The extremely lengthy and complicated governmental approval process together with the delaying tactics of opponents of the project are outlined and comment is made on aspects of the draft legislation proposed as part of the overhaul of New Zealand's resource management laws.

Interpreting the behaviour of granular material and simulating the gravity flow are complex processes in cave mining methods. In this paper, a new Cellular Automata based code – FlowSim – is used as a flexible tool to simulate the gravity flow and subsidence zone in block caving mines. The simulation results of the gravity flow model in a real scaled mine as well as a scaled physical model are presented in this study. In this research, FlowSim was first calibrated at a mine, based on the information obtained from smart markers. These markers were located in five points of the second block of the Esmeralda sector, at the El Teniente copper mine, Codelco, Chile. The calibration was performed with the objective of reducing the discrepancy between the extraction zone defined by markers in the mine and FlowSim outputs. Regarding the mine data, FlowSim was calibrated with the minimum error of ten per cent between real and simulated results. Then, the calibrated FlowSim model was used to simulate the flow behaviour of a scaled physical model. This model was constructed in the Block Caving Laboratory of the University of Chile to scale down the same block of the Esmeralda sector with the scale of 1:200. The FlowSim outputs show that this software enables the simulation of the gravity flow of the scaled model with less than five per cent discrepancy in grade and dilution entry to the drawpoints. According to the obtained results, this paper recommends FlowSim as an appropriate tool which can improve the design of production level in block caving and can enhance the prediction of the subsidence zone and dilution entry.CITATION:Castro, R, Hekmat, A, Fuentes, M, Armijo, F and Rodriguez, F, 2016. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Baiyinnuo’er Zn-Pb deposit is a typical skarn deposit in NE China. Skarn and orebodies mainly occur between different units of the Lower Permian Huanggangliang Formation carbonates-sandstone-mudstone or within the contact between intrusions and marble. Skarn minerals are dominated by prograde garnet and clinopyroxene, and the main ore minerals are sphalerite and galena. We conducted single fluid inclusion compositional studies using laser ablation inductively coupled plasma mass spectrometry on clinopyroxene (pre-ore-stage mineral) and sphalerite and calcite (syn-ore-stage minerals). The results show that the Baiyinnuo’er fluids are distinctly different from basinal brine but similar to magmatic fluid, thereby indicating that the deposit has a dominantly magmatic origin. This interpretation has also been supported by the Cl/Br mole ratios, which remain stable (~500) in different fluid stages. The decreases for most of the elements in the fluid inclusions from pre-ore-stage clinopyroxene to syn-ore-stage sphalerite and calcite suggest that mixing with groundwater has occurred during mineralisation, with significant Zn, Pb and Ag deposition.CITATION:Shu, Q, Hammerli, J, Chang, Z, Lai, Y and Huizenga, J-M, 2015. Natural Gas has been available in New Zealand for twenty years. During that time the gas share of the energy market has grown and now natural gas forms a significant part of New Zealand's energy scene, helping consumers to achieve a higher standard of living, and reducing dependence upon imported oil. Natural gas is now used for petrochemical manufacture and power generation in addition to direct supply to consumers. As concern for the environment continues to build, natural gas will have an increasingly important role to fill in these markets. This paper sets out the background to the development of natural gas in New Zealand and identifies the current markets. It then looks at those matters which are likely to influence the role of natural gas in the 1990s.

In the last 30 years, human appropriation of global renewable resources has accelerated to the point where 35 per cent of the earthÆs land surface is now in managed agro-ecosystems, consumptive water use consumes between 50 per cent and 85 per cent of freshwater supply and 60 per cent of ecosystem services are utilised in an unsustainable manner. There are virtually no landscapes in which renewable resources are not already fully allocated among different economic and environmental uses. Furthermore, it is increasingly recognised that water availability issues do not exist in isolation but are linked with the related environmental issues of biodiversity preservation, the carbon cycle, soil degradation, and energy use and supply. It is against this background that the sustainable management of water in mining is increasingly developing a strategic viewpoint where water is viewed as a resource within an interconnected landscape, having economic, environmental and social value and providing a range of environmental services in the provision of public and private goods. This paper explores the issues associated with sustainable management of water in mining from a strategic viewpoint. The cumulative impacts of multiple water users, both within and outside the mining sector, is increasingly threatening the security of supply for all users. To quantitatively assess the ætrueÆ value of water it is necessary to: Better understand the science of ecosystem functioning and how human actions impact on environmental processes. Develop appropriate policy, finance and governance structures to support innovative programs that preserve ecosystem function and services (including market based instruments). Apply knowledge as interventions across landscapes in ways that maximise benefits and minimise unintended consequences taking into account differences in the value of water among sectors. A strategic viewpoint of water management relies on knowledge to guide decision making that has been acquired at a range of scales from mine site to mining region. This knowledge must be based on rigorous science, sound data and syntheses of different types of information. Strategic management of water resources will better position the industry in terms of understanding the risks posed by complex, interlinked environmental issues that are increasingly impacting on future access to land and renewable resources, including water, thereby ensuring miningÆs future social licence to operate.

Wet beneficiation of iron ore fines less than 1 mm typically involves a desliming stage ahead of the fine gravity separation such as spirals. The desliming is achieved using a bank of cyclones. The reject ultra-fines emerge in the overflow stream at relatively low pulp density, contain high proportions of low-value slimes, but also well-liberated iron ore ultra-fines below 0.045 mm in size; however, recovering the valuable iron ore ultra-fines from this overflow stream presents a significant challenge due to the need to remove such a large amount of water and slimes.The REFLUX™ Graviton consists of distinct 3D-printed modular units, based on REFLUX™ Classifiers, which are rotated at high speed in a large centrifuge. This system has previously been investigated under semi-batch conditions, demonstrating the potential for precision separations with significant capacity. It has been shown that the throughput advantage of the inclined channels and G forces multiply. This is the first paper presented showing the performance of this system under continuous steady-state conditions. Ultra-fine silica in the size range of 0 to 0.045 mm was fed to the Graviton at different volumetric rates, fluidisation rates and pulp densities ranging from 2 wt per cent to 30 wt per cent, in order to develop a fundamental understanding of the system’s performance. A significant amount of metallic iron in the world is produced in blast furnaces from iron ore pellets. To control the quality of pellets and to optimise pellet production, characterisation of both green and fired pellets is required. Optical image analysis (OIA) allows identification of different minerals, binder, remaining fluxes and porosity within pellets.For proper identification of the mineralogy, porosity and texture in pellets a high magnification is required, therefore each individual image covers only a very small portion of the pellet. At the same time the characterisation of pellets requires that the whole pellet is represented as a single object, so the size of the resulting overall image at high magnification can make it difficult to handle. A solution to this problem has been implemented within the CSIRO OIA package Mineral4 by combining images at different levels. Namely, to average out local irregularities, individual frames can be stitched during imaging into larger MosaiX images. Mineral4 further combines these MosaiX images into a single panorama image of the whole pellet.The proposed procedures allow the calculation of mineral and porosity spatial distributions, local gradients and abundance graphs based on the distance from the centre of the pellet. The spatial and temporal evolution from the porphyry to high-sulphidation epithermal environment can be assessed by integrating new results on such deposits (Arribas et al, 1995; Hedenquist et al, 1998) with past studies of plutonic and porphyry systems (Dilles and Proffett, 1995; Cline, 1995; Shinohara and Hedenquist, 1997; Hedenquist and Richards, 1998). Some time ago, Sillitoe (1973) argued for the nature of the tops and bottoms of porphyry deposits. He concluded that epithermal deposits may form over the tops of some porphyry systems. We can now conclude more confidently what the tops and bottoms of many high-sulphidation ore deposits appeared like while active (Arribas, 1995; Hedenquist, 1995). In addition, we better understand the nature of the zonation of high-sulphidation epithermal systems from the intrusive to surficial environment (Sillitoe, 1999), and how these two styles of ore deposit are related. Geological and geochemical evidence clearly indicates a continuum between these two ore environments. This improved understanding of genesis allows more efficient exploration for these deposits. There are many examples of spatially associated porphyry and epithermal ore deposits. A genetic connection has been suggested by some, and argued against by others. Nowhere is this spatial association better seen than in northern Luzon, Philippines, where the Lepanto high-sulphidation epithermal Cu-Au deposit overlies the Far Southeast (FSE) porphyry Cu-Au resource (Figure 1). Together these mineralised bodies contain a resource of >3.8 M tonnes Cu and >550 tonnes Au. Lepanto was largely mined out in early-1997. Post-war production until 1995 was 0.73 Mt Cu, 115 t Au and 393 t Ag at an average grade of 2.2 per cent Cu, 3.5 g/t Au and 11 g/t Ag. The recent discovery of the adjacent Victoria low-sulphidation quartz-Au-base metal vein deposit, with a resource of >68 tonnes Au (Cuison et al, 1998), illustrates the variety and abundance of mineralisation in the Mankayan district. This district also hosts the Guinaoang porphyry Cu-Au deposit (Sillitoe and Angeles, 1985) and other epithermal vein occurrences (Figure 1). This brief summary reviews the results recently published on the Lepanto-FSE deposits (Arribas et al, 1995; Mancano and Campbell, 1995; Claveria, 1998; Hedenquist et al, 1998), and stresses the evidence for coupling of mineralisation between the porphyry and high-sulphidation epithermal environments.

Cemented rock fill (CRF) is often used to support open stope voids. This allows for the full recovery of ore while achieving global mine stability. In such cases, the exposed CRF masses require adequate compressive strength and stiffness to resist the forces and limit the displacement associated with movements in the rock mass surrounding the excavations. The CRF material preparation often involves the use of large particles, either from crushed rock or development mining waste. This means that conventional laboratory samples cannot be readily used to determine the laboratory strength. Consequently, a research project was undertaken to determine the influence of sample size on uniaxial compressive strength. This paper presents the results from CRF samples that were prepared using the same mix design and then cast into moulds with diameters of 150, 240, 300 and 400 mm. The laboratory testing also allowed a better understanding of the effect of particle size distribution upon the overall strength of a rock fill mass. Seventy-nine gold deposits and prospects have been discovered in theJiamusi region of northeast China, and constitute one of the most important gold metallogenic belts in China. All these endogenic gold occurrences can be subdivided into three main deposit types: 1. porphyry related; 2. metamorphic-intrusive hosted, and 3. sediment-hosted deposit.   The first two types of gold deposit are spatially and temporally related to Mesozoic Yanshanian granitoid intrusions with hydrothermal activity channelled along crustal-scale fissures. The ultimate cause of the Yanshanian magmatism is considered to be the subduction of Pacific oceanic lithosphere beneath the Eurasian continent. In contrast, the chemical sediment-hosted deposit is typified by the Dongfengshan gold deposit, and genetically related to Proterozoic sedimentation and Mesozoic igneous activities.

The TerraSpec is a compact field portable mineral analyser that uses non-destructive reflectance spectroscopy for mineral identification. The instrument uses and measures infrared and visible light that is absorbed by certain covalent and molecular bonds (AlOH, FeOH, MgOH, CO32-, OH, H2O and NH4) within the lattice of a mineral at specific wavelengths producing an absorption spectral profile. A variety of minerals can be detected including clays, micas, carbonates, and hydroxides as well as some sulfates and silicates. However, not all minerals are detectable, such as quartz and feldspar. Alteration minerals replacing volcanic rocks have been studied for several epithermal prospects in the lower Waitekauri Valley (Sovereign, Jubilee, Scotia and Jasper Creek) and a geothermal field in the Taupo Volcanic Zone. At the Sovereign, Jubilee, Scotia and Jasper Creek prospects previous XRD investigations determined well developed clay mineral zonation with illite in the west (Sovereign and Jubilee) grading into interstratified illite-smectite (Scotia) and smectite (Jasper Creek) to the east. Although the percent of illite within interstratified illite-smectite could not be determined and some illite-rich illite-smectite (>90 per cent illite) and some smectite-rich illite-smectite (>90 per cent smectite) could be misidentified as illite or smectite respectively, the TerraSpec survey determined the same zonation of illite to illite-smectite and smectite. Common chlorite, rare calcite and local kaolinite were also detected. At the geothermal field, the TerraSpec was primarily used to determine the occurrence of kaolinite, dickite and alunite, which form in acid conditions. Widely spaced (every 50 to 100 m) XRD results are in excellent agreement with closely spaced (every 5 to 10 m) TerraSpec results that further determined the occurrence of these minerals in previously unrecognised intervals. It also determined the occurrence of zoned smectite, illite-smectite, illite, and chlorite alteration. Overall, the TerraSpec is a rapid mineral identification technique that is very useful in delineating the occurrence and distribution of certain minerals in both epithermal deposits and geothermal fields. Although the TerraSpec cannot detect as many minerals as XRD, the TerraSpec allows data collection at a sampling scale and speed (real time) that is not practical by XRD.

The distribution of mineral deposits within northwestern North America (Alaska, Yukon, and northern British Columbia) allows for an in-depth examination of the metallogenic patterns of a growing continental margin. A more complete understanding of the tectonic evolution of this part of the Pacific Rim, achieved over the last 15 to 20 years, now allows for the placement of ore systems into a well-defined plate tectonic framework. Ore deposits older than about 185 Ma represent hydrothermal systems that were active in the platform/shelf environment of ancestral North AmericaÆs miogeocline or hydrothermal systems developed in oceanic arcs and continental fragments more distal to the craton. These include important SEDEX, VMS, and pre-accretionary porphyry deposits. In contrast, most mineral deposits younger than about 185 Ma were formed within the growing Cordilleran orogen, as terranes were accreted to the continental margin during interactions between the North America and Pacific/Farallon/Kula plates. Such syn- to post-accretionary mineralised systems include many large lode gold and porphyry/skarn systems.

In November 1969, New Zealand Steel Ltd pioneered the commercial use of the SL/RN solid fuel direct reduction process to make sponge iron as a feed material for electric arc furnaces. Serious process problems with the use of green balls and coal injection were progressively overcome. The process was developed by New Zealand Steel along a radical route, of feeding the fine grained raw ironsand concentrate and coal directly to the kiln. Contemporaneously with this development of direct reduction, steelmaking process innovations were made that enabled the arc furnaces to operate successfully with the high volumes of acid slag. The further expansion of New Zealand Steel's primary steelmaking capacity to replace the currently imported hot and cold flat rolled products is under consideration. The requirement to produce about 600 000 tonnes of steel slabs will be an opportunity to further modify iron and steel making plant and processes to optimise the economics. The conceptual and preliminary engineering selection of options is described.

High intensity stirred milling using the IsaMill has been the enabling technology for many projects by transforming the economics of fine grinding and simplifying circuit design. IsaMill grinding technology was originally developed for large-scale grinding to P80 sizings of 7 ¦m. The IsaMill is a high throughput, high efficiency mill that produces sharp product size distributions in open circuit configuration. The ability to grind in an inert environment, using a wide variety of media types, can give further metallurgical and economic benefits. The high energy intensity results in a small footprint that enhances the ability to distribute grinding power throughout the circuit, applying grinding energy to the minerals that need it. Recent scale up developments in IsaMill technology have enabled the benefits to be extended to large-scale conventional grind sizes, until now the domain of ball and tower mills. This paper will examine the crossover of IsaMill technology from ultrafine applications into the more conventional grinding area (P80 20 - 150 ¦m). Scale-up developments in IsaMill technology that have enabled this are reviewed. The upcoming commissioning of a 3.0 MW M10,000 IsaMill, the most powerful to date, grinding to P80 55 ¦m at PPL in South Africa will be discussed, as will the recent commissioning of a 2.6 MW M10,000 IsaMill at Kumtor. Recent testwork at McArthur River, where an IsaMill is being considered as an addition to the primary grinding circuit to replace the current tower mill will be reviewed. The potential combination of HPGR and IsaMill to transform concentrator grinding economics will also be discussed. Large-scale IsaMill technology has the ability to transform circuit design and energy efficiency for both coarse and fine grinding.

Subduction zone magmatism is a direct response to tectonic and chemical processes operating at convergent margins. Changes in the tectonic configuration of plate boundaries in SE Asia during the Cenozoic had consequences for the nature and volume of magma produced. Retreat or advance of the trench hinge has probably been an important process in controlling the presence or absence of magmatism in SE Asian subduction zones. This process also provides a means of replenishing the mantle wedge and counteracting the effects of melt extraction in depleting the wedge. Changes in the nature of recycled material and lithologies of the over-riding plate also have the potential to influence the lavas that are erupted in arcs. Several locations in SE Asia have experienced magmatism bearing the geochemical signature of subduction but are remote from coeval subduction zones. Such magmatism requires an earlier period of mantle enrichment by subduction but may result from localised extension. The distribution of such magmatism may provide information of tectonic value. Some adakitic magmatism occurred in tectonic settings where there is no evidence for subduction of young oceanic crust at the time of magma genesis. Slab melting in such settings is not possible and alternative mechanisms are required to explain the occurrence of, at least some, adakitic lavas.

Establishment of the Cadia East Panel Cave Stage One (PC1S1) commenced with the firing of the first bell in early 2011. Production began with the completion of the undercut in May 2014. PC1S1 used a post-undercut composed of 114 drawbells covering a footprint area of 73 438 m². The extraction level is located at a depth of 1200 m below the surface and is based on a 32 × 20 m El Teniente layout. Cave establishment required the construction of multiple conveyor drifts, a large-capacity jaw-gyratory crusher and ancillary ventilation and pumping infrastructure. Preconditioning via hydraulic fracturing and blasting was implemented at various locations of the cave block height. In the current tough mining environment with lower commodity prices, operators need to improve operational profitability. Optimised equipment asset management is a sustainable way to achieve this objective. The increased efficiency of installed process equipment positively contributes to the circuit performance, affecting metallurgical performance, plant availability and operating costs. Nui Phao Mining Company Limited (NPMC) operates a polymetallic mine located in Vietnam. The circuit produces four main products, tungsten, fluorspar, bismuth and copper. Tungsten is the major revenue producer. The operation experienced the following equipment inefficiencies in its copper and bulk sulfide flotation (BSF) circuits:• lower than expected metallurgical performance - the BSF rougher flotation tails contained coarse (+106 µm) sulfur minerals which affected the downstream tungsten gravity circuit. The unrecovered sulfur competed with tungsten minerals affecting both tungsten recovery and product grade. • structural integrity and safety - the flotation circuit structures experienced excessive vibration beyond the acceptable tolerance levels. The vibration was attributed to the flotation mechanism design and impeller tip speeds. • equipment reliability and wear life issues - the flotation mechanisms were being replaced every six months, with reported failures at three months. This resulted in high operational costs. A mineralogical evaluation of the ore indicated that the coarse sulfur minerals were well liberated and relatively rich in pyrrhotite and pyrite. It was predicted that these particles should be recoverable by flotation under optimum conditions. NPMC worked collaboratively with Outotec to investigate options to improve the metallurgical performance of both sulfur and tungsten. A review of the copper and BSF rougher circuit infrastructure was also undertaken and focused on reducing the structural vibration and improving mechanism wear life. Prior to the circuit upgrade, laboratory and pilot testing was conducted to validate the circuit improvements. The final solution included the installation of Outotec FloatForce® mechanisms in the existing copper and BSF rougher circuits, and a new flash circuit (SkimAir®) treating the rougher tails stream ahead of the tungsten gravity circuit. The flash circuit is unique, as typically these types of cells are installed in grinding circuits. By March 2016, all circuit upgrades were complete, however the initial metallurgical performance was below expectations. NPMC and Outotec worked together to investigate and improve performance through further equipment modifications. Since October 2016, the metallurgical performance has improved significantly. Coarse sulfur mineral recovery has improved, resulting in an overall increase in recovery of sulfur and tungsten of 4.7% and 2.7% respectively. The Outotec FloatForce mechanism has also delivered operational benefits, with a reduction in structural vibration to within acceptable levels (<4.0 mm/s) and an improvement in mechanism wear life by 150%. This paper discusses the BSF circuit upgrades and compares operational data before and after the upgrade to quantify the improvements in metallurgical performance, structural vibration and mechanism wear life. The Southern Alps of New Zealand and the mountains of Taiwan are both young transpressive orogens characterised by rapid uplift and exhumation, high heat flow and vigorous surface processes. Comparing and contrasting the two provides an ideal framework through which to explore the structural and lithological controls on fluid and gold mobility during collisional deformation. Both have two fluid flow systems centred about their drainage divide with shallow topographically-driven meteoric water above a deeper flow system dominated by mineralising rock-exchanged fluids. Despite similar tectonic settings, the distribution of heat flow, hot springs and veins in the two orogens are different. Taiwan has higher heat flow, distributed hot springs and localised veining whereas the Southern Alps have a narrow heat flow anomaly, localised warm springs and widespread veining. We use three-dimensional numerical models to evaluate key parameters that affect fluid flow and gold mineralisation. Models show that differences in crustal strength and thickness affect the locus, scale and rate of crustal fluid flow and hence influence gold deposition at a variety of scales.
