Poor standards of electrical installation and maintenance continue to contribute to electrical related fatalities and injury risk in the mining industry. Electrical isolation has the potential to initiate major unwanted events (MUEs) and as such requires thorough analysis to demonstrate adequate management. There have been 719 incidents related to accidental contact with electricity over the past five years in the Queensland mining industry (Queensland Government DME, 2012a, 2012b) with the last fatality being recorded in 1997 (MESA, 2012).A project funded by the Australian Coal Association Research Program (ACARP) has developed a form of a safety case using the four-layered æCoal Mine Safety Regime (CMSR)Æ approach. The CMSR is transparent and robust as it includes full site risk assessment and special issues risk assessment to be demonstrated as part of the process.The practical application of the CMSR has been demonstrated using a longwall mining case study site, where a unique 11 kV armoured face conveyor (AFC) is in operation. The case study has involved progressive application of the requirements of each layer of the CMSR (see Figure 1) to high voltage (HV) electrical isolation related issues. The project has specifically concentrated on understanding and analysing two high priority MUEs, electric shock and unplanned movement of equipment, through Layer 1 analysis. These two MUEs are an important part of the project as they have demonstrated the steps that may be taken to satisfy the risk management processes at Layer 1 of the CMSR and have contributed to resolving issues at the other three layers of the CMSR.The analysis of HV electrical isolation has been used as an exemplar to demonstrate the CMSR process and its practical application. The CMSR is applicable to major/principal hazards management as identified by the New South Wales and Queensland jurisdictions.This paper provides an overview of the development of a form of safety case using the CMSR and introduces the case study application for HV electrical isolation risk management at underground coal mines focusing on the major unwanted event of electric shock.This project provides the mining industry with a documented, publicly accessible, form of safety case using the CMSR approach for the first time.CITATION:Kizil, G V, Griffiths, D, Bye, A and Joy, J, 2012. This paper presents an application of the newly developed risk-cost-benefit (RCB) framework to support risk management decisions for the selection of wall monitoring technologies at an open cut mine site. The RCB framework quantitatively assessed the risk of unstable slope-induced wall failure and its impact on both loss of life and coal recovery. The RCB framework was utilised in the selection of an optimum group of risk-controls to effectively manage the risk of wall failure to ensure safety and optimal production occurred. The RCB framework incorporates mathematical modules that integrated RCB calculations and risk-control effectiveness assessments to determine the risk reduction and financial impact of the examined safety initiatives.This paper provides an overview of the five-staged RCB framework, incorporating the RCB decision support tools, RCBGEN (Risk-Cost-Benefit Generator) and RCEMETHOD (Risk-Control Effectiveness Method), and demonstrates its application to slope stability risk management at the case study site. The RCB charts are designed to display a balance between risk, cost and benefit for easy interpretation by decision makers to support the objective selection of an optimum suite of risk-controls. The RCB analysis revealed that a combination of ævisual inspections, automatic extensometers and radarÆ for fast- and slow-wall failures with structure were sufficient to reduce the probability of loss of life (PLoL) to the æModerateÆ zone as defined by the Australian Geomechanics Society (AGS, 2007) for the case study site. The new framework presented in this paper provides a method to effectively determine the suitability of risk-controls and supports industry efforts to reduce risk to as low as reasonably practicable (ALARP).CITATION:Kizil, G V, Bye, A and Joy, J, 2012. Although most New Zealand coals are low in ash, there are situations where high ash coals could be won. Not all high ash coals can be upgraded by physical means, since the ash is either inherent in the coal or bound in such a way to make its physical removal either impractical or uneconomic. Nevertheless, the authors believe, the situations where high amounts of ash can be economically removed by physical means to make a saleable product are considerable.

The Institute of Geological and Nuclear Sciences' Mineral Resources Programme is currently carrying out research under two major projects:   HAREM (Hauraki Andesite Rhyolite Epithennal Mineralisation) The Hauraki Goldfield lies within a belt of andesite-dacite-rhyolite volcanics of Miocene Pliocene age which is underlain by a basement of Mesozoic greywacke. It contains some 50 separate epithermal gold deposits and is a world-class gold and silver producer. The HAREM project is aimed at improving models of the epithermal gold mineralisation, and to better understand the processes and controls of origin, transport and deposition of the gold.   MARGO - (Marlborough Gold) The MARGO project is aimed at determining the geological factors that controlled the formation of the Mesozoic mesothermal gold-antimony-tungsten deposits in the Marlborough Schist belt. Following reconnaissance work on 12 deposits, our current work is concentrated on deposits in the Wakamarina valley.

Hydraulic mining shovels can be successively used at open-pit mining operation in severe climatic zone with air temperature interval from -700C to +450C typical for some northern region of the world particularly of Russia, Canada and Sweden, if they would be equipped by special preheating facilities for their diesel engine, water, hydraulic oil and lubrication systems. All shovels manufactured by the Komatsu Mining Germany GmbH for operation at ambient air temperatures down to -50¦C have cast and forged structural design elements, bolted connections made of special steel grades, electric cables with special insulation, flexible high-pressure hoses manufactured by ICE-Champion with connectors made of special steel grades.Generally at the temperatures below -25¦C the ordinary machine has to be stopped, the attachment should be placed in the parking position, the generator should be switched on, or the external electrical power supply connected, for the preheating equipment. For rapid start-up in winter after a long shutdown of a hydraulic shovel, there is a procedure for preheating of the main systems. It is applied for the following systems: engine cooling system, engine oil, hydraulic oil, pumps and drive motors of the propel gears, electric cabinets, machinery house, especially near the ventilation inlets and outlets.Start-up of the main drive engine is permitted at a hydraulic oil temperature of -20¦C, when it has a viscosity of 1000 cSt. In this case the rotation speed of the diesel engine crankshaft is lower by two times than the nominal value and this is the most favourable condition of start-up of the engine and hydraulic pumps and motors, which work with half of their rated rotation speed until the hydraulic oil reaches a viscosity from 100 to 10 cSt. After that the hydraulic system and the entire shovel begin to operate under normal conditions.

Most mining operations have been happy to live in blissful ignorance of what their equipment is really capable of. Shareholders have been shown increasing tonnes output per employee (due to rationalising employee numbers). It is now known that the best practice for large mining trucks is 52 per cent higher than average or best practice for excavators is 41 per cent higher than average, or 38 per cent in shovels or 35 per cent with draglines, etc. The data is available. The bell curve of performance is flat. Substantial underperformance is rife. If you are working in or supplying equipment or services to one of the majority of operating mines that donÆt achieve best practice surely you want to know why. Or maybe you donÆt? For many mining people this sort of knowledge could be dangerous to their career so keeping the MD or CEO in the dark is a good option. Many suppliers donÆt want the performance of their equipment benchmarked? Mining consultants donÆt have the data so they are happy to keep guessing. Unfortunately, many Business Improvement or Business Excellence projects are about ticking the participantÆs æcareer boxesÆ. The first step to capacity utilisation is knowing what the capacity is. Even then people and culture will get in the way. People are the biggest hurdle to capacity utilisation. This paper will discuss what the mine of the future (and today) will need to do to utilise the productive capacity of its assets. It is not just benchmarking. It is not just automation. It is not just technology. It is about engaging those people who impact on equipment performance; right from the operator up to the Mine Manager. Doing it better involves a process to facilitate change and a culture which says it is OK to try even if you are wrong.

Mining law has developed in Great Britain (GB) over centuries, mainly in response to lessons learned after disasters and other major incidents. This has led to a culture of preventing repeat accidents, rather than predicting and controlling unsafe acts or conditions.This paper explains how, initially in response to a government drive to reduce the burden on industry, the opportunity was taken to review and reform all 48 sets of GB mining-specific law into a single document. In November 1986 the Australian Minerals and Energy Council (AMEC) endorsed an "Australian Code for Reporting Identified Coal Resources and Reserves" for use by the Federal and all State Governments. Before this endorsement there were six different coal codes in use in Australia. The code is broad in nature to accommodate the wide range of coal deposits in terms of rank, quality and geological environment, that are present in Australia. In the code, Resources refer to all of the coal in situ which may have potential for use and the various categories indicate the level of confidence of the assessment. Reserves are those Resources which are planned to be mined and for which such planning has been undertaken. Only minimum guidelines are set by the code and the onus is on the estimator to state clearly the criteria used in any Assessment.

For the past 3 years Waihi as a community has been actively engaged in consultation about its future with regard to the environmental, cultural, economic and social viability. This has been made possible through the implementation of the Waihi Community Vision (WCV) process which bought together a diverse range of people and interests.   Through their collaboration and collective energies, they produced a montage of possibilities for the future of Waihi, known as the 2020 Vision. A proceeding evaluation process was adopted by the group to enable the myriad of projects to be assessed and prioritised in terms of the communityÆs social, economic, cultural, environmental and spiritual values.   From this came the desire to be involved in the implementation of these ideas and create an organisation that could facilitate the successful manifestation of the 2020 Vision and other suitable projects.   The Vision Waihi Trust (VWT) was formed in February 2006 and is intended to be a tool through which the community can address issues about its future sustainability. They will work collaboratively with community groups, Hauraki District Council and Newmont Waihi Gold to develop and implement innovative and practical solutions. It should be acknowledged that such outcomes are subject to influence by both external and internal factors and it is important to consider this when looking at sustainability issues.   Waihi is now at a very interesting stage of its development and has the opportunity to proactively design and implement plans to determine its future rather than just let things evolve. A town with a strong sense of its roots and with a strong community identity may be a more attractive as a place live and work. There are additional business opportunities which may also be stimulated by a community that takes charge of its own destiny.   The process that has been worked through over the past three years gives a solid foundation on which to build and must be viewed as positive community development. Waihi certainly has a unique proposition to take to the marketplace, based on its rich gold mining heritage and current modern day mining operations. This requires investigation, refinement and implementation and Vision Waihi Trust looks forward to building to a vibrant and prosperous Waihi in the years to come.

The application of tunnel boring machines (TBM) for reef mining is a unique practice with benefits over current mining methods given the right geology and geometry of the orebody. The Stillwater Mining Company (SMC) of Nye, Montana, USA operates two mines for obtaining platinum metals. The operation is currently using a 5.5 m diameter open-type machine for further mine development, as well as another TBM that they own.The latest 7.1 km bored tunnel, known as the Blitz Tunnel, will be routed parallel to the ore deposit in igneous mafic intrusive rock, and will be used for the life of the mine operation. It will be used to map the ore deposit, and provide a rail haulage route.Detecting the reef in relation to the TBM requires careful analysis. Diamond core drilling occurs ahead, above, and alongside the machine at every 150 m. The core is drilled, logged, and interpreted on the spot, concurrent with boring. Based on the data, the TBM is readjusted so that it stays on the correct bore path.This paper will highlight the application and benefits of TBM usage for reef mining, with detailed descriptions from the mine site.CITATION:Willis, D, Jacobs, C, Luxner, T and Shanahan, A, 2014. Use of Impact Crushing for the Enrichment of Low-Grade Colemanite Concentrates This paper presents the results of an investigation into the enrichment of -25+3 mm low grade colemanite concentrates exploiting differential breakage properties of various minerals associated within the ore sample. Boric acid production process requires concentrates containing at least 42 per cent B2O3, hence concentrates below this grade either stock piled or further treated to increase B2O3 content. The low grade concentrate is obtained as a by-product of Emet Colemanite Concentrator and the B2O3 content may vary around 37 - 38 per cent. The sample used in the experimental studies assays 37.52 per cent B2O3. In the experimental procedures the sample was crushed using a laboratory size horizontal shaft impact crusher and the products were classified into different size fractions by screening so that any improvement by size could be observed. In the tests the effects of parameters such as the revolution speed of the crusher and heat treatment was checked. Test results prove that boron contents show a tendency to increase as the particle size decreases. As a result of the experimental studies a colemanite concentrate assaying 42.13 per cent B2O3 is produced with 76.55  per cent recovery. Arsenic content is seen to change inversely proportional with the B2O3 content of the concentrate such that it drops from 1016 ppm from the as received sample to 676 ppm in the concentrate.

Gold was first discovered on the Shotover by Thomas Arthur in 1862, and soon there were over 3000 miners working on the river. It has often been called the richest river in the world. Most countries probably have one of these, but it was certainly the richest in New Zealand. In the early days some miners collected as much as 200 oz/d from a sluice box, and the early river gravels must have been extremely rich before the gold bearing terrace gravels were sluiced into the river. Otago produced about 10 Moz out of the NZ total of over 30 Moz. Most of this was alluvial and possibly one third or more came from the Shotover. The extremely cold winter and danger of flooding made it a dangerous river to work. During 1863 when heavy rain melted snow in the high country, the river rose 35 ft overnight and drowned many miners camped on the banks. These hazards still exist and dominate the method of working. The early hand miners cleaned out much of the riverbed, and the advent of the hydraulic elevator enabled deeper parts of the river to be worked over. Extensive sluicing of high terraces also took place particularly around Skippers. Several companies have attempted operations on the Shotover. Many of these were distinctly unsuccessful, such as the suction dredge at Maori Point about 1930 and the Skippers Limited fluming in about 1934. At least two attempts were made to divert the river with the Sandhills cut above Skippers and the Oxenbridge Tunnel down near Arthur's Point.

The Energy Authority of NSW has wide powers and responsibilities conferred by its Act which are pertinent to the State's coal industry and its development into the next century. With respect to coal, the broad objective is to maximise the benefits to NSW and its people derived from the State's coal resources. The initial focus of the Authority's coal-related activities in the late 70's and early 80's was on petroleum substitutes from coal. Research was supported, especially on hydrogenation, and the Authority participated in the Joint Australia/Federal Republic of Germany coal-to-oil feasibility study. It also co-ordinated a State Government initiative to involve the private sector in examining the possible establishment of a synthetic fuels industry based on Hunter Valley coal. With a short-fall in world-wide petroleum supply now seen as less likely for some years, the Authority is looking also at ways of working towards the broad objective in the field of coal utilisation on both domestic and export markets. Areas of interest include possibilities for using washery rejects, means of making NSW coal more competitive as an energy source, use of coal-seam gas and new or special technologies for burning coal. The future is expected to see renewed interest in producing petroleum substitutes, and coal - as the State's major energy resource - is seen as a strong contender as a basis for such an industry. Developments in coal-based power generation are also expected to have an impact, with advanced technologies having a possible place here as well as Overseas.

A knowledge of the value of the activity coefficient of cobalt oxide in slag as a function of composition and temperature is necessary if effective strategies are to be devised to maximise the recovery of cobalt in nonferrous smelting processes. This work reviews previous studies and shows that comparison and evaluation of the results is hampered by variations in the choice of standard states for the species. Published results have been recalculated to a common set of standard states with a preferred value for the Gibbs free energy of formation of cobalt oxide. It has been shown that the value of the activity coefficient of cobalt oxide referred to the solid standard state in iron silicate slags is approximately two, at temperatures from 1523 to 1623¦K. It is suggested that some contradictory results are most likely due to errors in the measured partial pressure of oxygen.

Amorphous silica deposits have been identified at Tikitere and Taheke near Rotorua. Two areas at Tikitere have been surface sampled and drilled to establish a resource of amorphous silica in excess of one million tonnes. A pilot plant was established to develop a process to manufacture a high quality super pozzolanic material. This development process took two years before a commercial product was introduced to the construction industry in 1996. The amorphous silica product, marketed as Microsilica 600, is used as a pozzolanic material to produce high quality strong and durable concrete, sprayed tunnel linings, mortars and grouts. Microsilica 600 has been used locally and exported to 11 countries.

High pressure grinding rolls (HPGR) technology is growing to be a common comminution tool in iron ore processing. The technology finds a wide acceptance and presents specific benefits in coarse ore grinding and closed-circuit grinding in preparation of ball mill feed, right down to the other end of the particle size spectrum for iron ore pellet feed preparation.A growing number of minerals processing plants are facing higher operating costs and difficulties due to a scarcity of process water, which in some cases is a result of more stringent environmental constraints. In addition, many new iron ore deposits are located in more arid regions of the world. These challenges have led to operators taking a new look at dry processing of iron ores.The use of dry crushing and classification technology in cement production from blast furnace slag, clinker material or limestone feed stocks indicates that the technology may be applied in minerals processing. In addition, dry processing provides the possibility of generating a final product from finely disseminated and inter-grown ores at sizes near or well below 100 µm, as may be required for beneficiation techniques such as in fine magnetic separation, flotation or magnetic flocculation.Dry grinding by HPGR has a number of specific features, challenges and opportunities, including balancing power input, moisture content requirements and classification efficiency in the process design. HPGR parameters and the latest HPGR design and sizing capabilities indicate considerable potential benefits from this dry processing technology.This paper highlights some of the specific issues that play a role in dry HPGR application, with respect to energy and materials balances.
