During the driving of the main haulage level at the Copper Mountain mines of the Canada Copper Corpn., Ltd., near Princeton, B. C., some very rapid driving was done, though no claim for a world's record is made. Conditions, however, were unfavorable for economical operations. The cost of power was high, for the fuel was of poor grade; besides, during the time the work was in progress, very little other power was needed so that most of the power cost was charged against the footage. The transmission line consisted of No. 4 galvanized iron wire with the result that the line lass was considerable. The voltage transmitted was about 30,000. The plant was operated under a lease, which was due to expire about the same time this work was supposed to be completed; an extension was refused, therefore speed was most important. The plans called for a straight adit 2900 ft. (884 m.) in length. At a point 2800 ft. (853 m.) from the portal, two raises were to be put up to the next nearest workings, a difference in elevation of about 800 ft. (243 m.). One of these was to be a two-compartment hoistway and the other a zigzag ore pass, or muck run. A location for these raises had been determined by a number of diamond-drill holes, but the material to be penetrated by the adit was not known. The purpose of this paper is to illustrate the forecast capability of the econometric model of the cobalt industry1/ as utilized by the Federal Preparedness Agency. Forecasts from this model are illustrated from the premise that the leading producer continues production of cobalt. An alternate forecast is presented where the model structure is altered to reflect the condition where the leading producer leaves the market. All estimations and forecasts presented here are shown for illustrative purposes. The cobalt industry is highly concentrated; one company, owned by the Zaire government, accounts for approximately three-fifths of world production. The cobalt supply outside of Zaire is determined by the level of activity of copper or nickel markets, as cobalt is mined as a by-product of copper or nickel. The demand for cobalt reflects a diversified usage pattern; cobalt is used mainly in heat and corrosion-resistant materials, high- strength materials and permanent magnets. According to 1974 U.S. consumption data superalloys accounted for 22%, magnetic alloys 18%, cutting and wear-resistant materials 13%, and catalyst 7%. Foreign consumption is probably similar in terms of usage categories, but the relative order of the categories is in variance.2/ The Cobalt Model The cobalt model's object is to explain consumption, supply and price movements by utilizing statistically estimated equations. Central to the econometric model is the role of Zaire as the profit-maximizing "dominant firm". Zaire sets the price that is most profitable for itself. INTRODUCTION Attempts to analyze the stability of slopes, foundations and underground openings in discontinuously jointed rock have generally assumed full joint continuity or ignored the role of stress concentration at the tips of discontinuous joints. The most common approach in rock slopes is to consider a failure plane consisting of coplanar, but discontinuous joints separated by intact rock. The intact rock is assumed to fail in shear as a Mohr- Coulomb material and to contribute a strength component proportional to the fraction of the failure plane that is intact rock (Jennings, 1970). An alternative approach by Stimpson (1978) applies Lajtai's (1969) theory for shear strength of discontinuously jointed rock masses to slopes. Lajtai allows tensile failure in the intact rock of a composite surface. This theory yields lower shear strength than that of Jennings (1970) except in the presence of high normal compression, however it also fails to account for the stress concentration at the tip of a discontinuous joint. For a given slope geometry, stresses increase with slope height, but in both of these models rock mass strength is independent of size. A fracture mechanics analysis shows that particularly for small slopes, rock mass strength decreases with size. A continuous stepped failure surf ace produced by propagation of preexisting joints may develop at lower shear stress than predicted by the Jennings (1970) or Lajtai (1969) models. This fracture mechanics model applied to slopes in competent rock is more realistic in its assumed failure mechanism, and for large slopes more conservative than the Jennings (1970) or Lajtai models (1969).

In the past year or two, considerable effort has been expended to calculate the spherical wave propagation phenomena associated with explosions in a "hard rock" medium (Godfrey, 1969; McKay and Godfrey, 1969; Burford, et al, 1970). This effort was stimulated primarily by the recognition that early calculations predicted peak particle displacements which seriouly disagreed with field data. In most of the calculations mentioned above, rock was modeled as an inelastic continuum (see for example Isenberg, et al, 1970 for some recent results using "classical" elastic-plastic material property models). However, several investigators (Handin, et al, 1967; Cherry, et al, 1967) have shown that the simple classical yield surface models cannot simultaneously account for the observed brittle failures of intact materials under compression, extension and torsion. One approach to more correct modeling of dynamic rock behavior is to make the inelastic model more and more sophisticated. For ex- ample, recent experiments at the University of Utah (Swanson, 1969) have suggested possible modifications to the yield surface model that could better account for the ductile behavior of intact granite sam- ples under various states of stress. The approach followed in this paper proceeds in an entirely different direction. We want the physics which is built into our conception of rock to be as simple as possible while at the same time reproducing the most important features of rock's behavior. Therefore, we abandon the requirement that rock be treated strictly as a continuum. Instead we consider a "discontinuous" model in which one of the most significant characteristics of rock is treated..

The self-diffusion coefficients for a iron have been deternzined between 980° and 1167° K using Fe55 as the tracer. With decreasing temperature the diffusivity was found to decrease more rapidly than predicted by the Arrhenius equation in the region of the Curie temperature. The diffusion coefficients obtained well above the temperature of the magnetic transformation are more precise ard differ substantially from all the previously reported values. In the temperature region beginning at least 50" above T,, the diffusion coefficient is given by D = 118 (±2) exp 1 HE self-diffusion coefficients for a iron have been reported previously as the result of four independent investigations The general lack of agreement and the poor precision of most of the previous work prompted the redetermination by the present authors. The possible effect of the onset of ferromagnetism upon the diffusivity5 provided an additional impetus for this investigation. The earlier measurements of Birchenall and Mehl1 gave low values for the diffusion coefficient at temperatures below the Curie temperature, Tc. However, the precision of these measurements is not sufficient to establish an indisputable correlation between the low values and the magnetic transformation. The results of this investigation along with all the previous ones are shown in Fig. 1. EXPERIMENTAL Small rectangular samples, approximately 1 by 0.5 by 0.3 cm, of high-purity iron (Vacuum Metals Corp., "Ferrovac") are first heated in hydrogen at 900°C for24hr in order to remove possible trace amounts of dissolved carbon and oxygen. It was observed for several bcc metal crystals that the Knoop hardness anisotropy was dependent essentially on the direction of the lung axis of the indentor alone and not on the plane of indentation. The generality of this observation was tested for an fcc md an hcp metal and an ionic crystal. For cubic crystals, this observation was valid; for the hcp structure, however, the planes of indentation did have an effect on the hardness anisotropy, although this was not nearly as significant as the direction of indentation. Because the direction of indentation is the only significant crystal-lographic parameter necessary to describe the hardness anisotropy, it is possible to represent the anisotropy of single crystals on the standard stereographic triangle. THE commonly observed1, 2 periodic variation of indentation hardness with crystallographic direction on the high-symmetry planes of various single crystals has been inadequately related to the physical or mechanical properties of the crystals examined. In fact, the hardness anisotropy curves for the various planes of a particular metal crystal, as is illustrated in Fig. 1, are uncorrelated and appear in the literature3, 4 as unrelated observations. Attempts to correlate hardness anisotropy curves with specific physical properties can be generally divided into either mechanistic or nonmechanistic approaches. A nonmechanistic approach would be to devise a mathematical expression that could describe the various hardness anisotropy curves. Such a relation could then be compared with the known anisotropy of various physical properties to determine which contribute to the observed hardness anisotropy. No such mathematical expression has been found in the literature.

ONCE it was believed that anthracite or coke were the only fuels generally available and suitable for the generation of water gas, particularly so when this gas was made in the generators of standard carburetted water-gas sets such as are commonly used in the manufacture of city gas. During the past 8 years, practice has changed considerably and it is -now common to find gas plants operating without anthracite or coke and using bituminous coal in the generator. This change in fuel has appreciably increased the marketability and sales of certain coal producers' products; accordingly it is of interest to coal operators and others to know the reason for this change, the present trend in practice and the adaptability of various coals for generation of water gas. This paper briefly discusses these conditions and some of the factors relating thereto. BITUMINOUS COAL NOT IDEAL BUT CHEAPER THAN COKE In spite of many changes which have been made in both process and generating apparatus for using bituminous coal as generator fuel more efficiently, in general it is not an ideal fuel for this purpose. It is supplanting coke because it costs less; it is so much cheaper per ton delivered at the gas works that water gas made therefrom costs less per unit-volume than that made from coke, even though the quantity of generator fuel consumed per therm (100,000 B. t. u.) of gas made is greater with coal. This is the reason why so many city gas plants, as well as others, are using bituminous coal instead of coke.

METALLURGISTS - or at least metals - have been of central importance in most of the inventions that have shaped the course of man's history. From the first Bronze Age tools to the iron armor of the Roman soldier, the cannon, cast type for printing, the steam engine, the electric motor and modern electronic devices, technological progress has revolved around some particular property or comb nation of properties selected from the metallurgist's repertory. The recent utilization of the energy of the atomic nucleus (currently for military purposes alone but with great constructive implications for the future) is no exception to this, although the use of uranium and plutonium in metallic form is of secondary importance, since the significant properties are those of the nucleus and not of the electrons responsible for metallic behavior. THE METALLURGIST AND ATOMIC ENERGY The metallurgist has a role of central importance to play in the future development of atomic energy. Not only must he make and shape the fissionable materials themselves, but he must also develop auxiliary materials to withstand the extreme conditions imposed on nuclear reactor components by the high heat-transfer rates needed for efficient utilization of the fuel and by the perplexing but interesting effects of radiation on the structure and properties of materials. It is doubtful if there is currently any other field potentially more rewarding to a young metallurgist. THE Western phosphate field, virtually ignored for 40 years, has been undergoing a rapid climb to economic importance. Until World War II there seemed to be no reason for developing the phosphate rock region of the Intermountain Empire. But the tremendously increased demand for food production and the needs of many branches of the chemical industry changed all that. Quite suddenly a report made by the U. S. Geological Survey at the turn of the century became important. The survey showed that 60 pet of the nation's phosphate reserves were in the western phosphate field. Simplot Fertilizer Co. was one of the first to become actively interested in the development of the area. In August, 1945 the company began exploration of the Phosphoria Formation on the Fort Hall Indian Reservation. The result was the Gay Mine, about 18 miles east of Indian Agency Headquarters at Fort Hall, Idaho, developed to supply high grade phosphate rock for processing into superphosphate fertilizer at the company's Pocatello plant. Six ft of high grade oolitic phosphate rock (ranging from 32.5 to 34.5 pet P2O5) were discovered at the base of the Phosphoria Formation by diamond drilling and dozer trenching. High quality and thickness, plus the fact that the formation lay flat and near the surface made strip and open pit mining possible. In one year of mining, starting June 1946, a total of 53,000 tons of main bed oolitic phosphate rock was hauled to Pocatello for processing into supersulphate. The first year's operation was in

The title of this study may fairly lead to misunderstanding unless its basal viewpoint is explained at the start. There is of course no chance of misunderstanding the term strategic minerals-for some years past it has been rather generally used to cover those mineral supplies, important for war use, which do not occur in adequate amount on the territory of the Power under consideration. Even here, however, I might add a note of warning. It is commonly understood that the list of strategic minerals will vary, according to what country we are considering; but it is rarely understood, even in Staff studies, that it varies equally according to the particular adversary we happen to be considering. In the present study I have stated the definition in the broadest possible terms, and have at this stage purposely avoided limiting it to any one country or war situation, with the express purpose of being free to bring out certain implications which are commonly, if not always, overlooked. The more important opportunity for misunderstanding is, of course, that my views on the phenomena war and peace do not coincide with those currently fashionable, particularly in advanced intellectual circles. For we must face the fact that for a decade past the natural reaction from war conditions has shattered the public mentality so completely that our public discussions of such questions have very little relation to fact; they are excursions into ideal rather than Realpolitik. And as such they serve merely to prevent public discussion or accept-

THE petroleum production of the world, in 1923, for the first time reached the billion-barrel mark. A preliminary estimate of production is 1,014,413,000 bbl., an increase of 159,604,000 bbl., or 18.6 per cent. over the 854,809,000 bbl. produced in 1922, the year of next highest production. This increase resulted from an increase of 178,469,000 bbl. in the production of the United States; the total for the rest of the world shows a loss of 18,865,000 bbl., a loss caused by the decrease of approximately 32,278,000 bbl. in Mexican production. The Mexican decrease more than offset increases in the production of Russia, Persia, Roumania, Venezuela, Sarawak, and various minor fields. The increase in production for the United States, and consequently for the world, was the result of flush production from development to maximum capacity during the year of eight, bonanza fields-fields reaching daily yields of 100,000 bbl. or better. It might be ascribed more exactly to the production from the three flush fields of the Los Angeles basin. Their production alone was greater than the increase in the world petroleum production, or the increase in the production of the United States, and it was cheap oil from these fields that demoralized the oil markets of the world. The Basin fields were. the features and dominating factors in the oil industry of the world during 1923. The bonanza fields of 1923, their estimated production for the year, and peak are given in Table 1.

IN the last analysis, two basic factors influence the use of metals and alloys; namely, cost and adaptability to the use under consideration. These are so interrelated that to study the properties of metals or alloys without considering the prices and price trends is quite illogical. Lead has been a cheap metal, selling in 1932 for the extremely low price of 2.56 cents per pound. The cheapness of lead in the past was not due to a particularly abundant supply of the element in the earth's crust but rather to the ease with which it was won from its ores and to the chemical stability of the metal, preventing its dissipation. Today, however, our modern economy has caught up with the distribution of lead in the earth's crust and the price is largely dictated by the supply of concentrates readily available for smelting, and which can be placed quickly upon the market. The demand for lead, particularly in times of stress, has brought the price up to the level of 19 cents in the United States, where the price is controlled by Government decree, and the price has been even higher in the world markets. The higher price for lead has changed the uses for this metal to a marked degree, driving it out of the fields where it is not essential. Lead articles of great antiquity have been found in Egyptian ruins, proving the stability of the element and indicating the basic simplicity of its metallurgy. It is probable that lead was the first

The effect of orientation on the stresses, nctivation energies, and activation volumes for yielding and plastic flow of tungsten single crystals was investigated. Tensile tests showed the proportional limit to be a function of orientation: crystals whose tensile axes were near the [I10} direction were roughly three times as strong as [loo] crystals. The [ 1101 crystals showed low strain hardening and displayed yield phenomena, whereas the other orientations yielded smoothly and showed considerable strain hardening. The fracture mode was cleavage, except for crystals near the [1101 , many of which gave "chisel" fractures at 300°and 373°K. The activation energy for yielding was approximately one- half an electron; volt at all orientations, and the volume of activation was (12 to 14)b3, except near the [1101, where it was 7b3. Activation volumes generally increased after yielding. The most common theoretical models for yielding and strain hardening of bcc metals were. found to be insufficient to the intepretation of the observations here in. An explanation is proposed, based on the dislocation reaction dislocation networks and jogs, md jogs formed during plus tic flow. PRECLSE knowledge of the Drocesses involved in the yielding and plastic flow of the refractory metals is essential to the formulation of models for their flow and fracture. Despite this need, the single -crystal investigations, especially of tungsten, have been sparse. All the tunneling machines discussed in this chapter are Calweld machines. I have divided the machines designed for soft-to-medium formations into three groups, correlated with typical formations and estimated compressive strengths: 1) Running sand and silt requiring blade cutters. 2) Chalk and clay, requiring drag-type cutters, for compressive strengths ranging from 0 to 2000 psi. 3) Sandstones, hard clays, and limestones, requiring disk cutters, for compressive strengths ranging from 2000 to 20,000 psi. All of the soft-to-medium-formation machines are powered by electric hydraulic or diesel hydraulic pumps. The pumps in turn drive hydraulic motors for the torque reaction. The soft-to-medium-formation machines are enclosed in a 360º shield with a cutting shoe, a center portion of the shield housing the mechanical equipment, and a tail shield. Tunnel supports are usually required, and the supports are normally erected in the tail shield. Our first machine was built in 1963, and all but five of the machines illustrated in the figures with this chapter were built in 1966 and 1967. Some of the machines manufactured will be discussed in the following sections; specific features as development has progressed will be pointed out. HARD-ROCK MACHINE The Calweld hard-rock machine has been designed along basic and accepted principles for a hard-rock mechanical borer. The features of this machine are as follows: 1) Direct electric motor drive through a planetary gear reduction ring and pinion gear, and then to the cutting head through a hollow drive shaft.

IN 1920, 531 million barrels of crude petroleum were consumed in the United States. As imposing as this figure is, the fact that the domestic consumption of crude petroleum has increased at an average rate of 10 per cent. a year for the past decade is more striking. Will this rate of increase in demand continue? If so, the year 1930 will call for 1260 million barrels of petroleum-a staggering volume. On the other hand, may we expect the demand for petroleum to grow as rapidly as it did when the automotive industry was having its most phenomenal expansion? If not, to what extent will the growth of oil requirements decrease? When and to what degree will the petroleum industry become affected by the economic law of diminishing returns? Obviously, this matter requires careful analysis, especially as both national and industrial planning must be predicated upon present estimates of the requirements of the future. The purpose of this paper, accordingly, is to project, as closely as present limitations of knowledge permit, the course of the demand for petroleum in the United States over the next ten years. At first, the problem of estimating the future of a demand as complex as that for petroleum might appear insoluble. Fortunately, however, there are several scientific methods of approaching the problem, centering around a study of rates of industrial growth, which lend considerable hope that the requirements of the immediate future in this field may be approximated with sufficient closeness to have practical value as a basis of action.

Several methods for powdering a particular metal may be available, but the physical characteristics of the powder as produced by the several methods may be quite different. In the final analysis, the application of the metal powder dictates the physical properties that the metal powder must possess, and this, to a very large extent, will determine which of several possible methods of manufacture is adopted. Sometimes powder of the same metal is produced by more than one method, each powder having specific characteristics that make it particularly suitable for its application. For purposes of classification, the various methods of powdering metals can be grouped as follows: 1. Machining. 2. Milling (by ball mills, stamps, attrition mills, etc.). 3. Shotting (pouring molten metal into water, air, etc.). 4. Granulation (by stirring molten metal while solidifying). 5. Atomizing (disintegrating by steam, compressed air, etc.). 6. Condensation of metal vapor. 7. Reduction of oxide powders. 8. Chemical precipitation. 9. Electrolytic deposition. 10. Sintering (for producing alloy powders). 11. Formation of an alloy followed by dissolving or otherwise removing one of the alloying constituents. Machining Turnings, cuttings, filings, etc., are, of course, produced as by-products in machine work of various kinds, and find certain applications as metal powders. For example, iron powder so produced is used extensively as a reducing or precipitating agent and as a constituent in certain hard-finish cements.

THE purposes of this paper are to describe the use of adjustable cut and draw tools as a control test of drawing properties and to point out that no other well-known test or combination of tests determines this quality in zinc and zinc alloys. Rolled zinc has been used for making drawn articles, particularly battery cans, for many years. The development of rolling treatments satisfactory for, these purposes followed the usual course of trial and error experimentation depending upon cooperation with customers to determine what type of material was suitable. A quick test of drawing quality was highly desirable, of course. Scleroscope hardness and temper,1 having no apparent relation to drawing quality, were used simply to check the duplication of rolling treatment and grade of metal. The dynamic ductility1 test, on the other hand, was believed to be so like the drawing operation as to provide a reliable index and came to be taken as the criterion of good drawing properties. Faith in this test was strengthened by the fact that metal having the highest ductility was more satisfactory for operations, such as the manufacture of battery cups, that required several redraws. No distinction was made at that time in specifying metal as to whether it was to be subjected to simple cut and draw, redrawing or forming operations. It developed, however, that in some grades of metal the highest ductility did not coincide with the most satisfactory quality when the material was used for a single draw.

THE interest of the Federal Government in improvement of water-ways dates from 1820, when Congress appropriated $5000 for making a survey of the Mississippi and Ohio Rivers and assigned this work to the Corps of Engineers of the Army. Since that time the Government has gradually assumed increasing jurisdiction in the matter of improvement and control of inland waterways until, by the River and Harbor Act of Jan. 21, 1927, Congress assigned to the Secretary of War and to the Chief of Engineers the duty of making surveys, in accordance with House Document No. 308, 69th Congress, to formulate plans for the most effective improvement of the navigable streams of the United States and their tributaries, for navigation, development of water power, control of floods, and the needs of irrigation. Virtually all the preliminary investi-gations and surveys required by this act have been completed. The reports made to Congress have been published and often are referred to as "308 Reports." The map shown in Fig. 1 is merely a skeleton distribution of the projects covered by these reports, but it serves to indicate the magnitude of the proposed undertaking. In many instances, a single character on the map stands for a major development involving several dams and reservoirs or many miles of canals or levees. The devastating floods of 1936, and the need for worthy public works to take up the slack in employment, gave further impetus to this program and in 1936 led to the enactment of a bill authorizing a large number of these projects.
