"One of the major issues that the Rare Earth Elements Mining Industry has to deal with is the legislation vacuum that exists in many countries around the world. Among these, are countries which have long history and tradition in mining. In many cases the lack of direct legislation for REE mine management as well as for other potentially polluting industries can be a barrier to sustainable development. Moreover, the case of lax legislation in China has led to environmental pollution problems and extended smuggling of rare earth elements. This paper looks into the current regulatory status on the mining of REEs, identifies the loopholes and suggests some elements for a new global legislation framework for sustainable development in the REE mining industry. The setting of this regulatory framework will be in line with the present and future challenges of the rare earths market as well as with the policy strategies that are defined internationally. The aim of such a legislative framework will be to strengthen the global rare earth elements supply chain, appease social concerns and ensure the preservation and conservation of the environment. INTRODUCTION The general public received their first introduction to rare earth elements (REEs) in 2010, when the previously inconspicuous commodities became the subjects of front-page headlines. It was when China created a furore in global high-tech markets after imposing an embargo on Japan following a minor marine dispute (Barakos et al. 2015b). Soon enough the Chinese embargo was extended on REE export restrictions all over the world and thus aroused concerns to many countries over potential supply disruptions. The world had suddenly realized that these wonder materials underpin products that they care about. Governmental and industry executives, policymakers and material scientists voiced concerns and conducted numerous reports stating the situation and the risks of a supply crisis. The price spike of 2011 intensified the crisis and the public turmoil, yet the drama did not last for long as the prices declined significantly in 2012. Nevertheless, the world was nonplussed by the fact that China has the total control of the market with more or less the 90% of the global production. More potential entrants became interested, thus initiating an exploration boom during the recent years that has resulted in a significant increase in known global REE reserves that could have potentials for exploitation."

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world’s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards decarbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain, or Germany are only forerunners of this development—their centuries of coal production have been finished. The concept of sustainable development (SD) is fundamentally based on a model of progress where ecological, economic, and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as how can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry’s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia, and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later.

In a shearer longwall mining operation, the longwall bits are responsible for breaking into and chip-ping the broken coal blocks away from the coal face. However, underground observations have found that a large number of longwall bits are always working under various degrees of wear. Reduction of the bit wear could be realized by using better designed longwall bits and properly selected shearer operating parameters. A computer program has been developed to simulate the performance of the longwall bits. The shape of the bit head, the installation of the bits on the drum and the operation parameters are the information required by the program. Through the simulations, the main factors affecting the bit wearing process are identified. Suggestions are also made for improving the design of the longwall bits.

The dressing of Bolivian tin ores has been done up to the present by classical. gravity methods, taking advantage of the high specific gravity of cassiterite compared with that of the accompanying gangue. For this purpose, jigs and shaking tables are used in the treatment of the various size fractions in which the ore is classified. Bolivian ores are mainly of the vein type and, to obtain a reasonable separation, crushing and several stages of grinding are necessary during the process to substantially liberate the cassiterite from the gangue. Gravity processes for cassiterite are effective for sizes down to 200 mesh. Below this size the efficiency of the gravity methods falls off very rapidly with increasing fineness of the mineral grains. The conventional treatment for this material is desliming followed by tabling on shaking tables various other types of machines have been designed for the gravity treatment of these fine particles but they have had limited success. Bolivian ores contain an appreciable amount of minus 200 mesh material constituted by "primary fines" caning from the mine itself, and "secondary fines" originated during the crushing and grinding necessary for liberation of the difficulty in the treatment of these fine particles is one of the causes why the recovery of tin in concentrates is only of around 50% in the mines owned by Corporacidn Minera de Bolivia, the State owned enterprise. Recently. researchers at The University of Alabama have developed a two-step method for the treatment of phosphorus sludge that includes bulk removal of phosphorus by physical separation techniques followed by remediation of the residual P4 in the sludge using a novel wet air oxidation technique known as "HSAD", Tests made on samples of the electric furnace phosphorus sludge have demonstrated that essentially complete and fast removal of the P4 in the sludge can be achieved by the HSAD wet oxidation treatment, Further studies were made to determine the applicability of the two-step process on sludges of various origins. P4 contents different pre-treatment and storage conditions, The present work discusses the mechanisms and factors controlling the HSAD wet air oxidation remediation approach.

Tunnel approach structures situated in slow moving earth flows are subjected to significant earth pressures. The authors have developed a system, utilizing collapsible concrete columns, that limits such loading. The system uses an array of collapsible concrete columns in front of the structure to absorb downslope movement and limit-imposed loads. This concept has been modelled using 3D FEM analyses and a rudimental lab test. For implementation, the collapsible columns would be prefabricated in strengths to mimic the soil strength profile. This concept has merit, and analytical results demonstrate that collapsible columns are a viable means to limit loading.

The Second Narrows Water Supply Tunnel will ensure system reliability in the event of a major earthquake and increase the Greater Vancouver Water District’s capacity to meet a growing population’s longterm needs. It includes a bored tunnel between two deep shafts located in North Vancouver and Burnaby, BC, Canada. The support of excavation for the 16-meter-diameter (52.5 ft) TBM launch shaft consists of 83-meter-deep (272 ft) unreinforced concrete slurry walls. This paper discusses challenges encountered during construction of the launch shaft slurry walls, namely excavation methods and slurry loss, and mitigative solutions implemented to successfully complete the shaft with minimal impact to project schedule.

Hypersonic tunnel boring (HTB) uses directed, high velocity projectile impacts to remove rock. HTB is highly independent of rock strength and targets hard, abrasive rock and variable rock environments. This paper discusses history, theory and presents test (2×2 m and .75×.5 m tunnels) field trial results and technical and economic evaluation. The HTB tests are compared against the historic ‘project REAM’ and the concept against tunnel boring machines and drill & blast in design studies for full-scale 12 m and 4.5×5.5 m tunnels. The positive results indicate that under these conditions HTB can replace Drill & Blast and Tunnel Boring Machines.

The South African deep-level mining industry is characterised by high operating costs and narrowing profit margins. Compressed air is commonly the largest consumer of energy in these mines, and any inefficiencies reduce profitability. Various methods aiming to optimise the compressed air networks have been implemented without an ideal economic dispatch strategy due to the lack of compressed air storage. In this study, a genetic algorithm was developed to evaluate the financial benefit of converting underground haulage to act as an air receiver (compressed air storage). By converting inactive haulage of 1.17 km in length into a volumetric air receiver, an annual monetary benefit of R2.5 million ($163 200) can be achieved, with a payback period of fewer than eight months. However, implementing the ideal size air receiver would result in an annual monetary benefit of R7.67 million ($500 700).

The hydrometallurgical residue generated during the hydrometallurgical processing of waste automotive catalysts is valuable as a secondary resource. In this study, a process of platinum recovery from the hydrometallurgical residue by high-temperature smelting process was proposed. Results of lab- and pilot-scale experiments show a high recovery of more than 98% of platinum and glass slag was successfully obtained by controlling the Fe3O4 addition, C/Fe3O4 mass ratio, CaO/SiO2 mass ratio, smelting temperature, and holding time at 15 wt%, 0.4, 0.6, 1500 °C, and 120 or 60 min, respectively. Results from the pilot-scale show that the platinum contents in the glass slag and alloys were less than 4 g/t and more than 0.6 wt%, respectively. Therefore, the process proposed in this study is a prospective and effective approach for reutilization of hydrometallurgical residue containing platinum.

Green algae have been found to be much more resistant to heavy metals than blue-green algae. Several mechanisms for resistance to toxicity have been recognized in laboratory strains of Cyanidium, Chlorella and Chlamycomonas. Cyanidium and Chlorella both grow at low pH in acid mine water. Cyanidium removes metal ions from solution by precipitation as metal sulfides whereas Chlorella complexes metal ions to the cell surface i.e. cell wall) and therefore functions as an efficient ion exchange vehicle. We have shown that Ca2+, Mg2+, K+ and Na+ are of critical importance in both the resistance and bioaccumulation of toxic heavy metals.

Beam theory is a proxy for the behavior of intact, deforming roof strata above underground openings. Strong, stiff, intact strata have the ability to store significant strain energy when underground openings have large spans, as is typical of longwall operations. When strata fail, they may release some or all of this strain energy. Released energy is partitioned between fracture, thermal, and seismic energy. The tensile failure surface in simply supported beams is predicted to be free of shear stress. This prediction and the kinematic inability of crack slip during fracture make significant dissipation of energy by friction unlikely. In this study, the failure energy partitioning of Nugget Sandstone specimens is examined. Tensile fractures in specimens were induced using three-point loading tests. Elastic waves emanating from fracture events were recorded using an array of accelerometers. Accelerometers were placed within two crack lengths of the fracture surface, and the acceleration records are similar to strong motion seismic records. Spectral analysis was performed and used to develop synthetic, well-behaved, acceleration signals. Synthetic velocity signals were used to estimate radiated seismic energy generated by fracture. These estimates of radiated seismic energy demonstrate a potential means to constrain the minimum seismic partition. Fracture testing was performed on additional samples to estimate the fracture toughness of the sandstone. Synthesis of this data demonstrate a potential means to constrain a maximum seismic partition. Bounding the seismic partition for this type of fracture event could aid the detection and evaluation of seismicity emanating from longwall operations. Having better information about the location and magnitude of mining-induced seismicity within longwall overburdens could lead to better understanding of extraction sequencing and rock behavior in general. These energy estimates also support the hypothesis that dissipation of thermal energy by friction is small in bending tensile failure.

To sustain the circular economy, defence applications, and other renewable technologies, recycling rare earth elements (REEs) and other critical elements from their secondary resources is important. This cause has resulted in rigorous research and development for viable extraction and separation of REEs. Previously, Sm-Co recycling has been done with technologies, which fall under the categories of pyrometallurgy, physical separation, and hydrometallurgy. All these methods have limitations associated with energy, cost, and environment. Reportedly, the chemical leaching technology has successfully recovered and separated Sm-Co. Still, it has limitations associated with slow mass transfer and leaching kinetics, and there is a need to intensify the process to make it time efficient. This approach has also adversely impacted the environment by an extensive use of toxic, corrosive, non-selective, and expensive reagents. In this research study, chemical leaching of Sm-Co was performed using this new class of solvents, Deep Eutectic Solvents (DESs), which fall under the category of ion metallurgy. Four different DESs were used, proven to be green, non-toxic, biodegradable, cheap, and selective for cobalt over samarium by 82% leaching conversion. To improve the slow mass transfer and leaching time, this new technology of resonant vibratory mixing (RVM) was also tested. RVM intensifies mixing by establishing near instantaneous, low energy mixing conditions through resonance. It has been shown to improve the adsorption kinetics and was tested for the leaching kinetics. Four combinations of DESs were prepared, which are made up of two quaternary salts: Choline Chloride and Tetra Butyl Ammonium Chloride, and three organic compounds: Oxalic Acid, Urea, and Ethylene Glycol. These combinations were used for chemical leaching of Sm-Co with leaching factors of time, temperature, and type of DESs. After leaching, the samples were tested with and without resonant vibratory mixing with conditions of time, intensity (%), and type of DESs. Samples were analysed with Induced Coupled Plasma - Optical Spectroscopy (ICP - OES). Future work will involve a life-cycle assessment to assess the RVM technology with other conventional mixers, and an extensive study of DES properties to improve selective leaching.

Although it is apparent that porphyry copper deposits may have formed in the Andean orogen from Permian time onward, commercial deposits thus far developed appear to have Cenozoic ages only. Following Chilean useage, the porphyry deposits are divided into either: (a) a stockwork, or (b) a tourmaline breccia model. Stockwork type deposits tend to occur on major strike-slip structures which may be either transcurrent or transverse faults related to plate movements, while the tourmaline breccia type may more frequently form independently of regional faults. Stockwork types may be conjugate fractures that intersect and ramify as a network of veins and veinlets, cutting altered rock, and genetically related to a major regional fault, or in other cases they may reflect the intersection of two large fault structures. Circular fracture patterns may more rarely occur in stockwork deposits in response to a specific intrusive. Tourmaline breccia types are characterized by circular and radial fractures genetically connected in some way with tourmaline breccia pipe development or an intrusive piercement that preceded it. Each structural model contains mineralized intrusive8 which have a close time-space relationship to ore and in each model, mineral paragenesis is similar, regardless of age or location in the plate. Also, each model contains the same type of alterntion halos (phyllic, argillic, prophllitic) as are developed in intru- sive centers in porphyry copper deposits found in North America. The potassic zone is exposed best in the older deposits. Examples of each type of deposit are illustrated, demonstrating the feature evolved.

"Pareto analysis was used to investigate the failures database of a Hitachi EX1900 hydraulic shovel over one year of continuous operation. The hydraulic system and hydraulic links, hoses and piping were identified as the most critical system and subsystem, respectively. A three-parameter gamma distribution function was identified as the best fit for a probabilistic modeling of the time between failures (TBFs). This distribution was used in a Monte Carlo reliability analysis of the hydraulic system. Autoregressive integrated moving average (ARIMA), within the context of a time series analysis of the TBFs, was proposed as a viable alternative to the traditional technique of distribution fitting. The mean absolute percentage error (MAPE) metric was used to compare the two models. The MAPE value that resulted from the ARIMA was 66 percent smaller than that from the traditional technique in predicting the TBFs.Resumen ¦ Se usó análisis Pareto para investigar la base de datos de fallas de una pala hidráulica Hitachi EX1900 durante un periodo de un año de operación continua. Se identificó al sistema hidráulico y a los enlaces hidráulicos, mangueras y tuberías como el sistema y subsistema más importantes, respectivamente. Se identificó una función de distribución de tres parámetros gamma como el más apto para un modelado de probabilidades del tiempo transcurrido entre las fallas (Tabes por sus siglas en inglés). Esta distribución fue usada en un análisis de confiabilidad Monte Carlo para un sistema hidráulico. El promedio de movimiento integrado auto-regresivo (ARIMA por sus siglas en inglés), dentro del contexto de análisis de serie temporal de los TBFs, fue propuesto como una alternativa viable a la tradicional técnica de ajuste de distribución. Se usó el porcentaje de la media absoluta de error (MAPE) para comparar los dos modelos. Roadheaders have become widely used in underground mining and tunneling operations because they offer the flexibility to excavate soft- to medium-strength rock formations. A critical issue in successful roadheader application is the ability to develop accurate and reliable estimates of machine production capacity and the associated bit costs. Increased pressure to improve productivity and lower costs in the mining and civil construction industries has been the driving force behind the more wide- spread use of mechanical excavation systems. This has caused both industries to move away from the conventional drill and blast methods. Additional benefits of mechanical mining include improved safety, reduced ground support requirements and fewer personnel. These advantages, coupled with recent enhancements in machine performance and reliability, have resulted in mechanical miners taking a larger share of the rock excavation market. Roadheaders are the most widely used underground partial-face excavation machines for soft- to medium- strength rocks, particularly for sedimentary rocks. They are used for development and production in soft rock mining (main haulage drifts, roadways and crosscuts), particularly in coal, industrial minerals and evaporitic rocks. In civil construction, roadheaders are used to excavate railways, roadways, and sewer and diversion tunnels in soft ground conditions. They are also used to enlarge and rehabilitate underground structures. Their ability to excavate almost any profile opening also makes them attractive to those mining and civil construction projects where various opening sizes and profiles are needed. In addition to their high mobility and versatility roadheaders are generally low capital cost systems com- pared with most other mechanical excavators. Because of higher cutting-power density due to a smaller cutting drum, roadheaders can excavate rocks harder and more abrasive than continuous miners and borers.

On Aug. 5, the main shaft of the San José copper and gold mine near Copiapó in Chile?s Atacama Region collapsed, leaving 33 miners trapped more than 624 m (2,000 ft) beneath the earth?s surface.

The Helvetia copper deposit is a large undeveloped Laramide porphyry copper system located in the Santa Rita Mountains, Pima County, Arizona. This porphyry copper system consists of four areas of copper mineralization: Rosemont, Peach-Elgin, Broadtop Butte, and Copper World. Asarco refers to the four areas collectively as the "Helvetia Deposit". Mineralization and alteration are primarily contact pyrometasomatic, and zoning of hydrothermal alteration and sulfide mineral assemblages are similar to those observed at the Twin Buttes and Mission copper mines located approximately 32 km west of Helvetia. Asarco acquired the Helvetia Deposit in 1988 and has continued the exploration and development effort since then. A considerable amount of excellent geological work has been completed in the area but little information has been published on developments since the mid-1950's. The geology of the deposit as developed by numerous geologists over the past 75 years and the large, bulk tonnage low grade copper deposits outlined in recent years will be briefly reviewed in this paper.

The use of belt air as an intake source at longwall operations has changed greatly over the past decades. The practical considerations for the use of belt air are controlled by a variety of factors, including airflow quantity and velocity, coal methane content, methane desorption rates, coal mining rate, belt length, stopping leakage and the number of gateroad entries. At longwall operations, the advantages and disadvantages of belt air are different than for gateroad development and longwall panel extraction. During gateroad development, the use of belt air to ventilate the working section will reduce the leakage from the intake to the belt compared to the belt air being ventilated outby the working sections because of lower pressure differentials. A greater quantity of airflow will reach the last open crosscut with the belt on intake than outby, given the same amount of pressure and airflow available at the mouth of the section. This paper will investigate the current ventilation practices regarding the use of belt air during gateroad development and longwall panel extraction. Operating considerations regarding air quantities and pressures to deliver the required airflow will be investigated using ventilation network modeling.
