State ownership of mineral in the ground is not newthe Regalian Right is an ancient concept. And the compulsory purchase of land and the minerals beneath it by the State or a body approved by the State (Fitzgerald, 1952) was a principle well established and enforced in practice over a hundred years ago, when such powers became a practical necessity during the period of railway building in Britain and elsewhere:The acquisition of mineral properties which stand in the way of public construction projects still goes on. But in recent years nationalization is being increasingly undertaken as part of the planned use of national resources, for the closer regulation of economic activities, or merely, so it would seem, as a matter of political expediency or national pride. For instance, the unsevered coal in Britain came under State ownership in 1938 in an attempt to simplify a complex pattern of freehold titles which were impedingplanned mining operations. Later, unsevered minerals became a factor in negotiations arising under various town and country planning acts. The acquisition of the Rio Tinto mines by the Spanish Government implies political aspirations. The rapid depletion of known deposits of high-grade ore and the need for development of additional reserves, together with increased interest in open-pit mining of low-grade zinc-lead ores in the Tri-State District, led the Bureau of Mines to examine likely mining sites. Underground operations failed to remove all of the ore in a number of areas, and it appeared possible that some of them might be reworked successfully by low-cost open-pit methods. The South Carthage or Hull tract in Jasper County, Mo., was selected by Bureau engineers as favorable for the development of an open-pit mine.

Ground Modification construction is rapidly evolving in the United States. An assessment of the construction status of Ground Modification methods with their dates of introduction and general acceptance in the United States is summarized. Seven of these techniques are discussed in depth with short case histories; namely, Dynamic Deep Compaction, vibro-compaction, vibro-Replacement, chemical grouting, compaction grouting, slurry grouting and jet grouting. Additional case histories are presented to illustrate the trend of combining Ground Modification techniques to solve specific site problems.

"The McArthur River uranium deposit is the single richest uranium ore body developed in the world to date. The ore body’s average grade is 15% U3O8. Proven reserves are in excess of 450 million pounds. The grinding circuit is located underground. The ground ore is pumped to a surface facility where the slurry is thickened and loaded into containers for shipping to the Key Lake mill 78 kilometers to the south.The paper will briefly describe the mining method employed. The underground ore handling and grinding circuit, and surface facilities including slurry load out, wastewater treatment and the freeze plant will be described in detail. The paper will emphasize radiation and safety procedures that are followed to minimize operator exposure to radiation risks.LOCATIONThe McArthur River mine is located 78 kilometres north of the Key Lake mill. It is located at latitude 57’ N in northern Saskatchewan, within the southern boundary of the Athabasca formation. The nearest town is Pinehouse, located 320 kilometres to the south. Access to the mine is by an all weather road and by a private airstrip.HISTORYThe McArthur River Operation is jointly owned by Cameco Corporation (69.805%) and Cogema Resources Inc. (30.195%). Exploration for uranium in the McArthur River area started in 1980 by the Saskatchewan Mining Development Corporation, a predecessor company of Cameco.In 1984, a 12-kilometre long basement conductor was identified at a depth exceeding 500 metres. Systematic exploration drilling of this conductor resulted in the discovery of the P2 North deposit. Subsequent surface drilling programs from 1989 to 1992 delineated a narrow ore zone over a strike length of 1700 meters at a depth of 500 to 600 metres. At this time, geological reserves for the deposit were estimated to be 2.4 million tonnes at a grade of 5.0% U3O8 for a uranium content of 260 million pounds U308"

Operating uranium mill tailings containment and mill decommissioning activities are regulated by the Nuclear Regulatory Commission (NRC) and the Environmental Protection Agency (EPA) through numerous regulatory mechanisms. Reduction of radon emissions from tailings disposal areas, remedial actions to return groundwater to baseline constituent concentrations, and 200-to 1,000-year stabilization of tailings are major focus areas of regulation. The cumulative economic impact and uncertainty associated with regulation are very significant and will hinder future development of uranium milling facilities.

When the Mining Bill came before the Victorian Legislature not so many months ago, the question arose whether mining managers required education, and to what extent. Some members of the House expressed themselves in a way which appeared to leave the impression that mining managers would be all the better if they were not brought up in a scientific school.To try and prove what we owe to science I will give a short history of colonial mining from the earlier period to the present time and compare results.I believe I am right in saying that South Australia is the pioneer colony in mining and to her belongs the credit of not dnly being the first mining colony, but also that her beginning turned out so successful, as the history of the Burra Burra copper mine will testify. At about the same time a little galena mining was carried on nearer to Adelaide, but as this did not prove a success and was only worked by tributing parties, little notice was taken of it.

ACCORDING to our office dictionary, geology is "the science that investigates the structure of the earth and its successive physical changes", and a geologist is "one who knows the science of the structure of the earth". No doubt this definition does not suit all of us. Another dictionary would have the definition slightly different. As an example, one dictionary stated that "a geologist is one who practices geology". (Some of our clients told us to quit practising and get to work). There are many different types of geologists engaged in various branches of the profession and some of these are further broken down into subdivisions so that specialization is becoming more and more prevalent. As a result it is, in some cases, doubtful whether or not we are actually dealing with a geologist in the generally accepted sense of the term.

Although water quality predictions are often made in Environmental Impact Statements (EIS's) as part of the National Environmental Policy Act (NEPA), comparisons between predicted and actual water quality conditions are rarely reviewed. A comprehensive review of predicted and actual water quality conditions was conducted for a number of large U.S. hardrock mines with EIS’s. For mines with large differences between predicted and actual conditions, factors responsible for the deviations, such as characterization and modeling errors or engineering failures, were identified. Recommendations are made for how the NEPA process could be modified to better predict water quality at hardrock mine sites.

Gold Fields Australia is constructing two major ventilation shafts at the Wallaby gold mine in Western Australia. The new ventilation shafts are required to facilitate the long term ventilation strategy for the mine, thereby allowing continued extraction of ore beyond 1000 m below the surface. The construction work has involved all of the challenges that shaft construction can throw up, including challenging geotechnical conditions, unexpected high water inflows and major circulation loss during pilot hole drilling for raise boring. An extensive geotechnical and hydrological investigation program was undertaken prior to awarding the shaft construction contracts. While most of the risks were identified, several proved to be much more challenging than expected. The shaft construction methods included conventional sinking into the fresh rock profile in each shaft, followed by raise bore pilot hole drilling and reaming. A headframe was constructed for the first shaft, which was sunk to 92 m with a stage suspended in the shaft to facilitate the concrete lining and provide rope guides for the kibble winding. Drawing from experience when sinking the first shaft, additional ground pre-conditioning was implemented for the second shaft, which was pre-supported with continuous piles to 28 m followed by sinking to 50 m using a crane instead of winders and a headframe. Following the conventional sinking through the weathered zone in each shaft, the shafts were completed using a raise bore. The first shaft utilised a riser pipe and rotary vertical drilling system (RVDS) with the second shaft having utilised a dual rotary rig for pilot hole drilling. The principal dirnensions of the chimney were fixed as follows: Height from formation to coping, 328 ft. 8 in.; inside diameter concrete shell, 13 ft. Gin.; inside diameter of the 4~-in. brick lining. 11 ft. (j in. ; shell thickness above flue inlet at a point 39 ft. above formation, 1 ft. 8in.; shell thickness at coping, 6 in. That is, the inside of chimney is cylindrical, wldst the outside is gradually stepped inwards with of 1 in. and less until the shell is 6 in. thick only at the top. With these dimensions in mind, it will be seen that some close thought was necessary to ensure a satisfactory of fonn which could be kept rigid and plumb to a height and at the same time provide safe working conditions for the labourers employed.FOUNDATIONSThe spread base of the chimney is 45 ft. in diameter, and foundations were carried down to a depth of 8 ft. 6 in. below natural surface into good hard clay which was known to be the best foundation obtainable in the vicinity being capable of withstanding, when dry, a load of 3 tons to 4 tons per square foot, whereas dead load is 1A tons per square foot and the maximum load expeeted under the most severe wind condition is 2 tons per square foot to ensure the foundation being kept dry and unaffected by ground water, the site was surrounded by a ring drain at a distance of six feet from edge of concrete foundation and at a minimum depth of one foot below bottom of concrete. Open-jointed pipes were laid in the bottom ofthe drain and graded to a pipe drain with outfall clear of the site.

The effort described by the report covers the period from 31 January 1977 to 11 November 1977 and accomplished the following tasks: ? Data accumulation, mainly from visits to the major manufacturers and mine sites. ? Hazard analysis of blast-hole drill, mining shovel, and dragline. ? Recommended design concepts for automatic fire control systems for each of these vehicles. ? Detail system designs for each of these vehicles. ? Procurement of prototype systems for the blast-hole drill and mining shovel. ? Installation of the prototype systems on machines at a surface mine and demonstra¬tion of performance by fire tests on the machines.

The Kilmar dolomitic magnesite deposit~ in sourhwesr Quebec lie in Grenville Province sedimentary rocks that strike north and dip steeply west. The sediments comprise quartzitic, carbonate and argillaceous members. The middle or carbonate member hosts the magnesite and, like the two other members, has been intensely mewmorphosed. Magnesite occurs as lenticular shaped zones of altered limestone and is mixed with 5 to 30% dolomite crystals. Diopside, serpentine and mica are common accessory minerals. Magnesite appears to have formed from merasomarism of all or part of the carbonate member due to intrusion of hot magnesia-rich solutions. Magnesite is mined from a 490 m vertical shaf1 and is milled and burned into clinkers, which then are shipped 10 pyroprocessing industries around the world.

On behalf of ME readers, the editors thank them.During the past 25 years, U.S. ball clay production (the quantity sold or used by domestic producers) increased from 788 kt (869,000 st) in 1990 to an alltime high of 1.31 Mt (1.44 million st) in 2003 (Fig. 1). Housing construction within the United States, a leading market for ball clay-based ceramics and sanitaryware, began to decline in 2005, which resulted in a considerable decrease in sales of ball clay that continued through the 2008-2009 economic recession. After bottoming out at 831 kt (916,000 st) in 2009, ball clay production steadily increased through 2015 (Fig. 1). Estimated sales in 2015 were 36 percent higher than those in 1990 and 18 percent lower than those in 2003.Four companies (H.C. Spinks Clay Co., Imerys S.A., Old Hickory Clay Co., and Unimin Corp.), mined ball clay in five states during 2015. An estimated 1.7 Mt (1.18 million st) of ball clay valued at an estimated $47.5 million was sold or used by U.S. producers, a 4-percent increase from 1.03 Mt (1.14 million st) valued at $45.2 million in 2014. Approximately 65 percent of total ball clay production was air-float, 25 percent was crude or shredded and 10 percent was water-slurried"

It is generally recognised that slags are active participants in pyrometallurgical processes, and not merely inert liquids which must be produced. to effect separation of gangue material in smelting, or of impurities in refining. The importance attached to slag-metal reactions in steelmaking is shown by the numerous investigations in this field. However, there are still many important reactions of slags which require explanation. In this paper some new aspects of the reactions of slags will be discussed, as far as possible quantitatively.FREE AND COMBINED OXIDESMetallurgical experience indicates that variations in the composition of slags produce changes in the chemical behaviour of the various components. These variations have been generally ascribed to changes in the proportions of free and combined oxides, i.e., compounds have been assumed to be present in the liquid slag.Considerable support for this view has been adduced from the existence of compounds such as metallic silicates, phosphates, etc., in the solIdified slag. "Declining ore grade, leading to increased material transport and plant throughput requirements, is one of the major challenges in the current mining environment. This is accompanied by rising energy and labor costs, decreasing plant productivity and the requirement for highest plant availability. Siemens’ answer is the latest gearless drive technology for grinding and conveying. Gearless drive solutions are surpassing the mechanical limits of conventional drive systems serving to utilize the principle of economies of scale. By elimination of various components of the drive train the maintenance activities and spare parts inventories are reduced. The advantages are culminating in the incomparable availability of the Siemens’ gearless drive technology of 99.46 to 99.71% - as confirmed by real operational data from the Antapaccay mine in Peru. It was the first plant worldwide to use gearless drives for both applications.INTRODUCTION – THE GEARLESS PRINCIPLE The principle idea behind a gearless drive system is to reduce the number of components and diversity of parts. Especially those components that are at the edge of current manufacturing or power limits are eliminated. The used equipment provides the possibility to scale up and increase the power transmitted to the driven machine. This finally results in a possible increase of throughput respectively transported or processed material. In order to apply this principle of simplification we will take a look at the components of a conventional drive system consisting of: - Driven equipment (mill, conveyor, slurry pump) - Components altering the rated speed (gearboxes, girth gear / pinion) - The electric motor - Starting devices for the motor (VSD, CCV, LRS, clutch), which are necessary because a direct across-the-line start of high power motors with load would result in a significant drop in the line supply voltage - Alternatively a variable speed drive (VSD) or cycloconverter (CCV) to utilize the possibility of speed variation during operation - The electrical supply system (cables, switchgear, transformers, protection equipment)"

This paper describing the mining methods of the Inspiration Consolidated Copper Co. is one of a series being prepared by the Bureau of Mines on mining methods and costs in various mining districts of the United States. The story of mining at Inspiration is of particular interest because, after 127,812,000 tons of low-grade copper ore were successfully mined, the mining method was changed from block caving to open-pit. As the open pit became deeper, many features of the former block-caving operation that were exposed elucidated concepts of the mechanics of caving that previously had been assumed but not observed. The conversion to open-pit mining was accomplished by unique combinations of equipment and the introduction of ingenious engineering and operating practices that have extended the expected life of the mine for many years.

THE Iron and Steel Division, A.I.M.E., is unique in this country in that it serves all phases of the iron and steel industries. Through its publications, its meetings, and its sponsorship of new technical developments in the industries, it has proved of great value. The various technical committees of the Division are the nucleus around which this service can be developed. The Blast Furnace and Raw Materials Committee has done excellent work. The need for beneficiation of iron ores is increasing and the economics of this operation are developing more and more in favor of increased activities. Ores that are slightly undergrade should be concentrated up to grade to supplant the present practice of mixing with higher-grade ores to bring up the average composition. Marginal ores that are not now being mined, or that are being mined and piled for future use, should be concentrated. The development of the use of sinter in the blast furnace, because of the elimination of fines, the advantage of better sizing of the charge, the resulting reduction of coke consumption, and increased output of pig iron per furnace, will make concentration and sintering become practical ahead of its natural time.

This report describes research directed toward the preparation of chemical oxygen (02) sources which exhibited improved 02 storage and reaction characteristics when compared to potassium superoxide (KO2). The initial focus of the research was the preparation of calcium superoxide (Ca(02)2) by the disproportionation of calcium peroxide diperoxyhydrate. The Ca(02)2) was characterized by chemical, thermal, and x-ray analyses. Several methods for scaling up the Ca(02)2 synthesis process were studied. Next, the reactivity of Ca(02)2 toward humidified carbon dioxide (C02) was evaluated and was compare o that of K02 under flow-test conditions approximating those existing in portable breathing apparatus. The reactivities of mixtures of K02 and Ca(02)2 or lithium peroxide towards humidified CO2 were also studied. Finally, an analysis of two commercial, K02-based, self-contained self-rescuers was conducted to determine the potential weight and volume savings which would be possible if Ca(02)2 or a mixture of K02 and Ca(02)2 were used as a replacement for K02.

The National Institute for Occupational Safety and Health?s Pittsburgh Research Laboratory conducted a full-scale test of a composite polyurethane-aggregate seal in a hydrostatic chamber at the Lake Lynn Experimental Mine. This composite seal consisted of a polyurethane and limestone aggregate core that was formed between two concrete block walls. In the hydro-static chamber test, water is used to pressurize the seal. During the test, the maximum average water pressure the seal was able to withstand was 18.9 psi. Further, the seal began to yield at an average water pressure of only 17 psi. At the time of the test, the minimum seal design requirement was 20 psi under 30 CFR4 75.335 (2005). Therefore, based on this test, the seal did not meet the regulatory minimum design requirement. Uniaxial compressive tests conducted on samples from the polyurethane-aggregate core revealed that both the compressive strength and the elastic modulus of the material were much less than that for polyurethane only with a density of 10.0?12.0 lb/ft3. The significant reduction in the strength and stiffness of the polyurethane-aggregate mixture results from the formation of a soft polyurethane foam around each piece of aggregate. The formation of the soft foam seems to be caused by residual moisture from the aggregate. The moisture also caused the density of the polyurethane in the polyurethane-aggregate mixture to be less than the design requirements. The lower density of the polyurethane in the mixture, along with the formation of zones of pure polyurethane only, resulted in the overall seal density being less than the design requirements. During seal construction, steps were taken to control the moisture, but were not successful. An analysis of the seal failure showed that the calculated shear stresses at failure and the estimated shear strength of the polyurethane-aggregate mixture are fairly close. This suggests that the strength properties of the polyurethane-aggregate mixture along with a weak zone of poorly bonded aggregate controlled the maximum pressure the seal could withstand. At the time of the seal testing, the minimum design requirement was 20 psi, as specified at 30 CFR 75.335 (2005). New emergency temporary standards for seal designs were promulgated on May 22, 2007, with a minimum requirement of 50 psi under specified conditions. However, it will be shown that the evaluation of the polyurethane seal performance as designed to meet the older 20-psi criterion can be relevant to the design requirements under the new standards.
