Systematic mining of the ocher in this area really began, however, probably not longer than a decade back, although the date of its first working is as early as the year 1877. The district has been, for a number of years, one of the principal producers of yellow ocher in the United States; and at no period of its development have mining activities been greater and more successful than at present. INTRODUCTION. IN a paper read by title at the Washington meeting of the Institute, May, 1905,1 discussed at considerable length the geological relations, node of occurrence, and the genesis of the lead- and zinc-ores of the Virginia-Tennessee region. The present paper treats of the purely economic phases of the zinc-ores of the district; such as methods of mining the ores, their preparation and treatment. The Albemarle county mines and plant were discussed in the paper referred to above, and will not be considered here. METHODS OF MINING. Until very recently the mining of lead- and zinc-ores in Virginia was limited wholly to the surface belt of weathering. The mode of occurrence and the character of the ores to be mined were such as to demand the employment of methods used in mining secondary concentrated ores. Accordingly, a system similar to that practiced in mining brown iron-ores was employed, being modified to meet the changed conditions. Oxidized or Soft Ores.-Up to the present time practically all the ore mined in the Virginia district has been of the oxidized or soft type;-the silicate, calamine, and the carbonate, smith-sonite; largely the former, which has been localized and concentrated at only slight depths below the surface. Because of the extreme irregularity with which the limestone weathers when stripped of the overlying residual clay, it presents a roughened surface of large and small irregular "chimneys"

They may not remember the time when "practical oil men" opposed the invasion of engineers into the field of petroleum production. By their excellent contributions they established themselves. In the popular mind, engis veers are practical men whereas physicists and chemists are suspected of being theoretical. It will be best to annihilate this misconception right now at the beginning of a closer relationship between petroleum engineers. geophysicists, and geochemists.

ArcHodrilling (Arcuate Hole Drilling) of short radius overhead curved holes from within the working level with a new, small-diameter in-the-hole drill produces tangible, assayable chip samples from the entire height of the projected mine level where the hole arcs down immediately in front of the working face. Drilling through the projected level with diamond coring tools produces samples showing the competence of roof and floor strata as well as the geological and economic characteristics of the ore. Hand-portable solid state electronic surveying instrument has been developed to survey the ArcHole and a convenient nomograph plotting record sheet converts survey digital readouts to hole inclination in degrees, to radius of curvature in feet, and to attitude of the plane of curvature from vertical in degrees, all without calculation. The ArcHodrilling system offers a tool with which the exploration geologist can more nearly assess the true potential of old mining properties being reexamined and to reduce the number of surface diamond drill holes needed to secure development data about new ore bodies. It gives the mine geologist an opportunity to secure those data at a fraction of the cost of drilling from the surface. The mining supervisor has a convenient, cheap tool to look ahead to know what he will be mining tomorrow. The mill supervisor has an opportunity to reduce his mineral loss in tailings by being able to anticipate the grade of his mill feed.

In the metallurgical treatment of most metallic sulphides it is usually necessary to carry on a roasting-operation. In some cases the raw ore will have to be roasted; in others the intermediary product, matte, produced in smelting the ore; again, both ore and matte may have to be subjected to oxidation at elevated temperatures. Most metallic sulphides, when given an oxidizing-roast, pass through the state of sulphate before they are converted into oxides. All metallic sulphates are completely decomposed by heat, with the exception of those of lead and bismuth, but the temperatures at which decompositions take place vary with the metals. Some metallic sulphates are converted directly into oxides, others first form basic salts. Alkali-earth sulphates show a behavior similar to that of metallic sulphates, while alkali sulphates do not part with their sulphur trioxide even at elevated roasting-temperatures. The older data on the decomposition of metallic sulphates by heat are only approximations. Thus Kerl' gives the order in which metallic sulphates are decomposed with increasing temperatures as (Ag2, Fe, Cu, Zn, Ni, Co, Mn, Pb) SO,. More recent statenlents give definite temperatures and modify the formerly accepted order of decomposition. But the temperatures given by various observers do not agree. The reasons for this are to be found mainly in the method and manner of carrying out experiments. Four methods have been used: 1. On several occasions, when 60-40 brass is first obtained in the beta condition by quenching at about 825" C. and is then reheated, the writers have noticed that reerystallization will take place in the form of twin crystals at the grain boundaries of the original beta crystals. It was, therefore, thought that interesting results would be obtained if this twinning process was studied further, especially as to the temperature at which it first occurs. The material used in the investigation was a bar of extruded muntz metal, 1/2 in. in diameter, and of the following composition: Copper, 60.21 per cent.; zinc, 39.73 per cent.; lead, trace; iron, trace; tin, nil. Specimens 1 in. in length were sawed from this bar and a hole was drilled into the side of each specimen until it reached the center, and the tip of a platinum-platinum rhodium thermocouple was inserted. A small Hoskins' resistance-type electric furnace was used for heating the specimens. The specimens were first heated at 840' C. for 2 hr. and then quenched ' in cold water, in order to get the material entirely in the beta state. In every case, in the reheating process, the furnace was brought to the desired temperature before the specimen was introduced. The time occupied in preheating was from 20 to 30 min. By sawing back 1/4 in. on each side of the hole, two parts were obtained from each specimen and duplicate observations were possible. The specimens were held at the reheating temperatures for periods of 15 min., 30 min., 1, 2, and 4 hr. All specimens were etched with a freshly prepared mixture of equal volumes of concentrated NH4IOH and H2O2.

These days of great industrial and social problems in America produce many suggested solutions and great changes. The practical engineer and employer of labor views these problems differently from the labor leader or the social reformer, but as never before he is sincerely interested in solving them in a way that will be just to all. The inevitable tendency of the day is toward "industrial betterment," " safety," '(industrial education," " efficiency," and the many other things which have become so familiar to progressive employers. There is no longer any question that these things are worth while from both the human and economic standpoints. They "pay" in dollars and cents. The very center of final success in improving conditions and increasing the efficiency of workingmen must be the spirit of fairness and a knowledge on the part of the employer of how to deal sympathetically and intelligently with his employees. Every progressive employer knows how greatly he desires foremen, superintendents, managers and others who possess these qualities. On the other hand, we are all familiar with serious mistakes made by young graduates of engineering schools who have had no opportunity to develop these qualities, and who have no real appreciation of the worth of the workers. Indeed, one wonders whether much ill-feeling, labor difficulties, and many strikes could not be avoided if such men had the right attitude. Is there any way of remedying this condition? If this particular difficulty can be solved, if these young engineers, many of whom are our coming leaders of industry, can be given the right perspective and the right understanding of these other problems in addition to fair, sympathetic methods of handling men, many of our other problems will be solved—not at once, but gradually and permanently, as these men make good and become influential in paths of industrial righteousness and industrial peace. Many progressive employers of to-day have enlarged their own perspective and realize the great importance of enlarging the perspective of those who shall follow them. How can it be done? In 1827, chromite was discovered near Baltimore by Isaac. Tyson, Jr., who initiated the mining of chrome ore and later (1845) the manufacture of chromium compounds in this country. From 1828 to about 1560 the United States, supplanting Russia, supplied chromite for most of the world. Chrome deposits were found also in California, and the Tyson Company shipped ore to Philadelphia by way of Cape Horn. In 1848, J. Lawrence Smith, an American in the employ of the Porte, discovered large bodies of chromite in Asia Minor. They were developed in 1865 and became the chief source of the world's supply for a number of gears. The discovery of the large high-grade bodies in New Caledonia., and later in Rhodesia, with other foreign sources, gives at present an abundant supply for all demands. For a number of years before the great war. the United States produced only a few hundred tons of chromite annually, for local use, but during the war the demand for domestic ore resulted in a production of more than 82,000 long tons of crude ore in 1918, and it was demonstrated that the United States has reserve deposits equal to a war demand of several years' duration. Now that the war is over, the country is con-serving its domestic supplies by employing higher-grade but cheaper ore from foreign countries.

In the Bingham district over a span of more than 90 years, 43,947,104 tons of "non-porphyry" copper, lead, zinc, gold, and silver ore have been mined from a folded and faulted alternating series of Pennsylvanian and Permian limestones and sandstones and from some Tertiary intrusives. This ore came from six major mine areas located east, south, and west of the Bingham stock, site of Kennecott's porphyry copper deposit. The sediments were affected by varying degrees and types of metamorphism within 2000 feet or more of the Bingham stock. The intrusives consisting of the mineralized Bingham and the unmineralized Last Chance stocks and numerous dikes and sills of granite and monzonite were intruded into the asymmetrical northwest-trending and plunging Bingham syncline. Extrusives, although present, contain no ore. The bulk of the non-porphyry ore in the district was found above the Midas thrust. The primary ores are found in three major types of deposits: concordant bedding fissures, crosscutting fissures, and replacement deposits. These deposits consist of both copper and lead-zinc ore bodies that contain various amounts of gold and silver. These are in places roughly zoned both laterally and vertically and have been mined for up to 10,000 feet outward from the center of the Bingham stock and up to 5000 feet vertically below the surface. Secondary ore was of minor importance and was found in and under the oxidized zone at shallow depths. Genetically the Bingham stock, the ores, and related phenomena have had a common source.

The following abstract of the minutes of the final Adjourned Annual Business Meeting, held Nov. 12, 1912, in the office of the Institute, 29 West 39th Street, New York City, is here presented for the information of the membership at large. On the announcement by the Secretary that there was a quorum present, President James F. Kemp called the meeting to order. The minutes of the Adjourned Annual Business Meeting of Oct. 7, 1912, were read and approved. (Sec p. xi,Bulletin No. 71, November). Prof. Jos. W. Richards, in behalf of the Special Committee of the Board of Directors and the Council (Messrs. Richards, Kirchhoff, and Rand), withdrew the two proposed amendments to the Constitution offered by the said Committee at the Adjourned Annual Business Meeting of Oct. 7, 1912. (See Bulletin. No. 70, October, 1912, p. vi., and Circular Announcement No. 8, Oct. 15, 1912, p. 15.) Professor Richards presented a syllabus of the proposed amendments to the Constitution and By-Laws prepared by the Special Committee. Several members present discussed various sections of the proposed Constitution, and the Committee advised that the suggestions would he duly considered before submitting the final document, which would be duly presented and sent to the membership at large at least 30 days before the next Annual Business Meeting, Feb. 18, 1913. Professor Richards presented a resolution, seconded by Mr. Kirchhoff, making a change in the present Certificate of Incorporation, so that it would conform to the proposed changes in the Constitution and By-Laws; said resolution was unanimously adopted. Professor Richards presented another amendment to the Constitution, which had been purposely omitted from the printed list, but had been requested by many members, namely, the creation of a " Class of Fellows." This question was freely discussed at the Cleveland meeting (see Bulletin No. 71, November, 1912, p. 1348), and in view of the diversity of opinion it was-decided to present it in separate form for separate action of the membership at large at the Annual Business Meeting, Feb. 18, 1913. In answer to question, the President announced that the proposed amendments to the Constitution and By-Laws presented by Messrs. Corning and Stone at the Adjourned Annual Business Meeting, Oct. 7, 1912, and published in Circular Announcement No. 8, Oct. 15, 1912, were still on record. Professor Richards presented a syllabus of the proposed amendments to the By-Laws, and several sections were discused by members present, but no action of record was taken. Mr. Charles F. Rand read a letter from Mr. L. K. Armstrong, Sec-retary of the Spokane Local Section of the Institute, referring to the proposed amendments to the Constitution, and he announced that many of Mr. Armstrong's suggestions were, in one form or another, already incorporated in the proposed amendments submitted by the Special Committee. A special vote of thanks was passed to Dr. Albert R. Ledoux for the valuable assistance rendered by him to the Special Committee in the preparation of the proposed amendments to the Constitution and By-Laws.

There was an extensive mining and industrial exploitation of Russia, about 20 years ago, by Belgian, French and British capitalists; but the results were discouraging. It is said that the Belgian and French public together lost approximately $400,000,000, chiefly in the coal and iron industry of southern Russia. This loss is largely accounted for by the fact that most of the companies were formed, as usual in " boom" times, to sell stock; and that thorough investigations were not made. I11 1906, renewed interest was taken in Russian mines, especially in those of gold and copper, and a considerable literature is growing on this subject; but as yet I have seen no account of one of the large Russian mining estates. The following notes on such property, where the conditions are so different from those in the mining regions of the United States, should be of interest: This inadequate and probably somewhat inaccurate account is made up, partly from my own notes made on the ground, in the summers of 1904 and 1905, and partly from a volume on the geology and resources of the estate issued several years ago, containing surface- and mine-maps, and from a pamphlet published in 1904, giving a general account of the condition and prospects of the property. This pamphlet includes a report made in 1899 by Arthur L. Pearse, a member of this Institute. Both these books are in Russian, and were prepared by the Bogoslovsk Mining Co., which owns and operates the property. Articles in many other languages have appeared dealing with various matters connected with the estate; but I know of no other general account of it. In numerous books and articles on the Urals and Siberia, however, localities are described in which somewhat similar conditions prevail. Recent papers by

THE third year of Government exploration f or potash by the U. S. Geological Survey and-the U. S. Bureau of Mines under the authorization of the act approved June 25, 1926 (Public 424-69th Cong.) is drawing to a close. The results thus far obtained are thought to be sufficiently interesting and satisfactory to justify the presentation of a brief preliminary account of the work. REVIEW OF EARLIER EXPLORATION The general geologic similarity of the Permian basin of Texas and New Mexico to the potash field of Germany had long ago suggested the possibility of the presence of potash salts somewhere in that basin, but petroleum exploration was then making little headway there and the necessary data could not be obtained. The discovery by Udden in 1912 of potash in brine from the Spur well in Dickens County, Texas, was the first direct evidence of its presence. In 1915-17 the U. S. Geological Survey drilled a test well with standard tools at Cliff side near Amarillo, but failed to find potash. Nevertheless, an observer has been kept in the field, at first in cooperation with the Texas Bureau of Economic Geology but since 1922 by the Survey alone, to `secure data and samples from oil and gas tests. Since the discovery of oil in Reagan County in 1923 exploration by drilling has been rapidly extended to many parts of western Texas and southeastern New Mexico. The identification of the potash-bearing mineral polyhalite was first announced by the Geological Survey in June, 1921, the material having come from cuttings from the Bryant well in Midland County and the Burns well in Dawson County, Texas. Successive discoveries and announcements of similar purport aroused widespread interest in potash exploration, which culminated in the action by Congress already noted.

IN giving a sketch of the geology and mining of the tin-deposits of Cape Prince of Wales, a short description of the geographic and climatic conditions may be of special interest on account of this being a part of the world of which very little is known, even by the reading public. As shown in Fig. 1, the location of the Cape is lat. N. 65° 35' and long. W. 168°. It is bounded on the north by the Arctic ocean ; on the west by Bering strait and on the south by Bering sea. It is the western-most point of the mainland of North America, and to the west, across the strait, one can see East Cape, Siberia, which consists of a rugged, steep coast of granite cliffs. The climatic conditions are of interest because of the part they have had in the surface geology, and also because they affect mining from an economic standpoint. In connection with the climate and geography, it does not seem out of place here to quote a few lines from the prologue of The Wandering Jew, written by Eugene Sue, under the caption '1 The Land's End of Two Worlds."

IT is with sincere appreciation and a deep sense of responsibility that I accept the honor of delivering the Howe Memorial Lecture. In our time metallurgical research has delved into phenomena ever more complex in character, so that much of this work must be done by organized teams. We, of the Union Carbide and Carbon Research Laboratories and the Electro Metallurgical Co., are truly a team and the lecture which is to follow is due largely to a few of the outstanding members of that team here cited and well known to you in their own right: John Lamont, whose work deserves special recognition, Walter Crafts, William Forgeng, William Binder, Robert Fowler, and David Swan. Thus it is a fitting pleasure to accept this honor for the research institution which I represent. Henry Marion Howe was truly inspirational and his breadth of view was such that he could use either the method of rigid proof or implied mechanism to further the broad understanding. But perhaps his outstanding characteristic was his sound judgment and his ability to weigh observations. The following is replete with observations and judgment as to their implication. We would like to feel that it is the type of dissertation which Howe, himself, would have enjoyed. Chromium carbides in stainless steel have, in a sense, been a key to the progress of the stainless steel industry. Brearley's first stainless steel, containing approximately 0.30 pct C, was successful because it differed from previous Fe-Cr alloys in that the carbides were present in such amount and form as to provide the stainless and cutting properties. Again, the 12 pct Cr die steels with a carbon content of 1.5 pct or more achieved their properties by virtue of the form and distribution of the chromium carbides. In the straight chromium steels with from 12 to 25 pct Cr, chromium carbide amount and distribution are once more the determinants with respect to physical properties and corrosion resistance. In each of the cases just cited the role of the carbide is in essence similar to that of iron carbide in carbon steel and this story is so well known that we need not dwell on it. In the austenitic stainless steels, the chromium carbide plays only a minor positive role with respect to mechanical properties, and for corrosion resistance the objective is to achieve maximum homogeneity. Thus the tendency has been to ever lower the carbon and correlatively the chromium carbide content of the austenitic steels. Today stainless steels with carbon less than 0.03 pct are beginning to find their true place, and this is being aided in major degree by our Company's introduction of a new type of ferrochromium having negligible carbon. The role of carbon in these austenitic steels has long been recognized, and a truly enormous amount of research has been devoted to the subject. Much has been learned about corrosion resistance, but the attack on the problem from the point of view of carbide precipitation and the nature thereof has left much to be understood. Because of its fundamental importance to the future of stainless steels, further study of the mechanism of carbide formation in austenitic steels is of interest. In the 18-8 Cr-Ni steels, which are typical of the austenitic class of steel, carbon is soluble in the aus-tenite to the extent of approximately 0.15 pct at 1832°F (1000°C). The solubility becomes less with decreasing temperature, so that at 1652°F (900°C) the solubility limit is approximately 0.06 pct, at 1472°F (800°C) it is about 0.03 pct, and at 932°F (500°C) it is approximately 0.01 pct. Obviously this is the ideal situation for the classical precipitation phenomenon. It is true that, in a sense, 18-8 austenite resulting from annealing is in a metastable state, and the phenomenon of ferritic precipitation from this austenite should be considered. However, in a so-called fully austenitic 18-8 steel this is secondary with respect to the carbides and can be neglected. A wide variety of chromium carbides is known. Only one chromium carbide, Cr,,C,,, frequently referred to as Cr,C, has been found in unmodified low carbon 18-8 steel. This, fortunately, simplifies the study of the precipitation phenomena. For this study an A.I.S.I. type 304 stainless steel of commercial quality was selected. Analysis showed C 0.07 pct, Mn 0.49 pct, Si 0.33 pct, Ni 9.34 pct, Cr 18.91 pct, and N 0.033 pct. As expected with this composition the steel was homogeneous after annealing except for a few pools of ferrite, which were disregarded in that their location was not coincident with subsequent carbide precipitation areas. On corrosion testing the steel was normal and typical of good commercial quality. Specimens 1/2xlx4 in. were annealed and subjected to precipitation heat treatment for 100 hr at 100" temperature intervals from 1000° to 1500°F and for ten selected intervals ranging from 5 min to 64 hr at 1300°F. THE recently discovered occurrence of diamonds near Murfreesboro, Pike county, Ark., was brought to. our attention by Mr. Samuel W. Reyburn (Trustee for Messrs. C. S. Stifft, A. D. Cohn, August Zinsser, Jr., and himself, owners of the property), through whose courtesy we investigated the locality of the deposit. Prospecting with the diamond-drill is now in active progress ; but mining operations on a large scale have not yet been ordered. Geology.-The geology as well as the petrography of this interesting locality has been well described by Messrs. J. C. Branner and R. N. Brackett.1 Briefly summarized, the igneous rock in which the diamonds are found is a vitreous peridotite, forming a stock or volcanic neck, which has broken up through the Carboniferous and Cretaceous quartzites and sandstones. After an extensive period of erosion, during which an unknown portion of the neck and presumably a previously existent volcanic cone have been removed, the surface was covered with thin beds of Post-Tertiary conglomerate. The volcanic intrusion was accompanied by the formation of several small dikes of a rock much like that of the main body. One of these dikes cuts across the stock, while another cuts the Cretaceous sandstone, but is overlain by the conglomerate, thus giving a datum for the period of intrusion. So far as known, there was little, if any, metamorphism of the country-rock by the igneous magna, which probably followed an approximately vertical course, so that a more or less vertical extension downward of the igneous body to indefinite depths may be expected.

AT the outset, the authors of this paper desire to file a disclaimer and an, explanation. They have no inside information from occult sources; neither of them feigns clairvoyant powers in the slightest degree. It is true that they have indicated on be graphs an approximate trend for the consumption of seven important mineral commodities up to the year 1954. At best this is a risky business; the figures do not pretend to be any- thing more than reasoned conjectures that are predicated on an attempt to evaluate some of the more obvious of the many factors that are likely to have a bearing on the future.
