With over one year experience, Western Deep Levels Ltd., reports satisfactory operation with new features of its 200,000 ton per month gold reduction plant. Western Deep is Anglo American group's newest gold mine. It is situated 43 miles west of Johannesburg on the West Wits Line and will ultimately be extracting ore from a depth of 13,000 ft. Although the plant was put in production in March 1962, after a three month break-in period, construction of the fifth milling section was not completed until last month.

The mechanism of blasting and the effect that blasting has on rock properties including the generation of new cracks and the opening of existing joints is discussed and compared with changes in seismic velocities. .Knowing the extent of blast induced damage and the overall stable slope angle it is shown that it is possible to design blasting so as not to induce any damage behind the toe of the blast area. Practical methods of blasting to meet this criterion and the results of these blasts are then discussed.

The effectiveness of coal mine face ventilation and the ability of airflow to maintain satisfactory methane and respirable dust levels in the working face area has been studied through the use of scale modeling techniques and underground testing procedures. In particular, consideration has been given to examination of the effects of operation of a high airflow, machine mounted dust scrubber unit on face air patterns. Results obtained through a cooperative study with the Peabody Coal Co. demonstrate that new mining cycles can be considered that increase production efficiency while maintaining satisfactory ventilation conditions.

IN February 1952 Freeport Sulphur Company started exploration work on a group of lateritic deposits at Moa Bay, Cuba. As a result of successful exploration work and a vast amount of metallurgical research over the past five years, these deposits will soon become a new Free World source of nickel and cobalt. Moa Bay lies on the north coast of Oriente Province, the easternmost part of the island, about 600 miles east of Havana and about 40 miles east of the U. S. Government nickel plant at Nicaro.

Generally speaking, there is nothing very difficult about taking good microgrztphs of photogenic thin sections or grains with a petrographic microscope-camera setup. However, sometimes it is desired to show some detail that cannot be illustrated satisfactorily by the usual micrographs taken with parallel polarized light, with crossed nicols, or even with two micrographs. A simple procedure giving good results has been used at Battelle Memorial Institute for subjects falling into this classification, and it is believed to be of interest, especially to research people who must sell a point to executives through the medium of well-illustrated reports. The following problem illustrates a typical application: It is desired to photograph a thin section of an iron ore to illustrate the character and association of the iron oxides and the individual quartz crystals. A magnification of 75 dia. is acceptable. A micrograph of the field in question (Fig. Ia) was taken with parallel polarized light. Due precaution was taken to provide critical illumination, correct exposure, a sharp focus, a good darkroom technique, and other essential conditions. It illustrates correctly the iron oxides, but it fails to show the individual quartz crystals. A micrograph of the identical field (Fig. Ib) was taken under the same precise conditions, but with crossed nicols. It gives a better idea of the character of the individual quartz crystals but is likely to be misinterpreted unless accompanied by a lengthy descriptive note. This micrograph suggests that the centrally located, large black area is composed entirely of iron oxides. That this' is an incorrect interpretation is evident by reexamining the micrograph of Fig. Ia. The correct interpretation is that the dark area contains quartz crystals oriented with their optical directions parallel to, or nearly parallel to, the vibration directions of the polarizer and analyzer of the microscope. Thus, the executive, or anyone who had not done the work personally, would get no more than a fair interpretation, even if two micrographs were included; and in the interests of both brevity and clarity, one micrograph usually is more desirable. Exactly how many quartz crystals occur in this region cannot be told from the two micrographs, and a printing of the two negatives in register would likewise not show the detail desired. Thus, it is evident that some subjects cannot be satisfactorily illustrated by the usual procedures. In photographing Fig. Ic the light was subdued and, during the entire exposure of 75 sec., the analyzer nicol was rotated uniformly in its mounting from a crossed position to 45° uncrossed position to introduce the desired amount of contrast in the various individual quartz crystals. In the good old days of the folklore of the mining industry, grizzled prospectors obtained a few loose dollars from friends and neighbours then wandered off to eventually return with the great discovery which became the core of the new corporate empires. Alternatively, merchant banking barons obtained exclusive rights to just about anything of future value over hugh nation-size territories. Some of this probably still goes on, likely with about the same ineffectiveness and waste of effort and money as in the past. CURRENT CONCERNS IN MINING In today's difficult climate in the mining industry, for that matter in all industry, effectiveness is the vital consideration. Cost effectiveness -- more bang for the buck -- is especially important in such an area of high risk as mineral exploration. And there are other factors to consider. Since minerals are depleting resources, the mining inddustry is constantly confronted with the reality that those resources extracted today must be immediately replaced if a resource enterprise is to continue. And if growth is to be achieved, even more resources must be found to support future expansion. The current and immediately foreseeable climate internationally for the mining industry creates a special need and urgency for aggressive and successful exploration, certainly in Canada, if not also in the United States. Depressed world markets and prices have turned yesterday's economic reserves into today's waste, hopefully to be converted into economic ore again in some distant time. One way of replenishing reserves and maintaining a viable mining industry is to find and develop mines which are economic under short-term depressed price and market conditions. This probably means higher grades. A new copper discovery with the right combination of characteristics to be an attractive investment even at today's pices for copper would still merit development into production. Exploration is the only way to find such mines for the difficult short-term conditions. Another important consideration is that normally many years stretch from the first thought of conducting exploration to production -- in those rare instances where an economic discovery is made. If discoveries are not made today, then there will not be any projects to develop when business conditions are more attrative. This industry and the vast number of skilled professionals who are part of mining, are faced with two key problems that underlie the need for a junior exploration segment. One consideration is how to maintain exploration during those years, indeed eras, of recession and depression. We are in such a time now. Throughout the world, major companies have sharply cut back, if not eliminated completely, exploration expenditures other than what is vitally necessary and easily and inexpensively done at the known and producing deposits. And related to that consideration, even more important today than during happier times, is how to finance such necessary ongoing exploration if major companies and governments back away because of financial stringency. CANADIAN SUCCESS In Canada, such problems are being tackled with a success which is capturing worldwide attention. The ability of mineral explorers to obtain willing, eager, high-risk capital is achieving even more outstanding results than in the past. These results are reflected in the widespread continuing exploration ativity in Canada which even spreads into the United States, with some outstanding discovery successes. The most notable exploration success from junior mining activity is the discovery of the Hemlo gold camp in northwestern Ontario, a source of gold which promises to rank with the South

A method is shown for the study of the creep rate dependence of metals on the applied stress under the condition of constant structure. The method was applied to pure aluminum and to dilute solid solution alloys of magnesium, copper, germanium, zinc, and silver in aluminum. A linear relationship was found to exist between the true stress and the logarithm of the creep rate. ALTHOUGH extensive creep data are now avail-Aable, the fundamentals of the creep phenomena are as yet only vaguely understood. Many attempts have been made to formulate theories for creep. Eut their agreement with fact has been disappointing. It appears that merely pyramiding more of the same type of data that is now available will not provide the essential aid toward formulating a better understanding of the complicated process of creep. Perhaps attempts to construct better models for the mechanism of creep might have to be tentatively abandoned until new types of definitive creep data are uncovered. The question therefore arises regarding what type of data might be needed to provide the essential knowledge for formulating better and more realistic theories of creep. Perhaps one source of the failure to uncover an adequate theory arises from the fact that practically all theories for creep and nearly all analyses of experimental data on creep disregard the well-known fact that the structure of metals changes during creep. For example, it is customary in evaluating the effect of stress on the creep rate to correlate the secondary creep rate with the applied stress. But, as has been demonstrated recently,' the structures obtained during secondary creep tend to exhibit deformation banding at high stresses and polygoniza- tion at the lower stresses. Consequently the stress-secondary creep rate relationships found in this way are not fundamental, inasmuch as they reveal not only the effect of stress but also the effect of differences in structure on the secondary creep rates. It is the purpose of the study reported here to isolate the effect of stress alone on the creep rate in an attempt to provide new data for possible formulation of a better theory of creep. In addition an attempt will also be made to ascertain how structure, temperature, and alloying might affect the stress-creep rate relationship. The procedure that was adopted was simple: A specimen was precrept at a given engineering stress U, (initial engineering stress during creep under constant load, namely the load divided by the initial area of the specimen) and temperature T to a selected engineering strain, e (engineering strain, namely, the instantaneous gage length minus the initial gage length divided by the initial gage length), at which time the true stress was reduced to some lower value of the true stress, ^ (the true instantaneous stress, namely, the load divided by the instantaneous area). The instantaneous true creep rate, i, (the true strain rate; with E, the true strain, namely, the natural logarithm of the instantaneous over the initial gage length) following reduction of the true stress to U, was then determined. Second, third, etc., tests were conducted under identical conditions except the stress was reduced to yet lower values, us, u,, yielding yet lower instantaneous creep rates, ;, and i,. Inasmuch as the precreep conditions were identical in each series of tests, the instantaneous structures obtained immediately after reducing the stress were presumed to be identical.

A CLEAR understanding of the factors that deter-mine the consumption of zinc metal is essential to a proper survey of the future of the industry and the relation of the several producing districts. With a view of explaining a sound basis for the consider-ation of some of the problems facing the zinc-mining industry of the Oklahoma-Kansas and Missouri district some of these factors are here set out. The zinc industry of the United States furnishes metal for three major uses, viz.: (1) zinking iron and steel (galvanizing); (2) brass making; (3) sheet rolling. Other important uses are for lead desilverization, the manufacture of castings, including die castings, and the manufacture of zinc oxide by the French process, which consists in burning spelter. The use of zinc for galvanizing comprises the coating of sheets, tubes, wire and shaped products, the latter ranging from chains to buckets. The brass-making industry may be sub-divided into manufacture of red brass, yellow brass and white brass, the percentage of zinc in these products being roughly 30, 40 and 80 respectively. The use of white brass is relatively a new thing and it may attain considerable proportions as a substitute for yellow brass. WHEN Magma Copper Company in 1952 set about finding $100,000,000 to finance the project of developing and equipping the property of its lusty progeny, the San Manuel Copper Corporation, A. J. McNab, president and guiding genius for both companies (and incidentally a mining engineer by profession), determined that he would avoid the mistake frequently made in such circumstances, of underestimating the cost, and thereby running short of funds before the job was completed. The fear that this might happen was one of the reasons why insurance companies, one potent source of "big" money, were reluctant to finance the enterprise. How, they asked themselves, would Magma, a relatively small company, get additional money in such a contingency? Insurance officials' thumbs were turned down. Conditions Imposed by R.F.C. The upshot was the negotiation by Mr. McNab for San Manuel of a contract with the Reconstruction Finance Corporation, dated July 10, 1952, whereby needed monies in amount up to $94,000,000 would be advanced as a loan, bearing 5 per cent interest. Arrangements were made for the separate financing of the new $10,000,000 town, needed for the project, through the Del E. Webb Construction Company of Phoenix, Arizona, and M.O.W. Homes, Incorporated, of Los Angeles. Thus the $94,000,000 drawing account was believed ample to provide for building the railroad, the mine plant, the concentrator, and the smelter, as well as for the underground development of the mine needed to start production. Dynamic rock mechanic as it pertains to blasting has involved several areas of active research effort. Among the important problems which have been the subject of research are wave mechanics in rocks, mechanisms of rock breakage, cratering, applications of similitude, energy partitioning of explosives, coupling, and other related factors. In some of these areas many problems have received fairly complete answers, while in others, investigations have raised new questions while attempting to answer existing ones. The slabbing mechanism explains many of the phenomena observed in blasting, but is hot the complete answer to observed breakage and fragmentation phenomena. There is currently a gap between coupling experimental results and theory. Applications of similitude to open pit blasting have been made unnecessarily complicated. Basic scaling laws for large true and apparent craters have not been derived for either chemical or nuclear explosives. There are few useful data and little developed theory on the partitioning of energy of explosives in all types of blasting. No suitable mathematical model has been developed which will describe the stress waves in rock which are responsible for rock breakage: Significant progress has been and is being made in these areas of research, however. ELASTIC AND NONELASTIC WAVES Complete solutions for spherical wave equations in viscoelastic media are not available in the literature. Equations for certain viscoelastic models do show limited promise, however, of being applicable to rock masses, particularly for pulse type phenomena. High gradient magnetic separation, first introduced in 1968 as a means for the removal of very fine magnetic contaminants from clay, is no longer a new technology. Applications to a number of solid-solid and solid-fluid separation problems are now being exploited. Recent pilot tests and full-scale industrial installations of high gradient magnetic separators and filters have established their commercial viability and have demonstrated their superiority both in efficiency and cost effectiveness to conventional prior-art methods for water treatment and mineral processing. In high gradient magnetic separators, the magnetic trapping force for fine, even weakly magnetic particles is greatly increased over those available in previous magnetic separators. These very strong trapping forces are created on the edges of fine filamentary ferro- magnetic materials in the presence of a strong background magnetic field. In the basic cyclic high gradient magnetic separator, particles are trapped in the filamentary matrix until it is loaded, at which point the magnetic field is turned off, and the filter is back- flushed. Applications of cyclic high gradient magnetic filtration for water treatment include filtration of waste and process waters in steel mills. Treatment of hot rolling mill scale pit effluent and cold rolling mill emulsion has been successfully tested, and 2-meter diameter SALA-HGMF® magnetic filters have been installed at Japanese steel companies for the treatment of recirculating scrubber waters in a de-gas- sing system. We are living at a period of the world's history in which social phenomena are on so vast a scale, are of so profoundly soul-searching a nature, and are occurring in such rapid succession in the great world drama in which we are both actors and spectators, that, in our efforts to obtain a rational point of view in relation to them, our minds may fail to discern the simple in the complex and our understanding is liable to become confused or even overwhelmed. To the social student whose: scientific training has convinced him of the truth of the evolutionary law, Natura non facit salium, it is neither the vast scale of the events, their deeply soul-stirring nature, nor their rapid succession that matters so much, as the discovery of the underlying principle or law in accordance with which the disintegration and reintegration, which are the two aspects of social evolution, or indeed of evolution everywhere, are occurring. He is most deeply concerned in seeking an answer to the question: Have we in the present great and perplexing upheavals in human society, whether regarded in Central Europe, in Russia, in Great Britain, or in America, a really new cause at work, or, have we, though on a very large scale, merely new manifestations of the working out of an old principle? When we think of the appalling struggle in Europe, into which the world's greatest exemplar of democracy was finally drawn, no one has any hesitation in admitting that the great conflict was fundamentally a life-and-death struggle for self-preservation and self-propagation on the part of autocracy. The variations we meet with in the statement of the cause of the war arise mainly from differing distances of perspective; but in the last analysis all agree that the autocratic system of political gov ernment, which found its very soul and center in Prussian despotism, was consciously arrayed in a final "world-power-or-downf all" struggle against a love of freedom which was steadily widening and deepening throughout the world, and particularly throughout those parts of the world where this love of freedom and justice hasfound expressionin democratic institutions. It is not irrelevant to our discussion to recall in passing that this most imposing structure ever conceived by the human mind as an instrument of tyranny is lying today an irretrievable mass of ruins, completely over-

C.-Consider the United States broadly and the distribution of the salt industry. Think of the old solar-evaporation process up in New York State, then of the more recent processes in Michigan and Kansas and Louisiana, where the rock salt furnishes a large industry, then of the solar-evaporation process at Salt Lake, then turn to the crucial place in the United States, where there is an embarrassment of salt, and that is California. I am not forgetting' the immense body of salt east of that in the Virgin River country of Utah; but in California the situation is interesting. There are very large quantities of salt in the Searles Marsh region; again, in Southern California, at the southern end of Death Valley, there are two or three mountains of salt which have been explored recently, where the salt is sufficiently pure to be used at once. There is also a large deposit of gypsum, and it would be possible there, by extremely cheap means, to produce an amount of salt sufficient to furnish the United States' greatest needs. The principal reason that capital has been deterred from developing such a large mass is not the fact that solar evaporation produces a great deal of salt around San Francisco, but the fact that if potash salt is to be produced in connection with the salt in the borax region a, great deal of ordinary salt must be disposed of. It cannot be dumped, for it would get back into the brine again; the first rains would bring that salt back into solution again. It must be sold, given away, or hauled to a distance, which would mean a considerable freight charge. The salt will be going begging. E. G. SPILSBURY, New York, N. Y.-The remark of Dr. Day's regarding the likelihood of the production of a large amount of waste salt brings to my mind the condition that obtains in Germany in all of the potash fields. In Germany salt is a government monopoly. In the development of the potash deposits, it becomes a grave question as to how much salt they may be allowed to extract and bring to the surface.

INTEREST in the sink-float plant operated by the Bunker Hill and Sullivan Mining and Concentrating Co. at Kellogg, Idaho, has recently been largely confined to the preparation and reconditioning of the galena medium. The ease and simplicity of these operations in a concentrating mill producing a flotation lead concentrate has occasioned enough comment to possibly justify a brief description. The subject is treated from an operator's viewpoint only; no effort is made to discuss it in a theoretical or technical manner. PLANT AT BUNKER HILL The sink-float plant was first operated in December 1941. It was built for the purpose of quickly increasing mill capacity with a minimum of equipment. It is the Huntington-Heberlein sink and float process using galena medium and is operated under license from the Sink and Float Corporation, New York city. Lead-zinc ore from the Bunker Hill mine is crushed to pass a I ¼ in. screen and is then washed and separated on vibrating screens having 4 ½ -mm. round-hole punched plates. The screen undersize, amounting to 33 per cent of the mill feed, is dewatered and sent to the ball-mill feed bins. The screen oversize goes to the sink-float plant, where 50 per cent of the oversize, or 33 per cent of the mill feed, is float, which is washed free of medium and disposed of as a tailing. The remaining 33 per cent is sink, which, after washing, is crushed to pass ½ in. and joins the undersize in the ball-mill feed bins. The normal plant capacity is 1700 tons per 24 hr. About 1.7 per cent of the total lead and 3.3 per cent of the total zinc in the feed is lost with the sink-float tailings (Table I). [ ] More complete descriptions of the H. H. process and Bunker Hill sink-float plant are given in several recent articles, listed at the end of the paper. PREPARATION OF MEDIUM AT BUNKER HILL New medium is made intermittently as needed, usually 12 hr. in each 6 days. A small portion of the current mill flotation concentrate is diverted from the lead cleaner cells to a I-in. vertical sand pump and pumped to a two-cell 36-in. Agitair flotation machine, where NaCn and ZnSO4 are added and the grade of concentrate is improved as shown in Table 2. Tailing from this operation is returned by gravity

Y.:-The engineers of the country are waking up to the possibilities of waste-heat boilers. As the cost of fuel increases, and as more attention is given to economies, it is evident that a great deal may lie gained by utilizing heat that has ordinarily been wasted. The art in the manufacture of' waste-heat boilers has. advanced so that it will now pay to install them under certain conditions where it would not have paid to install boilers constructed in accordance with older methods. In using boilers where the gases are at a comparatively low temperature, a great deal depends on the method of baffling the boiler in securing good results. The Babcock & Wilcox Co. has made a careful investigation of the laws of heat transfer and has applied the same to waste-heat boilers, which have been carefully tested under operating conditions, with the result that we now know what to expect with different arrangements of baffles and heating surfaces. The old idea of installing waste-heat boilers was to provide an arrangement where the draft loss would be a minimum, and little or no attention was paid to the effect of different systems of baffling on the steaming capacity of the boiler. In some instances, to secure a minimum draft loss no baffles were placed in the boilers. After making a most careful study of the subject it developed that this practice was bad, and that to obtain the best commercial economy, in place of endeavoring to obtain a minimum draft loss, an arrangement should be used that would lead to the maximum amount of heat transmission with a comparatively high draft loss. In nearly every case the amount of resistance of the gases fussing through the boiler involves the use of an induced-draft ,fan, but the additional capacity developed by the boiler over that which could be secured with the older designs, through arranging the heating surface properly and using proper baffles, much more than pays for the increase in the steam required to drive the fan.

The 1200°C isothermal sections of the following ternary phase diagrams were investigated: Cr-Co-Nil Cr-Co-Fe, Cr-Co-Mot and Cr-Ni-Mo. In all these systems the u phase was found to form extended solid solutions. Two new ternary phases of unknown structure were identified. The existence range of intermediate phases of transition elements was correlated with 3d electron vacancy concentrations. THE occurrence of extensive ternary d solid solutions in the Cr-Co-Ni and in the Cr-Co-Fe systems was described in a brief note.' More recently d- solid solutions were also found in the Cr-Fe-Mo system by two independent groups of investigators.2,3 The existence of binary d phases in the V-Co and V-Ni systems, predicted in ref. 1, was experimentally discovered recently by Duwez and Baen and independently by W. B. Pearson, J. W. Christian, and W. Hume-Rothery.5 Duwez and Baen stated two general conditions for the occurrence of the d phase in alloys of the transition elements: "(1) The atomic diameters of the two metals do not differ by more than 8 per cent. (2) One of the two metals has a body-centered cubic structure while the other is face-centered cubic, at least in one of its allotropic forms." In the course of an extensive research program conducted at this Laboratory under the sponsorship of the NACA, several ternary systems, containing d solid solutions and also certain new ternary phases, were investigated. The present report describes the investigated portions of the 1200°C isothermal sections of the following ternary phase diagrams: Cr- Co-Ni, Cr-Co-Fe, Cr-Co-Mo, and Cr-Ni-Mo. It was found that the range of existence of the d phase in these four ternary systems, as well as in one of two ternary systems which were investigated by others, can be fairly consistently described in terms of electron vacancy concentrations. This supports the suggestion of Sully and Heal" that the d phase is an electron compound. Experimental Procedure The ternary alloys were prepared by vacuum induction melting in zirconia and alumina crucibles. Lot analyses of the metals used are given in Table I. Specimens of all alloys were annealed at 1200°C in an atmosphere of purified 92 pct helium and 8 pct hydrogen mixture. Alloys consisting mainly of

This paper has been prepared with the principal objective of recording the results of the Bureau of Mines exploration of five major clay deposits in the Western Region. It is based mainly on data contained in unpublished Bureau of Mines reports. Acknowledgment is made to the Federal Geological Survey for its cooperative work with the Bureau of Mines, to the various State geological and mining departments, and other State and local agencies. Clay Exploration by the Bureau of Mines Much has been written and published on clays and clay deposits relating to their refractory, ceramic, and other qualities but such literature is lacking in analyses of the available alumina content of the clays and provides little indication of their possibilities as a source of alumina. With this new objective in view, a great many of the known clay deposits were reexamined and new ones discovered. The Bureau of Mines made preliminary examination of numerous areas in the western United States. Five of those most favorably indicated were systematically drilled, and in each a large amount of high-alumina clay has been found. These five major projects are Molalla and Hobart Butte, in western Oregon; Cowlitz-Castle Rock, in southwestern Washington; Ione, in California; and the Olson-Troy area in Idaho (Fig. I). Preliminary scout drilling was done in the Stockton deposit at Coeur d'Alene, Idaho; the White ware deposit near Lewis-town, Mont.; and 13 areas in the Spokane or eastern Washington region, where the most favorably indicated area, known as the Excelsior, is now being drilled more systematically. Preliminary drilling was undertaken in numerous areas adjacent to the major deposits and others more remote. As a result, large additional clay possibilities were found. The Clay Deposits The clay deposits under consideration are of the sedimentary or transported types, parts of which have been altered further by the agencies of weathering, ground water, or hydrothermal action. There are extensive deposits of residual clays in northern Idaho and in eastern Washington, but they have been found to be low in the available alumina and to contain much free quartz, mica, and unaltered feldspar. To be of value, they must first be subjected to beneficiation to remove these gangue minerals. The sedimentary clays have been derived largely from the decomposition, erosion, and transportation of granites, gneisses, schists, and basalts. At Molalla, some

WE are living at a period of the world's history in which social phenomena are on so vast a scale, are of so profoundly soul-searching a nature, and are occurring in such rapid succession in the great world drama in which we are both actors and spectators, that, in our efforts to obtain a rational point of view in relation to them, our minds may fail to discern the simple in the complex and our understanding is liable to be-come confused or even overwhelmed. To the social student whose scientific training has convinced him of the truth of the evolutionary law, Natura non facit saltum, it is neither the vast scale of the events; their deeply soul-stirring nature, nor their rapid succession that matters so much, as the discovery of the underlying principle or law in accordance with which the disintegration and reintegration, which are the two aspects of social evolution, or indeed of evolution everywhere, are occurring. He is most deeply concerned in seeking an answer to the question: Have we in the present great and perplexing upheavals in human society, whether regarded in Central Europe, in Russia, in Great Britain, or in America, a really new cause at work, or, have we, though on a very- large scale, merely new manifestations of the working out of an old principle? When we think of the appalling struggle in Europe, into which the world's greatest exemplar of democracy was finally drawn, no one has any hesitation in admitting that the great conflict was fundamentally a life-and-death struggle for self-preservation and self-propagation on the part of autocracy. The variations we meet with in the statement of the cause of the war arise mainly from differing distances of perspective: but in the last analysis all agree that the autocratic system of political government, which found its very soul and center in Prussian despotism, was consciously arrayed in a final "world-power-or-downfall" struggle against a love of freedom which was steadily widening and-deepening throughout the world, and particularly throughout those parts of the world where this love of freedom and justice has found expression in democratic institutions. It is not irrelevant to our discussion to recall in passing that this most imposing structure ever conceived by the human mind as an instrument of tyranny is lying today an irretrievable mass of ruins, completely over-
