"INTRODUCTION North Carolina has been the leading producer of mica in the United States, accounting for roughly 50 percent of the Nation's output. The producing area is a belt some 100 miles in width lying in the Mountain and Piedmont sections in the western part of the State. Ashe, Watauga, Avery, Mitchell, Yancey, Buncombe, Haywood, Jackson, Macon, Transylvania, Rutherford, Cleveland, and Lincoln Counties supply the bulk of production, while small amounts have been produced in Gaston, Catawba, Burke, Wilkes, Yadkin, Stokes, and Person Counties.To assist the operators and expedite the production of mica during the recent emergency, the Bureau of Mines drilled four of the more promising mica properties in this State. The results of this exploratory program are recorded in this report.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The purpose of the present study was to develop and test improved Type V workvests for use on dredge operations. The goal was to design workvests that would be more comfortable to wear, would interfere less with task performance, and would better meet the needs of dredge workers. It was hypothesized that by attaining these goals, the resulting vests would be worn more often and would be kept buckled more of the time than traditional vests. The study involved three major phases. In Phase I, visits were made to dredge operations and a definition of the problem was developed. Problems with current vests were identified and working conditions and tasks surveyed In Phase II, prototype vests were developed and laboratory tests were per-formed to assess comfort and interference. In Phase III, the prototypes were modified and field tested with actual dredge operators and workers.

"INTRODUCTION In the investigation being conducted by the Bureau of Mines concerning the production and utilization of sponge iron, it soon became evident that more information was needed regarding methods for determining the degree of reduction attained in the manufacturing process. Sponge irons made by different processes vary in physical characteristics and chemical composition, and a method of analysis that is suitable for one type is not necessarily applicable to all others. For example, the hydrogen-evolution method, which measures the volume of hydrogen evolved upon treating the sample with acid, accurately determines the oxygen content of some types of sponge iron. However, when the sponge iron contains combined carbon, hydrocarbon gases are also-evolved and large errors may result. Probably no single method will give accurate results in all instances, and for this reason it is desirable to have several reliable procedures available and to know the limitations of each.For measuring the degree of reduction, determination of either metallic iron or oxygen should suffice, although for practical application of sponge iron to the production of steel the oxygen content is more significant. After consideration of proposed methods of analysis in regard to their suitability for routine use and the probable influence of other substances, four procedures were chosen for investigation:(1) Mercuric chloride method.(2) Copper sulfate method.(3) Hydrogen-reduction method.(4) Hydrogen-evolution methods."

Coals may be divided into six classes-anthracite, semi anthracite, semibituminous, bituminous, subbituminous, and lignite. The first three cla~ can be distinguished by dHferences of composition, particularly the proportions of fixed carbon and the ratios of the fixed carbon to the volatile matter in the cools. The last three classes can be distinguished by di:fferences in physical character, chiefly in color and in manner of weathering. Lignite is brown, not black, and has generally a woody look, but it weathers in much the same way as subbituminous coals. On exposure to the air lignite slacks or crumbles. The lumps check and fall into small irregular pieces that exhibit a decided tendency to separate into extremely thin plates. Hence lignite deteriorates greatly during storage or long transportation. The most characteristic feature of the composition of lignite is a large percentage of moisture. '!his high moisture content reduces the fuel value of freshly mined lignite, and the partial evaporation of moisture, on expooure, causes th6 fuel to check and fall to pieces. Consequently, attempts to increase the efficiency of lignite as a fuel involve reducing its percentage of moisture and increasing its ability to endure storage and transportation. Both these results are accomplished by briquetting.

The U.S. Bureau of Mines is conducting research on guidance systems for computerized haulage in underground mines. This report describes the process of component selection, installation and testing, perception algorithm development, and steering control algorithm development, to produce a real-time steering control system for an articulated haul truck for underground mining. Ultrasonic transducers were mounted on the truck to provide perception data by measuring the distance to the ribs. Linear potentiometers mounted inside the steering cylinders measured the steering angles. Algorithms, implemented on an inexpensive, robust onboard computer system, analyzed the data and controlled the steering via an electro-hydraulic proportional valve. The steering algorithm presented follows a zone defined by the relative position between the truck and a rib. Experimental verification of the ability to follow the zone in a test corridor on the Colorado School of Mines campus is presented. The automatic steering system successfully negotiated straight sections, curves, and the transition zones between straight and curves with the truck in first and second gears. The resulting real-time automatic-steering system can be applied to many underground articulated machines.

The report described improvements and applications of the Hybrid Computer facility. Improvements implemented under U.S.B.M. Contract H0252035 included expansion of the capability to model nonlinear seam behavior, installation of a color video output display monitor, and further development of software capabilities. To demonstrate the capability of the system, firstly, the influence of nonlinear seam behavior response to the occurrence of coal mine bumps was fully investigated and secondly, the effect of improper mining sequence on bump occurrence was demonstrated. In addition, the system was applied to the analysis of a series of practical coal mine problems. Mines in three coal seams were analysed to investigate the parameters which contribute to the occurrence of coal mine bumps.

"FOREWORDIn the second year of World War II, the petroleum industry in California was taxed to near capacity to satisfy the expanded war demand for petroleum products, particularly fuel oil. With discoveries of crude oil in California declining and known reserves being depleted rapidly, conditions appeared to warrant study of the possibilities of utilizing the outcropping bituminous sandstone deposits in California for obtaining new sources of oil if the war should he prolonged. At conferences in Washington, D. C., with members of the Petroleum Administration for War and the Geological Survey, Bureau of Mines engineers emphasized the importance of determining the extent of those outcropping deposits of oil-impregnated rocks and of developing a practical process for commercial recovery of the contained bitumen to assure, if necessary, a supplementary supply of fuels. The desirability of such a study was recognized, and in July 1943 the Petroleum Field Office of the Bureau of Mines at San Francisco, Calif., in cooperation with the Geological Survey and the Petroleum Administration for War, initiated a study of the bituminouss sandstone problem. It was agreed that all mapping and geological work in connection with the study would be done by the Geological Survey, all engineering studies in developing a process for extracting the oil would be carried out, by the Bureau of Mines, and that the Petroleum Administration for War would aid in final adoption of the results in the field if circumstances warranted such action.Deposits of bituminous sandstones in California occur principally in the immediate region of the Coast Range mountains, notably at Pt. Arena, in Mendocino County, about 110 miles north of San Francisco; near Santa Cruz, in Santa Cruz County; in the Edna area in San Luis Obispo County; in the Sisquoc area in Santa Barbara County; and in the Ojai and Santa Clara Valleys in Ventura County. 4/ In addition oil-bearing sands outcrop near McKittrick and Maricopa, in western Kern County, and along the east edge of the Kern River oil field. Among the several prominent deposits of these source materials, those occurring near the cities of Santa Cruz and San Luis Obispo, and the town of Sisquoc are the largess."

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. Each sheet was prepared and checked by many engineers expert in the particular subject matter of the sheet. Toolbox training is often described as short, informal training conducted at a worksite by technically competent persons for the benefit of a work team. The key feature of toolbox training is the focus on a work team and what is important to that group in its workplace. Toolbox training conducted by peers can connect miners and establish the feeling that the hazard is a real threat to them. This feeling can bridge the gap between delivery of a safety message and behavioral changes that can prevent an accident. Toolbox training is a popular form of "maintenance" training that should not be used to teach a new skill. The 10- or 15-minute toolbox session is simply too short a time to teach or learn a new skill and test for skill development. However, the toolbox format is an excellent way to inform workers of changes in workplace rules, conditions, or hazards by bringing the discussion of change to the level of the work group and suggesting how a change will affect the way workers perform their jobs. Toolbox training should be structured to address a very specific hazard. That is, the hazard source should be identified and the effect of the hazard on the worker described. The temptation to discuss a safety subject in broad terms will result in an equally vague result. For instance, discussing "equipment guards" is inappropriate for a 15-minute training session. There simply is not enough time to cover all the hazards and their remedies. A more appropriate topic would be "placing guards on a conveyor return roller" or "hazards of cleaning a conveyor return roller." Each topic is concise enough to allow the trainer time to define a particular threat to the safety of miners and discuss ways to defend against that threat. The clearest way to a safe workplace is to identify hazards methodically and eliminate them. This cannot be done with sweeping, generalized training. Some best practices that will protect a worker from the hazard should be presented, and the hazard should be located at the specific worksite. Toolbox training is an opportunity for the work team to participate in learning and share experiences and knowledge, often through storytelling. Storytelling is an ancient form of passing along information in an entertaining way. It is entertaining because it draws the listener in with imagination and creativity. Stories told within work groups are a way for miners to exchange experiences in which they made mistakes that resulted in an accident or a near-miss and learned a valuable lesson. Thus, co-workers can learn from others without the pain or fear that accompanied the storyteller's learning path. To encourage these shared experiences, the people in the group must be comfortable with one another. Participation doesn't stop with listening to a near-miss story or informing the group of an unsafe work practice. Participation by sharing experiences, knowledge, and skills should lead toward action in changing the unsafe tool, practice, or machine (Wallerstein, 1992). This power to change is called empowerment. Empowered workers use toolbox training sessions to discuss a problem; direct their own knowledge, experience, and talents in the context of their work environment to solve the problem; and put into practice what they have learned by sharing (Baker, 1992). A worker is much more likely to implement changes they have contributed to creating than changes forced upon them. Toolbox training functions best when the group size is small (under 20) and composed of workers with similar job functions. While combining all workers on a shift or multiple shifts may be convenient, the level of participation will drop dramatically as group size increases and participants are less connected. Similarly, when the work group participants are from different job functions, keeping the materials relevant to the individual becomes more difficult. The role of management in the toolbox training system is to communicate among various groups so that all groups at a mine site are hearing the same message. In very small operations, combining work groups can be productive if the trainer can promote open discussions and lead the group to solutions that address the needs of all and not let one group or individual dominate the discussion. WHY USE NARRATIVE METHODS An effective communications tool is to use stories as a means of describing a hazard and its consequences. Historically, using stories to transfer knowledge between individuals of the same and different generations is well established. All good stories share the same elements required to communicate safety principles. Stories require a setting (the part of the workplace), a plot (the circumstances that lead to a hazard), the solution (best practices), the lesson (what can happen), and the result (what will be done to prevent the hazard) (Dennehy, 1999).

Includes a review of the state-of-the-art of explosives loading in the crushed stone and cement industries of South Florida and the development of a field test program for alternatives. Emphasis is on the loading of small diameter (2 1/4" or less) explosives. Test results ire evaluated for operational and economic feasibility. Details are described of an explosives loading method which involves placing cardboard tubes with external couplings through the hollow drill steel and then Loading explosives into the tube casings after the drill rig has moved off. This method eliminates the hazards peculiar to loading explosives Through the kelly bar. The alternative method can be performed by existing drill rigs with or without minor modification. With modification, improvement in yield per blasthole and/or primary crushing rate provides opportunity so offset some or all of the additional cost.

This report summarizes work performed under USBM Contract No. J0100047 revealing the performance characteristics of a composite-type resilient screen deck. The ability of the composite to perform or compete with steel in noise attenuation and longevity was of interest. Tests were conducted at the River King Preparation Plant of Peabody Coal Company. This facility was chosen because it provided parallel process flow and met standard coal cleaning requirements. Comparisons could be made between the adjacent resilient and steel screen decks under similar operating conditions. Noise reductions of 1-6 dBA were realized in the near field. Although the test period did not determine resilient screen life, indications are favorable for their longevity.

The problems presented by old mine workings affect both present day mining and land development. An automated method of locating these old mines from the surface using electrical resistivity techniques was de-veloped earlier under a Bureau of Mines contract. Subsequent Bureau research has refined the techniques and expanded the area of study to a variety of geologic provinces. During this research, six mining areas in the United States were in-vestigated with the Bureau's automated resistivity method. This report describes the mining areas involved and the results of the resistivity investigations, which showed a high rate of success in detecting old mines. It also describes the field measurement techniques and data analysis procedures.

This paper describes mining and milling methods of the American Smelting & Refining Co. at the Morning mine in the Mullan area of the Coeur d'Alene mining region in Idaho and is one of a series of Bureau of Mines reports dealing with methods and costs of mining throughout the United States. The Morning mine has been described previously in a Bureau of Mines report published in 1930,2/ and the milling methods and costs at the Morning concentrator were presented in a Bureau of Mines report published in 1932. 3/ These reports are supplemented by this publication, which presents data to show the effect of changing times and conditions on a typical medium-size mining operation during the latter part of its history, when costs were rising and production was from increasingly greater depths. The report contrasts two periods in the history of the mine-periods not too far separated in years but considerably different in economic conditions. During the first period (1939) costs of labor and materials were moderate, mining operations were just being transferred from the main shaft to deeper workings opened from the offset shaft, and the operation prospered. During the second period (12 years later) production costs had increased following the national trend in all industry, mining was from greater depths near the bottom of the ore body, and the operation was becoming unprofitable. Mining on the lower levels of the property ceased in 1953.

This report contains the Phase I findings of a study to select and test devices for preventing lack of alertness in haulage truck drivers. The extent of the problem was determined by visiting surface metal and nonmetal mines, interviewing drivers and safety personnel and reviewing accident reports. A number of devices for detecting a lack of alertness were considered and three were recommended for testing in actual operation.

Increased coal production, wider use of indiscriminate mining techniques, improved cleaning methods, and greater emphasis on clean fuels is increasing the rate at which wastes accumulate Over the next several years, Colorado Plateau underground coal production is predicted to increase. Currently, mine refuse is deposited in canyons or lowland areas near mines. This study presents information on the nature of coal refuse and disposal practices on the Colorado Plateau. Samples were collected and analyzed to provide information to help formulate alternative methods for reclaiming refuse piles. The analyses were based on determining the capability of unmodified refuse to provide a suitable medium for plant growth. Local topsoils which would be used in reclamation were used as standards. Potential environmental hazards were assessed also. A general cost analysis was done for both surface and underground disposal and the advantages and disadvantages of each were assessed. Several problems were identified which, if solved, would increase the effectiveness of state regulatory programs.

This report summarizes all work performed under U.S. Bureau of Mines Contract J0377014, "Development and Evaluation of Noise Control Techniques for Taconite Processing Equipment." Three areas of taconite processing equipment, grinding mills, fine screens, and crusher screens have been investigated. Extensive noise and vibration measurements have been made on grinding mills in which the process parameters that affect mill noise have been identified, and the level of shell impact noise around the mill defined. A multiplexing telemetry system was used to obtain shell vibration measurements from a rotating mill. Mill noise control methods were investigated and a partial mill barrier was built and tested on a semi-autogeneous mill. A noise reduction of approximately 3 to 6 dBA was achieved on the falling side of the mill. The use of rubber mill liners on autogenous mills has been evaluated. The noise sources on fine screens have been quantified, and noise control treatments developed. Noise reductions of 11 to 13 dBA were achieved at positions around the fine screen and some in-service testing has been done. Noise measurents of crusher screens were obtained and noise control through resilient screen decks appears to hold the most promise. Additional benefits might be lower life-cycle cost, since the service life of resilient decks is claimed to be longer than steel.

In 1980, the Bureau of Mines surveyed a group of mine seals in Randolph County, WV, to evaluate their effectiveness for reducing toxic pollutants in mine water discharges. The survey focused on 11 block wet mine seals, but mine seals of several other types were also examined. The seals were installed in 1966 and 1967 in abandoned drift portals by the Federal Water Quality Administration (FWQA), a predecessor of the Environmental Protection Agency (EPA), in cooperation with the Bureau of Mines and other Federal and State agencies, in a project known as Elkins Mine Drainage Pollution Control Demonstration Project. The seals were designed to prevent air from entering the mine portals while allowing mine water to flow out. It was believed that by preventing air from entering inactive or abandoned mines, the formation of toxic pollutants and acid mine drainage (AMD) could be reduced. Evaluation of the seals was based on water flow measurements, water analyses, and visual observations. The Bureau's 1980 data were compared with past data collected by the EPA. Several leaks and failures were observed in the clay seals, as evidenced by apparent blowouts and the absence of vegetation where the mine water surfaced. Analyses of the 1980 data indicated some improvement in the quality of water discharged from many of the wet air seals.
