Since approximately 2003 we have witnessed the unprecedented escalation in commodity prices. Coupled with economic chaos following the 2008 economic downturn this has caused difficulties in controlling schedule, capital costs and operating costs for mining projects. Once again escalation has returned to commodity prices fuelled by growth in the BRIC countries especially China and Brazil. This is further exasperated by the missing generation of skilled technical personnel not graduating from universities in the 1980s and 1990s owing to depressed commodity prices. This paper examines the six tenets for successful project implementation.

"The Conservative Government 's budget proposals brought forward on December 11, 1979 have been withdrawn, but they are far from dead. On the contrary, a number of those budget proposals, especially the ones which would close loopholes and result in other technical changes being made to the Income Tax Act, should be considered to be alive and well.It is not unreasonable to expect the next government, of whatever political persuasion, to reintroduce many of these technical changes in the next federal budget. For that reason, last December's budget may have offered an interesting preview of what the mining industry and other taxpayers can expect in 1980. It is quite possible that some of these changes may be effective as of the original dates announced in the withdrawn budget proposals.This month, ""Tax Notes"" reviews the main pro visions of Mr. Crosbie's December, 1979 budget, with a primary focus on the changes that would have affected the resource sector.It must be emphasized that all of the budget proposals discussed herein have been withdrawn, that none of them are law and that any actual changes in our tax rules will have to be dealt with by the new Parliament that will be assembled following the February 18 election. December 1979budget withdrawnThe federal budget proposals brought forward by Finance Minister John Crosbie on December II, 1979 were withdrawn as a result of the defeat of the Conservative Government on a motion of non-confidence in the House of Commons on December 13. However, it appears quite possible that at least some of the proposals may be introduced into Parliament at a future date, possibly with retroactive effect.In a press release issued by the Department of Finance, Finance Minister John Crosbie stated that if the Conservative Government is returned to power, it will reintroduce all of the measures contained in his December II budget.Mr. Crosbie stated that all of the income tax measures contained in the budget would be reintroduced, effective on the dates indicated in the Notice of Ways and Means Motion tabled on December II. Some of the more important measures in December II budget, and their effective dates as indicated in the Notice of Ways and Means Motion, are discussed below.The December budget had also introduced or increased excise taxes or duties on gasoline, wines, cosmetics and photofinishing. If the Conservative party is re-elected, these measures will be reintroduced with prospective effect (i.e . effective as of new dates to be announced in the new budget)."

The presence of an alpha case on titanium parts produced by investment casting is problematic and has to be eliminated. The traditional techniques for the evaluation of its thickness are metallographic measurements and micro-hardness profiles. To obtain a better understanding of how the alpha case is formed with the underlying objective of limiting its depth, the present study proposes to characterize the microstructure and the chemical composition of the alpha case. Electron microprobe analyzer (EMPA) linescans were used to quantify the oxygen and substitutional elements that come from the mould and promote the alpha case formation. The chemical profiles were correlated with metallographic and microhardness measurements. For microstructure, optical microscopy (etched and polarized light analysis) was used. For phase analysis, samples were mechanically polished step by step and analysed using X-ray diffraction and optical microscopy. Furthermore, surface analysis techniques such as XPS and Auger Microscopy were evaluated but results were found to be inconclusive because the formation of the oxide layer was faster than its ablation and the matrix could thus not be analysed. The alpha case was observed on a Ti-6Al-4V step block casting.

We have read, with great interest, Mr. Crocker's article on "Recent Trends in Autogenous Grinding," published in the October issue of The Canadian Mining and Metallurgical Bulletin. Referring to our paper, "Two-Stage Autogenous Grinding Investigations at Outokumpu," we can now report that last August we changed to this method at the Keretti concentrator. Prior to the conversion, the Keretti plant (see flow-sheet, Figure 1) had two primary rod mills, 6 ft. in diameter and 12ft. in length, in open circuit, followed by four secondary 9-by 12-ft. pebble grate mills in closed circuit with rake classifiers. Last summer, wl1en the Since August, grinding has been successfully carried out autogenously in two stages, with two mills being employed in the primary stage and four in the secondary. The size of the pebbles in the secondary mills is about the same as earlier -l V: i to 3 inches (Figures 4 and 5). Accompanying global energy shortage and high energy prices, shale gas has been the focus of exploration and it has attracted great attention from both academia and industry. The combination of horizontal drilling and hydraulic fracturing enables the extraction of huge quantities of shale gas from impermeable shale formations. During the process of hydraulic fracturing, great amounts of water, sand and chemicals must be injected into the shale formation at a high pressure, which may trigger seismicity. Such events could occur due to the presence of faults or the reactivation of these potential faults. Shale is the main component of source rock in the Sichuan Basin, China, and has the greatest contribution to the natural gas of the basin. In order to investigate the fracturing mechanism of shale in the Sichuan Basin, China, a series of rock fracture tests under triaxial compression were carried out in the laboratory in order to investigate the hydraulic fracturing behavior in relation to the seismicity. Based on the high multichannel waveform recording system, the detailed spatio-temporal distribution of acoustic emission due to micro-cracking was used to examine the deformation and fracture behavior of shale. In addition, the effects of confining pressure on the deformation and fracture in shale under triaxial compression by acoustic emission monitoring and X-ray computed tomography were discussed in the paper. The experimental results indicate that the shale samples demonstrate brittle fracture behavior. The confining pressure has a great effect on the complexity of the fracture planes and the spatial distribution of acoustic emissions, but few contributions to the location of the major hydraulic fracturing plane. The foliation of shale plays a dominant role in the rupture process and the geometry of the major hydraulic fracturing plane. The high confining pressure increases the strength and restrains the deformation of shale during compression process. These results shed some light on the understanding of onset of hydraulic fracture initiation not only for shale gas exploration and production, but also for CO2 geological storage and underground energy storage.

"Mineral endowment in northern British Columbia and the Yukon Territory was assessed on the basis of geological opinion which was gathered in a quantitative framework of subjective probabilities. The survey area encompassed 364,000 square miles and was divided into 310 cells having dimensions of one degree of longitude by one-half degree of latitude. The response solicited related to tonnage, grade and number of deposits of a particular mineral in each cell. The questionnaire sought an expression of mineral endowment down to mine-able depth as distinct from economic expectations. Details on the questionnaire and responses are presented in a series of contour maps on individual commooities, which illustrate the collective occurrence picture of the respondents. The approach is largely dependent on the cooperation of an adequate number of geologists familiar with the region being examined. This approach to an assessment of the mineral endowment of a region has a wide range of applicability, from the focusing of exploration effort to aiding government and development bodies in the formulation of regional strategies and the planning, for example, of road, rail and power facilities."

Erosion corrosion is acceleration in the rate of corrosion attack in metal due to the relative motion of a corrosive fluid and a metal surface [1]. The increased turbulence caused by pitting on the internal surfaces of a tube can result in rapidly increasing erosion rates and eventually a leak [2]. Engineers and scientists in different disciplines have worked for many years on methods of complete protection from flow induced corrosion or partially reducing corrosion of this type, and they have proposed or applied different countermeasures [2]. The accident at the Surry-2 nuclear power plant (USA) and other similar incidents have once again disturbed the scientific-technical community. This has forced the plant operating personnel and the management to undertake wide-ranging measures in order to discover on time, assess, and monitor such cases. In these extreme cases, protective coating and even metallic bulk material coating (the substrate itself) may suffer considerably from mechanically induced damage [2]. At high velocities, the "leaching out" dissolution reaction of particular, for example, steel elements at the solid-liquid interface become the rate determining step. One practical example for the difference between erosion corrosion and flow induced corrosion is the famous steam eruption from a Japanese [3, 4] nuclear power plant cooling system at the pressurized water reactor (PWR), turbine and in the condenser-steam generator connecting pipe. The rupture occurred in the carbon steel pipe connecting the condenser and steam generator. The damage occurred in the easily eroded/corroded carbon steel at a vulnerable location downstream of an orifice plate, In general, when there is significant reduction in pipe thickness through erosion/corrosion, distinctive patterns are visible, but those patterns were not observed in this case, Thus one can speculate that another phenomenon is possibly controlling, Fluid flow within pipes reduces the pipe thickness leading to an eventual rupture, The thickness reduction mechanism is erosion/corrosion, One example is "cavitations corrosion", Erosion and corrosion occur at the same time, and it is difficult to determine which one is dominant, Therefore, the term, "erosion/corrosion," is used [5]. In the atomic energy field, the terms "Flow Accelerated Corrosion" and "Flow Induced Corrosion" are also used. It is the purpose here to show that during flow induced corrosion a different mechanism may possibly be operating and in some cases it can be different from the well known erosion corrosion. Another example is fretting failures in early Canadian nuclear steam generators which was thought to be due to excessive vibration caused by high.

For a long period of time, the Chinese Government has been attaching great importance to and supporting the rapid development of the coal industry. Particularly since more than 30 years ago, when China introduced the Reform and Opening-up policy, the reform and development of the Chinese coal industry has witnessed world-recognized achievements. National coal production increased from 618 million tonnes in 1978 to 3.52 billion tonnes in 2011. While China?s coal production accounts for 49.5% of the world?s total, its annual production growth contributes to over 80% of global production growth. China is a country utilizing coal as its main source of energy. As the Chinese Government gives support to the rapid development of new and renewable energy sources, as well as to increased coal utilization efficiency, the ratio of coal in the primary energy consumption mix will gradually decline. However, for a long period of time to come, the total volume of coal demand will keep rising modestly. The Chinese Government has been highly committed to and actively promoting the overall, coordinated and sustainable development model, which puts people first. It has put forward a strategic task to build an ecological civilization, and highlighted its resolve to uphold the basic national policy of resource conservation and environmental protection, with a view to the pursuit of sustainable development. China will incorporate its response to climate change into the national economic and social development program, and take effective measures to lower CO2 emissions 40?45% per unit of GDP in 2020 compared to 2005. At the same time, China will increase the ratio of non-fossil fuels to 15% in the primary energy consumption mix. All of the above factors have raised requirements for the Chinese coal industry, with implications for clear directions, plans and goals for the development of the coal industry.

The development in recent years of a fluidized bed system for use as a counter-current solid ion exchange loading contactor for the purification and concentration of uranium from leach liquors has had a major impact on the design of uranium extraction plants. The main object of this paper is to describe many of the variations that can be applied to the design of uranium extraction plants arising from the use of a fluidized bed loading contactor with a view to providing a guide for the development of a flowsheet for a new uranium extraction plant. The paper has been devoted primarily to the consideration of conventional uranium extraction plants in which a ground ore is leached in mechanically or air agitated tanks. The effect of the use of a fluidized bed loading contactor on each of the plant sections from leach to uranium purification and concentration has been considered. In order to describe most effectively the impact of using a fluidized bed solid ion exchange loading contactor, its use has been compared with the performance that can be achieved with the most common alternative purification processes. The comparisons are made largely on a technical basis, but the effect on the capital and operating costs of the different uranium extraction flowsheets are described qualitatively. In making these comparisons, consideration is given to the effect on the size, number and materials of construction of equipment items and how the quantity and composition of the liquid effluents can be controlled to reduce the environmental problems arising from the disposal of these effluents. The paper also discusses some of the factors that should be taken into consideration in the design of a fluidized bed loading contactor and describes various designs of the elution section that can be used in conjunction with the loading contactor.

ABSTRACT Pressure oxidation tests have been conducted by Sherritt for a refractory gold-silver project in China. The feed contained 39 g/t Au and 970 g/t Ag; the major gold-bearing minerals were pyrite and arsenopyrite. Because the feed contained a significant amount of silver, which can be refractory to cyanide leaching after pressure oxidation due to the formation of argentojarosite, the test program included investigation of methods to enhance silver recovery. The “lime boil” process proved successful and was incorporated into the flowsheet. Gold extraction from the lime boil product solids was 95–98%; silver extraction was up to 94%.

Scattered outliers of the Chibougamau Formation and the more continuous Mistassini and Otish Groups lie unconformably on an Archean basement abutting the Grenville Front. All the Aphebian rocks are deformed and offset by faulting related to the Front. The older Chibougamau Formation is exclusively elastic in origin, whereas the two later, time-equivalent groups include carbonatedominated (Mistassini) and elastic (Otish) sequences. Known syngenetic mineralization within these formations is limited to various radioactive showings in the Mistassini and Otish elastics, and the iron formations of the upper Mistassini Group. Three distinct types of epigenetic mineralization occur within the sedimentary rocks; pitchblende fracture fillings in all types of rocks in the Otish Group, widespread Mississippi-Valley type galenasphalerite showings at certain levels in the Mistassini Group, and chalcopyrite-pyrite bearing veins in or near argillaceous horizons of the Mistassini Group and Chibougamau Formation. The Otish elastic basin is part of a large area of the central Ungava peninsula which contains a variety of radioactive showings, the most promising being of the unconformity type, The final control for many individual showings appears to be local physico-chemical changes within faults and fracture zones. The overall structural control is in part supplied by the faulting episode related to the Grenville Front, which in turn limits the mineralization to the depth zone appropriate for open fracturing. The lead-zinc showings exhibit a strong stratigraphic control as well as close ties to secondary porosity developed by f aulting. The ore solutions were probably derived during the low grade metamorphism of the formations. Chalcopyrite- pyrite veins have provi ded the only mine production (Icon Mine) to date. They appear later than the low-grade metamorphic fluid circulation, and deposition is related to favourable structures and stratigraphy. The veins are clearly related to major faults. Thus, whereas stratigraphic settings appropriate to individual types of deposits are important, an overall structural setting may be demonstrated for a wide range of mineralizations. Detailed structural interpretations of individual showings may be the most fruitful pursuit in developing a concrete prospecting model.

"A general review of the wear problems encountered in the mining industry is presented and current practice for wear protection systems is reviewed.A new concept in wear protection is described and compared to alternative systems. Utilization of conventional stud welding technology and abrasion-resistant wear studs is shown to be a useful supplement or substitution for conventional techniques. Operating life of many consumable components can be increased by up to four fold. The technique is highly portable for on-site field application or can be used in shop environments.Details of the wear protection model and metallurgical properties of the wear component are also reviewed. Laboratory wear test data are reported to supplement field test performance or to screen potential alloy compositions for application in specific environments.A Review of Wear Problems and Wear ProtectionThe emphasis on wear protection has increased in recent years because of the increasing impact of the potential savings in time, materials and energy. A 1974 German study concluded that attention to tribology, the study of friction and wear, could save approximately $3 billion, and a study in the U.S.A. at the same time put the figure at $100 billion of which $20 billion was for materials. A more recent American study put the energy component of the potential savings at $16.2 billion per year. A recent British study estimated the total potential savings in the U.K. as $1 billion per year, with the largest savings coming from lower maintenance and replacement costs ($500 million), lower breakdown costs ($250 million) and increased machinery life ($200 million). These three major contributions are all potentially accessible in the mining industry."

"Carryover of caustic soda (NaOH) in the steam path caused catastrophic failure of superheater 304H stainless steel tubes in a steam generator and led to an unexpected shutdown after just five months of continuous service of petrochemical following the start of production. The cause of the failure was studied, with a focus on the formation of sigma phase in the weld joint and effect of caustic embrittlement on stress corrosion cracking (SCC). The cracks were examined at the seam weld, heat affected zone (HAZ), and Ubend areas. Hardness was measured for the base metal, HAZ, and weld metal, and microstructures were examined using optical microscopy and scanning electron microscopy (SEM). Crack initiation is attributed to gouging on the precipitated carbide at the HAZ and also the formation of sigma phase in the weld metal, as shown by energy dispersive X-ray (EDX) analysis. In addition, cracking was propagated by caustic embrittlement because of residual stresses and hammering. Finally, the characteristic feature of fracture was illustrated by SEM fractography, and consists mostly of intergranular SCC and some quasicleavage transgranular. INTRODUCTIONThree key factors are needed for the initiation and propagation of intergranular stress corrosion cracking (IGSCC): a susceptible material, a corrosive environment, and sufficient stress. Although austenitic stainless steels are susceptible to sensitization and IGSCC, they are widely used in boiler and superheater tubes because of their high corrosion resistance, high oxidation resistance, acceptable mechanical characteristics at elevated temperatures, and low cost.Sodium hydroxide is injected to neutralize acidic constituents in the steam path, but caustic can concentrate in boiler tubes and attack the surface metal (known as gouging) even traces of caustic in the steam can deposit on surfaces and cause local concentrations of several percent (ASM handbook, 1992). Not only sensitized grains but also sigma phase formed in the weld metal can initiate caustic cracking. In this research, the cause of the failure of 304H stainless steel superheater tubes in a methanol petrochemical plant in Iran was studied with a focus on the effects of caustic embrittlement on IGSCC."

"The in pit dam construction and utilities relocation, known as the East Mine Corridor Relocation (EMCR) project, was developed to extend the life of the east side of the Base Mine pit by two veal's. This will result in the recovery of an additional 80 million barrels of oil and delay expenditures associated with the opening of the North Mine by two years. To accomplish this, a large in pit earth structure was required to provide a new embankment foundation for relocating a public highway, four powerlines, a natural gas back-up pipeline, a substation, and a conveyor train. This structure would also he required as a temporary dam 10 contain mature fine tails on the west side until mining is completed in the east mine corridor area, that will then be filled with fluid.The in pit dam, known as The Highway Berm, is 2.5 km long, 63 m high and has 42 million m3 of engineered soil added to the already existing end-dumped soil volumes. To complete the design and construction of a structure of this magnitude, in the very short time frame of two-and-a-half years, presented many new challenges. The main challenges faced were: designing while construction was ongoing; designing without the use of clay cores or sand filters; using relatively non-select overburden material; proper dewatering and base preparation; changing from construction of 50 m high spoil piles to a high specification construction operation; compacting lifts with heavy haulers; constructing during the winter; and monitoring movement of the structure with satellites."

Vanadium occurs as a component of carnotite, which commonly occurs in calcrete type ores, and in association with uranium in some sandstone-hosted deposits. Increasing demand for vanadium, which is used in high-strength steel and Vanadium Redox Flow Batteries (VRFBs), is offering some uranium producers a potential option for by-product vanadium recovery to improve project economics at a time when uranium prices are low. This paper presents the results of recent optimisation studies on the Bigrlyi deposit for the recovery of both uranium and vanadium. The impact of carbonate leaching conditions on uranium and vanadium extraction from a range of carnotite-in-calcrete ores is also examined, with vanadium extraction limited by the proportion of non-carnotite vanadium present in the ores. The findings are particularly relevant to developing projects as results show that elevated vanadium content in ore does not necessarily equate to a high vanadium extraction in leach.

"Development of a process for the treatment of a nickel copper matte rich in the minerals heazlewoodite, chalcocite and bornite has demonstrated significant base metal recoveries and metal separation efficiencies. The determination of chemical and mineralogical changes occurring in the individual leaching stages in laboratory experiments has enabled a better understanding of the complex leaching chemistry. The chemistry and mineralogy of the piloting and laboratory processes are discussed.INTRODUCTIONThe nickel-copper sulfide ores of the South African Bushveld Complex are among the most important Platinum Group Metal (PGM) bearing ores, and contain the world’s largest reserves of platinum. The treatment used in the recovery of PGMs from these ores includes three types of processes, namely ore concentration using physical techniques such as flotation and gravity separation, concentration by pyrometallurgical means, hydrometallurgical extraction of the base metals followed by the PGMs. Following milling of the ore, flotation involves the separation of high value minerals from gangue by taking advantage of the differences in their hydrophobicity. These differences are generally maximized through the use of a surfactant or wetting agent. Concentrates are then thermally treated and melted which brings about physical and chemical changes that enable the recovery of base metals and PGMs. The main aim of the smelting and converting process is to separate and eliminate the valuable metals from the bulk of the unwanted gangue and essentially all of the iron and to concentrate the metal VALUES (into a high grade converter matte. The matte can be further enriched by magnetic separation, producing a PGM-rich magnetic fraction and a base metal-rich non-magnetic fraction. The magnetic fraction is treated by hydrometallurgical processes to produce a PGM concentrate which is further refined to separate and purify the individual metals. The non-magnetic fraction is treated to produce marketable metal VALUES (such as nickel, copper, cobalt and to a lesser extent PGMs. The principal objective of any hydrometallurgical extractive process is to leach the desired elements selectively into an aqueous phase so as to separate them from the bulk of the material. "The extremely low permeability of the water-carrying beds in the nevonian formation of the potash district of Saskatchewan does not permit the injection of cement or chemicals to seal off sufficient water from the shafts to guarantee the safety of the mine. Based on many years of experience with wet shafts in the German and French potash mining industry, Alwinsal Potash of Canada Ltd. decided to have their potash mine shaft near Lanigan, Sask., which was completed in September of 1967, lined by means of an absolutely watertight lining of combined concrete and steel-plate construction.This shaft lining, consisting of two steel shells of welded construction with concrete filled in between, has proved itself before in the German coal mining industry. It guarantees a permanently dry shaft. With this type of lining, time-robbing and very often abortive injections are superfluous and the regular repair and adjusting work as well as the corrosion of conveyances and ropes can be avoided. Above all, however, the danger of a water inrush into the shaft is abolished completely."
