ABSTRACT: Determining tunnel stability is a key issue during preliminary site investigation. In contrast, problems of excavatability have been largely ignored. While the choice of an economic tunnelling method is admittedly a clear priority in the planning stage, special investigations focus-sing on rock fragmentation (e.g. drilling or cutting performance, rock mass blastability or tool wear) are rarely carried out. This paper explores possibilities to quantify key parameters for rock mass excavatability in drilling, blasting and cutting by TBMs and roadheaders. RÉSUMÉE: La détermination de la stabilité du tunnel est une question clé lors des études prélimi-naires. En revanche, les problèmes d'excavabilité sont souvent en grande partie ignorés. Tandis que le choix d'une méthode de percement économique est évidemment une priorité claire dans l'étape de planification, des investigations spéciales se concentrant sur la fragmentation de la roche (par exemple le comportement de la roche au forage, à l’excavation ou au dynamitage et l’usure des outil) sont rarement effectuées. Diese Publikation zeigt Möglichkeiten der Quantifizierung von Schlüsselparametern für die Gebirgslösbarkeit auf, also der Bohr- und Sprengbarkeit, der Fräsbarkeit mit Teilschnittmaschinen und der Schneidbarkeit mit TBMs.

Antitrust Investigation Dropped. - The Department of Justice announced that it was dropping its 5-year investigation of the aluminum industry. The investigation was over whether the aluminum companies were acting as if they were a shared monopoly. Deep Seabed Mining. - The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has established an Office of Ocean Minerals and Energy which will be responsible for implementing the Deep Seabed Nard Minerals and Energy Act and the Ocean Thermal Energy Conversion Act. It will establish licensing and regulatory programs.

Massive increases in the productive capability of open pit nines after World. War II were in a large part made possible by the introduction of ever larger trucks and the supply of a seemingly bottomless ocean of inexpensive and readily accessible oil. Over a period of about 25 years, a variety of technological developments permitted a tenfold truck payload increase, from about 32 tonnes (35 tons) to 320 tonnes (350 tons). There is no, doubt that this was a remarkable achievement resulting in impressive benefits of scale as well as the ability to control what would otherwise have become an intolerable traffic congestion problem in today's large open pit mines. It became fashionable and economically possible during this time to mine large quantities of low grade material and to tolerate very high stripping ratios. As tine has gone by and as easier to get at and higher grade deposits have been depleted, ore grades have tended to decline while stripping ratios have increased. The alternative to reduced revenues has been an ever increasing demand to step up production which in turn has led to a continuing demand for ever larger and larger trucks. While a larger truck has had the effect of reducing the cost of the operator per unit of material moved and of reducing traffic congestion, it has not specifically addressed the subject of fuel cost.

Mining regulations pertaining to the use of diesel engines were solicited from foreign countries with mining operations by the Bureau of Mines. Responses were received from 27 countries; the information received and U.S. regulations were reviewed, and those parts pertaining to the use of diesel engines in underground mining were synopsized according to the following subject categories: types of engines permitted, testing and certification procedures, fuel quality specifications, emission control requirements, procedures and frequency of testing exhaust gases, mine air quality and quantity (ventilation) requirements, procedures for testing mine air quality and quantity, and noise standards. All categories except the types of engines permitted and testing and certification procedures are summarized in tables. Contacts are provided for each country to facilitate inquiries concerning regulation revisions or interpretation.

It is the purpose of this paper to examine a number of the recent developments in powder metallurgy, being most concerned with those which are yet to prove themselves rather than those which have achieved commercial maturity. Such developments include the production of very much coarser and very much finer powders, down to the near-micron size range. Also considered are activated sintering, direct powder rolling and extrusion (both hot and cold), brazing and welding, hydrides of reactive metals, oxide dispersion strengthened alloys and theoretical evaluations. Introduction T HERE surely can't be very much argument with the fact that powder metallurgy has made large advances on many fronts during the past ten or more years (1). These advances have taken place in raw materials, in processing, in product development and in a better understanding of many of the phenomena which occur in the various steps involved in powder metallurgy. These two papers are abstracts from the general bulletin on tungsten which will be issued at some future time Modern civilization and progress depend largely on tools wherewith the forces of nature are brought under control and directed toward human comfort. These tools are made chiefly from metals derived from the earth's crust. During the present century powerful tools have been made available through the development of ferrous and. nonferrous alloys containing such elements as molybdenum, vanadium, titanium, tantalum, and tungsten, which were little used before 1900. One of the most important of these so-called rare elements is tungsten; its use ins alloys for high-speed cutting tool is partly responsible for the era of mass production. So widespread has the use of alloys become that the period may be termed an "Alloy Age".]

The McLaughlin Mine is a world class epithermal gold deposit located in the coastal thrust fault of Northern California, U.S.A. Homestake adopted a proactive strategy in the permitting of the Mine. Extensive environmental base line studies were undertaken. Engineering and process alternatives were evaluated for environmental impact along with other factors. A unique pressure oxidation process was selected. Screening studies were conducted as a basis for the selection of waste rock and tailings disposal sites. Project engineering and permitting were fast tracked. Construction required eighteen months and the first gold bar was poured in Parch of 1985, six years after the initial discovery. Project facilities are designed and operated so as to minimize environmental impacts. A comprehensive monitering program demonstrates permit compliance. Reclamation of the site is ongoing throughout the Mine?s twenty year life. Non-mined lands are managed to maximize wildlife habitat value.

Living and killed organisms, particularly microorganisms, and extracellular products derived from the organisms are increasingly finding use in minerals engineering. Goals include both enhancement of mineral processing/11.ydrometallurgica,l operations and remediation of mineral industry wastes. Some of the applications, such as biologically assisted leaching of ?sulfide ores and bioxidation of refractory gold ores, are well established commercial ?processes used around the world. Others, such as the use. of organisms for the removal of heavy metal ions from dilute aqueous streams, are nearing commercial application. Many other uses of microorganisms and. their derivatives are potentially possible. These include use of microorganisms in flocculation or flotation of minerals., remediation of organics potentially discharged from mineral engineering operations, degradation of cyanide, the recovery of bitumen from heavy oil reservoirs and tar sands and the solubilisation of lignites and low rank coals. In order to fully exploit these many possible uses of organisms and their derivatives, extensive fundamental .and .applied research work exploring the fundamentals, potential and practicality of the various possible uses of microorganisms in mineral engineering should be vigorously pursued. ?

"INTRODUCTION The Bureau of Mines Synthetic Liquid Fuels Program again forged ahead during 1952, and important technical advances led the way to improved methods of converting coal and oil shale into liquid fuels. Marking the eighth year of activities under this program, the pact 32 months brought a new domestic industry nearer realization.The increasing demand for gasoline and oil and the rising cost of finding new petroleum, coupled with America's growing dependence on imports and the unsettled international situation, have continued to emphasize the importance of the Bureau's Synthetic Liquid Fuels Program. Oil, the indispensable material of wartime, likewise has critical importance in peacetime, touching as it does the life of every individual. Supplementing petroleum with synthetic liquid fuels will not only conserve this Nation's petroleum reserves but also will bring into greater use its tremendous reserves of coal, as well as the vast deposits of oil shale for which no other practical use has yet been found.The Bureau of Mines Synthetic Liquid Fuels Program is one of the most important and far-reaching of the Government's research projects. Through development of commercial synthetic liquid fuels, the United States can obtain oil products from its great inland reserves of coal and oil shale to supplement petroleum in any quantity that may be necessary, consistent with economic and other requirements, such as national defense. The use of raw materials from such deposits would be of highest importance in wartime, when shipping lanes are menaced by the enemy. The Synthetic Liquid Fuels Program of the Bureau of Mines and research efforts of industry have advanced. American technology to the point where it is now possible to begin the design and construction of prototype plants. Certainly, significant improvements will be made as the program continues, but this prospect in no way alters the fact that the start of prototype plants should be encouraged. These plants, as the first step in the development of a synthetic fuels industry, would serve a threefold purpose:"

A GLANCE through the Bibliography appended to this paper will show that the Transactions of this Institute contain what virtually contitutes a history of the development of the manu¬facture of steel rails in this country and abroad. It is, therefore, fitting that this paper, bringing one branch of this important subject down to date, should be here presented, and it is also appropriate to select this joint meeting of our Society with the Iron and Steel Institute to compare the specifications covering the rails produced in these two countries, and to propose a standard specification to govern the manufacture of American rails for export. During the last ten years the production of Bessemer steel rails in the United States and Great Britain has amounted to 32,128,720 gross tons. Nearly 19,000,000 tons have been rolled in the past five years. The next five years will see an even larger output, owing partly to the extension of railway projects in the Orient, in South and Central America, in Mexico, and in Australia and the other British Colonies. Of late years, the American rail-mills have so largely increased their daily output, that trade conditions have often made possible the delivery of American rails to foreign ports. The tenders submitted by American mills, however, have always been accompanied by requests for changes in the foreign specifications, chiefly in the reduction of the amount of testing required; and it has only been natural, especially at first, that the engineer, whose specification had always been accepted without question by British mills, should interpret American tenders 'as an evidence that an inferior rail would be furnished

This paper discusses small-scale lade gold mining and milling. It is abstracted from a bulletin being prepared by the United States Bureau of Mines entitled "Equipping, Developing, and Operating Small Gold Mines." Gold is widely distributed in the mountainous regions of the United States; relatively few deposits, however, can be profitably worked on a large scale. Because of the high intrinsic value of gold, ores containing this metal may be very rich; hence it is possible to mine profitably smaller bodies of gold ore than of the more common metals.

1. Domestic Production and Use: In 1984, 12 companies operated 27 primary aluminum reduction plants, with 3 firms accounting for 57% of production. Washington, Oregon, and Montana accounted for 35% of the production; Indiana, Kentucky, Missouri, and Tennessee 25%; Alabama, Arkansas, Texas, South Carolina, and North Carolina 20%; other States 20%. Based on published producer prices, output of primary metal in 1984 was valued at $7.2 billion. Aluminum consumption by 25,000 firms was centered in the east-central United States. Packaging accounted for an estimated 35% of domestic consumption in 1984, transportation, 20%; building, 18%; electrical, 9%; consumer durables, 8%; and other uses, 10%.

In the following paper it is aimed to present only an outline of the geologic relations of the ores, since the Appalachian geology of Alabama has been discussed by many previous writers, but to describe rather fully the ore of the Birmingham district, and to discuss its relations and probable extent. IT. OUTLINE OF THE GEOLOGY. 1. Stratigraphy. The pre-Pennsylvanians rocks exposed in and along the borders of the valley-regions of Alabama, range from middle Cambrian to Mississippian (Lower Carboniferous), and at the SW. extremities of the valleys these rocks are overlain by coastal-plain deposits of Cretaceous and Tertiary age. IN the year 1933, workings at the No. 12 colliery, New Waterford, of the Dominion Coal Company, Limited, had advanced to a point where additional ventilation would soon be required. Furthermore, development of the mine was being .made to practically double the output of coal. Consequently, authorization was given to sink a shaft to the workings. The location selected is on the west side of the mine, about one and a half miles from the slope mouth and on the Low Point shore, some 250 feet from high-water mark. The cliff at this point is 40 feet high, with the land rising on a slope of about 5 per cent to the shaft. Figure 1 shows the location with reference to the colliery workings. The strata through which the shaft was to be sunk were pretty well known from diamond-drill borings previously made, and it was believed that water would be encountered to a depth of at least 250 feet to 300 feet. It was planned, therefore, to seal-off the water by the pumping of cement grout under high pressure. This method was considered to be the most economical means of handling the water during sinking, and would also result in a permanently dry shaft. Figure 2 shows a cross-section of the strata. The permanent shaft hoist and fan were to be electrically driven, which would necessitate the construction of a transmission line between the colliery and the shaft; therefore, it was arranged that the sinking equipment would have electric drive. As all equipment, materials used in construction, and supplies were to be hauled by truck, a roadway 1,800 feet long was required from the main highway to the site, and as heavy loads would be hauled during the fall, winter, and succeeding spring, this road was ballasted with 18 inches of clinkered material obtained from a burned culm bank one and a half miles distant. Actual field work was begun by the Company's own forces early in October. Work preparatory to sinking-in addition to the roadway and trans-mission line-included the construction of the reinforced-concrete shaft collar and fan drift connection; the permanent timber headframe (which was to be used also as the sinking headframe); the permanent reinforced-concrete building to house the shaft hoist and fan drive; and the erection of temporary buildings and installation of all equipment for sinking and lining the shaft and for cementation.

The U.S. Bureau of Mines (USBM), in cooperation with the American Society of Mechanical Engineers (ASME), conducted over 200 hours of melting tests to vitrify residues from five municipal waste combustion facilities. Combined residues (grate residue and f1yash) from three municipal waste combustors, a waste water treatment sludge combustor, and flyash from a refuse-derived-fuel (RDF) boiler, were sequentially melted in a I-metric-ton (mt) water-cooled-wall electric arc furnace. Each of the residues underwent magnetic separation, screen size analysis, and bulk chemical analysis prior to melting. The furnace products were examined by optical and electron microscopy and by X-ray diffraction. Bulk chemical analyses were acquired for the metal, fume, and vitrified furnace products. The material balance for the furnace operation indicates that from 69 to 86 pct of the feed reported to the vitrified furnace product, which had leaching potentials well below the EPA limit for each metal, as determined by the EPA TCLP. The electric arc melting furnace currently is being utilized in a cooperative research project between the USBM and the Idaho National Engineering 'Laboratory (INEL) for melting tests on simulated low-level radioactive wastes,

Past attempts to establish an integrated steel industry on the West Coast of Canada have been unsuccessful for at least three reasons: (a) insufficient reserves of a suit-able iron ore supply; (b) a relatively small local market for iron and steel; and (c) the non-availability of an economical process to produce primary iron on a small scale. Today, the reserves of economically mineable ore deposits are ample to support a steel production of 100,000 to 200,-000 tons per annum. The local market has increased so as to be able to absorb most of this capacity. With-in the next few years, a small integrated steel plant, including the "H-Iron" direct iron ore reduction process for electric furnace charge stock production, will be able to show a profitable operation. Introduction The subject of basic refractories is daily becoming of increased importance in metallurgical processes, and there is a constantly growing necessity for the development of better materials. This fact, together with the realization that Canada possesses one of the best sources of such refractories in the British Empire, if not in the world, made it appear? advisable that the subject be presented to the Empire Mining and Metallurgical Congress at the 1927 meeting. Having been in close touch with developments in the Canadian product during the past five years, G. M. Carrie was requested to prepare such a paper. The Canadian producers of magnesia refractories have succeeded in developing the product to a place where it has almost entirely displaced imported materials from the Canadian market. These developments were made possible by a close study of the methods of preparation of the material, and by an exceedingly careful control of the manufacturing process so as to obtain a thorough blending of the different constituents with the resultant uniformity of composition. This point is very important to the metallurgist, as un-uniform materials are a potent cause of difficulties in most manufacturing processes and the constant trend is towards their elimination. The temperature at which the Canadian material is burned ensures high specific gravity and thorough shrinkage. The grain size of the product is so controlled that the voids are only just sufficient to allow of proper bonding, thus making possible a dense, hard bottom affording high resistance to erosion and shock. Careful proportioning of the constituent elements absolutely prevents disintegration.

The scope of the course has been broadened, revised, and brought up to date and is being published as a similar series of seven miners' circular pros. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.
