The currently known and used plastics and rubber recycling or sorting processes cannot be applied efficiently and economically due to large amounts and different numbers of plastics types as well as of fine bulky materials (<4mm). These wastes are mostly given to land-fill sites. Thermal adhesion seems to be a great means to efficiently separate plastics mixes. Tests carried out at a special lab-scale testing unit (TaA1) confirm the effectiveness and feasibility of the separating mechanism. The thermal properties of the individual types of plastics differ from each other to a sufficient degree so that special products or product mixes of high material purity can be obtained according to the respective requirements. For this reason, plastics mixes such as PE and PP can be sorted with very good results. The separation efficiency is influenced only by different contact surfaces. The contact period can be adjusted to a short period of time so that sorting large amounts of fine dispersed plastics seems feasible. Sorting processes in feed streams were shown to be technologically effective when applying appropriate technologies. For the time being, the technological application of a thermal adhesion drum separator (TaTr1) is suitable. First tests on such a pilot-scale unit provided good separation results.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. With increased levels of automation, capitalization, and empowerment of citizens, the traditional axis of labour versus capital or national government versus capital, upon which the allocation of benefits from a mining project was traditionally based, has shifted primarily to a capital versus community axis. In light of this paradigm shift, it is critical for the sustainability of mining that economic indicators be considered at the pre-feasibility, feasibility, and permitting stages of a project. Such indicators should emphasize the ?ripple effect? of the economic impact of a capital-intensive mining investment on a region due to outsourcing, as well as the diversified spin-off opportunities and the technological advances that can be exploited by local communities.

The Missouri-Oklahoma tripoli district was discovered and first mined in 1869 near Seneca, Missouri. Tripoli is a microcrystalline form of high-purity silica that is porous, light- weight, and friable and is derived from a parent siliceous sedimentary rock from which soluble minerals have been leached. Tripoli deposits, 2 to 20 feet thick, occur in cherty limestones of Mississippian age beneath 2 to 10 feet of overburden. They are mined in open pits up to 9 acres in size. The color of tripoli is white, but it also commonly is light pink or red where stained by red iron oxides and clays. Ground tripoli is used commercially as an abrasive or in buffing and polishing compounds and is prized for such physical characteristics as its abrasiveness, porosity, permeability, absorption, and specific gravity.

The concept of classification in wet, closed circuit ball milling is expanded beyond the performance of the classifying equipment to include all aspects of the fines removal system of the grinding circuit. Design and operating parameters that effect fines removal are identified and discussed, and a quantitative index for circuit classification effectiveness is presented.

The choice between EPB - and Slurry Shields is influenced by the following factors: grain size distribution, cohesiveness, occurence of boulders, occurence of gas, feasibility of soil separation and muck disposal, and settlement properties of the soil. The simple equation cohesive soils = EPB Shields and non cohesive soils = Slurry Shield is very often superimposed by other facts. For example, the occurence of a large amount of boulders in weak cohesive soils, where the application of roller discs is not recommendable, may lead to the use of a Slurry Shield with a rock crusher, thus accepting the disadvantage of a sophisticated separation plant; whereas the occurence of contaminated groundwater or gas may exclude the use of a Slurry Shield. In the following examples the choice of a Slurry Shield or EPBS will be explained and justified with regard of the above factors.

One of the most important considerations in the efficient operation of an under¬ground mine is the haulage system. Often the determining factor between profit or loss is the quick removal of ore and waste from the working places to secondary and main-line haulage areas, and so on to the outside. Important, too, is moving supplies from the surface to the working faces so that the loading process can continue with little interruption. Men must he transported in a rapid but safe manner. It has been through the efficient use and generally the combination of mine cars, track, belt conveyors and rubber-tired haulage equipment that underground operations have been able to compete with the more popular strip or surface mining. As near-surface ore bodies are exhausted, underground haulage will play an expanding part in economically furnishing the world&apos;s needs for all types of minerals. The choice of underground haulage equipment, wherever possible, should be one that will give the smallest overall cost of ore removal during the life of the mine while meeting necessary safety requirements. The reader is referred to Sec. 12 for equipment such as scrapers and load-dump-¬haul units that perform loading as well as haulage duties. 14.1-MINE CARS AND TRACK NILES E. GROSVENOR Main-Line and Secondary Haulage-Many mines today use a combination of belt and rail haulage. Even if a- belt system is used to carry the product from the face to the surface, track is used to transport workmen and supplies. A track system, when properly installed, will provide interruption-free and safe haulage. Schrecengost 2 lists the following as major advantages of track haulage: 1. Safety in transporting men in and out of the mine in personnel cars. 2. Easy and rapid transportation of supervisory personnel. 3. A temporary shutdown occasioned by a roof fall or power failure along the haulage system will not shut down the production areas. 4. Quick availability of repair parts and supplies. 5. Large pieces of coal or rock can be handled without damage to the haulage equipment. 6. In areas where quality fluctuates noticeably, different cars may be separated out for special preparation. 7. Rock or equipment may be loaded and moved out of the mine without interference with the production or preparation of the coal. 14.1.1-MINE CARS Mine cars with steel bodies are used in all types of present-day mining. Wooden cars usually are more bulky and less resistant to wear and damage, but are more easily repaired. Regardless of the type of mine car selected, it is most practical to standardize on one type or make to simplify repairs and limit the amount of spare parts necessary to stock. Rigid-body flat-bottomed cars are simpler and usually lower than others of equal capacity. Application of an SEM-based methodology suggests a reason for past contradictory results on the relationship between quartz and coal workers&apos; pneumoconiosis (CWP). Results indicate that coal seams with the same bulk analysis of quartz have different amounts of surface-available quartz. Our research shows that the amounts of pure and surface-available quartz in a respirable dust vary directly with the rank of a coal seam, except in the case where rock materials are mined. The estimated amount of surface- available quartz therefore provides a measure of the quartz-related fibrogenic potential of a respirable dust.

Sand bed filters are used to remove large and small particles from liquid streams. The large particles are removed by the straining action of the filter bed and the small particles are removed by particle deposition on the surface of the bed particles. Particle deposition, while being essential for the filtering action of colloidal particles, is not the only process that occurs in the filter bed. Other processes that occur are (1) the substrate becomes filled with particles limiting further deposition, and (2) some deposited particles are resuspended. The sum total of all these processes determine the performance of a filter bed.

Reconciliation of long-term block model reserves and mine production frequently shows significant discrepancies. This reconciliation can be done comparing the long-term block model reserves against a grade control model (generally, a model based on blast holes or production data). in this paper called an FI factor for tonnages, grade, and ounces; and also it should be done comparing the grade control model to the mill feed (or loaded to heaps) tonnages, grades and ounces (called an F2 factor). The long-term model usually contains blocks with dimensions larger than the size of the selective mining unit (SMU) of the operation. The smoothing effect of an estimator such as kriging will generally result in a grade-tonnage curve that does not match the grade-tonnage curve of the SMU&apos;s to be recovered. This problem is partly to blame for the reconciliation discrepancies found. In addition, in-pit perfect selection is impossible. and therefore the grade-tonnage predictions based on blast holes also need to be assessed, considering both unplanned dilution and the errors of estimation of the grade control model. This paper will focus on using conditional simulations to assess the uncertainty of the predicted grade-tonnage curve in terms of minable reserves, and in the framework of long-term mine planning. Quantifying the uncertainty in no uncertain terms is done in conjunction with a popular pit optimizer, which will yield not one, but several possible minable reserves, and therefore a range of possible minable tonnages and grades per pit shell or scheduled phase. This is a step further from the usual sensitivity analyses that are performed for deposit evaluation or development planning. Specifically, this approach takes into account the volume-variance relationship, the selectivity of the mining operation, planned and unplanned dilution. and carries the local uncertainty implicit in grade estimation into the mine design and mine planning phases. The motivation for the approach is discussed through an example, as well as a description of the procedures and steps involved.

A small underground mine in northern Idaho was used as an experimental facility for studying the role of water in the analysis of mine opening stability. Laboratory test data, borehole measurements and geological mapping assisted in constructing a coupled finite element model of the rock mass. The model was used to make quantitative estimates of: 1) rock stress, strain and displacement changes, and 2) water pressure and flow velocity changes that occurred during historical mining. Stope cuts and wet fills were included in the analysis. Stability of crown pillars between stopes was of particular interest. The relatively low effective stress and high rock mass strength showed that water pressure changes were of no great consequence in agreement with experience. The computational tools used in the analysis may be applied to other wet mines with appropriate changes to site-specific input data.

In this decade mining companies in western Canada have searched for reliable and inexpensive ways to improve mine productivity. Truck dispatching systems, equipment vital sign monitoring and sensing, vehicle guidance systems, have all been considered. In this paper the off -highway vehicle monitoring systems used or planned to be installed at surface coal mines in western Canada are described. The monitoring systems are divided according to their function and application; installation and testing procedures are described, as well as the economic benefits to the mining operation.

Work has shown that the use of high-pressure water jets enhances the performance of mechanical cutting in very hard rock. To assess the potential of this approach for use in conjunction with free rolling cutters, a series of tests has been conducted using both disc and button type cutters, to determine the relative effects, on cutter performance, of variations in relevant jet and cutting parameters. In these tests it was found that water jet assistance can result in reductions in the forces on a free rolling cutter typically of the order of 40%.

Geochemical exploration guidelines were developed from a study of 460 rock chip samples collected at nine disseminated gold deposits in Nevada. Obtaining high grade Au samples is difficult because gold content is extremely variable, even over 8 m (25 ft) distances. For reconnaissance sampling, pathfinder elements are reliable indicators with threshold values of 100 ppm As, 1 ppm Hg, and 50 ppm Sb. Arsenic is the most reliable of the three elements, being significantly enriched in all deposits. If the pathfinder threshold levels are reached with low Au content, more samples should be collected. Successful disseminated gold exploration requires large numbers of samples.

In recent years, there has been an increasing use of two-pass tunnel lining system consisting of segmental unbolted expandable precast concrete initial lining and cast-in¬place concrete final lining in the United States. Used so far in soft ground tunneling performed under free air, it often includes a waterproofing or gasproofing membrane placed between the initial and final linings. This paper describes the utilization of this two-pass system for an extension of the Baltimore Metro, constructed in part under compressed air. It offers a description of the extension project, known as Section C; addresses the tunnel lining selection process and the design of the lining elements; examines the effect of the adopted lining system and tunneling technique on the design of the project&apos;s major structural components; and describes design modification instructions in order to accommodate constantly changing field conditions.

The stability of a hemispherical cavity, intended to model a perforation opening in the vicinity of a borehole, is analyzed for the case of poroelastic-plastic material behavior. Two plasticity models of differing complexity are considered, with the emphasis in either model being the use of strain softening to calculate inelastic stiffness. Sample results illustrate the effect of steady fluid flow on the response, and possible collapse, of the near perforation region.

The response of feldspar flotation to tallow diamine dioleate collector in the presence of sulfuric acid is studied using batch flotation experiments. Application of this non-hydrofluoric acid (non-HF) reagent system in the flotation of mineralogically and chemically different feldspar ores is compared with that of the conventional hydrofluoric acid system. The dependence of flotation recovery and concentrate grade on feed particle size distribution, conditioning time, pulp density, and pH, combined variation of collector and acid addition rates, sodium hydroxide concentration in the collector solution, and initial pulp pH prior to conditioning is studied. The results have been discussed in relation to applicability of the non-HF system to plant trials, and the nature of the collector adsorption in the selective flotation of feldspar.

Many coal mining companies have potential surface mine reserves that either are known or suspected to have had prior drift mining activity on them. In many cases, there is no documentation on these mines or, at best, very fragmented records. These undocumented abandoned underground mines are creating engineering, financial, and environmental difficulties and concerns for both surface coal mine operators and regulatory personnel. This paper examines the use of resistivity techniques in detecting entries of abandoned drift coal mines. The detection of such a drift mine entry would confirm the presence and orientation of an abandoned underground coal mine.

The Bureau of Mines, U.S. Department of the Interior, has developed a computer image processing algorithm to determine the size distribution of moving taconite (iron ore) pellets. This algorithm interprets line-scan images to measure pellet diameters. Pellet edge detection with a peak light intensity constraint is the basis of this technique. Preliminary error analysis indicates a normally distributed experimental error with a standard deviation of 0.09 and 0.15 for pellet diameters of 0.4 and 0.9 cm, respectively. System accuracy was independent of moving pellet speed below 50 cm/sec. Computer image-based size distributions were found to be in close agreement with standard sieve analysis.
