 1937 to 1944 and provides about 50% of New York City’s total water supply. Monitoring and tunnel operations have shown that the RWBT is leaking up to 35 million gallons per day (MGD) (132.5 million L/day). In particular, two locations have been identified as areas of concern: Roseton and Wawarsing, as shown in Figure 1. The Wawarsing reach of the aqueduct will be repaired with an extensive grouting program when the RWBT is unwatered. However, because of the extensive nature of the leakage in the Roseton area, a Bypass Tunnel will be constructed to divert the flow around this area."

"Stretching from Norway’s capital, Oslo, to the city of Ski, a new railway line is under construction with a 20 km long hard rock tunnel. This is a major project with high demands regarding quality, cost and schedule. In addition, restrictions concerning locations close to sensitive urban infrastructure require execution with the highest level of precision and expertise. The new double track railway line forms an important part of the intercity rail development southwards from the capital and includes the longest railway tunnel to date in the Nordic countries. With its novel methods and solutions, this project offers a model for future railway project developments in the region. This paper provides general pertinent details and facts relating to this current railway project and includes a description of the project with information relating to concept and design of the tunnels, geological conditions, particular challenges, selected tunneling techniques and contracting strategies. THE FOLLO LINE PROJECT The Follo Line is a new 22 km long double track railway line under construction between Oslo Central Station and the city of Ski. The project is divided into four subprojects, as shown in figure 1. The main part of the project consists of a 20 km long hard-rock tunnel, which will be the longest railway tunnel in the Nordic countries to date.The Østfold Line is the existing double-track railway line running between Oslo Central Station and Ski serving 12 local stations. The new Follo Line will offer a direct service, without stops, between Oslo Central Station and Ski and reduce the travel time from 22 minutes to 11 minutes. After completion of the Follo Line, these two railway lines will, in combination, more than double the capacity for train transport in the region south-east of Oslo."

Molecular design plays an important role in development of new flotation reagents. Group electronegativity calculation is a main method of molecular design. It is commonly used in calculating the hydrophilic-hydrophobic balance of reagents, particularly in designing chain length of flotation reagents for located minerals. But there is a limit to group electronegativity method. The method can only apply to those of [Ø]known straight-chain compounds ([Ø] is the hydrophobic energy of each -CH2- , determined by experiment). In this Paper, we propose another new calculation method: fragment method of flotation reagent. The method could be used as a supplement of group electronegativity method to design and calculate flotation reagents without any limitation. With the fragment method, we can calculate the hydrophilic-hydrophobic performance of any known or unknown reagents including those complicate structure compounds such as cyclic, branch, heterocyclic and so on by summing the appropriate structural elements (fragment). The principle, calculation stages and some results of designing new-type flotation reagents by fragment method are presented in this paper.

The following paper is an evaluation of the instrumentation programs on recent Corps of Engineers tunneling projects. The authors have first-hand knowledge of the NORAD Cheyenne Mountain Complex (NCMC) Expansion Project. Information on the other projects comes from conversations with those directly involved in the instrumentation programs and from referenced reports. The specific objectives of this paper are: (1) to state the purposes of the instrumentation programs, (2) to discuss the benefits gained from the instrumentation, and (3) to present conclusions from this study that will provide guidance to those planning instrumentation on future projects. Presentation of detailed descriptions of the projects and instrumentation data is limited to that necessary to the accomplishment of the above objectives. NCMC EXPANSION PROJECT The NCMC is located at a depth of approximately 800 feet in Cheyenne Mountain near Colorado Springs, Colorado. For the current expansion project new chambers were mined to accommodate a new diesel power plant and associated cooling and air handling equipment. During 1971 some 55,000 yd3 of granite were mined through existing access tunnels for this expansion. A model of the new excavation is shown in Figure 1. The light shaded areas are new openings, and the dark areas are portions of the existing operating complex. The large chamber to the right is the power plant chamber and has a span of 67 ft, a height of 50 ft, and a length of 172 ft. The other large chamber on the lower level is the cooling tower chamber and has a span of 38 ft, a height of 45 ft and a length of 185 ft. The WIPP (Waste Isolation Pilot Plant) Project near Carlsbad, New Mexico. is a research and development project sponsored by the U.S. Department of Energy, designed to demonstrate the safe disposal of radioactive waste. A mine (repository) is being developed 2150 feet below the surface in a thick salt bed, which will serve as the disposal medium. The underground ventilation system for the WIPP project was originally designed based on a fixed project scope. The design criteria and ventilation requirements were developed for the performance of various activities as then envisioned towards the achievement of this goal. However, in light of new information and actual site-specific experience at WIPP leading to a clearer definition of the scope-related programs and activities, it was realized that the existing ventilation system may need to be modified. A re-assessment of the ventilation requirements--based on the current status of the facility and a clearer definition of the scope of the experimental programs, waste storage methodology, mine developmental activities. and current equipment list--indicates a two- fold increase in underground airflows from 210,000 cubic feet per minute (cfm) to 425,000 cfm. Various options to provide the increased airflow to the underground facility were considered and analyzed. Based on the techno-economic analysis, safety and environ- mental considerations, and other conditions unique to a facility like WIPP, it was decided to construct a new shaft to serve as the primary fresh air intake, along with the installation of additional fans in parallel with the existing set up. Low cost and the ease with which the new design could be implemented and integrated into the existing ventilation system with minimum impact on current activities and projected schedules were the guiding factors in designing the shaft and related ventilation modifications.

Ground freezing has been used for the sinking of deep mine shafts for more than 140 years. While advances in refrigeration technology have refined the overall freezing operation, the basic ground freezing concept remains the same. This paper presents an overview of the ground freezing process and the unique advantages that ground freezing brings to shaft construction. Design and construction considerations, including instrumentation and monitoring, are discussed. Case studies are presented to illustrate ground freezing applications for mine shaft installation.

"INTRODUCTION While the United States coal mining uses prescriptive regulation under the Title 30 Code of Federal Regulation enforced by the Mine Safety and Health Administration (MSHA), Australia uses a risk based approach. Australian regulation is individual to each state. In Queensland, Australia this risk based approach to address principal hazards is underwritten by the Queensland Coal Mining Safety and Health Act of 1999 and the Coal Mining Safety and Health Regulation of 2001. Each Queensland Mine is required to have an overarching Health Safety and Environment Management System, of which Safety Management Plans are an element. “Safety Management plans (SMP’s) are intended to formalise the process by which mines address principal hazards and other related matters to ensure the safety of mine personnel.”7 THE QUEENSLAND CONTEXT In Queensland, the basic elements of a coal mine’s safety and health management system must provide for risk identification and assessment, hazard analysis, hazard management and control, and the reporting and recording of relevant safety and health information and data.5 (Part 2 Division 1 Section 6(a-d)) The initial guidance for writing Safety Management Plans comes from the Approved Standard for Mine Safety Management Plans and Guidance Note QGN09- Reviewing the Effectiveness of Safety and Health Management Systems. The Guidance Note and Approved Standard are supplemental to the Act and Regulation, and put in place to provide more clarity around the topic. The definitions in this section come from the Approved Standard and are included to provide context for those who may not be familiar with Australian or Queensland law and regulation. A hazard is defined as a source of potential harm or a situation with a potential to cause loss, while a principal hazard is a hazard with a potential to cause multiple fatalities. A risk is the chance of something happening that will have an impact upon objectives which is measured in terms of consequences and likelihoods. It is important to be able to make the distinction between a hazard and a risk. For instance, a lion is a hazard, while the risk associated with a lion is getting eaten. As defined by the Queensland Approved Standard for Mine Safety Management Plans, a Safety Management Plan (SMP) requires a systematic definition of all the actions necessary to ensure that mining operations are carried out safely. A SMP includes, but is not limited to organisational structures, planning, activities, responsibilities, practices, risk identification, audits and reviews.7 The goal of a SMP management plans is to mitigate the risks to bring them to an As Low As Reasonably Achievable (ALARA) level."
