These proceedings consist of papers presented at two Bureau of Mines Technology Transfer Seminars for the purpose of disseminating recent advances in mining technology related to coal mine fire and explosion prevention. Primary, although not exclusive, emphasis is placed on underground coal mining. The papers address research accomplishments ranging from methods for detecting mine fires to remote sealing systems for extinguishing coal mine fires. Each paper represents the current state-of-the-art in the respective research categories. Presentations include research occurring from both Bureau in-house and contract efforts.

An investigation was conducted to develop columbium alloys with e1evated-temperature strengths higher than those exhibited by more common commercial columbium alloys, and attention was given to improving the oxidation resistance and ease of fabrication. Additions of carbon, aluminum, and chromium were made to some columbium-base alloys, and their effects on workability, recrystallization, oxidation resistance, and mechanical properties at elevated temperatures were explored. The additions were made to take advantage of (1) solid solution strengthening, and (2) precipitation hardening. Three alloys displayed good high-temperature properties with relatively good oxidation resistance at 1,000° C, and tensile strengths from 26,000 to 32,200 psi at 1,400° C. When the properties of these alloys were compared with those of commercial alloys, B-66 and FS-85 (1),4 the outcome was favor-able for the alloys studied in this investigation.

"Interest in the nitrogen content of steel has increased sharply in the last few years. Investigations have indicated that its presence in steel has an important bearing on high temperature brittleness3, magnetic properties4, room temperature hardening5, and shock resistance. The steel producer may therefore look forward with certaintly to the necessity of controlling this element in a considerable proportion of his product. The literature, however, reveals a great many contradictory statements concerning the percentage of nitrogen which must be present to produce given effects on the properties of iron and steel. Most of these arise from a misunderstanding of the nature of the iron-nitrogen diagram near the iron end and a lack of recognition of the effect of state of aggregation on physical properties although both have been fairly well worked out.My thanks are due to Mr. J. L. Gregg, Prof. R. H. Dowdell, Mr, R. F. Mehl and Mr. H. C. Vacher for suggestions in connection with the preparation of this paper, and to Mr. C. H. Hefty and Mr. G. T. Motok for furnishing a valuable bibliography and translations of articles by Must and Duhr.The iron-nitrogen diagram in the solid state, so far as it concerns the nitrogen content of commercial iron and steel, consists simply in a solubility curve increasing with temperature. The important thing about this solubility curve is that without cold wore the iron nitride when precipitated does not go into solution on heating for long periods below 300°C. This slowness of solution is probably due to the fact that iron nitride when present as a separate phase has at these temperatures an equilibrium pressure of several thousand atmospheres7 and that therefore each particle of iron nitride surrounds itself with a layer of nitrogen. The precipitation of such an unstable crystal presents points of interest thermodynamically but we can not go into these here. It is quite well established that it precipitate. It can not diffuse then unless this layer is broken through or the temperature and pressure are increased to a point where the nitrogen is absorbed at an appreciable rate in the surrounding iron. This rate will depend on the degree of unsaturation of the iron and the excess pressure of the nitrogen above equilibrium pressure. The degree of unsaturation is determined by the temperature alone so that the temperature at which the rate of solution of the nitride becomes appreciable will depend on the pressure of nitrogen developed. This, in turn, will depend on the balance between rate of decomposition of the nitride and the rate o: flow of the iron. In annealed iron, this temperature of appreciable solution rate is between 300 and 350°C.8 By cold work, however, the elastic limit of the iron is increased, and conditions for the nitride to go into solution are reached at a much lower temperature, giving rise to the so-called blue brittleness. This brittleness and hardening is due to iron nitride going into solid solution and is not precipitation hardening."

The only economically significant mineral exploited in Banglades - during 1981 was natural gas. Nitrogenous fertilizer production was important to the agricultural sector and was totally dependent on the natural gas for fuel and raw material. Domestic cement plants were also fu pled by natural gas. The flat river-delta terrain for most of Bangladesh makes the potential for discovering major mineral deposits poor. No large deposits of metal ores have been found and only in the small hilly southeastern section of the country is there even much chance of finding any. Heavy mineral sand deposits may eventually be exploited along the Chittagong coastline. There is a good potential for crude oil discoveries. The Bangladesh economy has been heavi¬ly subsidized by billions of dollars of foreign aid since the country's inception. A World Bank report recommended total aid needs of over $2.6 billion in fiscal year (FY) 1980-81. It received commitments for barely over one-half that amount.

Reclamation of surface-mined landscapes is commonly defined only in terms of biological productivity. Other critical concerns associated with surface mining include the long-term quality of groundwater and stability of the postmining landscape. Meaningful reclamation design must address all these concerns. Reconnaissance of postmining landscapes indicates that three types of instability occur in these settings. These include: area-wide settling, localized collapse, and piping. Area-wide settling is most pronounced during the first year after contouring but appears in precontouring valley areas where frozen materials are contoured with a dozer. Although severe in some settings, development typically ends within one year. Piping appears to be a severe and long-term problem in some settings. Piping usually begins soon after contouring ceases and may continue for several years. In some postmining landscapes, piping has only started to develop after as many as five years of apparent stability. Piping is controlled by a combination of physical and chemical conditions in the spoil. A key factor is the presence of highly dispersive materials in the near surface. The design of a stable postmining landscape requires the integration of severe critical factors. These include: 1) detailed knowledge of the distribution of overburden materials with emphasis upon the delineation of highly sodic sediments; 2) proper equipment selection; and 3) a consideration of climatic factors. For reclamation to be successful, it must consider the entire landscape, not merely the soil zone. Any approach short of this will lead, at best, to temporary solutions.

"INTRODUCTION For the last several years the oil industry has been turning more and more toward conservation arid the study of related production problems. It is generally conceded that ultimate recovery is increased by holding the natural gas in thy sand which is net needed in lifting the oil. The retained gas lowers the viscosity and surface tension of the oil and helps flow the oil from the sand. Lewis states that ""while the operator can not control the original conditions of energy and resistance in the sand, he can partly control the efficiency of expulsion. As it is the energy contained in the compressed and absorbed gas rather than the oil that is exhausted, it is but logical to judge the efficiency of a producing method largely by the relative quantities of gas produced with each barrel of oil. If by a change in method the producer lessons the proportion of gas with each barrel of oil, he should increase the total recovery- of oil correspondingly, even if the rate of production is temporarily reduced somewhat.""The effect of ""pinching in"" or controlling the flow of oil wells in an effort to lessen the proportion of has never been definitely known. The general belief has been that ""pinching"" a flowing well causes the oil and gas volumes to be reduced proportionately, maintaining the same gas-oil ratio as before the reduction in flow was made. Studies of gas-oil ratios in many fields have shown that much gas has been wasted, insofar as its effectiveness in oil production is concerned. Swigart and Bopp carried."

The object of this report is to present certain pertinent data on the physical and chemical properties of South Arcot lignite and to present the results of several special tests to show how the raw lignite can be upgraded to superior fuels for certain special uses. The Bureau of Mines Branch of Coal Technology laboratories at Denver have advocated the drying and carbonization of all low-rank fuels for special uses and have introduced and developed new techniques for upgrading and refining noncoking coals. Application of these techniques to the South Arcot lignites was the object of the investigation, and this report presents significant data necessary for planning a fuel program based on utilization of dried and carbonized dusts. In general, the South Arcot lignite is similar in chemical properties to the high-moisture lignites found in the United States and has some physical properties similar to Australian brown coals. The samples submitted for test had lost moisture before delivery to the laboratory, and it has been necessary to estimate the analysis of the lignite in place in the mine. Various observations made in India by qualified technicians indicate that the bed moisture content of the entire seam is in the range of 54 to 56 percent. For estimating purposes in this report, the bed moisture content has been taken as 56 percent and the ash content of the fresh coal as 2.5 percent. Longwall mining of thin shallow coal seams utilizing open pits is technically feasible. The thinnest coal seam which can be mined using available technology is 34 inches. The capital expenditure for a 1,000,000 ton per year operation is $15,494,000, and the projected rate of return is 5 percent. Similar statistics for a conventional area surface mine are S18,937,000 capital and 14 percent rate of return. The longwall surface mining method disturbs 63 acres of land per 1,000,000 tons, and the conventional area surface mine disturbs 198 acres A significant bibliography of the technology involved is included.

Although during the past 10 years Alabama has attained an enviable position by its coal-mine accident experience and, like most of the other coal-mining States, has made progress in the safer operation of coal mines, there is still room for improvement, which can be realized only by still greater efforts on the part of employees and employers. From 1993, when accidents were first recorded by the Alabama State Mine Inspection Department, to 1934, inclusive, 3,451 men lost their lives in the production of 569,722,676 tons of coal. The primary purpose of this report is to bring to the attention of the mining industry in Alabama end elsewhere statistics of fatal accidents for 1931-34, with the hope that a study of the causes may lead to reduction of similar accidents in the future.

The Bureau of Mines examined sources, consumption, and movement of iron and steel scrap in the southeastern States--Alabama, Florida, Georgia, Kentucky, North Carolina, South Carolina, and Tennessee. Officials of the scrap-processing and scrap-consuming industries were interviewed, data was obtained from the published literature, and a canvass was made by the Bureau of scrap consumers. The Southeast generated excess scrap which was shipped to domestic and foreign consumers in about equal proportion. Total 1963 demand in the Southeast was 3,336,000 net tons, of which purchased scrap was 75 percent, foreign exports 13 percent, and domestic exports 12 percent. Alabama, with 47 percent of the purchased scrap consumption in 1963, was the most important scrap-consuming State, and Kentucky, with 34 percent, was the second most important one. Southeast demand was 4.8 per-cent of the total U.S. demand. Projected 1980 consumption is 8,340,000 tons. Scrap prices showed a slight downward trend for the period 1953-63, although gross consumption increased slightly. A significant trend in processing scrap in the Southeast is the preparation of smaller bundles or "briquettes" weighing from 75 to 150 pounds, which are easier for consumers to handle and inspect. Another significant development is the "shredding" of automobile scrap which produces a dense, clean scrap especially desirable for use in electric furnaces.

"In recent years operators of brown-ore mines have shown increasing interest in .the reclamation of ore heretofore lost in tailing ponds. In January and February.1945 the author made a preliminary survey of the ponds in the Russellville district, Franklin County, Ala. The Russellville district (fig. 1) was chosen for the preliminary work because it contains many large ponds in a comparatively restricted area. All important properties in the district were visited with Charles R. Wilson of Russellville, who has been familiar with the Franklin County brown-ore industry since 1890; with Edmund Craddock and W. S. Blackburn, managers of the two washers now operated near Russellville by Shook & Fletcher Supply Co., and with S. A. Britton, manager of the Sloss-Sheffield Steel & Iron Co. washer. The larger ponds were measured roughly and tonnages estimated. and samples taken from different areas were analyzed and beneficiated at the Southern Experiment Station of the Bureau of Mines; Tuscaloosa, Ala.The ponds explored were the Sloss No.1 (Ensley); the Sloss No. 8, and the Sloss No. 4-5, which are among the largest in the district and so located, within an area of .three square miles (see fig. 2), that ore from all of them could be-treated,one centrally located washer.Actual work was begun on May 9. Between that date and June 30, when field work was completed, 246 holes in ponds were drilled and sampled, and 15 additional holes were put down primarily to test the drill .in different types of ground with a view to its possible utilization in other types of prospecting. Samples from all holes were analyzed for iron content; samples from 13 holes were sized and analyses made for each size fraction, and six large samples have been composited for beneficiation tests.Brown iron ore has been mined in the Russellville district since 1815, when the first blast furnace in Alabama was built in NW1/4 sec. 10, T. 7 S., R. 12 W., about 3 miles southwest of Russellville (19).-J The furnace was abandoned before the Civil War, and mining continued on a small scale until 1888, when Enoch Ensley began to mine the ridge between Russellville and Pain Creek. His first washer, Ensley No. 1, was about 300 feet south of the junction of the present Tharptown road with the Waco spur of the Southern Railway."

Kaolin, or china clay, is the term applied to a group of hydrous aluminum silicates. Because of its purity, light color, and refractory properties, kaolin is used extensively in the manufacture of high-grade ceramic wares and as a filler by the rubber and paper industries. Although there are numerous pottery and enamelware plants in Texas, and large rubber and paper industries; all of the kaolin used in these plants is from other States, There are two known occurrences of kaolin in Texas, namely, the Leakey deposit in Real County and the several deposits of the Medley district in southern Jeff Davis County. An investigation of the Mueller kaolin deposit in the Medley district was undertaken by the Bureau of Mines. Following an examination of this deposit by W. D. McMillan, engineer in charge of the Texas field office of the Bureau of Mines, a proposal was made to investigate the deposit by diamond core drilling.

This program was a four phase program with experimental dual frequency equipment resulting from Phase I, emergency single frequency equipment developed under Phase II, and equipment documentation required under Phase III. This Bureau of Mines report describes the fieldwork and subsequent analysis to determine physical properties, stress distribution, and several aspects of rock behavior as a necessary evaluation for a typical mine opening. All work was done at a test site on the 3300 level, Crescent mine, Coeur d'Alene mining district, Idaho. Free field stress beyond the influence of the opening was also determined. Conventional overcore technique with the three-component borehole deformation gage developed by the Bureau of Mines was used in three drill holes. Three field verification tests were performed using a gage newly developed by the Spokane Mining Research Center in an approach herein termed "initial deformation method." Use of this method validated that aspect of overcore theory which predicts that similar deformation effect occurs in the wall rock around the perimeter of an opening in rock under stress. Also described are all drilling procedures and performances. Physical property determinations were made on rock samples obtained from the three overcore drill holes. Twelve physical properties with a total of [532] values were obtained at various drill hole orientations and depths. Exhaustive statistical tests were utilized in the analysis of these physical properties. Further elaborated are statistical inferences based on these analyses. Extensive analysis and interpretation of Crescent mine geology are also described.

Provide an unobstructive means of measuring small changes in distance from roof to floor or from rib to rib of a mine opening and the rate of closure in order to help operators of under-ground mines detect hazardous ground conditions. Approach A small ultrasonic measurement system was developed to detect g round movement and define closure rates. How the System Works The system contains two parts: a transducer and a readout device. The small ultrasonic transducer, similar to an audio speaker diaphram, is plucked with an ultrasonic frequency every six seconds. This frequency wave is sent through the air and reflected back to the transducer off any surface at which the transducer is pointed. The amount of time needed by the ultrasonic wave to make this round trip is accurately measured using a precise oscillator / timer and is converted into a measure of distance. The accurate 6-second time interval is used to convert any subsequent changes in the reading to a rate of change in feet per minute. Two readings are then displayed alternately on the readout instrument.

In response to numerous requests from metallurgists and operators for information regarding the status of the sulphur dioxide leaching process , developed at the Southwest experiment station of the U. S. Bureau of Mines , Tucson , Ariz . , the following statement has been prepared . A more complete report is now in course of publication and will appear as Technical Paper 312. This process was devised to provide a cheap and efficient method for treating the so- called "porphyry " copper ores of the Southwest which generally contain both " sulphide " and "nonsulphide " copper minerals , mixed in such proportions that they can only be satisfactorily treated by a method which will concurrently recover both the sulphide copper and the nonsulphide copper . The latter term has been adopted to include all the minerals commonly referred to in operating phraseology in the mills of the Southwest as " oxidized" , " oxide " , or " soluble " copper . confident that the sulphide dioxide leaching process , as developed by us with the cooperation of the Miami Copper Co. and the Arizona Copper Co. , is suitable and commercially available for a wide range of ores .

This volume summarizes mining and petroleum legislation in 30 jurisdictions of the Western Hemisphere. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

This report presents the methods and results performed pursuant to the U. S. Bureau of Mines contract entitled "Noise Abatement in Mining Machinery," Number H0122054. 2.1 Background Until the Congress of the United States created and passed Public Law 91-173, the Federal Coal Mine Health and Safety Act of 1969, there were no directly-applicable standards for noise exposure for underground coal miners.1 Section 206 of this law, approved December 30, 1969, provided for standards of noise to be applicable to each coal mine. The Korean crisis and the cessation of Russian manganese-ore shipments to the United States in 1950 reemphasized the almost total dependence of the domestic steel industry on foreign supplies for metallurgical-grade manganese ore. In this emergency, Congress authorized the Bureau of Mines to undertake experimental mine and process development work on the known large reserves of low-grade manganese ore in the Artillery Mountains region in Mohave County, Ariz. The objective of the work was to obtain the basic mining and metallurgical data needed to make specific plans for initiating exploitation of the deposits within 3 years if high-grade foreign ore could not be obtained during the emergency. The manganese deposits of the Artillery Mountains region are in an area of about 25 square miles on the north side of the Bill Williams River in southern Mohave County. Lasky, of the Federal Geological Survey, has estimated reserves at 175 million tons of manganiferous material assaying 3.5 to 4 percent Mn. Although the man¬ganese occurs in various Tertiary and Quaternary formations as both bedded and fissure vein deposits, the more important syngenetic deposits are found in upper and lower manganiferous zones in the sedimentary beds of playa and alluvial fan origin that constitute the Chapin Wash formation.

This report contains a recommended program of acoustic research to be conducted by the U. S. Bureau of Mines. The program is directed toward the abatement and control of machinery noise in underground coal mining operations. The study conclusions and specific problem areas which led to the definition of the recommended program are also briefly described.
