OF the several professions-the chemist, the civil engineer, the mining engineer, the mechanical engineer-the courses of instruction, as arranged at the scientific schools, differ considerably as to the amount of practical information which the student is able to gain. The analytical chemist has facility for a very thorough review of the processes which he will be called upon to perform. The student in civil engineering by his field practical learns the use of his tools and the art of taking field-notes. The mechanical engineering student is in the vicinity of machine-shops, which he can visit, and at which . he can work. The student in mining engineering has no such advantages. The mines are at a distance, and the railroad fare to get to them is oftentimes an insuperable difficulty. The aim of these laboratories is essentially to give to the student in mining and metallurgy a chance to study on a small scale the practical parts of his profession. We cannot, in a small laboratory, build a mine to timber, to work, and to survey; we cannot make artificial quicksands and other impediments to mining. In short, we cannot study exploration; but we can study the mechanical preparation and the subsequent smelting of ores. Before presenting the plan of these laboratories it may be interesting to indicate the progress of the idea from its beginning. During the summer of 1870 President Runkle visited the mines of Colorado, and while there, conceived the idea of making an expedition with the mining students to some of the Western mining regions. He talked over the scheme with many railroad and mining men, and everywhere received encouragement. In the summer of 1871 the Institute party visited the mines of Colorado, and spent six weeks in taking notes of them. President Runkle here conceived the idea of building up a mining and metallurgical laboratory ; and by the aid of Booth & Co. of San Francisco, a stamp-mill was obtained, with the Washoe silver-working apparatus. The Secretary : The work of Mr. A. E. Outerbridge, Jr., of Philadelphia, first made known in his paper on " The Mobility of Molecules of Cast-Iron," read at the Pittsburgh Meeting of the Institute, in February, 1896, has been reviewed by the Committee on Science and the Arts of the Franklin Institute, whose report, dated May 5, 1897, is accompanied with a table of tests made by the Committee, and amply confirming the statements of Mr. Outerbridge. Concerning the originality and novelty of his investigation, the Committee says: " The fact that a certain molecular change takes place in cast-iron in the course of time has been known and recognized by many persons for a long time, and that this change tends to relieve the internal strains and render the casting tougher has often been noticed and acted on, although in a very crude way; but, so far as the sub-committee has been able to learn, Mr. Outerbridge has been the first to make a careful study of this, and to note that the change may be hastened by impact, and the whole effect produced in a short time, and also to make a scientific study of the phenomenon. We believe great credit is due him for the initial observation and the careful work dependent thereon. The results were first given to the public in a paper read before the American Institute of Mining Engineers, on February 20, 1896. This aroused a wide-spread interest and discussion among users of cast-iron, and so far as the sub-committee has been able to determine, it has not been shown that anyone, either in this country or abroad, has antedated Mr. Outerbridge in his work in this line. The Franklin Institute therefore recommends the award to him of the John Scott Legacy Premium and Medal." This report has not been published, hut I have had the opportunity to read it in manuscript. Sterry Hunt, called the meeting to order, and after a few introductory remarks concerning the importance of theoretical and speculative science, which often involves principles of the highest economic value, and, more than all that, serves to enlarge our conceptions of the universe, and ennoble us, by the cultivation which it affords to our most exalted faculties, proceeded to discuss some points in the chemistry of the atmosphere. It is known that there is in the crust of the earth a great amount of oxidized carbon, not only in the shape of coal, but also in the graphite or plumbago of the crystalline rocks, in the various bituminous shales or pyroschists, which are found in all succeeding rock-formations, and also in the forms of bitumen and petroleum. All the analogies of nature lead us to conclude that these various carbonaceous substances have had an organic origin, and have been generated by the deoxidation of carbonic acid, a process effected by the growing plant, and attended with the liberation of oxygen. He showed that the carbon of a layer of coal covering the whole earth's surface to the thickness of one meter, would, in its production from carbonic dioxide, liberate an amount of oxygen equal to that now present in our atmosphere. But bituminous coal contains also a large amount of hydrogen, derived from the deoxidation of water, which implies the liberation of a farther portion of oxygen. The amount from this latter source would equal, for the various coals and asphalts, from one-eighth to one-fourth, and, for the petroleums, one-half of that set free in the deoxidation of the carbon which these hydrocarbonaceous bodies contain. From what we know of the composition of the stratified rocks, it is probable that they include an amount of deoxidized carbon and hydrogen many times greater than that contained in a layer of coal one meter in thickness, and, consequently, that the disengaged oxygen in past ages must have far exceeded that now present in our atmosphere. The problem of the curtailment of forces in large numbers does not often come to employment departments and is, therefore, a problem that many departments are not prepared to handle intelligently. Those companies that are able to measure the individual efficiency of each man would probably lay off men according to their individual ability, irrespective of dependents, citizenship, or other considerations. During the war when labor was scarce, the business of the employment manager in industry was hiring men and carefully placing them where they were best fitted to work. The careful selection of employees had developed to a considerable extent before the war, and was becoming a recognized science. In the last few months, however, the cancelation of copper contracts, the accumulation of large stocks, the necessary curtailment of production because the copper could not be sold, and the lack of any immediate prospects of' the copper market opening, have led to a universal reduction of forces, and the problem that industry now confronts is that of discharging rather than employing. The problem has been aggravated by the cancellation of contracts in many war industries with the consequent turning loose of hundreds of thousands of men, a great amount of unemployment, and the return of the soldiers and sailors. The problem has now become one of reduction of working force with the least hardship and the least injustice, and yet caring for the soldiers, sailors, and marines who have been in the service of the government for nearly 2 years, and are now returning to their pre-war positions. The Copper Queen Branch of the Phelps Dodge Corpn., operating at Bisbee, Arb., found it necessary, like all of the other copper companies of the country, to reduce its force materially. In making this reduction it was, after due consideration, decided to classify employees with respect to dependents, length of service, and citizenship. The question of individual efficiency or workmanship was not considered. Copper produced to sell at 26 c. a lb. has been selling at under 15 c., and very little copper is being sold at all. The transition temperatures of 0.01 to 0.02 pct carbon steels are shown to be strongly influenced by cooling rate in the a range, quenching from A, causing a very low transition temperature even after strain aging. In a titanium-stabilized steel and in a steel with 0.05 pct C this effect is absent. NORMAL mild structural steels usually show a structure of more or less pure ferrite, as a matrix, in which cementite grains or pearlite are embedded. Of these components, ferrite is by far the most interesting one as far as ductility and brittle (cleavage) fracture are concerned. Obviously, pear-lite and carbide are by no means necessary for a cleavage crack to nucleate and grow in the ferrite, as steels with a very low carbon content (Armco iron with 0.02 pct C) have an impact transition temperature just as high as semikilled steels with 0.26 pct C.1 Although it has been argued that a very embrittling effect is to be expected from cementite, precipitated as continuous films along the ferrite grain boundaries,'. " the micrographic evidence for a direct causal connection between the brittleness and these films does not seem to be very convincing. On the other hand, it has been stated that cementite particles in ferrite are able to stop ferrite cracks.4,5 In any case, the properties of the ferrite itself seem to be of overwhelming importance to the ductility of steels, justifying a thorough study of steels consisting of ferrite of different compositions, but principally free from pearlite, which means a carbon content below 0.02 pct. Such investigations have been carried out using the impact transition temperature as a criterion of the tendency to brittle fracture and have given some rather unexpected results. One result is the profound influence of carbon on the transition temperature of the steel in normalized condition. If the carbon content is reduced from 0.02 to 0.015 pct and below, a nearly discontinuous decrease in transition temperature appears even with high percentages of such elements as phosphorus and nitrogen present. For low-head pumping of small quantities of water, the water jet, or hydraulic educter, has been used to advantage by Eagle-Picher Mining and Smelting Co. in the Tri-State district. Water-jet pumps are used for draining sumps and pockets up to 15 ft. in depth. They have been used very successfully when only moderate amounts of water are encountered in taking up bottom. A small, easily handled unit is desirable in this work, especially while opening and deepening a new stope. Small air pumps are convenient but can be used only on the day shift, when air is available. Obviously, a jet pump of smaller capacity but operating 24 hr. prevents lost time at the start of each shift. No tests have been made on their power efficiency, but admittedly it is low. However, for certain kinds of work this is offset by their handiness, low initial cost, low upkeep, and reliability. They will handle slime and sand without ill effect, and will continue to pump indefinitely on air. This foolproof 24-hr. performance has led to their continued use at some places even after electric pumps with better power efficiency could have been installed. The success of jet pumps depends largely upon a cheap source of high-pressure water. Owing to mine depths in the Tri-State district, pump pressures range from 100 to 150 Ib. per sq. in. In many mines it is common practice to handle the normal inflow water with triplex pumps ranging in size from 3 to 8 in. The pumps operate 24 hr. per day, and, in order to handle emergency conditions, are speeded slightly faster than necessary to pump the normal inflow. The sump level is governed by controlling the by-pass water with a butterfly valve and float. This method is somewhat wasteful of power, but permits the pumps to operate with a minimum of attention. Such an installation is visited once a day to check lubrication. Hence, if some of this water, normally by-passed to the main sump, were used to operate a jet pump, the power cost could be considered low regardless of efficiency. Figs. I and 2 show two water jets that have done satisfactory work. The one in Fig. 2, made up entirely of pipe fittings, may be of interest partially because of its novelty, but does better work than its appearance indicates. The pipe fittings for this jet as shown cost $2.20. Some improvement in its design may be made by cutting out the 135 by 1¼-in. reducer to a smoother taper as shown by dotted lines. A 3-in. suction pipe is sometimes used in order that the discharge may be as straight as possible. A 2-in. discharge line has been used frequently, but 3-in. pipe is used where several hundred feet of discharge is required.

On July 27, 1919, there passed away a simple, unassuming gentle-man, who, throughout his life, allowed his intense modesty to keep him-self in the background and during his later years effaced himself so thoroughly that but few of his acquaintances knew aught of him. Yet he was one of our accomplished metallurgists, who did good work in the practice of his profession and lived an upright life. Now that he is no longer with us Franz Fohr cannot plead to be overlooked, and those who fondly remember him will be gratified by his receiving his due. Franz Fohr was born, Sept. 7, 1838, in Mannheim, Germany. Of his ancestry, education, and early career we know scarcely anything. We do not even know just when he came to America, or. what led him hither. The first record of his professional work in this country, found among his papers, shows that from July, 1870, to Jan. 1, 1872, he was superin-tendent of the Newark Smelting & Refining Works, then owned by Ed-ward Balbach & Son. At that time the Balbach works at Newark, established in 1850, and the Selby works at San Francisco, established about 1866, were the only important silver-lead refineries in the United States. Mr. Fohr may have been associated with the Balbachs for some time before he became superintendent of their plant or he may have come from Germany but a short time previously. At all events, it is certain that he was at that time an experienced and accomplished metallurgist. After leaving Newark and going to San Francisco, he soon formed a connection with Thomas H. Selby & Co. Early in 1874-this firm sent him to New York to procure information respecting the manufacture of white lead. His engagement in New York terminated on-Jan. 31, 1875. During 1875, Mr Fohr spent some time at Silver Islet and in the Lake Superior copper region, but of his work there no record remains. In the latter part of 1875, or early in 1876, he associated himself as metallur-gist with the Boston Silver Co., operating at Saint John's, Summit County, in which William L. Candler, of Boston, was the moving spirit. That company was developing its mine in 1875. At the end of that year it "had about 800 tons of ore on hand, about three-fourths of which is dress-ing ore, to be concentrated in its very systematic establishment and to be smelted into pig lead." Evidently Mr. Fohr was engaged for the latter purpose. Henry A. Vezin, erudite and painstaking, was the mechanical engineer for the company. In the fall of 1876, Anton Eilers took his family for the first time so far West as Denver and Mr. Fohr went with them. I do not think that Mr. Eilers had any connection with the Boston Silver Co., save possibly in a consulting capacity, but he visited Saint John's and the enduring friendship among Eilers, Fohr, and Vezin, which terminated only with their deaths, dated from that time.

Edgar Archibald Collins was born at Truro, Cornwall, Nov. 16; 1877. He was the fifth (and youngest) son of J. H. Collins, a well known Cornish geologist and engineer, who died in 1916. Edgar Collins spent part of his childhood at Rio Tinto, in Spain, and after returning to England was educated at Alleyne's School at Dulwich, near London. His technical training was acquired by practical experience in Cornwall, supplemented by private study and by his father's teaching. This method of training for the work of a mining engineer was preferred by his father to that of the technical schools then available, and judging by its result, was not unsuccessful. It is,-however, noteworthy that all members of the Collins family who were products of this system later sent, or planned to send, their own sons to technical schools. Edgar Collins came to Gilpin County, Colorado, in 1894, and returned there in 1898, after several intermediate years spent in Cornwall. In Colorado he worked, under his brother Arthur, in the California and other mines of the Gilpin County district, and thereby gained a practical skill and experience as a working miner, and a habit of minute observation of vein phenomena, which proved of the greatest value in later years. In 1899 he went to the Smuggler-Union it Telluride, as general assistant to his brother Arthur, and stood the brunt of 3 years of struggle with the Western Federation, gaining a reputation, for quiet courage and sound work under the most difficult conditions. After Arthur Collins' assassination in the Smuggler-Union office, in November, 1902, Edgar left Telluride, and shortly thereafter entered the employment of a syndicate headed by Arthur Winslow, of Boston, to search for and develop new mines. While so engaged he spent several unsuccessful months near Parral, in Mexico, and later visited and sampled the- newly discovered district of Grandpa, afterward known as Goldfield, in Nevada. This led to the acquisition by the Winslow syndicate of the Combination mine, at first under lease and option; and Edgar Collins was placed in charge. The Combination was really the starting point of Goldfield. It was a profitable mine before the discoveries at the Jumbo were made; and while the Combination, being a "Company-account" mine, controlled by a few responsible men, never attracted the publicity that centered around the sensationally profitable leases on the Jumbo and Mohawk, which publicity was used to further the feverish stock-dealings that characterized the new district. The Combination was really the pioneer mine, made the first shipments of rich ore, constructed the first water-line, and built the first mill (designed by F. L. Bosqui, an old friend and associate); and while it pursued a quiet and unobtrusive. career up to the time of its sale to and incorporation with the Goldfield Consolidated, was probably, in ;proportion to the amount of money risked, the most profitable bonanza in the recent history of gold mining.

THE proper material of construction for a given purpose is that material which meets the requirements satisfactorily at the lowest ultirnatc cost. It is consistent with this principle that most aluminum castings are made of an alloy containing about 8 per cent. copper. This alloy possesses mechanical properties satisfactory for general engineering purposes together with manufacturing characteristics leading to the production of finished castings at low cost. It is to the aluminum industry what gray iron is to the iron and steel industry. Just as some services require "semi-steel," malleable castings or steel castings instead of gray iron, there is a certain and growing demand for aluminum castings of superior strength or ductility, or both. Since the beginning of .the industry producers and others have sought to develop alloys or processes by which such castings could be made. Out of these efforts have emerged many alloy compositions and special processes, of which only a few have had sufficient merit to survive. It is the purpose of this paper to describe those which seem to the authors to offer the greatest promise for the production on a commercial scale of aluminum castings of superior mechanical properties, with special reference to heat-treated castings. The suitability of an alloy or process for actual manufacture is affected by so many factors that the problem of appraisal is not a simple one. Since this is such an important part of the whole subject it is proposed to discuss briefly some of the requirements. The final verdict is of course the result of commercial trial and experience. It will therefore, perhaps, be profitable to employ a somewhat historical method of treatment in discussing the subject of alloy development. The alloys or processes to be used in the production of aluminum castings are to be considered from the standpoint of their effects on both the utility and the cost of the finished casting. The results of an inquiry into the structural nature of some 70 iron alloys containing both nickel and chromium over a considerable range of concentration are briefly described in this paper. This study is a part of a comprehensive program of investigation into alloys involving chromium in progress at the Union Carbide and Carbon Research 1aboratories. All the compositions studied contained carbon in amount comparable to commercial alloys. The B Constituent In addition to locating the limits of composition for the three principal types of structure (polyhedral ferrite, martensite and austenite) and their combinations, certain other features of the system were observed. A hitherto undescribed brittle constituent (designated here as the "B constituent") was discovered. It is very hard, non-magnetic and forms in two modes from chrome-ferrite by recrystallization. It is the stable low-temperature condition for the equal-proportion chromium-iron materials containing less than 10 per cent. nickel. Although it partakes of the nature of an inter-metallic compound, yet it may exist over a considerable range of composition. It is non-existent above a temperalure zone, varying with composition, from 800° C. to 950° C., and heating above this critical temperature develops chrome ferrite persistent after average cooling rate; a few hours just below this temperature will develop the complicated brittle crystalline type. The B constituent, when found in the grain boundaries of alloys of lower chromium content, contributes a serious brittleness removable, however, by heating and cooling rapid enough to prevent its re-format'ion. By suitable means of precipitution, the hard B constituent can be made to strengthen the already stiff alloy matrix in the manner of submicro-scopic particles, as exemplified in duralumin or the Sykes iron-tungsten and iron-molybdenum alloys. OPENING the sessions of the Mining Geology Committee, the program on postwar mineral controls drew a larger attendance than any other session of the entire meeting. In view of its general interest, the papers of this session, or a substantial portion of them, are printed elsewhere in this issue. Whether control of mineral resources can help to promote peace, how controls could be applied and to whom, are questions so far-reaching that naturally no pat answer was agreed upon. In fact the discussion took on something of the flavor of a debate between those who favor strict control and those who felt that attempting to ration nations in peacetime would defeat its own ends. Discussion from the floor emphasized the difficulties in administering any international control and the $64 question, that no one cared to answer, asked by a courageous young lady who was induced to mount the rostrum for the purpose, was whether the United Nations should exchange mineral controllers to police each other.

The electrolytic separation of silver and gold has been practiced by the refineries in the United States for a good many years, and probably because of frequent visiting between officials of plants and the consequent exchange of views, operations in the various silver and gold refineries are very similar. We find, for instance, they practically all use electrolytes of approximately the same composition, which, no doubt, is more the result of experience than of studies of electrolytes. At the new electrolytic parting plant of the U. S. S. Lead Refinery, Inc., East Chicago, Ind., considerable attention has been given to the composition of electrolytes, especially to their conductivity and their effect on the character of the silver deposit. We are not aware that anything has been recently published on this subject and are, therefore, presenting such data as we have with the idea that, although it will not be wholly new, it may stimulate interest in the subject. Effect of Copper Content on Conductivity The first work was to determine the specific conductivity of silver nitrate and copper nitrate solutions. Concentrated solutions of silver nitrate and copper nitrate were prepared by dissolving analyzed chemically-pure salts in distilled water, and determining the silver and copper in each. Definite amounts of the concentrated solutions were taken, mixed and diluted to a definite volume. The silver and the copper were determined in each of these solutions and the conductivity was then determined. The plotted results are shown in Figs. 1 and 2. THE area in which spodumene-bearing pegmatites occur extends from Gaffney, S. C., in a northerly direction to Lincolnton, N. C., a distance of about 16 miles. The zone averages 2 miles in width. Interest in this area was first aroused by the discovery of small amounts of cassiterite in the peg-matites and in greissen which occurs on the walls of some of the pegmatites. Attempts were made from 1880 into the 1920's to mine and concentrate cas-siterite, but there were no successful operations. In 1935 L. M. Williams became interested in the area and began prospecting by trenching and sinking several small shafts. He gradually gained control of a considerable acreage south of the city of Kings Mountain, N. C. Mr. Williams states that he produced some ore from a shaft which he shipped to the Maywood Chemical Co. in the late 1930's. In 1937 G. H. Chambers of the Foote Mineral Co. visited the area and examined several properties, but the lithium market was too small to support the necessary concentrating plant. Early in World War II the Solvay Process Co., encouraged by various federal agencies, acquired the Williams properties and leases and started a drilling program to develop reserves for spodumene mining. A study of this area was also made under T. L. Kesler by the U. S. Department of the Interior Geological Survey. Starting in 1942 a concentrating plant, water supply dams, and shops and other buildings were constructed. The Superior Stone Co., a neighboring crushed stone operator, was awarded a contract to mine and crush the pegmatite ore. Late in 1943 the plant started operations, which were continued until February 1946. A drop in demand for lithium chemicals forced it to close and remain closed for several years. In 1948 the Foote Mineral Co. became interested in assuring itself a source of lithium ore on the North American continent, to be used in the production of lithium ore chemicals, and inspected properties in Canada, South Dakota, and North Carolina. The North Carolina deposits were the most promising. In the fall of 1950 the company leased the Solvay interests with option to buy and acquired additional properties. Renovation of the mill and preparation of the quarry for mining was begun in earnest in January 1951. A new crushing plant was built and construction started in July 1951. The flotation process used was developed in the North Carolina State Minerals Research Laboratory located at Asheville, N. C. Foote is now in the process of expanding its production. The crushing plant is being revamped and much of the old milling equipment purchased from Solvay will be replaced by new. Mining equipment of suitable capacity has been received and is in use. The frontispiece is a general view of the mill. The orebodies consist of pegmatite dikes composed of fine-grained albite and quartz, with varying amounts of mica and spodumene. The latter may amount to as much as 50 pct of the rock, but the overall average is about 15 to 20 pct. Tin, columbite-tantalite, beryl, and other valuable minerals are present in varying small amounts. These dikes, which intruded into the Roan Gneiss underlying most of the Piedmont area, strike approximately N 30 E and dip about 85" to the west. Firm control of the production rate was maintained under State and Federal laws and aided by the' Interstate Compact. During the first ten months," crude oil prices were stable, except for a slight increase early in the year. Toward the end of the year, uncertainty of price structure be-came evident and a sharp reduction in allowable production was under way. Exploration for new pools and development of .pools already discovered continued active throughout the year. Production control agencies in Texas, and to a less extent in New Mexico and Louisiana, appear to have had increasing difficulty in holding crude oil output to allowable limits. The situation elsewhere is less well known but probably the same condition exists in other important producing States whether control is by State commissions or by unofficial bodies.

RICE, Pittsburgh, Pa.-I am especially interested in the mining side of this important question. In 1911, when in Europe investigating mining matters, giving special attention to subsidence clue to mining, for there is a very big problem of that kind, as many of you know, in the Pennsylvania anthracite region, I visited Stassfurt, which is one of the chief centers of potash mining, and which was pointed out as the place to see surface subsidence. We found the town much askewsome of the streets having sunk from 15 to 30 ft., leaving many ancient buildings pitching at various angles. One old church, 500 or 600 years old, has been sunk about 20 ft., cracking it badly. I understand that this condition came about because in early mining clays they were careless about leaving proper supports and used no filling or packing. The Stassfurt mines work along a buried anticline the sides of which pitch at 45° on the average. Through this careless mining they had a break of the hanging wall which let in water from the overlying marls and sands. The water rapidly dissolved the salts in the pillars, and spreading through the entire chain of mines, caused their complete loss, with serious trouble for the old city. They had to start new mines some distance away, and take care to prevent roof caves. The packing system is of interest. They were driving large rooms into the rock-salt foot wall and using the rock salt as dry filling. The application of hydraulic filling, using a saturated solution, was under contemplation at some plant nearby. Whether 6r not the plan was carried out I do not know. I was reminded of the plan by Mr. MacDowell's remarking on the use of a saturated salt solution in the core drilling. His reference to the apparent breakdown of the potash syndicate raises an interesting question. We have had the German system of syndicates pointed out as perhaps one means of solving our troubles in the soft-coal mining industry due to overproduction. It seems to have worked out admirably in the case of the Westphalian coal-mining syndicate and also in the syndicate of Upper Silesia; but apparently the syndicate plan did not work in the potash industry. .

NO FEATURE of the annual meeting is considered more important at Institute headquarters than the assembly of delegates from the various local sections and divisions. There the president of the Institute and other officials may learn at first hand what the members are thinking and doing in every part of the country, and the delegates, in turn, may find that head- quarters is not a group of more or less cold-blooded New Yorkers whose primary function is to send out annual bills for $15. This year, the section and division delegates required three sessions to thresh out the matters of common interest: Monday morning and afternoon and Thursday afternoon. They were also guests of the Institute at the Directors' dinner on Tuesday night, and at the Directors' meeting afterward.

Advantages and disadvantages of deflecting (wedging) diamond-drill holes to obtain sampling data are compared with the alternative of drilling additional holes. The discussion is based on a statistical analysis of a large set of deflection data from exploratory boreholes in South African gold mines. Representative cost comparisons show the conditions under which deflections are likely to be desirable.
