IT HAS been known for centuries that iron and steel could be hardened by cold hammering and that the metal could be restored to the normal condition by heating to a red heat and cooling either rapidly or slowly with nearly pure iron and slowly with steels containing considerable carbon. The art of tempering steels is also very old. When a medium- or high-carbon steel is quenched from a cherry-red heat, the hardness is increased; this hardness can be reduced by heating to various temperatures below the lower thermal critical point, which is near 700° C. The present paper will not consider these old and well-known changes in iron and steel below the thermal critical range but will confine itself to the more unusual changes, some of which have been studied recently. Stromeyer,1 for example, in 1886, reports that both working steel and heat treatment of steel in the blue-heat range are highly injurious. Recently, however, some metallurgists believe that the straightening of warped steel forgings at a blue heat produces a beneficial effect on the metal.2 The Engineering Division of the National Research Council has constituted a committee on Physical Changes -in Iron and Steel Below the Thermal Critical Range, which has the following personnel: R. Only recently has the term Induced Polarization found its way into geophysical literature. Schlumberger first mentioned the possible use of the induced polarization effect in one of his early papers. Later, induced polarization was the subject of several university theses, such as Seigel's at the University of Toronto and Bliel's at the Michigan School of Technology. In addition, a group at the New Mexico School of Mining and Technobgy has done work on induced polarization. There is very little to be found in print on the subject of induced polarization. Several papers have been presented at meetings, the 1958 AIME and SEG* conventions, for instance, on laboratory measurements of the effect and theoretical considerations useful in the interpretation of field results. This paper is the first attempt to present actual field results which show the usefulness of induced polarization as a prospecting technique. There are several phenomena that can cause polarization when electrical current is passed through the ground. In a paper presented at the 1958 SEG* meetings Professor T. R. Madden of M. I. T. demonstrated that only two of these gave rise to appreciable effects. The first is a result of the membrane and diffusion effects in a sandstone that contains appre- ciable amounts of clay minerals. The unbonded charges associated with the clay mineral forma material that passes positive and negative ions with different mobilities. When current is passed through such a system for some period of time, polarization results. The second phenomenon, which gives rise to very much larger polarization effects, is the one used in the new prospecting technique. These effects are a result of the blocking action or polarization of metallic or electronic conductors in a medium of ionic solution conduction. This electrochemical polarization, called "the over-voltage effect" by electro-chemists, occurs whenever electrical current is passed through a volume of rock which contains metallic minerals such as base metal sulphides. This polarization at metallic interfaces in ionic solutions depends upon the chemical energies necessary to allow the ions to continue the flow of current by giving up or receiving an electron from the metallic surfaces. The energy stored in this reaction isanalogous to that stored when a condenser is charged. If a d. c. current flowing through such a system is interrupted, the polarization can be detected as a small, decaying current that flows after the applied current is discontinued. The decaying potential measured is a result of the current flow caused by charges returning to their equilibrium positions from the positions they assumed under the applied potential field. THE following paragraphs, constituting the concluding portion of the Annual Report of the Council for 1903, have been withheld from publication until now, in order to make them as accurate and complete as possible. They will be published in Volume XXXV. of the Transactions in their proper place at the end of the said Annual Report. Franklin Ballou was born in Pittsburg, Pa., May 29, 1845. He was the son of an old resident, Arthur Ballou, a manufacturer and wholesale dealer in vinegar. In early youth Franklin attended the Western University of Pittsburg, but left school at the age of 16 to become book-keeper for his father, upon whose retirement from business, in 1868, he associated himself with Walter C. Childs, of Pittsburg, in the manufac¬ture of furnace-grates and asbestos-cement for blast-furnaces. This firm was known as W. C. Childs & Co., and did a success¬ful business for several years. In 1869 Mr. Ballou married Miss May S. Wilson, daughter of Judge Wilson, of Lewistown, Pa. In 1876 he spent several months traveling in the West and studying the mining industry, which greatly interested him. In consequence of this journey, he wound up his business in Pittsburg and removed in 1877 to Georgetown, Colo., where for several years he conducted a sampling-works, and built up an extensive business as an agent for the sale of ores, besides engaging to some extent in mining enterprises. , It is said that he controlled at one time about one-eighth of the output of the Leadville mines. In the early 80's, he became Vice-President and General Manager of the Bimetallic Smelter at Leadville, of which Mr. David H. Moflat was the principal owner. The energy crisis and the resurgence of mining activities highlighted 1972-73. Added to the impetus for more effective materials handling systems has been the continued upward trend of inflation and labor costs. The need for addressing the fundamentals has led to the trend toward an overall systems approach to materials handling problems.1 The decision to move forward with large mining ventures such as the $150 million Hibbing taconite comple2 and the immense Carajas iron project must base themselves on indepth studies of a host of factors viewed in the context of an integral mine-transport-market system. What's important is that each ton of pellet or ore must be an economical commodity at the end users' furnace. The project can still be viaable even if certain components in the entire network appear to be individually costly.

TO present some idea of the magnitude of the gold-mining industry of Canada and the world, the records of 106 gold-mining companies currently paying dividends have been studied. Forty of these are in Canada, and 37 on the Rand in South Africa, these being all the straight gold-mining companies that paid dividends in the two areas in 1938. None of the base-metal companies that produce gold as a by- product, or even as a major fraction of the value of their total product, have beezl included. THE PURCHASE of silver by the United States Government under the provisions of the Pittman Act is practically completed. Producers of silver in this country will now have to market their silver in competition with the rest of the world. It therefore becomes of interest to study such data as are available and endeavor to obtain such suggestions as may be afforded therefrom as to the probable future market position of the metal. Conditions influencing the marketing of silver are numerous and complex. It is a commodity entering. into the arts and manufactures, and therefore influenced by the condition of various lines of business which make use of it; it is currency-being used by all countries for subsidiary coins and even as the founda-tion of the system by a very few; and it serves as a frequent basis for speculation. The various factors involved can easily set up so many cross-currents in the flow of the metal that predictions in regard to the market position of silver can never be safely made, although it may be possible to form some idea of prob-able trends over a sufficiently long period. Of course price is determined, as is the case with all commodities, by the inexorable workings of the law of supply and demand.

Threshold displacement pressures are needed to determine how much overpressure can be used in storing natural gas. An experimental technique for determining threshold pressures by displacing water with gas from samples saturated with water is presented. Threshold pressures for eight low permeability samples were measured. Threshold pressure data obtained in this work, plus data on higher permeability samples reported in the literature, are correlated with porosity, permeability, surface tension and formation resistivity factor. Mercury injection pressures also were measured and correlated with air-water threshold pressures. Threshold pressures were found to be independent of time. An aerial photograph of gas emerging from the top of a core shortly alter its threshold pressure has been exceeded shows that the gas bubbles are uniformly distributed across the face of the core. Channeling will occur, however, when an increased gas phase permeability is reached, A porous medium can be re resealed alter its threshold pressure has been reached, provided it has not been desaturated below a fixed saturation. Its new threshold pressure will be lower than when the sample is 100 percent saturated with water. INTRODUCTION The degree of overpressure in excess of the discovery pressure that a gas storage reservoir can withstand is determined by the ability of its caprock to contain gas, providing the pressure does not exceed the structural limit of the reservoir. The retention of gas in a reservoir by a caprock saturated with water is a result of the capillary forces acting at the gas water interface. Without the presence of water in a caprock, gas would leak out of the reservoir at a rate determined by the permeability of the caprock to gas. The ability of a caprock to contain gas is expressed in terms of its threshold displacement pressure, which is defined as the minimum pressure needed to initiate the displacement of a wetting phase by a nonwetting phase from a porous medium 100 percent saturated with the wetting phase. The gas industry must be able to predict how much "overpressure" a gas reservoir can withstand before leakage occurs by gas displacing water from caprock overlying the reservoir. This is of economic importance since the storage capacity of a gas reservoir is proportional to its pressure. The discovery pressure for most reservoirs is found between the upper and lower limits1 shown in Fig. 1. Discovery pressures in excess of their hydraulic pressure gradient are attributed to the compaction of an isolated shale formation by the overburden.2.3 The lower limit of 0.433 psi/ft corresponds to the weight of the overburden, the gradient of the rock itself. [SECRETARY'S NOTE.-This paper, presented in oral abstract, at the San Francisco meeting, was not at first supposed by Mr. Bain to be required for publication in the Transactions; and the excursion to Japan, in which he took part, immediately after the San Francisco meeting, delayed his presentation of the manuscript. After his return to San Francisco, Mr. Bain, in view of the importance of his paper and its discussion, kindly furnished it in full. The delay in its publication (since it was received in April last) has been due, partly to the circumstance that other contributions had meanwhile acquired the "right of way," and partly to the consideration that, the situation contemplated in Mr. Bain's paper having remained practically unchanged, the paper and its discussion would not lose force or timeliness by this lapse of time.-J. S.] No acute observer of public affairs can have failed to observe a growing disposition on the part of the public to change emphasis in government from political equality to social justice. When our own government was founded it was felt to be sufficient to secure to each individual the fullest possible freedom of opportunity, and such a scheme was excellently adapted to the rapid development of a large territory having a small population. As the number of people in a given area increases, there are more points of contact and conflict; each must move in a smaller orbit, and there must be more regulation. Germany is making faster progress in industry than is any other country. The principal reason is the insistence there on team-play. In Germany there are fewer multimillionaires and more socialists (spelled with either a big or little " S ") than in any other of the leading countries; but Germany wins trade and is steadily improving the conditions of life for her citizens. To some, the change from the freest individualism is welcome; to others it is intensely unacceptable. To this fundamental difference in view-point may be imputed much of the vigor with which the controversy regarding coal-lands has been waged. the leaching of near-by rocks, had had no other result than to bring out from obscurity three certain features of practical lmport, all the labor of that controversy would have been well expended. These three points are : (1) a clear distinction between the vadose and the profound zones; (2) a determination of the manner in which the latter may be invaded by conditions of the former; and (3) an establishment of the general truth of the lateral-secretion theory when vadose conditions prevail, and of the. ascension-theory under profound conditions. In the practical consideration. of ore-deposits these generalizations are fundamental. Their wider application must be productive of great industrial advantages. Of first importance in the broader scientific survey of ore-genesis is the recognition of a sharp distinction between vadose and profound conditions. To many who listened to Professor Posepny's remarkable paper, read at the Chicago session of the Institute during the Columbian Exposition in 1893, this seemed, as Dr. S. F. Emmons has already observed, its most valuable and suggestive feature. Notwithstanding Posepny's implications to the contrary, and his vigorous berating of Sandberger's views, the immediate and lasting .effect of the . argument was really to strengthen greatly Sandberger's position. For it completely and sharply separated the lateral-secretionists from the ascensionists, raising the sphere of the former bodily above the line of permanent water-level and at the same time confining .the sphere of the latter to regions below that horizon. A little later, Professor Van Rise showed in some detail how meteoric waters may deeply invade the profound zone and carry vadose conditions into it. The zonal limitations of two great and apparently opposed agencies being thus definitely fixed, it is found that neither of the theories based thereon is susceptible of general application. If the generalizations of the lateral-secretionist be propounded solely for vadose conditions, we are able to agree with all of his more-important contentions; while there is general acquiescence in the views of the ascensionist if their application be restricted to the profound zone. Since prehistoric times, gold has been sought for its beauty and its unusual physical and chemical properties. Early in the dawn of civilization it became the ultimate unit of value, and for at least 6000 years it has been used to barter for other commodities. It has been prospected for, treasured and made into works of art and personal adornment. From time to time, it has even been the object of conquest. Because of its predominant role as a basis for money in recent centuries, economists have come to think of gold solely in these terms. Gold, however, has physical and chemical properties that make it one of the most useful metals in the modern world. It is the most ductile metal known. An ounce of it can be drawn into a continuous wire over 35 miles long. It is also so malleable that an ounce of it can be beaten into films 0.00001 in. thick covering 68 sq ft of surface. It has a density of 19.3 and is so heavy that 1 cu ft of it weighs more than half a ton. Gold is nonmagnetic and has a high electric conductivity that is only slightly less than that of silver and copper. Gold is so inert to all the chemicals found in nature that gold coins and jewelry buried beneath the soil or at the bottom of the sea for thousands of years appear to be as bright and perfect as when they were first immersed. Finally, gold has an extremely high reflectivity of both light and infrared rays.

This is the 'first visit of, the Institute to this vicinity since 1904 although previously it held meetings there every six or, seven years. 'The eastern party assembled at Buffalo and sailed on the S. S. "Tionesta ". on Friday morning, Aug. 20, arriving at Houghton, Mich., Monday, Aug. 23. En route stops were made at Detroit, where sightseeing auto trips were taken, and at Mackinac Island, where a short stop permitted a visit to the picturesque and historic Fort Mackinac.

In the last several decades, techniques of data collection have been rapidly evolving. Automated spectroscopic techniques in the chemical analysis of rocks for example have advanced to the point that we can analyze samples faster than we can grind them. Remote sensors of LANDSAT give us intensity measurements in four color bands of every acre of the U.S. every 19 days. Common depth point seismic instrumentation systems used at sea for surveying and networks of seismometers arrayed around the country for earthquake studies likewise are generating vast amounts of data. These along with many other earth science data generating systems have caused a veritable data explosion. How do we deal with these enormous amounts of geologic data presently being produced as well as those produced in the past, and to be produced in the future? There is an immediate need to acquire and utilize past and present basic data in order to address today's national earth science problems. Also data being collected and stored now must be compatible with future data in order for us to be able to undertake the wide spectrum of analysis that must be made in the future. This is a big order! In order to organize and to be able to analyze these data, the USGS has embarked on a wide ranging program of compatible data base construction and the development of computer technology, based on interactive computing, to facilitate resource assessments and analyses. These activities are analogous to two sides of a coin. One side deals with the logic, philosophy, and mechanics of information storage and retrieval; and the other side deals with the sensible application of computer technology to the treatment of data. The northeastern United States embraces that area of the Appalachian Mountains, and adjacent territory, beginning on the south at the Potomac River. It thus extends from the flat-lying Paleozoic terrane of the Appalachian plateau on the west, across the folded Paleozoics of the Great Valley and adjacent ridges (Paleozoic and Precambrian), over the Piedmont and New England metamorphic complex (mixed Paleozoic and igenous rocks), broken by the great Triassic rift remnants, onto the subdued coastal plain of Cretaceous and Tertiary sediments. Although not noted as a metal mining region, the area does contain numerous substantial and several outstanding mines, chiefly of the more prosaic metals, particularly iron, zinc, and copper, as well as many minor occurrences of these and a few additional items. These deposits occur to some extent in every subdivision of the area. The region to date (1966) has produced almost 500,000,000 tons of medium to lowgrade iron ore, especially magnetite, including ilmenitic magnetite; 50,000,000 tons of highgrade zinc ore; and 5,000,000 tons of lowgrade copper. In the past, it has yielded small amounts of chromite and nickel, and at present is a large producer of titanium. Precious metals are conspicuously absent, and so also are the Tertiary or Mesozoic igneous phenomena so commonly associated with mines of the West. The term "operational research" was probably first used to describe work started under E. C. Williams, now Director, SHAPE Air Defense Technical Center, late in 1937 or 1938, at the Bawdsey Research Station of the British Air Ministry, a laboratory center concerned with the development of radar equipment. After the practicability of the early techniques had been demonstrated, a large (for those days) program of development and installation was authorized. It was very soon realized, both by the Royal Air Force and by the scientists that almost as important as the gear itself was the way in which it should be used. Accordingly, it was decided that some scientists should cooperate to study the way in which the equipment should be deployed and operated in conjunction with the Royal Air Force. To distinguish this work from the normal work of a research and development establishment, the term "operational research" was coined. It merely meant at this time that this particular section of scientists was to be concerned with the use of the gear rather than with its technical development and it seemed natural to those concerned to adopt the word "operations" which has a specific connotation in the armed forces.' This method was later extended to peacetime business enterprise, government operations and other human activities. Operations research appears to have penetrated the extractive industries more slowly and less completely than other industries, the military, or the government. This may be due (1) to a difference in the attitude of management towards operations research, or towards research of any kind, for that matter; (2) to unsuitability of the extractive industries for application of the operations research method; (3) to inaccessibility of the data; (4) or to a lack of trained personnel who are interested in applying operations research to the mineral industries.

T HE 121st meeting of the Institute held in New York City, February 16 to 19, 1920, was a great success despite vicissitudes of weather of unusual severity. On account of tremendous snowstorms, only two members of the Canadian contingent arrived, and several of our members from the west arrived thirty hours late. Two weeks prior to the meeting, the heaviest snowstorm in 34 years wrecked the surface transportation in New York; and it was only by special dispensation that arrangements were effected, with the New York Street Cleaning Department to clear away 39th street in front of this building so that vehicles could reach the curb. The total registration of members and guests was 1138.

(Pittsburg Meeting, March, 1910.) IN the long list of our illustrious and lamented dead, there are names which recall personality as well as career and achievement; social as well as scientific merit; devotion to the Institute itself as well as to some one of the professions which it represents. These men we remember because they did not forget us; besides our pride in their wider work and fame, we are proud of what they did with and through us; especially do we rejoice if our early recognition of them opened the way to a recognition by the world; and in their departure we claim to sorrow, not merely as members of an appreciative public, but also as. bereaved personal friends. In common with thousands, we regret our loss, but we do not regret only-we mourn and miss. To this group of those whose death has brought to us the double sense. of public and private grief belonged our strong, bright, dear brother, in whose memory this inadequate tribute is offered. Charles Benjamin Dudley was born July 14, 1842, at Oxford, Chenango county, N. Y. He came on both sides of New England blood, his father being from New Hampshire and his mother from Connecticut. Emigrating from the rocky hills of their native States, they. settled upon the more fertile soil of what was then regarded as the West, and, with thousands of other pilgrim sons, imitating the pilgrim fathers, contributed to the foundation of new commonwealths. The Empire State owes much to this element of its population. Dudley's early education was obtained, like that of the sons of the pioneers generally, by attending the village school and academy in the autumn and winter, while he worked upon the farm during the rest of the year. But his ambition looked forward to a college-course; and this was almost within his reach when a passion still stronger took possession of him. The out-

FIVE days, extending from Monday, Feb. 18 to Friday, Feb. 22, inclusive, will be required for the annual meeting this year. The first fours days will be devoted to reading and discussion of papers, general and committee business meetings, two lectures, luncheons, dinners and all the pleasures of a big, general reunion. The fifth day will be given over to an all-day excursion for both men and women by special train to West Point, in celebration of the birthday of the first President of the United States. Washington having been an engineer and now after one hundred and thirty-one years the country having selected as President another engineer in the person of Herbert Hoover, our own past president and honorary member, it is proposed to celebrate with a good old-fashioned picnic and inspect the school. The authorities at the Military Academy have undertaken to welcome the engineers and do whatever they may to make our pilgrimage notable. Other social features planned for the week are numerous. Luncheon will be served as usual at the building each day of the meeting to all members and guests. This year a very nominal charge will be made, primarily to overcome deficits due to irregular attendance. Monday noon, the Non-metallic Minerals Committee will lunch at the Engineers' Club and in the evening the Milling Methods Committee will dine there. The Annual Smoker will be held at Hotel Astor after dinner. Professional entertainment of high order is promised, but not too much to interfere with the numerous group reunions that characterize this func- tion.

This discussion is concerned with the method of manufacturing, the design possibilities, and the properties of pole pieces for direct-current electric . motors and generators made from iron powder. In such applications as pole pieces, the electric and magnetic properties of the material are of major importance, therefore they are discussed somewhat more fully. However, the main advantage in making pole pieces from powders lies in the rapid and inexpensive method of manufacturing these pieces, and in the flexibility of design, rather than in their superior electrical properties. As a matter of fact, pole pieces from iron powder have found their principal field of usefulness in small electric motors for controls and similar applications where the highest possible flux density in a given design is not required. Fig. I shows a number of different designs for pole pieces made from iron powder. The steps involved in fabricating them are: (I) briquetting—with each stroke of the briquetting press a complete . pole piece is produced; (2) sintering, and (3) sizing, which is a one-step coining operation in a hand-operated punch press. Conventionally small pole pieces are made from laminated electrical sheet steel stock by punching out the laminations and riveting them together (Fig. 2). The powder method has the advantage of being rapid and inexpensive; also, it makes possible the molding of pole pieces with a round hub, which are better from a design standpoint, as will be shown later. It is difficult to make such round-hubbed pieces from laminated stock. The pole pieces could, of course, be machined from solid stock, but this method is not widely used. The raw material for making pole pieces from powder is straight iron powder without the addition of any alloying ingredients. However, the grade of powder used is of considerable importance, as will be shown later when the influence of the grade of iron powder upon the magnetic properties is discussed. Pole pieces are briquetted in the same way that other iron-powder machine parts are made. Because the pole pieces are flanged—i.e., they have a hub and a wing section—they are made in presses that apply pressure from both ends. For best mechanical and magnetic properties, the density throughout the piece should be even and also should be constant from piece to piece. For that reason a powder of constant compressibility from batch to batch is needed for briquetting pole pieces. One method of obtaining the required magnetic properties is to sinter the pole pieces at temperatures higher than are used for most iron-powder parts. A temperature of 2400°F. and an atmosphere of hydrogen has been found satisfactory. No automatic furnaces of the roller hearth or mesh-belt type have yet been developed for such high temperatures.
