Following the suggestion of Engineering Council and at the direction of, the President, representatives from each of the Federal Government bureaus interested in map-making were called into a conference for the purpose of coordinating all of the Government's map-making activities. This conference has now reported back to the President the results of its findings, which indicate that Engineering Council's recommendation in this matter was well founded. While the conference report states that its members were of the opinion that little duplication of effort existed, it recommends the formation of a permanent Board of Surveys and Maps. An extended review of the map-making activities, which is given as an appendix to the report, indicates that this recommendation is a logical step. The conference recommendations concerning this Board of Surveys and Maps are as follows: (1) the Board is to he com-posed of representatives of mapping bureaus to be assisted by outside engineering organizations, which have been named above; (2) the estab-lishment of an information office in one of the Government bureaus, preferably the Geological Survey, which is to be under the supervision of the Board and is to be a mapping information clearing house for the Government and outside engineering organizations; (3) copyright laws are to be so changed that copies of all. maps made in the United States and with Governmental authority, will go to the central information office; (4) the Government departments are to receive orders to cooperate, with the Board; (5) future topographic maps of all kinds are to conform with specifications for the standard topographic map; (6) the U. S. Coast and Geodetic Survey to have supervision of final adjustment of all important control data under specifications approved by Board of Surveys and Maps; (7) surveys in the form of maps and publications are to be issued as soon as possible after field work has been completed; (8) program of the Interdepartmental Committee on Aerial Surveying was approved. Outside technical and scientific organizations that are called in for consultation are to operate in an advisory capacity only, responsibility for action on Governmental work is. to rest solely with the Governmental agencies.

Born in Coaldale, Pa., in 1895, within sight of the mine head-frames and cleaning plants dotting the Panther Creek Valley, his whole life has been intimately associated with the strip and underground mines of this valley. One of the world's largest mineral deposits exists in the confines of the Panther Creek Valley and mining has been in progress for 125 years. Despite this long period of mining activity, two thirds of the coal in the valley yet remains to be mined. The Lehigh Navigation Coal Co. is the operating company.

MONDAY, Feb. 21, evokes memories of the Silver Corridor at the Waldorf to be recalled and reflected upon for time to come when thoughts drift to the Annual Meeting of 1944. Crowded though it was, on occasion there lurked in the mind's eye a vision of what might have been had the 2886 persons who put in an appearance at one time or another milled around in the lobby of 29 West 39th Street. Some confusion resulted from difficulty in locating meeting rooms, but for the most part everyone found what he wanted. The usual bulletin board of members registered was missing this year and rumor has it that tile Waldorf didn't approve. Registration broke all previous records with many a busy engineer realizing that the program had something to offer that would be of use in his particular job. It might be noted here that "Arpad" co-operated nicely, previewing spring days on Monday, Wednesday, and Thursday; Tuesday was a bit damp.

A computer program was written to predict the phase behavior generated by the enriched-gas-drive process. This program is based, in part, on a new concept of convergence pressme, which is then used to select vapor - liquid equilibrium ratios (K-factors) for performing a series of flash calculations. The results of these calculations are the equilibrium vapor and liquid phase compositions which define the phase envelopes. The program was used to predict phase envelopes for 11 different hydrocarbon systems on which published experimental data were available. The predicted and experimental results compare favorably. INTRODUCTION The reservoir engineer is frequently faced with the problem of predicting what will happen if gas is injected into a reservoir. One aspect of this, general problem is predicting the phase changes that will occur when a non-equilibrium gas displaces a reservoir fluid. In particular, a "dry" gas, upon displacing a volatile oil, will pick up intermediate components from the oil. On the other hand, a "wet" gas, containing a high concentration of intermediates, will lose some of these components to a relatively low-gravity, non-eouilibrium1- crude. It is this latter Drocess. occurring in the enriched-gas displacement, which is treated in this paper. In the past, these phase changes have been determined experimentally and the results incorporated into various modifications of the Buckley-Leverett analysis.112 Such experimental work is time consuming, and the results are sensitive to numerous experimental errors. With the wide availability of high-speed digital computing equipment and numerous correlations pertaining to the vapor-liquid equilibria of hydrocarbon systems, it is now practical to calculate such phase behavior. This paper describes a computer program for performing these calculations. THE ENRICHED GAS DISPLACEMENT PROCESS Experimental results have shown that oil recovery can be significantly increased by enriching the displacing gas with intermediate hydrocarbon c0m~onents.3 The essential features of the phase behavior generated by this enriched-gas-drive process are commonly illustrated with ternary diagrams such as Fig. 1.4 In this figure, Gas D, which contains a high concentration of intermediate hydrocarbons with respect to the undersaturated Crude A, is injected into the reservoir. When D contacts A, gas goes into solution until the oil becomes saturated (Point. B). Further contacting of Gas D and saturated Oil B results in a Mixture C which separates into Vapor Y(c) and Liquid X(c). Liquid X(c) is contacted by additional Gas O, resulting in Mixture E which separates into Vapor Y(e) and Liquid X(e). Repeated contacts of the liquid by the injected gas will eventually result in Liquid X(4 of maximum enrichment existing in equilibrium with Gas Y(d). The equilibrium tie-line X(4 Y(4, when extended, passes through the Point D representing the enriched injection gas. For systems of more than three components, the predicted equilibrium states are dependent upon not only reservoir temperature and pressure, but also the compositions of the crude oil and injected gas. If the gas is sufficiently enriched, a miscible displacement is generated. Line If is tangent to the phas,e envelope at the critical point (Point Z) and represents the limiting slope of the tie-lines as the critical state is approached. Point 1 therefore represents the minimum enrichment of injection gas required to generate a miscible displacement. Point G represents the minimum enrichment required for initial miscibility of the injection gas with Crude A. D R. GILLSON, who was born in Evanston, Ill., in 1895, is another one of those geologists who received his early inspiration and foundation in his science from that great teacher at Northwestern University, the late Professor U. S. Grant, and then went on to give his time and interest to Institute affairs-like those other Northwestern men, Arthur Blair, Gilbert Cady, Charlie Behre, Evan Just, Ian Campbell, Clayton Ball, and many others. After serving in the Navy in the first World War as, of all things for a geologist, a commissary officer on a transport, he went on to MIT and took his doctor's degree under Waldemar Lindgren in 1923. He even assisted in mineralogy at Harvard and thus had training under another great teacher, Charles Palache. He taught mineralogy and petrography at MIT from 1923 to 1928. After several summers of field work as an assistant in the U. S. Geological Survey, Dr. Gillson joined the staff of the du Pont company.

The Engineering Foundation, representing the great engineering societies of the country, is deeply interested in technical education and maintains a Committee on Educational Research.

NO physical impairment can be more serious than the partial or complete loss of sight. With reasonably good eyesight, a person is equipped to care for life and I limb, provided a rational measure of t caution is manifested. When the sight of one eye is lost or badly impaired, one-half of this God-given asset is gone, and extreme care must be taken to prevent the tragedy of total darkness that closes out the beauty of sky, field and mountain, the faces of relatives and friends, and either removes entirely or in part one's capacity to produce and earn. During 1933, The Union Pacific Coal Co., operating ten coal mines in Wyoming, decided to undertake a visual survey of all of its mine operating officials and employees. Although the cost of workmen's compensation paid because of eye injuries was material, the management was more deeply concerned with the social loss and the suffering resulting from the many eye injuries. As every element of coal production cost must be scrutinized, accurate data on all accidents, with the workmen's compensation paid therefor, are carried forward monthly. The number of accidents to eyesight and the resultant compensation paid are shown in Table 1 for nine calendar years:

The present day success of gravel packs to prevent or retard the migration of unconsolidated sands into the well bore is due to: (I) the use of a saline or non-aqueous, nonsolids drill fluid, (2) proper preparation of the well bore prior to gravel packing, and (3) pressure placement of the gravel. The experience gained from the "pressure pack" method of gravel packing indicates that sand-free fluid production can be maintained for a length of time sufficient to make the operation economically attractive. Data pertaining to the first 15 wells so completed by Gulf indicate that for each dollar spent to effect the completion, there will be a return of more than $2.92. The pressure pack technique of gravel packing is essentially the placing of gravel in and adjacent to the producing formations. This is done with fluid pressure and by the use of a drill fluid that will permit partial or complete loss of returns to the formation during placement. This technique was first intentionally used by Gulf in May, 1950, and since that time has been applied in more than 90 wells. Other advantages claimed for this type of completion are that the pressure placement of the gravel has a scouring effect on the casing perforations, that additional drainage channels to the well bore are created, and that the possibility of shifting of the formations adjacent to the casing is minimized and possibly prevented. During the past few years, the use of gravel to prevent or retard the migration of unconsolidated sands into the well bore has met with a favorable degree of success. Numerous methods and techniques of "gravel packing" have been used, each having its own relative merits, and with varying results. M. L. Cashion1 in 1939 ably reviewed the history of gravel packing to that time. As stated in his paper, ". .. the idea of gravel packing wells is not new." During the period 1939 to 1949, very little if any progress or change in technique in this type of completion was made. However, it was noted in some cases that during the placement of gravel, if there was a loss of drill fluid to the formation, there was a corresponding loss of gravel to the formation. Also, it was noted that in those gravel-packed completions (opposite casing perforations) that "sanded up," there was found to be an absence of gravel in the annular space between the liner and casing, although gravel had previously been placed in this space and no gravel had been removed from the well at the surface. These findings resulted in the placement of gravel with fluid pressure and by the use of a drill fluid that would permit partial or complete loss of returns to the formation during placement. Pressure placement of gravel became an accepted practice in late 1949 and early 1950. Another fact brought to light that has contributed to the current success of gravel pack completions is that drilling fluids containing solids will to some extent cause plugging of the screening medium or blocking of the producing section. ENGINEERS are the key men in our war program today. Upon the technical knowledge and skill of the engineer and upon his administrative and executive abilities rests the entire success for the production of vital materials of the war. Naturally the work load of the engineering examining unit of the U. S. Civil Service Commission has increased greatly since our active participation in the war. At present, over 550 separate requests for certification of eligibles are received by the engineering unit per week. These represent more than a fourth of the total requests received for personnel by the Commission's central office at Washington and represent a recruitment work load of three to four times that carried by the whole Commission previous to January 1940. These requests represent a minimum of a thousand vacancies to be filled each week, while an average week will produce, at present, approximately 1400 vacancies and a weekly maximum may approach well over 2000 vacancies.

IN times like these, the A. I. M. E. and similar societies have their greatest usefulness. . . . Individuals and companies acting alone in the development of public opinion are merely voices crying in the wilderness. United and organized they make a great force that can and does influence public action. . . . What part, if any, then, shall the A. I. M. E. take in these great stabilization processes of civilization? Shall it help to give direction and force to scientific knowledge which comes within its field of activity or shall it merely develop more of it? . . . Is it the A. I. M. E.'s function to help bring system, order and direction out of this situation so that the world can again have forward economic movement, or should it rest on its oars until other agenciess develop that public understanding and direction so necessary for economic progress? As we understand the functions of the A. I. M. E. Petro¬leum Division, they are to discover and promote knowl¬edge for the benefit of society on the mining of oil and gas. To the individual member of the Petroleum Division, there are certain advantages of social and professional contacts, but the collective purpose is that described. And the individual is benefited by membership only as the Division measures up to the purposes of its existence. Consequently, the welfare of this Division and that of its members depends on the extent to which it keeps pace with the needs of society on matters relating to the mining of oil and gas.

MINING Metallurgy, and Petroleum Engineering department in our colleges are facing a crisis; indeed, conditions that threaten their very existence. Unless the Army, Navy, and War Manpower Commission change their present policy, within two years mineral industries education as now carried on will die, because no ablebodied students will be left in the course. If this is the decision of our responsible governmental agencies we of the mining schools must perhaps accept it as a war measure. It might be well however, for the executive of our mining metallurgical, and oil companies to look ahead a, to where they are to recruit a supply of young technically trained engineers. You can no more operate a mine, a steel plant or an oil company without trained engineers than you can operate a battleship without mechanical and electrical engineers.

The reported production of petroleum in the Dominion of Canada for 1930 was 1,555,199 bbl., an increase of 455,373 bbl. over 1929. Alberta accounted for nearly all the production with Ontario and New Brunswick, the other two productive provinces, contributing less than 1 per cent, of the total. The completion of about 25 producing wells in Alberta was more than sufficient to offset the decline of the older wells in that province and the small decline in Ontario. The production of about 5000 bbl. in New Brunswick represents a restricted output to meet the market demand. Table 1 shows the production by provinces for the past 10 years. The consumption of natural gas for all purposes in Canada reached a new record of practically 40,000,000,000 cu. ft. in 1930, which was a considerable increase over 1929. The estimated value of the gas output was $10,500,000, against a little over $5,000,000 for the total petroleum production. Gas wells in Alberta accounted for over 75 per cent. of the total, with Ontario second and New Brunswick a poor third. The outlook for 1931 is for very little change in production of either gas or oil in Ontario and New Brunswick but for a substantial increase in both in Alberta.

Since the first pay hole in Missouri's "New Lead Belt" was drilled in 1955, this district has become one of the world's leading sources of lead. The belt extends from north of Viburnum in a southerly direction to near Eminence, a distance of about 35 miles. The St. Joseph Lead Company was the discoverer and first to develop new mines in the Viburnum area. Since the discovery of the New Lead Belt, many companies have engaged in exploration programs and several major companies have become active in development of new mines. These include Cominco American, Inc., which operates a joint venture with Dresser Industries; Ozark Lead Company, a subsidiary of Kennecott Copper Company; and Missouri Lead Operating Company, a joint venture of Arnax and Homestake. St. Joseph Lead Company, with over 100 years of experience in the Old Lead Belt, has served as a leader in development of equipment and mining techniques, making its properties some of the most efficient mining operations in the world. The new producers give the district the benefit of fresh viewpoints, as their engineers are mostly from outside of Missouri and their previous experience has been considerably different from conventional lead belt practices. While all operations are similar in that they are room-and-pillar, the diverse experience of the operators has produced a group of mines that employ a variety of equipment and mining techniques to give increased efficiency

In the valuable paper of Mr. Dunbar D. Scott and its varied discussion, on the evolution of mine-surveying instruments, the tripod-head has not received the attention it merits. During the last 50 years this very necessary adjunct to the surveyor's instrument has been much improved. The legs are of better construction; and the devices for laterally moving the instrument over the station-point and for quick leveling, without the use of the screws, have given to the instrument fitted with the modern tripod-head the same facilities possessed by the oldfashioned ball-and-socket, with more perfect accuracy, not attainable in the latter, while saving from 30 to 50 per cent. of the time required for setting the instrument over a station. BY and large the education of the engineer has been conservative and the reasons for this are obvious. Quite properly it has been a tradition of engineering education that facts and not fancies must be adhered to. Without a doubt, those men who formed the mold of our engineering philosophy as much as it is possible for such molds to be established-rightly held the highest standards of intellectual honesty. Fortunately, it was unthinkable to them to temporize with untried theories and naturally the men whom they trained as engineering educators carry this philosophy in turn to their students, thus handing down the tradition of stability.

This paper discusses some of the problems involved in predicting the productivity of a shovel and truck fleet in a new set of operating conditions. More specifically, it concentrates on the problems of predicting the travel times on the haul and return portions of the truck cycle under new profile conditions and the prediction of the interaction effect between the shovel and truck at the loading point. The ability to calculate the travel times for a new road profile is not new. Additional corrections of these calculated times for expected actual operation can be made. In considering the interaction between the loader and the hauler, there are two approaches that can be taken. Probably the most accurate method of predicting the shovel-truck interaction is a simulation of the step-by-step operation considering the variation in cycle times of the shovel and trucks. This is usually called a stochastic simulation and requires input describing how these cycle times vary. However, by understanding the causes of this shovel-truck interaction it is possible to make sufficiently accurate predictions with much simpler methods. Haulage Cycle Established from Existing Operations For the purpose of this discussion let us assume that the problem involves trying to predict the productivity of a single shovel-truck fleet at some future time in an existing operation. Let us also assume for simplification that the new operation to be simulated has the same loading and pit conditions and the same dumping conditions as did the existing operation. Therefore, the only difference would be the difference in the hauling profile for the new operation. The problem then becomes one of predicting the change in the travel times on the haul and return portions of the cycle, and in determining the change in interaction between and the shovel and trucks with the new truck cycle times.
