Field testing of GPS mining applications has confirmed the technical and operational viability of GPS for precise, centimeter-level positioning in harsh taconite environments. GPS hardware has provided consistent availability exceeding 90%, with precision in certain applications of ± 0.07 foot at 95% confidence levels. Despite these technical successes though, challenges persist in achieving effective GPS integration. These challenges include the acceptance of new job tasks by mine personnel, the capacity of typical mine data communications infrastructure and the need to design GPS interfaces for new mining equipment.

Introduction The urgency of further development of our domestic energy resources becomes more apparent every day. The production capability of existing facilities, taken in the aggregate, declines perhaps 10% per year; imported energy is expensive if available at all; conservation helps reduce demand but eventually will reach a point of diminishing return; new energy sources are promising but past experience, as with nuclear power, teaches us lead times are long and success is not assured. To approach the energy future rationally, it is essential to have some idea of the size of the nation's remaining energy resources, their characteristics, and the degree of uncertainty involved in their estimates. Resources are, of course, only one end of a long chain leading to energy supply to the ultimate consumer. They are an essential element, however, and the only one not under society's control. Given that the resources and a national will to produce the energy exist, it is possible to convert the resources to supply in, generally, an environmentally reasonable manner. However, the process of developing supply takes time. Government must permit access to the resource, and remunerative prices and further evolution of technlogy are required. This paper does not deal with these essentials, but they must not be forgotten. This discussion is limited to coal, oil, natural gas and gas liquids, uranium, and oil shale. Other energy sources are discussed elsewhere in this issue. Crude Oil Conventional crude oil resources are of greatest concern today, given our dependence on imported oil and its rapidly rising price. Estimates of oil originally in place (OOIP) range from 619 billion bbl to 1,094 billion bbl, differing by almost a factor of two (Table 1). This is surprising because the U.S. is a mature petroleum province with over 120 billion bbl produced and over 400 billion bbl OOIP discovered. Differences in the estimates involve differences in the experience of the various estimators, the interpretation of present geologic information and historical statistics, the methodology, and probably the extent (i.e., water depths) for which offshore resources are included. The range shown for the estimate of a given estimator appears to be primarily due to geologic uncertainty. This uncertainty can be measured by taking the ratio of the low and of the high estimate to the expected estimate for that information source. The low estimates range from 0.85 to 0.87 of their respective values. The high estimates range from 1.18 to 1.27 of the expected values. In all cases the high estimate is further from the expected value than the low,

This paper presents an overview of the New Mississippi Tunnel Outfall for the Transportation Expansion Project (T-REX). The Outfall conveys highway and other urban drainage to the South Platte River as well as provides long needed relief from flooding problems in the southeastern portion of the Interstate 25 highway corridor. The Outfall tunnel incorporates a one-pass precast concrete segmented liner to convey storm water under I-25 then under Mississippi Avenue to the river. The Outfall crosses both the existing I-25 as well as the future improvements including under the Light Rail Transit, a new bridge abutment, widened lanes, and new retaining walls. The Outfall also crosses adjacent to several buildings and five bridges, under major traffic and utility intersections, and through difficult geology.

The effect of the chemical composition of pulverized bituminous coal particles on their physical transformation during the initial stages of combustion has been investigated. The results suggested that cenosphere formation does not require extensive thermal decomposition of the coal particles. The vitrinites in the bituminous coal softened earlier and developed larger cenospheres than the othe macerals. The coal particles swell to a higher extent during combustion than in pyrolysis; however, the cenospheres formed in the former process experienced a higher extent of fragmentation. The development of microporosity occurred predominantly after the resolidification of the swelled char particles. The type of macerals originally in the coal did not significantly affect the microporosity of the chars. Conversely, the morphology and anisotropy of the chars were strongly dependent on the maceral composition of the coal.

A regional investigation to find large supplies of potable ground water was carried out at elevations exceeding 12,000 feet above sea level on the Bolivian Altiplano. The program marked the first application of modern ground water search and development technology in the region, and ended a history of unsuccessful exploration efforts to locate important supplies of fresh water from underground sources. Oruro, a population center of 90,000 inhabitants, and its primary supporting industry - mining, both derived major direct benefit from the results of this program.

A new method for the design of long- wall chain pillars, called Analysis of Longwall Pillar Stability (ALPS), is described. The method provides estimates of the relative stability of different longwall pillar designs during all stages of their service life. The key issue addressed by ALPS is the magnitude and time-of-arrival of the longwall abutment loads applied to chain pillars. A field study was conducted and other available field data were analyzed in order to develop an approach for estimating the abutment loads. An example based on longwall experience in the Pittsburgh seam is used to illustrate how ALPS can be used in mine design.

The plant metallurgist would like to maximize the recovery of valuable minerals while maintaining an acceptable grade product. The direct cost of the reagents, while significant, Is only a part of their economic effect. Reagents determine the flotation rates and the selectivity of the mineral separation. In flotation practice, mineral selectivity can be achieved through the addition of various reagents that can control the wettablllty of a particular mineral In the flotation pulp. The reagents which will generally optimize the flotation process are commonly classified Into three distinctive categories: collectors frothers and modifiers. Large tonnages of metal sulphide concentrates which are the source of most of the common base metals are produced economically by fairly standard flotation techniques. The advent of modern technology coupled with the necessity of processing finely disseminated and complex ores of low grade has Increased the need for utilization of non traditional and high selective chemicals reagents for the economic recovery of metals and raw materials. Mining operations in developing countries continue to progress at a rapid growth as many countries mine and process both metallic and nonmetallic ores. The total mine production of base metals, precious metals, Iron ores and coal In developing countries In Africa, Asia and South America has been much higher as compared to the western world production In terms of tonnage and dollar value. Global capital Investments In mining during 1991-95 Is $ 55.1 billion and It Is anticipated that the development of new and specialty reagents may be concentrated In the processing of aluminum , copper, precious metals and Industrial minerals with special reference to potash, phosphates, kaolin and silica sands.(1) The challenge for the design and development of new specialty chemicals Is dependent on Its cost performance and environmental acceptability. Information on the theory and application on the development of mining chemicals has been reviewed In several conference proceedlngs,(2-4) publications(5) and also discussed by several Individual authors.(1,6-10) These publications serve as a comprehensive reference source on the reagents used In several flotation processes. This paper discusses the present trend in the use of specialty mining chemicals In diversified mining operations on several mineral systems with particular reference to sulfide ore systems. The necessity to expose these specialty chemicals through aggressive marketing techniques In mining operations In many developing countries Is also presented. SPECIALTY CHEMICALS Specialty mining chemicals, like other specialty chemicals, share common business characteristics that transcend geographic boundaries. They are manufactured 1n a few selected areas, generally expensive relative to commodity chemicals, shipped and compete globally and usually require specialized knowledge for proper use. Specialty mining chemicals are relative newcomers to chemical markets. The vast majority of mining chemicals are derived from products that are less than two decades old. Traditional collectors and frothers have been available for a considerably longer time. The emphasis on adding value to existing products and byproducts Is responsible for several characteristic features of the mining chemicals business. Most raw materials for these chemicals are related to oil and gas byproducts, chemical refineries, pulp and paper mills and all chemical manufacturers. Until the last several years these operations were located In Industrialized countries, while a significant number of mining chemical users were In developing countries. Therefore International trade In mining chemicals developed through agencies or agents in each particular country.

The Anaconda Minerals Company operates a molybdenite and copper producing mine and mill facility near Tonopah, Nevada. Included with the milling facility is a ferric chloride leach plant for removal of copper mineralization from the molybdenite concentrates. Discussed are the engineering and construction schedules associated with the leach plant. The chemistry associated with the process along with a description of the process flow, equipment, and operating parameters are contained in the paper.

INTRODUCTION Shotcrete can be defined as spray-applied concrete with a maximum size aggregate in excess of 9.5 mm (0.375 in.). The concept evolved from guniting, which uses smaller aggregate and generally produces concrete with poorer physical properties. The larger aggregate used in shotcrete requires less water in the mix, while offering larger bonding surfaces, thus imparting greater tensile and compressive strengths. TYPES OF MACHINES Two basic designs of shotcrete machines in general use are the wet or prehydrated zero slump and low slump type, and the dry or nozzle hydrated machines. Fig. 1 shows a typical zero-slump machine in a con¬figuration commonly used for small-volume require¬ments. The prehydrated zero-slump machine mixes exactly proportioned batches in a sealed pressurized chamber. "Slugs" of hydrated shotcrete mix and com¬pressed air are sent through a distribution hose to the nozzle where the wet mix emerges as a spray. The spray is directed onto the rock surface by the nozzle operator. The low-slump machine is similar, except that a thick slurry mix of aggregate is delivered throughout the distribution hose to the nozzle. Fig. 2 shows a typical low-slump shotcrete machine used in moderate-volume applications. The nozzle-hydrated shotcrete machine accepts a premixed "dry" (4 to 6% moisture) batch of aggregate and cement. A constant feed of this mix is directed by compressed air through the distribution hose to the nozzle. At the nozzle, water for hydration is introduced into the emerging spray. The hydrated mixture is di¬rected onto the rock surface by the nozzle operator. Fig. 3 shows a typical dry-mix machine. The major difference between the two basic machine designs is the consistency of the shotcrete quality. Pre¬hydrated machines have high degrees of consistency and produce high-strength concrete, resulting from their ability to produce exact mixtures of zero or low-slump concrete within the machine. Nozzle-hydrated machines tend to produce poorer quality concrete because of the difficulty in controlling the water content at the nozzle. Water input essentially is an art. Grinding mills, both autogenous and ball can be powered by several basic means. The three methods used today are girth gear drives, gearless drives and trunnion coupled reducers. This paper will focus on the first of these methods -girth gear drives. The girth gear drive has been used on thousands of mills which continue to operate successfully. These drives are noted for their simplicity and low cost. In the past, the horsepower capacity of girth gears has been slow to keep up with the horsepower increase required by the mill builders, particularly since the advent of the SAG mill. Gear manufacturers had capacity for 2000 HP mills in the 1950's, 5000 HP in the 1960's and 6500 horsepower in the 1970's. The 70's and 80's brought dual pinion girth gear drives which allowed mill sizes beyond 10,000 horsepower. Gear manufactures who could not keep up with the pace of the horsepower demands and the quality and reliability demanded by the mill builders and users have fallen by the wayside.

Before specifications are discussed it may be well to define the term "Mineral Aggregates." Professor K. B. Woods (1) defined "Mineral Aggregate--An aggregation of sand, gravel, crushed stone, slag, or other material of mineral composition used in combination with a binding medium to form bituminous and portland cement concrete, macadam, mastic, mortar, plaster, etc., or alone as in railroad ballast, filter beds, and various manufacturing processes, such as fluxing, etc. " This definition is too all inclusive for the purposes of this paper; therefore, this discussion will be confined to specifications for natural aggregates which means sand and gravel and crushed stone, and limited primarily to coarse aggregate which is aggregate larger than one-quarter inch in size. To the uninitiated, this may seem to be a very limited subject on an unimportant material. However, aggregates are essential in all types of construction. The Inland System supplies raw water to the industrial and domestic users in the City of Birmingham, Alabama. The Inland System, which is nearly 60 years old, consists of an approximately 57.9m (190 feet) high earthen dam across the Blackburn Fork of the Black Warrior River, a 39.6m (130 feet) high reinforced concrete intake structure, a 1524mm (60inch) diameter Dresser coupled steel transmission pipeline, and various distribution lines extending into Birmingham. The Inland System was owned, operated and maintained by the Industrial Water Board (IWB) of the City of Birmingham, an agency of the city government, from 1958 until 1994. In 1994, the City of Birmingham consolidated all water and distribution functions under the Birmingham Water Works Board (BWWB). In 1988, the IWB determined that the Inland System had reached a point where its reliability could not be assured without an in-depth evaluation and renovation. The IWB engaged Christy/Cobb, Inc. (CCI) of Birmingham as its consultant for the renovation work. CCI evaluated the Inland System and submitted a report to the IWB in April, 1992. The report contained several recommendations for capital improvements to the system including increasing the emergency spillway capacity, reconstructing the fuse plug, relocating public access to the lake away from the dam area, constructing a new intake structure, and constructing a tunnel through the dam abutment to deliver the water from the proposed intake structure to the existing 1524mm (60 inch) diameter supply line. The new intake structure and tunnel would provide for a future maximum demand flow rate as well as provide bypass and level control capabilities. CCI was authorized in 1992 to proceed with the engineering design for the renovation of the Inland System with emphasis on the spillway and intake structure. PROJECT DESCRIPTION The major component of the renovation of the Inland System was the new intake structure and tunnel through the dam abutment. CCI engaged Jenny Engineering Corporation (JEC) of Springfield, New Jersey as a consultant for the tunnel design. JEC was responsible for the design of the tunnel, the connecting shaft between the intake structure and tunnel, and the steel pipe final lining, while CCI was responsible for the intake structure and the connection to the existing supply pipeline as well as overall project management. CCI and JEC evaluated the project site in order to select the location for the new intake structure and set the alignment for the tunnel. A factor in the evaluation process was that the level of the lake could not be lowered to construct the new intake structure since the supply of water from the Inland System had to maintained. In December of 1992, the City of New York, Department of Environmental Protection, solicited bids for Contract 543B. The low bidder was a joint venture of Schiavone Construction Co., Inc. and the J. F. Shea Co., Inc. When completed, the project provides a 4.88 meter diameter water tunnel 8,840 meters long. This paper presents a case history of the equipment and construction methods utilized for this, the first portion of the New York City Water Tunnel constructed by use of a tunnel boring machine.

There is assembled here this morning in Chicago the heartland of America, what is undoubtedly the greatest concentration of Technical, Scientific and "CAN DO" knowledge ever assembled in America. The participation in this Conference by the representatives of so many nations is particularly impressive and is a further indication of the importance of the subject matter of this conference which you will be discussing in much detail during the next few days. Another impressive feature of this Conference is the participation of a large segment of the construction industry in whose hands fall the job of building what others design. Also strongly represented is the manufacturing industry whose capability is well known throughout the world. They have the resources to design, develop and manufacture the machines and specialized equipment needed to do any job which the world requires. You should not expect to gain any knowledge from my few remarks this morning as I am undoubtedly the least qualified individual in this room on the highly technical and scientific subjects you will be discussing during these next few days. However, I shall offer a few broad suggestions on subject matter which I trust may generate serious thought during your discussions.

New technologies confront mining organizations with unprecedented human factors challenges. Likely problem areas range from the design of the human- machine interface to the design of work groups and mine organizational structures. However, these human design considerations are commonly ignored in most industries, resulting in a failure rate of 75% for advanced technology programs. The U.S. Bureau of Mines is addressing these concerns through a program of research on the human side of high technology mining systems. Interviews with mining industry participants and researchers have identified concern in several areas, including training and equipment design. Although new mining technologies promise to improve overall safety by relocating miners away from hazardous areas, data from MHSA accident reports and other sources suggest that certain types of new hazards may be created. Many of these new hazards can be reduced though a systems approach to ergonomic design of equipment, tasks, and work processes. This evidence, combined with reviews of high technology human-machine systems in other industries. can help in the design of safe and efficient future mining technologies.

The primary concern in dealing with contractual arrangements for construction is getting the work completed satisfactorily, in the shortest time, and for the least expense for the owner--while assuring that all other parties associated with the contract make a reasonable profit for their effort. In our complex construction climate of today, achieving all of these is usually not possible. Somewhere between the beginning of design and the completion of the work, disagreements and delays arise which can destroy the best of intentions. Assuming that all parties associated with the contract are acting honorably and professionally, the disagreements generally arise through inappropriate contract types or through flawed contract documents. These flaws can be either sins of omission or commission, but we must find a way to lessen, if not completely eliminate, their impact. Disagreements and delays are directly related to the extra cost which the owner and the other involved parties must suffer. Usually the attorneys are the only ones who come out on the positive side. Inappropriate or defective contract documents can be the result of inadequate time for preparation and review, laziness in not searching out the proper terms and language, insufficient recognition of the proper assignment of risks, or just ignorance as to what is right and what is wrong for the particular project. They can also result from a client, particularly a public agency, providing rigid general conditions and format requirements with which the engineer is not allowed to tamper. Arguments

A 2 1/2 inch diameter probe containing a high resolution gamma ray spectrometer was developed for downhole ore grade assays to depths of 6,000 feet. Tests have been conducted on the characteristics of this tool for in-situ determinations of uranium by means of natural gamma ray counting, and of copper, silver, gold, iron and coal quality by means of neutron-induced gamma rays. Application of the technique for improved carbon-oxygen logging in oil fields is promising. The probe contains a cryogenically cooled high purity germanium detector and a 4,000 channel spectrum analyzer. Gamma ray spectra are digitally transmitted up the cable to the truck-mounted data processing system. We found that uranium can be assayed directly in different types of formations independently of the degree of geochemical disequilibrium by counting the relatively weak 1.001 MeV gamma ray of protactinium-234m. Neutron activation work shows that in-situ determinations of copper, silver, iron and coal quality are technically feasible. In carbon-oxygen oil well logging the technique allows an accurate determination of carbon, oxygen, hydrogen, chlorine, silicon, calcium and iron, and shows promise of providing an improved oil/water differentiator.

Natural aggregate is the number one non-energy mineral resource in terms of value and volume and is a necessary commodity for sustainable communities. While aggregate is a non-renewable resource, supplies are nearly inexhaustible on a global scale. Natural aggregates have characteristics that differentiate them from most other mineral commodities: a high number of potential extraction sites, a high volume to value ratio, significantly different set of potential environmental impacts, and regional importance combined with a narrow economic transportation radius. Because of these and other differences, resource management policies for aggregates should differ from ?general? mineral resource policies, even though the end goal is the same for both ? ensuring sustainable resource management. To achieve the goals of sustainable aggregate management each stakeholder ? government, industry, the public, and non-governmental organizations ? will need to accept certain responsibilities, one of the most important of which is to become informed about natural resource issues. Sustainability is about making trade offs among competing objectives, and people disagree about the appropriate balance among the goals of economic prosperity, social equity, and environmental health. One of the primary purposes of mineral indicators is to provide information to decision makers and the public so as to ensure that the public debate about policy choices is grounded in fact. We identify the unique aspects of aggregate resource management and introduce the concepts of sustainable mineral resource management. We then present mineral indicator sets for aggregate resources from Italy, the United Kingdom, and Slovenia to demonstrate that effective mineral indicators should be specific to the resource in question and the public values and objectives.

Application of Quality Management philosophies and techniques commonly referred to as Managing for Continuous Improvement, Team Management , or Managing for Consistency is required in today's mining, manufacturing, and service industries in order to meet quality demands, beat competition, lower costs, optimize operations, effectively use personnel, improve morale, and enhance profitability. Most of these phiosophies and techniques are known to today's managers but either have fallen into disuse or were never allowed to surface in the corporate environment of the organization. Managers should review and adopt the philosophies and techniques of Quality Management and use them to revitalize their organizations and bring about a "paradigm" shift in the way we manage, thereby achieving the goals listed above.

The goal of Bethlehem's mining research program is to improve both the safety and productivity of our mines through the use of new equipment, new technology and new mining methods. Although we can all agree on the value of such goals, achieving them can be a costly, time-consuming and sometimes frustrating experience. However, the potential benefits of lower costs per ton and better safety in an increasingly more stringent and confusing regulatory environment make the expended effort worthwhile. At Bethlehem we feel that the mining companies are in the best position to determine the needs of the industry, and coal companies have the incentive as well as mine sites at their disposal for testing. Therefore, the mining industry should be leading the research effort
