I HAVE been puzzled by two lines of thought'; one emanating from Washington, D. C., to the effect that we must all cheer up, that in a very short time, measured in terms of months, prices would begin to recover, business would become normal, and prosperity would continue on its way just as before the interruption of a year ago; and a second, coming from certain industrialists and economists, expressing fears that all commodity prices were in for a long downward trend, which would cause much unemployment, eventually drag down wages and so restrict purchasing power as to further aggravate the situation. One basis for the fear of a downward trend in commodity prices' is that ifter great wars a depression could last for something like 40 years-the downward trend to such a depression after our recent World War having been postponed for some reason or other; and the basis for another fear was that the production of gold was becoming less. I had 'also been trying for some time past to refresh my recollection as to how my ow11 particular lead interest climbed out of the depression of 1893; and as all the metals have had, and still have. relative values and prices, I can best express what I have in mind by talking principally about lead.

This Bureau of Mines report gives a detailed study of water usage in the Montana mineral industries, along with projections for the future. The mineral industry of Montana in 1963 used 36.5 billion gallons of new water, and reused or recirculated an additional 53.5 billion gallons for a total water requirement or usage of 90 billion gallons. The petroleum industry was the major water user, followed by the copper and zinc industries. Many mineral industry operators provide their own water, and new water is withdrawn largely from surface sources. At present, sufficient water is available in rivers, streams, and reservoirs in Montana; however, shortages do exist locally near mineral industry operations using large quantities of water. Some is supplied from sources up to 44 miles distant. New water withdrawn by the State of Montana mineral industry is expected to increase from 36.5 billion gallons in 1963 to 51.1 billion gallons by the year 2000. The total-water requirement is expected to more than double, or reach 182 billion gallons by the year 2000.

"Nineteen streams in the copper and zinc flotation units of the concentrator of the Matagami division of Noranda Inc. have been sampled for particle size distributions chemical assays, and gold and silver contents in each particle size interval. The data are upgraded by the mass balance package BILMAT. These results, in conjunction with microprobe analyses, are used to quantify the silver losses in the copper clean¬ing flotation stages and to determine how overall silver and three silver-bearing minerals are recovered in the plant final products.RESUME Dix-neuf produits des circuits de flottation du cuivre et du zinc de la division Matagami de Noranda Inc. ont été échantillonnés pour leur distribution granulométrique, analyses chimiques et le contenu d'argent et d'or des fractions granulométriques. Only a small part of the silver (~-30%) is presently recovered in the copper concentrate. The objective of this study is to evaluate the metallurgical behaviour of silver, and secondarily of gold, in the flotation circuit for a possible increase of its recovery in the copper concentrate to improve its economic value. For that purpose it is worthwhile to study the minerals which bear silver and to determine the critical flotation stages where they are lost in the tails. The methodology proposed here is based on a coupling of a mineralogical study and a detailed mass balance calculation in the flotation circuit."

ABSTRACT An overall study was conducted to evaluate the properties and processes influencing the rate and magnitude of consolidation for oil sands fine tailings produced using different extraction processes. As part of the overall study, a comprehensive description of physical and chemical characteristics of fine tailings generated by caustic and non-caustic processes was carried out. Ultimately, the influence of these fundamental properties on the compressibility, hydraulic conductivity and shear strength properties of the fine tailings was assessed. The characteristics of the fine tailings are presented in terms of index properties, mineralogy, specific surface area, water chemistry, liquid limits, particle size distribution and structure. A difference in water chemistry was concluded to be the cause of substantial differences in particle size distributions and degree of dispersion of the comparable caustic and non-caustic fine tailings. The degree of dispersion was consistent with predictions for dispersed clays established by the sodium adsorption ratio (SAR) values for these materials. A linear variation of increasing dispersion with increasing SAR up to a SAR value of about 40 has been suggested, above which fine tailings are completely dispersed. The observed dispersed or flocculated structures (viewed using a scanning electron microscope) supported the predictions based on SAR values.

"The artisanal mining sector in Central Africa is largely informal, yet provides an essential livelihood for many (directly or indirectly) participants, as well as facilitating an important source for the flow of income into many communities. Artisanal mining varies from site to site, but appear largely well structured despite its informality. The artisanal mining sites in Central Africa have some inherent management structure and the extraction itself is often organised. Artisanal mining is labour intensive and is generally conducted utilising hand digging methods e.g. shovels or hand chisels. Artisanal mining is generally more dangerous than small-scale or large-scale modern mining operations. This is especially true as artisanal operations are generally subsistence activities with artisanal miners focusing more on immediate concerns than the long-term consequences of their activities. When miners have no other source of income, they will usually find ways to evade controls and carry on working. The objective, through proper/dedicated training of artisanal miners is to migrate Artisanal mining to establish a small-scale mining (SSM) industry in Central Africa. Through developing the necessary skills in the fundamental areas of mining it is proposed that Artisanal Mining can become more productive and safer mining operations. The paper reviews the above focus areas, highlighting the skills and tools that are necessary to assist in establishing a sustainable small scale mining industry migrating from manual labour to semi-mechanised mining and processing. The purpose of the transformation process is to create a safe, healthy, environmental and community oriented mining operation with the objective to uplift the skills and wealth of the mineworkers and the general community."

Featured in this report is a review of progress in environmental studies relating to coal mining and utilization. Environmental projects comprise a comprehensive program to facilitate mine reclamation and reduce air and water pollution associated with extraction and use of coal. Publications cited throughout this report present results of the coal program in greater detail. Organizations, institutions, and companies contributing to the program are listed in appendix A. Centers and laboratories conducting the coal research and related investigations appear in appendix B.

The underground car park "Admonterhof in the historical centre of Graz is an example for the technical and economical success of a complicated structural design using a concept on the basis of the observational method. The intention to built a 20 m deep excavation beneath a protected monument was accompanied by some essential issues: the preservation of the existing state avoiding extensive displacements by means of a girder grid of reinforced concrete, its support on large bored piles and small steel-tube piles with possible active compensation of differential settlements, the excavation support in none built-up areas with secant bored piles, the underpinning of existing buildings with different structures by means of jet grouting. Furthermore the hydraulic gradient and the permeability of a rock formation in a part of the excavation had to be explored with the purpose to control the inflow of groundwater with a level difference of more than 10 m.

This report contains a theoretical study on the usefulness of fighting mine fires with inert gases. Four introductory chapters review the role of fires in the mining industry; the conventional fire fighting techniques, the influence of inert gases on the burning of gases and solids, and the well established inert gas fire extinguishing systems for buildings and machinery. A large chapter describes the use which inert gas has found so far for fighting mine fires in major mining countries. More applications have occurred than generally expected and the inert gas method has in the last years become routine in Czechoslovakia and the USSR. This chapter is based on an evaluation of the extensive literature as well as on personal information obtained from leading experts.

SUMMARY: Geotechnical problems often lead to an increase of construction time and costs for large highway and railway projects. Some reasons, which have led to failures and thus to a delay of construction works as well as to increasing costs, are demonstrated by means of case histories, in which the author was involved as expert or planner. Proposals are made how to identify the reasons and to avoid repetitions. ZUSAMMENFASSUNG: Bei Großprojekten der Verkehrsinfrastruktur stehen häufig geotechnische Aufgabenstellungen im Vordergrund. Wegen geotechnischer Probleme kam und kommt es häufig zu Termin- und Kostenüberschreitungen. Anhand einiger Beispiele, bei denen der Autor als Gutachter und Planer beteiligt war, wird gezeigt, welche Ursachen zu Schadensfällen und damit auch zu Termin- und Kostenüberschreitungen geführt haben. Es werden Hinweise und Anregungen gegeben, wie die Ursachen erkannt und Wiederholungen von Schadensfällen vermieden werden können. RÉSUMÉ: À grands projets de l'infrastructure de la circulation, souvent des tâches géotechniques sont au premier plan. Par suite de problèmes géotechniques, souvent des dates et frais ont été dépassés. Au moyen de quelques exemples, à lesquels l'auteur participait comme expert et planificateur, les causes sont mises en vue qui menaient à des cas de dommage et par cela aussi à des dépassements de dates et frais. Des indications et suggestions sont données pour s'apercevoir des causes et éviter des répétitions de cas de dommages.

Joseph H. Birman (Chairman, Dept. of Geolcgy, Occidental College, Los Angeles, Calif.) Many thanks to J. L. Gillson for so comprehensive a survey of the titanium sand deposits of the world. Over the past two years, the writer studied rather carefully some of the Cretaceous ilmenite deposits in New Mexico and Colorado, including the Sanostee deposit shown in Gillson' s map, Fig. 6. The deposits were geologically mapped and sampled, surveyed by magnetometer, and the Sanostee deposit was drilled. Moat of the genetic interpretations made by Gillson concerning the recent sedimentary ilmenites can be clearly read in the Cre-taceous deposits in New Mexico. The deposits are in marine regressive members of the Mesaverde group. The deposits trend within a few degrees of N 55° W and persistence of this trend through both distance and time (the deposits are in different members of the Mesaverde group) implies that the deposits are offshore bar accumulations. Heavy mineral content ranges from about 10 pct to more than 50 pet. Thicknesses are from 4 ft to as much as 20 ft, widths range from 150 to 600 ft, and lengths range from a few thousand feet to a few miles. All are locally or completely overlain by carbonaceous shale and thin coal. The deposits are strongly altered, and from X-ray diffraction the principal titanium alteration product appears to be anatase. Drilling of the Sanostee deposit shows that the alteration is not related to the present erosion surface but took place at the site of deposition and before burial by the overlying sediments. Iron oxide derived from the alteration cements the grains and is the chief coloring agent in the immediately overlying shales. In the Sanostee deposit, there is virtually no feldspar, the gangue mineral being almost exclusively quartz. Sorting is excellent, but the quartz grains are subangular to angular. Petrographic examination reveals that the angularity is not due to overgrowths. Therefore, short distance transport is implied. The mineralogical composition suggests a low relief granitic terrane as the source area. Feldspar may have been decomposed by weathering at the source, but an alternative preferred by the writer is that each of the deposits represents a long-term concentration site (for example a large sand bar) which was continually being deprived of light minerals by wave action and selective transport. Feldspar may have been mechanically reduced in size more quickly than the quartz, and thus its rate of removal may have exceeded that of quartz. Concentration of heavy minerals would thus occur until the marine regression removed the zone of maximum wave energy from the site. Chemical alteration would then become the most important process until burial by encroaching swamp deposits.

"The curtailment of imports of foreign potash during the World War directed attention to the necessity of establishing a domestic source of potash for fertilizer, and considerable study has been given to the subject by Government bureaus, research organizations, and private individuals. These studies have covered all known sources of potash, and among them the extensive greensand deposits of New Jersey in which the potash content is found in the mineral glauconite have been investigated.Several hundred patents have been obtained covering processes for the extraction of potash from siliceous minerals, but up to the present time none have proved successful on a large commercial scale.When the investigation of the potash deposits of Texas was started by the Federal Government, the laboratory study of the drill cores was assigned to the Nonmetallic Minerals Experiment Station at New Brunswick, New Jersey, with the object of ascertaining a possible commercial method of utilization.The purpose of this preliminary study was to investigate existing literature and previous investigations to ascertain the extent and availability of the deposits, the extent of commercial success so far attained in potash extraction, the most promising known methods and by-products obtained from them, probable markets, and possibility of competition with foreign potash, and by a study of these data to determine whether further chemical engineering analysis and laboratory investigation were warranted.As the study advanced it became evident that adequate reserves of green-sand were available for many years supply. and that whereas many processes had been patented few had been tried commercially. The purpose of this paper is to give an overview of the corrosion behaviour of steel in seawater. It is shown that the corrosion products (oxy-hydroxides and calcareous deposits) that are formed during corrosion in seawater have a significant effect on the corrosion behaviour of steel. The chemical composition of the steel determines how protective the oxy-hydroxide corrosion product is. The composition of the seawater influences the nature of the calcareous deposits. This needs to be considered when artificial solutions are used to simulate the corrosion behaviour of steel in seawater. A 3.5% NaCl solution is used frequently for this purpose, but because no calcareous deposits can be formed in this solution, erroneous results in terms of corrosion rates are obtained. The more complex ASTM D1141 artificial solution can be used to include the effects of ions other than Na+ and Cl- in synthetic seawaters. The work and costs involved in controlling three large fires in abandoned mines in the anthracite region of Pennsylvania are presented in detail. The work was done under authority of Public Law 89-4. Three basic control techniques were successfully employed by the Bureau of Mines: (1) forming underground fire-containing barriers by systematically flushing incombustible material into mine voids, (2) excavating an isolation trench around the fire area, and (3) complete excavation of hot and burning material in the fire area. When methods 2 and 3 were used, the excavations were subsequently back- filled with incombustible material. Preliminary location of fire perimeters by the standard use of patterned 6- and 8-inch-diameter boreholes is discussed. Investigations into air-borne infrared scanning, shallow subsurface thermal anomalies, and the use of helium to trace the movement of mine air currents are covered. Although they are costly and time consuming, boreholes have proven to be the most efficient means to date of obtaining necessary subsurface fire data. Infrared scanning was ineffective in delineating fires under more than 30 feet of cover. Helium-tracing was shown to have a good potential for determining possible hazards to adjacent residential areas from traveling mine fire gases.

"Most of VictoriaÆs rivers and aquifers are already fully allocated or reaching full allocation. In regions without a well-established water market, access to water entitlements to facilitate new development is limited. In areas with established water markets, mine developers face an undue cost burden in circumstances where they are only planning to consume a fraction of the water entitlements that they purchase. The challenge for water managers is to ensure protection of water resources and other water users without creating an unnecessary disincentive for those types of developments that return most of the water that they take from water sources. The opportunity for development of a mine is explicitly linked to a particular location and must be developed where a resource is located or it cannot be exploited at all. Regulatory arrangements that facilitate development may have a positive impact on economic development, particularly where water availability is a potentially limiting factor. Net volume licensing has the potential to allow increased economic outcomes through improved licensing of access to water. Net volume licensing differs from traditional water licensing in that it authorises access to water on the basis of ænet useÆ rather than æthe gross volume takenÆ. This paper asks under what conditions net volume licensing is likely to be feasible and effective. In particular, the paper examines the information and accuracy requirements to allow net volume licensing decisions to be made. This work is based around five case studies in Victoria that were used to examine the potential for net volume licensing for mines and quarries. Assessing a potential net volume licensing arrangement requires the regulating authority to have an understanding of the inputs and outputs of water to a site. In contrast, assessment of take and use licences consider only a single input. It was concluded that the conditions that lend themselves to net volume licensing include: well understood water inputs and outputs, including appropriate accuracy of information where the location of site water inputs and outputs are the same where the timing of extraction and discharge can be managed to minimise impact on the water resource.A key remaining challenge is establishing an accounting framework that allows net volume licensing under current water resource limits. For its Hellyer project, Aberfoyle sought to establish a high degree of confidence in all aspects of the feasibility study. Accurate capital and operating cost estimates were an integral and essential part of the study. They were crucial to the evaluation of investment returns and competitive cost position. Both the capital and operating cost estimates were based on the comprehensive data available from exploratory mine development, pilot plant operation, detailed engineering design, and Aberfoyle's experience in the area. One of the principal project objectives was to maximise operating productivity and efficiencies and this created capital cost alternatives which needed thorough cost-benefit assessment. The estimated capital cost for construction and development was $90 million, and the project was completed virtually on time for $80 million. The first year's experience indicated that operating costs would settle to well within 10% of the estimates.

Mrazovka tunnel was excavated under one building whose subsurface space was not possible to reinforce against additional settlements induced by digging. In the presented contribution the risk analysis, warning levels and results of deformation measurements are described. Le matériel présenté décrit l‘analyse des risques, le niveau des limites et les résultats des mesures des déformations. Der Untergrund eines der Gebäude, unter dem der Tunnel "Mrazovka" ausgeschachtet wurde, war es nicht möglich, gegen nachträgliches Setzen zu versteifen, hervorgerufen durch die Untertunnelung. Im vorliegenden Beitrag sind Gefahrenanalyse, Grenzwerte und Ergebnisse von Deformationsmessungen beschrieben.

Flotation has been in use at Broken Hill for nearly 100 years, and the process has gone through many different optimisation studies over that time. This paper reviews the current flotation practice at the Perilya Broken Hill Mine, and details one of the recent optimisation studies conducted using mathematical modelling and simulation tools. The optimisation study consisted of surveys of the lead and zinc circuits, mapping of the floatability components of the ore and developing models of the lead and zinc circuits. The models were then used to conduct simulations to simplify the circuit. The study allowed plant personnel to identify optimum operating conditions for their current flotation cells, as well as possible improvements in circuit configuration and cell capacity.
