THOSE actively interested in mining are fully aware of the ever-increasing difficulty of making conditions such that efficient work can be clone in underground openings, especially as higher rock temperatures are encountered in depth. This is also true where an effort is being made to cut down the burden of overhead expense by working headings 24 hr. in a day if blasting is done as often as is possible in that time. That the conditions resulting from both these causes have driven the native-born Americans from the mines and that their places have been taken by less efficient foreigners is a fact that we must all admit. The great war now being fought in Europe and the educational qualification clause written into our immigration law by the last Congress will probably limit very materially the supply of labor, such as we are now using in our mines, and will force upon mine operators the necessity of making this work appeal again to Americans. Metal tubing, with blower or exhaust fans, has long been used in supplying air to dead ends where natural ventilation is impossible, or in driving the smoke from such places, or in doing both, as the need might be. Here in Butte we have now come to use canvas tubing very extensively and find that it has many advantages not possessed by the metal. The use of flexible tubing is not new, but it has not been generally used in mining operations. Recent improvements, however, in the canvas itself and in the jointing of sections and manner of suspension have so increased its usefulness that it promises to add much to the efficiency of mining. There is now on the market a product that is impervious to air, is fireproof, and has a system of jointing which, permits it to be put up or taken clown in a few seconds. In this article an effort will be made to explain the manner in which canvas tubing is being used in the North Butte company's operations at Butte, Mont. The accompanying photographs will, I hope, help make clear what may be done with this material.

As 1970 develops and industrial minerals stand at a crucial point in their progress, research and development programs appear to be the key needed to open up new uses for each mineral's future growth. Radically new processes are needed for making a host of new synthetic products from mineral raw materials which will more nearly meet the demanding specifications required for high performance in space, nuclear and defense applications. Consumer applications for high temperature environments will be needed and are important for continuing the nations economic mineral position. In addition, an acute materials problem limits the effectiveness of some of the newer concepts for controlling ail pollution. What is needed then, according to a report printed by the National Academy of Sciences, is the carefully planned development of a limited number of major centers at universities to provide for both basic research and training of personnel; the nurturing of interdisciplinary mechanisms for research and problem solving within these centers; the achieving of a better balance between physics and chemistry within research, emphasizing the chemical aspects of the material sciences; and the enhancement of a broader professional identity by unifying the various disciplines involved into a possible federation of existing societies which have an interest in the problems. Some understanding of the United States mineral resource potential is essential for planning and policy making for the future. Reserves of some minerals are essentially lacking and for many others they are sufficient for only short term needs. Estimates of undiscovered resources of many minerals are substantial but are insufficient to support long term requirements, particularly if they continue to increase as they have in the past. Presently, subeconomic resources of some minerals such as aluminum are huge, but their recovery may require increased amounts of energy, which poses problems both as to cost and availability. Beyond these identifiable components of the United States mineral potential, what are the prospects? If they could be identified specifically, of course, they would be included in the above. An unappraised potential of new production and discovery can be expected to exist in known districts, where unproved methods of exploration may yield new discoveries; in new types of ore deposits; in metallogenic provinces as yet unrecognized or poorly explored; in frontier areas and in deeper parts of the crust as yet unexplored; and in presently subeconomic sources that may come within economic reach as the result of technologic advance. Other sources may extend the life of domestic material supplies -- substitution of abundant for scarce materials, recycling and prevention of waste, improved efficiency in recovery and use, and conservation of use.

The fault zone of south central Texas showed renewed activity during I940 along a trend roughly paralleling the old established Balcones fault-line group of producing fields. This was a result of the new discoveries in the Wilcox (Eocene) formation in southeastern Texas and Louisiana. As of the end of the year, one new field producing from the Wilcox formation had been discovered on the Washburn ranch in La Salle County, along the southwestern limits of the district, and several projected tests into that formation were under way. In the western part of the district, par-titularly in the part of the Rio Grande embayment that is in Dimmit, Webb and Zavala Counties, there has been renewed leasing activity with the shallower sands in the Navarro-Taylor formations (Upper Cretaceous) as the objective in several projected tests for the early part of 1941. Three new fields have been discovered along the old fault-line trend, but these have been comparatively small, producing either from Dale lime, Austin chalk or Buda lime. No new fields were discovered during the Year in the Edwards (Lower Cretaceous) lime horizon. Approximately 260 wells were drilled in the district during 1940, which resulted in four new oil fields. Twenty-seven new wells were completed in the Proven Edwards lime fields of Darst Creek, Luling and Salt Flat and seven were added to production in the Pearsall field. Approximately 160 wells in 18 counties were completed as failures during the year. The district produced 7,659,634 bbl. during 1940, which was a 9 per cent decrease under production for 1939. In all, 3559 wells were producing at the end of I940, compared with 3562 wells producing at the end of the previous year; 104 new producing wells were completed and 163 wells were abandoned in the producing fields of the district. During 1940 considerable exploratory work was carried on along the Wilcox trend within the district, particularly by major companies employing various types of geophysical methods, and leasing activity increased considerably. At the end of the year, the total number of acres of nonproducing leases held by major companies in the district increased about 10 per cent. It is anticipated that this activity will continue into the first part of 1941 and will be supplemented by several exploratory test wells. New Fields B,, Creek, Caldwett County.— . R. Ogden NO. 2 Talley, discovery well of the Bee Creek field, in the northeastern part of Caldwell County, was completed on March 16, I940, in Dale lime from 2091 to 2238 ft., pumping 85 bbl. per day, 39° A.P.1. gravity. The discovery of this field can be credited to a combination of subsurface geology and magnetometer work, which indicated the presence of a serpentine intrusion. At the end of the year, ,3 producing oil wells had been completed and the field has produced a total of 47,050 barrels.

The year 1934 in Southwest Texas was marked by aggressive development and exploratory work and resulted in the finding of five new fields and a new producing horizon in one of the older fields. This activity is the result of a reasonable market outlet for production, on both oil and gas, and the fact that drilling and operating costs are reasonable and that possibilities of finding new productive areas are rather high. A large part of the area is prospective and very little, if any, satisfactory surface geological work can be done. This, together with the possibility of finding new productive areas, stimulates wildcatting throughout the counties under discussion. Development work continued actively in all of the newer fields. Exploratory work was most intense in Duval, McMullen, Starr and Zapata counties. The activity in Duval and McMullen counties was the result of persistent efforts to find new trends of production similar to and perhaps associated with the Government Wells group of fields. The activity in Starr and Zapata counties was stimulated by the discovery of the Sam Fordyce field in Hidalgo County as well as the continued effort to find new productive trends southeastward from some of the older fields in northeastern Zapata County and western Jim Hogg Comity. Statistics on production are shown in Tables 1 and 2. New Fields Lopeno.—The Lopeno gas field in the southwestern part of Zapata County was opened in August, 1934, by R. B. Morrison No. 1 Ramirez. This is an anticlinal structure mapable in Claiborne beds and the producing horizon is the Queen City sand at 2100 ft. in the Upper Mt. Selman. At the close of the year only two gas wells had been completed but drilling operations were in progress on several other wells and a gas line was being laid to the field so that withdrawals from the area will begin early in 1935. Comilas.—The Comitas field was opened by Merle Gunby No. 1 Haynes in a sand at 800 ft. in an area southwest of the Escobas field. The discovery well had an initial production of only about 16 bbl. of oil

The 112th Meeting of the Institute, and the Annual Business Meeting, will be held at the Headquarters of the Institute in New York City, Feb. 14 to 17, 1916. The Chairmen of several of the technical committees report that papers on subjects of timely interest in their respective branches have been promised. David H. Browne, who was appointed Chairman of the Committee on Arrangements, has organized his committee for active work. Members are urged to make their plans now to be present at this meeting to avail themselves of the pleasant opportunity for greeting old friends and making new ones among those engaged in the same profession.

SIX years have passed since the last grindability table was published.1 In that time the list has been increased with many new tests, and the development of the new Third Theory of Comminution2 has made possible the reduction of all results to a consistent work index value. In this tabulation all grindability and crushability test results are given in terms of the work index, with formulas for reversion to the older units if desired. The average values for 57 different classes of materials are listed in Table I. The total number of work index values listed is 1211, and the overall average work index is 14.42.

No method of roof control yet devised has proven to be universally acceptable for the wide range of strata conditions experienced in U. S. coal mines. However, a relatively new innovation, the roof truss, has proven itself capable of preventing roof failures which both conventional and resin bolting could not. Presently, the economics of roof trusses are not favorable when compared to bolting due primarily to drilling and installation procedures, but this is expected to change with improved truss and equipment designs. To realize the full potential of this new method of roof control, design criteria are needed which can optimize the effect of the truss for varying strata conditions.

The most fortunately situated U. S. potash producer-whether in New Mexico, California, or Utah--once simply took from the ground a mixture of sodium chloride and potassium chloride, crushed it to a maximum of 10 mesh, and separated the two salts by physical methods. He piled the sodium chloride on the desert and sold the potassium chloride to fertilizer mixing companies. Seven companies in the Carlsbad basin of New Mexico now use at least three basic processes for making the separation and at least three more processes have been or are under investigation. THE demand for clean steel is increasing daily. New processes of refining steel are being developed in order to remove all nonmetallic inclusions as completely as possible, as it is the general opinion that. inclusions affect the dynamic properties of steel and iron to such an extent as to justify great expense for their removal. It is surprising to note at the same time the commercial development of a new process for making artificial wrought iron. By this process slag and steel are thoroughly mixed, the amount of nonmetallic inclusions usually exceeding 2 per cent in weight. The contradiction in these two efforts is obvious and is responsible for the investigation reported in this paper. H. W. Gillett also has recently emphasized the need for further research on wrought iron.1

IN this war as in no former one, the use of metals has been the major factor governing success. For building new plants, new transport facilities whether by land, sea, or air, for our mechanized army, and for nearly all weapons, iron and steel has provided the basic material. Being the world leader in iron and steel production in peacetime, we soon adapted plants to production for war. Starting with a production of 66,000,000 tons of steel ingots in 1940 from a rated capacity of 80,000,000 tons which only could be reached by straining every productive device available, our industry expanded to 86,000,000 tons in 1942, and ultimately to 96,000,000 tons. To do so required expansion of every unit operation including mining, rail and water transportation, blast-furnace and steelmaking facilities, and rolling mills. New plants not only had to be built in record time but more output for each operation was essential. This performance required skillful operation and engineering techniques and also a better understanding of the physics and chemistry underlying such complex operations as the working of a big blast furnace. A vastly increased pig iron production made possible the great output of steel by an industry that had depended on scrap for its basic raw material even though sufficient scrap was unavailable. This was done by conversion of pig iron in the Bessemer either into steel or into a low-carbon product that was subsequently used in place of scrap in the open¬hearth steel furnace. Furthermore, by duplexing from the open-hearth to the electric furnace, and the construction of many new electric furnaces, our output of electric-furnace alloy steel was greatly increased. Moreover, techniques were developed by which alloy steel could be made in the open hearth with the result that our production of alloy steel reached the fantastic figure of 15,000,000 tons a year.

DURING 1943 and 1944, there was an urgent need for certain grades of optical calcite (Iceland spar) for instruments for military uses. To find a supply of this material, prospecting was carried out in Montana, California and Colorado. Although some production was obtained by the work in California, the best results were from prospecting the large calcite veins of south central Montana. The bulk of the optical calcite mined during World War II has come from that area. The Bureau of Mines took an active part in the search for optical calcite in Montana. It examined most of the known calcite veins in the 70-mile distance between Wilsall, on the Shields River, and Absarokee, on the Stillwater River, and conducted exploration on several of the deposits. The Geological Survey also took an active part by mapping many of the veins. Actual mining of the calcite was performed at first by Calcite Operators, Inc., and later by the Metals Reserve Co., through an agent. A sorting plant was established at Clyde Park, where custom material could be sold. These activities stimulated mining by private operators. To be suitable for military uses, the calcite mined had to meet rigid specifications as to both size and quality. Individual crystals had to be clear and transparent and if in the form of rhombs had to measure at least 7/8 in. on each edge. Some color and a few inclusions in the calcite were allowable, but material with incipient or developed cleavages, or showing twinning other than parallel to the base, was unacceptable. HISTORY OF DEPOSITS The existence of large veins of calcite in south central Montana has long been known, and for many years the farmers of this region have used the common vein calcite for producing grit for chicken feed. According to reports, the first optical calcite produced from Montana came from the Cartwright deposit near Greycliff,1 but until recently the mining of optical calcite in Montana has been limited to spasmodic searching for small crystals suitable for making nicol prisms for saccharimeters and microscopes, or for mineral specimens. The possible need of substantial amounts of optical calcite for military uses began to appear late in 1942 and early in 1943, therefore the Polaroid company began searching for a source of supply in Montana and California. Work on the Wade property near Clyde Park was started on a small scale in the fall of 1942, by A. H. Hansen, of Clyde Park. During the winter and spring of 1943, a modest quantity of optical calcite was mined and shipped to the Polaroid Corporation, Cambridge, Mass. Most of this was produced from the "Hansen vug," which was found close to the surface. Bill S.1431 for the creation of a Department of Natural Resources has received a propitious hearing before the Senate Committee on Government Operations. Interior Secretary Rogers C. B. Morton was one of the prominent witnesses who testified in favor. The department had been proposed, Morton said, with "the conviction that the development of all natural resources would be harmonized with the most practicable possible means to protect and preserve the environment, consistent with the social and economic needs of the Nation." Another opinion on the pro side came from Atomic Energy Commissioner Clarence E. Larson, who said that a "total picture" had become essential to the establishment of a policy for developing energy resources in the best public interest. Commissioner James T. Ramey, on the other hand, was one of the AEC dissenters. Ramey said he believed the reorganization of resource responsibilities would hinder efforts to deal with energy-environmental problems and prevent the use of AEC "expertise and facilities" to the greatest advantage. As Arnold Weber, associated director of the Office of Management and Budget, pointed out, however, retiring AEC Chairman Glenn T. Seaborg is in favor of the new department. Another supporter, and one who can cast a vote on the bill, is Sen. Frank E. Moss. Final Standards for emissions from new stationary sources will be published by the Environmental Protection Agency on October 27. The initial proposals, appearing in the Federal Register on August 17, called for limiting emissions per million Btu of heat input (maximum 2-hr average) to 0.2 lb of particulate matter, and, where solid fuel is burned, to 1.2 lb of sulfur dioxide and 0.7 lb of nitrogen dioxide. While the new rules are mainly for new plants, the EPA is also proposing them for "existing plants which are modified in such a way as to increase or alter. . . their emissions."

6.2-1. Historical Development. Hammering on hand-held drill steel was the earliest type of percussion drilling. It was not until 1838 that Singer developed a steam-operated drilling machine that lifted a drilling bar and let it drop by gravity. J. J. Couch of Philadelphia patented the first percussion drill in 1849. His machine was a steam drill which literally hurled the drill bar at the rock and retracted it by means of a ratcheted wheel. Later J. W. Fowle added automatic rotation of the steel. In 1871, Simon Ingersoll patented a rock drill mounted on a tripod which permitted drilling holes at any angle, vertical to horizontal. Up to the turn of the century, percussion drills in use were piston-type drills. The drill steel was solid and attached to an extension of the drill piston. Hole cleaning was accomplished by the pumping action of the steel in the hole. Down-holes were drilled wet and cleaned with a blow pipe while up-holes were drilled dry, allowing the cuttings to drop out by gravity. The forerunner of our present hammer drill was the free-piston drill which was first patented in 1884, by Sargent. Because solid drill steel was used, it did not successfully clean down holes. J. G. Leyner solved the problem of applying the hammer drill principle to down-hole and horizontal-hole work in 1897. The key was to pass com- pressed air and water through hollow drill steel to clean the hole. Leyner's work on valves and rotation mechanisms increased the blows per minute of hammer drills from 300 or 400 up to 1800 and more blows per minute and made possible the first lightweight drilling machines. The traditional financial objective for a single mine company has been to operate as frugally as possible and to pay out most of the earnings as dividends. If the business is cyclical (as it is for most metals) the dividends might fluctuate quite widely. When the mine is exhausted the company disappears. This is still quite a viable strategy for a single mine company. It is not however a viable strategy for the world as a whole. The mining industry is built by mine development companies who can mobilize the people and capital to bring new mines into production. Their skills must include marketing, engineering, finance and other politics. It is very rare for a property to be brought in without the support of a major company that can provide all these services. The exceptions will usually have some other form of big brother support, for example the U.S. government uranium contracts at guaranteed generous prices. The mine development company will seek as a minimum to perpetuate itself by developing new mines in order to replace those which are running out. The more common and more ambitious objective is to grow -- that is to add to its ore reserves and current production by developing more new mines. The financial objectives for that company are very different. Obviously if all the earnings were paid out in dividends there would be nothing left to work with. The first financial policy then is to spend an appropriate amount on exploration for new properties. The next is to retain enough of the earnings to provide the capital for new projects at least sufficient for the equity. There is no magic formula as to what proportion of earnings should properly be distributed as dividends by a growth-oriented mine development company. As a rough rule of thumb distributing half or more will probably leave too little to work on and 30% or so is probably a good balance. However the circumstances differ widely from company to company. It may be useful to set an objective for the rate of growth of a company's earnings. Some have picked rates such as 15% per annum compounded. Others have set a target in real terms which might appear as 10 or 11% plus inflation. Obviously the arithmetic of compound interest is very attractive; however in practice there is much variation. Indeed current returns from existing operations swing widely with the business cycle and there is no assurance that economic new properties will be found according to someone's arbitrary time schedule. For example, Western Mining Corporation Limited in Australia explored for 30 years with little to show for it, but then found the great Australian nickel deposits and more recently the huge Roxby Downs copper. That long dry spell could not have fitted anyone's arbitrary calendar of growth and yet they would not have found such orebodies without that long period of effort. Should they have abandoned the search? Once a new property has been found or acquired there has to be a threshold rate of return on the new capital to be invested against which to evaluate the property's economics. Conventionally this seems to be 15% after tax, a number common in other heavy industries as well. In some cases it is expressed as a lower number plus allowance for inflation. Discounted cash flow analysis is a very useful tool but it does not make the decision. In the end a "go" decision depends on judgment of many factors some of which are numbers used in the DCF calculation whose credibility must be examined. It is curious how frequently investment proposals come in with the rates of return very close to 15%. The project advocates know that a number much less than 15% will not fly and that a number much more is not necessary. With much higher nominal and real interest rates of recent years, even though before tax, logic suggests that the hurdle rate should also rise. The power of compound interest is so great that 20% is very hard to achieve in any cash flow projection but 18% may be a sensible yard - stick. Once again it is remarkable how many project proposals come in with an 18% return. On the record the mining industry as a whole has not been overly restrictive in choosing its hurdle rates of return. This is shown by the abundance of metals in recent years and the failure of metal prices to keep up with inflation. All of the foregoing is standard text book stuff.
