Mining in Mexico has an immensely long tradition. In his first letter reporting to his sovereigns from Mexico in July 1519, Hernan Cortes wrote, "To our mind it is probable that this land contains as many riches as that from which Solomon is said to have obtained the gold for the temple ... " 1 But not only precious metals drew his attention; in 1524, short of tin needed for casting guns, he found it in Taxco. As an added bonus, those who went to find it "came upon a vein of iron which according to experts is of exceeding richness." 2 Since then, the mines of Mexico have yielded up enormous amounts of mineral and continue to do so. Mexico is one of the ten principal producers of minerals world-wide both in production volume and diversity. 3 Tens of thousands of tons of iron, sulphur, and coal come from its earth annually; it is the world's second largest producer of barite; third of antimony, fluorite, and graphite. 4 Copper, zinc, silver, molybdenum, arsenic and cadmium and others are wrested from its mines. The wealth is there; but maximizing its potential requires investment, technology, and markets that the government cannot itself provide. Thus mining, since the Mexican Revolution severely restricted by both law and policy, today looks to private investment to develop its potential. Beginning in 1989, Mexico's government cautiously moved to liberalize private sector involvement in mining; 5 using the experience gained from these initial regulatory changes, the current new Mining Law was adopted in 1992 6 and new Regulations were promulgated in 1993. 7

INTRODUCTION In the past, the cost and time required for the construction of shafts has played an important part in the planning of underground mines. For reasons that are discussed later, the economics and technology of shaft construction in the future can be expected to play an even greater role in the planning of new mines and the operation of existing mines. Indeed, the very feasibility of a proposed mining venture may depend on the cost and timing of the shaft requirements. The most commonly used shaft sinking methods used today for excavating vertical shafts are discussed and the need for new technology and methods emphasized. In one study by the U. S. Bureau of Mines, it was reported that the coal industry in the United States alone could require 170 to 190 new shafts per year on the basis of doubling current production by the mid 1980's or 70 to 90 shafts on a more moderate coal production expansion program. This study concluded that the attainment of the required number of shafts would be unlikely with the present shaft sinking resources and costs. In order to meet the requirements for shafts in the United States coal and metal mining industries, more efficient and speedier shaft construction methods will be necessary. Current shaft sinking methods are, in the main, labor intensive, and it is noteworthy that it is becoming increasingly difficult to attract the work force required to sink shafts conventionally. This paper outlines the methodology and results pertaining to the simulation of the U.S. coal industry in the context of an integrated, time-dynamic model of Long-Range Energy Developments and Supplies (LORENDAS). By way of background we will present first an overview of the overall LORENDAS model structure. We will, then, outline the characteristics of the formulation and data used for the representation of the U.S. coal industry. Finally, a series of model results will be reviewed, with particular emphasis on the long term projections of coal production and distribution under different basic economic and/or political scenarios.

New or improved technology will continue to drive productivity improvements through the next decade. In January 1988, I presented a paper titled, "Large Underground Mines of the 1990s? before the SME. I will follow some of the themes developed in that paper as modified by our experience in the past two years. In order for a coal company to be profitable today, it has had to reduce unit costs experienced in the past. This is because the current average realization, even accounting for a recent strengthening, remains below that of a few years ago. Doing business as was done in the past is not good enough. The coal industry needs to increase productivity in the range of 5-10% annually merely to stay even with rising costs. Underground productivity has been increasing more rapidly than that for surface mining. With the exception of the Powder River basin of Montana and Wyoming, underground productivity has caught up with that for surface mining in many regions of America. There are a number of technological factors which have attributed to increases in underground productivity and which should be factors in the future.

Using the newly developed and permitted explosive Pentadyne-HP (Gulf Oil Corporation Ltd., Hyderabad), the Blasting Department of the Central Institute of Mining and Fuel Research, Dhanbad experimented at the GDK-5 Incline, RG-1 Area of the Singareni Collieries Company Ltd. (SCCL) to establish one modified angular cut blasting pattern as an alternative to conventional solid blasting in India to obtain longer pull, as well as to achieve at least 40 t of coal in a single blast round for the deployment of diesel load-haul-dump units at the face. This permitted explosive satisfied the statutory requirements of incendivity characteristics applicable to P5 explosives of the regulatory agency Directorate General of Mines Safety (DGMS) of India. The present paper summarizes the development of this new blasting pattern and its possible use in Indian coal mines.

"INTRODUCTION This report summarizes a research about mines which are transitioning from surface to underground mines. It is a guide to make strategic decision in these increasing amount of mines. Capital and operating costs are linked with major strategic decisions in the exploitation of an ore body. This is the reason to analyze costs related to this transitioning world trend. There are multiple reasons for transitioning from Open-Pit (OP) to Underground (UG) mining. The primary economic incentive for going UG is that the cost per unit of ore from OP mining eventually exceeds that from UG extraction. This is due to the excessive amount of waste that must be extracted when the depth of the pit increases. In addition, the reduced footprint of UG operations contributes to diminish the environmental impact on the surface. Furthermore, it becomes more difficult to find new, easily accessible ore deposits. Then, a cost model helps to guide strategic decisions in the transition from OP-to-UG mines. Objectives • Propose a methodology to guide strategic decisions in the transition from OP to UG mining. • Create an integrated cost model based on existing OP and UG individual cases. • Identify and characterize a group of mines transitioning from OP to UG. • Analyze operating and capital costs of a particular transitioning from OP to UG mine. MAIN CONCEPTS Open Pit Mining (OP) The main decisions in OP mines are: Cut-off grade, Stripping Ratio (SR), equipment size, stockpiling, pushback sequencing and processing capacity. The stripping ratio is measured as the tonnage of waste required to be removed to reach and extract one tonne of ore. The material extracted from an OP exploitation can be classified as waste and ore. This classification depends on the cut-off grade. The cut-off grade indicates the minimum amount of material with economic value in a block. The waste from the mine is going to the waste dump and the ore is going to stockpiles where will be store and then going to the processing plant (leaching or concentrator). The waste of this process is going to the tailing pond big pools. And the product is sell in the market. Another important issue is the mining capacity which is going to define the investment in mining equipment. Underground Mining (UG) The first decision to be made in order to open an underground mine is selecting the mining method. Caving methods are the more productive and have lower operating costs. There are three caving methods: Block Caving (BC), Panel Caving (BC) and Sublevel Caving (BC). The access development could be an horizontal adit or a straight or downspiral decline. A shaft could be used for inclined or vertical access. Other key issues are: equipment capacity, cut-off grade and production sequencing."

Time-domain reflectometry (TDR) laboratory experiments have been conducted using cylindrical salt cores from the Waste Isolation Pilot Project (WIPP). TDR has been used as an instrumentation technique to quantify the type and magnitude of rock mass deformation. Laboratory shear and tensile tests were conducted to calibrate measured deformation versus changes in reflected waveforms. Coaxial cables grouted within rock cores were crimped to produce localized reference defects. The evaluation of waveform characteristics produced during rock deformation experiments shows a good correlation of cable response to both shear and extension of the salt

Evidence for the floatability of sulphide minerals without collector is analyzed and it is shown that results obtained with ores, in contrast to those with single minerals or mineral mixtures, depend on many additional variables, some identified and others not. Because of the prevailing low levels and costs of collectors for most sulphide ores, it is unlikely that collectorless flotation will have commercial applications, so that continued research on the subject may be justifiable on theoretical but not on practical grounds.

Mechanical raise and tunnel boring are new techniques to most of the mining industry. Coal, salt and potash have been bored economically, but until recently boring machines were not designed specifically for rock boring in underground mining. The construction industry has led the field of rock boring since 1854 when the first tunnel boring machines built by James S. Robbins and Associates went to work at Oahe Dam, South Dakota. Since that time the company has built boring machines for tunneling through ground conditions varying from cohesionless soil to hard rock, and in diameters ranging from 7 feet to 36 feet 8 inches. It is natural that the construction industry got the jump on mining with the use of mechanical rock boring equipment. Mines have looked for the long range answer to problems of underground excavation and they have chosen proved and established techniques they expect to employ for the next ten or twenty years. The mine development was laid out to accommodate these techniques.

A longstanding problem in geostatistics is that kriging usually assigns significantly greater weights to end samples in strings of data than it does to central samples. These weights are theoretically valid, but suboptimal estimates may result when there are geological trends in the variable near contacts, that is, large weights may be applied to samples that are systematically lower or higher than average. A number of ad-hoc corrections exist, each with pros and cons; none are fully automatic with a well-defined measure of optimality. A new method for estimation in a finite domain is proposed. This method is referred to as finite domain kriging. The method is based on kriging with a successively larger number of data. The total number of relevant data (n) is established, and then n kriging matrices are solved. The first matrix has the closest single data value (n-1 weights are set to zero); the second has the two closest data (n-2 weights are set to zero) and so on. The final matrix has all n data. The kriging weights used for estimation are the average of the weights from the n successive kriging runs. Each kriging run is optimal, yet with different smoothing and a different treatment of data at the end of the strings. The result is a set of weights that does not give undue influence to data values at the end of strings. The methodology is developed with examples. Cross validation shows that finite domain kriging outperforms conventional kriging.

The leaching of heaps or sub-marginal waste ore dumps as it is practiced throughout the Southwest as well as other parts of the world, is the major method of secondary recovery of copper. In 1970, twenty percent of all domestic copper was produced by dump leaching operations (l). In recent years, this method has been successfully extended on a limited scale, for the recovery of uranium from low-grade ores (2). It is inevitable that this technique will be increasingly employed in metal production to satisfy the insatiable demand of our mineral based society. Although dump and heap leaching has been used effectively for some time (3) , its application has been more of an art than a science. Therefore, it is essential that we learn about the important factors and parameters affecting this versatile process so that we may make increasing use of this technique in the future. The dump or heap leaching process encompasses the preparation of ore for-subsequent inplace leaching, the flow of solutions and ionic species through porous rock masses, the leaching of minerals with inexpensive and, if possible, regenerable lixiviants under prevailing conditions of the inplace environment, and the recovery of metals from the pregnant liquors. It is evident that this comprehensive scope of dump or heap leaching falls under the realm of interdisciplinary science and engineering requiring the application of the principles of physics, mineral engineering, hydrology, computer modeling, operations research, economics, and allied disciplines. An Ore bed magnetic liner element is made of permanent ceramic magnets embedded in a rubber molding. (See figure 1) They are difficult and expensive to manufacture correctly. Therefore, the lining for a complete mill is expensive, as high as 400% more than conventional rubber liners. The magnets are not very resistant to impact as they are very brittle. Mills of 12 feet or more can use only I inch balls; mills under 12 feet can use balls of 1-1/2 inches. These liners are therefore used in regrind applications with small balls or in secondary pebble mills. Rubber liners for these applications last a long time, so if life was the only consideration, the pay back for these liners would be longer than the life of the mine. The Ore bed liner and its bed of ball chips or magnetic ore is relatively thin and the surface of this bed has a high coefficient of friction. The liners are made so that opposing poles are situated next to each other and that the mill shell and the bed of ore or ball chips completes the magnetic circuit. (See figure 2) The combinations of these properties results in a very efficient liner. Due to the low profile of this bed, there is no material that is lifted too high, so we have a very compact charge with very high attrition, good for fine grinding. These liners have shown a 10% ball consumption reduction and a 10% lower power draw for the same capacity. Due to the magnetic orientation, the bed is formed in a wave shape along the lines of magnetic force. Tests conducted at a copper mine in the southwest United States have confirmed these findings. The mills where the liners were tested are 10.5 feet by 16 feet Hardinge regrind mills operating as overflow ball mills.

A field investigation was undertaken to study some of the. chemical and hydrological aspects of leaching an impermeable copper sulfide waste dump. Samples, obtained by means of a Becker pneumatic drill from Kennecott's Chino "J" dump, near Silver City, New Mexico, were analyzed for their moisture and soluble-salt content, Fe +2 , Fe +3, Cu +2 , and H in their interstitial solutions and non-water - soluble Fe, Cu, and S in their rinsed residues. Conclusions were drawn from these data concerning the overall chemistry of impermeable-dump leaching and the hydrological characteristics of the dump.

Canada has played a significant role in the international uranium industry for some three decades. Although there have been many challenges in the past, the future offers a more extensive range of problems and prospects as Canada moves to expand its activities in all aspects of the nuclear fuel cycle. World uranium demand could grow to an annual requirement of 500,000 tons U308 by the year 2000. A substantial fraction of this material is likely to come from Canada because the country's reserves and resources are large, and because of a favourable geological potential for future discoveries. There has been a long history of association between the producing industry and the federal government, and it has provided the foundation for existing national uranium policies. Close industry-government association will be maintained and developed in future because of the anticipated rapid growth of the industry and the consequent need for continual refinement of government policies relating to exploration, mining, processing and export of uranium.

Trona ore at the Westvaco mine of FMC Corporation has been obtained by room- and-pillar methods since the mine began operation. The flat-lying, 10-foot bed of trona, Na2CO3 NaHCO3 2H2O, is covered by 1500 feet of weak shale and sandstone. Extraction of pillars on the retreat quite often throws large amounts of weight onto development workings. Weak shales in the roof and floor fail rapidly and the mine ribs slough to such an extent that mining often becomes very difficult. When this occurs efficiency goes down, costs go up, and the risk to men and machinery increases greatly. Difficult mining conditions in the early 60's forced a re-evaluation of all presently known mining techniques in bedded deposits. Many room-and-pillar mining plans' were compared with the system in use at that time, but none of them offered a better solution to the roof control problem. Longwall techniques were seriously considered, but machinery was not available that would cut the hard trona seam and still maintain the productivity obtained from room-and-pillar sections. Roof cones troy in the longwall methods appeared to be more satisfactory than that found in room-and--pillar techniques. It was therefore felt that a new technique using the longwall principle and based on rock mechanics should be tried rather than previously known pillaring methods.

Artesian pressures of unusual magnitude occur in the deeper aquifer units beneath a considerable part of southeastern North Carolina and extend into South Carolina. The high pressures were first observed in 1968 in wells near Wilmington that were drilled to "basement" rock and which were screened between depths of about 260 to 300 m (meters). The pressure was recognized by Peek and Heath1 as an anomalous geo-pressure and unrelated to recharge conditions in the region. Since 1973, much new information has been obtained on hydro-geologic conditions in the area and a preliminary report on the deep artesian pressures was published in 1975.2 Most of the basic information has been obtained from groundwater research stations constructed by the Groundwater Section of the North Carolina Department of Natural and Economic Resources as a part of Ground-water studies in the Coastal Plain Region. These stations consist of an exploratory well drilled to basement rock with wells completed in each principal aquifer unit to provide data on aquifer characterestics, water levels and water quality.

The Kennecott Copperton concentrator is currently the bottleneck for the Kennecott operation and several projects have been initiated to increase throughput. This increase in grinding circuit throughput has resulted in a coarser grind size which has impacted flotation circuit recovery. Metso Outotec 300m3 forced air tank flotation cells are currently utilized in the rougher flotation circuit at the Copperton concentrator. Higher overall recoveries have been observed on the newer Outotec tank cells compared to the original 85m3 self-aspirated flotation cells they replaced. However, coarse particle flotation response on these large, forced air cells did not show encouraging results when compared to smaller previously installed cells. This coarse recovery loss has been attributed to the longer froth transport duration and transport distance on large cells (100m3 and larger). Cell manufacturers addressed the risks of additional coarse particle losses in large cells by installing concentric circumferential launders and crowders (also called center launders). These are designed to reduce froth transport time and distance in the last cells in rougher stages where low residual floatable minerals causes a lack of froth mobility. The center launders also increase froth crowding, which also helps to increase froth transport velocity and increases copper and molybdenum recoveries. A trial set of the center launder retrofits were installed on the last three tank cells in one of the parallel rougher flotation rows at Copperton. The launder retrofits were installed at the end of October 2020 and monitored until March 2021. This six-month trial showed statistically significant improvements in copper and molybdenum flotation recoveries through the rougher circuit.

The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) established a Technical study panel (the Panel) to provide recommendations on the utilization of belt air and new technology that may be available for increasing the fire resistance properties of conveyor belt used in underground coal mines. The Panel Report recommended use of the belt evaluation laboratory test (BELT) as the method for testing and approval of flame resistant conveyor belts used in underground coal mines. The research conducted to establish the correlation of the BELT with large-scale belt fire flammability tests was done using 91 - 107 cm (36- to 42-in.) wide conveyor belt. Due to today’s coal haulage capacity, the mining industry is using 183 cm (72 in.) and wider conveyor belts. The U.S. National Institute for Occupational Safety and Health (NIOSH) conducted a study to determine if the BELT will also qualify wider belts as fire resistant for use in underground coal mines. This paper describes the results of recent experiments comparing results from using the BELT and the large-scale tests for six different belts.
