Substantial progress has been made over the last ten years in the development of uniform national and international standards covering the definition, estimation and public reporting of mineral resources and mineral reserves. Agreement between the major participating countries has been reached, which include the requirement that a Competent Person prepares and approves publication of mineral resources and reserves. Most national regulatory organizations have accepted the new standards and have included them in the rules that must be followed by mining companies operating under their jurisdiction. These developments are the result of a concerted effort on the part of professional societies, national regulatory agencies, international organizations, and many dedicated individuals. The historical development of these standards is summarized in this paper. Accepted definitions of mineral resources and mineral reserves are discussed, as well as the definition and role of the Competent Person. Additional effort is needed before the international standards are fully understood, accepted and followed by mining companies, regulatory agencies, the investment community and the general public. Steps being taken toward development of a Mineral Reserves International Reporting Code Template (International Template) that will be available for all countries to use in deriving their specific country reporting codes, are outlined

The various ion exchange reactions occurring during the restoration of formations contaminated with ammonia during in situ uranium leaching are reviewed. Data are presented on the restoration of a previously leached laboratory packed column using line saturated brine. Although this restoration fluid selectively and effectively removed the ammonia, 24.5 pore volumes are required to reduce the ammonia concentration from 500 to 3 ppm. The presence of NaCl in the restoration fluid is beneficial in + improving the selectivity of the system for NH removal and reducing ca++ ion consumption.

The southwestern United States has an abundance of natural lightweight aggregate (NLA) deposits of volcanic origin that are being used in the construction industry within the region. New Mexico, Arizona, Nevada and California utilize NLA in portland cement concrete and concrete masonry units for weight reduction and related economic reasons. The geological environment of the western United States is amenable to the occurrence of natural lightweight rocks because it contains Tertiary and Quaternary volcanic products that include low-density glass and vesicular material. There are two major classical types of natural lightweight materials of igneous origin; pumice and cinder. These account for the vast majority of volcanic rocks that are presently utilized as NLA. Pumice is an ejecta product generally found as part of tuffaceous units associated with nearby siliceous volcanic centers. Cinder, also an ejecta product, is associated with mafic volcanics and is most often found as a cinder cone. Both are highly vesicular. A third type of natural lightweight material, though also associated with siliceous volcanics, is less vesicular than pumice. It is best described as being a slightly pumiceous rhyolite or rhyolite-tuff breccia that occurs as a siliceous dome or tuft unit that is most likely to be glassy. Uses of these natural lightweight rocks center on the construction industry where they are utilized in lightweight portland cement concrete and lightweight concrete masonry units. The major reason for usage in portland cement concrete is cost saving effected by weight reduction in high-rise construction. The major usage in concrete masonry units, or "block", is for weight reduction that enables a mason to lay more lock.

One of the prime examples of the versatility of the MARCONAFLO system, which is a body of technology comprising the means to handle, store, load, transport, discharge and reclaim mineral commodities in slurry form, is the direct application of this process to leaching ores. The initial approach was to provide a much improved materials handling system for the transport of copper ores; however, an extensive development program, inclusive of prototype and pilot plant tests, has established that a new leaching concept is possible with this system. Data are presented from the leaching operation of a 25 TPD pilot plant utilizing a copper-oxide ore, mainly chrysocolla. This pilot plant was designed to incorporate true countercurrent flow where the ore is actually in motion, as contrary to vat leaching operations, and the ore being successfully leached is fine crushed ore (3/8-inch x o), contrary to agitation leach circuits. Extractions in excess of 85% of the soluble values are common with only 15 hours of retention time in the MARCONAFLO leaching system.

Coal mined-out areas have a significant impact on mining safety and affect the pressure distributions of neighboring coal faces. The PFC3D software is used to study the goaf mechanical characteristics, and the core loading test verifies the rationality of the numerical simulation method. The results from the numerical modeling showed that the void ratio, particle size ratio, and particle size distribution of the rock particle sample (RPS) had a significantly remarkable influence on the compression deformation characteristics of the rock block. The parallel-bond tensile strength and parallel-bond cohesion had a notable impact on the compression deformation traits of the rock block only when the axial stress level was lower than 12 MPa. By contrast, when the axial stress exceeded 5 MPa, the effective modulus significantly influenced the compression deformation features. However, the stiffness ratio, loading rate, and parallel-bond friction angle had almost no effect on the compression deformation characteristics. Furthermore, when the stress level was less than 10 MPa, the stress–strain curves from the rock core samples’ numerical simulation and loading tests were approximately linear. In addition, the Pearson correlation coefficients of the stress–strain curves suggest that the goaf zone’s core numerical simulation results had a robust correlation with the loading test results. The findings of this study can serve as a reference for the field application of PFC3D software and safety assessments in goaves.

City of Manchester, NH, is implementing a 20-year plan to control and significantly reduce overflow of its sewer system. The long-term control plan had called for large scale box culvert installation through downtown Manchester. The City and the project team evaluated, and eventually selected, tunneling as an alternative to mitigate construction related impacts for open trench approach. This paper provides an overview of the alternative evaluation process; discusses the development of the preliminary design for the 12,000 feet long, 12-ft internal diameter tunnel, including plan and profile selection, subsurface conditions, drop shafts and the anticipated packaging of the separation areas.

In Kuznetsk coal basin in Russia ( west Siberia) the development of a big coal deposit Erunakovsky is now being underway. The major part of coal will be mined with open cast method, resulting the number of local environmental adverse impacts' occurrence. In such a situation mastering of sustainable development model is given the top priority, demonstrating the essential result of its application in a form of possibility to define the best correlation between economically expedient and environmentally tolerable loads during coal mining. The given paper is an attempt to work out the main principals to approach the creation of sustainable development model in regard of the definite region case. These companies are Kaiser, Reynolds, Alcoa, and Alcan, and the Agreements came into effect on February 1, 1980. One of the results of these new Agreements is the Acquisition of all company-owned bauxite lands by the Government and the rationalization of bauxite reserves.

The safe and efficient driving of the roadway along the gob is becoming an increasing challenge due to the influence of the integrity and bearing capacity of the side coal and rock mass in the gob under the roof cutting mining mode. The mechanism of protection of the gob-side roadway is shown by modeling the influence of roof cutting and the application of a destress technique on the lateral coal and rock mass zones. The distribution characteristics of stress, displacement, and fracture in the overburden are analyzed by numerical simulation method under the three working conditions. The results indicate (1) construction of row holes and blasting can form artificial structure’s fracture plane above the roadway, which can effectively cut the connection of overburden. The artificial structure’s fracture plane decreases the peak value of the lateral coal body’s support pressure. The peak point and the critical location of the stress reduction area are both transferred to the deep part at the same time, providing adequate space for the gob-side roadway. (2) The stress arch foot in the lateral rock mass rises to the rock layer at the bottom of the roof cutting plane after top cutting, as does the high-pressure area of deviator stress. The fracture plane prevents lateral coal and rock mass instability and limits the negative effects of roof deformation above the gob-side roadway. (3) The triangle slip fracture zone moves to over the roof cutting drilling zone due to the fracture plane, showing a high position compared to its original zone.

Tunnel excavation while mining is not often performed in North America primarily due to access constraints in both operations. Referencing European approaches for long distance tunneling, the Devil?s Slide Tunnel project has applied innovation and technology to provide the ability to overcome this unique challenge. The Devil?s Slide Tunnel requires the construction of twin bore tunnels excavated based on sequential excavation method (SEM) construction methods using New Austrian Tunneling Methods (NATM) principles. The twin tunnels are approximately 9 m (30 ft) in diameter and 1,250 m (4,100 linear ft) in length. The purpose of this project is to reroute Route 1 from around the Devil?s Slide through the San Pedro Mountains crossing from Montara, CA along the south and into Pacifica, CA in the north. The Caltrans project was awarded in December 2006 for a total of $272,366,000. The job is an A+B job, thus the estimate scheme of final lining while tunnel excavation is important to save time. A+B is a method of rewarding a contractor for completing a project as quickly as possible. By providing a cost each working day, the contract combines the cost to perform the work (A) with the cost of impact to the public (B) to provide the lowest cost to the public. Concurrent mining while lining is achieved through a series of gantries and a set of tunnel forms allowing the pass-through of the excavation equipment. The tunnel lining operation passes through several phases of work that are dependent upon the progress of the tunnel excavation process. This involves unique milestones, such as the evolution of the ventilation system, development of an enlarged cross passage to allow equipment to access each tunnel from within the tunnel and, finally, the installation of an invert prior to arch lining that limits the continuity of the final lining operation.

This paper discusses the replacement of AEROFLOAT ® 1 25 promoter by AERO ® 5688 promoter at Sonora Mining Corp.'s California Mother Lode concentrator. Flotation concentrate is trucked 120 miles to a leach plant in Nevada, so the reduced mass resulting from higher gold grades and reduced talceous gangue and barren pyrite resulting from this change in promoters has brought about a major decrease in shipping costs. Preliminary laboratory testing indicated that free milling gold and controlled amounts of pyrite could be floated using Aero 5688 promoter with reduced dosages of Aero 350 xanthate.2 Extensive plant trials confirmed that the new reagent suite could indeed maintain gold recoveries while reducing total mass. Improved froth characteristics also improved operating flexibility in treating various ore types, and overall reagent costs have been reduced.

Cortez Gold Mines, the United States' third largest primary producer of gold, commenced continuous operations on January 10, 1969. The decision to proceed to production was made in March of 1968 and construction of the mill and stripping operations for the pit began in April and July, respectively. Anomalous conditions on the slope of Mt. Tenabo along the Roberts Mountain thrust fault zone were discovered by the U.S.G.S. while conducting geochemical surveys in the old Cortez silver district. Following the discovery of gold an intensive program of drilling was organized. Drilling outlined an orebody with 3.5 million tons of ore averaging 0.28 ounces of gold per ton. It was on the basis of this reserve that a 1700 t. p.d. cyanide plant was designed. Needless to say, with such a limited ore reserve, economies in design and construction would have to be observed. Cortez Gold Mines is a joint venture with American Exploration & Mining Co., The Bunker Hill Company, Vernon F. Taylor, Jr., and Webb Resources, Inc. , as partners. Our industry is in trouble. Real trouble. It has never been an easy, secure business. But to-day it is engulfed in revolutionary currents. No longer can there be reliance upon the checks and balances of market forces. Supply and demand largely dictated the economics of business enterprise in simpler days. To-day politics, in particular nationalism become increasingly dominant. And as governments expand and put out tentacles of interference in the direction of the mining industry, far too little understanding is evidenced as to how that industry works. Then there is something which is relatively new -stagflation. As the prices of minerals falls, the capital investment required for new extractive facilities soars at rates which far outdistance those which are cited by governments to indicate the magnitude of inflation. To illustrate; 1) In 1971 it was calculated that $355 million would be required to bring the Cuajone property in Peru into production. Five years later that stage was reached at a cost of $680 million. 2) With the Caridad mine in Mexico, estimated capital investment doubled between 1971 and 1976. 3) The requirements calculated for Cerro Colorado in Panama have risen in two years from $560 to $800. 4) The budget of $240 million for Sar Chesmeh in Iran in 1971 had become $500 million by 1976.

Andalusite is a member of the sillimanite group of minerals consisting of andalusite, kyanite, and sillimanite. These minerals are the structural polymorphs of Al,Si05 (the anhydrous silicate of aluminium) and although chemically similar, they differ in physical properties due to their different crystal structures. For further information on the sillimanite group, see the chapter on Kyanite and Related Minerals that follows. The minerals are generally the products of the metamorphism of alumina-rich sediments and are found in schists, gneisses, or hornfelses, which have undergone either regional or thermal metamorphism from their original form. Sedimentary deposits may also form since the minerals are chemically and physically resistant to breakdown. When heated to a sufficiently high temperature the sillimanite group minerals convert to mullite with a resultant volume expansion and the liberation of silica. Due to the stability of the mullite formed, its high hot strength and resistance to chemical and physical erosion, they are widely used in the manufacture of refractories and special ceramics (Table 1). The reaction can be represented as follows: [ ] The worldwide use of these minerals depends to a large degree on their availability (Fig. 1). Andalusite, with its lower conversion temperature and the lowest volume expansion on being heated is the natural choice as a raw material to produce energy-saving refractories without prior calcination. The Republic of South Africa holds by far the largest minable andalusite deposits of the world, estimated at some 70 Mt of known in situ reserves. The only other large commercial production of andalusite comes from France, with known reserves of about 5 Mt. Potential new deposits are known from China, Ireland, Australia, and South America. World consumption of andalusite in special performance refractories has risen from less than 10 ktpy in 1960 to nearly 300 ktpy in 1990, which is due to cost effectiveness in many industrial applications compared to other conventional refractory products. Andalusite-based refractories have traditionally been used in Europe, South Africa, and the Far East; usage in America was limited in the past due to relatively high delivery costs and availability of other local refractory minerals. However, there is a significant trend towards greater use of andalusite in North America, thus opening new markets and replacing other traditional refractory raw materials. GEOLOGY Andalusite occurs in metamorphosed rocks of clay-like com- position, as in the andalusite-hornfelses in thermal aureoles (contact metamorphism), formed under conditions of high temperatures and low stress, and in regional metamorphic rocks, such as the andalusite-schists. These schists are mostly unconnected with definite igneous intrusions but were presumably also formed at high temperatures and under low stress. Andalusite can also appear in alluvial deposits associated with the primary deposits. At depths of 10 to 20 km, temperatures of up to 450°C might be expected. Another result of increasing depth is an increase of pressure due to the load of the rock cover. The load stresses involved in metamorphism is generally believed to lie in the range 0 to 10 000 bars. During contact metamorphism the increase in temperature is brought about by the injection of magma. The temperature reached in the country rock at some distance from the igneous body will always be less than the initial temperature of the intrusion, which is presumably less than 1 200°C, and will vary with time and distance from the contact. A simple metamorphic reaction involving dehydration of an aluminous sediment can be: [ ] At higher temperatures sillimanite would form at the expense of andalusite, while kyanite would be the mineral formed at higher pressures, as can be seen in the phase diagram of A12Si05 (Fig. 2).

INTRODUCTION The economic structures of industrialized countries require a continuous supply of reasonably priced and appropriately processed nonfuel minerals. As a result, national policy makers are sensitive to real or perceived threats to the effective operation of these commodity markets. Their most persistent concerns can be subsumed into the related political economy issues of supply availability and marketplace stability. These concerns are not new. For over a century the "global struggle" for mineral resources has influenced national policies and international relations (Eckes, 1979). During the past two decades the complexity of these issues, if not their place on national political agendas, has increased. Dramatic changes in the structure of mineral industries and in the nature of international economic relations have redefined policy needs and response options. This paper focuses on how selected OECD countries have responded to nonfuel mineral industry issues over the past twenty-five years. Particular emphasis is placed on the impact these policy decisions have had on the size and location of productive capacity and its utilization rates. The results, perhaps, are not surprising for this group of market- oriented economics. While individual cases of significant impact are easy to identify at various times in most countries, the overall importance of policy decisions has not been great. This is especially true for the past decade when excess capacity reached unusual highs of magnitude and duration. Macroeconomic forces and market structure changes played much more important roles. PERSPECTIVES ON THE ISSUES OECD nations dominate the international nonfuel minerals marketplace as producers, consumers and traders. In 1986, these twenty-four countries accounted for 75 percent of the Western world's export trade value in minerals, ores and metals. They imported 88 percent of the total value. During 1966, the respective percentages were 70 and 94. Japan was the world's largest importer in 1986 followed by the US, FRG, UK and France. The same five countries led the 1966 list except that, then, Japan was ranked fourth. Table 1 ranks the fifteen largest Western exporting nations in the two specified years. It also indicates the growth in current export dollars earned in 1986 compared to 1966.

In order to further elucidate the mechanisms involved in autogenous grinding, the fracture of rock specimens in free-fall impact was studied using the theory of elasticity. Stress distributions in rock specimens under various conditions of impact were analyzed and the conditions for failure were examined in relation to the compressive and tensile strength of rock. The energy equation derived for autogenous grinding coincides basically with Lewis' generalized formula or Oka and Majima's formula, and it is sufficiently general to incorporate all of the three older theories, viz; those of Rittinger, Bond and Kick.

It is said that there is nothing new under the sun and this is certainly true about refractory gold Ores. Ores which have been refractory to treatment have been the bane of the Metallurgist's life ever since gold has been recognized as a metal valued for its indestructability, malleability and beauty. Webster's Dictionary defines "Refractory" as; "Resisting control or authority, stubborn, resistant to treatment or cure, unresponsive to stimuli, difficult to corrode or draw out," And gives as a synonym the word "unruly." I don't think any metallurgist would disagree with these definitions as they quite accurately describe refractory gold ores as we know them and I wouldn't be a bit surprised if many of you in this room today had applied far stonger language to your own refractory ores in the course of your metallurgical test programs. Pliny the elder put it very well when he wrote in 79 A.D., Gold is the first of man's follies, Silver the second." Perhaps Pliny was speaking of "unassayable gold" or "incipient gold." These are truly refrac tory ores which probably existed before Pliny's time and although many people have claimed to have solved their metallurgy the untold wealth that lies within them has never been bankable. On the other hand, Virgil is his Aenead, could very well have been speaking of refractory ores when he wrote; "Quid non mortalia pectora cogis, auri sacra fames!" which translates as, Accursed thirst for gold! What doest thou not compel mortals to do. Certainly, gold was extremely rare at that time because it had to be recovered by much labor from the then refractory ores and their refractoriness caused the early metallurgists (or alchemists if you will) to seek an easier way to produce it; thus the long and fruitless search for the "philosopher 's stone" which would aid in turn-

For sulfide minerals, the presence of dissolved oxygen in the water phase is an influencing factor for separation by flotation. Klassen and Mokrousov(I:217l distinguish three stages of oxygen adsorption; namely, reversible adsorption, activated adsorption and, finally, surface oxidation. While contraversial, limited adsorption of oxygen is believed to improve the interfacial reactivity between collector and mineral. Intensive surface oxidation of sulfide minerals usually results in unsatisfactory flotation with collectors of the xanthate type. The influence of dissolved oxygen in the water phase has received consideration for sphalerite, galena, chalcopyrite, arsenopyrite, chalcocite, and covellite(2,3,4,5,6). However, the nature of surface oxidation products of sulfide minerals has received very limited investigation(6,7). Lightly oxidized galena promotes the adsorptive reaction of surfactant (xanthate or dixanthogen). Tolun and Kitchener(8) state that limited interaction occurs between galena and xanthate under relatively reducing conditions. And, that exposure to oxygen raises the electrochemical potential of the galena to that required for reaction with xanthate or dixanthogen. In the latter condition, the galena has an "effective flotation surface". On the other hand, intensive oxidation of galena reduces the chemical reaction with xanthate collectors (9) . Complete flotation with xanthate-type surfactants with increasing oxygen content in the water phase has been determined to have the following sulfide mineral sequence(3): galena, pyrite, sphalerite, chalcopyrite, pyrrhotite and arseno-pyrite. The work of Cusack(4) suggests that some threshold amount of oxygen is necessary for flotation to occur, but heavy oxidation hinders flotation with xanthates. According to Tolun and Kitchener(8) catalytic oxidation of xanthate to dixanthogen occurs. Ten small and intermediate-sized [11 GJ/hr to 264 GJ/hr (10,000 lb/hr steam to 250,000 lb/hr steam)] coal-fired boilers in the upper Midwest have each been tested on both a bituminous eastern coal and a subbituminous western coal. The purpose of this study was to determine the feasibility of substituting western subbituminous coal for eastern bituminous coal as a means of reducing the SO x emissions from this class of boiler and to demonstrate the feasibility of greatly expanded western coal utilization as a means of reducing the use of oil and gas. The scope of this study was such that the representative boiler types were tested on both eastern and western coal for a period of time sufficient to completely characterize their individual emission and operational characteristics.
