PLANNED health and safety programs have become an essential part of American industry because such programs lead to increased operating efficiency, improved labor relations, better public relations, and to substantial savings in compensation insurance. These programs are of particular importance to the mining ,industry because mining's reputation as an unusually hazardous industry and the commonly isolated location of mining operations tend to focus attention on these problems. Description of Operations: Before proceeding with a discussion of our health and safety programs at Pioche, it may be proper to give a brief description of Pioche and of our operations there. Pioche is one of the early Nevada mining camps. It was founded shortly after the discovery of high grade silver ore in 1863 and mining has continued with more or less regularity to the present day. In an era of lawlessness, Pioche was notorious. The story persists that 75 men died with their boots on before one died a natural death, and old payroll records show that nearly as many gunmen were employed to stand off claim jumpers as there were miners working the mine. That was probably as close to a safety program as the times permitted. Pioche is situated in southeastern Nevada on the main highway between Ely and Las Vegas. The camp is on the flank of "Treasure Hill," near the original silver discovery, at an elevation of about 6000 ft. The present day population of about 2000 is primarily dependent upon the mines of the area, although Pioche also serves as the county seat of Lincoln Couqty and as the center of the surrounding livestock industry. The camp is served by a branch of the Union Pacific Railroad and receives power from the generators at Hoover Dam. The Pioche operations of the Combined Metals Reduction Co. were started in 1923 when the first complex lead-zinc ore was shipped to the company's mill at Bauer, Utah. The modern mill at Pioche was completed in 1941. The operations are medium sized in the nonferrous field, employing an average of 350 men in the mine, mill, and related works. The complex lead-zinc ore is mined from replacement deposits in a comparatively flat, extensively faulted, limestone horizon. Mining methods vary from stull-supported open stopes to filled square-set stopes. The thin bedded limestone and shale overlying the ore is allowed to cave as areas are mined out and caving frequently follows closely upon ore extraction. The relatively heavy ground and the numerous faults add to the problems of safe mining. The mine is well mechanized and the mill and surface plant are modern and well equipped. Labor is organized in a C.I.O. union and labor-management relations have been unusually harmonious. During most of the period since 1923 a competent supervisory staff worked to reduce safety hazards but the primary responsibility for safety rested on the individual workman. Accidents happened and all too frequently they were regarded by all concerned as unavoidable. In October 1939, the late Robert L. Dean became superintendent at Pioche. Most of his previous experience had been in the fields of iron and coal mining and from that experience he brought the concept that no accident is unavoidable. Many of the features of our present health and safety programs were initiated by Mr. Dean during his term as superintendent. Health Program: Our health program centers in Dr. Q. E. Fortier and his new, well-equipped, and well-staffed, modern hospital in Pioche. The program starts with a thorough pre-employment physical examination and is followed by yearly re-examinations at the expense of the company. The Pioche Mutual Benefit Association, to which all Pioche mine operators and employees belong, pays benefits covering hospitalization and surgery expense incurred by employee members and their families. The Association is governed by a board of directors elected by its members. The mine operators of the district donated the original capital and pay the monthly dues of the employee members. The scaling characteristics of three Fe-Cr alloys have been investigated by determining their weight gain vs. time curves at 1600° to 2000° F. The scales formed thereby have been examined using the techniques of X-ray diffraction and spectrographic and metal-lographic analyses in an attempt to explain the discontinuities in the curves and to elucidate the mechanism of scaling. DESPITE the considerable number of investigations that have been carried out on heat resistant alloys, the characteristics of the scales formed at high temperatures are not fully known. The research reported here was undertaken in an attempt to ascertain the mechanism of scaling of the stainless steels. Scaling experiments were carried out first, the weight increase of the specimens being followed continuously with time. It was observed that, as well as showing the expected decrease in oxidation rate with time, the oxidation curves showed breaks corresponding to intermediate periods of accelerated oxidation, after which protectiveness again increased. This phenomenon was observed with austenitic stainless steels (types 302, 309, and 330) and with Fe-Cr alloys (types 410, 430, and 446), but only the latter are treated in this report. An examination of the scales was made using the techniques of X-ray diffraction and spectrographic and metallographic analyses in an attempt to obtain a correlation between the nature of the scales and the oxidation curves. A search through the literature revealed only a very few previous reports of such periods of accelerated oxidation. Dunn' found breaks in the oxidation-time curves of some Cu-Si alloys but saw no rational explanation of the phenomenon. Heindlhofer and Larsen2 attributed a discontinuity in the weight gain-time curve of iron at 1290°F to the formation of blisters, the subsequent cracking of which exposed an unprotected surface and permitted rapid oxidation until a new protective scale had been reestablished. They advanced no explanation, however, for what they termed the peculiar behavior of a 27 pct Fe-Cr alloy at 2000°F which gained weight very rapidly in between two periods of very slow weight gain. Portevin, Pretet, and Jolivet3 in describing breaks in the weight gain-time curves of Fe-A1 alloys suggested that they might be associated with the occurrence of localized and deeply oxidized areas on the specimens. Bandel4 in a general discussion of oxidation curves of heat resistant alloys considered that the discontinuities were due to a local disruption of the protective layer by the growth of iron-rich oxides. Day and Smith" in their report on the scaling of a large number of iron alloys noted but did not explain occasional relatively rapid changes in oxidation rate at higher temperatures. Chevenard and Wache6 found breaks, often two per specimen, in the oxidation curves of an 18-8 type alloy. They suggested that the cause might be a depletion in chromium of the surface layer of metal due to its selective oxidation, the resultant high concentration of iron and nickel in the scale leading to a poorly protective scale. McCullough, Fontana, and Beck' explained the breaks in the oxidation curves of types 304, 430, and 410 alloys as due to mechanical ruptures. Experimental Work Table I lists the chemical compositions of the materials used. Cylindrical specimens 1/4 in. in diam and 11/2 in. long were machined from cold rolled % in. rod. After a fine finish cut with a sharp tool, the specimens were abraded while still mounted on the lathe with Nos. 2, 1, 0, and 00 metallographic grade emery papers. A 3/64 in. hole was drilled at a distance of 1/8 in. from one end to permit suspension in the furnace. Specimen Nos. 1, 2, and 3 were tested with this surface preparation. All others, after being similarly prepared, were electropolished in a perchloric-acetic electrolyte, electrical contact being made by pressing a tapered platinum hook into the drilled hole. A brief sketch only is here intended, with a few illustrations, in order to give a general notion of the character and structure of these veins. I have stated elsewhere, several years ago, that these veins were wrought on a large scale and for many ages by some ancient peoples, most probably the so-called Mound Builders; although they built no mounds here, and have left no signs of any permanent habitation. They opened and worked a great marly veins down to or near water-level; that is, as far as the action of atmospheric chemistry had softened the rock so that it was workable without metal tools, of the use of which no signs are apparent. Many of the ladgest and most profitable of the mines of the present day are simply the ancient Mound Builders' mines reopened and pushed into the hard undecomposed granite by powder and steel. Blocks of mica have often been found half imbedded in the face of the vein, with the tool-marks about it, showing the exact limit of the efficiency of those prehistoric mechanical appliances. Much work has been done recently on the lead-antimony system1 in connection with lead-rich alloys of commercial importance containing less than 20 per cent. antimony. Dean, Zickrick and Nix have called attention to the perpetuation in the literature of several erroneous data, such as a eutectic temperature of 228° C. at 12.5 per cent. antimony, instead of 247° at 13 per cent. The series is given as a classic example of a straight eutectiferous series in such late books as those of Heyn and Grossmann, 2 Jeffries and Archer,3 Guillet and Portevin,4 Pulsifer,5 Rosenhain,6 and Liddell,' as well as the somewhat earlier works of Hof-man (1918), Wang (1909), and Williams (1920). The work of Dean has definitely shown a solid solution of antimony in lead at about 2.5 per cent. antimony. While lecturing to a class in general metallurgy at the University of Idaho, the writer had the students prepare a series of lead-antimony alloys for the purpose of illustrating methods of thermal analysis. The following tables show the analyses of ores from nearly all of the mines which will produce over 10,000 tons of ore each during the season of 1890. There are many small mines now in the course of development, some of which may become large producers. Many of the mines produce several different grades of ore, but the analyses given in the tables are fair averages of ore such as the respective mines can deliver. Most of these analyses were obtained from the agents of the respective ores, and are averages of the season of 1889. One can state positively that over 75 per cent. of all the iron-ores of the Lake Superior district will average over 60 per cent. of metallic iron. During the past 34 years this region has produced about 48,137,421 tons of ore, the different districts contributing about as follows: Marquette District,. 29,754,057 Menominee " .10,415,859 Gogebic " . 6,622,194 Vermilion " . 2,342,991 Miscellaneous,. .. .. 2,320 In the year 1889, the product of all the districts was nearly '1,300,000 tons. The product of the entire region for the season of 1890 may exceed 9,000,000 tons. This large amount of ore is shipped to the lower lake ports, from Escanaba, Marquette, Two Harbors and Gladstone.

Henry M. Howe, Bedford Hills, N. Y. (communication to the Secretary.)*—Mr. Johnson's explanation, that the rounding of the graphite masses in oxygen-bearing cast iron is due to their being in part reprecipitated after re-solution in forming carbonic oxide temporarily with.that oxygen, is certainly most attractive and suggestive. It remains to be shown whether this rounding occurs also when the solidification is too rapid to permit this process to go on. J. E. Johnson might easily test this by casting a single ladleful of his oxygenated iron in masses of varying size. If this present hypothesis is true, then the rounding ought to increase progressively with the size of the casting, and with the distance from the outside, that is to say with the time available for re-solution and reprecipitation. I question whether a like benefit is to be expected even on this hypothesis, from the oxygenation of steel. The spheroidizing of graphite does good because graphite itself is so weak. But the constituent which can be spheroidized in steel is its cementite, which is a source of strength. Lamellar pearlite, in which this cementite in effect forms long den-drites, is far stronger than divorced pearlite, in which these dendrites have been broken up into spheroids. Even the surfaces of contact between ferrite and cementite are probably sources of strength because of the amorphous iron which probably fills them.

DuriKg the past two or three years I have seen statements regarding the first discovery of fullers' earth in this country that seem to require correction or modification. One appears again in the Mineral Resources of the United States for 1909, part II., p. 738, where it is said that 'fullers' earth was firat discovered in the United States at Quincy, Fla., in 1893." In this connection the following bit of unpublished history concerning fullers' earth in the State of Arkansas is worthy of attention. In April, 1891, when I was State Geologist of Arkansas, a Swede named John Olsen, formerly a copper-miner in Michigan, but then living south of Little Rock, brought me a sample of what he thought mas fullers' earth. He reported that it was from near the town of Alexander, the locality being 1 S. 13 W., section 8, SW. quarter of the SE. quarter. My chemist, Dr. R. N. Conservation, narrowly and strictly considered, means the preservation in unimpaired efficiency of the resources of the earth; or in a condition so nearly unimpaired as the nature of the case, or wise exhaustion, admits. And broadly considered, it means more than the word itself implies, for it naturally includes an examination of methods whereby the natural inheritance of the human race may be improved; and still more broadly considered—and as used in popular discussion—it includes a treatment of the effects of productive conservation measures upon distribution. We shall give our attention briefly to the main points in this informal definition before we pass on to the thesis that conservation is largely a matter of property relations—-that a wise conservation policy means wise property relations.

During the Centennial year some of our leading geologists in the United States and Canada conceived the happy thought of calling an International Congress of Geologists for the purpose of agreeing upon such important though subsidiary matters as the colors by means of which the different geological formations should be expressed ; the terms that should be applied respectively to these formations; and also upon the far more important problem of the limits and values of these different formations. The first session of this Congress was held in Paris in 1878, the second session in Bologna in 1881, and the third session in Berlin in 1884. The third session found the preliminary difficulties so far cleared away that some definite and tangible results could be attained. After a great deal of free discussion had taken place at Paris and Bologna, during which every one's views were listened to with attention; and a great deal more painstaking scientific work had been accomplished by the International Committees, having before them the objects of unifying the nomenclature of the science, and of preparing a scheme of colors between the second and third sessions of the Congress; and after the provisional results had been subjected to a searching criticism by the Congress in Berlin; it was decided to make an attempt to embody these provisional results in some work which should include as many as possible of the difficulties to

Asbestos fiber, before it can be used commercially, is separated from the rock in which it is naturally found. Johns-Manville Corp. is currently constructing a 12-story fiber mill, of which the first half is completed and in operation. The mill will be the largest in the world, producing about 30 pct of the world's fiber. It was engineered and constructed by a cooperative effort of the engineers of the Canadian Johns-Manville Fibre Div. and the general plant engineering dept. Detailed design work on all phases of the job was done by Surveyer, Ninniger & Chenevert of Montreal. A series of crushing, screening, air aspirating and air separating processes will separate the fiber from 10 tons of rock per min. But to process this amount of ore about 90 tons of air per min will be handled in the aspirating and dust-collecting systems. To express this in more common units, 2.5 million cfm of air will be required. All this air will pass through a bag-type continuous automatic filter and will be expelled to atmosphere in summer or returned to the mill for heating during the winter months.

An examination of the census reports' for 1880, which contain a large number of complete analyses of typical American iron-ores, indicates that the existence of barium sulphate in intimate association with iron-ore is rather unusual. Of 94 analyses reported there, but four show any barium sulphate, and the maximum content amounts to 3.04 per cent. The note of the occurrence of considerable quantities of barite in connection with certain iron-ores found in the Pinar del Rio Province of Cuba may be of interest. These deposits are found near the little village of Francisco, about 25 miles west of the city of Pinar del Rio on the Western Railroad of Havana. The principal ridges are anticlines, and consist of very thick deposits of sandy shales and slates containing a large number of little veins of white quartz, which, by the gradual disintegration of the mass of the material, is left covering the surface. This quartz occasionally shows sulphide, but is generally barren of any such indication. At times lenticular masses of a more or less pure limestone mere observed in these slates. The shales, which are of light color, are occasionally talcose. The formation would tentatively be classed as the Lower Cambrian, arid the heavy ridges of comparatively horizontal limestone found in the anticlinal valleys as the Upper Cambrian. Along the crest of these slaty ridges deposits of iron-ore are found which are apparently in place, and were probably formed by replacement of masses of limestone similar to those noted elsewhere. I DESIRE to call the attention of the Institute to two deep vertical shafts, which are now being sunk in Schuylkill County, Pennsyl¬vania, about 1 1/2 miles north of Pottsville. These shafts are of interest to the mining engineer, not only on account of the novelty of the method of sinking adopted, which promises to produce a revolution in that branch of mining engineering, but also as examples of the manner in which such work should be undertaken. There is a fruitful area of computer competence which has gone virtually unnoticed by the mining industry. This is in the solution of its numerous fluid-flow distribution problems, involving the circulation of air, water and other fluids in conduits through mines. Typical of these is the mine ventilation system, which circulates air through mine openings to the working faces. The networks of interconnected airways in large mines-often resembling a tortuous maze or labyrinth defying representation by schematic, let alone solution-must somehow be resolved and analyzed, if effective and safe control of the ventilation is to be maintained. These are admirably suited to programming for solution by high-speed electronic computer. Not only can direction of flow be determined but quantity and head loss as well. EARLIER EFFORTS AT NETWORK SOLUTION The only prior attempt to solve mine ventilation networks by digital computer methods was made by a Japanese investigator1 in 1958 whose work went unpublished. Unfortunately, he employed a method of network analysis little used in the United States and one which could accommodate a maximum of only 30 airways. While his analysis seems unnecessarily cumbersome and involved, it did suggest that a digital computer approach was feasible.

Although this fact has been known for some time, the copper literature contains little or no information regarding it and the field seems never to have been properly investigated from a metallurgical standpoint. According to Greenawalt,2 cupric chloride, CuCl2, when ignited gives cuprous chloride; therefore cuprous chloride is always formed when copper enters into reaction with chlorine at a high temperature. Cuprous chloride melts somewhat below a dull red heat, and does not volatilize in closed vessels, even if strongly heated, but if heated in the air it goes off as a white vapor, Hofman3 gives the melting point of cuprous chloride

The Ashio copper-mine of the Furukawa Mining Co. is situated 18 miles from Nikko, and 109 miles north of Tokyo, near the center of Japan. The mine-waters are run over scrap-iron, whereby most of the copper is precipitated as cement-copper, leaving iron sulphate with some copper sulphate in solution. After using in the wet concentrating ore-dressing plant, the waste water contains clay and ore-slimes. The only avenue of disposal of this water is the Watarese river; but as this flows through valleys in which the water is used for irrigating the rice-crops, it is necessary to purify and clarify the water before discharge. The water amounts to from 600 to 700 cu. ft. (from 17 to 20 cu. m.) per minute, and averages about 0.00028 per cent. of copper, representing more than 18 tolls of copper per month. The water carries H2SO4, FeSO4, Fe2(SO4)3, CuSO, and other metallic sulphates in solution, and clay, ore-fines, slimes and basic iron sulphates as suspended matters.
