"Historically, mining companies worldwide provided housing and developed towns to accommodate their employees. At the end of the 1980s this approach became less prevalent and attempts were made to mitigate the effects of mine development and mine closure on communities living near the mines. Permanent settlement in mining towns urgently needed to be minimized. Since the advent of democracy, South African policy has moved in the opposite direction, shifting the emphasis to creating integrated communities and encouraging home ownership. Despite this policy shift, however, mines continue to influence local housing conditions. One direct outcome has been the development of informal settlements. We surveyed 260 informal settlement households in Postmasburg, a small and remotely located town in the Northern Cape Province of South Africa. We found that because they employ contract workers and thus arouse expectations of employment, the mines here contribute extensively to the development of informal settlements. But local factors also contribute, and the functional role of informal settlements as a form of housing that supports mobility should not be underestimated. We also found that both municipal and mining company policies for informal settlements were inadequate. Finally, we found that low-income informal settlers not associated with mine employment suffered the highest levels of social disruption.IntroductionA mine generates demand for labour, which in turn generates demand for housing. When settlements spring up near a mine this often means poor housing conditions. In South Africa in the 1960s and 1970s mining companies invested heavily in company towns or mining settlements, but they have become increasingly hesitant to do so, for three reasons. First, declining resource prices in the mid-1980s and the 1990s compelled them to focus on core business interests and reduce the costs of peripheral activities such as housing (Bryceson and MacKinnon, 2013); second, at the turn of the 20th century they were often accused of taking over the role of local government (IIED, 2002) and consequently became hesitant to invest in developing mining towns; and third, changing labour regimes also curbed their investment in such towns (Haslam McKenzie, 2010). Increasingly, the companies began to endorse block-roster shifts, and outsourcing also became more common in the early 1990s. Block-roster shifts in Australia (together with improved technology) have meant that miners do not need to settle near the mines but can fly in and fly out and have their urban houses as their stable homes. This has had serious negative implications for housing in remote towns in Australia, particularly worker camps, large-scale renting out of available accommodation, and ‘hot-bedding’."

The comparison study on adsorption of potassium normal butyl xanthate (PNBX) and sodium (nbutyl) dithiocarbamate (SNBDTC) on sperrylite mineral forms a basis in understanding the floatability improvement and paves a way for the design of collectors that may impact on a wide range of arsenide minerals. This study used a computational density functional theory (DFT) and experimental microcalorimetry approach to determine the adsorption energies of PNBX and SNBDTC collectors onto a sperrylite mineral surface. From a computational aspect, we considered the most stable surface plane of (100) surface, which had been found to give the lowest surface energy, compared to the other surface planes. It was observed that the PNBX and SNBDTC preferred to bridge on the As and Pt atoms through the S atoms. These findings showed that the collector adsorbed on the surface through both Pt and As atoms and indicated that the As atoms were significantly active in the adsorptions. We found that the adsorption energies were in the order: SNBDTC (–278.38 kJ/mol) > PNBX (–270.92 kJ/mol), indicating that the dithiocarbamate had stronger exothermic adsorption than the xanthate. From the microcalorimetry test it was also found that the SNBDTC was more exothermic than the PNBX and the adsorption energies were: SNBDTC (–473.50 kJ/mol) > PNBX (–331.13 kJ/mol). These results showed that the nitrogen atom in the SNBDTC collector had a great influence on the adsorption strength of the collector on the mineral surface. This is due to the electron deposition behaviour of nitrogen atoms compared to the electron withdrawing character of oxygen and as such the SNBDTC showed better collecting ability than the PNBX. These results paved the way for the design of collectors for sperrylite and other arsenide minerals and suggested that nitrogen in a collector may significantly improve the ability of the collector for improved recovery. Gladstone Pacific Nickel Limited (GPNL) is proposing to develop the Marlborough nickel deposit in central Queensland and the Yarwun Refinery in Gladstone, Australia. The project proposes to connect the two sites with a DN 500, single pump station slurry pipeline, transporting up to 4 Mtpa of nickel laterite ore as slurry 180 km from Marlborough to Gladstone. Slurry viscosity is a key parameter influencing pipeline design. Not only is the slurry viscosity relatively high, requiring pumping at low concentrations, around 30% by weight, but the viscosity (yield stress and plastic viscosity) increases with shearing or agitation. It is argued that the viscosity changes can be analysed in terms of total energy input, including energy input during grinding. The slurry viscosity is therefore expected to increase along the pipeline and the pumping concentration must be low enough such that the increase in yield stress does not cause transition to laminar flow towards the end of the pipeline. The base viscosity of two ore types is determined using a rotational viscometer for minus 212 micron slurries. Viscosity variations with ore particle sizes of d99 212, 425 and 600microns are investigated. For each of these particle sizes the expected increase in viscosity during pipeline transport is simulated on a laboratory scale by agitation with a turbine mixer in a baffled container to give the same equivalent unit energy input as will occur in the pipeline. Tests were also conducted on the d99425 micron slurry in a 2.7 metre diameter DN 200Wheelstand, rotated for the 23 hour transit time and at a similar relative velocity as in the pipeline. Based on the Wheel stand test results the yield stress is expected to increase by a factor of 3.1during pipeline transit. The preliminary design allows for a reduced pumping concentration to accommodate this increase in yield stress towards the end of the pipeline.

Historically the insurance industry's involvement in any project has been relatively late in the process. Often it was a case of the last item to be ticked off the checklist has been to ensure that the insurance is in place. However, in more recent times insurers have imposed more restrictions on the cover they are prepared to provide, which has in some cases necessitated a change in the contracting structure to accommodate the insurance policy(ies). In addition, changing contractual practices have changed the allocation of risk between the various parties involved. This calls for a more proactive approach to the design and implementation of an insurance program for both the construction and operational phases of any resource project. This paper explores how a risk managed approach to the design and implementation of an insurance program for a resource project can align itself with current management approaches to project development. From the authors' experience, this approach is best adopted early on in the project (often in conjunction with the bankable feasibility study) and follows AZ/NZS4360 to objectively examine and compare a wide range of risk exposures of the project in a time-effective manner across the following areas: ? personnel; ? environment; ? general management; ? compliance - legislation, systems, protocols; ? asset management; ? change management; ? financial impacts to the organisation; ? products/services; ? service delivery; and ? technology. Having identified and then analysed the risk exposures according to common consequence and likelihood ratings the next step is to develop a risk map of all considered exposures. The true value of this approach lies in the development and implementation of a risk treatment plan for identified exposures where the exposure is unacceptable. The plans will lead to the optimal solution to the appropriate risk prevention, risk mitigation and risk transfer options available. This paper also examines other benefits to the project that may arise from adopting a risk managed approach in addition to the ability to design an insurance program which recognises the exposures and the ability of the organisation (and other project parties) to retain risk.

"Gravitational sedimentation of suspensions in various precipitation processes is hindered by colloidal stability. This is due to the high surface charge of the suspension and results in strong attraction/interaction between the ions on the particle surface and counter-ions in solution. Moreover, this strong interaction results in a charge build-up that renders the suspension stable. In order to induce gravitational sedimentation of these particles, a redistribution of ions close to the particle surface is required. We therefore sought to redistribute ions close to the particle surface by applying a magnetic field. This results in the reduction of interparticle electrostatic repulsive forces and a subsequent increase in the zeta potential of a suspension. For the purpose of this study, a copper sulphide suspension was used. Copper sulphide particles were exposed to a range of field strengths for set exposure times and their zeta potential was measured before and after exposure. All particles had an initial zeta potential value equal to or less than –40 mV prior to magnetic field exposure. A significant increase in zeta potential was observed, with values reaching a maximum of –16.5 mV when exposed to a 2 T field strength for 40 minutes. This is due to Lorentz ion shifts resulting from the Lorentz force exerted by the magnetic field on the particle surface. IntroductionMetal sulphide precipitation is a process for treating industrial waste streams with high residual concentration of mixed metal ions and acid mine drainage. This process has been reported to achieve higher metal removal compared with the industrially prevalent lime precipitation, due to the sparingly soluble nature of the metal sulphide precipitates formed. However, precipitation is governed by high levels of supersaturation which favour the formation of fine particles (Lewis, 2010). Consequently, some of the metal sulphide fines formed exhibit slow settling dynamics and thus tend to remain suspended in solution."

"The synthesis of 3-hydroxy-2-naphthyl hydroxamic acid (H2O5) as a collector for bastnaesite is described. The flotation performance of H2O5 with respect to bastnaesite was investigated by flotation tests, measurements of the surface adsorption capacity, and polarizing microscopy. The results indicated that H2O5 exhibits superior collecting performance compared with direct flotation recovery of bastnaesite, with recoveries above 90% at pH 8–9. The adsorption mechanism of H2O5 on bastnaesite was studied by solution chemistry analysis and ?-potential tests. The results showed that the adsorption of H2O5 is associated with the types and concentrations of hydrolysis products of rare earth cations on the bastnaesite surface. At pH 8–9, the hydrolysis-dominant components RE(OH)2+ and RE(OH)2 + of the rare earth cations were adsorbed onto the bastnaesite surfaces, which were considered to be the major positive active points and were beneficial to chemical adsorption of the reagents. The pH range of 7–10 was optimum for bastnaesite floatability, and the adsorption of H205 on bastnaesite was by means of chemical adsorption through formation of a five-membered ring chelate. IntroductionThe rare earth elements (REEs) have long been known as ‘industrial gold’ and are widely used in the petroleum, chemical, ceramic, metallurgical, and permanent magnet material industries because of their special physicochemical properties (Chen, 2011; Krishnamurthy and Guptac, 2002; Esquivel, Bohe, and Pasquevich, 2002; Abrahami, Xiao, and Yang, 2015). Demand for REEs is growing in response to continuous advances in science and technology. Currently, most REEs are extracted from bastnaesite ((Ce,La)CO3F) (Chelgani et al., 2015; Yosry, 1990), which is recovered from rare earth ores by flotation. Typically, hydroxamic acids are used as bastnaesite collectors (Xu, 2015; Ren, 1997; Mousumi and Venugopal, 2016). Research into the mechanism of interaction between hydroxamic acids and bastnaesite is important for improving the recoveries of bastnaesite. Despite economic law and policy instruments with righteous intentions, the politics of resource nationalism could render these instruments unworkable. South Africa is a case in point. After the establishment of democracy, the country's outdated law and policy framework was replaced with a modern system, and in many respects an exemplary one. Converting the privately-owned mineral right system into a scheme of state custodianship allowed for several resource nationalism instruments, in addition to a resources royalty structure that first, compensates for the loss of a non-renewable resource; second, provides for optimal resource use through encouraging value addition to mineral production; and third, effectively targets economic rents. However, despite these improvements, the country went through a process of fierce debate on whether or not mines should be nationalized: the debate was fuelled by public anger with claims of political non-delivery. The result was considerable noise because of public unawareness of facts and distortion of the facts in political rhetoric. The purpose of this article is, first, to establish the status of resource nationalism in South Africa's mineral and fiscal frameworks; second, to give an opinion on the findings of the African National Congress's document on state intervention (Maximising the Developmental Impact of the People's Mineral Assets: State Intervention in the Minerals Sector (SIMS), 2012); and third, to fruitfully contribute to the fundamental discussion on how South Africans benefit from their mineral riches. The methodology is to start with explaining resource nationalism as an international issue for the extractive industries; then to offer an overview of existing resource nationalism instruments in South Africa-along with their effectiveness in attracting rents and investment. The major finding is that South Africa has resource nationalism firmly ingrained in its current suite of instruments. However, it is necessary to address the perceptions of bad governance, and above all, maintain the stability of the rules governing mineral development in South Africa.

Turbulence in mechanical flotation cells, achieved via an impeller, plays a key role in keeping particles in suspension, dispersing air bubbles, and promoting particle-bubble collision. However, studying the hydrodynamics of a flotation cell is not a simple task, due to the complex nature of flotation systems which are opaque, turbulent, multiphase and polydisperse in terms of particle and bubble sizes. In this paper we study the impact of impeller design modifications on the hydrodynamics of a continuously overflowing bench-scale flotation tank. To this end, two different impeller designs, with and without a stator, were assessed using Positron Emission Particle Tracking (PEPT). This allowed the authors to determine, for the first time, the effect of an impeller design on the behaviour of both hydrophobic and hydrophilic particle tracers. It was experimentally observed that the use of a stator modifies the hydrodynamics within the flotation cell, distorting the lower mixing loop that is characteristic of axial impellers. The role of the stator in dissipating turbulence results in reduced particle velocities outside of the impeller-stator region. These results have important implications for flotation cell design and are discussed in the context of the impact that different designs have on particle movement, flotation hydrodynamics and, ultimately, flotation performance. Computational modelling methods and isothermal titration calorimetry (ITC) were employed to investigate the interaction of a pyrite surface with thiol collectors. Modelling work was conducted in the presence and absence of water. Microcalorimetry was employed to investigate the resultant energy of interaction pyrite as a result of mineral-collector interactions. Sodium ethyl xanthate (SEX), diethyldithiocarbamate (DTC) and diethyl dithiophosphate (DTP) were investigated in this study. The results showed that the calculated surface energies and morphologies for FeS2 showed that (100) and (111) are the most stable surfaces. The morphology also indicated the appearance of the (100) and (111) surface facets and no presence of others. The calculated adsorption energies between thiol collectors and the pyrite surface were always more exothermic than the experimentally determined ones. When comparing different ligand types with the same alkyl chain length, the heat of adsorption of diethyl-DTC was greater than that of ethyl xanthate and diethyl-DTP for pyrite. Experimentally, the diethyl DTP barely adsorbed onto the pyrite surface and this may be due to a different mechanism of action. In computational calculations, water adsorption was found to reduce the reactivity of the Fe atom for the interaction with thiol collectors, and bring the adsorption energies closer to the magnitude of the experimental values. The geological conditions in the Vierfontein area ~re such that conventional pillar extraction ~stooping) cannot be practised safely or efficiently. Both the open-end lift and the pocket-and-fender methods of pillar extraction have been tried with little success because of problems with roof control and ground stability. The main reasons for the difficulties are the coarse-grained sandstone roof, local weaknesses in the coal seam, and the rate at which the pillars were extracted. The mine has practised bord-and-pillar mining since it started production in 1952, and considerable reserves of coal are contained in the pillars. As an alternative to total pillar extraction, in which hand-loading methods were practised, a system of partial pillar extraction using mechanized-mining methods ~11"modified goaf-line support has been evolved. These remnant coal pillars (snooks) remaining after partial extraction ofthe pillar, together with the installation of 1,2 m" matpacks and a double line of fullcolumn resin roofbolts, ensure control of the edge of the area that has been mined out (goaf). Where roof conditions preclude the use of conventional pillar-extraction methods, this method holds promise as a safe and efficient alternative for the recovery of coal from pillars and for an increase in the volumetric extraction of the reserves within a mining panel.

Caving is the lowest cost underground mining method provided that the draw point spacing, draw point size, and ore-handling facilities are designed to suit the caved material, and that the draw point horizon can be maintained for the life of the draw. In the near future, several open-pit mines that produce more than 50 kt per day will have to examine the feasibility of converting to low-cost, large-scale underground operations. Several other large scale, low-grade underground operations will experience major changes in their mining environments as large dropdowns are implemented These changes demand a more realistic approach to mine planning than in the past, where existing operations have been projected to increased depths with little consideration of the change in mining environment that will occur. As economics force the consideration of underground mining of large, competent ore bodies by low-cost methods, the role of cave mining will have to be defined In the past, caving was generally considered for rockmasses that cave and fragment readily. The ability to define cavability and fragmentation, the availability of large, robust load-haul-dump units, a better understanding of draw-control requirements, improved drilling equipment for secondary blasting, and reliable cost data have shown that competent orebodies with coarse fragmentation can be exploited by cave mining at a much lower cost than by drill-and blast methods.

Froth flotation is the primary mineral processing separation step employed in the beneficiation of PGM ore bodies. Anglo Platinum operates a significant portion of the total installed flotation capacity in the PGM industry, which is installed at 20 operating plants across the Bushveld. PGM flotation has undergone a considerable evolution in both the capacity of flotation cells employed as well as in the circuit design configuration over the past thirty years. Certain of Anglo Platinum?s flotation circuits have been in operation for a relatively long period of time, (in some operations installed equipment dates from the 1960?s) and this allows comparative operating performance between various equipment types and circuits to be evaluated. This paper summarizes some aspects of this experience. Research trends in flotation are continuously monitored to incorporate appropriate findings into existing and future circuit designs. Continuous evaluation and monitoring of flotation performance is undertaken to identify opportunities for increasing flotation efficiencies. Mineralogical and fractional analyses of plant composites and survey samples are analysed to interrogate speciation and association data. This analysis has enabled a better understanding of priorities and opportunities for improved metallurgical performance. These opportunities are divided into three improvement areas: stability, liberation, and fines flotation. The paper discusses these, as well as the circuit design improvements required to take full advantage of the opportunities identified.

For predicting the energy consumption during the size-reduction process, the Bond approach is often used. In this work, the PFC3D discrete element method (DEM) software was employed to model the crushing behaviour of some rocks with different mechanical properties in a laboratory jaw crusher. FLAC3D software was adopted to analyze the stress distribution in the rocks. The rocks studied were modelled as granular assemblies in the shape of a sphere and/or a cube located between two jaws, and the work done by the jaws in the crusher was determined. Nine different types of rocks were studied and the energies consumed by the crusher were compared to those of the Bond comminution energy estimated from the Bond index. There is considerable difference between Bond crushing energy and work done by the jaw crusher for rocks. It appears that the Bond approach is not a suitable method for predicting single particle fracture energy done by the crusher. To verify the results obtained from DEM models, the fracture behaviour of the crushed rocks was examined and was compared to the PFC3D results. The tensile mode of fracturing is favourably modelled by the PFC3D software while the delamination mode cannot be well modelled by PFC3D software. In the chloride process for Ti02 pigment production, various titania feedstocks (i.e. rutile, synthetic rutile, slag, and upgraded titania slag (UGS)) are chlorinated in a fluidized bed reactor with petroleum coke at temperatures between 1000°C and 1100°C to yield gaseous metal chlorides. Although feedstock preference is largely based on Ti02 content, feedstock physical properties (i.e. density, sphericity, size distribution, and porosity) differ; these differences will affect fluidization behaviour and can inadvertently affect conversion efficiency. For example, a high carryover from the reactor reduces particle residence time and decreases conversion rates. Owing to dwindling rutile reserves in the world, most chloride producers are forced to feed blends of feedstocks to their chlori¬nators; and so it becomes important to understand whether blends have an effect on the hydrodynamic properties of the bed. This paper describes the physical characterization of different feeds and the determination of the elutriation constants for slag, rutile, synthetic rutile, and a blend (i.e. 50 wt% rutile, 50 wt% slag). A common feature of the tests was that particles finer than 75 Km tended more than any other size to be elutriated. The tested rutile, classified as a Geldart Group B material, had the lowest carryover, whereas the slags had the highest. Interestingly, the elutriation constant (ki) of the blend is lower than those of either of its individual components.

Metal sulphides are usually semiconductor and their electrical conductivity is low; therefore they are sources of electrons and promote electrochemical reactions. This phenomenon is of significant importance in sulphide flotation. The formation of a hydrophobic surface on the sulphide minerals is the result of various electrochemical reactions. Potential difference in the mineral-liquid interface plays an important role in the kinetics of the reactions, and consequently, on the flotation behaviour of sulphides. The value of the potential difference is influenced by different oxidation-reduction reactions at the interface area, and is measured by a two-electrode system in which an electrode is applied as reference electrode. In this study, we attempted to measure open-circuit potentials of pyrite, pyrrhotite, and steel electrodes with respect to the reference electrode. To verify the results, two reference electrodes, saturated calomel and gold, were used. Time-potential relations with respect to both reference electrodes show that the potential of both pyrite and pyrrhotite increases with time; however, this trend decreases for steel except when at pH 12. The results show a potential drop by an increase in pH value, except for steel, for which the opposite holds. This paper discusses galvanic interactions between minerals and grinding media in the grinding circuits, as well as among other minerals in the flotation processes.

Obituary Mr Van Rensburg announced with regret the deaths of James Alfred Boyd, Life Fellow, and Jack Joseph Frankel, Fellow. Training of technicians The Institute has received a letter from The Federation of Societies of Professional Engineers pointing out that there is considerable opportunity for the training of Coloured and Bantu technicians and artisans, and that the existing facilities will be extended as the demand for them increases.

Value added blasting is a process methodology that links tasks and processes, with the aim to improve/enhance the technical application of explosives technology and initiating systems, resulting in improved output. The phases and steps of a typical value added blasting intervention are discussed in this paper. Each step having distinct purposes, principles and methodology. The underlying philosophies and process steps of the programme are described for each step. This paper gives an account of projects that have been completed in two Anglo American Gold Mines. This will include a description of the projects that were conducted at Vaal Reefs 8 Shaft and Western Deep Levels South Mine covering: ? The need for blasting improvements ? The approach that was followed ? The result of the programme.

The note describes an exercise on the simulation of the frequency and size of seismic events on the basis of the frequency distribution of the events and their inter-arrival times (Le. the frequency distribution of the time elapsed between events). From the suite of available results, those of one simulation for a period of three months are included. The tentative conclusions drawn from the exercise indicate that the overall seismic activity in an area can be predicted for a time period, that structurally complex areas will have a higher incidence of seismic events than other areas, and that the position and time of an event cannot be predicted by the use of a wide-spread system such as that used at present.
