RAILROAD GRANT-MDIERALS. Diatomaceous or infusorial earth when found in such quantity and quality as to render lands containing deposits valuable therefor are mineral lands within the meaning of the mining laws and must be excepted from grants to the Central Pacific Railway Company. RAILROAD GRANT-CLASSIFICATION, If any evidence of minerals is found upon lands within a railroad grant and the showing is sufficient in the opinion of prudent and qualified persons to warrant further exploration and expenditure, with reasonable prospects of success, then the land can not be classified as nonmineral and is not subject to the grant to a railroad company. But where there is no present indication of minerals nor any geological evidence upon which to base a mineral finding, land should not be classified as mineral, or held for further classification and reserved from the railroad's grant, upon the surmise that future prospects might disclose evidences of minerals. INDEMNITY SELECTION BY RAILWAY COMPANY, Under section 3 of the act of July 2, 1864 (13 Stat., 365), and the joint resolution of May 31, 1870 (16 Stat., 378), the Northern Pacific Railway Company could take coal and iron land within its primary or grant limits. It could not base an indemnity selection upon the claim that certain land was coal or iron in ;;haracter, as such land was not lost to it as part of the grant. But the company was authorized to select other lands in lieu of those lost because of their mineral character, but the word "mineral" did not include iron or coal, and, accordingly, the railroad company was entitled to take coal lands under its indemnity selection.

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1993. Most of the estimates are based on nine months data. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State mineral officer. Fatalities caused by highwall/spoil bank failure in the surface mines, coal and non-metal, increased to an alarming rate of seven during 1999. To determine the causes of slope failure and successful mining practices, the National Institute for Occupational Health and Safety undertook a study. The study included: 1.A review of accident statistics; 2.A review of Federal and state mining laws pertaining to surface mining; 3.A literature review, and; 4.Mine visits. The study emphasized surface mines in the states of West Virginia, Ohio, and Pennsylvania. The review of a decade’s accident statistics using the mine Safety and Health Administration’s (MSHA) database showed that approximately 40% of all ground control related incidents reported to MSHA occurred in just four eastern states: Kentucky, West Virginia, Pennsylvania, and Ohio. The comprehensive literature search provided a historical perspective of highwall stability issues. Eleven mines we visited to obtain data on their mining practice or design. Commodities included coal, sandstone, and limestone. Based on the visits, five case studies were developed to represent typical mining methods and effective ground control practices used in eastern surface mines. Benching was found to be a common technique to reduce the overall highwall slope angle. Decking in the softer zones, such as shale, proved useful in controlling damage due to blasting.

"The demand for barite has increased greatly in the last 10 years, especially during World War II. Depletion of oil reserves and subsequent increase in deep drilling created a heavy demand by the oil industry for barite to be used as drilling mud. The great increase in demand for barite gave impetus to the development of a, deposit of impure barite near, Magnet Cove in Hot Spring County, Ark.The critical condition of the national barite supply early in 1944 led the War Production Board to recommend that the Bureau of Mines attempt to prove the existence of a large reserve tonnage of barite in the Magnet Cove area and arch for new deposits. To carry out this program, the Bureau explored on newly reported. Barite deposits in southern Montgomery County, Ark. The Gap Mountain, Fancy Hill, and Sulphur Mountain barite deposits were investigated. Eight diamond core-drill holes and 1,336 linear feet of surface trenching were completed, and barite samples obtained were analyzed, A study of the Montgomery County barnse district indicates that the lenticular bodies of barite replace a favorable host rock near the base of the Stanley shale formation. Barite is exposed along the side of anticlinal mountains where erosion has truncated the beds on the limbs of the associated synclines. An appreciable amount of barite suitable for commercial use has been indicated by trenching and core drilling. The Gap Mountain and Fancy Hill deposits are controlled by the Magnet Cove Barium Corp. and Baroid Sales Division of National Load Co., respectively. The ore is similar to that of the Magnet Cove area and is amenable to concentration by a flotation process. Mining of these deposits had not been begun by the time the Bureau completed its exploration project."

This report covers the results of a two-phase study to determine the feasibility of underground disposal of retorted oil shale. Two mining methods, chamber and pillar mining and sublevel stoping, were specified for backfilling. Phase I of the study covered the evaluation of hydraulic, mechanical, and pneumatic transport and stowing systems, individually and in various combinations, and the selection of the most feasible methods. Conveyor transport and stowing and a combination conveyor transport and stowing with pneumatic topfilling were selected for detailed study of phase II. Phase II activities included detailed engineering analysis and design of the selected systems, an engineering economic analysis, and a cost comparison with total surface disposal of retorted oil shale. An extensive literature search was conducted and the bibliography is included in the report. Research done under Contract No. J0265052 by the Cleveland-Cliffs Iron Co. This problem was taken up by the Bureau of Mines as a result of the oxygen explosion at the Jefferson Physical Laboratory of Harvard University , and other similar explosions , in order to supply technical information which would serve as a basis for safety precautions in the future . At the Harvard inquiry the fact was emphasized by the Massachusetts State Chemist , Mr. Walter M. Wedger , that we do not know the limiting pressures and temperatures above which compressed oxygen and lubricating oil are capable of spontaneous explosion . The problem is also of importance to the Army and Navy and to the Bureau of Mines in connection with the hazards incurred in the use of compressed and liquified gases in the repurification of helium. In fact , the risk of fires and explosions due to traces of lubricating oil coming into contact with high pressure oxygen is of serious interest to all concerned with the manufacture and use of oxygen , a commodity which is now being produced and distributed on a rapidly increasing scale . Part of the money expended on this investigation was from Army and Navy funds . The problem was undertaken by the Bureau of Mines at the suggestion of Dr. Charles E. Munroe , Chairman of the Committee on Explosives Investigations of the National Research Council , and referred to the Pittsburgh experiment station of the bureau.

Along with other phases of mining , the ventilation of metal mines has been affected by the business depression of 1930. As might be expected , some of the results are favorable , and some are distinctly disadvantageous to progress . Probably the worst effect of the recession of mining activity is that , as usual , one of the first departments of almost any industrial establishment ( and this is especially true of mining ) to be curtailed is that which concerns what might be called welfare work , such as safety , health , etc. , and ventilation : in consequence , a number of men who were employed mainly on ventilation work in metal mines are now out of employment and their former duties either are being handled by others as only part of a crowded routine or are being allowed to lapse . On the bright side of the picture is the following paragraph from a letter by the ventilation and sarety engineer of the United Verde Copper Co. , Jerome , Ariz . , indicating that money and effort expended on ventilation during " flush " times give results which aid in money savings when depression comes : The desirability of absolute control over the ventilation system has again been demonstrated at this mine . Under full operation we have been using approximately 500 hp . to drive our big fan . Under curtailed operations we naturally do not require as much air , so by sending the air only where needed and airing out all other places periodically to keep timber , etc. , in good condition we have been able to economize in the quantity of air required . The fan speed has been reduced and the power dropped to 300 hp . , thus effecting a material saving in the power bill , and still maintaining an efficient ventilating system . "

A methane monitor that complies with 30CFR75.313 has been designed and fabricated using a novel pressure modulated infrared absorption technique. The methane monitor met or exceeded in performance all of its target specifications. The monitor was operated continuously during production mining for the entire duration (45 days) of the in-mine test; no failures occurred during the test. The monitor was regularly checked with calibration gas and no shifts in calibration were found during the in-mine test. Operating principles, performance data and electrical schematics are included in the report.

At present the United States furnishes more than half of the world's requirements of borate materials, practically all from California. Nearly the entire production of borax in this country is under the control of four companies: The American Potash and Chemical Corporation, the Pacific Coast Borax Co., the West End Chemical Co., and the Western Borax Co.

1. The investigation shows that the Coal Creek has been the most productive, bed in Campbell County and contains the largest recoverable reserves of coal. The Pewee, Red Ash, and Jullico have been relatively productive beds and contain appreciable recoverable reserves of coal. The Blue Gem also has been productive in the past, but available information indicates that most of the remaining coal is Less than 28 inches thick. The Big Mary has relatively large reserves over 28 inches thick, but the coal is high in ash and sulfur. Thick partings in the Windrock bed have discouraged mining in that bed. The Poplar Creek and Rex beds generally are below drainage, and large areas have been excluded from the reserve estimate, Reserves in the Walnut Mountain bed will be difficult to mine due to the irregu¬lar thickness and lack of continuity of the bed. Estimated coal reserves are- small in the remaining five beds. 2. Known measured and indicated reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 short tons per acre-Foot of coal in place, are estimated to be 398 million tons as of January 1, 1953, o? this total, 267 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, these should be added to the total estimated reserves.

Improvements in production of high-purity chromium metal by magnesium reduction of anhydrous chlorides and by hydrogen treatment of electrolytic chromium are reported. Hydrogen-treated chromium has been arc-melted, and the arc-melted material has been successfully forged, rolled, and swaged. The material also has been forged at liquid-air temperatures. X-ray and metallographic studies indicate the recrystallization temperature of rolled chromium sheet to be about 750° C. Preliminary investigation of hot-bending characteristics of rolled chromium sheet shows the minimum bending temperature to be about 325° C. The heat resistance of chromium has been investigated.

The purpose of this program was threefold: (1) to identify the symptoms of poor or inadequate performance of trolley carrier phone systems; (2) to assess the root causes of performance difficulties and classify them on the basis of equipment, coupling, or transmission; (3) to propose, analyze, test, evaluate and verify means of overcoming performance difficulties. Based on interviews and discussions with knowledgeable persons, laboratory experiments, and in-mine measurements, it was determined that the major impediment to good carrier phone system performance is the extreme signal attenuation found on the trolley wire/rail largely due to the many bridging loads. Three means are identified to help overcome the performance difficulties: the low impedance trolley wire, a method of improving performance by capacitively loading the transmission line; the dedicated wire, a low-loss means of extending trolley signal coverage; the use of isolators to remove the offending bridging loads at the carrier frequency. Other subjects treated in the report are design reviews of hardware, guidelines for the use of information in the report, recommendations, and a description of a probe for measuring trolley wire current.

Voice Frequency (VF) electromagnetic trapped miner location devices were tested for reliability and effectiveness in 93 coal mines. Tests included uplink pulsed CW, downlink pulsed OW and downlink voice evaluations. Frequencies were 630, 1050, 1950 and 3030 Hertz. Overburden depths varied from 70 feet to 1550 feet. Successful communications were established at 91 of the 93 mines. Data indicate the transmitters and receivers will operate in practically all coal mine environments. Reliability and accuracy as location devices appear to depend on noise, depth and presence of metallic objects which distort the magnetic field. In addition, theoretical models appear to define best case situations in terms of noise and conductivity. Minor hardware problems were encountered, mostly involving battery contacts, switches and antenna cables on the receivers. No hardware problems occurred with the transmitters.

Senior staff representatives of the Bureau of Mines and the National Institute for Occupational Safety and Health (NIOSH) met in Washington on September 6, 1972, to review and evaluate their cooperative accomplishments to date and to consider the planning and conduct of future coordinated activities. The six presentations given at this joint staff seminar are published here for the benefit of those concerned with the problems of coal mine health, and especially those with responsibilities in administering the Coal Mine Health and Safety Act of 1969.

Major producers posted 25¢-per-pound increases on cadmium, raising their domestic quotes to $2.75 per pound. COBALT: Cobalt consumption in February, exclusive of salts and driers, increased by 21 percent compared with consumption in January. Significant increases in consumption occurred in cutting and wear resistant materials, welding and alloy hard-facing rods and materials, magnetic alloys, and other alloys. The major sales agency for cobalt in New York reportedly announced price increases, effective April 15, 1976, for cobalt metal, powders, and oxide. The new price for 250 kilo (551 lb.) drums of cobalt metal (granules or electrolytic cathodes), f.o.b. Port of New York, was quoted at $4.40 per pound. This is the first cobalt price increase since January 23, 1975, and is the result of a price increase by Sozacom, the official Zairian sales agent. Other cobalt producers are expected to raise their prices in line with the new quote.

On July 1, the Bonneville Power Administration announced a 25% power cutback because of lower than normal stream flow. In September, the Aluminum Company of America (Alcoa) announced plans to shut down one 23,000-ton-per-year potline at its Vancouver, Wash., primary aluminum smelter. Alcoa also announced that the last of four potlines at its Point Comfort, Tex., primary aluminum smelter would be restarted in October. A new 3-year contract was signed and workers at three Alcan Aluminum Ltd. primary aluminum smelters in Canada returned to work. It was estimated that it would take about 3 months before the smelters were operating at full capacity.
