TWENTY-FOUR of the 28 local sections and the two divisions of the Institute were represented at the meeting. Three sections failed to appoint delegates and two of those appointed failed to attend the delegates' meeting proper. Four sessions were held, two on Monday and two shorter adjourned ses-sions on Tuesday and Wednesday. Even at the end many things remained to be said and, in view of the amount of time the delegates lost from technical ses-sions the feeling was general that next year it would be advisable to hold their meeting the day before or day after the general meeting. Every part of the country was represented from Boston to Los Angeles and Seattle to Washington. All phases of Institute work and policy were taken up in the most informal way and the delegates will carry back to the sections, as they brought to headquarters, many ideas that will prove useful and stimulating. The time was divided between reports by the delegates on section activities and reports by officers of the In-stitute and of the various joint activities on the work at headquarters : A. D. Flinn told of the work of Engi-neering Foundation; W. V. Brown discussed the Em-ployment Service; J. A. Sohon explained what the Library is doing; T. T. Read told how the sections could help MINING AND METALLURGY ; H. Foster Bain discussed Institute affairs in general and asked and answered questions. An interesting new feature of the meeting was the appearance by request of Directors Turner and Smith of the U. S. Bureau of Mines and U. S. Geological Survey to answer inquiries as to the needs and work of their Bureaus. So much attention had been paid this year by the western sections to the diminished funds made available at Washington for research on mining problems that many questions came up. The accom-panying figures epitomize the answers.

Discussion of the paper Of ROBERT H. BEDFORD and WILLIAM HAGUE, presented at the Salt Lake meeting, August, 1914, and printed in Bulletin No. 92, August, 1914, pp. 1807 to 1816. W. L. SAUNDERS, New York, N. Y. (communication to the Secretary *) . -Messrs. Bedford and Hague have given us a very interesting and practical paper. No better excuse for such a paper could be desired than the statement made that the expense of drilling. in this mine is one-third of the cost of delivering the ore at the mill. This statement. should be written in red letters, because it applies to a great many mines besides the one referred to and because it is generally true that in a mining plant, as also in papers read before the Institute, more attention by fat is given to the metallurgical side of mining than to the excavation of the ore, and no study of the excavation work is properly made that does not involve a careful inquiry into the merits of the rock drill used. Next in importance to the selection of a good rock drill, in a case where the actual drilling cost is one-third the cost of delivering the ore, is that. the drill should be maintained in order and kept up to its highest efficiency. The best rock chill may run down in efficiency through accidents, wear, or other conditions which are sometimes beyond supervision or control. The machine is usually in the hands of men who know how to get workout of it, not men who know how it works. The best drill runners are not machinists,. but miners. They could not tell you how the valve operates or the principle of the rotation, but they know how to get the work done. A testing machine, particularly the type described in this paper, may he of the greatest value in maintaining a uniform state of efficiency.

The world's petroleum production in 1929 is estimated at 1,479,335,-000 bbl., which represents an increase of about 157,000,000 over 1928, as compared with an increase of 61,000,000 bbl. in the previous year. During the present year a more definite policy of conservation has been seriously considered by the foremost executives of the companies controlling the bulk of domestic and foreign production, and the United States Government has taken an active interest in the development of this program. Definite steps have already been taken and the industry is gradually establishing a foundation for closer and more intelligent cooperation. The entire program, however, is still in a formative or experimental stage. Among other salient constructive steps may be mentioned the establishing of tentative agreements of unification in the price of oil products exported from the United States, the putting into effect of a gas conservation law in California, and the marked tendency towards consolidatlions of the various branches of the industry into larger units. The publication of the draft of the proposed petroleum law in Colombia and of the Mexican Labor Law, on the other hand, has created papre-hension and uncertainty. It is confidently expected, however, that these perliminary drafts will be materially modified before the laws arc promulgated, or otherwise they may destroy the interest they are intended to protect. United States Production in the United States, which remained stationary during 1927 and 1928, increased about 105,000,000 bbl., or 11.6 per cent. This increase is due primarily to deeper drilling in the California fields and to the discovery of new pools in Texas and Oklahoma. Lewis, B. LINDEMUTH, ?New York, N. Y.-I would like to confirm Dr. Howe's supposition that a process could be worked out for steel along similar lines. About 1 ½ years ago, F. D. Carney and myself were working on the elimination of columnar crystals which are particularly evident in nickel steel. We discussed rotation and varying speeds of rotation, but figured that with just rotation the steel would eventually catch-up to the motion of the mold and that the desired effect could not be obtained in that way, so we decided to alternate the direction of rotation. We rigged up in ordinary commercial turntable and on the same mounting attached a blast, furnace and mud gun, which is a simple steam cylinder, and mounted an 18-in. ingot mold on the turntable. The turntable had a stroke of about 10° to 12°, with stops at the ends. The steam cylinder would bang the table against the stops so that the stopping was so violent that it would tend to keep the metal in motion when the mold stopped and thus wash away any crystals that would form. We made quite a few interesting experiments; the results of which were that the columnar crystallization was entirely eliminated. At the same time we cast ingots in a similar mold, allowing the molds to remain stationary; these showed columnar crystals of from 2 to 4 in. in depth. The grain structure of the balance of the ingots, which were rotated, was very much finer than the grain structure of the ingots that were cast and allowed to cool slowly. The experiments were made on a 0.35 per cent. carbon nickel steel, which is probably more susceptible to columnar crystallization than any other. I think that the rolling properties and the forging properties of some alloy steels could be very much improved by a similar method, or some commercial method of casting ingots to eliminate this columnar crystallization.

J. STEVENS*—The authors state that the contamination in the metal was due mostly to the ladle refractories. Did the contamination vary with different brands of refractories or different qualities in the ladle ? C. B. POST (authors' reply)—That would be expected. In our shop we have used a grade of firebrick which is fairly standard. We do use high refractory nozzles to combat this erosion and high refractory sleeves, but there is such a problem when you get a skull in a ladle you just cannot use these high refractory bricks; you rip out the whole ladle getting the skull cleaned up. The acid bricks form a glass, and you can pull the skull out when you do get them. I believe you might find variations among the different refractories depending on how much silicon is in the brick. This determines how much silica is going into the interface between the steel and the brick. Our brick is about 35 pet alumina and 65 pet silica. With a brick of 35 pet alumina in the slag patches new calculations would have to be made. R. PARDEE*—Where can you draw the line in determining the refractories as being a silica refractory ? C. B. POST—More silica than about 50 pet. I think perhaps that is generally the criterion. The brick we use is a good high grade fire brick. T. S. WASHBURN*--With reference to the higher silicon that is recommended as a result of this investigation, is it contemplated that the specified range would be raised to 0.40-0.60 pet silicon, or possibly 0.50-1.00 pet silicon? These higher silicon ranges would affect the physical properties of the steel and consequently there might be some complications with respect to educating the consumers to 'accept this revision of the conventional analysis. R. F. WOOD,* Sandusky, Ohio.-I made a few tests of gun-metal specimens, after I noticed the results on quenching -reported by the Bureau of Standards. The data of one such test are given herewith. The bars were heat treated and quenched before they were machined, and in all cases they were brought up to 700° or 800°. They became extremely brittle,, showed almost no elongation, except such as was caused by the failure of the pieces to fit together after they were pulled, and the tensile stength was reduced from around 35,000 to about 13,000 lb. per sq. in. In addition, the weakening effect of the quenching seemed to be almost as marked when the bar was allowed to slowly air-cool from red to black, and then quenched, as it was by quenching directly from the red heat. Test Bars.-Rough size, 9/16 in. diam. over test section, grips 13/16 in. diam. Cast two in a flask, one on each side of a block 8 by 4 by 1 in. and fin-gated thereto from the grips but not from the test section. Poured with flask in inclined position, with gate to lower end of block and riser from upper end of each test bar. Bars were machined to ½ in. over the test section, after heat treatment. Casting the Bars.-Charge of 1500 lb. consisting of 400 lb. of new metals and 1100 lb. of G turnings and scrap was melted in open-flame oil furnaces and then poured into a 1-ton ladle. From the ladle 150 lb. was poured into a preheated No. 50 crucible, land from this the flasks of test bars were poured. The six flasks are indicated below by the numbers 1 to 6 and the bars in each flask by the letters a and b, thus 4a and 4h, for instance, were the two bars in flask No. 4.

Peche1bronn.—So far Pechelbronn is the only producing district. Figures are given in Table 2 covering the main features of the field, but these figures call for the following remarks: First, Pechelbronn should not' be considered as a single unit, it appears, but as a succession of small oil fields, each of which is affected by very variable conditions. Consequently, certain figures concerning production per acre, production per acre-foot, pressure conditions and thicknesses of oil sands would be so misleading that they have been omitted here. Second, as regards production methods, attention is drawn especially to the fact that 42 per cent of the oil is extracted by the use of shafts and galleries and the remainder by pumping wells. Exploitation, formerly confined to Oligocene sands, has been extended recently to Jurassic and Triassic oil-bearing formations. Gabian.—This small oil field, discovered in 1924, is almost exhausted. Exploitation to date is restricted to three wells. There were no drilling activities in 1933. Exploration.—During 1933, two exploration holes have been started in France. The first, in the vicinity of Lavelanet (Ariége) on the Dreuille anticline, has reached the depth of 2400 ft,.; the second, in the Autun Permian Basin, is drilling at 1300 feet. Northern Africa Morocco.—Drilling operations have been on a large scale in Morocco. In the Gharb district (Souk el Arba area), the deepest well was abandoned in 1933 at 7014 ft. Small irregular productive horizons were encountered in the Miocene at shallow depth, oil and gas showing in the Eocene, but no commercial oil field has been discovered. In the Djebel Tselfat, near Petitjean, a small production of oil was obtained from a Jurassic horizon. In the meantime deeper formations are being explored and a new structure in the vicinity is being tested. In Eastern Morocco, a well is drilling near Taza. Production in Morocco, about 2400 bbl., has not been listed on Table 2, owing to its origin—exploration wells.

THE briquet plant of the Lehigh Coal and Navigation Co., at Lansford, Pa., has previously been referred to.1 It has passed. the stage of experiment and now rests,, on a foundation practically and financially sound. The purpose of this paper is to explain how success has been attained, and to set standards for the development of hard-coal briquetting which may eliminate future failures. All the conclusions are based on actual results, avoiding speculation and theory. Up to three years ago, the L. C. & N. Co. used coal-tar pitch as a binder in making hard-coal briquets. The plant operated with a monthly output of 300 to 600 tons and was unable to meet its own expenses. Naturally, no one was satisfied, especially as the ideals of a smokeless briquet were still unrealized. Then came the Dutch oil process, introduced in this country by the General Briquetting Co. of New York. This process uses as binder a small percentage of heavy residue of petroleum, which, being liquid, permits great economy of handling; it also did away with the most objectionable fumes of the former briquets. This oil2 is not absolutely smokeless; heating the fresh fuel to red heat liberates some low-volatile hydrocarbons, yielding a white smoke which is not objectionable. On the other hand, this oil adds to the briquet about 7 per cent. of volatile matter, giving the product a heating capacity equal to that of the best free-burning anthracite coal. The average silt used in the manufacture of these boulets averages 16.5 per cent. chemical ash, corresponding to 12,000 B.t.u. per pound of coal. The Hydrolene used as binder runs about 17,500 B.t.u. per pound, and approximately 7 per cent. of it enters into the mixture, hence 12,000 X 0.93 11,160 B.t.u. 17,500 X 0.07 1,125 B.t.u. The constantly increasing consumption of Portland cement in the State makes the above subject of particular interest at this time. The increasing demand is due to the rapid settling of the country and the fact that new uses are being found frequently for the above named commercial article. The industry is one that is bound to grow as the population increases, and this being the case it may be well at this time to consider briefly the matter of the chemical and physical composition of proper raw materials. A cement mixture is one that contains approximately 75 per cent, carbonate of lime, 15 per cent. silica, and 5 to 7 per cent. alumina and iron oxides; the other elements being magnesium carbonate and mall quantities of the rarer elements generally associated with limestone deposits. It can be readily seen from the above composition that it is possible to build up this mixture from a number of different materials. First.—A rock high in carbonate of lime can be mixed with clay or shale in such proportions as to bring about the desired composition ; the chief difficulty in the building up of such a mixture is that it is hard to find a clay or shale in which the silica-alumina ratio lies between 4 to 1 and 3 to 1 and at the same time shows physical characteristics which will make certain its adaptability to the practical manufacture of Portland cement. Very often clays or shales are found which are right chemically but contain large quantities of grit or free silica. Such clays or shale must be ground to extreme fineness in the mixture in order to make the silica and alumina combine with the lime when the mixture is burned. On the other hand, clays or hales are often found that have the proper physical characteristics but in which the amount of alumina is too great. Second.—A mixture can be built up of different limestones some of which run above the 75 per cent. requirement and others below;

The group of four papers on ore dreseing read at the Butte meeting, all of them dealing with the recent developments at the Great Falls and Washoe plants of the Anaconda Company, form an extremely important contribution to the subject of ore dressing. It proves the efficacy of the new hindered-settling principles first brought out in a paper entitled Close Sizing Before digging' and later elaborated in a paper entitled Development of Hindered-Settling Apparatus: and it is the first large demonstration on this class of mill that has been made. It must be very gratifying to all mill men to have these papers at hand, charged with careful investigations and results pointing to the conclusions reached; the papers cannot fail to be a great help to every designer of mills and to mill men who are working on this class of concentration. The papers have dealt with their subjects so completely and have demonstrated every point from beginning to end in each case so thoroughly it leaves little for the commentator to say in the way of criticism. Therefore it seems best to him to confine himself to adding a few points of history which he believes will be interesting to the readers. Referring to the paper by Mr. Wiggin, and to the fact that the Richards hindered-settling pulsator classifier was turned down, the writer wishes to say that this classifier was the first of its kind that had ever been introduced, and since that time it has undergone great developments which he believes would overcome the difficulties encountered in the test,. In fact, there was one test made at Great Falls which with the Wilfley tables and vanners brought all the tailings down to 0.36 per cent. copper except the fine slime. The year 1937 brought to south Arkansas increased drilling activity and production. Oil production amounted to 12,159,440 bbl., an increase of 1,504,500 bbl., or 14.1 per cent over 1936. This was the largest production since 1931, and the first annual increase since 1925, when the deeper sands at Smackover were developed. There were 177 wells completed during the year, with 103 oil wells, 6 gas wells, and 68 dry holes, an increase of more than 100 per cent over 1936. Of the 56 wildcat wells drilled, 52 were dry and 4 produced oil. Two new fields, one important extension and three minor extensions were discovered. The trend toward deeper drilling is shown by the fact that 97 wells were more than 5000 ft. deep, including 80 over 6000 ft. and 13 over 7000 ft., although the depth record of 7973 ft., made in 1935, was not exceeded. Geological Section Deeper and more extensive drilling during the past few years, not only in south Arkansas but also in adjacent parts of north Louisiana and east Texas, has furnished much important geological information and has brought out some very unexpected facts in regard to structural and depositional conditions in the series of formations laid down in the interval between the end of the Pennsylvanian and early Cretaceous time. It is now evident that an important basin of salt deposition existed in the Arkansas-Louisiana-Texas area, but it is still an open question whether this salt basin was contemporaneous and continuous with the even larger Gulf Coast salt basin extending from Mississippi to Mexico. The accompanying columnar section (Fig. 1) shows the producing zones and names that have been applied to the several subsurface formations, most of which have no outcrop equivalents. This is for the convenience of readers unfamiliar with recent developments, but the correlations and nomenclature cannot yet be considered final. These formations will be discussed in more detail in various papers to be published in the near future.

Published literature regarding the nation's oil reserve has been largely concerned with the estimated quantities in sight in known producing fields. This proved reserve has never been large in relation to demand. It has been the practice to consider the total future reserve (beyond that in sight within known fields) in the light of the broad potentialities of vast areas of partially explored sedimentary rocks, which are regarded as possible oil territory. Until recently, but little attention has been given to the rate at which the unexplored potentialities may be. converted into the proved reserve classification. To a certain extent, therefore, our contemporary viewpoint on the subject of national oil reserves is characterized by a pronounced contradiction. On the one hand, we measure known reserves as sufficient for only a few years of consumption—i.e., relative scarcity; on the other hand, we are confident that millions of unexplored acres will yield many new oil fields and that countless deeper productive formations underlie many of our known productive fields—i.e., infinite abundance. Of greater significance than the quantitative measure of either of these reserve classifications is the rate at which reserve replenishment must be accomplished in order to maintain an adequate time supply of proved oil reserves. The accumulation of geological data covering broad areas supports the belief that the remaining undiscovered oil reserve is exceedingly large. The distribution of oil in sedimentary formations of practically all ages, from Cambrian to Recent, is suggestive of almost unlimited possibilities; and the relatively small proportion of these possible areas that has been intensively explored in this country is a further index of the probable magnitude of the undiscovered future reserve. The implication that may reasonably be drawn from these observations is that oil, though distributed with less regularity and concentration than its related hydrocarbon, coal, nevertheless is a relatively abundant natural commodity of which the exhaustion appears remote. IN connection with some of the experiments carried out by the writer on the behavior of gas and oil in a sand reservoir,1 an interesting phenomenon was observed which may throw some new light on the problem of recovery of oil from a natural reservoir. The experiments are intended to show the effect of the surface area of the occluded gas masses, originally present in a reservoir, on the further evolution of gas from the oil and its consequent effect upon the rate of production of oil. The apparatus used in the experimental work is shown in Fig. 1. It consists primarily of a sand reservoir R and a displacement chamber D, which is used to induce small variations in volume. The reservoir and displacement chamber form a unit, and a lowering of the plunger D is equivalent to increasing the volume occupied by the oil and gas in the reservoir. The reservoir was first filled with dead oil and maintained under pressure until it was ascertained that most of the free gas had gone into solution. The volume of free gas present in the reservoir was computed from the coefficient of compressibility of the fluids by means of the dis-placement chamber D, reading to 0.005 c.c. and a special gage J reading to 0.02 lb. per sq. in. The oil was saturated with gas under pressure in reservoir S by circulating the oil for a long period of time through the gear pump B. Subsequently, the saturated oil was circulated through the sand reservoir following the circuit S6, B, S5, R4, the sand reservoir R, R1, R2, F4, F1, back to reservoir S. In the following experiments the sand reservoir R was filled with gas-saturated oil at a pressure of 415 lb. per sq. in. with no free gas present. This was ascertained by. closing off all the outlet valves, and determining the coefficient of compressibility of the system by means of the dis-placement chamber D.

The term "survival" in the title means the preservation of a society in which men are free from the political and economic restraints that characterize totalitarian systems, be they communist, socialist or facist. It means the ability to withstand the enemy's offensives in the fields of propaganda, commercial competition and, if necessary, war. The temptation to substitute "victory" for "survival" is great but a realistic appraisal of the creeping socialism and demagoguery that pervade our time indicates that we may have to be content with survival in status quo. "Mineral strength" means assurance that adequate supplies will be available to meet all the contingencies of cold and hot wars. The overall mineral position of the U. S. viewed in the light of these premises is far from secure. It is true that we are the leading producing and consuming nation of the world, but the Soviet Union is gaining and the Sino-Soviet Bloc confronts us with a sobering potential. The emergence of the Common Market in Europe as an economic and political unit places a third independent entity into the competition. Our total mineral output continues on an up- ward trend but the reverse is true in certain strategic commodities. Moreover, consumption is moving ahead faster than production so that there is increasing dependence on imports which has significant adverse geopolitical connotations. There is widespread belief that our resources can at least maintain present levels of self-sufficiency during this critical period in world history, but social dreamers, the labor monopoly, and trade and taxation policies have discouraged aggressive activity in exploration and development, and access to essential foreign sources is threatened by a variety of circumstances. Our stockpiles, belatedly built up to achieve minimum protection against shortages in time of war, are under. political attack and threatened with partial destruction on the basis of what are at best uncertain assumptions regarding the new: look of global warfare.

In addition to uintaite, the Uintah Mountains contain a deposit, or vein, of the peculiar hydrocarbon mineral, to which I have given the name wurtzilite, * in honor of the chemist, Henry Wurtz, Ph.D., of New York, who, in 1865, described grahamite, and who has added to our knowledge of the composition of the hydrocarbon minerals. Wurtzilite and uintaite are very similar in appearance, but are very different in their physical and chemical properties. Both are black, splendent and shining in fresh fracture; but the wurtzilite has a decided toughness, and a degree of elasticity, especially when warmed, which suggests to some persons a resemblance to caoutchouc. It was at first, at Salt Lake, believed and reported to be a mineral form of India-rubber, and great expectations of its value as a substitute for crude rubber were indulged in. It was, however, found that it would not act like rubber with sulphur; it would not incorporate with it and become "volcanized," and it was very refractory and insoluble in the ordinary solvents of rubber and of uintaite. The elasticity, though unlike the elasticity of rubber, led to the reference of the mineral to the species elaterite, the only name under which an elastic bitumen is described in the mineralogies; and it is so called in the list of the mineral products of Utah, given in the last message of the Governor of the Territory. The name elaterite, as used by Dana, covers at least three differing substances, ranging in specific gravity from 0.905 to 1.223. Two of the varieties are soft and elastic, much like India-rubber, and one is occasionally hard and brittle, imbedded in the softer kinds. All are rare, and comparatively unknown, and not generally represented in mineral collections. One of the varieties referred to here is the subterranean fungus from Derbyshire, described by Lister as early as 1673.

THE investigation of the hot-working properties of metals and alloys furnishes a problem which has been attacked in many ways. Tensile, impact and hardness tests on heated specimens have furnished interesting data, but in most cases either the tests are difficult to make or the results hard to translate into terms of practical value. Some investigators have used the drop hammer to advantage. It furnishes a rapid and simple method of comparing the plasticity of metals at elevated temperatures. The indications obtained by its use are of value only in so far as their significance is understood and they can be intelligently used to predict the behavior of a given metal under given hot-working conditions. The work reported here was undertaken not only to add-something to the existing volume of such data but also to contribute to our understanding of the results. Doerinckel and Trockels1 used cylindrical specimens and determined the work required to reduce the specimen to one-half the original height. Ellis2 studied the effect of constitution on the malleability of steel at high temperature. His method and that of Kent3 were similar to the one used in the present work. The tests described by Kent were made on samples of tin, zinc, aluminum, copper, lead, 70:30 and 60:40 brasses, with and without a small quantity of lead. He concluded that the test would "indicate whether a material can be forged at a given temperature without cracking." This interpretation must be used with caution. While it is probably true within limits, one must consider the severity of the forging operation. Again, it will not apply strictly to forms of hot working other than forging. For instance, an alloy running 61.0 per cent. copper, 3.25 per cent. lead, remainder zinc, will crack badly in the test, yet it is extruded commercially. During 1932 the oil industry persistently endeavored to maintain a rate of production that would permit a profitable price structure. Much effort was concentrated on curtailment of both production and drilling. The tendency in curtailment was to shut in reserves where closely held and not subjected to drainage, and to allow town-lot fields such as Long Beach, Santa Fe Springs, Playa Del Rey and Huntington Beach a greater percentage of allotment. Marginal wells were given special consideration; only a small percentage of curtailment wag required, making their operations profitable. Naturally the decline in production of town-lot fields, under slight curtailment, is very rapid, hence production that is restricted in fields controlled by major interests at the present time will profit considerably in the future, as California reserves do not appear adequate to sustain heavy withdrawals over a long period of time. California production during 1932 was much greater than additions to reserves during the year. The state produced 10,701,238 bbl. of crude oil less in 1932 than in 1931, while total stocks (all petroleum commodities) decreased 1,589,524 bbl. Had all operators kept strictly within their allotted 'production, the total crude production decline would have been approximately 20,000,000 bbl. and total stock decrease 3,000,000 barrels. Estimated proven oil reserves for California were 3,965,000,000 bbl. on Jan. 1, 1932, as compared with 3,784,120,000 bbl. as of Jan. 1, 1933, a decrease of 180,880,000 barrels. Approximately 85 per cent of the 178,127,794 bbl. of oil produced during 1932 was withdrawn from old reserves in settled fields and the remaining 15 per cent from new sources such as Kettleman Hills North Dome, Belridge, San Miguelito and Dominguez deep zone. The oil reserves of Kettleman Hills North Dome are estimated to be approximately 50 per cent of the total oil reserves, of California and they may be drawn upon at a much greater rate than the remainder of the state's oil fields.

Officers of the Institute have been entertained by, members at nine meetings in different parts of the country during the months of March and April. Institute policies have been discussed by the officers and by members present at the different meetings, with the result of bringing about a better understanding of Institute policy among the members; it has also been made clear how various suggestions are viewed by members who are not all in close touch with Institute activities and with the policy of the Board of Directors. President Jennings devoted his remarks chiefly to an account of Institute activities in connection with Government service for the war, and presented an able address on the relations of labor and capital; with special relation to possible changes that may be necessary during the reconstruction period following the war. This carries forward the suggestion made by him in taking up the reins of government at the Annual Dinner on February 20, 1918, and makes available a paper which has aroused great interest at the different meetings; this address will be found on a following page. In referring to Institute activities in connection with the war, the President mentioned especially the Naval Consulting Board, the War Committee of Technical Societies, the War Minerals Committee, and the census of engineers prepared not only by the Institute in connection with the Bureau of Mines, but also by the American Society of Civil Engineers, the American Society of Mechanical Engineers and the American Institute of Electrical Engineers. He announced also the appointment of two committees, one on ferrous and one on non-ferrous metals, advisory to the Tariff Commission, and the appointment of a member of the Committee on the Excess Profit Tax, having especially to do with the question of excess profit taxes on gold mines. He also announced the appointment of a new committee known as the Committee on Industrial Organization, which will devote its energies largely to the question of relations of capital and labor and of "human engineering."

In the cyanidation of gold, silver and mixed ores, the solids, suspended in the pulp after fine grinding, primary settling and scries agitation arc subjected to a washing step known, generally, as countercurrent decanta-tion, abbreviated C.C.D The conventional C.C.D. plant consists of a series of separate thickeners—three to five in number—arranged in series on slightly different elevations. Solids settled in the first thickener are pumped at maximum density into the second thickener, where they arc diluted with weak solution overflowing the third. After settling in the second thickener they are pumped to the third, where the process of repulping with still weaker solution is repeated, and so on throughout the system, until they reach the last thickener and are repulped with barren solution or water. Recently there has been developed a new type of thickener, known as the Dorr Washing Tray Thickener, consisting of up to five individual thickeners, which performs in a single unit all the functions of a conven-tional C.C.D plant. Fig. 1 illustrates the essential features. It is a multicompartment tray thickener, in which the trays operate in scries instead of in parallel for countercurrent washing. Feed enters the top compartment via a central, semisubmerged feed well. Strong solution overflows into a peripheral launder. Solids settle to the bottom, are raked to the center and flow into the top of the second compartment, directly below, via an inverted cup and scal. Solids pass downward, compartment by compartment, against a counter flow of wash solution and finally of fresh water. Thus, in accord-:trice with the basic C.C.D. principle, the solids transfer the dissolved metal content to the wash solution and finally are removed by a diaphragm pump from the bottom compartment virtually free of valuable material. Similarly, the wash water, as it flows through the system, becomes increasingly enriched in dissolved metal until it overflows from compartment two and returns to the process.
