SINCE the discovery, of von Laue, that a crystal forms a natural grating for X-rays, our knowledge of the structure of solids has gone forward with rapid strides. This progress is not only of purely scientific interest, but has also yielded direct technological results. One of the most valuable results is the broadening of our knowledge of the structure of pure metals and alloys. To promote these studies it is often desirable to have at our disposal pieces of metal consisting of one single crystal. As is so often the case in the natural sciences, we obtain the best results by making our earliest experiments on pure, simple materials and avoiding unnecessary complications. The Cryogen Laboratory at Leyden followed this method with much success, because the work was done at such low temperatures that the heat movement of the atoms was almost' absent. Similarly we can simplify the studies of metals by leaving out of consideration the influence of the grain boundaries and the mutual influence of the crystals by using unicrystalline instead of polycrystal-line metal. Methods of making single crystals have been scientifically studied during the past few years. Some methods were already known in the arts, but these have been improved and new methods have been developed. For some years past, those interested in the development of the increasingly important mining industry of Canada, havc urged the adoptioi~ by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by Orders in Council and Ministerial Iiegulations. In the earlier stages of development, it is perhaps a matter of neces~ity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, and that any changes required from timc to time should be made only after full and open discu~sioii in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada mas constituted by the Inlperial Statute known as the British North America Act of 1867 (which into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nora Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. In a recent paper,' a very early suggestion by Ludwik2 concerning the nature of the mechanical behavior of metals has becn reexamined and extended. In essence it was suggested that there exists, at least under certain conditions, a mechanical equation of state; that the stress required for flow depends upon the instantaneous values of the strain, strain rate, and temperature, and not upon their past values. It is proposed that under these circumstances thc stress does not depend upon past history of these variables, but is like the temperature of a gas that depends only upon the instantaneous values of the pressure and volume. This notion has not been applied to present-day studies of metals, though it is especially applicable to the study of creep. It is the purpose of this paper to analyze the significance and possible range of applicability of this idea and to determine how it influences the accepted ideas concerning creep. Lead was mined and smelted near Falling Creek, Va., to supply the local demand for bullets and shot. This was the first mining and .smelting of lead in what is now the United States. 1632. In a report made on the minerals of New England, lead-ore is mentioned. (Bishop, I., 470.) 1650. Supposed beginning of mining by Jesuits in Pima county, Ariz. 1651. Grant of lead-mine at Middletown, Conn., to Gov. John Winthrop. 1682. Lead-ore supposed to have been discovered in Wisconsin by Nicholas Perrot. (K. D. (New York Meeting, February, 1913.) THE Elk City mining district of Idaho occupies a position near the geographical center of Idaho county, a region of mod¬erate elevation in the western foot-hills of the Bitter Root mountains. The district comprises an area of approximately 350 sq. miles, bounded oil the west by the Newsome district and on the south by the Dixie and Oro Grande districts. There are no mining districts to the north or east. Elk City, the principal town and the seat of the mining office for the district, is situated in a hydrographical basin surrounded by low hills. The elevation is 4,200 ft. above sear level. Through this basin flow Elk Creek, Red river, and American river, which unite west of town to form the south fork of the Clearwater. The one township is set out from the Bitter Root Forest Reserve. Though a railroad starting from the Stites terminus of the Clearwater Short Line of the Northern Pacific railroad has been under consideration for some years, the camp is yet with¬out railroad facilities. The projected road would follow the south fork of the Clearwater on easy grades, but would be very expensive to build and maintain. While such a road would greatly benefit those who are now operating in the camp, and in a slight degree stimulate interest in its possibilities, there is hardly business enough to warrant its construction.

Accurate knowledge of the solid solubilities of the elements that dissolve in the important base metals is needed for guidance in the preparation and heat-treatment of the alloys derived from these components. While there is still difference of opinion concerning the merits of the X-ray and microscopic methods of determining such solubilities, it is certainly true that the recent extensive use of X-ray diffraction to review the existing constitutional data has revealed many glaring inaccuracies and has brought about a much improved knowledge of phase-boundary locations, which will inevitably come to include all of the important alloy systems. When the work is done with all necessary precautions it appears that in the majority of cases where the solubilities extend beyond a few tenths of a per cent the X-ray back-reflection technique is capable of furnishing the best of information in this field. For the most prolonged and thorough studies it is obviously advisable to combine the results of several methods, in particular, to obtain an agreement between X-ray and microscopic data. This paper reviews the work previously done on the solubilities of phosphorus, arsenic, antimony and bismuth in copper and, in consideration of the uncertainties thus made apparent, presents new X-ray data obtained with the first three members of this group. Copper-phosphorus System Heyn and Baurl found that in slowly cooled alloys phosphorus forms a solid solution with copper up to about 0.175 per cent. Huntington

Although the first application of strip mining dates back to 1866, the true origin of today's problem of land reclamation is found in World War II, when the yawning war machines demanded more, and faster fuel production. To meet the new wartime demands, the strip coal mining companies that had been producing coal for the normal needs of industry and commerce during peacetime worked to the full extent of their capacities but were unable to satisfy the voracious demand. To supplement the production of the established mining firms, a host of temporary, make-shift coal strip operations came into being-road contractors, ditchers and foundation excavators, earth movers of every type became strip coal operators. Unfortunately, many were of the here-today-gone-tomorrow category, and showed little concern for the condition of the land after mining. Likewise, the land owners of the mined properties (most of the land was on royalty lease or tonnage contract) showed little concern. Land owners realized from their acreages more income during the war years of coal production than could have been obtained in two or three lifetimes of conventional farming or other land uses. Most of these mined lands were sub-marginal with little productive promise. As a result the wartime stripping produced most of what are known today as "orphan banks" or "abandoned strip pits." It is of these that so much of the present day complaints about strip mine reclamation are being made.

The Widmanstatten figures found in the steels have been long recognized and in some aspects carefully studied,' especially as they occur in cast hypoeutectoid alloys. Aside from the practical importance of the structures obtained in the steels by various heat treatments, a study of the characteristics of these figures is interesting because of the rich opportunity the system affords to obtain new data on the mechanism of segregation from solid solutions. This opportunity is twofold: first, by changing composition within the austenite range the proeutectoid precipitate may be changed from that of ferrite to that of cementite, thus offering the same opportunity for changing the type of precipitate while maintaining the same basic lattice as that afforded by the Cu-Zn alloys;2 and second, the eutectoid inversion leads upon drastic quenching to the formation of martensite, a Widman-statten figure of unique interest from the crystallographic viewpoint, particularly in comparison with those formed on slow cooling.3 We have, therefore, two types of structure to study: that formed on slow cooling of hypoeutectoid and hypereutectoid alloys, and that formed on quenching hypoeutectoid, eutectoid, and hypereutectoid alloys. For each of these types of structure we require the crystallographic plane in the mother austenite along which the precipitate forms (we shall see that the precipitates in these alloys are invariably platelike in form), and also the orientation of the precipitate upon this plane. KEYNOTE of the technical sessions of the Iron and Steel Division at the Annual Meeting was struck by Leo F. Reinartz in his Howe Memorial Lecture on "The Development of Research and Quality Control in a Modern Steel Mill." In describing recent developments in steel-producing practices at the American Rolling Mill Co. the co-ordination of practical observation and directed research with operations was stressed and was shown to have resulted in economical production of steels of uniformly high quality. Empirical methods based on inaccurate and incomplete experience resulted in the production of commercial products of variable quality and were recognized as inadequate; a research program was therefore initiated that has been justified by its fruits. To name a few outstanding achievements such as Armco iron, steel for electrical sheets, wide continuous strip of superior surface and quality, and non-aging steel is not sufficient to summarize the results of this increasing effort toward better steel products. In addition to the development of new products the faithful observation of operating procedures, the co-ordination of the resulting information, and the standardization of processes have made the steel of today much more uniform and thus more economical and useful to the nation.

TAXES in general are onerous and are not a pleas- ant subject for discourse. There are, however, some very cogent reasons why we should dedicate a part of our thoughts and services to the solution of our taxation problems: The happiness of every individual in the United States depends on the maintenance of a stable government. The collection of taxes is an indispensable function of a stable government, and the power to collect taxes depends in part on the question whether taxes are fair and equitable. As representatives of the mining industry it is our duty to .protect it from tax burdens that are discriminatory or- unjust, As citizens we find that taxation is incessantly endeavouring to unravel the knots in our purse-strings. Many members of the Institute may be consulted .by clients on taxation problems, especially the phases which re- late to depletion and valuation. It is the hope of the writer that the discussion of some of the current depletion and valuation problems will stimulate interest in the problems, and as a consequence of this new interest facts will be ventilated, opinions rendered and services performed, which will be a means of solving the problems to the satisfaction of all parties interested.

The Ardlethan Tin Ltd. concentrator typically recovers 55% of the tin in a gravity concentrate at 51% grade from fresh ore assaying 0.5% Sn. Coarse gravity concentration is performed in a complex circuit involving Reichert cones, spirals, shaking tables and two regrind mills. The paper describes how flow and size-by-size sample data from a steady-state survey were used to construct a computer model of the plant involving 46 process streams. The data reduction involved a computer- aided mass balancing technique, recovery-size modelling of gravity concentrators and the use of a mineral dressing flowsheet simulator. The model was used to simulate possible rearrangements of the available equipment. Early simulations indicated that improved performance could be obtained by using spirals to-treat cone middlings or tailings rather than cone concentrates. A test spiral rig was used at Ardlethan to determine typical performances for all cone product streams and the results were incorporated in new simulations. A revised circuit was recommended and implemented by Ardlethan Tin as far as physical restraints within the plant would allow. Production figures show that a substantial increase in tin recovery and 10-15% increase in milling rate were achieved following the circuit changes, and these improvements were sustained over a six month period.

MINING asbestos ore by caving at Thetford Mines, Quebec, has been described in the Transactions of the Canadian Institute of Mining and Metallurgy in papers presented by the staffs of The Asbestos Corp. Ltd., in 1934, and Johnson's Co. Ltd., in 1941. The production by caving prior to 1949, in round figures, has been 14,500,000 tons of ore by The Asbestos Corp. and 5,500,000 by Johnson's Co. They are the only caving operations in asbestos at the present time. The Jeffrey mine of the Canadian Johns-Manville Co. at Asbestos, 40 miles southwest of Thetford, is well along in preparations for caving, and The Bell Asbestos Mines Ltd. at Thetford Mines, will follow their examples later. Nearly all of the asbestos produced by the western hemisphere is mined in those districts of Canada. Since it has been the subject of a number of technical papers, this contribution is offered as a review of progress. Some introductory information seems appropriate, for few members of the American Institute of Mining and Metallurgical Engineers are familiar with the mineral, or how asbestos deposits differ from others in caving characteristics. Asbestos is found in peridotite, a basic intrusive rock irregularly altered to serpentine and erratically fractured, well enough to cave in bulk, but leaving many blocks of solid ore of all sizes scattered through the deposit. Chrysotile is the variety of asbestos produced in Canada. Its fibers are the most valuable commercially, having a good proportion of long fibers, strong, silky, flexible, and suitable for spinning. The fibers occur in all lengths, from the microscopic to 3 in., or more, the shorter are more abundant. Their values depend on length combined with other qualities noted above. They occur as veinlets filling fissures in the peridotite, with crystals compactly arranged in parallel across the cracks. They are sometimes lightly frozen to the walls but the partings are distinct, often marked by particles of magnetite adhering to the fiber ends. Sometimes they break away from the rock in slabs an inch or more in thickness. In wide fissures the fibers are not always continuous, the "broken fibers" being separated by lines of parting with occasional scattered grains of magnetite, which is an injurious mineral to be elirninated when possible. In addition to the chrysotile ''Cross fiber," some "slip fiber" is found in fault fractures in limited quantities of less valuable character. With the exception of the Asbestos Corp, ore, in which the content is said to be more uniform, asbestos is eccentrically distributed through the peridotite. It is the general impression that the higher grades are more often found in hard rock. There are rich pockets and leaner areas which range down through various grades to minor barren sections. Wholesale mining is necessary to make sure of recovering all the high grade for there are no reliable indications of its existence. Ore selection only appears in constructing assay-grade limits for caving. The mill yield of the Thetford ore body in 1934 was 6 to 10 pct of the ore milled, made up of all classes, with occasional runs up to 15 pct or so. Quotations for Canadian asbestos* are as follows: Per Ton No. 1 Crude (% in. and longer) $896 @ $960 No. 2 Crude (Y8 to % in.) 350 @ 545 Spinning (less than % in.) 204 @ 378 Other classes, price diminishing with length. This paper describes a simulation model developed to analyze truck haulage problems as they are found in the open pit mining and construction industries. The model, using a computer, cycles trucks between their assigned loading and discharge points over a measured haulage route. Required parameters for model operation include the number and type of operating trucks and loading units, maximum truck acceleration and velocity, a realistic vehicular deceleration rate, and the ratio of ore to total material loaded at each origin. Equipment performance characteristics, system profile characteristics, and service time distributions are also included. Records are kept of all waiting times at the loading and discharge points and of any truck interference on the haulroads (moving queues), and a current journal of ore and waste production is maintained. In the pursuit of reduced truck haulage costs, management is confronted with three particular problems in truck and shovel mines. 1) What is the best assignment of trucks to shovels in the system? 2) If new equipment is needed, which new shovels and trucks will operate most effectively in the system? 3) Are any physical changes in the haulage layout warranted to increase productivity? For small open-pit mines the answers to these questions may be obvious. However, for larger operations complex problems are encountered with production and system configuration relationships usually being unknown. The mining simulator discussed here was developed to aid management in evaluating alternative pit-haulage schemes to reduce the risk involved in the selection and assignment of equipment in open-pit truck and shovel mining systems. There are two fundamental differences between this model and other truck haulage simulators: one is a difference of degree, the other a difference of kind. This model can simulate more complex systems than previous models by allowing transportation of material from multiple mine faces to multiple mine destinations and by being readily adaptable to a wide variety of mine layouts. The second difference that characterizes the model is the standard simulation of truck movements. This technique enables each vehicle to perform according to its mechanical capabilities and the physical profile of the haul road. Among the similarities between other truck haulage simulators and this model are the recognition of the probabilistic nature of certain service times in the system and the use of a digital computer to operate the model. The computer inherits the staggering computational and bookkeeping work loads and provides a means for compressing the time scale by allowing several days' operations to be simulated in a matter of minutes. DISTRIBUTION SYSTEM Basic aspects of the system analyzed here may be brought into focus by referring to Fig. 1, a schematic of the typical open pit truck-shovel operation programmed into the simulation model. A single stage materials handling scheme is employed to transport both ore and waste. Loaded trucks are directed to a crusher or stockpile if ore is being mined, while overburden is conveyed to a waste dump. Each shovel has a given number of assigned trucks and has two associated haulage routes, one for waste and one for ore. Up to 5 shovels and as many as 10 trucks per shovel (or a total of 50 trucks) can be operated in the model. Essentially the model, using a computer, cycles trucks between their assigned shovels and the proper discharge points over measured haulage routes. INTRODUCTION In this paper, a numerical process for selecting a mining method, with the emphasis on underground mass mining techniques, such as caving, induced caving, and stoping, is proposed. In the past, selection of a mining method for a new property was based primarily on operating experience at similar type deposits and on methods already in use in the district of the deposit. Then, the chosen method was modified during the early years of mining as ground conditions and ore character were bet- ter understood. Today, however, the large capital investment required to open a new mine or change an existing mining system make it imperative that the mining methods examined during the feasibility studies and the method actually selected have a high probability of attaining the projected production rates. Although experience and engineering judgment still provide major input into the selection of a mining method, subtle differences in the characteristics of each deposit, which may affect the method chosen or the mine design, can usually be perceived only through analysis of measured characteristics. The parameters that must be examined when choosing a mining method include: 1) geometry and grade distribution of the deposit; 2) rock mass strength for the ore zone, the hanging wall, and the footwall; 3) mining costs and capitalization requirements; 4) mining rate; 5) type and availability of labor; 6) environmental concerns; and 7) other site-specific considerations. This paper encompasses a detailed look at the first two parameters since they, plus mining costs, have the greatest impact on the selection of a mining method. The proposed method selection process is for a project where drilling has defined sufficient geologic reserves, but little or no underground development has been done. Since each deposit has its own characteristic geanetry/grade distribution, and rock mechanics properties, mining method selection should be at least a two-stage process. In Stage 1, the deposit is described in terms of geometry, grade distribution, and rock mechanics properties. Using these parameters, the mining methods can be ranked to determine which are most applicable; they can then be considered in general terms of mining and capitalization cost, mining rate, type and availability of personnel, environmental concerns, and other site-specific considerations. In Stage 2, the most likely mining methods are costed out, based on a general mine plan. Mining and capitalization costs are used to determine a cut-off grade fran which a minable reserve can be calculated; economic comparisons can then be made to determine the optimum mining method and economic feasibility. During the mine planning phase of Stage 2, rock mechanics information would be used to provide realistic estimates of underground opening size, amount of support, orientation of openings, and caving characteristics, and open pit slope angles. If ground control or operational problems should be encountered with the methods being considered, modifications could be made. Although planning on paper extends start-up time, it is cheaper to err on paper than to find the error after mining has begun. METHOD SELECTION - STAGE 1 The main purpose of Stage 1 is to select those mining methods which should be considered in greater detail. The simplest way to do this is by defining those characteristics required for each mining method and then determining whether the characteristics of the deposit are suitable. However, no one mining method is so restrictive that it can be used for only one set of characteristics, as indicated by the classification system proposed by Boshkov and Wright (1973). In the mining method selection proposed, geometry, grade distribution, and rock mechanics characteristics are ranked according to their acceptability for ten general mining methods.
