1. Domestic Production and Use: In 1982, 13 companies operated 30 primary aluminum reduction plants, with 3 firms accounting for 55% of production. Washington, Oregon, and Montana accounted for 34% of the production; Texas, Louisiana, Missouri, and Arkansas 18%; Tennessee, Alabama, South Carolina, and North Carolina 14%; other central and eastern States 34%. Based on published producer prices, output of primary metal in 1982 was valued at over $5.5 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Packaging accounted for an estimated 39% of domestic consumption in 1982, transportation 20%, building 14%, electrical 8%, consumer durables 8%, and other uses 11%.

This report summarizes the principal activities and results of 15 years of research by the Bureau of Mines, U.S. Department of the Interior, on methane control in coal mines. This research has investigated fundamental factors regarding the occurrence and movement of methane in coal beds, removal of methane prior to mining, and control of methane during mining. The report includes a bibliography listing the more than 150 publications resulting from the Bureau's methane control program as well as numerous other references, a section on methane recovery and use, a look at the upcoming Bureau of Mines research program, and a brief review of methane drainage practices in other coal-producing countries.

This bulletin traces the growth in the belief in the explosibility of coal dust, summarizes the experiments and mine investigations that have established this belief, and gives the present status of pre- ventive measures. It has been prepared in accordance with the pro- visions of the acts of Congress authorizing investigations relating to the causes of mine explosions, and contains references to and descrip- tions of experiments made at the Federal testing station at Pittsburg, Pa. This station was inaugurated under the United States Geo- logical Survey, and was transferred to the Bureau of Mines on the establishment of the latter on July 1, 1910. Only within comparatively few years has the dry dust of bitumi- nous and lignitic coals been generally recognized as an explosive agent more insidious, threatening, and deadly to the miner than fire damp. Fire damp carries its own flag of warning-the "cap" in the safety lamp-but coal dust, though visible, does not attract attention until present in large quantities. Fire damp is of local occurrence, and except in notable and very exceptional cases is controllable by careful manipulation of ventilating currents. If by mischance a body of fire damp is ignited in a mine, the force of the explosion may be terrific, but the effect is local unless dry coal dust is present, or unless (as it very rarely happens) an explosible mixture of methane gas and air extends through large areas of the mine. In a dry mine dust accu- mulates everywhere, and the blast from the ignition and combustion of bituminous dust may traverse miles of rooms and entries and wreck structures at the entrance to the mine. The comparative potential destructiveness of gas and of bituminous dust is strikingly shown by the history of the Pennsylvania anthracite mines. These mines not infrequently have large inflows of gas, and the resulting mixtures of gas and air have sometimes been ignited, yet no such wide-sweeping explosions have taken place, despite the presence of dry anthracite dust, as have happened in excellently ventilated bituminous mines.

The Tri-State, or Joplin, zinc and lead mining district in south- western Missouri and adjoining, parts of Kansas and Oklahoma is one of the great mining districts of the world. It is in flat-lying or gently rolling agricultural country near industrial centers and coal, oil, and gas fields. The nearly horizontally, lying bedded rocks in which the ore bodies are found were originally limestone but are now largely chert containing minor percent- ages of dolomite and other minerals. The ore occurs in nearly vertical fis- sure zones, large and small, and in blanket (sheet-ground) deposits. The mining depth ranges from surface diggings to $50 feet. The average tenor of the ore mined, in recent years is much lower than that of ore produced in other large zinc and lead districts of the United States. Mining and mill- ing costs are low because of the shallowness of mining, amenability of ores to concentration, efficiency resulting from long experience of management and labor, and other factors. The operators comprise many small and medium-size producing companies and partnerships, as well as individuals and a few larger producers. About 7,000 men are employed in the mines and mills during normal industrial activity. The concentrates produced are sold f.o.b. the mill bins to local representatives of smelting companies at prices quoted on the Joplin market. The productive life of the district began with the discovery of lead near Joplin in 1848, but output was not large until after mining for zinc began near Granby in 1871. In most of the intervening years through 1945 the district produced more zinc than any other field, and it generally ranked third or fourth in the United States in lead production. Figures compiled from sources given later in this paper show a total output for the district from the beginning through 1945 of 20,755,020 tons of zinc concentrates and 3,334,057 tons of lead concentrates valued altogether at $1,110,058,581 in the mill bins. The output, in terms of recoverable metals, was 10,609,408 tons of zinc and 2,529,121 tons of lead, valued in all, at the average yearly market prices of the metals, at $1,691,282,419. During the 39 years (1907-1945) for which complete figures are available, the annual output of the district fluctuated from 23 to 66 percent of the total United States mine output of zinc and from 5 to 18 percent of the total lead; the averages for the period were 40 percent for zinc and 11 percent for lead. peak yearly production was attained in 1926, with an output of 423,800 tons of recoverable zinc and 102;117 tons of lead. Since that yoar the production rate has trended downward, accentuated at first by the depression in the thirties and later ameliorated somewhat under the stimulus of heavy demand and higher metal prices during World War II; the output in 1945 was 139,274 tons of recovorablo zinc and 23,556 tons of load. The above figures show the groat contribution made by the Tri-State district in the past toward the country's supplies of primary zinc and lead, cspecially zinc. However, the district's production is expected to decline both in quantity and in proportion of total United States mine output unless important discoveries are made. A brief résumé follows of recent activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority (under Executive Order 9728) was removed on June 30, 1947, when Government control of the mines was terminated.

Many of the so-called minor metals are derived as byproducts from the processing of lead and zinc concentrates in which they occur as minor constituents. Concentrates from some lead-zinc mineral deposits are more enriched in metals such as cadmium, arsenic, bismuth, silver, and selenium than are others, and these sources offer a continuing, assured supply of certain of these metals. Despite the age of the data collected, the Bureau of Mines feels it to be highly desirable to publish due to its relevance to the objective of the study which was to ascertain the flow of minor metals from certain smelter feeds Efforts to trace these metals through the complicated lead and zinc processing steps included trying to ascertain losses and mode of loss of these metals. Losses of some metals in processing may be surmised as occurring in gaseous and other emissions, or possibly in slags and residues.

The Bureau of Mines is investigating possible applications of geophysics to monitor leachate during in situ mining. Tomographic reconstruc-tion of seismic or electromagnetic crosshole data appears applicable. The tomographic program BOMTOM (Bureau of Mines tomography) was written and then used to investigate reconstructions with synthetic travel time data. The calculations confirmed that without constraints, crosshole data do not provide unique solutions. The solution is not determined solely by the data, but is also influenced by the velocity guesses starting the iterative solution procedure. The effectiveness of constraints in combatting nonuniqueness was examined. The requirement that the velocity not vary laterally at the top and bottom of the pixel grid was effective. This constraint is realistic when the top and bottom of the grid represent dry and saturated re-gions, respectively. Limiting the maximum velocity improved reconstructions, but may not be applicable in practice. BOMTOM uses the simultaneous iterative reconstruction technique (SIRT) with straight ray paths. The program is efficient in use of memory, and can be run on a personal computer. A source code in FORTRAN is listed. A source code in BASICA and compiled executable codes in both languages are available from the Bureau's Twin Cities (MN) Research Center.

This report summarizes a U.S. Bureau of Mines study on the application of geotechnology to identify and minimize ground control hazards in talc mining operations in northwest Georgia. The major ground control hazard is pillar sloughing attributed to the steeply dipping orientation of a pronounced foliation in the talc ore body. The sloughing problem, which gradually reduces the effective support area of a pillar through attrition, can be minimized by appropriate artificial support, as determined by a rock classification system, and by a more uniform pillar design. A boundary element model confirmed the advantages of using a uniform pillar design to avoid excessive loads on portions of irregular pillars. Instrumentation to measure roof convergence and pillar loading was installed at selected locations in an active talc mine but failed to detect any significant changes, suggesting that the gneiss hanging wall constitutes a strong roof that probably can support large spans between pillars and permit high extraction ratios. This interpretation also is supported by a rock classification of the hanging wall gneiss.

Basic data were recorded on the decompositions that take place during thermal decomposition of siderite (FeC03). Both the naturally occurring and a synthetically prepared mineral were studied by differential thermal, thermo-gravimetric, X-ray-diffraction, and chemical (including gas) analyses. Thermal decomposition was studied in the media of dry air, moist air, dry carbon dioxide, dry helium, and dry carbon monoxide and at atmospheric and at reduced pressures. Results showed the thermal decomposition of FeC03 to be an extremely complex process, dependent on environmental factors and side reactions that cannot now be completely controlled. Therefore, full understanding of the reaction involved must depend on additional research with advanced evaluation techniques.

The Buckrange reservoir, Stephens field, Ark., is approaching the economic limit of production under present operating conditions. Over 100 million barrels of oil remaining in the reservoir will not be recovered by primary producing methods. The Bureau of Mines, in cooperation with the Arkansas Oil and Gas Com-mission, made the petroleum-engineering study presented in this report to aid operators in evaluating secondary-recovery possibilities in the reservoir and in planning secondary-recovery programs if their initiation is decided. The Stephens field, in Columbia, Nevada, and Ouachita Counties, Ark., is about 12 miles northeast of Magnolia, Ark., and 15 miles west of the Smackover field. Surface elevations in the area average about 240 feet above sea level.

A hypothetical mining operation model is formulated by the Bureau of Mines, and optimal production and product allocation are determined. The technique of sensitivity analysis is discussed and is used to illustrate the effect of the variability in a mining operation on the optimal production and product market plan.

This section presents highlights of world economic and mineral industry performance in 1982, a year characterized by continued recession, and selected 1983 forecasts of economic indicators of importance to the mineral industry, some of which indicate a modest improvement in the economies of the United States and Western Europe. The U.S. Economy in 1982 In 1982 U.S. gross national product (GNP) in current dollars increased at a rate of 4 percent, but GNP adjusted for inflation (real GNP) declined at a rate of 1.8 percent. Yearend 1982 real GNP was at roughly the same level as in 1980 (table 1). Thus no growth in real terms had taken place in the United States during the 1980-82 period.

The prevention of accidents from falls of roof and coal requires a considerable amount of personal judgment , for conditions are different even in adjoining working places in the same mine , and conditions may change from hour to hour even in the same working place as the coal is shot down and loaded . Experience has shown that many men can not or do not exercise enough care to protect themselves from injuries ; moreover , where the foremen have been made directly responsible for the safety of the men under them , accidents from falls of roof and coal have , in many instances , been reduced as much as 50 per cent . There is now no question that careful , constant , and intensive supervision is essential in preventing acci- { dents and more especially accidents of this class . Falls of roof and of coal account for approximately 50 per cent of all coal mine accidents and annually result in the death of approximately 1,000 men and cause lost - time injury to approximately 50,000 men . These and other accidents are recurring with little or no diminution , usually not because of the lack of knowledge of safe and dangerous practices , or of the technique of safety , but largely because of the lukewarm interest of major executives in safety or the failure of mine officials to formulate and to enforce common - sense rules and regulations . When failure is the outcome of a sincere attempt of the managing officials to teach safety to the miner , the fault may usually be attributed to misguided effort . Various solutions for the problem of eliminating accidents from falls of roof or coal have been suggested , some of which are : Standard system of timbering for the specified mining districts ; departure from the room-and - pillar system to a more concentrated system of mining ; more intensive supervision - that is , 1 section foreman for every 25 loaders instead of 1 section foreman for 75 , 80 , or even more loaders the practice in most mining districts . - However , investigations conducted by the writer at numerous mines operated by a number of mining companies in several districts show that employees and officials alike are inclined to work under loose and unsupported roof , relying solely on the " drummy " sound and on their judgment and experience as to whether the roof will stay in place for one hour or for several hours . With but few exceptions , men who had been injured by falls of roof or ccal or were found working under loose and unsupported roof , admitted that they knew of the possibly unsafe condition , but it was their opinion that the roof or coal was not loose enough to fall for some time .

The scope of the course has been broadened, revised, and brought up to date, and it is being published as a similar series of seven miners' circulars (Nos. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

The gas-combustion retort developed by the Federal Bureau of Mines at the Rifle Oil Shale Project near Rifle, Colo., is a continuous, gravity-feed retort. The heat required to convert the kerogen in the oil shale to liquid oil is generated by the combustion of product gas and carbonaceous residue remaining on the retorted shale after the kerogen has been converted to oil, gas, and residue. A study of the effects of the process variables on retort operation, product yields, and product properties is important to the successful solution of the problems encountered in the development of a satisfactory process. Statistical methods were used to design the experiments and analyze the effects of the rate of shale throughput, the composition of dilution gas, the height of the shale bed above the air entry, air-gas distributor design, shale size range, and the ratios of the flow rates of the various gas streams entering the retort to the rate of shale throughput.

Aniline points have been used to some extent for more than 20 years. to indicate the types of structures in hydrocarbons and thus to analyze mixtures of hydrocarbons . This type of analysis has been applied - principally to the low -boiling hydrocarbons found in the gasoline range . Although there is some disagreement as to their merits , both aniline point and diesel index (aniline point in degrees Fahrenheit times A.P.I. gravity at 60 ° F. divided by 100) are used rather extensively for evaluating ignition qualities of diesel fuels . In recent years aniline points have been employed in the study of lubricating - oil fractions . They also have been used to predict : the tendency of different oils to cause swelling of synthetic rubbers.5/ Recent standardization of the aniline - point determination by the American Society for Testing Materials has encouraged wider use of this test . Considerable data concerning , aniline points and critical solution temperatures in aniline have been accumulated in the course of a study of related subjects . Evaluation by the Bureau of Mines of published expansion values for magnesium oxide shows significant variation in values, which may be attributed to sample variables, experimental errors, or systematic differences between measuring techniques. To eliminate the sample variable in measuring expansion, thermal expansion characteristics of a high-purity polycrystalline magnesium oxide were determined by 21 cooperating laboratories using one or more of the following techniques; X-ray camera, X-ray diffractometer, dilatometer, interferometer, and telemicroscope. All expansion values were corrected by the author to a single reference temperature of 25° C. Linear expansion was expressed as a power series in the form of the following equation. Expansion (percent) = [[ A + B (?t) + C (?t)2] ?t 104] The constants, A, B, and C, were determined by least square techniques for X-ray camera, X-ray diffractometer, and dilatometer data separately, and for combined data of all five techniques. Expansion values are tabulated from 26° C. to 1,400° C. in 2° C. intervals using constants derived from X-ray camera data. Below approximately 500° C., expansion values obtained by dilatometric and interferometric methods are significantly lower than those by X-ray methods; above 500° C., this bias decreases rapidly. Comparison of results within methods showed the least variance for X-ray camera results; dilatometer and X-ray diffractometer results have about the same variance. The average deviations, in percent, between observed and calculated expansion values among methods were approximately 10 percent from 100°C. to 300°C., 5 percent from 300°C. to 500°C., and 2 percent from 500°C. to 1,400°C. Maximum deviations were approximately twice as large in most instances.

This U.S. Bureau of Mines report considers, from a psychological perspective, the perceptual process by which miners recognize and respond to mining hazards. It proposes that if the hazard recognition skills of miners can be improved, mining accidents may be reduced to a significant degree. Prior studies of hazard perception in mining are considered, as are relevant studies from investigations of military target identification, pilot and gunnery officer training, transportation safety, automobile operator behavior, research into sensory functioning and visual information processing. A general model of perception is introduced, and selected concepts from the psychology of perception that are applicable to the detection of mining hazards are reviewed. Hazard recognition is discussed as a function of the perceptual cues available to the miner as well as the cognitive resources and strategies employed by the miner. The development of expertise in responding to hazards is related to individual differences in the experience, aptitude, and personality of the worker. Potential applications to miner safety and training are presented.

The National Granite Commission at its annual meeting in Norfolk, Va., in January, 1930, passed a resolution requesting the Bureau of Mines to conduct an economic study of the granite industry. In with this request a preliminary review has been made of trends in the production and uses of block granite.. Some unfavorable conditions were thus brought to light, and certain suggestions regarding a more orderly and consistent growth in the industry are herein discussed. The results of the study are, presented in this report for the earnest consideration of. the industry, and comments are invited, not only on this report but as to future work that might be accomplished by the Bureau of Mines. The authors desire to acknowledge many helpful suggestions and comments from Paul M. Tyler of the Bureau of Mines and from Harris F. Sherman, secretary of the National Building Granite Quarries Association. Miss A. T. Coons of the Bureau of Mines rendered valuable assistance through her wide knowledge of granite statistics. The block granite industry has shown little expansion during recent years. While the value of the annual production has grown from about $14,000,000 in 1904 to nearly $25,000,000 in 1928, the increment in value is caused mainly by mounting prices rather than by increased production. Even granite for memorials shows a very small advance in production volume, although the value has increased from about $3,500,060 in 1904 to more than $11,000,000 in 1928, which is the most consistent growth of any branch of the industry. The value of building granite has fallen for a number of years much below the figure for 1904, and in 1928 was very little in advance of the value attained 24 years previously. The use of granite paving blocks and rubble has shown a gradual decline.
