HOW the Engineers' Memorial clock and carillon at Louvain has impressed the people of that city is indicated by the following letter sent by the Secretary of the University of Louvain to the Secretary of the United Engineering Society. We are still full of the memories of that splendid July 4, when we came into such .delightful contact with our American friends and more specially with the representation of the engineering societies of the United States. It was a great joy for all the members of the University to see those, American friends who have given to us such a splendid memorial in honor of- the brave men who fell in the Great War.

[The observations here presented were made during a short visit at Calico, in December, 1886. The accompanying map, which does not claim to be more than a careful sketch, is based on the position of a few mines obtained from Mr. F. Lewis, at Calico, and the plats in the Land Office with the patented claims. Only a few claims are shown by their boundary lines: as usual in mining districts, there is an enormous number of them, often conflicting or overlapping, the correct mapping of which would be useless for the present purpose. The rest of the topography and the drainage are mapped from sketches, aided by compass and aneroid. The elevations are taken from Daggett as base, the altitude of this station being determined by the railroad to be 2000 feet.] Until a few years ago the product of silver in California was of little importance, compared with that of gold, and often fell short of $1,000,000, the only noteworthy counties being Mono, Inyo and San Bernardino. About 1881, however, important discoveries were made in the deserts of San Bernardino, and the remarkable increase in the production may be seen from the following figures, taken from the Reports of the Director of the Mint: Silver Production of California. Harry HaRkness Stoek, whose sudden death on March 1,1923, was a great shock to his friends in all park of the country, was a man of remarkable personal characteristics and mental ability. Through an acquaintance with him of nearly 35 years, during 12 yeam of which I was intimately associated with him both in business and socially, I learned to appreciate his many high qualities, his strict adherence to high professional and social ideals, and his lovable traits of character. In this appreciation I was joined by every one who was thrown in close personal contact with him. He was a conscientious student, not given to hasty judgments, but when he formed an opinion he was positive in upholding it. At the same time, he was most courteous and kindly in combatting that which he believed was erroneous. In fact, I never knew a person of his attainments more modest, forceful and kindly, or one who had a keener sense of clean humor. In his private life,he was a devoted husband and father, a consistent communicant and worker in the Episcopal Church, and was charitable in all things. In fact, his whole life was marked by helpfulness to others and a determined and successful effort to "make the world better by his having lived in it." Doctor Stoek was born in Washington, D. C., Jan. 16, 1866. His early education was obtained in the public schools of that city and he graduated from the Central High School in the first class to graduate from a high school in Washington. He entered Lehigh University in 1883, graduated in 1887 with the degree of Bachelor of Science, and after a year of post-graduate study in mining and metallurgy he received the degree of Engineer of Mines. During the summer vacation in 1885, he served as an assistant in the Department of Mineralogy in the National Museum at Washington, and during the summer of 1887 acted as U. S. Government inspector of dredging on the Tharnes River, Connecticut. From June, 1888, to January, 1900, he was assistant engineer for the Susquehanna Coal Co., at Wilkes-Barre, Pa. From January, 1890, to June, 1893, he was Instructor in Mining, Metallurgy and Geology at Lehigh University, and had charge of all courses in mining and metdlurgical design, and the visits of students to mines and metallurgical

Being on a visit to your great and prosperous country, and having been favored with an invitation to attend this meeting of your Institute, the author has been requested by your Secretary to give a short account of his invention of the " soaking-pit," which he has great pleasure in doing. The object of the soaking-pit is the rolling of steel ingots with their own initial heat, that is, to supply the missing link in that chain of metallurgical operations which Sir Henry Bessemer began in 1857, when he proved how it was possible to produce malleable iron or steel direct from the fluid cast-iron out of the blast-furnace, without any further direct use of fuel. The great Bessemer invention has revolutionized iron and steelmaking throughout the world; but it stopped short at producing the ingot, which, it was found, had afterwards to be heated in a furnace to enable it to be rolled or hammered; and it is only lately, twenty-five years after Mr. Bessemer's announcement, that the author of this paper has been able to show that furnacing can be dispensed with, and that it is practicable to roll a steel ingot into say a bloom, a rail, or a billet, with its own initial heat. It has no doubt suggested itself to many that there ought to be heat enough in the ingot just cast, for the purpose of rolling; and from time to time attempts have been made to utilize this heat; but such attempts always ending in failure, it became a settled opinion in the trade that it could not be done—an opinion which the author is aware that your late lamented countryman, Mr. Holley, than whom there was none more conversant with Bessemer steel-making, also entertained. But settled opinions sometimes prove to be great fallacies. As an instance, it is not many years since the opinion prevailed in the trade that steel ingots could not be rolled successfully, that is, so as to make good rails, unless they were first allowed to get quite cold, and afterwards heated. IN THE literature on the elimination of metalloids in basic open-hearth practice, there are a great many heats recorded in which excellent data on changes in slag and metal composition during refining are given, but in almost all of these heats either temperature data or weights and analysis of charge are unrecorded and observations on the physical charac- teristics of the slag are almost always lacking. With these points in mind, a test heat was made in which as complete as data possible on all the factors that affect the elimination of metalloids were obtained.

There is, in the southern part of the State of Illinois, a series of deposits of fluorspar and galena in which the former mineral occurs on a scale of magnitude unequalled, so far as I know, in any other part of the world. In June, 1891, 1 had an opportunity of visiting the region of their principal development, near Rosiclare, Hardin county, Ill., and examined such of the mines in the vicinity as were accessible at that time. A very large proportion of the mining shafts that had been sunk in this region were unfortunately abandoned for the time being, and full of water. Moreover, detailed maps of the region are unattainable, no surveys having been made there, apparently, since the original land-surveys' of the early part of the century. In spite of these disadvantages I was enabled, in the few days at my disposal, to ascertain with sufficient accuracy certain facts not hitherto published with regard to these deposits, which seem worthy the attention of the members of the Institute. Before proceeding to a description of the deposits in question, I will give a brief abstract of the little historical and geological information hearing directly or indirectly upon them, which I have been able to find in existing publications. Historical. That the mineral was known to the Indians, is proved by the discovery, in some of the pre-historic mounds of the region,* of fluorspar, shaped into ornaments. The earliest scientific mention of its occurrence is found in the first volume of the American Journal of Science (1818+), which describes specimens obtained in the vicinity of Shawneetown by Mr. Joseph Baldwin. Similar notices appear in the same journal in 1820 and 1821, but without mention of the exact locality. They remark on the fetid odor which characterizes the mineral and its association with galena. TEN years ago, October, 1914, the author had the privilege of giving an-illustrated address on investigations of coal-dust explosions1 to this Institute at one session of its fall meeting in Pittsburgh, Pa. On the following day, the members had the opportunity of seeing a large-scale explosion test at the Experimental Mine near Bruceton, in which the explosion was made to follow a predetermined path by means of rock-dust barriers of various types, which had prevented the explosive waves from reaching the outlets of, the mine by the shortest paths.2 There was also shown a "home-made rock-dusting machine discharging the dust from a flexible nozzle, and a cement gun operated for the quick erection of a fire or ventilation stopping, such as might be put up after an explosion. Following that paper, there was presented a paper by J. Taffanel, Director of the Lievin testing station in the Pas de Calais, which reviewed the French coal-dust investigations.3 Another important paper was by Howard N. Eavenson, on Coal-mine Explosions Caused by Gas or Dust.4 This paper contains complete lists of explosions that occurred in North America and Great Britain, from early in the 19th century to 1912; in France to 1903, and in Belgium to 1909. No one can look over these lists without being struck by the great number of explosions and the, appalling aggregate of lives lost by them. Although they still happen, we-are hopeful that we have entered on a happier period of freedom from these dreaded visitations, as the result of great increase in knowledge; of the causes and means of prevention. Looking back over coal-dust investigations, there appear to have been periods of advance and of stagnation.

DuRing the winter of 1937, the writer visited a West Virginia stone quarry at which the overburden is stripped hydraulically. The quarry is in a bed of limestone, about 200 ft. thick, which outcrops on a hillside above a small river; the quarry face is 175 ft. high. The top of the stone is cut in all directions by erosion channels, which are filled with a tough, red clay. Some of the larger channels are 30 ft. deep and 8 ft. wide. The thickness of the clay overburden ranges from a few inches to 10 ft., the average being estimated as less than 3 feet. The topography of the district is rugged, and the hillside above the quarry face is not suited to the use of the usual mechanical methods of moving dirt. Until hydraulicking was started 10 years ago, the overburden was dug by hand labor, dumped to the quarry floor and transported to the dump in quarry cars. Cleaning deep channels was a slow and expensive process. When hydraulicking was started, the top of the quarry face was over 200 ft. above the level of the river. The pipe line was carried in a semicircle around the top of the quarry about 200 ft. from the face and about 50 ft. above it. As there is no adequate supply of water above the quarry, the water must be pumped from the river. As quarrying progressed the pipe line was moved until the discharge points are now over 300 ft. above the river. Water is pumped from the river by a four-stage centrifugal pump having a 5-in. intake and a 4-in. discharge. It is direct-connected to a 200-hp., 2300-volt, 1760-r.p.m. induction motor. At 1760 r.p.m. the rated capacity of the pump is 750 gal. per minute under a head of 600 ft. The pump is installed in a house of frame construction on the river bank, about 10 ft. above normal water level, which also houses the pump for the mill-water supply. Above the pumps are hoisting bays into which the motors are raised whenever the river reaches flood stage. An 8-in. suction line, equipped with a strainer and a foot valve, takes the water from a concrete sump at the edge of the river. As can be seen from the phase diagram A1-W1 the equilibrium solubility of tungsten in aluminum is practically nil at room temperature. By quenching from the liquid state (50,000°C per sec), Varic, Burov, and Kolesnicenko2 obtained A1-W solid solutions up to 0.15 at. pct W. The quenched alloys were in the form of foils, 0.2 to 0.3 mm thick. Considering the results of Duwez and Willens,3 it is obvious that this thickness, which makes impossible a sufficiently rapid quenching, was the main reason for the relatively low content of tungsten dissolved in aluminum found by varic.2 he present note shows that the metastable solubility of tungsten in aluminum can be appreciably extended in aluminum-rich A1-W alloys. The quenching technique and the procedure employed for the preparation of the alloys have been described previously.475 The resulting quenched flakes varied in thickness from 1 to 20 µm from experiment to experiment. However, the measurements of the lattice parameters were carried out only with flakes thinner than 5 µm. The areas of quenched flakes were between 0.1 and 15 mm2. The quenched flakes were placed into a 0.3-mm glass capillary tube which was then mounted in a 114.6-mm-diam Debye-Scherrer camera. Straumanis asymmetric film position and nickel-filtered CuKa radiation were used. The lattice spacings were computed taking X(CuKa1) = 1.54050A for resolved and ?(CuKa) = 1.54178A for unresolved doublets. All specimens were rotated at room temperature, 26o +2°C. The lattice parameters were estimated from extrapolation against the Nelson-Riley function. It was estimated that the error in the lattice parameter of the measurements on a single film lies within +0.0004A for lower and about +0.001A for higher concentrations of tungsten. The lattice parameters of the metastable solid solutions A1-W are plotted vs the concentration of tungsten in Fig. 1 together with the parameters measured by previous investigators.' Each point of the present measurements represents a determination of the lattice spacing on different quenched flakes, for a given concentration of tungsten. With experimental accuracy, the lattice parameters of the metastable solid solutions fall on the straight line passing through the already known data.' As estimated from the uncertainties in the lattice spacings of the solid solutions, the alloys were homogeneous within 0.1 at. pct W. The solubility of tungsten in aluminum-rich A1-W solid solutions obtained by a very rapid quenching technique is increased to about 0.95 at. pct W. This value is 6 times greater than the amount known up to now. -he lattice parameters of the resultant aluminum solid solutions with higher concentrations of tungsten than 0.95 at. pct W did not remain constant AUGER electron spectroscopy has been used to clarify the role of impurities in the embrittlement of AISI 3340 steel. Analysis of fracture surfaces has shown that the embrittled condition is correlated with appreciable antimony segregation at grain boundaries. The low temperature (400" to 600°C) temper embrittlement of low alloy steels containing various combinations of Cr , Ni , Sb , Mn , P , Sn , and As has been examined extensively for many years. General reviews of the area have been made by McMahon1 in 1968, LOW' in 1959, woodfine3 in 1953, and Holloman4 in 1946. By executive order of the President, dated June 25, 1918, the investigation of matters relating to gas warfare, which had been initiated by the Director of the U. S. Bureau of Mines early in 1917, and had been continuously maintained and improved since, that time, was transferred to the recently created Division of Gas Warfare of the War Department. On the occasion of this transfer, both the President and the Secretary of War took occasion to speak most highly of the efficient service that had been rendered by the Bureau of Mines. It gives us great pleasure to reproduce here a letter from the President and from the Secretary of War, bearing on this subject and also to append a brief review of the work of the Bureau of Mines, prepared by its Director, Mr. Van H. Manning. The White House, Washington. June 26, 1918. MY DEAR MR. MANNING: I have had before me for some days the-question presented by the Secretary of War involving the transfer of the chemical section established by you at the American University from the Bureau of Mines to the newly organized Division-of Gas Warfare in which the War Department is now concentrating all the various facilities for offensive and defensive gas operations. I am satisfied that a more efficient organization can he effected by having these various activities under one direction and control, and my hesitation about acting in the matter has grown only out of a reluctance to take away from the Bureau of Mines a piece of work which thus far it has so effectively performed. The Secretary of War has assured me of his own recognition of the splendid work you have been able to do, and I am taking the liberty of enclosing a letter which I have received from him, in order that you may-see how fully the War Department recognizes the value of the services. I am to-day signing the order directing the transfer. I want, however, to express to you my own-appreciation of the fine and helpful piece of work which you-have-done, and to. say that this sort of team work by the bureaus outside of the direct war-making agency is one of the cheering and gratifying evidences of the way our official forces are inspired by the presence of a great national task. PRESIDENT: In connection with the proposed transfer of the chemical section at. American University from the Bureau of Mines to the newly constituted and consolidated Gas Service of the War Department, which you are considering, I am specially concerned to have you know how much the War Department appreciates the splendid services which have been rendered to the country and to the Army by the Department of the Interior, and especially by the Bureau of Mines under the direction of Dr. Manning. In the early days of preparation and organization, Dr. Manning's contact with scientific men throughout the country was indispensably valuable. He was able to summon from the universities and the technical laboratories of the country men of the highest quality and to inspire them with enthusiastic zeal in attacking new and difficult problems which had to be solved with the utmost speed. I do not see how the work could have been better done than he did it, and the present suggestion that the section now pass under the direction and control of the War Department grows out of the fact that the whole subject of gas warfare has assumed a fresh pressure and intensity, and the director of it must have the widest control so as to be able to use the resources at his command in the most effective way possible. IN 1897 I published a proposed explanation t for the variation in color and specific gravity of Pennsylvania oils. A resume of this subject was also presented at the First International Petroleum Congress, in Paris, in 1900. Since that time much experimental work bearing upon this explanation has been carried on by myself, in the United States Geological Survey, and under my direction, by Dr. J. Elliott Gilpin, Marshall P. Cram, and 0. E. Bransky, at the Johns Hopkins University. The experimental results thus accumulated seem to throw considerable additional light upon the variations in color and specific gravity of petroleum, as found in different parts of the world, and also upon the variations in chemical composition. Therefore, it seems as if a, summary of the evidence thus obtained might be of value to those members of the Institute who are interested in the examination of oil-fields. The summary is here presented for that purpose. The phenomenon has often been observed in many oil-fields that oils of different color, specific gravity, and chemical composition may be found within short distances of each other. A conspicuous example of this is the occurrence at Jennings, Welsh, and Anse la Butte, La., of petroleum chemically somewhat similar to Russian petroleum; that is, characterized by the presence of naphthenes. WE can, I think, rightfully claim, irrespective of our faults, that engineers must, in order to last as engineers, possess the qualifications of integrity, stead- fastness of purpose, ability to think straight, and to apply these qualities consistently and continually in their everyday work. All engineers know this, most of them conform, and in order to drive it home I might, if 'clothed with proper authority, preach to you at length, but I shall not take the chance. So I only want to make a suggestion or two to the young engineers. Have an ideal and work toward it. You will have your disappointments and your temptations but keep your record clean, and if anyone says you are foolish or ugly, or homely, or that you need a guardian, take the criticism with a smile, for he may be able to prove his contention; but if he attacks your integrity, strike at once and fight hard, for he has assailed not only your character but your principal asset as an engineer.

The importance of condensing the gases which escape from furnaces so as to save both the fine particles of ore carried off mechanically and those which are volatilized, has for a long time occupied the serious attention of metallurgists in all parts of the world. It was my good fortune during the last summer to visit the lead and silver works at Ems, near Coblentz on the Rhine, and through the politeness of Mr. Freudenberg, general director of the works, to study in detail their methods of condensation, and to receive from him the important results which have been obtained through a series of experiments lasting over a number of years. I have thought, that these results would be of great interest to the members of the Institute and to other metallurgists in the United States, and I have, therefore, with the assistance of Mr. Freudenberg, prepared a careful, detailed description of the construction of the flues, as well as an account of the various experiments which have been made with them, and the conclusions arrived at as the result of these experiments. It may be said, in general, that the reason why so little attention has been paid in the metallurgical works of the United States to the collection of flue-dust, is that we are not generally aware of the large amount of material carried off by the gases. This is owing partly to the fact that little or no attention is paid to the subject, and also to the fact that the assays, which are almost invariably made in the dry way, show a result so much below the real contents

The purpose of this investigation was to further study some of the factors affecting the air oxidation of sulfide minerals. Data obtained from laboratory studies on the effect of temperature, concentration of iron salts, pH, and other catalysts on the biological and nonbiological oxidation of sulfide minerals are presented. The oxidation of copper sulfide minerals and subsequent leaching of the soluble copper has long been a profitable operation. The chief oxidizing agent is oxygen from the air. This reaction is influenced by a number of different factors such as temperature, light, hydrogen ion concentration, oxidizing agents, and various catalysts. Sullivan1 found that copper sulfide minerals are slowly oxidized by the air and that dilute sulfuric acid and iron (111) increased their solubility. At that time it was not known that bacteria were involved in the oxidation of the sulfide minerals. It has been shown that pyrite, molybdenite, free sulfur, and the copper sulfide minerals found in the waste rock dumps in Bingham Canyon, Utah, are largely oxidized by chemosynthetic autotrophic microorganisms found in the leaching streams.2-6 Similar organisms have been isolated in other mining areas7,8 and from the effluents from coal rnines.9 The following are some of the questions that have arisen regarding the mechanisms of the reactions involved in the leaching process. How dependent is the leaching operation upon the biological reactions? How does the temperature effect the biological and non-biological reactions? How does the concentration of iron (II) and (111) effect the rate of oxidation of copper (II) sulfide? Does the iron act as a catalyst? Does activated carbon act as a catalyst on the oxidation of sulfide minerals? What effect does the hydrogen ion concentration (pH) have on the above reactions? The purpose of this paper is to report the results of laboratory studies on these problems. EXPERIMENTAL The apparatus used in this investigation was an air lift percolator described in our earlier work.' The percolator consisted essentially of an air lift which enabled the leaching solution and microorganisms to pass freely through a suspension of mineral (substrate) in Ottawa sand. The air lift served the additional purpose of maintaining an ample concentration of oxygen and carbon dioxide in the nutrient (leaching) solution. (See Fig. 1.) The percolators were so constructed that they could be immersed in liquid constant temperature baths for temperature studies. The thermostats were controlled to +0.5°C. The reactions were all run in the dark. The percolators were charged with one to three g of mineral, dispersed in 100 g of Ottawa sand and 100 ml of nutrient or leaching solution. The sand was purified to remove traces of iron by digesting with concentrated hydrochloric acid and washng with distilled water until free from chloride. After drying, the sand was ready for use. The compressed air supply was regulated to 5 psi and bubbled through an aerator containing distilled water, which was maintained at the same temperature as the bath used. More wells were drilled in West Texas† during 1944 than in any year since 1941. As compared with 1943, there was an 82.5 per cent increase in the total number of completed wells. The 1646 wells required an estimated 140,715 days to complete for a total of 7,632,249 ft. An average of 85 completion days was required to drill to an average of 4630 ft. This depth is approximately 100 ft. greater than that of the previous year. It is estimated that $100,000,000 was invested in drilled wells. As of Dec. 31, 1944, there were 270 field and 91 wildcat wells being drilled. While an identical number of wells were drilling Dec. 31, 1943, the proportion of wildcats increased in 1944 from 19.7 to 25.2 per cent. During 1944, oil wells were completed in 103 of the 164 fields in West Texas. Of the 1361 oil wells, 385 were in Slaughter, 116 in Fullerton, 63 in North Cowden, 62 in Fuhrman-Mascho, 59 in Wasson, 52 in Westbrook and 47 in North Ward. Approximately 22 per cent of the wildcat drilling was to pre-Permian formations. Despite the increasing proportion of wildcat wells drilled, the wildcat discovery rate has declined since the year 1942. AS compared with 1943, the number of wildcat wells drilled increased from 11.7 to 12.7 per cent and the footage in wildcat exploration increased from 13.3 to 13.8 per cent of the total. The monthly production of crude continued to increase to a peak of 15,336,000 bbl. in October 1944. As compared with a similar peak production in October 1943, there was a 37.3 per cent increase. The yearly production increased from 98,165,-ooo bbl. in 1943 to 159,943,000 bbl. in 1944, an increase of 62.8 per cent. Based upon an assumed average price of $1.00 per barrel and less 1/8 royalty, the gross return to the producer amounts to $140, 000,000. From 1943 to 1944, the average number of producing wells increased 6 per cent while the average daily production per well increased 53.1 per cent. The average daily production per well increased from 17.5 bbl. in 1943 to 26.8 bbl. in 1944. The proportion of flowing wells decreased from 50.5 per cent in January to 49.1 per cent in December 1944. Drilling With the continued shortage of labor and materials, drilling costs have risen sharply. Just how much is difficult to ascertain. Owing to competition for available drilling rigs, contractors are reluctant to assume drilling risks. In consequence, some contracts are let on a cost plus basis, or day work below some specified depth with the operator furnishing part of the consumable materials, such as mud and drilling bits. Contractors are having difficulty in maintaining full and effective drilling crews with insufficient and inexperienced labor. Service companies have inadequate labor and equipment to meet their appointments promptly. Pipe Lines The Gulf Pipe Line Co. increased the capacity of its 10-in. main line by filling in gaps amounting to 75 miles on the loops between Judkins and Weatherford, Texas.

Alexander N. Winchell, Butte, Mont. (communication to the Secretary): Mr. Spurr calls attention to the fact that an ore-deposit may be due to a succession of concentrations at different geological epochs. He cites an example of such a condition on Napoleon creek, a branch of Forty-Mile creek, Alaska. It will perhaps be of interest to call attention to another example of the same general character, not so remotely situated. The example referred to is located on Pole creek, a tributary of Cherry creek, in the extreme northeastern part of Madison county, Montana. An excellent geological map of this region is to be found in the Three Forks folio (No. 24) of the United States Geological Survey. According to this map, Pole creek, in its upper course, occupies the contact between the " Flathead " formation, which Peale correlates with the Middle and Lower Cambrian, and an area of gneisses and schists supposed
