The main purpose of this paper is to introduce the main strategic restructuring aspects of companies that are directly (coalmines) or indirectly (companies that depend on coalmines) linked to coalmining. An attempt is also made to determine the principal factors required for the successful execution of a restructuring process in companies focused on the basic activities of coalmining, such as companies that provide supporting activities. The restructuring process exerts an influence on the whole area that relies on coalmining. So coordination of activities among the government, the local community, and the coalmine is very important. This is the major premise of this paper. The first section of the paper focuses on identifying and analysing the key factors in restructuring and a selection of key methods, drawing on past and present practice. The key factors to be considered in a model of enterprise restructuring in the coalmining sector are considered. The second section is dedicated to the actual design of the model of enterprise restructuring in the coal industry. The proposed model is based on positive experiences in the restructuring of coalmining companies in Europe, with an emphasis on Slovenia, successful approaches to crisis management in corporations, and identifying key areas in bringing about a strategic turnarounds in company operation. To support the argument for the key business areas, a brief summary of empiric findings has been included to demonstrate the applicability of the proposed model and the restructuring process. The summary is based on the survey done in both Slovenian coalmining companies (especially in Velenje Coal Mine) and their subsidiaries. Thirty-one years ago, African leaders met in Lagos for the drafting of the Lagos Plan of Action for the Economic Development of Africa, 1980?2000. The main objective of the plan was to increase Africa?s self-sufficiency and in this regard, the plan had a section pertaining specifically to redressing the ills of an unproductive mining and minerals industry and harnessing its potential for socio-economic development. However, if we look at the nature of this sector on the continent today, its characteristics resemble the diagnosis of the sector given in the plan back in 1980: lack of information on endowments of minerals; lack of value added in the sector; low development and use of those endowments that are not of interest to transnational corporations (TNCs); and most importantly, low contribution to socio-economic development. The primary consequence of the lack of visible benefits to African states, despite growth and development of the sector in terms of increased mining activity led by Foreign Direct Investment is that countries with mining industries are characterized by dysfunctional internal processes. Improvements in governance, monitored with indices such as those set out in the Extractive Industries Transparency Initiative, the Millennium Development Goals, and other such ?good governance? agendas, are being asserted. However, before we prescribe the introduction of initiatives or guidelines based upon highly subjective norms which we believe to fit this diagnosis, it is necessary to review how it is that we got to this situation that we are in today. How is it that, 31 years after the Lagos Plan of Action, we have not seen any major changes in the role the industry can play in socio-economic development, despite the vast increase in mining activity on the continent?

With the advent of the First World Conference on Sampling and Blending (WCSB1) in Denmark in 2003 and the subsequent biannual meetings, together with other sampling conferences held on a regular basis, the central tenets of sound sampling practice and theory are spreading throughout the minerals industry. End-users and project houses, or groups who execute the projects, are all now better-informed about the principles of ?correct? sampling and preparation. To support this, many large mining companies now have their own in-house champion who will advise and ensure that the supply of sampling equipment is correct in terms of design and application, which further contributes to improved metallurgical accounting. The presence of a sampling champion also ensures that consistent and acceptable standards in regard to sampling practice are maintained throughout the group. This has, in turn, placed a greater degree of responsibility on the shoulders of sampling equipment suppliers, in terms of their equipment designs and product offerings, as well as applications knowledge for effective installation of equipment on client plants. This paper attempts to highlight the significant challenges that sampling equipment manufacturers often face with regard to complying with the newly understood requirements of best practice and sampling equipment design. Manufacturers invariably face issues with end-users or project houses, including project cost control, restricted headroom for samplers in plant layouts, and a lack of knowledge in certain quarters. These all have a potentially negative effect on the final outcome of a proposed sampling solution or implemented project. In reality, what is intended by all parties and what is ultimately installed are at times very different, with undesirable consequences for all concerned. Against this challenging background, there are, however, a number of instances where intent and implementation are complementary, with very satisfactory results. "The solid-state reduction of ilmenite concentrate with graphite was studied under argon atmosphere at temperatures between 1050°C and 1350°C. The rate of reduction increased with increasing temperature and decreasing particle size, with the maximum extent of reduction found to be 80% at 1350oC with a particle size in the range of -106 +90 µm. The activation energy for the reduction reaction was calculated to be 257 kJ/mole. The trivalent iron oxide was reduced first to divalent iron oxide and then to metallic iron. An annular ring of a partially reduced oxide phase containing metallic nuclei was formed around the core of ilmenite, which grew in size as the original ilmenite core shrank with progressive reduction. The reduction of titanium dioxide also took place during this stage, which produced the Magneli oxides in the form of TinO2n-1. The metallic phase had very high Fe and low Ti contents throughout the reduction, whereas the partially reduced oxide phase adjacent to the metallic phase was high in Ti and depleted in Fe. The metallic phase globules formed during this stage were small and are considered suitable only for leaching and not for other concentration processes. The core of the particle generally retained the composition of the original ilmenite. The purpose of this work was to remove iron and increase the titanium oxide content of the ilmenite to produce a high-titanium containing charge for subsequent smelting.IntroductionThe titanium-bearing minerals ilmenite (FeTiO3) and rutile (TiO2) are the primary natural raw materials used in industry to produce titanium metal and titanium-based products. The common titanium-bearing minerals are ilmenite, rutile, anatase, brookite, leucoxene, arizonite, and perovskite. Although the formula of ilmenite is commonly expressed as FeTiO3, the mineral can accommodate Mn and Mg, which are chemically bound in the form of (Fe,Mn,Mg)TiO3. Ilmenite concentrate can also contain Fe2O3 and Al2O3 in addition to the physically separable oxides such as SiO2 and CaO. The crystal structure of ilmenite is an ordered derivative of the corundum structure with a trigonal-rhombohedral symmetry. Fe2+ and Ti4+ ions occupy the octahedral sites, leaving the tetrahedral sites unoccupied. In each FeTiO3 unit, there are three O2- ions creating three octahedral sites, two of which are occupied by Fe2+ and Ti4+ (Wilson et al., 2005)."

"Successful development of projects or life-of-mine strategies requires an understanding of the relative sensitivity of value drivers such as grade, tonnage, energy costs, direct operational costs, and recoveries. For example, the results could vary significantly depending on the grade strategy, given a specific orebody amenable to open pitting.Pit optimization is a very powerful tool widely used in the industry to determine the pit shell with the most attractive value potential. Based on the input parameters utilized, the pit optimization process determines the stripping ratio, mineable reserves, and pit shape, and effectively calculates a cut-off grade, assumed to be the optimal cut-off grade.Once the initial pit optimization process is completed, the need may arise to align the optimization results with the company strategy by further optimizing other criteria, such as maximizing short-term cash flow. This paper describes and discusses the selection of an alternative cutoff grade as a strategic intervention. It involves changing the cut-off grade, effectively increasing the head grade to gain a strategic advantage aligned with the company strategy, with a clear understanding of the financial value impact. With this knowledge, it is clear that pitoptimization establishes the basis for future analysis and refinement.IntroductionIt is common for companies to select the optimal pit shell defining the mineral reserve without much further consideration. However, companies may consider various strategies to optimize the long-term value of the project or to optimize the short-term cash flow. Analysis of the entire life-of-mine value estimation process shows that the selection of a cut-off grade and other parameters should be based on careful analysis. Determining the optimal cut-off grade of ore at a different period during the life of mine to maximize the value is often one of the most difficult challenges for a company.A cut-off grade is the lowest grade that mining activities will target. As a result the average mining grade, which drives the value of a project, will always be higher than the cutoff grade applied.According to Bascetin and Nieto (2007) cut-off optimization is still not widely practised. Cut-off grade optimization is an effort to maximize the value of a project by understanding the capacity constraints in the mine, mill, and the market. At any point during the life of mine, any or all of the limitations on tonnage mined, tonnage milled, and product sold may be constraining the system. To ensure cut-off optimization is done correctly, the capacity constraints must be independent of the cut-off grade."

This paper describes and sets in context the commercially proven uranium extraction processes. It also discusses some of the technologies that are currently being pursued with the aim of reducing costs and overcoming a number of technical issues that are faced by process designers and operators. In doing so, opportunities for the transfer of extraction technology from other industries/commodities are identified. The key processing areas that are examined include: ?The influence of mineralogy. The type of uranium mineralization and the nature of its association within a particular deposit will have a major impact on process route selection. Uranium minerals are classified according to their influence on extractive metallurgy. As the uranium price has risen in recent times, so opportunities are increasing for the recovery of uranium from less conventional resources such as phosphates and fossil fuels. ?The opportunities for employing techniques aimed at reducing the capital and operating costs of the overall process such as heap leach and beneficiation. Preconcentration by screening, gravity separation and radiometric sorting can potentially reduce the mass flow to the downstream leach and recovery plants. ?Purification or separation of uranium in carbonate systems. While it is possible to directly precipitate uranium from clarified leachate, the presence of impurities such as vanadium, molybdenum and others may dictate that ion exchange or selective precipitation is employed. Advances have been made in other industries in terms of improved ion exchange equipment aimed at reducing resin inventories and hence costs. ?Separation in acid leach systems. Earlier developments included the use of combined SX-IX systems (Eluex or Bufflex) and the introduction of continuous countercurrention exchange (CCIX). Column SX has found a ready application to uranium in view of the rapid extraction kinetics. With the renewed interest in uranium processing, efforts are being redirected towards further development of resin-in-pulp (RIP) as a means of driving down capital and operating costs. ?Extraction in a chloride environment. Australia and Namibia are desert countries where good quality water comes at a cost. However, both have access to saline water from either the ocean or subterranean aquifers. The issues associated with operating a uranium extraction operation in such environments is discussed. ?Extraction from less conventional sources. Recent price increases for U3O8 have resulted in a number of companies examining the recovery of uranium from sources such as fossil fuels and phosphate deposits. Both of these areas were examined in the 1970s and 1980s and a number of approaches were commercialized. The paper reviews the extraction options.

Goode (President): South Africa is known for its sunshine and mineral deposits-especially its gold and its diamonds-and as this year marks the 75th Anniversary of the establishment of the South African Institute of Mining and Metallurgy, it is appropriate that I say a few words about mining and metallurgy and the part this industry and our Institute has played in the life of this country. Africa, as the Dark Continent, with its fascinating tales of Prester John, Ophir, Queen of Sheba and its myths and legends has throughout the ages fired the public imagination. Pharaoh Necho, 600 years before the birth of Christ, sent an expedition from Egypt around the Cape to probe this strange land. The gold for King Solomon's throne was said to come from Monomotapa-the country now known as Rhodesia. Centuries later the Arabs and Portuguese searched for this mineral wealth. The Arabs found little gold but unfortunately established a lucrative trade in black slaves. Now let us take a brief look into the closing stages of the Stone Age when the indigenous population of the lower portion of this continent consisted of the Bushmen, a nomadic hunting people who knew no metals and kept no stock, and the Hottentots who were a pastoral folk with cattle and sheep. Then somewhere about the 11th century the Bantu started their long migration southwards and brought with them the knowledge of smelting of iron ore. One of their settlements was here in Johannesburg on the Melville Kopje at Emmarentia. These people were the first miners and metallurgists on the Witwatersrand and the beautifully preserved iron smelting furnace constructed nearly 1,000 years ago is a tribute to their technical ability. This ability to use iron to make better spears for hunting or to fashion hoes for cultivating the soil led to their establishment as a superior tribe. The earlier Bushmen were pushed back to the inhospitable swamps and deserts and the Hottentots fled to the south. The Bantu also knew the art of copper smelting. In the days of the Dutch East India Company, at the end of the seventeenth century, Bantu workers brought copper from the north-west Cape to Simon van der Stel, but it was another two hundred years before the white man turned this to advantage. Stories of the Bantu mining gold spurred the early European hunters to travel deeper into the heart of Africa in search of wealth, and we are told that Karel Kruger, in 1834 whilst leading an ivory hunting expedition, discovered gold on the Witwatersrand, and took samples to Cape Town; but when he returned with a larger expedition a few years later his party was attacked by Moselekatze's Matabele near Potchefstroom. Kruger was killed and only the legend survived. The real spur to mining in this country was the discovery of diamonds in Griqualand West in 1867. The field seemed fabulously rich and diggers flocked to the scene from the four corners of the earth. With them came Cecil Rhodes, Barnato, Beit and some of the finest mining and financial brains the country had yet seen. These giant entrepreneurs were not tempted by the small deposits of gold in the Barberton and Pilgrim's Rest areas when these were made a few years later but

Anglo Platinum's Polokwane Smelter is situated outside Polokwane, in the Limpopo Province of South Africa. Wet concentrate is received from various concentrators along the Eastern Bushveld Complex. Approximately 60% of the total concentrate received is from UG2 Reef, and 40% is from Merensky Reef. The concentrate is dried in two flash dryers, and smelted in a single 168 MVA furnace. A PGM-rich nickel-copper matte is cast, crushed and transported to Rustenburg for converting. The plant was commissioned in March 2003. The wet concentrate, containing 12-18% moisture, is weighed, sampled by one of two auger samplers, and off-loaded into a concentrate shed, either directly through a grizzly into a hopper, or onto the floor. From the shed the concentrate is conveyed to 12 concrete silos. Each of the two identical flash dryers can be fed from six silos. From the flash dryers concentrate is transported pneumatically to a 3 000-ton dry concentrate storage silo. The flash dryers are rated at a nominal 66 tph of dry concentrate at 14% moisture, while the furnace can smelt 90 tph of dry concentrate. Therefore both flash dryers are required to operate when the furnace runs at design throughput. Each flash dryer consists of a hot gas generator (HGG), a disintegrator and drying column, and a section for gas/solids separation. In the HGG, gas heated up to 700° C is produced from the combustion of coal peas in a fluidized sand bed. The hot gas and wet concentrate are introduced to the disintegrator at the bottom of the drying column. The disintegrator breaks up any lumps of concentrate, and throws the concentrate up into the drying column, where it travels co-currently with the hot gas. A fan draws the hot gas from the drying column and through the gas/solids separation section, which consists of three primary cyclones, a multiclone and a high-temperature bag house. The dry concentrate reports to a 450-ton dry concentrate storage bin. A portion of dry concentrate is recycled to the wet concentrate feed in a paddle mixer, so that concentrate that is too wet does not enter the disintegrator. The drying column outlet temperature is controlled at 120° C. Coal is received by road, screened for oversize and conveyed to a 400-ton concrete silo. From here it is pneumatically conveyed to a small feed bin at each of the HGG' s. The optimization work consists of process control improvements relating to the HGG outlet temperature, to control the drying column temperature during the ramp-up of the HGG outlet temperature and bag filters. Furthermore a heat balance is used to evaluate options to increase the instantaneous drying capacity of the existing equipment. The coal consumption derived from the heat balance is compared with the actual coal consumption. The purpose of the optimization work is to achieve an operating schedule for the flash dryers such that they operate simultaneously for as short time as possible. Most of the time one flash dryer should operate, allowing maintenance to be done on the other flash dryer, while drawing down the dry concentrate stock. The titanium industry demands high titanium feedstock for their processes. As rutile resources are limited, ilmenite has become the most important titanium source. Ilmenite smelting is an important part of upgrading ilmenite to high titanium feedstock. In the year 2005, upgrading of ilmenite by smelting, producing a slag with 80-90% Ti02, accounted for approximately 40% of the feedstock to the Ti02 pigment industry. In ilmenite smelting molten iron is produced together with a slag, which in addition to titanium oxide contains iron oxide as well as various impurity oxides of manganese, magnesium, silicon, aluminium, etc. Titanium is present mainly as Ti02 but partly also as Ti203. It is known that the concentration of Ti203 increases with decreasing concentration of FeO, but this dependency is affected by the nature of the impurity oxides. Sigurdson and Moore1 showed that slags high in CaO and MgO had a lower concentration of Ti203 than slags high in Si02 for the same amount of FeO. Pistorius2 showed in 2002 that if the impurity oxides MnO and MgO are counted, on a molar basis, as FeO, and Cr203, V203 and part of the A1203*), as Ti203, industrial slags will have a composition close to that of the M305 phase, where M denotes the elements Ti, Fe, Mn, etc, and which has the pseudobrookite structure. However, for equilibrium with liquid metallic iron he computed, by means of a computer program FACT, that the slag equilibrium composition is represented by a curved line in the ternary phase diagram FeTi03-TiO2-Ti2O3, but with a significantly higher concentration of trivalent titanium than actually observed in the industrial slags, and he discussed various mechanisms by which the slag during solidification could change its composition to a lower Ti203 content, but the possibility that the computed compositions might be wrong was not mentioned. Trane113 found in her research on titaniferous silicate slags a lower Ti3+/ Ti4+ ratio than that which is computed by the FACT program. The purpose of the present investigation was to study the equilibrium composition of Fe-Ti-O slag in equilibrium with liquid metallic iron, as well as the effects of impurities such as Si02, CaO and MgO on the slag composition. Industrial slags from TINFOS Titan and Iron KS (TTI) will also be discussed and their compositions will be plotted in the ternary phase diagram. These are slags produced from Tellnes ilmenite, quite high in magnesium and iron. Experimental In the past, equilibrium studies of the Fe-Ti-O slag system were difficult when it came to producing the slag. It was difficult to find a suitable crucible for the meltings. The highly corrosive slag would attack all known refractories, and the metal would attack metallic crucibles such as those made of platinum and molybdenum. In the present investigations the slag-metal combination was prepared in a high-frequency induction furnace with a vertically segmented water-cooled copper crucible. The crucible is shown in Figures 1 a and 1b. It was designed by the Australian Nuclear Science and Technology Organisation (ANSTO) with power from a 75 kVA high-frequency generator (750 kHz) supplied by Farfield Electronics Pty, Ltd, Australia. This title of is not that originally chosen for the Colloquium, which was 'A high gold price'. Such a title would have been unfortunate because it would have related the Colloquium only to the high gold price of the past two years, which reached the dizzy peak of 850 dollars per ounce in January 1980. The chosen title is, of course, the right one because it places the whole problem in the right perspective. It relates to a situation that has occurred many times before. Over the course of the past century, the gold price has periodically been inhibited from rising, so that it has undergone a succession of stepwise increments. With each increase, the relationship of the working cost to the gold price alters, and gives rise to a jump in ore reserves. Award for CMI fuelling technique Consolidated Metallurgical Industries Limited - the Lydenburg-based ferrochromium producer in the J.C.I. group - was one of the five recipients of the 1981 National Productivity Institute annual award.

Scientific and technical research is becoming an expensive business, and needs to be managed as well as directed. Regardless of whether it operates under public or private auspices, a research-and development organization should not tolerate inefficiency or irrelevance. Its true worth is ultimately decided by the impact it makes on its environment. Doing the right things is preferable to merely doing things in the right way. Clear definition and the setting of goals form the crux of the Management by Objectives (MBO) system. This system provides the research establishment with a profound sense of purpose and direction, which is essential for effective planning and control. Performance standards, in association with costs and manpower, value assessment, feedback, and improvement, tend to follow naturally once the principle of a results-oriented management system is adopted. MBO is a participative management system, leading to decentralization and self-control of the individual rather than imposed control. If wisely implemented with the necessary respect for creative work, it can enhance the job satisfaction of the research worker as well as the overall productivity ofthe research establishment.

It is particularly pleasant to be able to extend a warm South African welcome to al our visitors from foreign shores. We trust you will enjoy your stay in our country. It is a singular honour for me to be present here today, and to have been asked to open this international Symposium. MINING IN SOUTH AFRICA Mining is the single most important contributor to this country's foreign-exchange earnings. Minerals and processed mineral products together account for about 70 per cent of South Africa's total foreign exchange earnings. The mining sector employs in excess of 670 000 people, and is one of the largest employers in the country. The construction and development of cities and towns like Johannesburg, Welkom, Orkney, Springs, Benoni, Witbank, and Klerksdorp is a direct result of the contributions of the mining industry to economic activity in these areas, as well as of the multiplier effect of secondary industries.

The imbalance between the coal resources contained in thin seams (1,5 m or less) and the production from them is outlined. It is suggested that an Increase In the exploitation of thin coal seams is necessary, and that drum-type continuous miners can produce a substantial amount of any increase. Continuous miners are employed in a number of mining methods including bord-and-pillar, pillar extraction (stooping), rib-pillar extraction, and shortwalling. These techniques of mining are evaluated with respect to production rates and the cost of extraction for South African conditions included in these evaluations are the types of equipment used to transport coal from the mining machine to the section conveyor belt. Computer simulation techniques are used to generate the required production levels, and interpretations are made of other results from the computer modelling. For thin, coal seams, bord-and-pillar mining utilizing continuous haulage is apparently the most productive and cost-effective of all the methods using the continuous miner. The relative efficiencies of the other techniques of mining and of coal-transportation vehicles are also outlined.

The influence of two weeks of microclimate cooling on the state of heat acclimatization by N. B. STRYDOM, M.Sc., Ph.D. (Illinois) (Fellow), A. J. S. BENADE, M.Sc. (Potch.) (Visitor), and W. H. VAN DER WALT, B.Sc. (Potch.) (Visitor) Five volunteer Black subjects were acclimatized according to the climatic-room acclimatization procedure, and their states of heat acclimatization were determined by the usual heat-stress test. The subjects thereafter wore pre-frozen jackets in a somewhat higher environmental temperature (33,9/35,6 °C). stepping at the same rate as before for four hours a day for fourteen days. The heat-stress test was repeated and followed by a similar test at the higher environmental temperature. It was found that fourteen days of microclimate cooling in a very hot environment had no adverse effect on the degree of heat acclimatization. The sweat rates during microclimate cooling remained high, even though no sweating is possible beneath the pre-frozen ice-jacket. which indicates that there is an increase in sweat rate from the areas of exposed skin.

Threshold blasting involves the use of small amounts of high explosive to break and fragment hard rock without having to evacuate mining personnel. The method is easily assimilated and effective in rockbreaking, but requires rigid control on drilling, charging and timing. Current underground trials are aimed at fine-tuning the amount of explosive energy and blast hole geometry to allow the firing of multiple sets of shot holes in a continuous manner. Through correct procedures, the after-blast fumes, dust and fly rock can be contained so as to provide a safe working environment. Threshold blasting hugely reduces the volumes of explosives used in mining and brings to maturity the potential of the process begun by Alfred Nobel when he introduced nitroglycerine, and later dynamite, to mining. Its key contribution is its enabling of continuous mining operations with well understood and relatively low cost technologies. The use of batch blasting, employing large burdens holds the greatest potential for delivering high flow rates of ore at minimal cost. There is good potential for rapid evolution of the concept.

Published South African fatality and injury statistics for mine accidents are investigated. Where possible, the South African statistics are compared with those of other countries. Commonly held attitudes to the South African accident experience are also examined. Analysis reveals that the published accident rates present a more favourable picture than the rates actually experienced by underground workers. In addition, fatality rates in South African underground gold and coal mines do not differ significantly and have remained stable over the past decade, although the injury rates have decreased rapidly. No evidence was found that this is due to improved safety, and a comparison with international fatality and injury data suggests that it is not. The underground fatality rate for South African coal mining is, on average, eight times that of the UK, four times that of all EEC coal mines taken together, and over double that of the USA. Despite the unreliability of the injury rates, much has been made in South Africa of their rapid decline, an emphasis that appears to be misplaced.

The lift system is the main part in manganese nodule mining on the ocean bed. It connects the nodule collection system (miner) with the surface platform (mining vessel) and transports the nodules from the ocean bed to the surface. China started the research on lift technology in deep ocean mining in 1991, and a slurry pump hydraulic lift method has been developed for the nodule mining system. The detailed slurry pump hydraulic lift experiments have been undertaken with crushed nodules in the vertical pipe. The lift parameters to lift coarse particles in the lift pipeline have been discussed, including the pressure drop, the solid concentration, and the mixture velocity. The author of this paper not only took part in all these studies on the lifting technology, but was also responsible for some of this research. This paper will present the component parts of the lift system and the research results of coarse particle mixture flow in the vertical lift pipeline.
