When discussing what Coal Mine Safety in the future will be, it is important to examine three areas which at present provide significant parameters to the industry. These three areas are: 1) Safety improvements in mining equipment; 2) Labor-management relations; and, 3) The politics of coal mine safety. EQUIPMENT Over the past several decades significant safety improvements have been made in the types of equipment now in use in most operations. Many of these improvements have evolved through mandates from either the U. S. Bureau of Nines, MESA, MSHA; and in some instances, the states. Cabs and canopies are examples of federal mandates while the use of ATRS initially was a state mandate.

A significant portion of the, coal mined by U. S. Steel is beneficiated to upgrade the quality of the resultant coke to meet blast-furnace requirements. Primarily because of degradation from modern mechanized mining methods, a considerable quantity of the coal to be beneficiated is in the 1/4-inch by 100-mesh size range. In the cleaning plants, this coal is usually cleaned on concentrating tables and then mechanically dewatered in solid-bowl centrifuges to 9 to 14 percent water. At some plants, to further decrease the amount of water shipped with coal, and to improve the coking characteristics of the coal at its destination, mechanical dewatering is followed by thermal drying. At U. S. Steel's-Alpheus preparation plant at Gary, West Virginia, approximately 50 percent of the total coal produced is in this fine size range, and two fluidized-bed dryers are used for the thermal drying step. The two fluidized-bed dryers are 14 feet in diameter and were designed by the Dorr-Oliver Company. Although the original design called for a rate of drying equivalent to 37 tons, of moisture per hour, presently they are removing twice that amount. This paper describes, the major problems encountered' in operating these dryers at the present, high capacities and how they were overcome.

"Phosphate beneficiation in Florida generates more than one tonne of phosphatic clay, or slime, per tonne of phosphate rock produced. Since the start of the practice of large-scale washing and desliming for phosphate beneficiation, more than 2 Gt of slime has accumulated, containing approximately 600 Mt of phosphate rock, 600 kt of rare earth elements (REEs) and 80 million kilograms of uranium. The recovery of these valuable elements from the phosphatic clay is one of the most challenging endeavors in mineral processing, because the clay is extremely dilute, with an average solids concentration of 3 percent, and fine in size, with more than 50 percent having particle size smaller than 2 µm, and it contains nearly 50 percent clay minerals as well as large amounts of magnesium, iron and aluminum. With industry support and under funding from the Critical Materials Institute, the Florida Industrial and Phosphate Research Institute in conjunction with the Oak Ridge National Laboratory undertook the task to recover phosphorus, rare earths and uranium from Florida phosphatic clay. This paper presents the results from the preliminary testing of two approaches. The first approach involves three-stage cycloning using cyclones with diameters of 12.4 cm (5 in.), 5.08 cm (2 in.) and 2.54 cm (1 in.), respectively, to remove clay minerals followed by flotation and leaching. The second approach is a two-step leaching process. In the first step, selective leaching was conducted to remove magnesium, thus allowing the production of phosphoric acid suitable for the manufacture of diammonium phosphate (DAP) in the second leaching step. The results showed that multistage cycloning with small cyclones is necessary to remove clay minerals. Selective leaching at about pH 3.2 using sulfuric acid was found to be effective for removing more than 80 percent of magnesium from the feed with minimal loss of phosphorus.IntroductionFlorida phosphate ore, or “matrix,” as it is called locally, contains three different mineral groups that have to be separated from each other: (1) phosphate minerals, (2) clay minerals and (3) quartz, or sand. As mined, the phosphate and sand particles are embedded in compacted mud, or clay-balls. Before separation can begin, all of the particles must be liberated from the matrix of mud. The very first unit operation in the beneficiation process is to disaggregate the various particles. This actually starts while the matrix is flowing through the multimile pipeline from the mine to the beneficiation plant. While in the pipeline, the matrix is exposed to shear forces as it passes through the various centrifugal pumps along the pipeline. These intense shear forces cause a significant percentage of the sand and phosphate particles to be liberated from the clay-balls by the time they arrive at the plant. Once they reach the plant, the first goal is to finish disaggregating the clay, and follow that by making a size separation at 1 mm. This processing is conducted in the washer, consisting of a large rotating trammel screen and a few stages of log washer, screens and hydrocyclones. In all of the currently operating beneficiation plants, the washer is a large structure that receives the matrix, screens it and then discharges a pebble phosphate product sized larger than 1.0 mm and a slurry of liberated clay, sand and phosphate particles that are smaller than 1.0 mm."

We have developed first a conveyor belt for transporting large lumps, i.e. Rock Belt successfully, in June 1976. The First Rock Belt had been delivered to Myodani site of Kobe City Developing Board in Japan, and its' successful operation has attract keen interests in customers from over the world as well as Japan. However, this First Rock Belt was removed in arch '81, viewing it has satisfactory expired its service life of about five-year, and also original location of this belt become to be far from the site due to long-years earth collecting work. The Howe Coal Company located in Leflore County, Oklahoma is mining the Oklahoma Lower Hartshorne Coal bed which ranges in thickness from 38" to 42" and dips approximately 7 degrees to the Northeast. The Lower Hartshorne bed lies within the Hartshorne sandstone in Oklahoma but is as much as 60 feet above this sandstone formation in Arkansas. This coal bed extends throughout the Arkansas Oklahoma coal basin, which is about 50 miles wide and 180 miles long and progresses from a semi anthracite in Arkansas to a low-volatile coal in the eastern part of the Oklahoma to a high-volatile coal in the western area. The Howe Mine #1 in the eastern area is mining a low-volatile bituminous coal which has been used as metallurgical coal since the early 1900's as evidence of Bee-hive coke ovens still remain near the town Howe, a few miles northwest of the mine site. The Howe Mine is the first mine in the area to use modern mining equipment, however, numerous punch mines have been worked along the outcrop south of the mine site dating from 1900 with the last closing in 1965. The coal characteristics of the Lower Hartshorne rival the Pocahontas seam in chemistry and coking qualities. This paper will be concerned with the preparation of the coal for the Japanese steel market. The three man crew necessary to operate the plant are the operator, the helper, and the equipment operator needed to feed the raw coal hopper. An additional equipment operator is available on the day shift for coal loading and moving the clean coal to the storage pile as the area under the clean coal belt is only large enough for 1 shifts production. We are at present running the plant on a 2 shift per day basis.

"Groundwater with elevated sulfate and metals was treated using a sulfate-reducing pilot PRB consisting of a series of six 55-gallon drums filled with ZVI (Fe0), wood chips, brewer’s grain, limestone, and emulsified vegetable oil (EVO). Sulfate was reduced from >3000 to <250 mg/L and Cd, Cu, Mn, Ni, and Zn concentrations declined up to 3 orders of magnitude in 2 months. After 6 months of operation at a 7.5-day retention time, sulfate broke through. The system was then rejuvenated by injecting EVO in each drum and operated for 5 more months at a 9-day retention time. Sulfate-reducing bacteria in the pilot system grew by 3 to 4 orders of magnitude in 2 months. Some cementation of the PRB media was observed in the first 2 drums after processing 25 pore volumes of water, due to preferential upstream precipitation of sulfides; this can be avoided through operational modifications. Resulting permeability losses were estimated at 0.1% to 1% per year. Absorption/desorption was tested at bench scale to evaluate the use of various oil-soaked sorbents as a slow-release source of dissolved carbon. The tests show that oil sorbents can increase the useful life of a PRB between oil refills to over 100 pore volumes. INTRODUCTION High sulfate concentrations, low pH, and dissolved metal exceedances are common characteristics of mining-influenced water (MIW). Above-ground such MIW is commonly treated using biochemical reactors (BCR). In a BCR, water generally flows vertically downward through a layer of biomass, such as wood chips, manure, etc. The dissolved organics resulting from the decay of this material are oxidized first by microbes using oxygen; when oxygen is exhausted, other bacteria can use nitrate, and then sulfate to oxidize organics. An efficient state-of-the-art dynamic model to simulate and predict the rate of water production in longwall coal mining operations was developed as a tool for mine planning purposes. The model can also provide an estimate of any potential resultant hydrogeological impacts of an operation via an array of element-specific single-valued parameters referred to as the field rating indices. The computational procedure was designed to fully exploit the benefits of hydrogeotechnology and utilize a combination of conceptual, physical, empirical, and numerical approaches to define, characterize, analyze, and evaluate flow con- trolling properties of fractured rock systems. The model presented here provides a dynamic prediction method for highly fractured flow; a practical tool in mine and water control planning; and a cost-effective means of assessing, based on the best available technology, the impacts of mining on the water resources within a mining environment to satisfy local and federal regulatory requirements. Unique features include consideration of laminar and non-darcian flow domains in double-porosity-pressure hydrogeological media.

Inspite of the growing demands worldwide, thermal coal must compete in the market both in price and quality. The design and performance efficiency of coal preparation plants is thus crucial to the survival and profitability of a coal industry. While the coal recovery influences the cost of production, the quality produced by a preparation plant determines the selling price. Several coal preparation plant simulation models have been developed in recent years to help Improve the performance of coal preparation plants. A research project was recently conducted at Southern Illinois University to evaluate the practical applicability of such a model. The results of this study are presented and discussed.

In this paper a method is presented for estimating the specifications of sandstone-type uranium deposits which will be the minimum that can meet a company&apos;s economic requirements for investment. The method interpolates and extrapolates from available cost data for typical mines to provide the costs for a wide range of possible deposits. The range of deposits achieving the company&apos;s required discounted cash flow rate of return on investment at an estimated uranium oxide selling price is then calculated, thus giving the complete range of deposits which meet the minimum required specifications. Prospects are then evaluated by comparison with these minimum requirements.

In the past, a number of papers have been written on the use of various reagents as coal flotation frothers. For the most part, these papers have attempted to correlate the intrinsic chemical and physical properties of the reagents or reagent groups to the floatability of various fine coals. Because of the type or nature of evaluations made, chemically pure reagents were normally used. Generally, these reagents are unavailable in commercial quantities. Therefore, the results obtained with these reagents were usually limited in usefulness to the plant operator or metallurgist. This paper presents the results of a study in which commercially available forms of various reagents were used as flotation frothers. Flotation procedures which would conform in general to those employed in a large number of commercial coal flotation plants were utilized. The objective of the test was to compare these reagents on yield-selectivity-cost basis, that is, (1) the yields obtained, (2) the ash levels obtained, and (3) the reagent cost relating to these results.

Predictive ground-water modeling is currently being applied to a wide range of engineering applications. In recent years models have been used to evaluate the effect of large ground-water withdrawals on regional water supplies; subsidence associated with overpumping; siting and design studies for chemical dumps; siting and safety aspects of nuclear waste storage; and heavy metal migration from disposal sites. Similar modeling techniques could be used to analyze water-related problems in the minerals industry such as mine dewatering (both open pit and underground), environmental and pollution control, and process water supply and disposal The objective of this discussion is to describe how ground-water models are being used to assist in the solution of water-related problems outside the industry and to extrapolate that use to mining problems.

The work of engineers responsible for the design and performance of mine facilities is often challenged by economic and practical constraints in the field. Problems have developed in implementing design criteria dictated by persons or agencies not familiar with the dynamic nature of mine engineering. Regional and site-specific conditions frequently require changes to standard designs, or the use of a completely innovative approach, which is not provided for in the regulations. The implementation of engineering design, therefore, usually requires a hard-sell approach to management and regulatory agencies that allows for a happy-medium to all parties concerned. Flexibility on the part of the regulatory agencies is needed to solve operational and environmental problems with sound engineering. Typical hydrologic issues which will be discussed fall in the following general categories: ? Design criteria for sizing water control structures (i.e., culverts, diversion and sedimentation ponds, ditches, etc.) ? Implementation (construction and operation) difficulties ? Regulatory compliance ? Reclamation planning with hydrologic considerations ? Protection of groundwater resources

Universities have education as their primary purpose. This appears to be an innocuous statement with simple meaning. In an age of conflicting semantics, however, cords and meanings are often lost or changed. The term education is often broadly expanded to encompass any form of learning process, or the accumulation of knowledge, and even to the beneficial application of knowledge to man&apos;s problems, hence one find that education in universities is not solely the formal process of texts, lectures, recitations, and testing by a batch process known as class room teaching. Despite critics of education batch is spelled with an "a", instead of an "o" - at least we hope so If one defines teaching as causing to learn, then the learning objectives may necessitate a variety of approaches within the teaching concept and research is among those favored at the graduate and some undergraduate levels. Research has been among the glamour words and certain fields such as oceanography and space science have had more than their share of glamour. Unfortunately, industrial mineral research has not had the competitive drawing power of enamoring students of the "note" generation in terms of glamorous accomplishment. Research today usually requires sophisticated equipment and such equipment is expensive, both for initial purchase and operation. The disposal of sludges and other similar industrial wastes is a major problem. Liquid wastes from industrial operations, when treated, produce significant volumes of sludge which are difficult to dispose of, because of the chemical and physical properties of the sludge. In the mining industry sludge is produced from various water treatment operations, in particular mine drainage neutralization. Waste water from coal preparation plants also produces a sludge however the sludge is in fact a slurry containing clays, coal fines and coal impurities. In many areas the disposal of these sludges is producing a serious problem. Mine drainage sludge consists of a variety of hydrous iron oxides, usually ferric oxides, contaminated with other neutralization products such as calcium sulfate. "Longwall mining has a significant influence on gas wells located within longwall chain pillars. Subsurface subsidence and abutment pressure induced by longwall mining can cause excessive stresses and deformations in gas well casings. If the gas well casings are compromised or ruptured, natural gas could migrate into the mine workings, potentially causing a fire or explosion. By the current safety regulations, the gas wells in the chain pillars have to be either plugged or protected by adequate coal pillars. The current regulations for the gas well pillar design are based on the 1957 Pennsylvania gas well pillar study. The study provided guidelines for gas well pillars by considering their support area and overburden depth as well as the location of the gas wells within the pillars. As the guidelines were developed for room-and-pillar mining under shallow cover, they are no longer applicable to modern longwall mining, particularly under deep cover. Gas well casing failures have occurred even though the chain pillars for the gas wells met the requirements by the 1957 study.This study presents seven cases of conventional gas wells penetrating through longwall chain pillars in the Pittsburgh coal seam. The study indicates that overburden depth and pillar size are not the only determining factors for gas well stability. The other important factors also include subsurface ground movement, overburden geology, and weak floor, as well as the construction of gas wells. Numerical modeling was used to model abutment pressure, subsurface deformations, and the response of gas well casings. The study demonstrated that numerical models are able to predict with reasonable accuracy the subsurface deformations in the overburden above, within, and below the chain pillars, and the potential location and modes of gas well failures, therefore providing a more quantifiable approach to assess the stability of the gas wells in longwall chain pillars.INTRODUCTIONIn the eastern United States, abundant gas wells have been drilled through coal seams that are being actively mined by longwall mining. The existence of gas wells in the U.S. coal fields, whether active or abandoned, have caused many issues for longwall mining. First of all, any gas well in the mining area has to be located by all possible means. Secondly, the gas wells within longwall panels have to be plugged, as cutting through gas wells will allow natural gas to flow into the active longwall mines. On the other hand, the gas wells within longwall chain pillars or barrier pillars can be left in place if the wells are protected by properly designed pillars."

Public Law 75-87, the Surface :mining Control and Reclamation Act of 1977 (SMCRA), Section 516(b) requires the underground coal mining operator to "adopt measures consistent with known technology in order to prevent subsidence causing material carnage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonably foreseeable use of such surface lands, except inn those instances where the mining technology used requires planned subsidence in a predictable and controlled manner . . .?. The Congress also directed the Secretary of the Interior to promulgate regulations to implement the law. As a result, the control of subsidence from underground coal mining to minimize surface damage has become the mandate of a Federal law. This paper discusses the mechanics of subsidence and the effects of subsidence on ground features and also summarizes some of the measures which have been used to minimize the possibility of damage to surface structures as a result of subsidence due to underground coal mining.

In the United States there are approximately 155 established operating plants located in 37 states, extending from coast to coast. Silica, in varying degrees of chemical purity, enjoys a very diversified market. Silica is the basic ingredient of glass, bothcontainer and flat glass, and is used for grinding and polishing of flat glass up to the final polishing stages where rouge is generally used. Silica is used for foundry molds and cores, sandblasting, stone cutting, refractories, placing sand in furances, glass coatings and linings, laboratory glassware, construction, oil well fracturing for increased oil flow, filtering purposes, silicate of soda, silicon carbide, and others.

The Paupers Dream Property is located in the northern Boulder Mountains, southwestern Montana, 30 km southwest of Helena. The property is situated in the central portion of the Butte-Helena gold belt, a NE trending lineament marking a zone of recurrent, late-Cretaceous to mid-Tertiary volcanic activity. Geology consists of a plutonic basement of late-Cretaceous quartz monzonite overlain by a pre-volcanic basal conglomerate and a complex sequence of Oligocene rhyolitic volcanics. Gold mineralization occurs in fracture-controlled quartz veins, silicified stockwork, and brecciated shear zones as auriferous pyrite, arsenopyrite, and disseminated free gold. An estimated 60,000 tonnes averaging 2.5 g/t was produced from the Porphyry Dike, Venus, and Paupers Dream Mines on the property. Current drill indicated reserves (May, 19861 are placed at 6,946,000 tonnes averaging 1.45 g/t gold.

The pressure system of ventilation with large diameter bore holes has been very effective in the ventilation of two gaseous mines, the Olga No. 1 and No. 2 Mines in McDowell County, West Virginia. The No. 4 Pocahontas Coal Seam on the Olga property lies 580 feet below the valleys. The seam is very gaseous as well as dry and dusty, which makes good ventilation all the more essential. Irregular and often extensive areas of the coal seam have been replaced with impervious shales and sandstones in "Fault" or "Want" areas. The replacement materials have sealed the methane in the coal seam and thus increased the quantity of gas that must be handled as mining is done. Often the No. 5 Pocahontas Seam comes down to meet the No. 4 Seam at the Faults and considerable methane is sometimes released from the upper seam. The factors mentioned, together with the irregular and unpredictable lateral shape&apos; of the faults, result in long narrow stringers of coal that are very gaseous and difficult to mine. So far as the Olga Coal Company is concerned, the most effective ventilation under the conditions outlined has been the use of large diameter bore holes with a pressure ventilation system. The ventilation of a mine can be accomplished in two fundamental ways. The mine atmosphere maybe reduced below atmospheric pressure by an exhaust fan; or it may be raised above atmospheric pressure by a pressure fan. In either case, the coursing of the air is so planned as to have the haulage and traveling ways on intake air. While the majority of the coal mines in the United States, no doubt, use the exhaust system of ventilation, there are several advantages of the pressure system which are extremely beneficial.

Thermal pretreatment can significantly improve industrial comminution operations by reducing energy requirements and increasing mineral liberation. The effect of pretreatment using conventional and dielectric heating followed by quenching on the fracture properties of a number single and multiphase brittle materials has been investigated. The reduction in the impact fracture energies and particle strengths with and without pretreatment has been measured in precise single-particle experiments using the Ultrafast Load Cell. Variations in the fragmentation pattern caused by different pretreatments were assessed by measurements of the progeny size distributions. The differences in the effect of thermal treatment on single and multiphase materials are discussed based on the experimental results.
