A mineral economic analysis of South Africa's mineral-beneficiation industry, comprising both economic theory and case studies, suggests that the domestic market has proved to be a more effective vehicle for promoting the establishment of advanced beneficiation projects than the availability of domestic raw materials. Although the domestic market plays an important role in the promotion of beneficiation by providing a secure outlet for sales, its most vital role is in the development of technological and marketing know-how that may give South African beneficiated products the competitive advantage required to penetrate export markets. The real wealth of a country lies primarily in the skills of its people rather than in its natural resources, and the domestic market plays a pivotal role in the development of these skills.

Correlations for the critical velocity needed to hydraulically convey particles in horizontal, or near-horizontal, pipes are either explicitly dependent upon the shear stress imparted by the fluid upon the surface of the particle bed, or require a velocity and hydraulic diameter. Often such approaches are modified to account for pipe inclination by the introduction of simple factors. However, we assert that the physics that underpins the hydraulic conveying of particles in steep pipes (such as a directionally drilled oil well) is dissimilar to that which governs particle behaviour in horizontal pipes. In steeply inclined systems, a sliding sediment induces an upward counter flow and hence an autogenous contribution to the shear rate. The physics underpinning particle hydraulic conveying in steep systems is explored using the separation results of Laskovski et al.10

Computer analysis, modelling and optimization of gold recovery plants of the Anglo American Group by M. I. BRITTAN M.Sc. (Eng.), M.S., Ph. D., (Member). and E. J. J. van VUUREN M.Sc., (Visitor). Multiple correlation and regression techniques are used to analyse gold plant operating records. Key variables m the process which Influence the gold recovery are Identified and assembled into a mathematical model. This constitutes a valuable tool for the optimisation of variables such as the rates of reagent addition and for assessing the economics of extending the plant. Substantial short term economic benefits have been realized. The techniques provide a rapid diagnostic service without interfering with normal plant operation. Quantitative results are presented and their implications examined. The value of the method is discussed.

A high proportion of damaging rockbursts are thought to be underlain by seismic events that represent shear or rupture along planes of weakness (faults, joints, dyke contacts). Such events are controlled by shear stresses and friction properties along the plane. Excess shear stress (ESS) is a measure that can be evaluated numerically and that, in principle, can be used in an assessment of the possible magnitude and relative likelihood of seismic activity. Methods for the calculation of ESS in practical mining contexts, and for the estimation of the magnitudes of possible seismic event progressions, are briefly reviewed. The effects of variables such as depth, stoping width and, in particular, virgin horizontal stresses on general shear-type seismic hazards are investigated. Attempted back-analyses of two large rockbursts are described.

ABSTRACT: Stiffness controlled test procedures performed with servo-controlled shear systems are the most versatile for simulating the wide range of boundary conditions expected in nature. Examples of a function controlled procedure in addition to dilatation controlled procedures are discussed for different characteristic behaviours. "To eliminate nozzle clogging during continuous casting of ship plate steel and reduce the calcium addition required, the composition of CaO-MgOAl2O3 inclusions in the liquid phase region must be controlled. Thermodynamic calculations using FactSage show that when the balanced Al content is 0.03 mass %, aCa in the liquid steel is 1–10 ppm, and aMg is 0.01–0.3 ppm; and when the balanced Al content is 0.06 mass %, aCa in the liquid steel is 1–30 ppm, and aMg is 0.05–0.9 ppm. The CaO-Al2O3-CaS inclusions can be controlled in the liquid region below 1600°C at aCa values of 5 ppm, 15 ppm, and 30 ppm, and the balanced Al content should be controlled in the range of 0.001–0.050, 0.005–0.250, and 0.010–0.50 mass %, respectively. Based on theoretical analysis, the refining slag composition should be controlled to 45–53 mass % CaO, 30–37 mass % Al2O3, 6–12 mass % SiO2, and 6–8 mass % MgO. Optimization of the slag system and steel composition can reduce, or even eliminate, the requirement for calcium treatment. The total oxygen content in the slab can be controlled to 15–21 ppm, with typical micro-inclusions ??10 ??m in size, with compositions in the CaO-Al2O3-MgO and CaO-Al2O3-CaS systems. Introduction With the rapid growth in steel output in China and the changes in the macroeconomic environment, competition in the steel industry has become more intense. The technology for economical cleaning of high-grade steel is important for improving product quality and reducing production costs. However, the functions of refining equipment have not been fully taken into consideration, and the combination of refining methods has not been optimized completely. These problems have become a bottleneck, restricting modern steel enterprises from developing an economic clean steel production process. Ship plate steel produced by the converter long process has been selected as the example in this study. The composition of the steel is shown in Table I. This steel is a high-strength low-alloy steel for rolling media and heavy plates, mainly used for ocean-going vessels and other steel structures. The carbon content in the steel is far from the peritectic point, and the crack sensitivity of the slab surface is weak, so impurities and gas content are strictly limited. Therefore, the process route BOF (basic oxygen furnace) – LF (ladle furnace) – CC (continuous casting) needs to be studied."

In the second of a series of five colloquia with the theme Rescue 91 ..Survival Initiatives for the Mining Industry, the emphasis was placed on the harnessing of improved technology for the benefit of all the industry. The Colloquium was held at Mintek, Randburg, and attracted some 150 delegates and speakers from a cross-section of the industry. Eight papers were presented, and panel discussions were held to round off the morning and afternoon sessions. The purpose of the Colloquium was to allow mines and other groups to put forward innovative schemes in the management of technology that could be shared by everyone in their determination to ensure the survival of the gold-mining industry in the current difficult times. The Rhodesian approach to the vegetating of slimes dams by J. R. C. HILL, B.Sc.(Agric.) (Visitor) and W. F. NOTHARD (Visitor) To prevent environmental pollution from mine dumps, it is necessary to stabilize them either mechanically or biologically. In the long term biological stabilization is more attractive because of its permanent nature. Initially, the basis of stabilization is in the correct siting and construction of the dump. The main toxic factors influencing plant growth on Rhodesian mine dumps are arsenic, antimony, copper, nickel, a high ratio of magnesium to calcium, excessive soluble salts, high pH, and Iow macronutrient content. Root-growth studies in culture solution and pot experiments are used to supplement information on the suitability of plant material obtained from replicated field trials on mine dumps. In addition to the selection of plants for toxic tolerance, it is advisable to provide multiple-layer protection with trees, shrubs, and grasses. Further, a range of different plant species gives greater biological stability. Protection must be provided for young plants against wind erosion and the abrasive effects of windblown sand. Planted wind breaks are preferred to mechanical forms; windrows of garden refuse make good wind breaks and at the same time introduce organic material to the dump and provide a good environment for seedling establishment. The use of artificial fertilizers and sewage effluent is recommended to hasten the development of a complete and protective plant cover.

To the members of The South African Institute of Mining and Metallurgy I have audited the annual financial statements of The South African Institute of Mining and Metallurgy set out on pages 641 to 644 for the year ended 30 June 2006. These annual financial statements are the responsibility of the Institute?s Council members. My responsibility is to express an opinion on these annual financial statements based on my audit. Scope I conducted my audit in accordance with International Standards on Auditing. Those standards require that I plan and perform the audit to obtain reasonable assurance about whether the annual financial statements are free of material misstatement. An audit includes: ?examining, on a test basis, evidence supporting the amounts and disclosures in the annual financial statements, ?assessing the accounting policies used and significant estimates made by management, and ?evaluating the overall financial statement presentation. I believe that my audit provides a reasonable basis for my opinion. Audit opinion In my opinion, the annual financial statements present fairly, in all material respects, the financial position of the Institute at 30 June 2006 and the results of its operations and cash flows for the year then ended in accordance with generally accepted accounting practice appropriate to the Institute. Supplementary information The supplementary schedule does not form part of the annual financial statements and is presented as additional information. I have not audited this schedule and accordingly do not express an opinion on it.

In the wake of the financial crisis that affected world markets in 2002, there has been an increasing international focus on corporate governance. Various corporate governance codes of practice have been introduced, such as the Sarbanes-Oxley legislation in the USA, the Combined Code in the UK, and King III in South Africa. This focus on corporate governance has increased since the most recent financial crisis in 2008, the effects of which are still being felt world-wide. In the mining and minerals industry, reliable metal accounting is essential to sound corporate governance and is also becoming a focus of increased attention and concern, particularly as the figures generated by the metal accounting system feed directly into the financial accounts of mining companies. Mass measurement, sampling, and analysis provide the input data for the metal accounting system and sound corporate governance requires that the procedures used are based on best practice and that the data generated is accurate and handled correctly, transparently, and consistently to produce the accounting reports. The AMIRA Code of Practice for Metal Accounting has been widely adopted in the industry as a means to achieve this, and the compilers of the Code have conducted numerous metal accounting audits at operations, both in South Africa and abroad. Approximately 850 groundwater samples were collected over a 29 300 km2 region of the semi-arid Northwestern Cape during the site selection phase of the South African radioactive waste disposal project. The purpose of the geostatistical investigation was primarily to delineate metallogenic occurrences and provinces which might exist below the thin veneer of surficial material and could thus interfere with the suitability of the site, and to quantify the distribution patterns of groundwater parameters in order to establish a relationship to local and regional geology. Up to 34 variables were analysed for each sample. Structural analysis revealed that the study area is statistically uniform. The variables have low correlation coefficients, with the exception of major ions, indicating a general poor degree of interrelationship between the spatial distribution patterns of the different variables. On the other hand, the long semivariogram range of the majority of variables, which reaches 70 km in cases, demonstrates their continuity on a regional scale. Kriging, which was repeated for each parameter, reveals that most variables, particularly trace metals, have distribution trends which are not influenced by local geomorphology or surface lithology. A 50 km wide, 220 km long metallogenic province, defined by kriging, could possibly reflect a broad metallogenic imprint on the basement and could represent a target area for prospecting. Kriging also reveals the possible existence of a wrench faulting system which may well have influenced the Namaqualand coastal graben and the western boundary of the Karoo.

Synopsis This is a summary of investigations in the field of pressure leaching carried out at the Institute for Extractive Metallurgy of the Technical University of Berlin-West during the last seven years. The efficient dispersion of gas in a liquid and its dissolutions as well as the events at the phase boundary when leaching ZnS are reported. At the end two examples are given for the use of pressure leaching in the processing of smelter by-products. INTRODUCTION About 20 years ago, experiments were independently started in Canada and in Berlin on the subject of dissolving sulfidic ores without preliminary treatment by means of leaching under increased oxygen pressure. In Canada ammoniacal solutions were mainly employed, and F. A. Forward and his co-workers were successful in applying this process on a large industrial scale1, 2. This process is used in Fort Saskatchewan to produce about 15,000 tons of Ni per year. In Berlin, investigations were started on leaching with acid solutions3, 4. This process had also been used on a large industrial scale in the D.S.A., but the choice of unfavourable working conditions led to great difficulties, and to giving up this process for industrial use. Later on in Berlin work was carried out especially on the kinetics of pressure leaching 5, 6, 7, 8, 9 and its applications to the processing of smelter by-products, in particular of mattes and speisses10, 11, 12, 13, 14. The dissolution of ores and by-products can be subdivided into four steps: 1. the efficient dispersion of the gas, so that its dissolution occurs over as great a surface area as possible, since only the dissolved oxygen reacts with the solid, 2. the suspension of the solid, so that the entire surface can take part in the reaction, 3. the phase boundary reaction, 4. the removal of the reaction products. The first two steps belong to the field of process engineering and will be discussed from this point of view. The aim of these experiments15 was to find out first of all the limits of efficiency of self-sucking stirrers in solutions of low viscosity with regard to the mass transfer. In addition, the effect of ultrasonics in the same reaction system was studied. The experiments were carried out in a lucite container as shown in Fig. 1. Four baffles of 0.1 d width were in the stirring vessel. The height of these baffles was adjustable. For every experiment one litre of liquid was used. An infinitely variable direct current motor, which was fixed with a hollow shaft, served as the driving power for the stirrer.

INCOME TAX: POST-GRADUATE STUDY COURSE CONCESSION As a result of representations made by the Associated Scientific and Technical Societies of S.A. and the Suid-Afrikaanse Akademie vir Wetenskap en Kuns, engineers and scientists will now be allowed to deduct expenses incurred on post-graduate study courses from their taxable income. The conditions of this concession are set out in section 16 of the Income Tax Act, 1969, which reads as follows: 16. (1) The following section is hereby substituted for section 16 of the principal Act: 16. "Notwithstanding the provisions of section 23(a) and (b), there shall be allowed to be deducted from the income of any person who is a dentist or medical practitioner or practises any profession referred to in paragraph (a), so much as the Secretary may allow of any expenditure incurred by such person in the circumstances contemplated in paragraph (c), if the Dental Association of South Africa in the case of a dentist, or the Medical Association of South Africa in the case of a medical practitioner, or the "Suid-Afrikaanse Akademie vir Wetenskap en Kuns" or the Associated Scientific and Technical Societies of South Africa in any other case, certifies in such form as the Secretary may prescribe that such person- (a) if he is not a dentist or medical practitioner, is the holder of a degree in engineering or allied technology or natural sciences awarded by a recognized university on completion of a prescribed minimum period of study of not less than four academic years or the equivalent thereof and enabling the holder thereof to practise the profession of an engineer or a profession for which advanced and specialised scientific knowledge is required which relates directly to- (i) the development or exploitation of natural resources; (ii) mining or prospecting for minerals; (iii) the production of pastoral, agricultural or forest produce ; (iv) the breeding or care of farm animals; (v) any industrial process; or (vi) the training of specialists in any branch of science or technology connected with any aforementioned profession; (b) has practised his profession for not less than three years; and (c) has incurred such expenditure during the year of assessment in respect of the attendance by him of any postgraduate study course approved by such body to improve his qualifications for carrying on his profession in the Republic". (2) The amendments effected by subsection (1) shall first take effect in respect of assessments for the year of assessment ending on the twenty-eighth day of February, 1970. From this section it is clear that the concession will only be granted if the application is accompanied by a certificate, which certificate must be either signed by the Chairman of Die Akademie or the President of the Associated Societies. In terms of the authority granted such certificates must certify that: (i) the taxpayer concerned has practised his profession for not less than three years; (ii) the expenditure was incurred by the taxpayer during the year of assessment indicated in the certificate; (iii) the expenditure was incurred by the taxpayer in respect of the attendance by him of a post-graduate study course approved by the Associated Scientific and Technical Societies of South Africa or Die Suid-Afrikaanse Akademie vir Wetenskap en Kuns, as the case may be, to improve his qualifications for carrying on his profession in South Africa; (iv) the taxpayer is the holder of a degree in engineering or allied technology or natural sciences, which degree was awarded by a recognized university,

The influence of Harold Hotelling?s work in the field of mineral economics is both unusual and outstanding. In the 66 years since its development, theory surrounding the economics of exhaustible resources has only been significantly researched since the early 1970s. At that time a wave of research into the economics of exhaustible resources arose from the threat of global resource scarcity and continued into the late 1990s. Current East Asian and global demand for natural resources as well as mineral and metal commodities, has stimulated interest in the optimal and sustainable exploitation of exhaustible resources to the point that the subject is worthy of review. Hotelling?s theory and the assumptions that he made in establishing a model for the optimal exploitation of mineral resources at the industry level and at the level of the individual mine owner, are examined. He showed that the rate of increase inexhaustible resource prices should be equivalent to the market rate of interest and that in a market with rising prices the rate of extraction should be constant. In markets where demand is stable optimal exploitation requires that the rate of extraction should decline over time, while in a monopoly market he showed that the rate of extraction is retarded. In addition, the effects of cumulative production on costs and prices, the uncertainty associated with estimates of the resource stock, the impact of exploration and issues of intergenerational equity are examined. An analysis of the optimal price path, extraction costs and mineral rents at an industry level is presented as a model. An analysis of the rates of production and optimal benefits at the individual mine level including total, average and marginal costs on the optimal rate of production, is considered. Optimal extraction rates for a mine with a clearly defined concave positive cost equation vary according to the position on the marginal cost curve. The influence of discount rates and the size of the ore reserves on the rates of mineral extraction are also examined and could define the frontier of usefulness for the ?economics of exhaustible resources?.

"This paper offers an introduction to and strategic context for the other papers included in this special UCG edition of the Journal of the Southern African Institute of Mining and Metallurgy. South Africa is facing long-term energy security challenges, brought about by a myriad of factors that are somewhat unique or exacerbated in the global context. Underground coal gasification (UCG) is a process used to produce synthesis gas from coal in situ, that is, in the coal seam. UCG is an emerging, advanced clean coal technology that offers a potential solution for these challenges, as it can cost-effectively and cleanly liberate vast coal resources in the country that currently cannot be economically exploited using traditional mining technologies. One of the tasks of the South African Underground Coal Gasification Association (SAUCGA) is to advance the development of UCG in South Africa by compiling a technology roadmap. This paper presents the initial findings of the SAUCGA Roadmap (Draft), and contextualizes the technology opportunities and challenges, stakeholders, and provides a basis from which to progress further plans for technology development. Firm development plans and deadlines are not yet possible due to the reliance of the UCG Roadmap on the higher level South African energy policy and regulatory framework. However, the draft roadmap has taken the first step of identifying these policies and stakeholders, and should be seen as the seed from which this embryonic technology and industry can be further developed. In May 2009 a test work programme was carried out at the sorting laboratory of CommodasUltrasort in Germany which was aimed at establishing the efficiency of X- ray transmission sorting for the recovery of unliberated diamonds in a size range of +8mm. A PRO Tertiary XRT belt sorter with a working width of 600mm and a belt speed of -3mJs was used for the test work. Dual energy X-ray transmission sorting is a type of sensor-based sorting which uses an X-ray scanning system, The attenuation of the transmitting X-rays is measured at two different energy levels, Thereby it is possible to eliminate the effect of the particle thickness on the measurement result. The effective measurement results in a classification by elemental order based on the periodic table.

Selected members of the slag system were reduced in graphite crucibles in an argon atmosphere, and the physicochemical properties of the reduced derivatives of the slags were determined in inert crucibles. It was found that slags having magnesium aluminium titanate as the primary phase before reduction underwent an increase in liquidus temperature, accompanied by a change in the primary phase. No analogous behaviour could be detected for the slags having perovskite as the initial primary crystallization product. In most instances, the viscosity of the melt passed through an initial minimum, followed by an increase as the reduction time was extended. Increased MgO/CaO ratio. basicity, titania content, and reduction temperature all served to accelerate thickening. During reduction, the electrical conductivity of the slags tended to rise relative to the value for the unreduced melt.

Some of the factors that govern the choice of a nuclear fuel are briefly discussed, special reference being made to the introduction of advanced carbide fuels into fast-breeder programmes. One of these factors, i.e. the compatibility of carbide fuels with stainless-steel cladding, is discussed in depth. A very sensitive technique for the study of compatibility interactions between fuel and cladding is described in respect to the effects of particle size, specific surface area and surface oxidation of the fuel,and microstructure of the cladding on the compatibility behaviour of the cladding with the fuels. Finally, the need for the development of modified or stabilized uranium carbide fuels is discussed, and some results are presented to show the effects of small amounts of sulphur in these fuels on their compatibility with stainless-steel cladding materials.
