At the time this matter first came up in 1912, the National Malleable and Steel Castings Co. had seven basic-bottom open-hearth furnaces in its plant at Sharon, Fa., using fuel oil, then costing about 2½¢ per gallon. The fuel was satisfactory but its cost fluctuated widely, therefore the use of pulverized coal, which had been successful in the cement industry and in some metallurgical furnaces, was suggested. After a thorough investigation, and an actual trial on one of the open-hearth furnaces, to be certain that the siliceous ash in the coal would not seriously affect the basic slags, the management of this company approved its adoption and a complete installation was started. The conclusion had been reached that the success of the operation depended on pulverizing the coal to greater fineness than had thus far been accomplished, and all equipment was chosen with this in mind. A coal drier was deemed essential, and one of ample capacity and efficiency was selected, which has done all that was expected of it, working without failure and with very small maintenance cost, and is still in operation. Pulverizers The company demanded a pulverization of at least 90 per cent through a 240-mesh screen, with consistent results, and a machine was chosen that was grinding other materials than coal to the fineness desired. The control of fineness was obtained through a vacuum separator, and was governed by the size of the separator and the number and construction of the valves necessary to expand and direct the air current. These valves can be set to obtain any degree of fineness desired, and the result is consistent. Two machines were installed, each capable of producing 2½ tons per hour, 95 per cent through 240 mesh. These machines have done everything expected of them, have run continuously, and are still in operation. INTRODUCTION United Nuclear Corporation and Homestake Mining Company are partners in a major uranium mining and milling venture near Grants, New Mexico. The partnership was formerly called Homestake-Sapin Partners and was recently renamed United Nuclear-Homestake Partners (UN-HP). The mill, originally built in 1958, had a capacity of 1,650 tons per day. With subsequent improvements and the addition of the adjacent Homestake - New Mexico Partners mill, the UN-HP mill is currently rated at about 3,500 tons per day. The President of the United States signed Public Law 91-173 on December 30, 1969 and the Federal Coal Mine Health and Safety Act of 1969 became law. The Bureau of Mines was required to promulgate regulations to implement the law. Unfortunately, some stipulations of the Act were not technologically possible. The USBM employed many new inspectors and had to instruct both old and new personnel in the requirements of the law. Mine operators and mine workers also had to be informed. There was a fair measure of inconsistency during this period. Progress is being made, however, and it is becoming easier for mining personnel to know what needs to be done. There are some unresolved questions, however, and there still appears to be an appreciable lack of uniformity in the application of the law by the many federal inspectors.

The individuality of off-highway trucks is largely determined by a number of truck components that include beds, frames, and suspensions. With the exception of tires, these features are generally standard equipment and the mine operator gets "what comes with the truck." With the advent of larger trucks, more complicated haul profiles, and sophisticated production control systems, a new truck support-component industry is rapidly appearing. The impact of the new options for off-highway trucks can be significant in terms of future fleet performance. Innovations include "Mesabi" radiator cores that reportedly offer greater engine temperature control; load indicators that insure proper truck loading at the shovel; and digital communication systems that signal truck status in the haulage cycle. No review of underground mining should begin with anything but the new world safety record set at the Grace underground iron mine of Bethlehem Steel at Morgantown, Pa., on Friday, November 12. There had not been a disabling injury (an injury which keeps an employee away from his next scheduled shift) for 550 working days. In all, 2,660,080 man-hours had been worked by nearly 950 employees without a disabling injury. The record was wrested from Johns-Manville's Jeffrey mine at Asbestos, Que. At 3 p.m. Friday, December 3, miner Stanton E. Friend was completely buried under several feet of coarse rock, fortunately sustaining only cuts and multiple abrasions. But with his fall, the accident- free period came to an end at 2,778,600 man-hrs worked without a disabling injury-the new record!

Petroleum refining, like other industries in the United States in 1940, focused much attention on its duties and opportunities in the field of national defense. In crdiiter-distinction to the situation during the World War, the industry is well constituted as to existing equipment, processes, and capacity, together with planned additions, to handle any demands that may be made upon it by the defense program needs. Evident throughout was the growing sense of ability to manipulate oil molecules for the production of materials not hitherto considered as being available commercially from petroleum. The development and application of catalytically induced reactions on a broad front is one of the distinguishing characteristics of refining progress during the year. In the hands of the refiner, catalysis has developed into a most important means to secure higher antiknock motor fuels and 100-octane fighting grade aviation gasoline in greatly increased quantity. One illustration of the importance being assigned to catalytic refining is the construction by the Houdry group of an experimental laboratory at a cost of $7'307'30'3, to be staffed with over 100 research men7 solely for the purpose of studying catalytic reactions. In the aviation gasoline picture a modification of specifications by the Government widened the field from which acceptable fuel can be secured, and the continued expansion of the alkylation process in itself promises to go far in filling the demands expected from 50,000 fighting planes. It is conservatively estimated that eyen now the industry can turn out 1,300,000 gal. of 100-octane aviation gasoline daily. The upper limits of octane numbers for regular grades of motor gasoline reached in 1939 were not exceeded, but the average octane number approached the upper level more closely. A survey made of the 1940-model cars showed no rise in average octane requirement of the engines. The trend throughout the year was for greater reliance on the A.S.T.M. method for octane determination. The "1939 Research Method" is less widely used, although still considerably in evidence; the older L-3 method seems to have lost considerable ground and to be on the way out. Re-forming Capacities Increased Interest continued to grow apace in re-forming low-octane naphthas into high-octane gasolines. Some additions, although not great, were announced in thermal re-forming capacity. Interest in catalytic re-forming was greatly stimulated by the technical success of the operation of the converted hydrogenation unit at the Bay-way, N. (written discussion ?).-This paper is a real contribution to technical science; it will make it' easier to think accurately about the inner workings of a blast furnace. I was rather surprised to read that the authors regarded as a new discovery the idea that a molten mixture of CaO, A1203, and Si02 is a molten solution of the compounds of these oxides rather than of the oxides in each other. Surely no. chemist with an active respect for the known facts of chemical affinity could believe that these oxides could be melted together without forming compounds, and that these compounds would then dissolve in one another. This work does, however, help to establish what it was supposed must be true. I think it is worth while, in the light of the work of the Geophysics Laboratory, this work of the Bureau of Mines, and that of previous investigators, to visualize what happens as a charge passes down through a blast furnace, thinking especially of the slag-forming materials. These are chiefly kaolin (Al203.2SiO2.2H2O), quartz, and limestone. These substances do not undergo much change until the limestone decomposes at about the middle of the furnace, whereupon the chemical affinities of CaO and SiO2 must begin to he active; especially if there is any amorphous Si02 present. This forms CaSiO3, and the SiO2, CaSi02 and Al2-032SiO2 then come together to form the binary and ternary eutectics so well located by the work of the Geophysics Laboratory. No matter how much lime has been charged into the furnace, the formation of this eutectic will start it about the same height in the furnace and the gangue will start to get pasty at the same height. The purpose of presenting this paper is to show: 1. The applications of aerial photography to the map requirements of strip mining. 2. The methods and procedures for producing accurate aerial contour maps. 3. The advantages of aerial contour mapping over stadia or plane table methods. Introduction Aerial photography was once a crude, uncertain tool. 'Today it is a precision mapping instrument which saves important time and money for strip mining and other industry. Aerial photography began in the boxkite days of aviation. The Army first used it for rough reconnaissance photographs. Then, in the early Twenties, industry began to use aerial photographs of their plants and facilities for advertising or annual reports. The quality of these pictures was not very good by today's standards, but this work began the development of better cameras, better lenses, better photographic techniques. Then, some farsighted engineers and aerial photographers found that if the camera's axis were vertical to the earth's surface, these pictures could be the source of valuable mapping information. By viewing these pictures in stereoscopic pairs, accurate measurements could be made and contour maps produced from this aerial photographic base. So the aerial mapping business developed, using the plane and aerial camera to collect the data, working with skilled ground parties who established a network of ground control for this map information photographed from the air. Over the following years, a whole new science developed, known as photogrammetry. Precision cameras and lenses were perfected, and the narrow view of the surveyor's transit was broadened to the vast perspective of the mapping plane. Stereoscopic Coverage Obtained Today in making aerial topographic maps, aerial photographs are exposed so that full stereoscopic coverage for the survey area is secured. To obtain true elevations these photographs are processed through a series of precision measuring and contouring instruments which employ a principle similar to the military range finder. Here is how aerial mapping is being used by your industry. Topographic maps are but one of three products from aerial photographic surveys. First, there are the individual photographs. These are taken in flight strips, exposed with an overlap, just as shingle on a roof overlap. Exposures are overlapped from 55 to 60 pct along the line of flight so that a large part of the area in one picture also appears on the adjacent photograph. Successive strips are flown with a side-lap of between 20 and 25 pct. Each point on the ground thus will be somewhere near the center of at least one photograph in the series. They may be studied under a stereoscope and relief seen in a third dimensional effect. Geologic features that may go unobserved in ground exploration are often detected under stereoscopic inspection. Moreover, though field checking is not obviated with these aerial photographs, it is directed toward critical areas and toward worthwhile anomalies. Aerial Photographic Mosaics The second product of an aerial survey is the photographic mosaic. This is an assembly of carefully matched aerial photographs in mosaic form. Although not as accurate as the topographic map, it does reveal a wealth of cultural detail in true relative scale. Since the mapping plane is flown over the area at a fixed altitude, the peaks and valleys are pictured at different scales. During compilation these scale differences are compensated by adjusting one vertical picture to another according to plotted ground control positions. GROUND raw material as fed to the cement kiln generally is a mixture of two to four components, each of which may have widely varying physical and grindability characteristics. Chemically similar materials found in the same or different deposits may also differ appreciably in physical properties, depending on their crystalline structure. The calcareous or principal cement raw material may vary from a soft chalky limestone or friable cement rock at one plant to a hard limestone or oyster shell at another plant. Argillaceous materials include clays, shales and granulated slag. Siliceous and/or iron-bearing material, including sand, iron ore and cinders, may also be required in addition for certain types of mixes. Frequently differences in grindability characteristics are not given the attention they deserve in comparing grinding results at one plant with those at another or in selecting suitable circuits or equipment. Many types of crushing and grinding units are used, with numerous open and closed circuit arrangements. Both wet and dry processes are used successfully. When rebuilding or installing a new grinding department, the choice of process or circuit in some cases may be dictated by the nature of the materials being ground but in other cases it may be the result of good salesmanship or a compromise. An over-all evaluation of wet process vs. dry process grinding should not be made without considering the effects on all other producing departments in the plant. In general, the more recent grinding installations, both wet and dry, have employed closed circuits, but many older open circuits are still in successful operation. In our experience, closed-circuit raw grinding pays, because of lower power consumption and less operating labor per ton of product. However, some dry open-circuit mills with improved equipment and operating methods compare favorably in performance with dry closed-circuit units. CHARACTER OF GROUND RAW MIX (KILN FEED) Grinding in the cement plant in general requires a considerably finer product than in most ore-grinding operations. A distinction between fineness of kiln feed and of cement may be made in that kiln feed preferably should be ground to a limiting size, whereas finished cement should include a range of size fractions including sufficient fine flours to give a product with satisfactory physical qualities. Grinding raw mix for kiln feed therefore is more comparable to ore grinding, although the limiting size is smaller. Most kiln feeds are ground from 85 to 95 per cent passing 200-mesh, depending on mix composition. Some cement chemists believe that raw materials cannot be too fine, since finer particles theoretically combine more readily and intimately in the kiln. However, there are certain definite practical objections to extremely fine kiln feed, such as loss of kiln dust, unstable material flow through the kiln and greater difficulty in control of chemical composition due to dust loss, and the disproportion of fines from the more easily ground component. IN six years the construction of Hoover Dam and the power plants probably will have reached the operating stage and this vast new source of power will then be continuously available for industry. The height of the darn will be 580 ft. and the average annual flow of the Colorado River is calculated at approximately 24,000 cu.ft. per sec. If this full head and average flow can be maintained the year round, about one million horsepower will be generated. The U. S. Reclamation engineers, taking into consideration the probable range in flow and head, have set the figure for power contracts at 660,000 firm horsepower, which can be assured at all times of the year. During the months of heavy run-off of water from the Colorado River Basin the power plants should be able to generate the full 1,000,000 hp. capacity of the power plants, so there will be 340,000 excess or secondary horsepower. The cost of firm power at the switchboard will be close to 2.15 mills per kw.-hr., equal to $14.05 per hp.-yr., and the cost of the secondary or off-peak power will be close to 0.8 mills per kw.-hr., or $5.22 per hp.-yr. In no place in the country can such cheap power be obtained today. The electrochemical industry is in a state of flux because the power costs from its old sources have increased so much (to $30 per hp.-yr. at Niagara) that the industries have had to seek new sources, so they have gone to Canada and Norway and built new plants.

AN intelligent discussion of the oil situation and its needs, whether from the standpoint of the prospector, the operator, the engineer, or the public administrative officer, must be founded upon a knowledge of the law under which oil lands are obtained. A consideration of new legislation must be prefaced by an understanding of the present law and its results. This paper undertakes to present no new remedy for the ills of the present situation, no new solution of the problems the oil business is facing. It attempts merely to summarize the present law, its provisions, its origin, its development, and its effects. The discussion does not pretend to be exhaustive from a legal standpoint. It aims to avoid legal intricacies Which tend to confuse rather than clarify. It seeks but to present the essentials of the existing situation. The title to government lands known to contain valuable deposits of petroleum may be acquired only under the terms of the placer law as embodied in Section 2329 et seq. of the Revised Statutes. As a preliminary to considering the desirability of this situation it is profitable to examine into its origin. ORIGIN OF THE LAW Congress has left no room for doubt as to the legal applicability of the placer law to oil lands. The Act of Feb. 11, 1897 (29 Stat., 526), provides: "that any person authorized to enter lands under the mining laws of the United States may enter and obtain patent to land containing petroleum or other mineral oils, and chiefly valuable therefor, under the provisions of the laws relating to placer mineral claims."

THE evaluation of data obtained by selective flotation from even a simple ore is a very difficult process, and when the ore tested is complex the process becomes extremely difficult and cumbersome. The authors, in the course of an investigation into the selective behavior of various flotation reagents on nonmetallic minerals§ were confronted with an aggravated form of this difficulty, owing to the large mass of data that had accumulated over a period of years. They finally devised a method whereby the results of the various flotation tests could be correlated and interpreted by means of graphs representing recoveries and rejections of the component minerals in the ore. This method of graphical analysis proved so useful in nonmetallic flotation that it was afterwards applied to sulphide flotation, where it yielded equally satisfactory results. Since this method of analysis leads to very definite conclusions as to the effect of changes in reagents and flotation procedure, it is felt that a wider application of the method might assist the industry by reducing the amount of test work required, and possibly increase the accuracy of the final analysis. GRAPHS In Fig. I, four curves are plotted on the same graph with cumulative percentages as ordinates and cumulative weights as abscissas. In this instance the four curves are named, respectively: the barite-recovery curve, the limestone-rejection curve, the silica-rejection curve, and the summation curve. In these tests barite was the mineral concentrated, therefore a barite concentrate was produced. Definitions Before explaining the curves in detail it might be advisable to define several new terms, such as "percentage rejection," "summation index," and "summation curve," as well as the word "test," which has been used in a special sense. A "test" will include all the operations performed upon a batch of ore from the time it is placed in the rod mill until the last product has been assayed. Thus a test may be a comparatively simple procedure producing only one concentrate and a tailing, or it may be a very complicated procedure producing five or more concentrates of a specific mineral as well as a tailing. The number of concentrates produced will depend entirely upon whether the collector was added to the pulp in the flotation cell in one lot or was added in five or more portions. Percentage Rejection.-The ability of a selective flotation collector to reject an undesired mineral is just as important as its ability to collect the desired mineral. The percentage rejection curves shown on the graphs give this factor due consideration and its value is calculated as follows: Suppose a concentrate contains 5 per cent of an undesired mineral. The restrictions placed on drilling by the Federal Government, which caused a severe curtailment in activity at the beginning of the year, were relaxed somewhat so as to permit the drilling of one shallow† gas well per 40 acres. New wells numbering 574† were drilled for a combined depth of nearly 1,500,000 It., and of this number 131 were dry holes with a footage of slightly over 375,000. Inside locations account for the majority of these totals and the increasing demand for natural gas would normally have increased the number considerably, but many of the independent operators chose to ask for fewer exceptions to Order M-68 of the Office of Production Management, and consequently to curtail the number of wells drilled. Initial open flow of natural gas developed from all operations§ is over 230 million cu. ft. Nearly 191 million cu. ft. of this volume resulted from the 410 new gas wells drilled to horizons above the Lower Devonian, and the footage drilled in these wells accounts for approximately 93 per cent of the total. TWENTY years ago, W. T. Burns, in his paper presented at the Butte Meeting of the Institute, discussed the general scheme then in use in the electrolytic copper refinery of the Anaconda Copper Mining. Co. at Great Falls, Mont., for removing impurities from tank-room electrolyte and controlling its acid content. Since then marked changes have taken place in copper-refinery practice at Great Falls. The electrolytic copper refinery in use in 1913 has been replaced by a new and entirely modern plant capable of producing up to 27,000,000 lb. of cathode copper per month. With the building of the new plant in 1916, the treatment of converter anodes was discontinued. At first the substitution of refined anodes for converter anodes resulted in a decrease in the impurity content of the anodes, but as time went on, changes in metallurgical practices at the smelter resulted in substantial increases in the impurity content of the anodes. The leaching of the silver slime to remove copper before shipment to Raritan for treatment further added to the purification problem. The fact that the scheme of purifying electrolyte which Mr. Burns described in his paper' has proved adequate for our needs under a wide variation of conditions speaks well for its essential soundness.

Computer simulation of mine ventilation systems, after a slow start in the early sixties, is gaining increasing acceptance for planning, design, and evaluation purposes. Numerous programs are readily available from government, university, consulting, and industry sources. The computer adage "garbage in, garbage out" is as applicable in ventilation engineering as in any other application of computers, and has been responsible for the questionable results obtained in some instances. The source of input data for a ventilation simulation is most often a pressure-quantity survey of the mine, or, in the case of a new mine, information derived from a survey of an existing mine which has conditions similar to those expected in the new mine. The crucial step is to generate simulation input data from the ventilation survey. Problems such as quantities that do not balance, pressure gradients opposite to measured air flow, differences in the pressure datum in a multi-shaft mine, modeling of leakage, and deviations in flow from the square law (H=RQ2) are frequently encountered and must be resolved. The purpose of this paper is to discuss these aspects and to propose procedures which can lead to input data for valid simulations of mine ventilation systems.

PERHAPS the outstanding characteristic of the newly elected President of the Institute is his rare ability to set aside nonessentials, and pick out the few basic elements on which a valid conclusion on any question can be drawn.
