"An in vitro study of the biologic responses of surface-modified and native silica and kaolin was made to provide comparative information on the supression of cytotoxicity by pulmonary surfactant. The release of alveolar macrophage cytoplasmic enzyme, lactate dehydrogenase (IDH), and lysosomal enzymes B-N-acetylglocosaminidase (B-NAG) and B-ghucuronidase (B-GLUC) and sheep blood-cell hemolysis were moni¬tored as indicators of cell membrane damage and cytutoxicity. Surface modification of silica and kaolin with dipalmitoyl lecithin (UPI) resulted in complete abrogation of cytotoxicity of both minerals. These findings indicate that surface modification of minerals with different adsorption properties by pulmonary surfactant generally lessens their prompt adverse effects.INTRODUCTIONAcute and chronic silicosis are well-characterized clinical and pathologic entities resulting from the inhalation of crystalline silica (Morgan and Seaton, 1984). Kaolin, a layered aluminosilicate clay frequently mined and used in manufacturing, contains tetrahedral silica alternately layered with alumina octahedra. Kaolin is relatively .inert biologically, and distinctly greater pulmonary burdens are seen in patients with kaolinosis than are seen in patients with silicosis. Crystalline siliea (quartz) induces a significantly greater degree of fibrosis in exposed animals in vivo than does kaolin (Hamilton and Hardy, 1974; Parkes, 1982; Hunter, 1976; Sheers, 1964; Warraki and t-lerant, 1963; Lynch and Mciver, 1954; Lapenas et al., 1984).This difference in pulmonary disease associated with the two types of dust is not reflected by in vitro cytotoxicity as Jetermined by pulmonary macrophage bioassays or erythrocyte hemolysis. Cytotoxicity studies using crystalline silica and kaolin of similar size fractions show comparable bioassay response on a mass basis. These cellular bioassays, therefore, do not correlate with the relative in vivo pathogenicity of silicates."

"Using propidium assay and flow cytometry, we examined how silica exerts its toxicity toward phagocytic cells employing the human neutrophil as a model. This toxicity appears to be associated with calcium bound to silica. Once the silica with calcium is phagocytized, the extra calcium causes the death of the cell. Using ""Ca we found that 6 to 10% of millimolar calcium is bound to milligram amounts of respirable-sized silica (diameter of 5 µ.m or less) at physiological pH. If the silica particles arc coated with an organosilanc (Prosil 28). calcium binding is decreased by 60% as is cell death. Pretreating with INDO IAM (a chelator of intracellular calcium) reduces the cellular death by 80%. Nonfibrogcnic particles- polystyrene beads or coal dust-produced 10% or less cell death in a 4-h period. Silica with no added, external calcium appears to exert toxicity to neutrophils; however, pretreating cells with EDT A decreases cellular death to the level of nonfibrogcnic particles. Chronic toxicity with silica-calcium appears similar to the chronic toxicity in gout where particles cause a cycle of inflammation. c 1993 Academic Press, Inc.Silicosis is an occupational disease caused by the inhalation of fine particles of silica, usually between 0.1 and 5 µ.m in diameter (1). A recent hypothesis explaining silica's toxicity suggested that surface free radicals caused damage to cells (2). This explanation appears doubtful, however, since the addition of silica to water, such as that found in biological systems, quenches free radicals; also, such a hypothesis does not provide basis for a persistent inflammatory pattern that lasts for years. Kane et al. (3) proposed that silica's toxicity resulted from an excessive concentration of calcium ions within the phagocytic cell (macrophages). However, the mechanism that was capable of linking silica to an excess of intracellular, ionic calcium was not explained. The surface of silica is certainly involved because covering the surface with polymers or phospholipids decreases silica's toxicity (4-6).When silica is engulfed by macrophages platelet activating factor and leukotrienes are produced (7, 8). This is the same inflammatory pattern produced by phagocytic cells exposed to the calcium ionophore A23187 and ionic calcium. How could silica be acting like A23187? Perhaps calcium binds to silica extracellulary and then is released intracellulary following phagocytosis; the latter process, in a sense a ""piggy back"" process, would permit activation of inflammation and cell death mechanisms."

"The spatial distribution of airborne dusts, deposition of dust in the airway, as well as the effect of airflow velocity and particle density on dust behavior in mine airways were studied in a set of experiments performed in a mine airway under controlled conditions. Considerable deposition of dust near the source was indicated. Pronounced effects due to velocity were observed in ambient dust concentration and deposition along the mine airway, both in the respirable and the total size ranges. Cross-sectional concentration measurements indicate an increase in concentration from the roof to the floor. The average cross-sectional concentration is about 75% of the concentration in the center of the airway.IntroductionA number of studies have been performed since the early 1950s on the behavior of dust in mine air (Bradshaw and Godbert, 1954; Dawes and Slack, 1954; Bradshaw et al., 1954; Hall, 1955-56; Reinhardt, 1971; Ford, 1971; Courtney et al., 1982). While the experimental data available from these studies are indeed useful in understanding dust cloud behavior in a specific situation, no generalized conclusions can be drawn because of the lack of data on parameters such as flow velocity, size distribution of the source dust, and particle density. These change from mine to mine or even within the same mine. The present study is aimed at providing a better understanding of the temporal and spatial behavior of dust particles in underground mine airways (National Academy ofSciences, 1980). The characteristics studied encompassed airborne concentrations and floor depositions over the entire size range as well as the respirable size range. The experimental results in this paper are intended to complement a mathematical model developed to predict ambient concentration and deposition of airborne dust in mine airways (Bhaskar and Ramani, 1986)."

Solvent extraction techniques were used to determine the extraction sequence of yttrium and the rare-earth elements in an amine solvent extraction system. Single-stage extraction with Primene 81-R resulted in separation factors of 3.8 between yttrium and dysprosium and 25 between yttrium and cerium. Yttrium was concentrated in the aqueous phase. EDTA and DTPA, as aqueous phase counterextractants, enhance separation factors in mine-rare-earth sulfate systems. Yttrium separation from heavy rare-earth elements exhibits marked sensitivity to the position of yttrium in the selectivity scale of the rare-earth elements with the sequestrants. Yttrium-ytterbium separation is more effective with EDTA, whereas yttrium-dysprosium separation is more effectively increased with DTPA.

In studying the destructive distillation or pyrolysis of oil shales, the primary consideration is to determine the effects of heat on the organic components of the shale. The impracticability of separating these organic components, collectively known as "kerogen", from the mineral matter with which they are associated renders the problem extremely complex. The behavior of the kerogan in the shale while undergoing the heating process is probably different from that of the same kerogen if it could be isolated and treated under similar temperature conditions, and in fact the results of actual distillations have shown that the physical properties of the mineral matter in the shale may be the cause of much variation in the products of retorting. It must be remembered that the inorganic .material of the shale is a heterogeneous mixture of minerals solidified into a very close-grained compact mass. This mineral mass has a thermal conductivity different from that of the kerogen, thus complicating the problem of even distribution of heat. Furthermore, the temperatures of dehydration of gypsum end some; hydrous silicates are included within the temperature range of the shale distillation, These minerals are frequently present in the shales; and the evolution of water vapors from them will affect the partial pressures of the hydrocarbon vapors evolved from the kerogen, probably tending toward, the improvement of the quality of the oil distillates. Carbonates and sulphides which are also frequently present begin to decompose within this range of temperature, and the gases produced from them may alter the chemical constitution of the oils produced from the kerogen.

Flexible hoses with rated working pressures up to 40,000 psi are used when high-pressure water jets are employed to cut rock or improve the performance of mining machines. Hose failures at such high pressures can result in serious injuries to workers. The Bureau of Mines used fatigue and burst tests to investigate the failure modes of high-pressure hoses at their rated working and burst pressures. Fatigue failure, at rated working pressures, occurred when the inner liner of the high-pressure hose broke, allowing water to seep through the wire wrapping, although the reinforcement wires did not break. At the burst pressure, all hoses failed catastrophically when the reinforcement wires broke. Low-pressure hoses placed over the high- pressure hoses for safety failed to contain water released by catastrophic failure.

The explosive-expansion center-hole anchor was designed and developed for the specific purpose of use as a component of an instrument system that measures differential ground movement within a small drill hole in rock. Such anchors should have an unobstructed center hole, should be installed without a twisting action which could tangle connecting wires, and should be capable of being installed at depths in excess of 100 feet. The anchor has a thick-walled center tube and a thin-walled outer tube. Low-energy detonating cord, wrapped around the center tube and detonated with a mild end primer, expands the outer tube to produce anchorage. The explosive-expansion center-hole anchor can be installed easily in drill holes of any inclination but cannot be installed under water. Centering of the anchor is critical with regard to its subsequent holding power. The anchor is safe to make and handle.

"The probability of developing coal workers' pneumoconiosis (CWP) varies among miners in different geographic areas, coal seams, and jobs. Many studies have revealed the correlation between mineral content and the frequency and severity of CWP development still remains controversial. Furthermore, the mineral content and its variability in different areas is unknown.Since mineral content is expected to vary from location to location within a mine, between mines, between coal seams, and over time, this information will be valuable in understanding the variations in CWP incidence, as well as in establishing the appropriate kinds of dust to use in toxicological research programs studying CWP.Size-selective airborne dust samples were collected using 4-stage cassette impactors at 9 different locations in each of five coal seams. These coal seams were the Upper Freeport, Pittsburgh, Kittaning, Coal Burg, and Pocahontas. Mineralogical analyses were done by a x-ray powder diffraction photographic technique.Common minerals found in coal mine dust were illite, calcite, kaolinite, quartz, siderite, dolomite, gypsum, anhydrite, and pyrite. The distribution of minerals in interand intra location samples will be reported. Early results on the mineral content show wide variations between locations.in a mine and between coal seams, and small, but significant, variations between particle sizes.INTRODUCTIONIn spite of its long history of incidence, and the large amount of research conducted on it, coal workers' pneumoconiosis (CWP) is still prevalent among coal miners and needs further research to develop effective preventive and remedial measures. Although the dose-response relationship between simple CWP and coal mine dust has been established (1), the causal agent(s) and the mechanism(s) involved in the progression of simple to complicated CWP are not yet defined. Many plausible hypotheses have been made to explain the mechanisms involved in the disease progression however none of them is satisfactory. In addition, the source of variation in occurrence of CWP among miners in different geographic areas (2), rank of coal seam (3,4), and job (5) remain unsolved."

In mid-1966 the Department of the Interior launched its Heavy Metals Program to stimulate domestic output of gold which is in serious short supply. The program is jointly conducted by the Geological Survey and the Bureau of Mines.

Electrochemical machining sludge, a troublesome fluid waste product, was dewatered on a bench-scale basis by three alternative methods tested by the Federal Bureau of Mines. These methods would enable recycling 89 percent or more of the liquid content of the sludge and allow the dewatered solids to be dumped as landfill or processed further to recover contained nickel. Dewatering by vacuum precoat filtration was estimated to be the least expensive. Based on treating 20,000 gallons per day of sludge, precoat filtration costs were estimated as totaling 1.96 cents per gallon of sludge. Two options of an alternative method, comprised of acidification, reprecipitation, thickening, and filtration, were estimated to cost either 3.41 or 3.60 cents per gallon of sludge.

"Respirable-sized dust particles from a clay mine and mill were examined for aluminium and silicon content by scanning electron microscopy-energy dispersive X-ray analysis at incident electron energies of 5--20 keV. Most of the high silica content particles, those which had a silicon to silicon plus aluminium signal fraction, measured at 20 ke V, of0.9 or greater, showed a decrease in the silicon fraction of signal with decreasing incident electron energy, down to values of between 0.6 and 0,8 at 5 keV: this decrease was a function of particle size and composition. Simple models for silicon fractiol) of signal vs incident electron voltage suggest this behavour is due to a heterogeneous particle structure in which an aluminosilicate coating occludes the surface of a silica particle core. The coating survives incubation in a major component of pulmonary surfactant.INTRODUCTIONMINING and some other dusty workplace atmospheres are monitored for respirable dust and quartz dust for purposes of occupational health protection, respirable quartz dust being a known cause of pulmonary disease. Respirable quartz exposure data are acquired also for epidemiological research on the correlation of pulmonary disease prevalence with respirable dust composition and concentration. For these purposes quartz content often is measured on collected dust samples by X-ray diffraction or in spectroscopy. Scanning electron microscopy-energy dispersive X-ray analysis spectrometry (SEM-EDX) is also used. The first two methods measure the bulk composition of a multi-particle dust sample; SEM-EDX measures the elemental composition of single ·particles. These methods as typically applied, including SEM-EDX with a 20-30 kilo-electron volt (keV) electron beam accelerating potential, do not distinguish homogeneous distribution of impurities in a particle from possible heterogeneous surface distribution. These measurements of quartz content are not always accurate predictors of the prevalence of dust-induced disease (ROBOCK and BAUER, 1990), which implies that the biologically available quartz surface may not be equivalent to conventionally measured quartz content of respirable dust in some exposure settings. Using a minor modification of conventional scanning electron microscopy-energy dispersive X-ray analysis (SEM-EDX) protocols on samples of settled and airborne dust from a clay mine and mill we have detected heterogeneity with depth for aluminium impurity in high silica content particles, indicating that some of the quartz or 'free silica' respirable particles of the dust are aluminosilicate occluded. Coatings were not removed by incubation of the dust in a surrogate pulmonary hypophase surfactant fluid."

Recently 30 men wore viewing the demonstration of a now portable electric arc-welding outfit. A few hours later 17 of the 30 men reported to the doctor for treatment. They were suffering from traumatic conjunctivitis. In two cases the gain was very severe and the symptoms were similar to those of iritis. orphine had to be administered to afford relief from pain. Only two men of the 30 wera not affected in some way from this exposure. These two men were thick-lensed orange-colored glasses. Several of the men wore orange-colored glasses with thin lenses, but the latter were not heavy enough to afford protection.against an exposure as long as took place. The distance of the eye from the are also in- fluences the possibility of injury. Conjunctivitis is an inflammation of the con- junctiva; the conjunctiva is the mucous membrane covering the inside of the eye- lids and part of the eyeball. Traumatic conjunctivitis is caused by foreign bodies in the eye, exposure of the eyes to high winds, dust, smoke, intense light from electric arc lamps, and from electric welding apparatus. In the instance mentioned above, the inflammation was due to the ultra-violet rays. The ultra-violet rays lie beyond the violet rays in the spectrum and are invisible to the eye. In some cases the effect is so severe that, in addition to conjunctivitis, an inflammation of the skin similar to sunburn is produced. The symptons of conjunctivitis caused by intense light or by the ultra- violet rays are marked photophobia (abnormal intolerance to light), excessive secretion of tears, intense starting of the lid, contraction of the pupil, some- times swelling of the lid, and small ulcers developing on the eyeball or cornea. Unless properly treated by a physician immediately, chronic inflammation of the conjunctiva, cornea, iris, or retina, and possibly blindness, may result. Under proper treatment most cases get wall in a few days. All treatments should be under the direction of a physician. That usually advised is to place ice packs on the patient's eyes three or four times daily. The pack should be left on from 15 minutes to an hour. The eyes should be irrigated with normal salt solution (a teaspoonful to a quart of sterile vater) or a saturated solution of boric acid several times daily. If there is a discharge of pus, a few drops of a 25 per cent solution of argyrol or a 5 per cent solution of protargol should bo placed in the eyes three to six times daily. The patient should be confined to a darkened room until his condition improves in order to avoid complications. These treatments will reduce the swelling, give the patient confort, and prevent the development of chronic conjunctivitis. In severe cases it may be necessary to administer morphine to relieve the pain.

On account of the extent of the fire , the expense involved in reopening the mine and the opportunities afforded for determining the effects of depleted air , a description of it is worthy of record . This paper is a summary of a more complete report , prepared by the writers , which will be published by the U. S. Bureau of Mines .

"A microscope-based spectrophotometer has been developed to measure superoxide release from single pulmonary alveolar macrophages (PAM) or other phagocytes in culture. Results indicate that PAM respond to stimulation by phorbol myristate acetate (PMA). It appears that some PAM do not release 02 upon stimulation by PMA; however, those that do release 0, show differences in: (I) the total amount of 0, released, (2) the rate of release of 02 and (3) the time delay for release of 02. The significance of measuring 02 release from single cells is two-fold. It allows the simultaneous study of 02 release and electrical potential changes across the membrane of PAM and it allows the study of differences in 02 release among cells. Thus, the function of Normal PAM and the dysfunction of PAM exposed to coal dusts can be more closely studied on single cells.Pulmonary alveolar macrophages (PAM), free cells found in the lungs, protect the lungs by removing inhaled foreign debris and bacteria. The macrophages do this by engulfing and then internalizing the foreign matter (phagocytosis). Stimulation of PAM causes the release of super-oxide radical (02) which has been shown to be the primary metabolite involved in the killing of bacteria by phagocytes (3,8,12). The super-oxide radical is highly reactive and is spontaneously or enzymatically converted to other antibacterial oxidants, including hydrogen peroxide (H202), singlette oxygen ( 02), hydroxyl radical toil'), and hypochlorous acid (HOCl) (2, 3,8,11,12).Exposure of PAM to dusts may lead to dysfunction of this cell-type and to a greater risk of lung damage or infection upon subsequent exposure to toxic dusts. To date, much of the research with this cell-type has used cytotoxicity (cell death) as a measure of dysfunction. Although this is an important end point, PAM dysfunction may occur at doses below those which lead to cell death. In addition, dysfunction has been measured using large numbers of cells. In order to obtain a clear understanding of the mechanisms involved in dysfunction, measurements should be made on single cells. As mentioned earlier, one of the major roles of this cell type is its anti-bacterial actions. Therefore, asessment of release of superoxide radical in single cells is important in determining the functional behavior of PAM before and after exposure to dusts. Since measurements of 02 production have not been made on single cells the purpose of this study is to develop the methodology needed to study release of 02 from single cells.Recent studies have suggested that a relationship exists between the release of 02 and changes in the electrical properties of phagocytes. The change in membrane potential is thought to be the initial step in superoxide production (6,9). Stimulants which cause 02 release also cause changes in the transmembrane potential of phagocytes (9) and in the permeability of the cell membrane to ions (6). For example, stimulants which cause the release of 0, from neutrophils have also been shown to increase the membrane transport of Na+ , K+ and Ca+2 and stimulation of macrophages leads to increases in Na and perhaps Ca permeability with a subsequent change in membrane potential. In some cases, phagocytic activity has been shown to depend upon the extracellular concentrations of these ions (6). Holian and Daniele (7) have shown evidence that the redistribution ofcellular Ca in alveolar macrophages is an initial step leading to 0, release. In order to provide direct evidence that 02- production is related to electrical changes across the plasma membrane of phagocytes, these two phenomena must be analyzed simultaneously on single cells. Ultimately, measurements of 0, release using the methodology developed in this study will be combined with electrophysiological tech¬niques to study both superoxide release and membrane potential changes simultaneiously on single PAM, and to examine the effects of coal and mineral dusts on their physiological fu"

"In the natural-gas Gasoline industry, the methods used in determining the amount of gasoline in natural gas are many and varied; they include the specific-gravity test, laboratory tests involving absorption, charge in volume of the gas or in the absorption medium, absorption in charcoal with subsequent distillation, compression of the gas which results in the condensation of the gasoline, and the absorption of the gasoline vapors in an absorption oil, from which the gasoline is distilled and measured. Each of these various tests has advantages, and disadvantages. It is however, conceded in the industry that the tests in which the gasoline is obtained and measured as such are the more reliable.This paper deals with certain factors which should be considered in making absorption tests using ""mineral seal oil"" as an absorbent; this method of testing is widely used not only in the field, but in control work in absorption gasoline plants where the gasoline content of the intake and discharge gas is determined daily. In control work it is frequently found that the plant produces more gasoline than the tests show, which gives the plant the appearance of making more gasoline than is actually present in the gas treated, or in other words operating at more than one hundred per cent efficiency. Obviously then, the tests as made in these cases are in error, and in hope of correcting some of these variances, the following factors have been studied at the U. S. Bureau of Mines petroleum station at Bartlesville, Oklahoma."

This report describes three cases of carbon monoxide (CO) poisoning in a manhole, including one fatality, from CO migrating through soil after nearby use of explosives. A municipal sewer project involved installation of new pipes and manholes. Work of the general construction contractor was interrupted when a subcontractor detonated 265 pounds of nitroglycerin-based explosive 40-60 feet south of the manhole to break up underlying rock. A construction worker who descended into the manhole 45 minutes after the explosion collapsed within minutes, and two co-workers descended into the manhole to rescue him. One rescuer retrieved the unconscious worker, and the other rescuer died in the manhole. All workers had elevated carboxyhemoglobin levels. In the subsequent NIOSH investigation, air monitoring was conducted with real-time instruments, and air samples were collected in Tedlar bags. Laboratory analyses of the bag samples collected near the bottom showed 1905 parts per million (ppm) CO, 19.5% oxygen, and 3% carbon dioxide. Direct reading instruments showed progressively higher concentrations as the sensor was lowered into the manhole. Subsequent chamber tests on sample explosive yielded 27 liters CO per kilogram detonated. Based on this value, the surface blast at the construction site may have produced about 3,250 liters (114.8 cubic feet) CO. The CO in this incident most likely was released from the nearby explosion and migrated through soil and fractured rock into the manhole. The blasting and construction industries should be made aware of this previously unrecognized CO exposure hazard associated with surface blasting. The extent of CO exposure from explosives used in construction is not known, and additional information on the extent of CO exposure must be collected. In addition, confined space entry procedures (including monitoring confined space atmospheres before entry) should be observed; CO monitoring of confined spaces in the presence of blasting can prevent future incidents such as this one.

"The Anhydrite ProblemThe Nonmetallic Minerals Experiment station of the Bureau of Mines at Rutgers University, New Brunswick, N. J. has recently undertaken a study of the chemical and physical properties of anhydrite having in view its wider utilization anhydrite (CaSO4) in contact with water at ordinary temperature and pressure rehydrates, slowly forming gypsum (CaSO4.2H42O). In nature this is an extremely slow process, and laboratory experiments are being conducted to determine methods of accelerating the rehydration. The tests recorded herein cover one this study, and while they are negative in character in so far as the major problem is concerned, certain facts established by the tests, bearing on the stability relations of gypsum and anhydrite seem sufficiently important to be placed on record.Early Researches on Gypsum and Anhydrite.It is to Lavoisiar that we are the first scientific study of the calculation and hardening of plaster of Paris. He sums up his experiments in the following passage: ""If gypsum, which has been deprived of its water of by means of heat, is again treated with water (to make what is commonly called mortar) it takes it up with avidity, rapid and irregular crystallization occurs, and the small crystals which are formed are so entangled in each other that a very hard mass results."" Later, he observed that the dehydration of gypsum occurs in two stages: three-fourths of the combined water is much more easily driven out than the last fourth. LeChatalier first determined the temperature decomposition accurately, his method was as follows: Pulverized gypsum was placed in a glass tube in the middle of a paraffin bath, the temperature of which was raised in a progressive and regular manner. A thermometer gave at each instant the temperature the salt, and the passage of the mercury column past each division of —co. was cared by a registering chronograph. The rise in temperature was except at 128°C. and 168°C. where breaks occurred."

"A new record in fuel efficiency at petroleum refineries was achieved in 1935, when an average of only 615,000 B. t. u. was needed to refine a barrel of crude oil, compared with an average of 638,000 B. t. u. in 1934 and 829,000 B. t. u. In 1925. (See fig. 1.)Refiners have made almost uninterrupted progress in firing efficiency during the last decade although much of this gain was brought about by improved technique and greater use of heat exchangers and pipe stills, the determining factor was the trend in crude runs to stills. Most plants can increase their crude throughput materially with but small increase in fuel consumption. Consequently, in years in which crude runs have increased substantially, average requirements have declined; but in years in which crude runs have decreased, the average has tended upward. This conclusion is confirmed by figure 1, which shows that there has been but one minor exception to this rule in the last 10 years.Technical progress in fuel efficiency may be illustrated by comparing crude runs and total B. t, u. consumed. Between 1925 and 1935 crude runs to stills increased 31 percent, but the total quantity of heat required did not increase; in fact, it declined slightly.The trend of modern still construction is from shell stills, in which a large body of oil is heated, to tube stills, in which the heat comes into much closer contact with the oil. In 1935 the total capacity of operating pipe stills increased about 4 percent; this increase, though small, probably was related to the gain in average efficiency.The Increased use of heat exchangers and their role as fuel savers have been discussed in previous reports of this series. It is sufficient to say that refiners with insufficient exchange capacity added as much in 1935 as their budgets would permit."

Sections 120 and 121 of Article XI. Fire Control, of a proposed Mine Safety Law in preparation, to be used as desired and when approved by any State, contains these provisions: After the adoption of these regulations, no mine operator shall erect any nonfireproof structure within 50 feet of any mine entrance. or airway. Every operating mine having nonfireproof structures within 50 feet of any mine entrance or airway, except headframes necessary for hoisting, shall have such structures fireproofed or removed and replaced with fireproof structures within six months of the adoption of these regulations. Before reopening, mines idle at the time of the adoption of these regulations shall have all non- fireproof structures fireproofed, removed, or replaced with fire- proof structures as required by the foregoing sentence. Upon receipt of the written statement of a mine operator that the fireproofing of existing structures is impracticable, the chief mining engineer (of the State commission) shall satisfy himself as to the abouracy of the statement. If he concurs that fireproofing is impracticable, and if at the same time he holds the opinion that adequate protection can be provided otherwise by such procedure, he shall have authority to issue a written permit for the substitution of fireproof door at or near portals of mine openings and collars: of shafts. Such doors shall fit as nearly gas-tight as possible. and shall be installed in such a way that the mouths of mine open- ings can be closed readily from outside of structures. The effec- tiveness of such permit may be made contingent upon the operator's continued compliance with any additional precautions which are necessary in the chief mining engineer's opinion to protect the lives of miners.

At the Eighth International Conference of the Directors of Safety in Mines Research, Sartorius and Thouzea5/ presented and discussed data obtained in explosives tests made under varying conditions of humidity. These tests showed that there was less probability of explosives failure when the humidity of the testing gallery atmosphere was high. As it is to be expected that the relative humidity of mine atmospheres where permissible explosives are used will not be identical with that of the test-gallery atmospheres, the influence of atmospheric moisture upon the incendivity of permissible explosives is of the utmost importance if decreasing humidity reduces the relative safety of an explosive. Because of this and because the question has recurred frequently in discussions of gallery testing at Bruceton, Pa., it was decided to investigate the effect of humidity and ambient temperature on the ignition of firedamp by explosives, applying the small-scale gallery methods developed at the Bureau of Mines and used earlier to study the fundamental causes of such ignitions.6 7 8/
