The mines in western Canada producing steam coal will find a better opportunity this year to market their product in Winnipeg - for two reasons: First, the new wage schedules, signed with local unions at each mine, have enabled them to reduce the selling price materially. Second, the duty on slack coal coming in from the United States has been raised to 50 cents, which is equal to the duty on run-of-mine coal. This has had the effect of raising the cost of mine-run to .the importer. Formerly, it was the practice to bring in slack coal under a duty of 14 cents and lump coal under a 53-cent duty and, by judicious mixing of the two, manufacture a mine-run coal at an average duty cost of about 22 cents. Fortunately, through efforts of the Alberta Government, and other friends of the Canadian coal trade, the Federal Government was persuaded to adjust the duty on slack coal as indicated. While it will be found that the Manitoba market, this season, is slightly more easy of access we have still a long way to go before we reach the desired goal. Geographically and economically the Manitoba market should belong to western Canada. However, it has been found a very profitable market for United States mines because large tonnages of coal can be shipped, practically at the convenience of the mines, via the Great Lakes, during seasons of slack business. They will therefore not relinquish this market without a struggle.

"Canada has a special place in non-ferrous pyrometallurgy because it is the only country in the western world that is a significant producer of all the major non-ferrous metals; aluminum, copper, lead, magnesium, nickel and zinc. This large non-ferrous pyrometallurgy industry has developed because of Canada's abundant mineral wealth and energy resources. Table I summarizes the number of primary non-ferrous production facilities in Canada and their share of western world production.Production of non-ferrous metals is a mature, capital intensive business and its basic processes have been in use for many years. Nevertheless, these processes have continued to evolve in response to changing needs and external pressures; such as the energy crisis of the early seventies; historically low metal prices in the early eighties and the continuing pressure to reduce plant emissions and improve in-plant working conditions. Canada's major metallurgical companies: Alcan, Cominco, Falconbridge, Inco and Noranda have played a leading role in pioneering new process technology and continue to meet the difficult challenge of keeping their operations competitive in the global metals market. This paper will try to give an overview of the major developments in non-ferrous pyrometallurgy, largely from the Noranda and Canadian perspectives, highlighting the current status of process technology and possible future directions.AluminumCanada has the world's second largest aluminum smelting industry and its capacity has expanded rapidly in recent years with the completion of several large projects in Quebec. The location and capacity of the Canadian aluminum smelters are given in Table 2. All these plants use the Hall-Heroult process, that was invented over a century ago but over the last twenty years considerable improvements have been made to increase productivity, reduce power requirements and emissions.The developments in aluminum cell technology can be illustrated by the experience at Noranda Aluminum. In 1971, Noranda Aluminum started its first pot line using Kaiser's P69 prebake cell, which was considered, at that time, the best available technology. The P69 cell was designed primarily for high productivity, operating at 150 000 amps and high current density to produce just over tonne Al per cell-day. The P69 cell is a simple design, typically operating at about 88070 current efficiency and 15 800 kWh/tonne Al. When Noranda Aluminum decided to expand in 1980, the Alcoa 697 cell was selected as it then represented the most proven, stateof- the-art technology. This cell is similar to that installed at Alcan's new Grande Baie and Laterriere smelters and is designed to operate at 180000 amps and 93070 current efficiency, producing about 25070 more aluminum per pot-day than the P69 cell using about 15070 less power. The 697 cell has a much more sophisticated cell design, with very good balancing of the magnetic field giving a flat metal pad and allowing efficient operation at the higher amperage. Alumina is fed via point feeders that provide an almost continuous feed allowing close control of the alumina level in the bath and the use of low-ratio bath composition, giving much higher current efficiencies."

THE origin of various types and groups of ore deposits was some years ago a subject of much controversy. To this statement the copper-nickel deposits near Sudbury afforded no exception. Not since the Report of the Ontario Nickel Commission, in 1917, has there been any serious discussion of the origin of this very important group. This may be because, from the opening-up of Murray mine by the British America Nickel Corporation until the recent work at Frood mine, no new ore-body of importance has been developed in the district. The controversy fifteen or twenty years ago between those who favoured the theory of magmatic segregation, among whom Dr. A. P. Coleman was the leading exponent, and those who considered that most, if not all of the Sudbury deposits could more satisfactorily be accounted for by the theory of replacement, will be remembered by many members of the Institute. Perhaps, as too often happens in controversial discussion, each side tended to overemphasize the importance of those geological phenomena which seemed to be most easily accounted for by the theory it favoured. A more balanced view would perhaps admit that replacement was probably predominant in the formation of most of the offset deposits, and magmatic segregation in that of most of the marginal deposits . But there is danger in generalization. Each body of ore should be studied by itself, and no general conclusion of this kind should be allowed to warp the judgment in making such a study.

SIDBEC commenced detailed planning of major capital expenditures to install integrated steelmaking facilities in 1969. Today, less than IO years later, SIDBEC and its subsidiaries have completed major mining, concentrating, pelletizing, direct reduction ? electric furnace steelmaking and continuous casting plants. The total cost of these projects was almost 1 billion dollars. The philosophy behind the project planning and the evolution of management control are explained. These extensive projects were undertaken during a period of exceptional inflation and a disturbed labour climate, but were nevertheless completed with only modest overruns, with good control of timetables and with exceptionally good start-up performance. Project planning, relations with consulting engineers, introduction of new technology, purchasing and field management and cost control are discussed.

"Nondestructive inspection is an important quality control tool in the material processing industry. Being nondestructive, such a control may be applied to the whole production, as long as the available techniques are fast and easily automated. Ideally, nondestructive testing (NDT) methods should operate in a noncontact configuration in order to be deployable on-line with minimum perturbation of the production process.After a short introduction to the most common NDT techniques, with particular emphasis on ultrasonic, radiographic and electromagnetic methods, a few new approaches which are under development at the Industrial Materials Research Institute, (Boucherville, Quebec), are reviewed. Noncontact techniques such as laser ultrasound, thermoelastic and thermographic methodologies will be described, and their applications to materials of industrial interest will be discussed."

The application of magnesium as an absorbable biomaterial demanded the consideration of the alloy composition, the mechanical properties and the corrosion a special adapted material development in terms of the human biological system. Magnesium for technical applications mostly comprised alloying elements up to 10 wt%. Thereby often metals (e.g. rare earth and aluminum) with high toxic potentials are used to optimize the mechanical properties. To minimize toxic reactions during the degradation of a absorbable magnesium alloy, the Mg-Ca system is being selected and investigated because both elements belong to the mineral nutrients. Rods and small tubes are produced by extrusion of gravity die casting billets (Ca-content 0.4 to 4.0wt%). The positive grain fining influence of calcium and its improvement of the corrosion behavior are additional advantages. The microstructure, the mechanical properties and the corrosion attitude are investigated. The results show that an optimal composition of micro alloyed Mg-Ca and ideally processing parameters lead to 16% strain and a tensile strength up to 185MPa. Electrochemical investigations and measurements of the hydrogen production demonstrate the influence of the Ca-content to the corrosion behavior of the investigated alloys.

"Nos travaux de terrain dans le Grenville, effectués dans le cadre d'un projet d'inventaire des gîtes de wollastonite, ont démontré qu'il existe un secteur exceptionnellement favorable à l’exploration pour la wollastonite. Ce secteur s'étend de la municipalité de Grenville jusqu'au pare du Mont-Tremblant (nord de St-Jovite). D'autres secteurs favorables a 'exploration pour la wollastonite ont été délimités dans les regions du Lac-Saint-Jean, de Shawinigan et de la Gatineau. Neuf categories litho-structurales de gites de wollastonite furent identifiées. L'importance d'un système ou vert pour la formation des gîtes de hautes teneurs fut établie. Un guide de prospection pour la wollastonite propre à la province tectonique de Grenville fut développé. Plusieurs des indices sont prometteurs et mériteraient des travaux de raise en valeur afin de determiner s'ils représentent une source de wollastonite exploitable à profit. Lac-Saint-Jean, Shawinigan and Gatineau areas. Deposits may be classified into nine categories depending on their relationship to intrusive rocks, discordant or concordant contacts with the host rocks, morphology, and major structural controls. Deposits consist mainly of wollastonite, calcite and clinopyroxene. They may contain one or several of the following minerals: feldspar, scapolite, quartz, titanite sulphides, zoisite, clinozoisite, garnet, idocrase and prehnite. Wollastonite content may reach over 70%. Some deposits are associated with graphite veins. Better understanding of the geology, combined with the proposed classification provides new exploration guide for wollastonite. Several deposits have grades of economic interest. Further work is needed to determine if any of these deposits can be exploited for profit."

"Abstract - Detrital minerals of upper mantle origin occur in Holocene conglomerates, pediments and antmounds, and in Oligocene conglomerates in the Green River Basin of southwestern Wyoming. The minerals are derived from disaggregated eclogite and peridotite, and are similar to minerals found in mantle- derived igneous rocks such as kimberlite and lamproite, the primary host rocks for diamond. The Green River Basin bisects the lamproite fields of the Leucite Hills (Wyoming) and Kamas (Utah) and overlies the Archean Wyoming craton, which makes the region favorable for diamond occurrence. Lamproite is the favored host for the indicator minerals because unusual high-Fe salitic diopside macrocrysts from the antmounds and from the ~1 Ma old Leucite Hills lamproites to the northeast are compositionally identical. The salitic diopside is uncommon in other igneous rocks and could be a new indicator mineral for use in lamproite exploration. The Green River Basin indicator minerals are eroded from the ~29 Ma old Bishop Conglomerate, whose source area is the Uinta Mountains to the south. No continuous mineral train exists between the Uinta occurrences and those in the Green River Basin. Assessment of the minerals using established and new geochemical criteria indicate that they formed in an oxidizing upper mantle and were transported to the surface by either kimberlite or lamproite. The existence of cogenetic diamond is unlikely based on the mineral chemistry, but selective removal of diamond indicator minerals through weathering and fluvial transport cannot be excluded. Diamonds and mantle garnets are present in the northeastern Uinta Mountains, but they originated as part of the Diamond Hoax of 1872. A representative mineral assemblage from the true igneous host of the indicator minerals is required to fully establish their economic potential. Post-Oligocene erosion and Pleistocene glaciation have hindered efforts to locate a bona fide igneous source for the indicator minerals. Résumé - Des minéraux détritiques provenant du manteau supérieur ont été trouvés dans des conglomérats, des pédiments et des monticules de fourmis de l’Holocéne, et dans des conglomérats de l’Oligocène du Green River Basin, au sud-ouest du Wyoming. Ces minéraux sont issus du démantellement d’éclogites et de péridotites, et sont semblables aux minéraux trouvés dans des roches ignées provenant du manteau, comme les kimberlites et les lamproïtes. Ces dernières sont les roches hôtes du diamant. Le Green River Basin recoupe les champs à lamproïte de Leucite Hills, au Wyoming et de Kamas en Utah, et il surmonte le craton archéen du Wyoming, connu pour la présence de ses diamants. "Numerical simulation of extrusion processes offers an efficient method for tool design and optimization of geometries and properties of extruded parts. However, until now there are few systematic investigations about influences of material model and different parameters e.g. for friction and thermal processes on calculated local and global responses. Since extrusion processes are essentially influenced by friction between billet and extrusion tools, new friction tests were performed in this work to develop a reliable friction model. Compression and torsion tests were performed at different temperatures and velocities to calibrate the material model for extrusion simulations. Extrusion processes for circular rods and U-profiles were conducted at TU Berlin with backward and forward extrusion for different extrusion ratios, billet temperatures, product velocities and cooling conditions. This work focuses on numerical simulations of the extrusion tests with the FE code HyperXtrude. Based on the calculated distributions of local strain, strain rate and temperature the recrystallized volume fraction and grain sizes were calculated with empirical models and compared with the experimental results from optical micrographs and EBSD scans. The calculated total and friction forces and temperatures were compared with the experimental results and the deviations between experiment and simulation were analyzed.INTRODUCTION Extruded aluminum components are widely used in vehicle constructions due to light weight and manufacturing consideration. Local mechanical properties in the components are inhomogeneous as a consequence of the spatial distribution of microstructure which is influenced by numerous factors like material composition, temperature, tool design, friction, extrusion ratio and speed during the extrusion process. For the optimization of the extrusion process with regard to all these factors numerical simulation can be an essential tool. Based on results of finite element simulations of the extrusion process the microstructure in the extruded components can be predicted and then the resulting mechanical properties can be numerically determined instead of by costly trial and error methods. The aim of the work presented in this paper is the development of a numerical method for the simulation of extrusion processes with modeling of microstructure."

Introduction The mine at Copper Mountain of the Granby Consolidated Mining, Smelting and Power Company was one of the pioneers in the use of blast-hole diamond drilling for ore breakage. This method of mining has now been brought to a high degree of perfection. The system in use has?been described in a previously published paper which has become an important part of the literature o the blast-hole drilling method. At the time of the establishment of the system at Copper Mountain, standardized loading and drilling procedures were set up. These procedures were based partly on the results of experiment and partly upon the judgment of men experienced in breaking rock in the mine. The success of the method has been proof of their adequacy. With the progress of scoping in the mine, the diamond drill method of breaking was applied to other ore blocks where different conditions obtained. It was found necessary to make adjustments in the standard procedures to get the best results under the new conditions. The following paper attempts to express, in terms of mathematics, the relations of the variable factors. Until recently, estimations of drilling required were based upon the tonnage to be broken and the proposed rate of explosive loading. A revised method of estimating is outlined below which is direct and which involves no unrelated variable factors.

"Abstract - Gold-bearing quartz reefs commonly show extremely erratic and unpredictable grade variation, although gross geological continuity may be good. This type of variation is often described as being nuggety or having a high nugget effect and can be measured quantitatively using the semivariogram. Understanding of geological features such as reef texture and structure will provide improved models for the interpretation of assay data, drill core descriptions, etc. In this paper, a case study from the quartz-hosted gold occurrences in the Gwynfynydd mine, United Kingdom, is described. The work provides a starting point for models of lateral variation and demonstrates the types of structural and textural features that may be sought to give clues to the prediction of gold distribution in similar deposits. Gold deposition at Gwynfynydd is primarily associated with the reef footwall. The host veins form a discrete group of structures that may have been emplaced early in the sequence of quartz veins forming the reef. This potentially exposes them to a maximum number of dissection events during repeat dilations of the lode. Gold was deposited in the local porosity at extreme concentrations, equivalent to kg/t grades, when the host fissure had become filled with a porous framework of crystalline quartz and sulfides. Distribution of porosity varied laterally along the vein as the result of the formation of clump-like growths of minerals from the vein walls. The growth style is relevant to the distribution of gold although it may not be relevant to the occurrence of gold in a particular vein. The preservation of pores with some connectivity late in the vein fill sequence may be important in permitting continued but slow fluid flows. This facilitates effective fluid reaction with wall rock-derived methane, thus changing the relative rates of gold and quartz deposition in favor of gold. The textural studies explain the first-order control of nugget distribution at Gwynfynydd but do not allow for prediction and optimization of the resource estimation process. This is principally because of the very low geological continuity and poor predictability of the high-grade pockets. Nonetheless, the work does provide a clear geological explanation for the erratic nature of the gold. It indicates textures and structures that can be used to determine geological continuity of the goldbearing elements within the gross reef envelope."

The copper demand is booming. New epicentres with strong dynamic economic growth have arisen in China and other emerging markets. Furthermore, Europe contributes to higher copper demand due to positive economic growth. China and India are therefore expanding their smelter industries, with the backing of a coordinated policy of global raw material sourcing, which includes investments in raw material deposits and state-run measures to support their international trade and competition. Likewise, Europe faces scarcity of copper raw materials. The copper industry in Europe is historically grown and shows excellence in environmental protection and technical leadership. Recycling has always been an important sector. This reiterates the recycling-know-how which exists in the European sector. However, Europe still relies on importing a considerable amount of raw materials from foreign countries. As a result, the global competition for copper and copper raw materials has increased. Tough competition as regards industrial location and costs, the emergence of corporate concentrations and the use of protectionist trading practices by countries like China and India, which distort the markets, now determine the picture. Hence, a copper smelter in Europe is forced to develop tailor-made concepts to safeguard and improve its international competitive position. It is imperative that this is also flanked by improved conditions on the local level and a European raw material policy which takes account of the changed situation on the world market.

"For over 40 years, CANMET has focused its research on value-added products and energy efficiency in the metals industry. The Efficient Metal Production Program is currently managed by Dr. Elhachmi Es-Sadiqi, and the Canadian steel industry is its main client — both directly and through international organizations such as the American Iron and Steel Institute (AISI) and the International Lead and Zinc Research Organization. AISI membership includes Canadian steel companies IPSCO, Dofasco, Stelco, Algoma Steel and Sidbec Dosco.Canada’s steel industry makes important contributions to the economy. The industry comprises 14 companies and employs 33 600 people in locations such as Sydney, Nova Scotia; Tracy, Quebec; Selkirk, Manitoba; Saskatoon, Saskatchewan; and Sault Ste. Marie, Ontario. With annual production at about 16 million tonnes, sales in 1995 totalled $11 billion, $3.8 billion of which was exported.Canada’s steel industry supplies the transportation, oil and gas, appliance, packaging and construction industries. It is at the forefront of new technology use and has a substantial support network to provide raw materials, equipment and service. Three main segments of the industry include flat-rolled products (e.g., plate and sheet steels), long products (e.g., concrete reinforcing bar and structural steel), and specialty and alloy steels (e.g., stainless steel and tool steels, in both long and flat products)."

"Mr. Chairman and fellow CMP members, most of these remarks will be made with particular reference to copper concentrate but the basics apply generally to other metal concentrates as well.For very good reasons, using copper as an example, smelting capacity usually is located either close to mine production or close to areas of high copper consumption. The mine producer can add on smelting capacity to insure that the copper in his concentrate can be processed into a marketable form under more or less controlled conditions including costs. On the other hand, the consumer wishing to assure a better supply of copper likewise can build smelting capacity and offer treatment charges attractive enough to discourage mines from investing in their own facilities. In this regard, freight is an important factor. Bulk shipments from the heart of Africa with a large overland component are uneconomic whereas concentrate movements from Australia or South America compare favourably with smaller metal shipments.A mine project which incorporates smelting capacity, will often, through the presence of this capacity, encourage active exploration and development of additional concentrate production in the vicinity. The usual result is that new mines within reasonable distance of the smelter will be able to avoid the capital required to build their own smelting and refining facilities and that the existing facilities will expand to appreciate economies of scale."

"A correlation has been established between the oxygen demand of Brunswick Mining and Smelting ore and flotation results at the bench, pilot plant and operating plant scale. A method of dete""1llining the aeration requirement of sulphide ores on the basis of this correlation is presented. It is shown that abraded iron from grinding media plays an important role in aeration and flotation. Laboratory grinding must therefore be conducted under controlled conditions with suitable grinding media in order to obtain the true aeration requirement of the ore.A method of evaluating aerator efficiency, also based on oxygen demand measurements, has been used successfully at Brunswick Mining to design pilot plant and full-scale aeration systems.1. IntroductionPre-flotation aeration of sulphide pulps has been practiced in the Noranda Group for many years to help in the depression of pyrite and pyrrhotite and to promote chalcopyrite and/or galena. Recently, two out of three parallel circuits at the Brunswick Mining and Smelting Corp. Ltd. concentrator have been converted on a test basis to a new flowsheet incorporating aeration as a basic step. Among other benefits, a substantial decrease in the middlings load has been achieved as a result of improved pyrite rejection. There has been increasing interest in other organizations in the potential advantages to be derived from' aeration in terms of improved metallurgy and/or decreased reagent consumption."

The federal government kicked off the new budget season in November 1978, when Finance Minister Chretien announced a handful of proposed amendments to provisions of the federal Income Tax Act and Regulations affecting mining. (See Tax Notes in the January 1979 issue of the CIM Bulletin.) Declaring in his budget speech that these changes were in response to the report of the joint federal/provincial task force on resource taxation, Mr. Chretien tossed the ball to the provinces-" I want to take the lead here... I feel confident that the provinces will do their part". Quebec and Ontario, picking up the ball in their spring budgets, have announced favourable modifications to the provincial taxes on mining, with these moves being paralleled in the recent Manitoba budget, which proposes a flatrate mining tax to replace the previous controversial two-tier royalty. In the meantime, the federal government passed a host of amendments to the federal earned depletion regulations. The result is yet another batch of complex tax changes for the industry to note and digest, but this time with the hopeful factor that most of the changes are favourable to the industry. This article reviews the current status of the federal budget changes, comments on the Ontario, Quebec and Manitoba proposals, and reports on the changes to the earned depletion regulations that were passed by Order-in Council in March 1979.

"Mathematically, the proposed formula is: ""Human Effectiveness + Technological Improvement = Success in the Nineties"". A brief review is made of geology, level of technology, management and labour situations, and range of production costs in coal producing countries. This comparison shows keen competition for Canadian coals, especially from the People's Republic of China, South Africa and Australia. Domestic competition comes from nuclear energy, hydro-electric generation, natural gas (if permitted) and eastern United States coal.The huge increase in the size and power of surface mining equipment in the last forty years led to modern large-scale open pit mining. While conventional truck and shovel operations will continue to be widely used, more continuous mining and conveying systems will be installed as pits become deeper and haul distances longer. Computer systems will become more sophisticated and their applications more widespread, leading to higher productivity and closer control of all operations and equipment performances and to partial or complete automation of certain operations.The underground revival will be driven by a new generation of mining people, cooperating to produce over 3 million t/y from 300 m longwall faces retreating over 3 km resulting in mine productivities of over 40 tonnes per man shift, as is already achieved in several mines throughout the world. Continuous operation using on-line control system will assist in consistent production with availabilities over 75%."

This paper describes the effects of slurry viscosity on the selection-for-breakage and breakage distribution parameters in the wet grinding of cres. A series of experimental tests were run on laboratory scale ball mills. Slurry viscosities were modified by varying the solids/water ratio with and without the presence of selected chemicals. Very consistent and predictable correlations are shown to exist. The grinding parameters were calculated using a computerized back -calculation technique developed by Klimpel and Austin. Industrial scale circuit calculations and preliminary plant trial data suggest that considerable increases in throughput and/or fineness of grind can he achieved through the judicious use of chemical additives.

"The old Albert Silver Mine is a polymetallic deposit comprising concentrations of CuPb- Zn-Ag-U-F within a set of sub-parallel quartz-hematite veins which occur within the fine-grained apical phase of the 2050 Ma old A-type Bushveld granites. Mineralization occurs as an early pyritechalcopyrite- arsenopyrite-galena-sphalerite-(argentiferous) tetrahedrite paragenesis followed by a later, more oxidized assemblage comprising chlorite-hematite-fluorite-pitchblende. Accumulation of metals appears to have taken place at the interface between a coarse-grained porphyritic granite and an overlying fine-grained phase: veins occur in the latter and represent leakage of magmatic fluids from the differentiated, water-saturated, subjacent granite.Mineralization processes in the Bushveld granites are believed to be related to long-lived circulation of dominantly magmatic fluids stimulated by the high heat productive capacity of the host rocks. Endo- and exogranitic tin-tungsten and base metal mineralization formed during an evolving hydrothermal system that lasted for several hundred million years, forming innumerable small- to mediumscale polymetallic deposits. At the Albert Silver Mine, unroofmg of the cover sequences at circa 1600 Ma to 1700 Ma resulted in the incursion of lower-temperature, high-f02 meteoric fluids which remobilized the earlier sulfides and introduced the paragenetically late U-F mineralization."

"IntroductionThe Canadian mining industry is under immense pressure to compete with foreign mine operations. The very survival of the Canadian mining industry is threatened by lower ore grades, environmental pressures, high cost of labour, unfriendly tax laws toward exploration and the increasing cost of new technology. In order to compete in the world market, Canadian producers and their suppliers are rethinking age old customer-supplier relationships in favour of preferred supplier relationships which can improve the profitability and enhance the competitive position of both partners.This paper attempts to redefine partnerships with suppliers in the context of a ""win-win"" objective. It will outline the measurable benefits to both partners through a representative product which highlights the keynote structure of any successful supplier partnership The Status Quo...Mines all over North America are plagued with the same recurring questions, ""Who has the best product for my operation at the lowest price... How do we know a product will perform to a supplier's projections after the sale...What do we do if the product fails to perform as expected?"" These questions have been asked by underground mining operators for decades but rarely have long-term solutions with measurable results been achieved.The LHD industry is one example of the status quo where partnerships will provide large gains toward technological advancement, reducing mobile equipment costs. The underground mining industry is out of sync with their surface counterparts in the open pit business.Partnerships with suppliers in the open pit world are not only a standard practice but a culture which has existed for decades. Open pit operators enjoy concepts which fix their mobile equipment costs for the life of the mine and hold the equipment supplier accountable for performance and fleet economics for 60 000 service hours and longer.Manufacturers are attempting to transfer this culture into the underground mining industry. Figure I illustrates the significance of a capital driven decision."
