A majority of continuous mining machines employ a water spray system and a machine mounted flooded-bed scrubber to suppress and capture dust during coal mining. These machine mounted dust control systems must be designed to function within the localized face ventilation system at the mining section to control both dust and methane. Spray systems can impede or improve the scrubber effectiveness in controlling dust or methane at the mining face. Laboratory experiments were conducted to examine the effect of spray type, spray pressure, machine body blocking sprays, and scrubber airflow on dust and gas levels while using a 12.2 m (40 ft) exhaust ventilation curtain setback from the face. These experiments were conducted with the mining machine positioned at the end of a simulated 6.1 m (20 ft) sump and slab cut. Results indicate that the hollow cone nozzles with blocking sprays best complemented the flooded-bed scrubber performance in an exhaust ventilation system. This external spray system notably reduced dust and gas levels on the off-curtain side of the mining machine for both the sump and slab cut as compared to the flat spray nozzles. Higher scrubber airflows reduced dust and gas levels on the curtain side and in the return of the continuous mining machine. The remote operator position, located on the off curtain side and parallel to the inlet end of the exhaust curtain, sustained the most stable and lowest dust levels around the mining machine.

An examination of the Census of Fatal Occupational Injuries (CFOI) data for the period 1992-1995 shows that 659 fatalities occurred in the mining industry as defined by the SIC. Oil and gas accounted for slightly more than one-half of all fatalities (figure 1-1). The coal industry had the highest fatality rate for the 4-year period, with 35.6 deaths per 100,000 full-time workers, followed by metal (23.1 per 100,000), oil and gas (23.1 per 100,000), and nonmetal (20.1 per 100,000). The fatality rate for all U. S. industries during this same period was 5.1 per 100,000 full-time workers. Figure 1-2 compares the fatal injury rates by year for the four major industry sectors of mining to the fatality rate for all industries combined. Figure 1-3 compares age-specific fatality rates in the mining industry to those seen for U. S. industry as a whole. Fatality rates for all industries combined were lowest for young workers and steadily increased in relation to workers' ages. In the mining industry, fatality rates by age group show a U-shaped curve. Young workers under 20 years of age had the highest injury rate (54.6 per 100,000), followed by workers aged 20-24 (50.8 per 100,000) and workers over age 65 (37.7 per 100,000). Table 1-1 shows the distribution of injuries by type of injury event. The mining industry, in comparison with all industries, had a considerably larger proportion of fatalities classified as caught in or crushed by collapsing materials (9.1% and 1.9%, respectively) and fires and explosions (10.0% and 3.1%, respectively). Transportation events comprised the largest proportion of fatal injuries in both the mining industry and all industries. Within the mining industry only, transportation accounted for the largest proportion of fatalities in all mining sectors except coal. A more detailed examination of the transportation events within the mining industry showed that highway incidents (50.5%) were the most common, followed by nonhighway incidents (22.2%), pedestrian incidents (10.6%), and those incurred during rail, water, and air transport (15.7%). Incidents involving caught in or crushed by collapsing materials comprised a higher percentage of injuries in the coal and metal sectors, while fall-from-height incidents were more frequent in the oil and gas sector. The classification system used in CFOI for type of injury event is not compatible with any variables contained in the MSHA data; therefore, direct comparisons are not attempted. [ ]

Tri-axial strains in pillars, created by pillar robbing, were measured in an experiment at the Dysart No. 1 uranium mine near Grants) New Mexico. At this mine, room-and-pillar stoping is used on the advance, and pillars are recovered on the retreat. The are deposit is, for all practical purposes, horizontal. Measuring devices were installed in pillars approximately 90 to 200 feet from the break line, and strains were recorded over a 4-to 6-week period. The measurements indicate that, in general, the algebraic magnitude of vertical strains increased, and the horizontal strains decreased, in turn, indicating that vertical (or near vertical) loads on the instrumented pillars lessened as pillars were recovered.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. Because trade increased among various nations after World War II, the Coal Committee of the Economic Commission for Europe established a Classification Working Party in 1949 to develop an International system for classifying coal. Although national classification systems existed, they had been developed in accordance with characteristics of domestic coals without reference to coals of other countries. Terms for describing similar or identical coals differed in each nation. This caused confusion in evaluating coals shipped in international trade and also hampered exchange of technical information on problems of coal utilization. Experts4/ participating in the classification project early in their work agreed that two systems should be formulated, one for the higher rank coals or so-called "hard" coals in European terminology and the other one for the lower rank coals, the latter designated mainly as brown coals and lignites in the various countries. Rank refers to the degree of metamorphism (progressive alteration) in the natural coalification series from lignite and brown coal to anthracite. The system for classification of hard coals was published late in 1956 as a document of the United Nations.5/ Results of a study for applying this system to American coals were published in 1958.6/

The Haldane gas-analysis apparatus used by the Bureau of Mines is patterned after the device developed by Haldane 4/ and differs from it only in structural modifications that have been added to facilitate operation and simplify construction. The apparatus was developed to permit determination of carbon dioxide, combustible gases, and oxygen with a degree of accuracy not attainable with apparatus of the types ordinarily used for the analysis of fuel gases, flue gases, and similar mixtures. The Haldane apparatus is used by the Bureau of Mines chiefly in the analysis of air samples collected in coal and metal mines and other underground workings and is applied also in the analysis of many other types of gas mixtures when accurate determination of certain constituents is desired.

To provide data as a basis for proposed acceptance standards and procedures covering permanent splices in trailing cables, the Bureau of Mines conducted testing programs on the flexure life in flat types W and G dc trailing cable splices and ground conductors. Primary reliance was placed on laboratory testing, although some cross comparisons were made at manufacturers' plants and mine operations Besides providing data for acceptance standards and procedures, results of the program should promote the general improvement of commercially available splice kits.

This volume summarizes mining and petroleum legislation in 45 African jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

"ABSTRACTIn exothermic and endothermic catalytic reactions, control of the temperature is of utmost importance. Basic calculations are developed for determining catalyst volumes of various types of reactors that give particular temperature distributions, and the individual designs are compared.INTRODUCTIONA narrow range of permissible operating temperatures characterizes many, catalytic reactions, and yields of the desired product are reduced sharply if operating temperatures fall outside of this optimum range. In order to achieve close temperature control, reactors with internal heat exchange have been developed in which thin layers of catalyst are located between cooling surfaces.The temperature distribution for an exothermic reaction in such a thin catalyst layer is shown in figure 1. Reactive gases flow downward through the catalyst section, which is 2so wide. It is assumed that a constant amount of heat is generated per unit of bulk catalyst volume, and that this heat is entirely removed through the walls. Consequently, except for a short section at the entrance of the reactor, the heat of reaction is not available for raising the temperature of the gases. Thus, at all points equidistant from the axis, the temperature is the same throughout the entire reactor. At the middle of the gas stream, the temperature is designated as uo. Traveling radially from this point, the temperature decreases because of the removal of heat through the walls and reaches, in the vicinity of the cooling surface, the value u1. Over a relatively narrow zone of width, b, the temperature falls to the value u2 at the cooling surface. Because inadequate data are available on heat-transfer coefficients for a gas flowing through a porous bed, and also because the narrow zone, b, is probably without effect on the reaction by virtue of its low temperature, the temperature drop in this zone at the cooling wall was disregarded. The following calculations were made on the basis of the temperature drop (u0 - u1) resulting from heat conduction within the main body of the catalyst bed only."

A complete service system was established for the monitoring of personnel exposure to N02 based upon the use of passive dosimetry. This system is structured such that minimum effort is required of the user: manufacturing, analysis, reporting, and record keeping functions are provided by the service organization. A field evaluation program was carried out in a dieselized mine to assess the performance of two passive dosimeters, the Walden GASBADGE TM dosimeter, and a tubular dosimeter developed at New York University. Side-by-side comparisons were carried out to evaluate dosimeter suitability for monitoring in the field, and to assess relative accuracy characteristics.

Researchers at the U.S. Bureau of Mines have developed a FORTRAN computer program that can calculate stress states from overcoring measurements obtained from hollow inclusion cells, triaxial cells, strain gauges installed on the wall of a bored raise, doorstopper gauges, borehole deformation gauges, or a combination of any of these gauges. Such stress states are calculated with reference to global and principal coordinate systems. The background of the development of the program, its capabilities, and its special features, as well as the input required, are described in this report. Sample output is also shown in appendix C. Difficulties associated with numerical calculations of principal stresses and directions are pointed out. Threshold values for detecting these problems are reported; these values may be changed by the user as desired. Several test problems were set up to verify the computer program and were successfully solved.

Anthracite was used extensively as a fuel in iron metallurgy from 1840 to 1880. In 1874, 226 of the 680 blast furnaces in the United States were operating on anthracite and producing almost one-half of the Nation's pig iron. However, by 1890, railroad expansion, the development of western iron-ore reserves, and the growing use of coke decreased the importance of anthracite as a metallurgical fuel. As a result, the last blast furnace designed exclusively for anthracite use was built in 1891. Because of the increased energy requirements of our expanding national economy, the abnormally high demands during national emergencies, and the proximity of anthracite deposits to eastern steel-producing areas, interest has grown in again using anthracite in iron metallurgy. Estimates of anthracite reserves indicate a 300-yr. supply at a production rate of 30 million tons per year. These large reserves dictate the development of an adequate technology for the use of anthracite by the metallurgical industry.

The field testing of the Seismic Mine Monitor System is described. This system consists of nine geophones buried about 40 feet deep over a ten-square-mile area, the amplifiers and electronics needed to get the signals to the mine office, and a central processor unit to detect and locate explosions and large roof falls. Since the problems associated with the original installation were solved, this system has worked for 2 1/2 months. The system has detected roof falls in the pillar areas and has located blasts as small as 114 pound of dynamite. The location accuracy has, in general, been within 250 feet. The system is now being used to gather long-term data on the seismic activity of the mine.

Longwall mines typically use some form of standing support for secondary roof support in longwall tailgate entries. Although there have been several new support products developed for this application, there remains no universal design criteria to optimize the application of these support technologies. The requirement for optimization and proper support selection is to understand the degree of control that the support has on the ground behavior. The ground reaction curve and numerical modeling was used to evaluate the impact of standing support on ground behavior. LaModel was used to evaluate the impact of standing support on main roof and floor behavior and pillar yielding. The conclusion drawn from this study was that standing supports do not have sufficient capacity to control main roof or floor loading or prevent the resulting convergence of the tailgate entry. However, it is imperative that this “uncontrollable convergence” be considered in the support design to prevent premature failure of the support. A FLAC model was used to evaluate the near-seam roof and floor behavior in conjunction with the global vertical and horizontal stresses. The model suggests that standing roof supports can have some impact on the ground behavior as the elastic response of the rock is exceeded and rock structure deteriorates from the stress concentrations that develop around the tailgate opening. During this phase, the capacity and stiffness of the standing support can be critical to the stability of the opening, as eventually the rock mass will be transformed into a partially detached structure whose weight must be supported by the standing support. This work is part of a ground control program of research at the National Institute for Occupational Safety and Health (NIOSH) aimed at improving mine safety by reducing roof fall injuries and fatalities.

[This Bureau of Mines study is intended to identify and evaluate potential effects of impending large-scale U. S. rail line closings (abandonment) on domestic nonfuel mineral industries. This is the first nationwide study of rail abandonment impacts focused on nonfuel minerals. The analyses presented is based principally on a survey of 200 rail freight records and on statistical tests that correlated 2,000 points in the Bureau's Mines Industry Location System (MILS) with 700 prospective abandonments throughout the United States. The conclusions derived from the analysis can be useful in evaluating proposed national rail abandonment policy rind legislation regarding nonfuel miner it shipping. Among these conclusions are the following: (1) Certain mineral materials (especially fertilizers) are likely to account for a large percentage of the rail traffic affected by abandonment in the next few years, but the total tonnage- involved will be small; (2) abandonment will adversely affect some mineral shippers, particularly local smart haulers; and (3 abandonment could significance reduce the opportunity to develop new resources or reopen defunct mining facilities. Despite these problems, however, the data examined in this study do not indicate that current abandonment trends will cause widespread disruption 01 domestic nonfuel mineral shipping.]

Properties of coal-water slurries were studied in two separate phases: a rheological phase and a pipeline phase. The purpose of the study was to investigate the rheology of fine coal slurries to determine the effect of fine particles in a coal-water mixture on the economic and operational aspects of a slurry pipeline. The slurries consisted of 6x10, 100x200, and 200x0 mesh coal in water. A fourth slurry consisted of a mixture of the 6x10 and 200x0 mesh coal. Brookfield and Stormer rotational viscometers were used to obtain or simulate rheograms for a range of fine coal concentrations, temperatures, and particle sizes. All the slurries were pumped through a 1-inch diameter acrylic pipe. The fine coal slurries were found to encompass four distinct rheological models. The narrow size distribution of the coal slurries was apparently responsible for the high pipewall friction losses, more so than the particle size. A scale-up method applicable to Bingham plastics was found satisfactory for predicting pipeline headlosses of fine coal slurries from rheology data.

Computational fluid dynamics (CFD) is a continually developing numerical technique by which complex fluid flow problems can be solved on computers. To be able to transfer CFD expertise to analyze and design a face-ventilation system, a comprehensive validation study of current CFD tools against mining-related benchmark experiments is required. In the last four years, such studies, funded by National In¬stitute for Occupational Safety and Health (NIOSH) under Grant #R01 CCR415822, were conducted in the Department of Mining Engineering at the University of Kentucky. A wide array of ventilation schemes and mining configurations were considered. Recently, an additional study was performed in cooperation with the NIOSH Pittsburgh Research Laboratory. This study was dedicated to the methane behavior in the empty (containing no equipment) face area with a blowing curtain and a 10. 7-m (35-ft) setback. In this paper, the authors present and discuss the computer-simulation data and compare them with data collected during the laboratory studies at the NIOSH lab.
