The need to increase ore recovery and pillar stability caused the Magmont Mine staff to investigate the use of sandfill to accomplish both tasks. The use of hydraulically stowed classified mill tailings as a subsidence preventative will be discussed as well as the use of sandfill in pillar recovery and as a part of the regular mining cycle.

Barrier pillars in underground coal mines could eventually be subjected to a hydraulic pressure head due to the build-up of mine water in the old workings. The pressure head could not only act as a force to destabilize the pillar but also cause seepage flow through the pillar and its surrounding strata. Excessive seepage flow could induce piping failure that in turn could accelerate the mechanical failure process of the barrier pillars. In this paper, finite element simulation approach has been employed in the evaluation of the barrier pillars. Both the stress distribution and the seepage flow pattern in and around a barrier pillar have been simulated numerically. The effects of ground stress on rock permeability to water seepage has been taken into consideration in these simulations.

"A fire design innovation of the concrete lining of the Ohio River Bridges East End Crossing Tunnel has been developed. As a result from a fire suppression and tunnel ventilation system, the project design Heat Release Rate (HRR) was able to be constrained from 300 MW to about 50 MW. With this reduced HRR, concrete lining without passive fire protection may be acceptable, if the tunnel concrete lining will not result in explosive spalling during the designed fire event. Concrete explosive spalling test was proposed to verify this assumption. Since no standard concrete fire explosive spalling testing procedure exists, a project specific testing procedure was developed and fire tests conducted. From fire test results, it is concluded that the proposed tunnel concrete lining, in conjunction with the proposed fire suppressing and ventilation system, will not experience explosive spalling and does not require a passive fire protection system. INTRODUCTION The Ohio River Bridge East End Crossing Tunnel is part of a Public Private Partnership project, which connects transportation network between Louisville, Kentucky and southern Indiana. Located in Louisville, Kentucky, the twin-tube highway tunnel provides northbound and southbound lanes of the Kentucky approach to a new bridge across the Ohio River. Tunnel lengths are approximately 1,675-ft and 1,685 for the northbound tube and the southbound tube, respectively. Connected by two cross-passages, both tubes have a roadway width of 40-ft, for 3-lane traffic, and a vertical clearance of 26.5-ft.The Tunnel was constructed by drill and blast method with shotcrete and rock dowels as initial ground supports. The final tunnel lining consists of 16 inches cast-in-place concrete lining and 20 inches invert slab, with a waterproofing system around the tunnel perimeter. Two (2) tunnel side drains and one (1) invert drain were provided for each tube. This paper describes the rational in assessing fire design requirements of the tunnel final concrete lining, to answer the question whether a passive fire protection system is needed or not."

Over the past 20 years, several soft-ground tunnels have been successfully completed in the Seattle area. These tunnels were built using design-bid-build contracting methods, and have benefited from advancing technologies in exploration, design and construction methods. Owners have utilized various contractual means to share some of the risks that are inherent to tunneling projects. This has helped to foster a competitive bidding environment and to resolve issues related to unanticipated underground conditions in a fair manner. This paper presents case histories of tunnels constructed by King County and the Washington Dept. of Transportation that illustrate a common approach to design and construction issues. The common thread is successful project completion with minor cost changes under the design-bid-build contracting method. Lessons learned from these projects are being applied to the upcoming King County Brightwater Project tunnels, Sound Transit’s Light “Link” Rail tunnels and other tunnel projects.

The size of bubbles plays an important role in flotation. Equations used to calculate the size of bubbles all show the effect of liquid/gas surface tension. However, the surface tension does not change much with frother concentration and experiments conducted using single capillaries (or single-hole spargers) do not reveal any clear effect of the frother concentration on bubble size. The size of bubbles does, however, strongly depend on frother concentration when multi-hole spargers are utilized (or when measured in a flotation cell); at low frother concentrations the bubble size is much larger indicating coalescence as a main mechanism determining the size. Coalescence can be prevented at frother concentrations exceeding the critical coalescence concentration (CCC), which in turn was found to be interrelated with the dynamic foamibility index (DFI).

"Because the operation of tethered underwater vehicles in the deep ocean or under drifting ice areas is very complicated or impossible, the application of autonomous underwater vehicles (AUV) is preferred or even the only possible solution. However, this implies the possibility of a direct and real-time control over all AUV functions, which is only achievable with the availability of accurate positioning/navigation and a high-speed communication link. This paper presents a flexible bottom- or surface-based solution enabling high positioning accuracy of underwater objects (harvester, AUVs, bottom nodes); specifically, a multifunctional system that combines Ultra Short Baseline (USBL) transceivers and Long BaseLine (LBL) stations deployed at a large depth. Moreover, each baseline transponder is equipped with a high-speed communication device to provide the means for real-time AUV control based on the information about its current position, e.g. navigate it with direct commands and operating its actuators and other mechanisms. Moreover a communication link with a high data rate can provide valuable visual information from the operation area.Depending on how many nodes the LBL grid comprise has, target transponder positions can be estimated with an accuracy of several to tens of centimetres. The purpose of the paper is to present the experiments with all key elements of the multifunctional Hydro-Acoustic USBL-aided LBL Positioning and Communication System."

During 1996 and 1997, Oregon experienced flooding on a scale not seen in many years. Some gravel pits located near rivers experienced erosion and, in several cases, breaches between the gravel pit and the river. Initial evaluation of several sites that experienced breaches indicates that impacts to the river system are complex and vary significantly from site to site. The impacts to the adjacent river system may be viewed as both positive and negative. Several floodplain-mining sites in Oregon located in areas of historic river flow have reverted to active riverbed. In many cases, state and federal fisheries biologists and university researchers see the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries – Mined Land Reclamation Program (DOGAMI-MLR) is performing additional studies of the impacts to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound floodplain decisions regarding mining.

INTRODUCTION This is the first in a series of papers addressing practical tunnel lining design. The format for this and future papers is to present a particular topic and support the presentation of the guidelines by the practical application of a case history. The primary intent is to provide guidelines for the geotechnical and structural design of tunnels where the tunnel size and/or ground conditions dictates that systematic support of the excavation is required following each increment of excavation. This method of tunneling is commonly referred to as Sequential Excavation and Support(SES) and is also commonly termed the New Austrian Tunneling Method (NATM) The authors developed the design guidelines from experience gained over the past two decades during the design and construction of several major railway, highway and water-transfer tunnel projects in Africa and Asia. During this time it has been possible to compare the performance of the as-constructed structures to the predicted performance as given by the design process. Excavation was typically carried out in widely varying ground conditions (weak-bedded rock, jointed hard rock, and soil-like poorly cemented rock with groundwater). It is therefore intended that the design guidelines could be applied, in general terms at least, to any tunnel excavated in any ground mass condition with any ground material type (hard rock, soft rock, bedded rock, soft ground, and soil) with or without ground water. This first paper is an introductory paper that defines the scope and a brief outline of the design issues that may be presented in detail in later papers. What is design? It may be thought of as any rational/verifiable/justifiable process whereby a concept is transformed into information that can be used to bring the concept to reality. In the case of a civil structure, design may be defined as that process, which is documented and can be audited, that determines information such as the shape (form) of the structure, the dimensions (size) of the structure, the thickness and strength of structural members that comprise the structure, etc. This information can be used to compute the time, money and resources required for

During the last decade, advances were made in solvent extraction/electrowinning (SX/EW) technologies. Combined with heap leaching, these technologies made it viable to exploit large, low-grade oxide copper deposits. The El Abra Mine is a good example for such a deposit. The deposit is situated in northern Chile at an elevation of about 4,000 m (14,000ft), 70 km (45 miles) north of Calama. Codelco sold 51% of the El Abra to Cyprus Minerals in June 1994, with Codelco retaining the balance. In 1993, Cyprus and the engineer on the project began discussions withinternational companies regarding the materials-handling system requiredfor the project. These early discussions were considered critical for this fast-track project.

West Virginia's basic coal mining regulatory programs are not unique when compared to Federally approved programs implemented by other coal producing states. In fact, the language in The West Virginia Energy Act governing subsidence mirrors that written in the Federal Surface Mining Control and Reclamation Act as well as other states' statutes. Certain legal and administrative issues, how¬ever, combine to make West Virginia's regulation of surface subsidence a singular approach.

Many underground metal/nonmetal mines are using enclosed cabs on mining equipment to reduce the exposure of miners to diesel particulate matter (DPM). However, some enclosed cab systems may not be meeting their expected efficiency in capturing DPM, which could be a result of inappropriate filter use, cab leaks, or insufficient pressurization. NIOSH investigated several types of filters for reducing DPM to determine which type had the best capture efficiency. The laboratory results indicated that a MERV 8 (Minimum Efficiency Reporting Value, as defined by the American Society of Heating, Refrigerating and Air- Conditioning Engineers) filter captured about 50 percent of the DPM, a MERV 16 filter collected 96-98 percent of the DPM, and two HEPA (high efficiency particulate air) grade filters captured over 99 percent of the DPM. NIOSH also performed a field study to measure the efficiency of two cabs at a limestone mine. The cab filtration systems of a loader and haul truck were found to be over 90 percent effective in removing DPM except under certain operating conditions when the efficiency was as low as 41 percent. Evidence seems to suggest that these conditions were when a window was open in the cab.

The early to mid 1980s was a period of mining consolidation, and many senior design engineers retired from the mill industry. Similar conditions have existed in the last few years. This creates a loss of a tremendous amount of experience. This paper is a look back by two senior mill designers who survived the dips in both time periods. From a continuous design practice of over 25 years, mill designs and fabrication practices are surveyed with a view of identifying what works, and is necessary, and what doesn’t, or is not necessary, in the creation of a safe, economic, long-lived grinding mill.

This study investigates the use of a horizontally- baffled column (7.6 cm inside diameter by 344.2 cm high) to reduce the ash content of a high ash bituminous coal. Tests were carried out to determine how the baffled column responded to changes in feedrate, reagent dosage, and feed quality, and to compare its performance with a conventional column installation in an operating plant. In this paper, the results of this investigation will be reviewed and discussed.

Several thousand years ago, metallurgists discovered that by combining two relatively soft metals, copper and tin, they could make a new material, bronze, that was stronger than either metal separately. Bronze and other alloys show how different materials can be integrated to create something new and better. Today?s mining industry can likewise find benefit in an integrated approach to managing the external impacts it has through its waste materials and its use of water. Just as using bronze gave ancient nations an economic and military advantage, mining companies can gain competitive advantage through finding better ways to manage water and waste. Trends pushing this include: ? Environmental ? Regulations on water-taking and the quality of discharged water are becoming more stringent. Net zero discharge requirements are often imposed by regulators. Mining companies also come under pressure to manage environmental impacts of mine waste, including minimizing the area occupied by waste and seepage amount resulting from infiltration of water from a smaller surface area. ? Social ? Particularly in arid parts of the world, there are multiple possible uses for each gallon of water. Local residents do not want to see a reduction in supplies of water for agricultural, domestic, manufacturing and other purposes. They get suspicious about any potential impact of water being mixed with their water reservoirs if it comes from a mining site, even if it would be treated. Such suspicions may cause conflicts among the stake-holders and delays in project approval processes.

The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. Yet, mining is a complex and risky business: plenty of high risk factors can occur and severely affect nature and the miner?s life and health. Especially for small and medium enterprises (SME) risks may also threaten the economic existence of the company. The responsible and sustainable management of a company should thus be based upon the systematic finding and handling of risks or briefly upon an efficient risk management system. Why do we need risk management? Because nobody is perfect and we make mistakes in the normal course of operation.

Oklahoma contains extensive resources of high-purity gypsum that were deposited in the Anadarko and Hollis basins during Permian time. The gypsum resources and reserves are estimated to be about 48 billion short tons and a; located in the western portion of the state. Oklahoma is the largest producer of gypsum products in the United States. The Blaine Formation and the Cloud Chief Gypsum contain several beds of minable thickness. Four stratigraphic units in the Blaine Formation are quarried in Oklahoma. The Shimer, Nescatunga, and Medicine Lodge Members are quarried in northwest Oklahoma. The Van Vacter Member, consisting of three gypsum beds, is quarried in southwest Oklahoma. The Cloud Chief Gypsum is quarried in the west-central part of the state. The gently dipping gypsum in the Blaine Formation generally crops out along low escarpments and is covered in the downdip direction by increasing overburden, consisting of sand, shale, and/or dolomite. Anhydrite occurs in the downdip direction under the thicker overburden. The Cloud Chief Gypsum crops out as hills, which are eroded remnants of a more widespread, massive sulfate unit. All of the gypsum produced in Oklahoma is extracted using quarrying methods. A variety of products are made from gypsum quarried in Oklahoma. The products are manufactured from uncalcined, calcined, and deadburned gypsum. Products vary from raw, ground gypsum used for agriculture, to high-value-added industrial plasters, cements, and fillers produced from calcined gypsum. A sampling of the many products manufactured from Oklahoma gypsumincludes: (1) agricultural-soil amendment; carrier for insecticides, pesticides, and herbicides; calcium supplement in animal feeds; (2) gypsum wallboard-common, fire-resistant, and water-resistant varieties; (3) industrialgypsum plasters-art and casting, pottery and ceramic, molding and tooling, crayons, wall patching; (4) industrial gypsum cements-oil-well cement, high-strength statuary, high-strength tooling, fiber-reinforced architectural, road and bridge repair; (5) food and pharmaceutical-filler and binder in aspirin and other medicines, yeast activator in brewing of beer, moisture absorbent in bread and pizza dough; and (6)portland-cement retarder-ground with clinker to control setting time.

In conjunction with steady increases in production levels, longwall operators have applied greater quantities of ventilating air and spray water in an effort to control respirable dust and/or methane. Air velocities greater than 7.6 m/s (1500 fpm) have been measured on longwall faces. Operators have expressed concern over the potential entrainment of respirable dust at these high velocities. The greatest likelihood for entraining dust into the high velocity airstream may occur as shields are advanced allowing relatively dry particles to fall from the shield canopy directly into the airstream. Laboratory tests to simulate dust liberation during shield movement were conducted at the Pittsburgh Research Laboratory of NIOSH at velocities ranging from 2.0 to 8.2 m/s (400 to1600 fpm). Airborne dust samples were obtained with personal impactors to quantify the size distribution and concentration of the dust entrained at the various air velocities. Statistically significant increases in both total and respirable dust concentrations were measured as test air velocities were increased.

Electrowinning is a process by which metals, such as copper or nickel, are recovered from aqueous electrolyte solutions resulting from the extraction of the metal ion from an acidic or basic leach solution. The electrolyte or “pregnant” solution is customarily forwarded to an electrowinning "tankhouse." In the tankhouse, the metal ions are deposited on cathode plates by electrodeposition and then recovered from the cathode plates. Other processes may be employed with other metals, such as nickel, zinc, among others, to produce an electrolyte from which their respective metals are obtained. During the electrowinning (electrodeposition) stage, elemental metal is plated out at the electrowinning cathode and oxygen evolves at an insoluble anode. The evolution of oxygen gas forms bubbles which entrain strong acid electrolyte, carrying it into the air above the electrowinning tank in the form of a fine mist or spray when the bubbles break. An acidic mist is generated above the electrolyte. This mist or spray then spreads throughout the electrowinning tankhouse. The acidic mist is corrosive and a health hazard and can cause extreme discomfort to the skin, eyes, and respiratory systems of tankhouse workers, especially during hot weather conditions. Polyfluoroalkyl based products (PFAS) have been widely applied as anti-misting agents in the electrowinning of metals in an acidic electrolyte. Functionalized PFAS compounds, however, have come under increased scrutiny by the EPA due to their impact on human health and the environment. There remains need for improved acid mist suppression agents for electrolysis and electrodeposition, particularly for products free of fluoroalkyl components.
