INTRODUCTION In the past decade, the international coal trade has been undergoing a period of gradual change. This change will continue through the remainder of this century until by the year 2000 the international coal industry will look very different from the industry which existed in the early 1970's. The industry which will emerge from the thirty year period of change (1970-2000) will be different in many ways. -The volumes of coal transported will be much larger. - The primary type of coal traded will be steam coal rather than metallurgical coal. - A much broader group of countries will be participating in the trade both as suppliers and as consumers. - The trade will be dominated by a relatively small number of large producing and trading companies. - The coal mined for international shipment will be primarily surface- mined. – The United States will play a decreasingly important role in international coal trade. In the course of this paper I propose to address three questions which are crucial to the formulation of an understanding of the changes outlined above : (1) Which supplier nations will be most successful in the international metallurgical and steam coal trade in the next decade and a half? (2) What emerging trends will shape the international coal trade in the 1980's and 19901s? (3) Where are U.S. producers likely to fit in this scheme of things? As a background to my remarks, I should note that what follows is based on five years of work in a consulting capacity on coal supply and demand issues worldwide. Although in the course of this work I have had occasion to develop mining and transportation cost figures for all of the countries discussed below--both my own and those obtained from coal producers--it is apparent that success in the marketplace can be determined in some instances by considerations other than costs. Nevertheless, my comments today about international competitiveness will be dominated by cost considerations; there are, after all, not many markets that reward the high-cost producer with success. Let us begin by establishing some criteria for success in the international coal market and then compare some of the producer nations to some of these criteria. The criteria are: - Low delivered cost, - Good quality coal, - The producer's partnership in a joint mining venture with an importer or a consumer of coal, - The producer's international business orientation and commitment to penetrating the market, - The producer's reliability as a supplier, and - Political pressure exerted by the producing country on consumers.

INTRODUCTION The past decade has witnessed a literal explosion in formal modeling of energy systems and markets. This rapid development was stimulated primarily by policy issues arising from the energy price shocks of 1973- 1974 and 1979- 1980. The suddenness of this interest is illustrated by comparing the current and earlier editions of Mineral Economics. The third edition, published in 1976, includes an addendum to the section of projection and forecasting methods because, Since the foregoing chapter was written, major events in petroleum have caused an explosion in formal modeling efforts in the energy field.a In contrast, this fourth edition includes the present chapter on energy modeling, and a separate chapter on nonfuel minerals modeling. The considerable interest in formal energy models is based on the complexity of the system, in particular the interaction between technical and engineering data and designs, and economic behavior of energy producers and users. Energy is a vital component in the economic and social well-being of nations, and must increasingly be explicitly considered in developing economic growth and welfare policies. Energy models can contribute to policy development and analysis, both by improved understanding of the energy system, and of the interaction between energy markets and the economy, and as an explicit means of analyzing and comparing the implications of alternative policy actions. At their best, formal models can clarify and illuminate policy options. In this chapter we will survey the objectives, methods, and potential contributions and limitations of energy system modeling. Section 2 considers the objectives, scope, and approaches to energy system and market modeling. Methodological approaches are then discussed more formally in section 3. Our approach is to intro- duce each model type and method via relatively simple generic models, illustrating their use by a selective review of the applications literature. Section 4 shifts the focus from modeling methods to procedures for model evaluation and improving model credibility especially in policy research and analysis. We conclude with some brief remarks on directions and opportunities for future modeling research. ENERGY MODELS: OBJECTIVES, SCOPE AND APPROACHES The concept of a model usually evokes an image of a complex, computerized system of mathematical or econometric equations providing detailed information concerning the operation of the process being modeled. In fact. models may be simple or complex, formal or mental, depending upon the purposes for which the model is intended. The handling and disposal of mine water is a much larger problem than is apparent at first glance. Many more tons of water are removed from underground coal mines in the United States each year than tons of coal. In the old anthracite region of Pennsylvania the average was around 32.7 t (36 st) of water for each ton of coal produced, while bituminous mines average about 4.5 or 5.4 t (5 or 6 st). Water encountered in the mines may come from several different sources. In mines with light cover and without a firm solid roof, rain may seep directly into the workings. This is also true of deeper mines where pillar falls have broken the roof to the surface. The top under creek beds is generally faulty and broken and water comes through the roof at this point. Deeper mines are frequently overlain by water-bearing strata and pillar breaks and faulty top can admit water, while places running to the dip often accumulate water which comes up through the bottom. In all cases, except where passing under a year-round stream, the amount of water made is usually pretty closely connected with the weather-more water during the rainy season, less in the dry, although the deeper a mine is, the longer it is before changes in rainfall are felt. Another source of water, not connected with seasonal changes, is old water, accumulated over a period of time in abandoned workings of the mine, or from flooded adjacent mines. Here the water filters through the coal, the parting, or comes up through cracks in the bottom. Similarly, core holes, drilled to prospect the property, can be a source of unexpected water and modern safety requirements for dust-allaying water at the working faces can turn a pleasant working area into a soggy mess over the weekend if the system is not properly maintained and operated. Why water must be disposed of is obvious. If allowed to accumulate, sooner or later the mine will fill up, or at least it will become "roofed" in low places, blocking ventilation and traffic. It must be controlled long before it reaches this stage. Water standing in the working faces is unpleasant for the men who have to work there and also cuts down on the amount of work they can do, as they must watch where they step all the time. It is especially unpleasant in low coal.

The successful application of factors limiting the? availability of coal in eastern Kentucky depends on ac-curate assessment of the original resources. Examination of several previous coal-resource estimates for the region reveals significant differences among the outcomes. These differences relate to methods of analysis, biases in data and their utilization, and the problem of defining the lateral continuity of mineable beds. Improvements in the methods of estimating the original resources would greatly enhance the reliability of the results of the Coal Availability Program.

When Homestake Mining Company's Mclaughlin Gold Project was being evaluated for development, it was apparent that recovery of gold from mined ore would be difficult and relatively expensive. The ore was refractory, averaging less than 50% recovery in conventional direct cyanidation milling tests. Extensive testing narrowed the processing choices to either autoclave or roaster oxidation before cyanidation. Roasting was ruled out due to higher capital and operating costs --the Mclaughlin mill would be the first large-scale application of autoclave oxidation of a refractory gold ore.

Consider a typical blast at a surface gold mine in North America. For example, the low-grade area of Bench 4000 at AMAX Gold's Sleeper Mine (Winnemucca, Nevada). Bench 4000 is 20 feet high (=6m) , and blast holes are drilled and sampled on a 14 foot by 14 foot square grid (a4m x 4m). A representative blast includes between 50 and 150 holes, encompassing 15,000 to 45,000 tons of material (w14,000 to 41,000 metric tons).

Humic acids adsorb on coal and depress coal floatability in the acidic pH range. In alkaline solutions, their effect is not pronounced. In the neutral pH range, a second small addition of kerosene plus MIBC leads to a significant increase in coal yield and better selectivity. Humic acids present on oxidized coal surface were found to be responsible for the inhibited floatability of the? coal. As expected, the flotation of such oxidized coal also strongly depends on the method of pH adjustment.

The Elkhorn mining district is located 35 kilometers southeast of Helena, Montana, on the southeast edge of the Boulder Batholith. Geologically the district consists of a folded sequence of Paleozoic limestones and shales which have been thermally metamorphosed and altered by monzonite to diorite intrusives related to the Cretaceous Boulder Batholith. For the most part, the skarns are associated with metasomatic: replacement of calc-silicate hornfels, diorite and marble by iron rich, dark green pyroxene, garnet, sulfides, the district contains excess of 30,000 Kg.

Of the variables affecting the electrical properties of coal measure rocks, water content is by far the most important, This paper describes specially developed apparatus and methods of measuring electrical conductivity and permittivity at constant humidity conditions. Electrical properties variations were measured for Applachian and Illinois, U.S.A. coal 2 basin samples in the frequency range 2 X 10 to 2 X 10 Hz. Coal measure rock electrical behavior, when correlated with mechanical behavior, is potentially useful in a number of mining applications.

The Bureau of Land Management (BLM) has constructed two biochemical reactor systems (BCRs) to treat mining influenced water from the Forest Queen Mine near Silverton, CO. The bioreactors coupled with a natural wetland provide treatment to the Forest Queen Mine drainage. The central objective of this paper is to review the performance of the bioreactors and wetland treatment system. The bioreactors have been in operation for nine years and along with the natural wetland are still removing a high percentage of the influent metals.

Production tests at Reserve Mining Company's iron ore pelletizing plant established that rubber-lined balling dm produce a green pellet equivalent in quality to those produced in conventional balling drums equipped with reciprocating cutter bars. The flexing action of the rubber liner prevents concentrate buildup in the drums, eliminating the need for a cutter bar. Advantages of the rubber-lined drum includes a reduction in maintenance and operating manpower, reduced bentonite consumption with less drum surging, reduced power consumption, and improved drum on time.

The degree of injury and days lost from work due to an injury are examined for selected electrical sources, occurring in conjunction with falls of the injured miner or with selected machinery, that could have been eliminated by use of diesel equipment. Although the number of electrical source injuries that could have been prevented is small relative to the total number of injuries during the period examined, many lost-time injuries could have been precluded and thousands of days lost from work could have been avoided.

Malthus, an eighteenth century economist, predicted a rather dismal future for the world. It was his contention food supplies would not be sufficient for the population of the world because the economy of a nation grew arithmetically while population increased geometrically. As a consequence, within a relatively few years mass famine would spread throughout the world. This prophecy, based on an agrarian economic situation, did not come true at least insofar as the Western World was concerned. In largo measure, the salvation of our part of the earth resulted from the growth engendered by the Industrial Revolution. Throughout much of today's world, however, the Malthusian theory seems to be coming true. The advantages and benefits of the Industrial Revolution have net reached all nations. Further, the situation has been compounded by the benefits of modern medicine. This has reduced child mortality and extended life expectancy, but placed no limitations on births in the developed countries, child mortality has declined to 2 percent and adult life expectancy has doubled, but education and general prosperity have resulted in voluntary limitations on pregnancies thus partly offsetting the increased chance of survivals Even so, the present rate of population increase in Europe is approximately 6 percent per decade, and somewhat higher in the U.S., Japan, and other developed countries. The world as a whole, however, is expected to double its population by the year 2000, This would imply a rate of increase in the less developed countries approximately four times that in Europe.

Induction times for a variety of minerals have been measured at a particle bed. Electrostatic repulsive forces between bubble and particle generally are of secondary importance in determining the hydrophobic state; nevertheless, the shortest induction times are measured at the isoelectric point of the solid. More importantly, the study shows that the film-rupture mechanism at a polished surface might be different from that at a particle bed. The induction time measured at a particle bed, besides being dependent on the surface chemistry of the system, shows a definite relationship to particle size and density. Theoretical analysis suggests that such a measured induction time at a particle bed should properly be defined as an attachment time which consists of the induction time and the film-displacement time. Thus one portion of the measured attachment time is the induction time, the time required to thin the water film between the particle surface and the gas bubble to a critical thickness so that rupture of the film takes place ('1)' The other portion of the measured attachment time is the time required for the film to be displaced to such an extent that the attachment is stabilized with respect to the upward motion of the bubble and the downward gravitational force acting on the particle ('2)' Further, the present study illustrates that '2 is related to the hydrophobic character of the surface, the rate of film displacement after rupture, the upward velocity of the captive bubble, and, most importantly, the particle size and density.

In the planning and design of mill tailing disposal facilities, the chemical and physical nature of the fine­grained material to be disposed of has to be fully understood in order to create an efficient and safe long­term storage facility. Disposal of tailing has become the single most important source of environmental impact for mining projects and the development of many promising ore bodies has been delayed or even stopped due to problems of facility siting and design under pressure of increasingly stringent regulatory require­ments.

Analysts that utilize the classical distillation procedures for cyanide analysis are often frustrated by the poor reproducibility and repeatability of these techniques. Capital intensive business decisions and environmental management regulations are exas­perated by the fact that the EPA/ASTM approved cyanide deter­mination methods produce data of questionable quality. Reliable cyanide values are important in monitoring the effec­tiveness of the cyanide detoxification procedures. Efficiency and cost of gold and silver cyanidation recovery can also be improved by precise cyanide monitoring in the process itself.

The IPS process, developed by Baxter and McAuley, was first applied in Australia in 1984 at Browns Creek in NSW where a small 300kg batch plant was in operation for a number of years. To date a further 14 plants have been installed. While a number of engineering companies have engineered applications of the technology, a majority of the plants constructed to date have been constructed by Como Engineers who have a reference list of 9 installations with batch capacities up to 3.0 t.

Gold-copper ores have become important gold resources (von Michaelis, 1989), but the gold extraction from such materials posed a challenge due to the detrimental effect of copper species on gold cyanidation. Ammoniacal cyanidation process was rec­ommended (Muir et al., 1989) and practiced (Castello et al., 1992) for gold extraction from the gold ores which contain cop­per at moderate level mostly in form of oxide. This paper pro­vides an example to apply the ammoniacal cyanidation process to processing such a copper bearing gold ore.

Two three-lane highway tunnels, 700 and 2900 m long, make up the driven tunnels portion of Melbourne City Link. Tunnel construction, using design-construct delivery, commenced in May 1996. Construction required excavation through varying rock conditions; temporary support included ground freezing, pipe-spiling, steel sets, and rock bolts. Permanent support for the tunnels required both drained and undrained tunnel cross sections using unreinforced concrete. This paper reviews the construction methods, and highlights some of the not-so-standard designs developed while construction was underway.
