The fifth convention of the National Foreign Trade Council was held in Cincinnati, Apr. 18, 19 and 20. More than one thousand accepted delegates were registered, the American Institute of Mining Engineers being represented by W. L. Saunders and W. N. Thayer. The convention was called to order Thursday morning, Apr. 18, in the convention hall of the Hotel Gibson; by the Chairman, Mr. James .A. Farrel, president of the U. S. Steel Corporation, and was in continuous session for two clays, several group sessions being held simultaneously. The convention adjourned Saturday morning after receiving the report of the central committee. The dominant themes of the convention were: First, "Win the War" and second, "Establish Foreign Trade on a. Firmer Basis." The discussions included textiles, lumber, chemicals, automobiles, finance, and agriculture, and also those things in which mining engineers are particularly interested, metals, oil, and coal. The report of the central committee, which was adopted, recommended the stimulation' of production of all materials required for war purposes; the subordination of all trade that will not impose new and heavy penalties on our adversaries; the maintenance of such foreign trade as will support national credit and supply materials required for military and naval purposes; the continued interchange so far as possible of merchandise and products between the United States and. During the past four years I have had occasion to make quite extensive use of steel castings in the manufacture of testing-machines and large scales for Messrs. Fairbanks & Co. The failure of some of these' castings at stresses much below those which were claimed for them by the makers, induced me to institute a series of experiments to determine the actual constructive value of the steel castings now to be obtained in this country. The art of steel-casting is rapidly improving, almost every issue of the scientific press bringing accounts of some new development; consequently, the results of the following experiments are only exponents of the value of steel castings as at present made. In order to make the examination as thorough as possible, ten sets of patterns were made and forwarded to as many different firms in the country who advertised to make steel castings. The first part of the accompanying table gives a list of these manufactures, together with the price per pound. The order accompanying the patterns simply requested the manufacturer to supply two castings from each pattern of his ordinary product of steel. These castings were sent to me and paid for in the usual manner, so that it is probable that the samples fairly represent the quality of the average of steel castings, and are free from the suspicion of being "special runs." Thermodynamic calculations predict the species vaporizing from metal-oxide mixtures when reliable free energy functions, enthalpies of formation, and dissociation energies are available for the possible gaseous and condensed oxide components. Calculations of the oxygen to metal ratio in the vapor phase compared with the oxygen to metal ratio in a liquid metal saturated with oxide impurity are presented The possibility of purifying metals contaminated with oxide by vacuum melting or by distillation is discussed. Kinetic considerations affecting rates are neglected. IN recent years extensive information has been obtained on the thermodynamic stability of gaseous oxides of metals due to a variety of new types of measurement. Perhaps the greatest amount of information has come from the application of mass spec-trometry to the study of high-temperature vapors.' In many instances oxides of quite unusual oxidation states are found to be important in the high-temperature vapors. At low temperatures the standard free energy change for a reaction as given by the equation ?F° = ?H° - T?S° is determined primarily by the AH" value. However, at higher temperatures where the value of T in the T?S° term is large, the entropy term becomes equal to or greater than the AH term. At low temperatures only reactions for which AH is negative or only slightly endothermic are of importance. This restricts the main equilibrium species largely to those with completed octets or those with the principle oxidation number of the element. At

ONE of the most prominent features of our present-day industrial development is the ever-increasing demand put upon materials of con-struction. Engineering ingenuity, within the past 25 years, has been unusually active, and in some fields at least engineers frankly say that engineering design has progressed as far as the limitations imposed by the properties of the present materials of construction will permit. Consequently, they are today demanding improvement in their working materials and seeking new ones, through the aid; of which the present limitations of design may be overcome. The activity of this search is evident in all fields, but it is particularly so in that of structural materials required to be resistant to corrosion. The corrosion resistance of metals and alloys is never absolute and all-inclusive; a particular alloy will withstand some corrosive conditions well and fail utterly tinder others. Furthermore; other properties, physical and mechanical, required in-conjunction with corrosion resistance vary considerably for different commercial applications. One wants a soft, ductile sheet metal resistant to atmospheric corrosion; another, a high-strength- alloy resistant to sulfuric acid. The last decade has witnessed active and definite progress in the development of high-strength, corrosion-resisting alloys. In June, 1924, a symposium by the American Society for Testing Materials, on Corro-sion-Resistant, Heat-resistant and Electrical-resistance Alloys, disclosed no less than 60 commercial alloys the properties of which were described as being suitable for industrial service where corrosion resistance

Briquetting is apparently a very simple operation, yet it has offered so many mechanical and chemical difficulties that it required almost a century to place it on a commercial basis. Since 1860, however, the progress has been steady and satisfactory, and to-day, for most of the European coal companies, the briquette-plant is a very profitable investment. Among the many applications of scientific knowledge to further economy by recovering and utilizing by-products and raw materials, there is possibly none which deserves the attention of Americans to a higher degree than briquetting. The recent miners' strike in Pennsylvania, which resulted in a scarce and irregular supply of coal at a high price, has advanced the possibilities for briquetting, and as a consequence public interest has grown rapidly. THIS paper is the nineteenth of a series from the Aluminum Research Laboratories, presenting the results of the investigations of equilibrium relations in aluminum-base alloys made from electrolytically refined aluminum. In previous papers equilibrium) relations have been deter-mined and correlated for 12 binary systems. Equilibrium relations have also been determined for portions of the aluminum corners of three ternary systems (aluminum-iron-silicon, aluminum-magnesium-silicon and alu-minum-copper-magnesium). The object of the present paper and those to follow is to increase our knowledge of the aluminum corner of the more important ternary systems. In 1926 Dix and Keith? suggested a new method for designating the phases encountered in alloy systems. The system has been used to a very limited extent 1,2,3. The system has since been slightly modified and will be used in this and future papers. In the system as modified, a phase is designated by placing in parentheses the chemical symbols of the elements essential to the formation of that phase. The symbols in the parentheses are separated by dashes in order to clearly distinguish them from a chemical formula. Elements that are not necessary to the formation of the phase in question, but which may be present in solid solution, are not indicated in the designation. If two or more phases would have the same designation according to these rules, they are dis-tinguished by prefixing Greek letters, and are definitely identified by X-ray diffraction patterns.

THE investigation herein described was carried out for the purpose of studying, both by chemical and metal-lographical means, the extent of over-oxidation of steel that can be accomplished by excessive over-blowing in a Bessemer converter. In addition there are appended some results of basic. open hearth and crucible steels. Remarks on Chemical Methods. The test block used was hemispherical in shape, 4.5 in, in diameter and 2 in. thick. Drillings for analysis were obtained by drilling through the entire solid part of the. block, carefully avoiding all cracks anti blow-holes and mixing these drillings thoroughly. Drillings were carefully examined for scale and the finest were gone over with a microscope to be sure all scale from whatever source had been. removed. Oxygen was determined by the well-known method of Ledebur, modified according to Cushman,1 with, however, the removal of the preheating tube, which was found unnecessary. This method has been found to give concordant results. Blanks run from 0.0003 to 0.0006 g. Duplicate determinations varied not more than 0.001 to 0.003 per cent. It seems to be generally supposed that the hydrogen method gives only that oxygen which is combined with iron. Whether this be true or not, the content of oxygen existing as iron oxide no doubt predominates sufficiently, so that the result obtained is sufficient to indicate whether the steel is over-oxidized or not.

NORTH AMERICA has for many years led the world in phosphate production, but with development of African deposits and their marketing conditions with respect to European countries, this leadership will shortly pass to Africa. Algeria, Egypt, Tunis, and Morocco have large phosphate reserves and a correspondingly large production because of easy mining and a ready European market, which was developed during the war. An increase in home consumption is destined to develop for the eastern American fields, and the countries of the Pacific will provide a market for the western producers. New processes indicate a decrease in fertilizer costs, which will encourage a more widespread domestic use and assure better marketing conditions. The African deposits, although benefited by a water haul, have the disadvantage of being isolated from a source of acid so that the crude rock is shipped from Africa to its destination, whereas in the United States the chief product shipped is acidulated rock or various types of superphosphatic fertilizers. The principal types of phosphate deposits used in the manufacture of fertilizers are guanos, apatite, phosphatic marl, phosphatic limestone, phosphatic shale, and phosphate rock which is also known as phosphorite. Some of these deposits are found on each of the continents; Table 1 gives their occurrence, age, location, character, extent, etc. Most of , the information found in this table represents a compilation of information published elsewhere in a different form and widely scattered.

THE function of gas in the development and production of oil has far reaching consequences that should be emphasized. The technical aspects of the subject have recently had a great deal of attention but less thought has been given to fundamental concepts underlying oil and gas law and the many customs and practices that have grown up in the industry. I shall re- view briefly the advance in knowledge of the subject and attempt to relate these concepts to legislative, judicial and operating problems. Early writers on oil and gas in Pennsylvania noted their close association in oil pools and their contemporaneous decline in output; also, that as gas pressure decreases so does production, that new offset wells reduce the output of existing wells, and even that tubing a well lengthens its flowing life. Expanding gas was deduced as the principal expulsive force. These fundamental observations had been made at least as early as 1880.l They were treated, however, as academic considerations and did not greatly influence law or practice for many years except to instil into all operators an urgent desire to hasten offset drilling to obtain as much of the flush as possible.

INCREASED production and con¬sumption of all metals, indicate the progress of industry toward that condition formerly thought to be normal. With no market limitations on silver and gold the two new precious-metal mines, the Silver Queen (now the Golden Queen), in southern California, and the Sunshine, at Kellogg in northern Idaho have made progress toward a high routine production. The Golden Queen 300-ton mill is finished and ready. The Sunshine mill has been enlarged and production is now at the rate of 500 tons per day of high-grade silver ore. The Hecla Mining Co. is developing the Polaris vein, which should be the extension of the Sunshine to the east. Some rich ore is reported. The developments of the' East African Gold Fields, Ltd., in the Lupa gold field of Tanganyika Territory, have made good progress, but operation in an isolated locality is not rapid and a large plant will be required. There have been no other discoveries reported that can be compared with the three mentioned, but production has increased, with greater capacity in dredging equipment and underground mines more adequately prepared for production.

IT IS doubtful whether anything new can be said upon this subject and, therefore, it is with considerable hesitation that l prepare this paper. On account of my recent connection with the Department of State as its law- officer, perhaps I will be pardoned if I discuss this subject briefly from the point of view of that branch of the Government. , I cannot, of course, speak for that department, since I have-no connection with it at-present, but it may be helpful if I set down certain* of the factors which in my opinion and from my experience have a bearing on this international problem. With oil-burning ships, motor vessels, motor vehicles, airplanes-all consuming, astonishing quantities of petroleum or petroleum products; with the United States having within its borders only 12 per cent. of the petroleum resources of the world, and consuming about 70 per cent. of the world's output; with the more enterprising nations wide awake to the necessity ; of obtaining and preserving as large a share as possible of the oil resources extant ; the 'problem is peculiarly and in a, very practical sense an international one.

THE hoisting equipment selected for use at the Hecla mine in 1907 was one of the first Ilgner type Ward-Leonard controlled hoists put into ser- vice. Development of the Hecla below the 2000-ft. level, which is the ultimate depth of the old equipment, and the additional service required by the "Star," necessitated additional hoisting capacity. It will be our endeavor to give j70u a brief summary of the engineering which determined the selection of the new equipment. The engineer in making his decision as to size, speed, etc., must .make a duty study approximating as closely &s possible the actual opePating conditions which will eventually result. Primarily, it is necessary to know what work must be done. The amount of material which must be hoisted under the maximum condition, as well as its distribution from the various levels of the mine was carefully studied by the mining engineering department, as the ore reserves, their relative-position and the probable method of working them had to be considered. The final figures reached, taking into consideration four different operating conditions, were, in tons per day, as follows:

Attention is called to the changes in officers of the Committee, whereby Albert Sauveur becomes Vice-Chairman, and Herbert M. Boylston, Secretary. Three new members of the Committee have been added, as follows : J. Esrey Johnson, Jr., William Kelly, William R. Walker. The death of Dr. F. WV. C. Schniewind is a severe personal blow to the members of the Committee, as well as a loss on the technical side that will be hard to fill. During the absence of Mr. Kirchhoff in Europe the activities of the Committee will be under the charge of Professor Sauveur.

The comments by George L. Gates are appropriate to the characteristics that we sought to feature in our study and they are appreciated by the authors. In our laboratory deposition tests the smoothness of the surface seemed to be more important than the type of surface. However, we also noted that even where very smooth glass, plastic or polished metal coupons were used, scale deposition still occurred though the rate varied. Much more information is needed, however, and new work to solve the mineral scale deposition problem by mechanical and chemical means is expected to continue.

The fourth National Exposition of Chemical Industries will be held in the Grand Central Palace, New York, during the week of Sept. 23, 1918. Dr. Bacon, of the advisory committee, is now head of the Chemical Warfare Section of the National Army, and a member of General Pershing's staff. The coming Exposition will be the largest ever held, and it will be necessary to use four floors of the Grand Central Palace. The exposition is a war-time necessity, and regarding it as such, each exhibitor is planning his exhibit so that it will be of. the greatest benefit to the country.

Y.).--I presume, gentlemen, that Mr. Howard's experience with the Great Falls basic-lined converter has been as regards the tonnage produced from a single lining, perhaps, a world's record. About 6 months ago Mr. Howard shut down and tore out what was left of the first basic-lining which was installed at the Old Dominion, the lining having produced something over 70,000,000 lb. of copper. This was due probably not only to the very excellent grade of the matte which was produced by the smelter there,
