SAFETY in open-pit mining receives a minimum of notoriety, but its significance in profitable and efficient operation is as great as in other methods of mining. Open-pit operators from Arizona, New Mexico, and Mexico, exchanging ideas on safety at a symposium during the recent annual meeting of the Arizona Section, AIME, discovered unanimity of opinion that the successful safety program depended on managerial and supervisory support with the vigorous cooperation of the employes. Safety Organization The operation of a safety program is dependent on the ability of management to project enthusiasm through the company organization. This requires a suitable method of communication to the supervisory and employee levels so as to approach them in a manner that will inspire cooperation. Safety committees comprised of various combinations of managerial, supervisory, and employe personnel are frequently used for this purpose. The open-cut mine of the Chino Division of the Kennecott Copper Corp., Santa Rita, N. Mex., operates its program through management, a full-time safety engineer, and two safety committees, the Departmental and Shops Safety Committee and the Central Safety Committee. The Departmental and Shops Committee consists of one employe from each department and shop and the safety engineer. The selected members serve for a period of one month. This committee meets once a month, the only representative of management being the safety engineer because it is believed that employes will speak more freely when their supervisors are not present. The duties of the committee are to report hazardous conditions and make recommendations, but the committee has no authority to approve or disapprove. The Central Safety Committee is comprised of supervisory personnel from all departments and shops, and one member of each of the five bargaining organizations. Members of this committee are permanent and hold meetings soon after the departmental group to take action on recommendations of the latter. The committee system insures participation of all levels of personnel in the accident-prevention program, thereby stimulating safety consciousness. The New Cornelia branch of the Phelps-Dodge Corp., uses three groups to conduct the safety program; the General Safety Committee, Division Safety Committee, and the operating-unit safety meetings. The unit safety meetings provide for active participation of employes in discussion of various phases of the program. Within these groups vigorous opinions regarding safety are often expressed and the workmen are critical if they recognize a digression from the adopted safe-practice procedures. These monthly discussions give the program vitality. The Division Safety Committee is composed of the division superintendent and the division department heads, and follows an established pattern in discussion of all phases of the safety program. The General Safety Committee, made up of the manager, division, and department heads, makes decisions on policies and procedures; it renders decisions on recommendations and suggestions. Management at the New Cornelia branch feels this system of safety committees and meetings has been active in advancing the program. -4s a result of world economic conditions brought about by the European war and the consequent loss of European markets for Venezuelan crude, production in Venezuela decreased from 205,433,000 bbl. in 1939 to 186,134,000 bbl. in 1940, or 9.4 per cent. This decline interrupted a steady annual increase in production from the country, which had been continuous since 1932. The Maracaibo Lake Basin in western Venezuela accounted for 135,738,000 bbl. during 1940, or 73 per cent of the total, as against eastern Venezuela's production of 50,396,000 bbl., or 27 per cent of the total for the country. Corresponding figures for 1939 were 167,688,000 bbl., or 82 per cent of the total from the Lake Basin, and 37,744,000 bbl., or 18 per cent from the east. These comparisons indicate the increasing importance of the newer developments in eastern Venezuela, but it is unlikely that production from the east will ever exceed that from the west. In all, 429 new wells were completed in Venezuela during 1940 as compared to 438 in 1939. Of the 1940 completions, 411 were in proved areas and 18 were wildcats; 389 (95 per cent) of the exploitation wells drilled were producers, I was a gas well and 21 were dry holes, while 6 (33 per cent) of the wildcats drilled were producers and 12 (67 per cent) were dry; 263 of the exploitation wells and 4 of the wildcats were in the Maracaibo Lake Basin and 148 exploitation wells and 14 wildcats were in the east, mostly in the State of Anzoategui. Exploration of the light-oil areas in the Tia Juana and Lagunillas fields was con- tinued during the year with favorable results. Along the lake shore, drilling was confined principally to fill-in wells in the La Kosa, Tia Juana, Laguni!las and Bachaquero fields, although some important semi-exploratory drilling was done in the Pueblo Viejo area between Lagunillas and Bachaquero fields. The only other developments of particular interest in the west were the successful completion of a step-out well lying to the south of the former southern limit of Mene Grande field, which adds considerable proved acreage to that field; and the failure of two wildcats that were drilled near the Colombian border to determine whether the productive sands of the Petrolea field in the Barco Concession, Colombia, extend into Venezuelan territory. In the east no new fields were discovered during the year, although five wildcats were completed as producers. Three of these, Guario No. I, Jusepin-56 and LM-I (Leona), discovered important extensions to previously proved areas and the remaining two, Cantos-I and SPN-I (Socororo), were subsequently proved to have tapped productive sands of small extent and operations in these areas have been suspended. The greatest activity in the east was concentrated in the Oficina field, where 105 new wells were completed during the year and production was increased from 22,540 bbl. per day during January 1940 to 57,627 bbl. per day during December 1940. Important development work was also done in the Jusepin. San Joaquin and El Koble fields.

Boron has been used to produce nonaging low-carbon sheet steel. Retention of the necessary minimum amount of about 0.006 pet partially killed the steel. Amounts exceeding about 0.012 pet increased the degree of deoxidotion, piping tendencies, and possibility of hot tearing in primary rolling. Semikilled practice resulted in good ingot yields and satisfactory surface quality. Aluminum added with the boron provided a protective de-oxidizer. Good drawobility was indicated by performances of the steel in a limited number of deep-drawing trials. Some problems with hot-tearing and boron-analysis procedures were overcome. Metal lographically, the boron semikilled steels revealed some structures not usually found in plain low-carbon steels. IN 1943 Low and Gensamer1 reported that strain aging, which hardens and embrittles ordinary low-carbon rimmed steel, was due to nitrogen and carbon, and that oxygen played a relatively unimportant role. Since then, many investigators have substantiated their findings and indicated that nitrogen is particularly potent. Commercially, today's most widely produced non-aging sheet steels for deep drawing are either aluminum killed or vanadium rimmed types. The difference in deoxidation practice, alone, is evidence that oxygen is apparently not an important consideration in control of strain aging. The fact that nitrogen is important is apparent in the consideration that has been given, knowingly or unknowingly, to the amount combined with aluminum and vanadium. Patents were granted to Hayes and Griffis2 for the processing of aluminum-killed steel, and to Epstein" for the manufacture of vanadium rimmed material. Certain prescribed steps in producing these steels can be correlated with the formation of the respective nitrides within certain temperature ranges below the usual hot-finishing temperatures. The potential nonaging properties of either type can be reduced or suppressed by cooling too rapidly to permit the aluminum or vanadium to combine with nitrogen. Subsequent suberitical annealing of the cold-rolled strip, however, normally forms the nitrides and produces the resistance to strain aging. Titanium-killed nonaging steel, described by Comstock,1 forms a nitride in the molten state and is essentially nonaging throughout its processing. Zirconium-killed steel, which was investigated briefly by the author,* appeared to have similar nitride- forming characteristics. It is known" that chromium can produce nonaging rimmed steel, but relatively little is known of the potentialities of some of the other nitride-forming elements such as boron, silicon, columbium, and cerium. In attempting to develop a new nonaging cold-rolled sheet steel with good drawability, the following factors were considered pertinent. Such a steel would necessarily have a low carbon content and therefore have a relatively high degree of oxidation when made in a basic open-hearth furnace. If the denitriding element were also a deoxidizer, a part of the addition would be lost as oxide. The degree of deoxidation would determine whether the steel is rimmed, semikilled or killed, and also could be expected to have an important bearing on ingot yields and ultimate surface quality. Assuming that the pattern for the production of cold-rolled sheets would not be changed to any great extent, the nitride must form in the molten steel, in hot rolling, in subsequent cooling, or in annealing. The nitride, once formed, should resist dissociation and be stable in the final product. Usually an excess of the nitride-forming element is required to combine with sufficient nitrogen. If the element used is a strong ferrite strengthener, a small excess may markedly decrease drawability. With aluminum and vanadium, about 0.03 to 0.05 pct in the steel is preferred. Epstein has said" that about 0.30 pct chromium is required. Titanium nonaging steels are hard unless a sufficient amount (about 0.30 pct) is added also to combine with the carbon. The cost of the necessary amounts of these latter two elements discourages commercial acceptance. Silicon was considered as a possible nitride former, but since amounts up to 0.10 pct in rimmed and semikilled steels do not induce marked resistance to strain aging, larger amounts are apparently required, which would tend to harden and strengthen the ferrite. Of the other elements mentioned, all but boron are expensive heavy-metal elements. Stoichi-ometrically, almost an equal weight of boron would be required to combine with the nitrogen—-ordinarily about 0.003 to 0.006 pct in scrap-practice open-hearth steels. Boron is a slightly stronger deoxidizer than carbon but is less powerful than zirconium, aluminum, or titanium. Thus a rimmed-steel practice might be possible. There is much in the technical literature concerning the hardenability effects of minute amounts of boron in killed steels but very little about its behavior in low-carbon material—particularly as a ferrite strengthener. The available data indicated a need for better information concerning the effects of boron in low-carbon strip steels. Experimental Work Development of a Boron-Treated Nonaging Strip Steel—Initial attempts to produce a boron-rimmed strip steel employed 3-ton basic open-hearth heats which could be teemed into molds large enough to sustain a normal rimming action. Boron as ferro-boron was added to the ladle in small amounts because of the reported hot-short character of aluminum-killed heat-treating grades containing more than about 0.005 pct boron. A simple method has been developed with which flowing bottom-hole pressure data from two-rate flow tests in oil or gas wells can be analyzed to estimate the formation permeability, skin factor and average reservoir pressure. The required pressure data are obtained by observation of the transient bottom-hole pressure behavior after the stabilized producing rate of the well is changed to another, higher or lower, rate. The new method yields the same information as a conventional pressure buildup analysis, but eliminates the need for closing in the well. The analysis of a two-rate flow test is of the same degree of difficulty and requires about the same engineering time for application as a conventional pressure buildup analysrs. The extended closed-in periods experienced with conventional buildups because of long, low-rate afterproduc-tion periods are eliminated by fIow tests. Other anomalous pressure buildup effects, such as "humping" due to weli-bore phase segregation, can be successfully eliminated with the new method. Generally, flow tests of about 24 hours' duration run with conventional pressure measurement equipment are sufficient for interpretation purposes. Field testing of the two-rate flow test method has established that it is a reliable and economical method which can be used in many instances to complement or even replace conventional pressure buildup methods. INTRODUCTION The principal method for estimating formation permeability and well damage, or skin factor, in a producing oil or gas well is the analysis of shut-in bottom-hole pressure buildup data.' This familiar method has been used quite successfully by reservoir engineers for many years. It is based on the solution of the radial flow equation for constant rate conditions, and requires that the well be closed in for a sufficient period of time to obtain a clearly defined linear portion on the plot of observed t + ?t bottomhole pressure vs log t + ?/?t(where At is shut-in A? time, and t is producing time to the instant of shut-in). From the slope of the plot and other normally obtainable data, the permeability, skin factor, and reservoir pressure at infinite shut-in time (if the reservoir were infinite) can be estimated. Over the years several drawbacks have become apparent in the use of conventional shut-in pressure buildups for determining permeability and skin factor. The conventional pressure buildup interpretation theory assumes that a well is closed in at the sand face and that no production into the well occurs after shut-in. In practice, of course, the well is closed in at the surface, and inflow into the well continues until the well fills sufficiently to transmit the effect of closing in to the formation. This adjustment period is commonly referred to as the "after-production" portion of the pressure buildup. In the tight reservoirs, long, low-rate after-production periods frequently occur, and the well must be shut in for several days or, in some instances, even weeks to obtain an interpretable buildup curve.' Obviously, such long shut-in times can cause loss in current income, both from reduced oil production and from the fact that personnel and pressure measurement equipment are occupied with a single well for too long a time. In other cases, even long shut-in periods do not seem to be of much aid in obtaining an interpretable buildup." If there is considerable phase redistribution (liquid fallout or bubble rise) after a well is shut in, then curves with no interpretable portion are often obtained during the buildup. In addition to instances in which wellbore effects cause trouble, there are also cases in which the major objection to use of the closed-in pressure buildup is simply the fact that the well must be shut in. When there is no proration and when the well has limited producing capacity. closing in the well means loss of income. From the foregoing discussion it is apparent that it ib desirable to have an alternative method of obtaining the same information as that derived from a conventional buildup without the need of closing in the well. One possible solution which has been offered for this problem is the use of a bottom-hole shut-in tool' which isolates the major portion of the flow string from the formation face during the buildup. In this paper an alternative method which is frequently successful in avoiding wellbore effects and which does not require the use of special equipment is presented. A new, simple method has been developed with which the flowing bottom-hole pressure data from flow tests in oil or gas wells can be used to estimate permeability, skin factor and the average reservoir pressure. The required pressure data are obtained by observation of the transient bottom-hole pressure behavior after the stabilized production rate of the well is changed to another, higher or lower rate. The need for closing in the well is eliminated, and pressure measurement periods of only 18 to 24 hours arc usually sufficient, even in tight reservoirs. Thus, the new

None of the currently used methods of testing bentonites as binders for strengthening iron ore pellets is entirely adequate by itself. Since more knowledge was needed about 1) which properties of bentonite most affect pellet strength, and 2) the precise mechanism by which strengthening is produced, attention was paid to possible new techniques for rating bentonites. With the structural nature of bentonites — in particular, the montmorillonite component — the possibility of rating bentonites on the basis of zeta potential was investigated. These bentonites were also rated by conventional tests and measurements, including colloid content, barrel yield, pH, chemical analysis and physical tests on green and dry pellets. A mechanism for pellet bonding based on electro-kinetic forces between the bentonite and the iron ore concentrate appears to be feasible. In pelletizing, from 6 to 18 lbs of bentonite is added per ton of concentrate to give strength to the green and dry pellets. In some operations even more bentonite than is required for strengthening purposes must be added for moisture adsorption to pennit balling of the concentrate. Since bentonite is thus a major item in pelletizing, more knowledge about the way in which bentonites act as binders and better ways of rating this ability would help in the difficult job of selecting the right bentonite for a given concentrate. The fact of the matter is that although several methods are in current use for testing bentonites, none of these methods are consistently foolproof. For example, a given bentonite may rate high by several standard tests yet turn out to be a poor binder, and of course the reverse also occurs. Actually, more knowledge is needed about 1) which properties of bentonite most affect pellet strength, and 2) the precise mechanism by which strengthening is produced. In this study attention is therefore paid to possible new techniques for rating bentonites. With the structural nature of bentonites as a starting point, we investigated the possibility of rating bentonites on the basis of the zeta potential, i.e., the electrokinetic ootential on the montmorillonite colloids — the main component of bentonite binders. The zeta potential technique was applied to a range of commercial bentonites from several areas in the U.S. and abroad. MY conclusions apply to the engineer in California ore hunting; and, because the product has been overwhelmingly gold, that means gold-ore hunting. But, I wish to think of ore hunting, not as employment for engineers, but as engineering. I wish, moreover, to think of it as productive of ore in significant quantity. The small mine, even if good, means little. Only new districts, or large extensions of old districts can engage our attention here. The conclusions are summarized as follows: (1) The bright color of California mining history comes from the suddenness and intensity of its outburst of gold. Had the mining been averaged from the start, it would soon have become dimmed among greater industries. For fifty years, California has proceeded as an agricultural, timber and oil, but not a mining region. 1

FOLLOWING careful study of the relations of the Institute to students and the younger members of the profession, the Membership Committee recommended to the Board a change of plans abolishing the Junior Associate class of membership, substituting a -Junior membership and providing for Student Associates. The Board adopted this report at its meeting on Nov. 23, and asked Counsel to draft the necessary amendments to the By-laws, and gave formal notice of intentions to amend as provided in Section I, Article XI1 of the existing By-laws. The By-laws as it is proposed to amend Article I, 11, 111, IV, X, and XI follow. The new plan requires no changes in the other Articles. The matter will come before the Board for vote on Jan. 25.

DURING the first years of operation of the titanium and iron mine of the National Lead Co. at Tahawus, New York, efforts to increase production were hampered by the increased load put on the facilities for sharpening churn-drill bits. The ore and rock are extremely hard and abrasive and it was necessary to sharpen and harden a large number of bits per day to keep the churn drills supplied. Efforts to increase the capacity of the bit shop by a two-shift operation were not wholly successful in that it was hard to train men to do a satisfactory job of sharpening and tempering the bits. The number of bits that were improperly tempered increased, thus boosting the daily requirements for bits at the drills and increasing the load on the bit-sharpening facilities.

PREPARATION of mechanically loaded coal in mines where seams contain considerable impurities is a subject that requires careful consideration before machines are installed, unless provision is made at the tipple for its preparation. Conditions vary a great deal in the different seams, so much so that a mechanical loader may be unsuccessful in one seam and yet the same machine may make good in another where conditions are different. The effect of impurities in the coal seam on mechanical loading will also vary according to the thickness of the seam. In thin seams impurities will be more difficult to remove than from thick seams, as will appear later. For the past several years the New River Co. has done considerable experimenting with loading equipment and during this process has changed from one machine to another.

During the year, there were 570 oil wells completed for a total daily initial production of 365,352 bbl. The daily oil potential of the field, effective Jan. 1, 1935, as established by the Texas Railroad Commission, was 306,102 bbl. with a daily allowable of 58,800 bbl., whereas, on Dec. 31, 1935, the potential was 587,376 bbl. with a daily allowable of 57,800 bbl. Because of the limited market demand, the allowable decreased although the potential increased. In August, the five-day test for determining the potential production of a well was replaced by a 24-hr. test. The reason for this change was that some of the oil-pur-chasing companies contended that too much oil in excess of the limited market demand was produced during the five-day tests. Dry Gas.—During July, the Texas Railroad Commission supervised the first complete and accurate field-wide test of open flows that has been made in this area. The total open flow as determined at that time was 16,426,085,000 cu. ft, There were 79 gas wells drilled in '935, with a combined open flow of 2,408,000,000 cu. ft. and 50 depleted oil wells were plugged back for gas with a total open flow of 529,800,000 cu. ft. The total new gas production for the year was, therefore, 2,937,800,000 cu. ft. The 17 natural-gas pipe lines drawing on the Panhandle supply of fuel gas withdrew a daily average of 420,497,507 cu. ft., or a total of 153,481,-590,000 cu. ft. for the year. The 44th Texas Legislature passed a statute known as House Bill No. 266, which was designed to prohibit waste and protect correlative rights by compelling the ratable production of gas. The part of the law relative to withdrawal of sweet gas became effective Aug. 1, 1935, and the part referring to withdrawal of sour gas became effective Oct. 1, 1935. Three of the major pipe line companies attacked the validity of the ratable production feature of the new law and a preliminary injunction was granted by the Federal District Court. The final hearing on the incrits of the case is scheduled for the early part of January. THE decision of the lower court (United States District Court for the Southern District of New York) in the suit of the Dwight & Lloyd Sintering Co., vs. John E. Greenawalt has been affirmed by the United States Circuit Court of Appeals for the Second Circuit. In the original suit, infringement of seven patents was alleged, these covering the process of producing a sinter .out of finely pulverized metalliferous ores as practised in shallow pans operating intermittently in distinction to the Dwight 6: Lloyd continuous machine. The court found that the long delay in bringing suit precluded any recovery of profits from the defendant under the basic down-draft sintering patent, although Dwight & Lloyd are recognized as the inventors of this' contribution to the art and its .importance is acknowledged.

An increasing number of water pollution control systems are certain to be installed by many industries in the future because of new federal, state and local government regulations, and because of the rising general concern about the deterioration of our water resources. Extensive engineering, some of it based on methods not yet developed, will be required if these new systems are to provide optimum pollution control. Among the primary design factors to be considered are capital cost, operating cost, and present and future regulatory requirements. Establishing A Survey and Test Program To produce a final plant effluent meeting regulatory agency requirements, engineers must have background data that are accurate and representative of present and future plant operation. Operating and plant engineering departments often have available much information, including plant water quantitative and qualitative requirements, both present and future, that can be helpful in the preparation of designs of pollution control systems.

IT has been shown by numerous studies that the orientations of new metal crystals are determined by the orientations of the crystals in the original matrix, whether these new crystals are formed by recrystalliza-tion, by precipitation from solid solutions, or by transitions in the solid state. The orientations of crystals formed by recrystallization of cold-worked worked metals that bear preferred orientations are occasionally simply related to the initial preferred orientation; often, however, the relation-ship is not simple, but complicated and obscure in origin.1 The orientations of crystals formed by precipitation from solid solu-tions have been shown by many studies in this and other countries to be determined by the orientation of the crystals of the solid solution stable at the higher temperatures, though here again complicated cases have been found and no general theory is available .2 Related to this latter class

Due to falling metal prices and depletion of ore reserves, lead- zinc mining in the Leadville, Colo., area gradually came to a halt in the 1950's. Exploration work continued, however, and by 1969 sufficient ore had been blocked out to warrant sinking a shaft and erecting a new concentrator to treat 700 tpd. The new shaft and concentrator were to be located in Iowa Gulch several miles east of Leadville at an elevation of 11,100 ft. The Leadville project is a joint venture between Newmont Mining Co. and Asarco, with Asarco being the operator. Design work began in the fall of 1969. Engineering was done by Torkelson Engineering Co. of Salt Lake City in conjunction with the central engineering department of Asarco. The plant was constructed by Stearns-Roger Corp. Construction began in the spring of 1970 and the plant went onstream in April 1971.
