During mining, the stress in the coal face varies, and, at the same time, the gas flows from the coal body into the excavation, which will cause the gas pressure to change continuously. Assuming the coal gas content of the coal to be constant, and applying the law of energy conservation, the influence of stress concentration on the gas pressure was analysed. It was found that the stress is proportional to the gas pressure. Finally, as a result of analysis and the law of gas flow, the gas pressure dynamic distribution ahead of tunnelling was modelled, and the mechanism by which blasting induces outburst was explained by making use of the model. This paper discusses the principles and application of risk assessment and management as the basis for environmental management within the mining industry. Unlike in other industries, mines are required to obtain closure certificates in terms of section12 of the Minerals Act, which should ultimately release them from further environmental responsibilities. It is emphasized that the concept of environmental risk assessment and management, when applied correctly will mean that the mine will be identifying and managing environmental issues beyond those set by current legal requirements and management strategies. The focus shifts from conventional minimum legal compliance management to management of real environmental risks. The advantage of this approach is that the perceived ?shifting of legal and management goal posts? due to changing environmental laws or management principles, will not influence or dictate the mine?s short or long-term management objectives or actions, mine closure funds can be more accurately determined and mine closure should become a relatively simple procedure. The risk assessment approach has been applied to the planning of mine closure at Iscor?s Durban Navigation Collieries (Durnacol) in Kwa-Zulu Natal and certain key risk issues such as the long-term risk of water pollution from coal discard dumps have already progressed to fully quantitative risk assessment. This paper will discuss the process, which has been followed to date, with particular emphasis on the most recent phase, namely quantitative risk assessment and management of pollution from coal discard dumps. It is believed that the approach that is being pioneered at Durnacol and which overcomes some of the more obvious deficiencies of both the EMPR and the traditional IEM process will ultimately serve as the model for all responsible mines in South Africa. It is also believed that this approach will enable the authorities to issue closure certificates with the confidence that there will be no unforeseen surprises in the years after closure.

Input-output analysis is a major branch of quantitative economics, and is used to analyse the flow of goods and services between production sectors in a national economy. Its purpose is to determine the relative value-adding capacity of each sector. The model has also, in recent years, found increasing use in assessing the environmental and ecological impact of development projects. It has, however, never been applied to individual production facilities, such as large mines, which themselves have complex economic structures, through which there is a flow of goods and services. Conventional cost and accounting systems, as used on mines, treat production sectors as separate cost centres, and do not determine the inter-relationships between them. This can lead to incorrect conclusions on the relative value of sectors and their impact on the total economic performance of the facility. This paper explains the basic principles of input-output analysis, and presents an example of its application to a simplistic model of a mine, which is used in the absence of any real data. The paper concludes that, by forcing definition of the value adding function of each sector, input output analysis will facilitate control of inputs, or costs. This will result in optimal application of resources and exploitation of ore reserves. The authors realise the model needs to be tested on an operating mine, and hope this paper will result in an opportunity to do so. Abstract: The paper describes the engineering-geological conditions and the structural decisions of the underground machine hall of Rogun HPP under construction in Tadjikistan on Vaksh river as well as the results of physical model studies and long-term in-situ investigations of the variation of the stress-strain state of the surrounding rock mass and the supports of openings, and the assessment of the stability of openings during and after the construction. The analysis of the results of long-term in-situ observations and previous model studies permitted to make the assessment of the present-day state of the machine hall and give recommendations of its further use. Zusammenfassung: Im Vortrag werden die ingenieurgeologischen Bedingungen und konstruktiven Lösungen für die unterirdischen Maschinenhalle des in der Republik Tadshikistan am Fluss Wachsch im Bau stehenden Rogunskaja-Wasserkraftwerkes, die Ergebnisse von experimentellen Forschungen (in physikalischen Modellen) und Naturbeobachtungen der Spannungs-Verformungszustandsänderungen des umliegenden Felsmassivs und Ausbaues von Untertagebauten, sowie Ergebnisse der Bewertung der Standfestigkeit von Untertagebauten während des Bauvorganges und nach der Bauperiode beschrieben. Auf Grund der Analyse von Ergebnissen der dauernden Naturbeobachtungen und früher durchgeführten geomechanischen Modellversuche wird der heutige Zustand der Maschinenhalle des Wasserkraftwerkes bestimmt und werden die Empfehlungen für ihren weiteren Benutzung angeführt. Annotation: L’exposé décrit les conditions d’ingénieur et celles géologiques, et les solutions constructives de la salle des machines de la Centrale hydroélectrique (CHE) Rogounskaya sur le fleuve Vakhch, les résultats d’études expérimentales (sur des modèles physiques) et d’observations extérieures sur place concernant des changements de l’état de tension-déformation d’un massif environnant et du cuvelage des excavations, ainsi que les résultats d’évaluation de la stabilité de l’excavation au cours de la construction et à la période post-construction. A la base de l’analyse des résultats des observations de longue durée et des études préalables géomécaniques sur des modèles, l’évaluation de l’état actuel de la salle des machines de la CHE est effectueé, et les recommandations sur son utilisation ultérieure sont présentées.

The environmental impact of solid waste materials is closely linked to their potential to produce a hazardous leachate once deposited in a landfill. This potential is conventionally assessed with simple laboratory batch leach tests, which find more and more frequent application also in the minerals and metals industry. Such tests are intended to help distinguish between high and low risk wastes, but are completely unsuitable to allow quantitative prediction or modelling of the long-term leachate generation potential. In the present approach the leachate generation process is perceived as a combination of bulk convective transport, stagnant zone and inner particle diffusion, as well as reaction kinetic effects. Model equations are formulated accordingly. A modelling frame work, WASTESIM, has been developed at UCT, which allows flexible combination of the model components and simulation of leach scenarios. Quantitative model parameters are obtained from a systematic laboratory study on the waste material in question. The combined assessment and modelling approach is demonstrated with a study on Cr (VI) leaching from a ferro-chromium slag material. Although not straightforward, the approach is particularly useful in determining long-term liabilities in the context of waste disposal sites with considerably more reliability than has previously been possible. Automation of the conventional grinding circuits of Palabora Mining Company (PMC) required that adequate instrumentation and a control system had to be put in place, after which extensive testing had to be done to evaluate different grinding control strategies. The objective was either to optimize the particle size from the grinding circuit, or to increase milling circuit throughput while maintaining particle size at existing levels. Prior to automation of the process as described below the circuits were controlled manually. No on-line information on cyclone feed densities, cyclone feed flow or cyclone overflow particle size was available. This type of control relied heavily on interpretation of the process parameters by the operator and on his ability to make informed decisions on what the set points should be. An integral component of the automation process was the installation of a SCADA package (SysCad SDX) for implementing the on-line control strategy. A self-correcting model for prediction of cyclone particle size was developed and implemented on the SDX. The model is calibrated using values from the particle size analysers while they are operational. If the particle size analysers choke or fail for any reason, the model continues to provide a good estimate of the particle size. This technique ensures that a continuous particle size indication is available compared to the intermittent reading from the instrument. The continuous signal allows particle size to be used as a process variable for control purposes. A strategy was developed and implemented which allows for the production of a controlled grind size from the conventional milling circuit to the flotation circuit. The grinding control strategy allows for the control of particle size from the individual cyclone overflows. This strategy allows the operator of the process to increase or decrease production rate by specifying a coarser or finer grind size required for flotation.

The objective of ergonomics is to enhance the effectiveness and efficiency with which human tasks are carried out. Furthermore, the objective is to improve desirable human values. This can be achieved by enhancing safety, reducing fatigue and stress, increasing comfort, increasing job satisfaction, having greater user acceptance and thereby improving the quality of life. Mechanization has influenced the prevalence of injury, mainly due to the application of human physical effort as the power source. With mechanization, the operator?s function is now essentially one of control rather than being an energy source, however, the risk of injury has not diminished. Mechanization in itself has introduced inefficiencies, health risks and physiological stress. The major objectives of ergonomics are discussed through examples of acceptable and less successful implementation of ergonomics within mechanized mining. The influence of the machine system on the human is addressed and practical solutions to improve and optimize the interaction of the human and the machine are outlined. Furthermore, practical examples of control and display integration, anthropometric and biomechanic influences on design, orientation, posture and stereotypes are used to accentuate the advantages of the application of sound ergonomics principles to the specialized area of mechanized mining.

The South African Institute of Mining and Metallurgy was approached by the Australian Institute of Mining and Metallurgy to present a paper on the current practice in terms of the valuation of mineral projects and properties, given the development of a Code for the Valuation of Mineral Properties, developed in Australia (the VALMIN Code), and a similar Code in Canada (the CIMVal Code).This paper is the result of research and investigation into the matter, in terms of the reporting of Mineral Resources and Reserves, financial reporting practice, the Listing Rules of the Johannesburg Securities Exchange, and various practices in valuation. The paper establishes that a strong linkage has already been established between the SAMREC Code for the reporting of Mineral Resources and Reserves and the Listing Rules, and that, for completeness, a Code for Valuation needs to be developed. This Code will be similar to its international counterparts, with the necessary inclusions which are relevant to South Africa, and will provide guidelines and definitions on matters such as transparency, materiality and competency in valuation. It proposes that a multi-stakeholder steering committee be established under the auspices of the SAIMM, to deliberate and design a process for establishing such a Code.

Strategic and tactical planning are both required in the mining industry but have completely different objectives and require different environments. If these are not fully understood, then the best value for a mining operation may not be realized. This paper examines the differences in these approaches and how they interface in the mining environment. The objectives, content, skills required and the implied management issues for these two components are examined with the hope that this will assist management and the planning teams in defining their respective roles and expectations. The opinions are those of the author based on his experience on several mining operations and projects.

The latest Draft MPRRB was released for public comment in October 2006. The main purpose of the Bill is to collect royalties at mines developed in terms of new-order mineral rights granted through the MPRDA process. The transition phase stipulated in the MPRDA will be completed by 1 May 2009, on which date mineral royalties will become payable to the state. The royalty rates stated in the MPRRB differ from mineral to mineral and also depend on the degree of refinement. Gold is the subject of this paper, where the royalty rate ranges from 1.5% (for refined gold) to 3% (for unrefined gold) of sales revenue. This royalty is payable regardless of profit, with a maximum 75% relief for loss-making mines. The purpose of this paper is to establish whether or not it would be necessary for gold mines to adjust their mineral reserve statements as a result of this Bill. The methodology is to add the royalty costs stipulated in the MPRRB to the actual quarterly information for the past ten years as reported by the gold-mine members of the COM. The rationale is to investigate the impact this Bill (in its current form) would have had on gold reserves that must be left unmined in the ground because of a higher pay limit. The results of the study point to a significant impact on reserves available for mining with the subsequent shortening of mine lives and retrenchment of workers. Had the MPRRB been effective for the 10 years prior to 1996, it would have resulted in 46 tonnes of gold being sterilised. Stated alternatively, 30 700 workers at COM gold mines alone would have lost their livelihoods.

Paper written on project work carried out at the University of Pretoria in partial fulfilment of the requirements of the B Tech degree at the Tshwane University of Technology This work tested whether ore particle size affects the carbon-based pre-reduction of titaniferous magnetite. Pre-reduction is performed at a temperature of some 1100°C in a rotary kiln, in the Highveld Steel process. Laboratory isothermal reduction measurements were performed with ore-coal mixtures at this temperature, to test the effect of ore particle size. The results show that size does limit the degree of reduction for particles larger than 15 mm.

Outsourcing? and ?sub-contracting? have become buzzwords in recent years, as SA industry becomes increasingly exposed to the global economy, and global competitiveness. In its effort to ?catch up? after years of relative isolation, there is a concerted effort to learn from global ?best practice?, in order for South African companies, and the SA economy, to become ?winners?. There seems nothing wrong with this approach at face value. Companies need to compete and be profitable if they are to remain in business. Failure will in the end mean bankruptcy, and the loss of jobs. However, if one interrogates the precise practices, and their implications for all concerned?not just shareholders and employers, but workers, communities, the environment, future generations, the national economy?then the picture can change dramatically. ?Best practice? for whom?

Some 30 years ago exposure to dense-medium separation in South Africa, culminated in the adaptation of the process for the treatment of -0.5 mm fines. The first commercial plant at Greenside Colliery apparently operated for some 18 years. Three further plants followed, including one treating tin ore. It is gratifying to learn, therefore, that there is renewed interest. The objective of making the process easier to operate (?more practical??) is commendable but the cumbersome technical approach could be counter productive. Perhaps a brief outline of the original thinking might be helpful when analysing the problem.

There are few data on the composition of discard coal in South Africa, and no overall view of the discards for the entire industry. As a result of work on coal qualities in South Africa, a database was established which enabled a good estimate to be made of the composition of the discard from every mine. The data are presented in the form of histograms of ash, volatile matter and fixed carbon content of the 43 million tons of material which were discarded in 1990. The results are discussed in terms of the closeness of the composition of much of the discard material to presently used power station coal. It is concluded that it is mainly developments in equipment, particularly fluidized bed boilers, which inhibit the wider use of discard coal. However, other factors must be noted, including the relatively high sulphur content of the discards, and the fact that even with the most careful storage the material ages and may become unusable after about 15 years.

Mintek has developed a level-control system, FloatStar, for use in flotation circuits. Instead of controlling levels separately in each unit, the controller monitors levels throughout the circuit. It can thus take account of the global effects of any control actions. A collaborative project between Mintek and Karee Platinum Mine has begun, looking at aspects of flotation control. Karee plant was chosen as the site for this work because of its good existing control infrastructure. As a first stage of the joint project FloatStar was installed. Analysis during installation and running of the FloatStar has illustrated how circuit design and measurement technology can affect process control. Severe interactions have been observed in the levels of adjacent banks. The effect of FloatStar on flotation performance was tested and an improvement in level control was observed. Similarly, a faster settling of the plant after start-ups was observed. Both the improved level control and faster start-ups lead to higher platinum recovery.

The inclination of any pit wall composed of stacks of benches is limited by the overall quality and structural complexity of the rock mass in which the slope is situated. For a bench stack angle that satisfies the stability criteria, various combinations of bench height, bench face angle and berm width can be used in the slope design. The bench face angle and berm width geometries must be chosen to fit the bench stack angle but must provide a berm that will be capable of catching the volume of failed wedge material from the bench faces above. Other considerations for bench height and berm width are equipment size, ore selectivity and blasting design. This paper studies the effects of different slope configurations on slope performance as it relates to wedge stability, volume of rock safely contained on berms, and rockfall. Optimisation of the geometry is carried out based on the need to minimise the volume of failed material which limits the effectiveness of the berm. This will reduce the number of rocks that can continue to fall further, reaching geotechnical safety berms or pit ramps, that put safety of personnel and equipment at risk. For general study it is most effective to investigate and compare the performances of each of a wide range of geometrical combinations of bench height, bench face angles and berm widths that fit a variety of different bench stack angles. These analyses were conducted for a predetermined bench stack height and three different bench stack angles.

The REP experiment is part of the research programme conducted by Andra to investigate the possibility of reversible radwaste disposal in a Jurassic (Callovo-Oxfordian) argillite formation at the Meuse/Haute-Marne underground laboratory site in northeastern France. The experiment focuses on the hydromechanical response of the formation to sinking the laboratory access shaft. Modelling of boreholes and shaft sinking operations has helped to optimise measurement point locations based on initial stress tensor anisotropy, while minimising interaction between instrument boreholes. Analyses were made of model sensitivity to intrinsic rock characteristics, hydromechanical coupling properties and sensor installation procedures. L’expérimentation REP fait partie du programme de recherche pluridisciplinaire engagé par l’Andra pour étudier la possibilité d’un stockage réversible des déchets radioactifs dans la formation Callovo-Oxfordienne des argilites du site de Meuse/Haute-Marne (Commune de Bure - France). Cette expérimentation permettra d’étudier la REponse hydromécanique de la formation aux sollicitations engendrées par le fonçage du Puits d’accès du laboratoire souterrain de recherche. Afin d’optimiser le positionnement des points de mesures, compte tenu de l’anisotropie du tenseur des contraintes initiales, et de minimiser les interactions entre les forages d’instrumentation, des modélisations des forages et du creusement du puits ont été conduites. Des analyses de sensibilité aux caractéristiques intrinsèques de la roche, aux propriétés de couplage HM et aux protocoles d’installation des capteurs ont été faites. Die REP-Untersuchung ist Teil des multidisziplinären Forschungsprogramms, das die ANDRA im Callovo-Oxfordian-Tonstein in situ am Standort Meuse/Haute Marne (Gemeinde Bure – Frankreich) im Hinblick auf eine Eignung zur reversiblen Lagerung radioaktiver Abfälle durchführt. Dabei soll das hydro-mechanische Verhalten der Formation auf die Beanspruchungen, die durch das Abteufen des Zugangsschachts zum Untertage-Forschungslabor erzeugt werden, untersucht werden. Zur optimalen Positionierung der Messpunkte unter Berücksichtigung der Anisotropie des Tensors der Ausgangsspannungen und zur Minimierung der gegenseitigen Beeinflussung der Instrumentierbohrungen wurden ein Schachtabteuf- und Bohrmodelle entwickelt. Zur Untersuchung der inhärenten Eigenschaften des Gesteins, des gekoppelten HM-Verhaltens und der Installationsprotokolle der Messsonden wurden Sensibilitätsanalysen durchgeführt.

ABSTRACT: A three-dimensional elastic constitutive model for rock salt is proposed. This stress strain law takes into account the three phases of creep (transient, steady state and accelerated creep), dilatancy, as well as the failure and post failure behaviour. The model was implemented into a finite element program and validated on the results of laboratory tests and in situ measurements. A good qualitative and quantitative agreement with the test and measurement results is achieved. A stability analysis for an underground repository in rock salt is presented. ZUSAMMENFASSUNG: Es wird ein dreidimensionales elastisch-viskoplastisches Stoffgesetz für Steinsalz vorgestellt. Mit diesem Stoffgesetz können die drei Kriechphasen (primäres, sekundäres und tertiäres Kriechen), Dilatanz sowie das Bruch- und Nachbruchverhalten erfaßt werden. Dieses Modell wurde in ein Rechenprogramm, das auf der Methode der finiten Elemente basiert, implementiert und an Ergebnissen von Laborversuchen und in-situ-Messungen validiert. Die Versuchs- und Meßergebnisse lassen sich mit diesem Stoffgesetz qualitativ und quantitativ gut nachvollziehen. Als Anwendungsbeispiel wird der Standsicherheitsnachweis für eine Untertagedeponie im Steinsalz erläutert. RÉSUMÉ: Cet article présente un modéle constitutive élastique/viscoplastique à trois dimensions pour sel gemme. Ce modéle comprend les trois stade de fluage (fluage primaire, secondaire et tertiaire), la dilatation, le comportement de défaillance et d'après défaillance. Il est implanté dans un programme de calcul aux éléments finis. À l'aide des essais laboratoire et des mésures in situ, le modéle a été validé. Les résultats des essais et des mesures concordent qualitatifs et quantitatifs aux résultats des calculations.

Consideration of the economic, environmental, and social impacts associated with the life-cycle of a technology is of increasing importance for decision-making in industry. It has been suggested that economic assessment of technology deployment projects requires the translation of associated environmental effects into monetary values. This paper introduces an approach for identifying and evaluating environmental damage in monetary terms. The approach groups the environmental impacts associated with a technology life-cycle system into four main criteria: air, water, land, and mined abiotic resources. The valuation of the impacts on the resources consists of an economic cost benefit analysis (CBA) procedure that comprises four steps: the compiling of an impact inventory, a monetary valuation of the inventory, discounting, and a risk/uncertainty analysis. The monetary valuation step for impacts on air resources is primarily based on published externality costs for Europe and the United States, which are adopted and converted to reflect the South African context. Local opportunity costs are utilized for the other resource criteria. The damage costs are transformed into South African Rand at 2005 prices. The paper demonstrates how the approach may be applied in the assessment of projects in the metallurgical industry. Shortcomings in the approach are identified. For example, not all of the aspects that are considered necessary to assess environmental performances comprehensively can be valued in monetary terms. Also, certain values, specifically those pertaining to opportunity costs, need to be determined on a case-by-case basis. Furthermore, the uncertainties associated with the indicators obtained may strongly influence the usability of the results of an environmental performance assessment, e.g. future damage costs will change with fluctuations in the markets. It is concluded that although such an approach has merit in increasing the understanding of the potential financial implications of a technology?s environmental performance, further research is required to improve the approach described if it is to be used further in the South African metallurgical industry. Damage cost estimates that are specific to South Africa need to be developed to reduce uncertainty, and the combination of both quantitative and qualitative approaches is recommended for comprehensive sustain-ability decision-making.
