The present versions of the Welding Codes, such as BS7608, have long been known to be compatible with hand computations of membrane and bending stress, rather than detailed finite element solutions. However, in the last five years, in the mining industry, this incompatibility has been largely ignored, and the code interpretations have been pushed into the realms of ground welds, residual stresses, and even flaw growth. Such techniques have to be recognized as extrapolations not necessarily sanctioned by the original code documents. The safety of such extrapolations, as they are related to grinding mill fatigue design, is investigated herein.

Waste areas of a mine should be sealed especially if there is a risk of spontaneous combustion. Leakage through and around such seals can be problematic. Pressure balancing has been one of the favored options to prevent the ingress of air into these waste areas. Balance chambers require maintenance and monitoring to ensure that they are effective. This paper explores the use of inert gas as a means of controlling ingress of air and egress of waste gases as a means of reducing leakage around seals.

While tunneling in Europe has been a tradition for centuries, many companies and countries have embraced tunnel innovation with considerable vigor and creativity. Indeed, local needs and site conditions have provided the initiative for improved means, methods, materials and equipment to complete progressively more challenging projects. Many recently completed tunnels have expanded tunneling technology and contributed to the development of highly specialized and productive equipment ? such as the mixed-mode tunnel boring ma-chine (TBM) presently in operation at the SOCATOP A- [ ] 86 road tunnel and the high-pressure slurry TBMs for the Westerschelde Tunnel in the Netherlands and Hollandsas near Malmo, Sweden. This paper describes some of the key technologies employed by European tunnel builders and designers including the New Austrian Tunneling Method (NATM), advanced earth pressure-balanced (EPB) machines, pres-sure-faced (slurry) tunneling machines as well as ?hybrid? or mixed-mode TBMs. While these tunneling methods and equipment generally involve significant equipment investment, they may also involve highly trained, experienced and specialized tunneling and support crews as well as materials and tools specifically developed to supplement or complement tunneling performance. For example, mechanized pipe arch placement substantially improves ground support measures and NATM advance and on larger tunnel cross-sections.

Were the legislators and politicians responsible for the closing of the U.S. Department of the Interior?s Bureau of Mines (Bureau) in March 1996 fully aware of what they were doing? Throughout the United States? history, the domestic mining and minerals industry has been largely responsible for the nation?s growth and prosperity that had made it a world leader. The mining and minerals industry made it possible for the young nation to catch up with Europe during the Industrial Revolution, played an essential role leading to victories in World Wars I and II and was a core ingredient for continued economic growth. For a number of decades, America?s import dependency on non-fuel mineral materials has continued to increase. (USGS Mineral Commodity Summaries). Developing domestic resources to meet current and future demands ? particularly those resources considered to be of strategic and critical value to national security ? is necessary. Federal involvement is required since many of these resources are located on public lands. Another reason for federal involvement is that the success of the industry depends on long-range research programs and advances that may take up to 25 years to become commercially available. This situation requires federal partnership to coordinate the programs necessary to collectively involve the industry, individual mining companies and colleges and universities. So, how was it possible to close a federal agency that had contributed so much to the nation?s welfare in a mandated 90-day period, with more than 1,200 employees losing their jobs?

During late 2010, a scientifically founded water spray system was developed for continuous miners (CM) (Patent Pending) that reduces respirable dust exposure for miner operator by about 30%. It includes engineered sprays around the cutting drum, outer bit-ring sprays, chassis sprays and side cutter boom sprays. About 3.6 ? 4.5m (12-15 ft) behind these sprays is additional sprays that spatially cover the area between the CM chassis and the mine roof and ribs. The spray system uses approximately the same volume of water as currently used on CMs with similar operating pressures. An Illinois mine decided to implement these concepts on a CM during rebuild stage. Dust control performance of the rebuilt CM was evaluated using gravimetric sampling and real-time monitoring using multiple personal dust monitors (PDMs). The average results based on about 105 cuts show about 30% and 20% reduction in dust exposure for the miner operator, and the haulage unit operator. Visibility in the mining areas was also significantly improved. The coal company has already decided to implement the system on all their CMs.

In the wake of the collapse of the ceiling panels in the I-90 section of the Central Artery/Tunnel (CA/T) Project in 2006, the long term performance of tunnels became the focus of the tunneling industry. At the time of the accident, the tunnel had been open to traffic for about 10 years. This paper will discuss design methods and considerations to improve the long term performance and durability of a tunnel. The major problems found during the inspection of several tunnels will also be presented and the causes for these problems will be discussed.

Big Creek Tunnel 2, constructed in 1912, is located in the Sierra Nevada Mountains of California, east of Fresno. It is horseshoe and circular shaped with a 3.6m (12ft) diameter and extends 6.6km (4.1mi). Historically, tunnel performance suffers from highly jointed rock and low cover. In 2003, leaks were observed surfacing through outcrops of highly jointed graniodiorite, and subsequently investigated by visual inspection, joint mapping, ground penetrating radar, and a water-tracing survey. Several grouting targets were identified as a result of these investigations. Cement grouting was used to fill void spaces, broken rock and open joints expected to exist behind the concrete and steel liners. Project work consisted of grout hole drilling through the existing concrete liners, and grout placement through squeeze packers supplied by standard grout hose and portable grout plants. Grout pressures were typically 20?30 psi. Grouting was completed in 16 days with a total of 1,550 sacks of Type II/III grout placed at the three likely leak source areas. No grout was observed exiting the tunnel and the leak was stopped.

The Nancy Creek Tunnel is a deep tunnel, designed to store and convey wastewater by diverting flows from trunk sewers currently at or near capacity in the northwest of the City of Atlanta. The tunnel, constructed in hard rock, has an overall length of 13,300 m (43,700 ft), and a finished diameter of 4.9 m (16 ft). The project is currently under construction by a joint venture of Obayashi/CJB for the City’s Department of Watershed Management. This paper describes the contractor’s techniques and equipment, as well as discussing challenges which were overcome. The project is scheduled to be complete in October 2005.

Dolomite impurities are increasing in the currently mined phosphate deposits in Florida. Several research efforts have been conducted in various laboratories around the globe to find methods to economically removing the dolomite. However, a universal and cost-effective process is not now in commercial use. In this paper, a new process for dolomite/apatite separation is presented. The differential solubility of dolomite in slightly acidic solution is utilized to generate micro CO2 bubbles at the dolomite/water interface. Particle (dolomite)/bubble aggregates float to the surface leaving phosphate concentrate with low MgO content. Interestingly, up to 6.0 mm particles can be floated by such micro-bubble/particle aggregates. Different surface-active agents were tested to stabilize the bubbles. Results of these tests are presented, and the mechanisms involved are discussed.

Cyanidation tailings which are disposed in a surface impoundment experience a loss of cyanide due to natural degradation, frequently reducing the cyanide concentration to very low levels. Quantifying cyanide losses in terms of pond geometry, local weather conditions and feed solution chemistry has been largely empirical though in many cases mining operations rely on surface impoundments to reduce cyanide to below an internally regulated concentration or an effluent limitation. To permit a more quantitative evaluation of cyanide losses in an impoundment, a computer simulation was developed to estimate the losses of free, WAD and total cyanide due to dissociation, photolysis and volatilization. Results of the model are compared against data collected for a North American tailings impoundment during 1998.

Calcium oxide, with its ability to capture and store carbon dioxide, is emerging to become an important tool in carbon management. Calcium oxide can be used reversibly to capture carbon dioxide in situ and then be regenerated to produce a pure stream of carbon dioxide ready for sequestration; the Zero Emission Coal Alliance technology utilizes this property of calcium oxide to generate emissions-free electric power from coal. The reaction of calcium oxide with carbon dioxide resulting in thermodynamically stable carbonate is well understood; however, the efficiency of this reaction is limited by the diffusion of gases through bulk calcium oxide and through a layer of carbonate formed on the surface. In addition, the regeneration of calcium oxide is an endothermic reaction and is favored at high temperatures. The purpose of this paper is twofold: first, to address the diffusion limitation, a thin layer of calcium oxide, supported on a high surface area material, is studied thermogravimetrically to demonstrate the physical adsorption of carbon dioxide on calcium oxide. The adsorption is to take place at temperatures lower than required to form calcium carbonate.

Tunnel boring machines continue to develop to take on not only larger and larger diameters but also more difficult ground conditions. Ground conditions consisting of unstable faces with water pressures up to 15 bar has required innovative design approaches. A systems approach has been required to produce tunnelling machines that can not only safely excavate the tunnel but do so in an efficient, cost effective manner that stresses production and labor saving approaches. This paper will review the current design developments and present recent projects where these most recent principles have been applied.

The Bagdad mill, located near Bagdad, AZ, was built in 1977 with a designed mill capacity of 36.3 kt/d (40,000 stpd). An autogenous mill-ball mill crusher (ABC) grinding circuit was chosen. The original mill contained three independent grinding circuits. Each contained one 9.75m-diam x 4-m-long (32-ft-diam x 13-ft-long) fixed-speed autogenous mill, a4.7-m-diam x 6.7-m- long (15.5ft-diam x 22-ft-long) ball mill and one 2. 1-m-diam (7-ft-diam) short head cone crusher. Total installed power per grinding circuit was about 8.4 MW (11,350 hp), with 5.9 MW (8000 hp) in the autogenous mill, 2.2 MW (3000 hp) in the ball mill and 261 kW (350 hp) in the crusher (Fig. 1). The autogenous mills were designed to be able to operate semi-autogenously. However, they were never converted to semiautogenous grinding (SAG) mills. As a result of this design, only about 4.1 MW (5450 hp) of the designed power is used in the autogenous mills. The grinding circuits are closed, with 2.4 x 6 m (8 x 20 ft) double-deck vibrating screens. A series of conveyors re- turn screen oversize underneath the mill coarse ore stockpile to feed the crushers. Variable speed belts feed the crushers and control power draw. Crusher product reports directly to the tail end of the autogenous mill feed belt (Fig. 2). A magnetic sensor detects tramp iron in the autogenous mill-crusher circuit.

The "Service de Protection Technique"of the "Institut de Protection et de Sûreté Nucléaire" was asked by the Commission of European Communities to conduct measurement campaigns which would make it possible to evaluate, on an experimental basis, the collective risk to miners exposed to radon in underground, non-uranium mines located in countries within the European Community. 1. METHODOLOGY USED TO CONDUCT THE CAMPAIGNS This campaign is original in that direct measurements of the individual monthly exposure to potential [a]-energy from short-lived radon daughters are made using personal [a]-dosimeters described previously (1). We call this type of dosimetry "personal dosimetry". The workers who wear the personal [a]-dosimeters were selected taking into account the various categories of workers and their work assignments in the various areas of the mine. Another way of finding out the occupational exposure of these miners consists in making numerous measurements of the radon concentration at the various work places, taking into account the time spent at each place by each worker. This procedure is too complex for an evaluation of the collective risk as requested by the Commission of European Communities and was therefore rejected. Additional data was gathered during these measurements campaigns using the following techniques (table 1). ZETTWOOG The mines were chosen to include a larger variety of types of ore, of geological situations, and of mining methods. 2. RESULTS OF THE RADON DATA-GATHERING CAMPAIGNS 2.1 – [Uranium content of the surrounding rocks and ore] The samples taken during the campaigns make it possible to establish the U content in the rocks of the mines selected. These values, from 2 to 15 ppm, are slightly higher than those usually found (2 to 5 ppm) (table 2). [ ]

Comminution is one of the fundamentals of mineral processing, requiring large expenditures to be made on capital equipment, installation, power and maintenance. The trend toward lower grades and higher operating costs, mean mining operations are becoming increasingly marginal. The challenge is to improve and more importantly, utilise crushing and milling technologies that provide for reduced capital and operating costs whilst providing increased unit efficiencies. The Svedala Barmac Autogenous Crushing Mill presents such an opportunity by providing many of the cost savings and production increases required by its ability to produce a finer mill feed size and realise reduced energy consumption. This paper briefly describes the operation of the Svedala Barmac Autogenous Crushing Mill and reviews its benefits towards improving the efficiency of crushing and milling operations.

The U.S. Geological Survey has conducted an assessment of the Nation’s coal deposits that potentially could be mined during the next 30 or more years. For the Gulf Coastal Plain region, the assessment includes reviews of the stratigraphy, coal quality and resources, and coalbed methane potential of the Cretaceous, Paleocene, and Eocene coal deposits in the region. The results of these efforts are a series of digital maps, text, and tables published in CD-ROM format. Although abundant coal resources are available in the Gulf Coast region, coal quality issues may limit large-scale development in the future. Additional data are required to better evaluate the coalbed methane resource potential for the Gulf Coast region.

Head-of-hollow fills or valley fills have gained national attention due to increasing environmental concerns, particularly with regards to headwater stream loss. Researchers at the University of Kentucky in conjunction with outside scientists and consultants in the fields of stream restoration, wetland restoration, and mined land reclamation have developed new design methodologies for creating a headwater stream system for a head-of-hollow fill in eastern Kentucky. The design was largely built on the Forestry Reclamation Approach (FRA), which encourages a non-compacted spoil medium to promote tree growth, in an effort to address concerns related to water quantity and quality as well as habitat development. The major components of the design included 1) modifications to the crown geometry, 2) compaction of the crown to control infiltration, 3) utilization of natural channel design techniques, 4) use of the FRA to promote tree growth, 5) creation of ephemeral channels and vernal ponds, and 6) implementation of a novel bioreactor-wetland treatment system to improve water quality.

The earthmover tire shortage has been a case of bust and boom for the tire industry. Tire producers were unwilling to invest ahead of the mining boom. In their defense, though, the metals sector of the mining industry tends to be cyclic, tire manufacturers are not prescient. Until two years ago, low tire demand depressed prices. The incentive to invest in new, big-tire capacity was almost nonexistent, according to Prashant Prabhu, president of Michelin Earthmover Tire worldwide. “There has been very poor anticipation or a miscaluation of the amplitude of the (tire) demand on the part of just about everybody,” said Prabhu. What a turnaround. The earthmover tire market has grown by 30 percent over the past two years. Now there are not enough earth-mover tires and likely won’t be for the next two years. Goodyear said it was offering customers bias-ply tires when it could not supply enough radial-ply tires. Komatsu said it lost equipment sales because it could not provide the tires that customers requested. Volvo and Caterpillar said they are delivering some vehicles without tires, either promising tires later or leaving the customers – mine operators – to find their own rubber.

At the present time, whether an electric utility uses high-sulfur coal is largely determined by geographical location, clean air legislation, and the age of the power plant. Acid rain legislation may well be the new force to change the use of high-sulfur coal. A number of coal papers were presented at the SME Fall Meeting in St. Louis, MO, Sept. 1986. These papers discussed high-sulfur coal in relation to its economics, trends and prospects, value of cleaned coal, and coal-cleaning technology. The Clean Air Act of 1970 required the reduction of SO, emissions from most stationary electric-generating plant to 0.5 kg (1.2 lbs) SO2, per million Btu of heat input. It was possible for many plants to utilize lower-sulfur coal or a mixture of high-sulfur and low-sulfur coal to meet this emission requirement. This 1970 act greatly increased the use of low-sulfur western coal. The 1978 amendment to the Clean Air Act required all new plants to use Flue Gas Desulfurization (FGD) to meet a requirement of 70% reduction of potential SO2 emissions to 0.3 kg (0.6 lb) SO2 per million Btu of heat input. With the requirement to use FGD, there was little or no demand for low-sulfur western coal in new eastern power plants. If' new acid rain legislation is enacted, it likely will require sizeable reductions in SO2, emissions by existing coal users. There might then be a shift to greater use of low-sulfur coals. The low-sulfur coals could come from either western or eastern mines or from cleaned eastern coals. Economics will dictate the approach older power plants will take to meet new regulationsuse FGD or low-sulfur coal. Coal use for electric power generation has changed from 1970 to 1985. Table 1, (Land, preprint 86-333) shows the change. The table shows that in 1985, US utilities used about 255 Mt (280 million st) of high-sulfur coal. Some 45 to 54 Mt (50 to 60 million st) of high-sulfur coal is being used in plants equipped with FGD and most of this use is in eastern states. This leaves 200 to 209 Mt/a (220 to 230 million st) of high-sulfur coal being used without FGD treatment. These plants are at risk if acid rain legislation is passed. Most of these plants are in the east and are more difficult to supply with low-sulfur coal. Estimates range from $20 to $30 billion capital investment and from $5 to $9 billion dollars per year operating costs to reduce SO2, emissions from those old medium-to-high-sulfur coal-burning plants. G. W. Land, (preprint 86-333), also presents tables relating to power generating costs and coal types. The author's tables are extracted from Land's tables IV and V. Table 2 here presents costs for a new plant. This includes the impact of different heat rates, fuel costs, fuel qualities, operating and maintenance costs, labor costs, and waste disposal costs. Table 3 compares estimated costs to retrofit an older plant with a limestone scrubber versus switching the same plant to low-sulfur eastern or western coal. Costs of switching include upgrading the electrostatic precipitator and - with western coal - costs of derating. Bhagwat, (preprint 86-325), details the trends in high-sulfur coal markets from 1974 to 1984. He also gives some prospects for high-sulfur coal markets, 1984 to 1994. The prospect depends mostly on whether acid rain legislation is enacted. By 1994, if New Source Performance Standards (NSPS) continue to be applied, high-sulfur coal demand from six mid-west and eastern states is expected to increase by 27 Mt (30 million st). • L. A. Santa Fe Pacific Gold, headquartered in Albuquerque, NM is expanding its operation at the Twin Creeks Mine in Nevada. The $250-million sulfide expansion project, including the Sage Mill, is under construction and is 80% complete. Also, additional mining equipment has been purchased to haul the sulfide ore to the mill. With the expansion, employment at Twin Creeks is expected to reach approximately 970 people by the end of 1996. Santa Fe Pacific Gold now owns and operates three gold mines in the United States and is involved in several other gold projects. The three currently operating mines are the Twin Creeks, Mesquite and Lone Tree mines. The Mesquite Mine is located in California’s Imperial Valley. Lone Tree is located 55 km (34 miles) southeast of Winnemucca, NV. The company’s total gold production from these operations is expected to be in the range of 26.3 to 26.6 t (845,000 to 855,000 oz) in 1996. This compares to a total production of about 124 kg (4,000 oz) for the company in 1989. Production costs range from $6.90to $7.25/g ($215 to $225/oz). At the end of 1995, the company reported proven and probable reserves of 556.7 t(17.9 million oz) of gold.
